Driving through a heavy downpour on twisty highway 17 can be nerveracking, but try doing it when you cant see a thing. That was scary. At a spot where the pavement turned into a riverbed, the car in front put up is up a rooster tail, it was like trying to steer a sub through a waterfall. It hasnt been easy on anyone up here in the mountains. Just getting around highway 17 and the other lesser highways up here has been very difficult request road closures, mud slides, rock slides, and as you saw it, heavy rain and heavy water on the roadway. Firefighters kept a close eye on the four houses they landed on. Lines were still live and smoking when pg e showed up. The north bay has also been a mess. Some of the shops will be closed for the week because the damage is so severe. And lets take a look at the water line from this morning. You can see here from this Vantage Point some places are about 18 to 19 inches deep for the water line. Roads intersections and businesses under water. This was how the Cove Shopping Center in tiburon looked early this morning. It flooded this picture frame studio along with nine other shops. Business owner tom craig lot a good chunk of irreplaceable artwork. I guess the biggest heartbreaker is the fact that i have lost customers artwork and maybe some irreplaceable, you know, family heirlooms. Reporter he says most of these pieces cannot be saved. Its pretty much ruined. I mean, theres no way you can sell or collect or frame Something Like that with all that water damage. Reporter anything that was sitting on the floor is gone. Some who tried to drive through the floodwaters stalled. But that did not stop others from doing it at this larkspur intersection, people and drivers ignoring warning signs by walking and driving in more than a foot of water. Its been pretty bad. We have had a lot of clogged drains due to all the leaves and like right here we had a couple of branches fall down and block the sidewalk. Reporter at this u. P. S. Store about 15 packages got damaged from the water. Hopefully there are no Christmas Gifts there. And you can see why its taken them possibly up to a week to get things back to normal. This carpet right here its pretty much done. You can see its concrete floor at this point. They have to wait for a company to put in new carpet before they can reopen these doors. The north bay got the brunt of the storm. Water flooded classrooms at the Casa Grande High School in petaluma. This is the band and choir room. Crews had to sweep out a foot of water. The other big story with the storm has been the wind. It was howling in pacifica today whipping up the waves. Gusts were Strong Enough to shred this american flag. In saratoga, this huge tree couldnt withstand the strong winds and rain. It was uprooted and leaning dangerously close to homes. No way to save this one. Crews were called out to cut it down. Similar story in San Francisco except this tree completely gave way. It was blocking part of the intersection at valencia and duncan streets near california Pacific Medical center. The wettest 48 hours we have had in six years in the bay area. It will not be as stormy tonight. The rain is tapering off. That is the big headline. Still some showers out there. There will be showers out there for the next several hours. Gilroy, morgan hill, san jose, san mateo picking up a few showers but off to the north, we see virtually no rainfall north of San Pablo Bay and north of the golden gate. Things are finally calming down but look at the rainfall totals six inches of rain in san anselmo. Napa 2. 5. Lafayette more than 3. Brentwood nearly 3 and petaluma 4. 5 of rainfall. You asked for rainfall. We got it. Widespread heavy rainfall is done. Scattered showers continue this evening but all in all we cant say rainfree. Its, um, 20 by 30 by 10, i believe, and it comes about because despite all our modern conveniences, the pipes that bring us water and take away our sewage are a century old. It was 195 when the earth opened up in this nearby seacliff neighborhood squalling this house in seconds leaving a cloud of dust and all because a city sewer ruptured during a storm. The sewage below our feet flows in a labyrinth of pipes that crisscross 1,000 miles more than half at least 70 years old. The water pipes in front of my house still have the Spring Valley water cap on them. Reporter thats the Water Company that became the citys Water Department in 1930. The pipe that broke today wasnt new then. This pipe dates back to 1905. Reporter its 110 years old. This is the very pipe that broke. They are going to patch it up in that big hole. Its 20 feet by 30 feet and 10 feet deep sucked in when a sewer pipe ruptured and the water pipe gave way. We are chasing emergencies and we have the triage mode, as well. At the same time its also driving down mayor lees Approval Rating some 14 point since last year. The people feel as though city hall and the mayor in particular are not listening to them. Until a man who seemed to be looking for trouble was shot by an off dude Police Officer. Police say a suspect first tried to break into a car this morning in the Lower Nob Hill neighborhood. He then attacked a pedestrian and caused trouble inside of a coffee shop. Finally, he tried to rob an off Duty Police Officer inside an apartment building. Police say after a brief struggling the officer shot the suspect. The suspect went to the hospital. The officer had scrapes and cuts. Bart passengers face a tough commute this morning as you can imagine after a small fire on the tracks in San Francisco. Not rain. Dozens of people were left waiting on platforms for delayed trains. Bart had to reduce service down to one track into and out of San Francisco because of the fire near the embarcadero station. It ended up causing a backlog systemwide. Returning to our storm coverage now, the rain made a huge mess of the morning commute out of marin. The combination of high tide and rainwater closed two lanes of southbound traffic on highway 101. It created a big backup that stretched back to novato for most of the morning. The weather is wreaking havoc all over the bay area today. Police responded to calls of fallen trees and car accidents. In concord at Rolling Woods way in glen willow one tree fell and crews were taking down another because they were concerned that it would fall and hurt someone or damage property. Trees are vulnerable because they are top heavy with growth and when you get rain the truck loses its stability. People who live in orinda and need to use miner road they should be aware that the road will likely be closed until 11 p. M. While they restore electricity and remove the tree. The drain that they are headed up is not headed towards spawning ground. Its headed to a maze of drains up on the west sideful valley. Reporter to certain death until the department of fish and wildlife took action. They tagged them and then 12 at a time drive them back to the Sacramento River. They can make their decision whether they want to go up the feather or the sacramento or wherever they need to go. Reporter but not in a ditch. Not in a ditch. Thats exactly it. Reporter Scientists Say the confused fish keep coming because to them, the water smells and feels much like the river, especially on a rainy day when the Irrigation Water is flowing like the river current. One solution, reconnect the top of the ditch back to the river allowing the fish to escape. How far is the river from the ditch . Two miles. Reporter not far. You can cut a ditch. We can cut a channel, yeah. Reporter not so fast, he says. Anything affecting agricultural water is complicated. There are a lot of people studying this issue with the bureau of reclamation and the department of water resources. Reporter how long is have they been thinking about it . 