Floodwaters trapped a man in his house for hours and he needed medical attention because of a heart condition. The floodwaters went right up to highway 116 but didnt cover the main road going through the area. From up above everyone the town looks like a series of islands, homes, businesses, apartment buildings, along the river were inundated. Roads impassable. This is the second flood this week. Normally the river is about 150 feet that way. Reporter but now . But now, well it, came to visit. Reporter hap smith usually lives on the Russian River. Today he lives in it. Okay. Reporter like many homeowners he raised his house up after previous floods. Right now not a lot of damage. Six feet higher would have been into the electricity. It would have been an issue. The wet heavy snow and powerful winds caused severe damage. The transmission outage was widespread. Reporter the truckeedonner utility district says 2500 customers are still without power. Not all will be restored by morning. We have a lot of trees on wires, a lot of trees on facilities, and were having to clear those out before we can restore power.
