Some of the Los Angeles Police officers on the corners are not usually patrol officers. They are detectives. But that reflects that this is an all hands on deck situation. They have them everywhere. Also in this manifesto, 40 potential targets were listed. So they have officers dispatched to do heavy protective details. Those include Police Officers and their families. Another move that the police and Sheriffs Department here in los angeles have taken is they have removed the officers from motorcycle duty saying youre much safer being inside a patrol car and everyone must patrol in pairs. Frank and michelle . Right. They have to be careful. Teresa, we know that dorner is a former cop. He is clearly trained in police tactics. And thats why lapd is saying he is so dangerous but there are other reasons, as well. Absolutely. You know, before he was an lapd officers which he joined the force here in 2005, he joined the navy just out of university. About 2001. So he has excellent marksmanship skills. They say with rifles, with pistols. He has been trained in urban wear fair tactics, survival tactics. At one point he was deployed to a war zone. He is trained in urban warfare tactics. This is a man with skills outside of the l. A. Police force, very intelligent, can be very coy. What they would call an extremely dangerous suspect. What they have said one Law Enforcement expert is that, you know, this is a person who has shaken up the Police Department by taking those who are usually, quote, the hunters and making them the hunted. Reporter the investigation is turned over to the Coroners Office but preliminary reports from the police show that it looks like this is just a very unfortunate accident. The woman 24yearold woman fell 11 stories from this condo building here behind me. The city heights condo building in downtown san jose near st. James. So we have a couple of blocks roped off by police right now. It looks like they are getting ready to reopen the streets very soon. She fell on to the sidewalk below here and she was found dead. Several people called police to tell them that they had heard so many partying on the 11th floor. People called noise reporting hearing a loud thump. She wasnt alone up there. Toward the afternoon the skies clear out. Its cold out there now. You have a lot of clouds and the temperatures, were chilly in spots. 33 degrees hovering above freezing in santa rosa, 40 in concord and 41 degrees in livermore. By the afternoon, highs expected only to be in the low 50s toward the coastline, about 54 in san jose. And about 55 in San Francisco. The storm is causing some significant disruptions to air travel extending all the way here to the bay area. The storm is going to set things back for travelers all across the country. Dozens of flights were canceled out of sfo. Right now, two major storms are expected to converge across the northeast and residents have a few hours to prep for their homes for what experts say could be a historic storm. New york could get up to a foot of snow and boston up to three feet. 3,000 flights along the east coast were canceled and were seeing the effects here in the bay area. At sfo, we have learned that 52 flights were canceled for today. Thats 35 departing and 17 arriving from boston, newark, jfk or philadelphia. We spoke with a couple of travelers headed back from vacation and they say they only wish they got delayed sooner. I feel that like i could go back to hawaii because we came from hawaii yesterday so why didnt they call us there and say you dont have to come back . [ laughter ] reporter now, the last we checked in with airport staff there are no delays here out of sfo as a result of those cancellations. Now, its going to be one of those days where if you are getting ready to travel this morning, the best thing to do is call your airline before coming to the airport. It will continue with the Santa Clara County coroner. But you can see there are some authorities parked there. Theyre actually picking up the tape right now. The caution tape blocked the sidewalk in front of the city heights condo complex. This is on west saint james street at North San Pedro in downtown san jose. It appears as if a woman, a 24 yearold woman, fell from a balcony here at this condo complex at around 3 00 this morning. Were not sure exactly which floor she fell from. We have heard the 8th floor. Weve also heard the 11th floor. But you can see there are some balconies there on the side of the building. Police believe that this was just an accident, that she had accidentally fell. Some people had reported hearing some partying up there and then calling police saying that they heard a loud thud. So again, police dont believe foul play is involved even though there were some other people on the balcony with her. They say the coroner will continue this investigation. I just spoke with airport representatives who say they expect it to get worse throughout the day. So we are seeing the effects of that northeast winter storm here in the bay area from sfo flights going to and from the east coast. Meanwhile residents on the other side of the country just have a few hours left to prepare. Meteorologists are predicting this to be a potentially historic storm with the amount of snow expected. New york could see a foot, boston up to three feet of snow. And like we said, the impact of the storm is already being felt at our airports on the east coast, about 3,000 flights canceled. At sfo, we have learned now 55 flights were canceled for today. Thats 38 departing and 17 arriving from either boston, newark, jfk or philadelphia. We spoke with travelers headed back to finland from hawaii via new york and they tell us they doesnt mind the, stra i da of vacation. They dont mind the extra day of vacation. Its not a big deal but i would like the sunshine. Ravi kumra was killed during a Home Invasion robbery at his monte sereno mansion in november. Raven dixon was charged with harboring one of the murder suspects. Evidence against her has been sealed until today. The attorney for the 22year old suspect says she will enter a not guilty plea next friday. A judge could make a ruling as soon as today in the case of a man who drowned off the alameda beach. The city is challenging a lawsuit by the family of raymond zach which claims police and firefighters should have done more to try to save him. The city contends zach was suicidal possibly violent. The emergency workers onshore were not trained in land water rescue and didnt have a boa that could have been used in that situation. 6 40. This just in. But when this thing first came out, you have to understand that jerry brown and the over brown here fought tooth and nail about it. It was the location of the span not the bridge itself. We wanted the bridge of course because of the safety component. But the business from my standpoint of not including ramps on the Treasure Island made it unacceptable. So he, mayor brown here, was holding the bridge hostage until he could get the state to agree to new ramps on Treasure Island because he has all these Development Plans for Treasure Island including a brewpub. Ready to move the entire bridge to accommodate a brewpub. Be very practical. Thats a new neighborhood. If you cant accesses that neighborhood youre not part of San Francisco. There are ramps now on the bridge and having ramps on the bridge. The navy put them there when they first built Treasure Island. There isnt any reason to bypass. Jerry and the mayors on the alameda side didnt want a span like this. No. They wanted something spectacular that would rival the Golden Gate Bridge so they demanded that this tower be put in with that incredible suspension there a oneofa kind in the world so that the east bay would have something as spectacular as the Golden Gate Bridge to look at. The fall from the city heights condo building is believed to have been an accident. Police are wrapping up their work at the scene now. The coroner will investigate. In Southern California, they are still trying to find a former l. A. Police officer Christopher Dorner. He is accused of killing at least three people including a police officer.