15 years. Reporter the trapping and rescuing operation will continue for a few more months but the problem of the salmon getting into the ditch to begin with still be with us and while the solution seems simple, just getting there isnt. She saw the car ahead of her go through the underpass just fine and decided to go for it. Suddenly a rush of water came out of nowhere and slammed into the car. To give you some idea of the force of all that rushing water, the woman was coming down the had i will in the left lane, the water coming down the hill in the left lane, the water slammed into the drivers side and pushed her into the next lane. Reporter the engine flooded and died. The woman ditched her boots, escaped to safety by wading through waist deep water and had not much to say. Are you okay . Yes. I dont want an interview. Reporter more drama on southbound 280 at the highway 87 offramp. Drivers couldnt see the giant puddle of water in the dark and slammed into it at full speed. The first Police Officer on scene tried to block the exit. But watch as this driver goes around the patrol car, hydroplanes a short distance, stalls out and gets stuck. That same officer was now waving flares to try to stop the traffic from driving into the floodwaters. Look closely as a second car tries to snake through the blockade and the officer throws the flare at the driver here it is again in slow motion were with. That second driver did not get the message and drove around the blockade anyway. Back in downtown san jose it took crews about 4 hours to unclock the sewers and drain the unclog the sewers and drain the water into the Guadalupe River which is higher thanks to the rain from this morning. A few weeks ago you could have walk across without getting wet. Kiet do, kpix 5. In San Francisco the amount of rainwater coming down overwhelmed an underpass at highway 101. Three cars submerged along cesar chavez. One driver told us he actually pulled off the freeway to get out of the rain and ended up getting stuck. Some people took the opportunity to enjoy todays floodwaters. Chopper 5 spotted this guy paddle boarding in mill valley, made his way through the muddy water where nearby cars were also stranded. There are new protests after a grand jury decided not to indict a new york city Police Officer in the death of a black man. The incidents was caught on camera. The officer using what appears to be a chokehold on eric garner. That tactic is banned by the department. Garner died about an hour later and the medical examiner ruled his death a homicide. Tonight garners father is asking protestors to remain peaceful. This is our neighborhood. We got to live here. Theres no sense in tearing up nothing. It aint no sense in letting outsiders coming in causing can [ censored ] here with us. The police is our problem. Officers were trying arrest garner because he was suspected of selling illegal cigarettes. The officers lawyer says garner was resisting arrest and that a legal takedown maneuver was used to subdue him. Texas is leading a 17state coalition suing to stop president obamas executive action on immigration designed to spare as many as five Million People from deportation. Two things are clear. Our immigration system is broken. And it must be fixed. Second, the constitution prescribes immigration policy be fixed by congress, not by president ial fiat. Reporter but sandy got lucky or so she thought when she got a message from the stadium employee telling her the phone was turned in. I found my phone was in levis stadium. The locator comes in and said its within three meters of this. Levis stadium. Reporter but when sandy showed up at the stadium to retrieve her phone she was in for quite the 3rd quarter surprise. They said no. Reporter exciting 30lecy concerns an more than 80 lost phones, sandy says stadium security refused to let her find her phone even though her find my phone app clearly showed it was feet away. In a statement the 49ers say we will make every attempt to reunite guests with their items but levis stadium is not responsible for lost or damaged items. So when many of his students werent going on to college, he did something about it. Kate kelly introduces this weeks jefferson award winner. Reporter karl debro and Robert Marrujo have covered a lot of ground together. Karl taught robert in high school over a decade ago and changed his path forever. The road map to getting to college is complicated for people who dont know anything about it. Reporter robert found the road map through a program karl piloted at San Leandro High School called avid, advancement via individual determination. I was really passionate about the absence of African American kids and latino kids in the higher classes. They werent going on to college. Reporter with the structure and support karl provided through avid, robert was one of many success stories. At the end of the day we had a 95 Fouryear College admission rate. Reporter today ail find karl on the campus of Contra Costa College where he has taken on his next challenge as director of gateway to college. Hear i saw an opportunity to work can kids who were really the people who are given up on, who were dropouts, who are being pushed out. Reporter gateway to college is a different kind of high school experience. First of all, its on a college campus. The kids still take high school classes, but also can take College Courses and are mentored every step of the way. They make sure that im getting the classes that i need and, uhm, they are constantly helping us keep on track on the things that were doing so we actually start slipping up, they will help us move us back on the path. Reporter Jorge Gonzalez joined gateway last year. I knew coming here, the kids will actually be able to want to learn. There wont be any distractions for us whatsoever. Reporter many students come from stressful homes, so counseling is provided on campus through a partnership with the wright institute. With over 110 kids currently enrolled, the number of gateway graduates is growing every semester. People say, these kids cant do it, um, people have given up on these students. And thats not how i see them. I see them as people who are brilliant who have tons of potential who might not know it themselves and i feel like i can help them.
