Top democrats seem to be on board so this could be a fairly painless process. The plan would beef up the Rainy Day Fund and pay down state debt including making at least a little bit of a dent in the unfunded liability of teachers pensions. The state will make billions of dollars from the greenhouse production cap and trade. Preschool programs will get a boost especially for lowincome families. If you put those Families Together with existing programs youll meet half of the fouryearolds in the state would get an education. An extra windfall of 50 million each depending on how much money comes in through property taxpayers. Welfare recipients will have a higher feed limit. Cal works will increase by 5 . Those are some of the highlights well talk more about throughout the rest of the hour, but basically we shouldnt see a process like weve seen in years past where this drags on for weeks and weeks because it can be passed by a simple majority just by democrats. A lot of wheeling and dealing to get this in line. It is not without controversy. Some people are questioning the governors use of the money for highspeed rail and others are saying are we going back to our patterns of possibly spending more when we have less down the line. Governor brown is raising gas prices on california families to fund his boondoggle highspeed rail. Now we have a Tall Mountain to climb. Im fired up. Cash carrie said it wont be easy going up against jerry brown in november. Even a substantial number of republicans support brown. Brown has 20 million in his campaign war chest. It will be an interesting fight. There could be dueling ballot measures to raise minimum wage in oakland. City leaders proposed the second measure on friday drafted by chamber of commerce and restaurant owners. This would phase in wage increases over three years and exclude workers who have internships or make more than the minimum wage in tips. The original union backed measure would raise the min pay from all workers from 9 to 12. 25 and grant sick days for minimum wage workers. Do you think well end up seeing these measures on the ballot or is it a bargaining chip by the counsel . In San Francisco there were two measures going forward, one put forth by the unions and the other by the mayor and they sat down and worked it out so there would be only one. I dont know if they have that same dynamic in oakland. We have a mayors race in oakland which makes this more of a political football to be thrown around. Let us look at some other cities. The Berkeley City Council voted to increase the minimum wage to 12. 53 by 2016. San francisco supervisors voted to place a measure on the November Ballot to raise the minimum wage to 12. 25 next year and 15 by july 2018. And a states bill to increase the minimum wage to 13 by 2017. Developing news out of Southern California where smoke and flames are posing a threat to hundreds of homes. The fire is only 5 contained and in san rafael a grass fire is the work of an arsonist that broke out friday. It burned through about 16 acres of land. No arrests have been made. Nothing seems to be easy in oakland these days. The authority that oversees the coliseum site will vote to approve the lease. Is it a good deal for the city, fans or the raiders and the as. Each team has these outs. My question is, are the raiders going to build a coliseum here or go to l. A. No stadium presently in l. A. , they were there for 13 years and the mayor said the city proposal they will have something this summer, something locked n the nfl will kick in approximately 200 million as kind of a loan. The raiders have some money. We have the land there. Chris, in all honesty youre looking at 300 million gap and the voters in alameda and oakland are still paying off the last one. They are not going to pony up money for another one. You wont be able to go to the voters and fund 3 or 400 million they did back in the 60s. We want to look at longterm solutions. You have to be outside investment. The mayor talked about capital. There is plenty of land there. The site at the coliseum city site, if we can privately finance, we can be able to keep them. Next one is the as, the major being baseball has not allowed them to move to san jose, that probably played in your favor. Ticket prices the same, the lights going on normal under the lease . You look at what happened when giants went from candlestick park, the tickets went up a little bit. We dont see them going up too much. But when you had sellouts like they had, limited space, 36,000 seats, they might go up a little bit. The as are talking about putting them on a waterfront ballpark and the others say bill it where it is now. Either site. Mr. Wolf said he doesnt like the waterfront site because it is too far away from bart. He said there is toxic waste on that site there. What about him going to san jose . You know, were waiting, presently there is in the Major League Baseball said they cant move there. The giants said they cant move there. Well put them in the category they have to stay because they cant go anywhere else. The what are worse appear to the warriors have the land, the site and the ability to move to San Francisco. Bedrock and right for teachers and the Teachers Union. This could result in a big war in california about the future of education. We sat down with political insiders willie brown and melissa canan. What could this mean . This is the way they can get any kind of change that is significant. We see other states, in montana, for example, we gave up on the legislature and cant compete for the kind of money that Teachers Unions are giving to teachers. We have to move to the judiciaries. What do you think the Teachers Union is going to be down the line to this . You have to understand that the whole business of what happens inside of the schools and the influence the teachers developed over the last 60 or 70 or 80 years, someone is attempting to erode that. Theyre not going to sit by and allow that to, in fact, happen. I suspect that theyre going to ultimately become the leader and the reforms for the school movement. In other words, theyll try to take it back to the legislative process where they will have control over it. Is there a chance, however, the courts could start mandating a certain number of qualified teachers be in these underserved schools like pli Police Departments and other areas and say you have to make these quotas . The potential. But mayor brown is right. If you cant beat them, join them. What we can do is insert ourselves into the process and make sure these laws are constitutional, but are as