Reporter the governor is calling on lawmakers to ease environmental restrictions that would allow them to fast track a major recycling. It currently recycles up to 8 million gallons of water every day. Thats enough water in theory to supply 17,000 households. The expansion would quadruple their capacity allowing them to serve nearly 70,000 homes. Its not just regulations and red tape. Its also the ick family and toilet to tap recycling process. Once people are aware and understand the processes that are put in place they get much more comfortable in order to be able to drink this water. Reporter we got a tour of the facility this afternoon. The water is sent through a series of high tech filters that remove even microscopic contaminants and is zapped with uv light to sterilize it. It wouldnt be pumped directly in to the Drinking Water supply. It would seep slowly in to the underground aquifers. A bill to put construction of two new water storage reservoirs was killed by a state Assembly Panel today. Dozens of farmers gathered outside the State Capitol urging lawmakers to pass it. That bill would have streamlined Environmental Review for a reservoir in the sacramento valley. In the last 30 minutes we heard from city officials in response to a day of clashes on the streets. Good evening to you. Clashes with police are popping up across the city as are the fires. Weve seen extra fire trucks streaming through this area trying to get to the massive blaze at the senior center. At some point these clashes with police, some police are pulling back, many of them pulling back. Theres a sea of vandals and no officers to be seen. At other locations officers in riot gear are coming in and theyre dispersing those crowds. Reporter rioters torched a police car threw rocks at officers, and looted stores during clashes in baltimore monday afternoon. Officers responded in force carrying batons and using teargas to try to disperse the crowds. Officers have been placed in harms way and we know some have been injured. These are buses full of police streaming in to areas of baltimore where they are needed. Some 1,000 extra officers called in to night. A thousands state troopers have been called in. The gray county has put out a statement through their attorney tonight saying they want the violence and the vandalism to stop, that freddie would not have wanted this. The family has said all along they dont want this to happen. What youre seeing tonight is an area downtown that police have backed off from and are now allowing protesters to come back in . There were areas where police appeared to pull back just a little bit. We heard from the mayor earlier saying she wanted to give them a little bit of space. In her presser she backed off of that statement somewhat saying she was not allowing looters just to run free. Then we heard from the Police Commissioner saying they cant just rush in. Reporter steve arthur is right where we left him nine months ago. Its unbelievable. We cant keep up with the demand. Reporter drilling water wells as fast as his rigs will let him. In this historic drought the waiting list just keeps growing. Customers will actually pay people from out of state double or triple the price of a regular well just to get the well. Reporter in a word, theyre desperate. Believe me, the farmers are not drilling wells just because they have nothing else to do with their money. Reporter and right now money is flowing where water isnt. Farmers are paying 300 a foot to reach the precious resource. Wells are going deeper than ever before. 800 feet used to be deep enough. Now the average is 1500 feet. The height of the empire state building. Some wells go 3,000 feet down because that good water is being sucked out faster than nature can replenish it. Im measuring wells that are declining 100 feet a year and i told a hydrologist that and they think i misspoke. Reporter the usgs tracks how fast the groundwater is dropping. Its also watching the Central Valley sink right along with the underground water. These buckling water canals are just one sign. Roads railways, canals, pipe lines. Any kind of infrastructure like that that isnt flexible will break. Thats why people essentially care about it because its expensive. Reporter sneed says to keep water flowing through the canal the height of the checkpoint actually had to be raised, essentially making it a doubledecker. When this road was built they didnt need these walls but over the years, as the ground has subsided, the walls have become necessary to keep them off the rofementd its no long off the road, but its no longer working. Usgs photos show how much the land has dropped over the decades. Its just that as more and deeper wells go in, the subsidence is happening faster than before. That showed 30 feet in 50 years. Reporter life wasnt always so good for businessman david he almost drowned 40 years ago escaping the vietnam war. My parents wanted us to go back and help improve life of people over there. David was born in to wealth living in the biggest house in saigon, a seven story mansion. His father owned the recycling company and biggest paper mill in south vietnam. My father, they used to call him the king of trash. Reporter the family empire vanished overnight on april 30th 1975. Communist soldiers seized all their properties. They escaped in a boat with just the clothes on their backs. We left with nothing. Reporter a rescue ship rescued them from their sinking boat. Were so lucky.
