New at 6 00 we have learned of a second arrest for the murder of an elderly san jose woman. 19yearold johnny brown is suspected of beating 88year old flo douglas to death last year. Police say it happened during a Home Invasion robbery of her East San Jose home. Douglas was well known in the community as miss flo. The attack sent shock waves through the neighborhood. One man is already in custody charged with her murder. Two others have been arrested as accessories. A developing story, a major vote this evening in Santa Clara County on the future of our water supply. At issue, plans for the pacheco reservoir in southern Santa Clara County. On the agenda, how theyre going to pay to expand the pacheco reservoir and the price tag is 800 million. And youre taking a look at sky drone 5 video of the pacheco reservoir. Water district wants to double the water storage capacity. They say we need to save as much water as we can, a Lesson Learned after our drought and tonight, Board Members will vote on how to pay the 800 million for the expansion. Thats a hefty price tag. How is this going to be paid . It is. The good news is the voters of the state approved a bond, and we are trying to get some of the bond money to make the cost to taxpayers in Santa Clara County less. Reporter he says the board will be asking for a few grants. They say they are going to ask for as much as they can get. But the board member also says they will be competing with other Water Districts in the state asking for the same money. But he says they are optimistic they will get the money that they will need. By the way, the construction for the pacheco reservoir once it gets started will take more than a decade. Live in san jose, maria medina, kpix 5. And skydrone5 above the novato narrows, a painful stretch of highway 101 for drivers and one of the bay areas worst commutes. A look at our traffic map shows the issue. The evening commute backs up just north of novato and then it stays bad as the highway narrows to two lanes heading into petaluma. Finally some relief in sight. Reporter it is literally right here behind me and the good news is the end is in sight for this portion of the project but the fight for funding for the rest of it also begins now. If it feels like a long time coming, you would be right. But by the end of next year, there will be big changes to parts of the backlogged novato narrows and you can see it taking shape from sky drone 5. The actual marinsonoma narrows project started over 10 years ago. And so now, in 2017, were actually over halfway through the project, both in Sonoma County and in marin county. Reporter it hasnt been easy. Once completed, the project will widen the highway, raise part of it out of the San Antonio Creek floodplain, and straighten some of the curves. Right now, we actually dont have enough funds to complete the design phase of this phase 2 project. And so were still awaiting other infusions of monies to not only finish the design but then to start the construction of the project themselves. Reporter he hopes that Senate Bill One in construction with mtc funds will come through in its favor and have a presence in sacramento to effort that. Theres also the possibility of an increased marin sales tax to supplement a shortfall. Because its such a large project, right now the federal government and the state governments are certainly not providing the funds support they used to and so now it boils down to the locals taking care of themselves. Reporter certainly transportation Officials Say they are looking first to those state funds but as you can imagine, theres a big battle over all that money because a lot of work across california needs to be done. Literally every, single county in sacramento is hoping to get some of the money but hopefully, marin and sonoma will get some and will be able to finish the design portion phase 2. San francisco leaders say this isnt legal. City attorney Dennis Herrera said authorization from congress and in violation of the constitution. This comes as california considers whats being called a sanctuary state bill. Sb 54 passed the senate in april. If we had a way to detect this in living players then we would know how common this disease is and i think even more importantly, we could detect it at the earliest changes in the young players. To Mare Island Dry Dock in vallejo. Th a major milestone for this ship. The cape boarda departed from the sa seen bay reserve fleet to vallejo. It will make its final stop in texas. Kpix 5s john ramos shows us whats left of the mothball fleet. Reporter when the cargo ship cape borda left the suisun bay reserve flight this morning, it may not have marked the end of an era but it is the end of the ship. Its beginning a final voyage to texas to be scrapped for its metal. We like to refer to it as recycling. Scrapping is such a horrible term, you think. Reporter joe manages what many know as the mothball fleet. There are only 10 ships remaining but at one time there were hundreds. After world wars one and two, the government learned it was smart to maintain a Ready Reserve of older vessels that could be pressed into service. We have proven that ships can stay here for a long time. You just have to take care of them. Reporter but many just rotted away and the fleet was found to be doing environmental damage. So the government agreed to begin scrapping nonretention vessels ones that were beyond saving. The cape borda was the last one of those. And now, the mothball fleet is no longer a place where ships just wait to die. Whats the future look like . I hope to get some more Ready Reserve ships with crews on board and then we would provide for their services. Reporter like the petersburg, this mobile fueling ship has a crew living on it and could be ready to sail in a matter of a few days. Joe hopes his fleet can grow again, this time with ships that are a little more capable of answering the call to duty. In some kind of conflict or National Emergency you have to be able to haul the cargo. So theres always going to be ships in a National Defense reserve fleet in order to do that.
