It sounds like a truck spilled some sort of debris off the back of it and then another car must have hit it, caused a fenderbender. Its already on the righthand shoulder. President obama got things started last night unveiling his executive actions. The president outlined criteria for undocumented immigrants to avoid being deported. They must have been in the u. S. For more than five years and have children who are citizens or lawful permanent residents. If you register, pass a criminal background check and youre willing to pay your fair share of taxes, youll be able to apply to stay in the country temporarily without fear of deportation. That new plan could shield up to 5 Million People from deportation. Republican leaders say the president is overreaching his powers. The House Speaker, john boehner, has scheduled a News Conference a short time from now. Under the president s plan, immigrants will be able to start applying for deportation deferrals in the spring. And in california, 1 1 2 Million Immigrants will be eligible the most of any state, texas comes in at number 2 with 743,000. You know, hundreds of thousands of people are expected to be coming out of the shadows to apply for this license designed just for undocumented immigrants. This is what that new license will look like. Starting in january, it will have the special notation of federal limits apply. At a Community Meeting in redwood city, it was a packed room of mostly undocumented immigrants. Most of them had just heard the president s speech on immigration. And they are also going through an 11week drivers Education Training course. Do you mean document commute every day all over california and when they get into crashes, they often ditch the car. Now they will be able to get insurance and fully learn the rules of the road. Its important they are documented and know the rules of the law to protect themselves and the Community Around them. The Sonoma County Sheriffs Department is defending itself after a video was released a drunk driving suspect being roughed up from Sonoma County jail in january of last year. East va wroth had been arrested for dui. When deputies tried to book him they said he resisted. He was tased more than 20 times during the 29 minute video. Wroth ended up in the hospital. I i honestly just didnt think it was ever going to stop. I had no idea that they were going to stop ever. I thought it was never going to stop. I thought i was just going to die. The Sheriffs Department says officers had to keep tasing wroth because he kept putting up a fight in a struggle. Wroths lawyers plan to use the video at the trial next month. Another woman came forward publicly alleging bill cosby sexual assaulted her. The florida woman accused him of drugging and having sex with her after one of his shows at the Las Vegas Hilton in 1976. Trying to teach them not to chew on earrings. At 15 months they come back for formal training. Probably about 6 months of working together before you really are a solid team. Reporter this building is normally used for College Administration as you can see here behind me, it is turned into a makeshift campsite. There are about 20 students in this room several dozen others scattered around the building. They have been here since wednesday. That is when a committee passed these tuition hikes for the uc system. They say they are staying until the regents agree to repeal that plan. Yesterday, some students interrupted the regents meeting after they voted 147 in favor of a plan to raise tuition about 600 a year for the next five years reaching more than 15,000 by 2019. [ screaming ] we are all crying. We see this as one step in the budget process. We see 5 as moderate. Reporter this hike could be stopped though if the state gives more money to the ucs the regents have indicated that this vote was meant to start a discussion about future funding. The negotiations start in january. [ pause ] it is the students caught in the middle. Many are vowing to continue the fight. Down at ucla they blocked the planned bonfire set for a beat usc rally. As for how long this occupation is going to last . Its anyones guess. Again, the students say they are going to stay until the regents decide to repeal this plan. University police have so far been standing by and letting it happen. There was some graffiti over the paths 24 hours so its unclear whether that change things. So far its been a peaceful protest. Police officers shot and killed may when he refused to drop his weapon. The latest consumer recall involves almost 5 million baby strollers. The reason, they can cut off a babys fingers. The recall covers 11 different models made by graco. They have a folding hinge on the side. Its the hinge thats troublesome if people arent careful. So far there have been 10 reports of babies having part of a finger amputated because of the strollers. British doctors say swallowing a tiny sponge is an effective way to test for cancer of the esophagus. They tried out the test on more than 1,000 people. The test works like this patients swallow a capsule on a string that expands to a sponge and then collects cells from the esophagus. Scientists then examine the cells for a protein associated with cancer. If you directly compare the results to endoscopy it is actually 80 90 of the time accurate. Until now doctors have been putting down endoscope down a sedated patients throw to collect cells. And take pictures. British doctors hope to offer the sponge next year and it could be available in the u. S. Within three years. A man arrested for drunk driving had to go to the emergency room after he was taken to jail. Kpix 5s Juliette Goodrich was with the man when he got the first look at the video of what happened to him while in jail. I couldnt believe. I was like dying literally. Reporter the video is difficult to watch especially for the man who was tased more than 20 times for reportedly resisting arrest. [ screaming ] face down handcuffed being tased with two guys on my head and two guys on my legs. Reporter the video was taken by jail staff and it goes on for 29 minutes. [ screaming ] reporter what started as a dui escalated into charges of assault on a correctional deputy and resisting a peace officer. Its torture its absolutely torture. [ screaming ] reporter the case goes to trial in a few weeks. Esas Attorney Says the deputies in the video should be prosecuted not his client. He was shocked with real electrical wires over 20 times and beaten savagely had both his arms wrenched out of socket, covered in bruises and blood by the time they were done with him and had to take him to the emergency room. That was after they already threw me down. Reporter photos show the taser marks and a black eye that deputies say esa had before he was arrested. Its not a pretty video as force typically is not. Reporter but the Sheriffs Department says the level of force was appropriate. But 29 minutes of it . thats a long time. It is a long time. The force lasts as long as the resistance lasts. Reporter but he was in handcuffs from what i was watching. Right. Reporter how do you explain that . The handcuffs didnt prevent him from biting. They didnt prevent him from grabbing someones taser. Reporter he says the video is hard for him to watch. Even two years after it happened. Theyre hired to protect people. So how can you say this is right . Wall street is all abuzz right now. They have record high trading yesterday. And the wall street right now the dow is just going nuts. I know. Its great. Here with the latest numbers is kcbs radios financial reporter jason brooks. Good morning. New highs for the dow and s p today. Chalk it up to cheap money. Central bank moves from overseas this time. Chinas central bank is cutting Interest Rates as its economy slows. Still 7. 