All northbound lanes of highway 101 the bayshore freeway are closed in foster city. Its because of a crash at or near the highway 92 interchange. We are told ambulances have been sent to the scene. Traffic is backed up to redwood city. We just heard that the chp has started diverting northbound traffic off the freeway 101 at ralston and hillsdale exits. Chp isnt saying when they expect to reopen northbound lanes. So this is going to be a mess for some time. New at 6 00 its called a turning point for san joses stressed police department. We have been reporting how Staffing Levels were so low. Officers working overtime were sleeping in rvs in the parking lot. Now the department is welcoming its biggest graduating class in years. Kpix 5s len ramirez on how the city has been pulling out the stops to recruit. Len. Reporter thats right. It has been doing a big job of recruitment but right here in the parking lot you can see that it appears a few of the officers are still sleeping in their rvs between those mandatory overtime shifts. But this may be winding down because new help is on the way. Reporter San Jose Police Department Newest Police Academy marched in lockstep to their Graduation Ceremony but with this class of 27 newly sworn officers, the mayor says its the city thats turning the corner on its Police Staffing problems. With this class, the largest in four years, and then the next class which is even larger, were going to really see the acceleration. Reporter san jose lost about 50 officers after pension reform measure b passed in 2012 which cut salary and benefits. Officers worked so much mandatory overtime that some of them slept in rvs in the Police Parking lot. But voters overturned measure b in november and a new three year deal gives officers significant pay raises and bonuses. New officers will have a starting base salary of 92,000 putting san jose at the top of the Bay Area Police pay scale. We have great pay. We have great salaries. And you have great benefits. Thats one of the best recruiting tools that we have. Reporter that sell job worked for Katrina Atkins sworn in today. San jose recruited her all the way from new orleans. The cost of living there is not as high and you dont get paid as much but here you get paid and the cost of living is hire so its balanced, you know, so, um, but i just think that theres a better opportunity here. Reporter san jose still has only 790 streetready officers and it will take years to rebuild the department. But the chief says the worst is over. We have got stabilized and are starting to grow. Reporter the chief says that he is still patching together his police force with those overtime shifts. But as more and more officers join the department, either fresh recruits or other officers who previously left and are starting to come back, that will make things easier but they are still down about 500 officers from their peak. Reporter newly elected milpitas mayor richard tran has been hit with a cease and desist order in which city manager Thomas Williams alleges that the mayor spoke repeated and misguided Public Comments that had a deep an resounding emotional impact and negatively affected williams job prospects. The mayor agreed to speak with us today on the condition he would not directly comment on the letter or the Million Dollars lawsuit it threatens. Folks want someone they can trust. I can say that. You know, folks want to see change and hope for a good future and brighter future. Reporter tran a homegrown candidate has clashed with the city manager since taking office. At one point in the exchange the letter says tran told the city manager, quote, that you know i told voters i have to investigate you so nothing personal. But i got to do what i got to do. We reached out to the city manager today but williams said he had no comment. His letter asked the city for more than a Million Dollars. 50,000 for the damage to his reputation, and another half Million Dollars for Emotional Distress plus 15,000 and counting for attorneys fees. Tran defended his leadership style saying he is only trying to accomplish what the voters put him in office to do. My legacy really is to change the standards of leadership. Right . Today the governor signed his 52 billion package in order to fix the states crumbling roads and bridges and Fund Mass Transit projects. Its going to raise the gas tax by 12 cents cents a gallon and create an annual vehicle fee starting at 25 per car. Officers surrounded the suspect car on howe road. Police say he had a handgun and two knives in the mercedes. At times during the standoff he threatened to kill himself and others. Police say during the negotiations, that started last night, the suspect was having hallucinations from illegal drugs. He is suspected of shooting and killing a woman he had been dating. That shooting happened yesterday in walnut creek. 