friendly to us as they possibly can be while being constitutional at the same time. From a political standpoint, the most effective way to reach a voter in almost every neighborhood in this country, is by way of the children of that voter. The teachers know best on how to do that. Pinning a note to the lapel of little johnny when you send him home with the message that needs to be gotten there, and they will do that. And, believe me, the courts will be very, very reluctant to erode ultimately what comes from the grass roots, engineered by those who are the educators. On the other side we had some Silicon Valley types, Charter School advocates. Some people in the tech. People that are liberal in a lot of causes backing this. This is not your usual conservative republican group. This is a Democratic Party fault line. That is why it is so dangerous. When it comes to people with kids, even the staunchest democrat can say, you know what, i dont want you to protect bad teachers in my school. Liberal as i am, i wont support that. I understand you were at a leeting in los angeles where a number of them were in attendance. You in fact described exactly the resources and where theyre coming from to make this attack and this thrust and this movement on directing the whole question surrounding education. Clearly the Little Red Schoolhouse is no longer the symbol of what we ought to be doing educationally speaking. For a lot of us who are not teachers it is hard to understand why you would have your job basically guaranteed after just a couple of years. In what other industry does that happen . It happens, the only other one i can think of is possibly a college professor. But other groups, whether it is police and fire have job guarantees. It is not easy to dismiss them. Theyre built into this area. The question here is whether it has gone too far. That is the first question i have. The second one is, what effect is it having on students . It is interesting as these suits come through it moves from a political decision made by the lawmakers and School Districts to one that can be made by the courts. As we have seen in the past, integration, and once something becomes a right in the court it has a difference and the court could be ordering decisions to be made outside. Framed as a civil rights. In less than eight hours the state assembly and senate will begin volting on a state budget. Democratic leaders agreed with the main plan with the fiscal year coming up. It will start july 1. The general Fund Spending package presented by democratic lawmakers, 108 bill and senator mark leno is part of the majority expected to approve the budget. Hes live in the studio. You guys might have smooth sailing needing only a simple majority and looks like the democrats probably have it. Thats right. Since the voters gave the majority the right to pass the budget well have our fourth on time consecutive budget as of midnight to night. That has taken the ability to stop the governor or if you disagree with him. There were disagreements going into this about where the money should go. Using this cap and trade environmental money for his highspeed rail. How did that resolve itself. Keep in mind california is going to get a lot out of this budget. Were paying down billions of dollars in debt. Were putting billions of dollars into a Rainy Day Fund. If and when the economy turns well be better prepared for it. Well be able to reinvest in the deconstruction that has occurred of californias infrastructure and education, and in keeping our communities safer and in our court system. So were beginning to take steps. Much of what the governor wanted, much of what we wanted. What about the unfunded liability we are facing right now with teachers pensions. Looking down the road that will be a serious financial problem. It is a 74 billion unfunded liability for our retirement system for teachers. But we are beginning to make sure that that unfunded liability will be met. It is a 30year plan. Were going to be putting hundreds of millions of dollars knit this year. Combination of School Districts and teachers putting in more. Two of those three groups, the us and the School Districts basically mean the taxpayers because that will be passed on. As far as taxpayers go, we have our highspeed rail, weve got education starting, preschool for the low income families. For the average wage earner out there what do they get out of this budget . Among other things, safer communities. Were going to get serious about dealing with our record high recidivism rate for offenders by making sure that those who are coming out of our system, keep in mind, 90 all of those in power criminal Justice System incarcerated are coming out. How do we want them coming out . We dont want them with a drug or alcohol problem or illiterate or Mental Health problems. So well get a lot more serious dealing with recidivism fund. Make sure these people were rejoin their communities without committing another crime. One of the big issues was questions about funding for the college system, whether it is the community college, uc or csu. You have those sands of people out there sending their kids, the tuitions are going up, is there a break for them . Yes, each will get about million on top of the 142 million that the governor put in in his original january budget. Community colleges will benefit as will k12. Little bit of something for everybody. A recordbreaking price tag of 108 billion. Senator leno, thank you for joining us in the studio this morning. The fight over where pot clubs are allowed in san jose may be headed to court. San jose is cracking down on the hundreds of pot clubs operating. The city with tough new rules the clubs will have to be 1,000 feet from schools, parks and majors businesses and at least 150 feet from homes and if they dont comply within a year they have to close. By putting regulations in place to make it impossible for clubs to operate they will force us to do another referendum. Another new rule for the clubs, they must grow all of the marijuana they sell. I did find an interesting statistics on the website for drugfree america yesterday. They did a study saying there is no increase of crime around pot clubs. And that study was done in sacramento, comparing to when there were no pot clubs. Well see how it goes down in san jose. Whether it is real statistically or people have that perception of what they see, see which one works. And you can have your stats, but if youre seeing something. That is what rules at the city council chambers. They have things like security guards and cameras