3 growth in the 3rd quarter but thats the slowest in five years. And the European Central bank is looking at its own version of you cantative easing making largescale purchases of government bonds and securities as the eurozone is sliding into recession. That is helping the gains out. A lot of earnings reports. Roth topped expectation same store sales up 4 . Gap missed expectations its samestore sales at down 5 and stock in those Companies Going in opposite directions. Lets take a look at the big board see how were doing so far. Dow up 158 over 17,800 for the first time only 125 points shy of hitting 18,000. Nasdaq up 32. S p up 16. Gap shares down over 4 . Ross is surging higher by more than 6 . We got some problems developing right now in San Francisco actually affecting muni. Its some fire activity. Fire crews are blocking lanes near third and newcombe. So now the t3rd muni line is being blocked by a number of fire trucks it sounds like northbound trains switching back at evans again thats kind of all the details we have right now but i know our news crews are following up with it now. In the meantime well hit the roads and this is another hot spot. Its near the oakland coliseum. Maybe you can see some flashing lights if you look closely at your screen. That is the southbound direction. Southbound 880. There was an overturn accident and it sounds like the car overturned off of the roadway. Now they are blocking at least one lane causing slower traffic in the southbound direction where tow crews are working to retrieve that vehicle. Not sure about injuries. In the meantime northbound traffic still looks clear all the way to downtown oakland. And westbound 237 looks great for your Silicon Valley drive. Its a friday. So we like to ask what drives you crazy on your commute marsha wrote in to remind drivers when to turn on their headlights i have noticed drivers who dont have their headlights on in a storm either. So its another really good reminder that its the law in california that when it is raining, you are supposed to turn your headlights on including when your windshield wipers are going. High pressure just ahead of the storm system but this will be number there going to be a very wet storm especially toward eureka and carson city showers there. Temperatures going to be in the 60s into the Central Valley. About 61 into monterey bay and looks like around the bay area today well see clouds thickening up late in the day. Chance of rain developing later tonight. Then that whole system slides to the south by tomorrow morning but not a complete washout for the day. In fact, that is going to move on by, by the afternoon, so we are going to clear things out saturday afternoon. And dry weather expected sunday. Rainfall amounts over an inch in the mountains in the north bay, 2 to 3 far northern california. Temperatures in the 50s and 60s today. Next couple of days rain returns. The Sonoma County Sheriffs Department is defending itsf a video was released five things to know at the 55. The Sonoma County Sheriffs Department is defending itself after this video was released of a drunk inmate getting roughed up in january of last year at the Sonoma County jail. Esa wroth had been arrested for dui and things spiraled out of control when deputies tried to book him. The deputies are seen tasing him repeatedly for 29 minutes. It did get so bad they had to send little to the hospital. Investigators say the gunman who wounded three people at Florida State university had been in a state of crisis. 31yearold myron may an attorney and Florida State alumnus opened fire yesterday inside a campus library. Police officers shot and killed may when he refused to drop his weapon. Investigators say may believed the government was targeting him for persecution and he detailed his thoughts in a journal and in videos. Tuition could be going up for university of california students. Uc board of regents approved the tuition plan over the objections of Governor Brown and students. The vote was 147. Right now uc tuition is more than 12,000 a year. It could go up 5 each year reaching 15,000 in 2019. A 4yearold boy who survived a fall from a cliff in Sonoma County has now awakened from a coma. Sebastien johnson of santa rosa fell about 230 feet from a cliff at bodega head on november 10 suffering broken limbs and head injuries. Then doctors put him in a coma to prevent shock. Now his father says he is awake and responding. And workers at the San Francisco zoo say a young gorilla might not have been crushed to death if managers had listened to safety concerns. Five animal keepers telling the chronicle, the gorilla enclosure has problems with a flawed layout, balky doors and inadequate staffing and say the process of moving gorillas into their evening quarters has been needlessly dangerous. A 16month old gorilla died when a door closed on him just two weeks ago. Im kiet do live at the dmv in san jose. The agency in just six weeks is expecting 1. 5 Million People to come out of the shadows and apply for a special drivers license designed just for undocumented immigrants. This is what that new license will look like. Beginning in january, it will have a special notation of federal limits apply. At a Community Meeting in redwood city last night, it was a packed room of mostly undocumented immigrants. Most of them had just heard the president s speech on immigration. They are also going through an 11week Training Course for driving. Undocumented immigrants commute all over california every day and when they crash, they often ditch the car at the scene. Now they will be able to get insurance and fully learn the rules of the road. Very important that people driving are very well documented that they know the rules of the law because thats how one way to protect themselves and the Community Around them. Im happy. Yeah. Reporter the agency is expecting 1. 5 new applicants to apply over the next three years. The dmv is hiring 1,000 new employees and extending their hours on weekdays and opening up on weekends.