47yearold [indiscernible name] was pronounced dead at the scene. For 19 hours this entire neighborhood was closed off. In fact, residents were told to shelter in place. Some even had armed s. W. A. T. Team members inside their homes during the standoff. I go upstairs, theres three snipers all laid out in my room. And their guns and everything laid out on my bed. I just want to get out of here. Finally at about 2 p. M. Today, the suspect surrenders. He is identified as 38yearold greg [indiscernible name]. Theres no word on the charges that he will face. A man accused of setting off three firebombs in fairfield is behind bars this evening. The first firebombing happened about 10 00 last night at an apartment complex on north texas street. An hour later a car fire nearby. Then 1 a. M. An explosion and fire outside the Fairfield Police department. The suspect allegedly threw a firebomb through a window. He lived in the apartment complex and was targeting two names and he used slurs toward them in the past. They are both okay. Police arrested a 39yearold man, Matthew Jones booked into Solano County jails for several charges including attempted murder and hate crime. A break in the case. Bart police make their first arrest in a takeover robbery on a train last weekend. And they promised more arrests to come. A minor was taken into custody this afternoon. Cameras captured images of dozens of suspects rushing bart gates last saturday at the coliseum station. They boarded a train, injured at least two passengers and stole cell phones. We have issued multiple arrest warrants for the suspects in the coliseum incidents. How are you keeping riders safe . We are in emergency staffers. All officers are working one extra day. The arrest comes a day after bart reported a 22 spike in crime. Thats compared to a year ago. We are following breaking news on the peninsula tonight. That traffic incident on 101 is now being called a shooting. We are trying to get as many details as we can. The chp confirms it was a shooting and crash on 101 in foster city. Chp is not allowing drivers to get on northbound 101 so thats going to compound the problem in both directions. The chp wont say how long they expect to keep the lanes closed but from the looks of it, and as these things go, those lanes will be closed for some time and traffic will be a mess this afternoon. Reporter this first came ins a attract accident but minutes ago the california Highway Patrol confirming that there was a shooting after this crash. In chopper 5 well look at vehicles pulled to the shoulder of the road. You can also see emergency vehicles there. And at least one ambulance. Behind it several police vehicles. In the past few minutes we have also seen a yellow tarp indicating there is a fatality. We are working to get confirmation on that right now from the chp. In the meantime, pictures from chopper 5 this all started at 5 28 p. M. With a crash involving a couple of cars. Bay City News Agency is reporting that one person got out of one of the vehicles involved and started shooting. Were working to confirm that again with the chp. You can imagine what a mess this is creating on northbound 101. Its red through the section. Backed up back to redwood city. They are diverting traffic off off the freeway in belmont. They are not allowing drivers coming from the san mateo bridge to get on northbound 101. You can see traffic is dead stopped from the shot were giving you on chopper 5. Chp wont say exactly how long they expect to keep the lanes close the but they will be closed for some time. We know from experience there is a crime scene and that investigation has to take place. The threat of a government closure had been looming all week. Until today. Kpix 5s Elizabeth Cook is here with the latest. Reporter the house and senate today both approved a temporary spending measure that will keep federal agencies open but only for another week. Today Congress Approved a temporary measure to fund the federal government until may 5. That gives lawmakers another week to work out a larger spending bill that would run through september. It also spares the president from a Government Shutdown on his 100th day in office. Mostly stymied in getting his agenda through congress, the president rejects any suggestion that the white house stumbled out of the gate. Its a false standard 100 days. Today a state senator from Santa Barbara says she will put forward a bill next week aimed at blocking the president. Under the proposal sites could lose protected status. We selected halibut, red snapper, and white tuna for our random test fish that the non profit Conservation Group oceana says are some of the most commonly mislabeled in the world. Research, the United States had one of the highest mislabeling rates. Using the same dna barcoding kits used by oceana, we placed our fish samples into test tubes one by one, being careful not to cross contaminate. Then we sent the samples off to the lab. Two weeks later, our results came back 11 of 16 fish were mislabeled. First up, red snapper. At tadich grill in san francisco, the fish served turned out to be yellowtail rockfish. At feng nian in sausalito, it was silvergray rockfish. At mijori sushi in oakland, we got white bass. And at yuki sushi in san jose, we were served japanese sea bream. All the substitutions are cheaper fish. Had some pretty heated discussions last night with the discussions last night with the sushi chef, general manager jennefer koopman. She said to her surprise, her chef confirmed our findings. E order tai, is japanese for snapper. It probably started as a marketing term because people know what escolar is, said johnson. Study is a bit unfair because it only looks at a few species of fish that are frequently mislabeled. Gently, for the most part, generally the industry is honest. To imply that 50 to 60 percent of the time when you go out and go to a local restaurant or l get mislabeled fish is completely untrue.