outside, so there is security. What is a block down . Meanwhile tuesday. The Freemont Police department will he ask the city council to provide video cameras. Extra opportunity to get images of crooks that come and leave town. It would put a half dozen highdef cameras around the freeway, along interstate 880. I totally agree with the police department. I think it is something that we really need to try to put a stop to and we need to keep people out of our city, our criminals. It is not something im comfortable with because they will be storing a lot of information. The plan would cost about 300,000. It is something that weve seen in a couple of other bay area cities, like larkspur. Is this something well see more of . I think so. 300,000. That is the cost of possibly of less than two cops. Second of all, it sends out a message, hey, were watching you. If you can get the local residents to feel comfortable with it, then theyll do it. The question is, are they going to do it, we see if it is cameras in San Francisco, unless you have the mon to monitor it, it is just cameras up there. Army appointed a twostar general to investigate why bergdahl left his base in afghanistan. The investigation is expected to start next week. So far the army isnt giving the name of the general in charge of the questioning. Drug smugglers are getting clever in trying to sneak meth into california. Instead of processing the drug theyre turning it into a liquid and putting it into tequila bottles and some other containers and will try to smuggle it in across the border. The police have found large quantities of liquid meth in busts in the central valley. Look at san jose. An Important Development for california schools that happened this week. A judge ruled that teacher tenure in its current form does not benefit lowincome students or those schools heavy on minorities. The judge ruled the framework for firing a teacher is so complex that it makes it almost impossible to fire a teacher. What does this mean for california teachers and for california schools . Joining us is dennis kelly, president of the San Francisco unified educators. The judge had a lot of things in that ruling. He talked about fairness. He talked about but the bedrock appeared to be that lowincome and minority schools tend to have more of the inexperienced junior teachers, and that the senior teachers are in the Better Schools, and that that wasnt fair. I know services, when the dream schools came in, they took a survey of how long people stayed in schools. Hard to staff schools they stayed 14. 5 years. It is not that teachers find an easy job. Teachers come into a class and fall in love with the class and for the kids and want to do anything for them. It is external factors that throw schools into disruption and we move people and that is when you have that problem. Why do you think this problem was found to be not necessarily in San Francisco but other districts around the sate so prominent, enough for a Court Decision to say it is unconstitutional. I dont think this is a teacher problem. I think it is an administration problem in the way the schools are being run more than anything else. In San Francisco we direct Additional Resources into schools that are hard to staff and in positions that are hard to fill. The union and the district working together have agreed that certain money that could be going into salary or anything else is going to go to benefit teachers who work there and stabilize them and keep them there. Wouldnt be bad for a judge to say i want all the schools to be uniform with experienced teachers in there in equal numbers in the Better Schools and in the poor schools . You cant use a cookie cutter to make a school. Teachers are not cookie cutters. Theyre not widgets. A friend of mine said he became an infinitely Better School when he went to boston latin because they had select kids and better scores. You cant simply say these are the great teachers, lets just sort of disperse them to all of the schools equally. Okay. But if you dont, then you have inequality and that is what the judge is saying. The Current System for all of the things youre talking about is not working around the state. That is what the statement was. The judge is looking perhaps at specific schools. I dont know what he looked at. He talked about something about 1 and 3 of teachers he found to be ineffective. 1 to 3 is not going to have much of an impact. It will if the 1 to 3 are in lowperforming schools. That adds on an extra burden. He said these kids are being denied their civil right of an education. Were trying to do something about that. In San Francisco were recipients of half Million Dollar grant to support the teacher residency program. That takes kids directly out of college, puts them in a classroom four days a week and have them in there full day so theyre acclimated and working in the hard to staff schools and become used to that sort of teaching and wont leave within the first five years. 50 leave within the first five years. At the same time people are asking after hearing about this what job gives you tenure or job security after two to three years for life . Well, teaching certainly doesnt. Teaching gives you some job protections. Mainly after two years you have the right to have a hearing if somebody wants to fire you. Prior to two years you dont have anything. They slip you a piece of paper which they call a nonreelection and youre gone. There is absolutely no recourse and no rights during those first two years. After that you have a right to a hearing. A lot of people mistakenly call that tenure. It is not tenure, it is simply a right to a hearing. After those two or three years, according to the judge, it is virtually impossible or it is very expensive to go through those hearing processes and eliminate and fire a teacher. I think that is part of the mythology. I dont think that thats really the way things happen. We have in San Francisco and throughout the state we have peer evaluation and review, where a teacher who has a bad evaluation is given a coach to try to improve. And we have the ability to have our other teachers recommend teachers into the program. So if this isnt a problem, if this is being addressed, are we going to fight the judges ruling or go along with it . The state affiliates for the Teachers Union are going to be fighting this ruling. I think these people who have these concessions and are offering them to different locations, really have got to come to the reality that they need to take the same risk theyre asking the local place to take, the locale.
