A deal to end the 16day shutdown and avoid a National Default was passed by congress and signed late last night by the president. Furloughed federal workers have been ordered to report for work. The measure easily passed the democratically controlled senate. 8118. In the republican controlled house the vote was 285144. 87 republicans voted yes. After the Senate Approved the measure, president obama alluded to the work that lies ahead. Im willing to work with anybody, democrat or republican, house or senate members, on any idea that will grow our economy, create new jobs, strengthen our class and get our fiscal house together in the long term. Susan mcginnis is in the house. Good morning. Annemarie, good morning. The votes came in late but they came in and crisis averted. It does appear lawmakers are eager to get back to work to make sure this nation does not face another shutdown or debt ceiling crisis and, of course, best news for hundreds of thousands of federal workers the government is again fully open. Federal employees are heading back to work and barricades around the washington memorial are coming down. Just after midnight president obama signed into law the bill that ends the 16day Government Shutdown and raises the nations debt limit to avoid a government default. Theres a lot of work ahead of us, including our need to earn back the trust of the American People thats been lost over the last few weeks. The plan from Senate Leaders harry reid and Mitch Mcconnell passed easily in the government. I hope we never do this again. But in the house, 144 republicans voted against the bill because it didnt do enough to limit the president S Health Care law. We fought the good fight. We just didnt win. The agreement funds the government for three months, raises the debt ceiling for four months, and calls for immediate longterm budget talks. Nobody thinks its going to be easy to get to a deal, but i will tell you i would not have fought so hard for so long to get in a room with chairman ryan if i didnt think we could find Common Ground and work something out. The heads of the budget committees in the house and senate have 57 days to find a compromise. They begin negotiation this morning on capitol hill over breakfast. Now, the deal is getting a mostly positive reaction worldwide. The International Monetary fund, the imf, is calling on washington for a more stable management of the United States finances and what it calls a more durable raising of the debt future. Annemarie . Gigi stone is at the New York Stock Exchange with that and more. Good morning, gigi. Good morning, annemarie. Stock markets in asia finished mostly higher after news of the fiscal deal in washington. Tokyos nikkei climbed nearly 1 . Hong kongs hang seng lost half a percent. Earlier news that a budget deal was near spelled relief on wall street. The stock market soared. The dow jumped nearly 206 points. The nasdaq rose 45 points. But analysts warn the excitement on wall street may be shortlived. The hike in the debt limit is short term. Stocks are already trading at record highs, and some profittaking is expected. Since the shutdown theres been a lack of Government Shutdown generated data on which to gauge the economic health. For instance, the september jobs report has been delayed. That could be released tomorrow if federal workers return to work today. The budget battle hurt auto workers. J. D. Power Associates Reports auto sales fell to 15. 3 million for the week ending october 11th. Thats down from 15. 3 million the previous week. Analysts say the uncertainty in washington had consumers rethinking big ticket items. And jpmorgan price is expected to admit guilt and pay another 100 million fine. Thats for the trading incident now known as the london wales episode. Thats on top of the trading losses it incurred, an estimated 2. 6 billion. Jpmorgan admits a group of traders engaged in reckless behavior. And a change at facebook concerning teenage users. Facebook is now allowing teens to share their posts with anyone on the internet. Previously anyone who listed their age between 13 and 17 had been limited to sharing info and photos with a friend or friends of those friends. Well, facebook make the change, it says, to allow younger users to voice their opinions to a wider audience. Annemarie, that sounds very dangerous. Im sure its upsetting a lot of parents. Gigi stone at the New York Stock Exchange. Thanks a lot, gigi. Well, newark mayor cory booker won the election. He beat conservative republican steve lonegan. Booker said the election was a ref rehn done on the Government Shutdown. I heard it from everybody. They all said to me, if they put you in washington, dont go down there to score victories for a party or politics but go down there to work for people. When he is sworn in, booker will become just one of two africanamericans in the senate. If he wants to keep the seat, hell have to run again in november 2014. One final note this morning concerning the end of a shutdown. A woman identified as a longtime stenographer in the house began shouting as lawmakers were voting on the budget legislation. Lawmakers said she was screaming about the house being divided and the devil. She was removed by security officers. This months rollout of the health care has been plagued by troublesome computer glitches, and theyre keeping applicants from signing up for obama care. Its so bad congress is investigating. Wyatt andrews reports. Reporter the problem on healthcare. Gov starts when they try to confirm their identities, a roadblock that stops many before they can shop for insurance. Now congress is investigating why. The house energy and Commerce Committee is asking the administration and the websites private contractors if the problems are in the hardware systems or in the software. This company, cgi, which won an 88 Million Contract to be the prime contract of the website healthcare. Gov has assured congress the site would be ready. Cheryl campbell testified last month. Cgi general is confident in its ability to deliver successfully on its contract and remains committed to the success of the marketplace. Reporter cgi is based in dan but its u. S. Subsidiary has hundreds of federal wcontracts for website construction. The medicare experience could be part of the problem. Government officials and contractors use the medicare signup process to estimate how many people would simultaneously apply for obama care. They got that number wrong. This is the former u. S. Chief Technology Officer and helped plan the launch of obama care in the first two years. What i believe they had done is built in the capacity to support about 60,000 people at the exact same time, signing up for an account. Now, thats a lot of people at the exact same time. What they actually got was over a quarter of a Million People at the exact same time. Should they have seen a quarter of a Million People . I think theres going to be a lot of monday morning quarterbacking about what we could do better. Cgi is not commenting on the story. They say the website is working faster and signed up more people every day. It was about 40 feet under water. The space block weighed nearly 1,300 pounds before breaking up. The shock wave from the meteor s explosion injured more than 6,400 people. It has the force of four hiroshima atomic bombs. The alleged rape of a teenaged girl has put the spotlight on a small town in missouri. A special prosecutor has been asked to look into the case that has divided the city of maryville, this after questions were raised about how authorities handled the situation. Jericka duncan is here with more. Daisy coleman said she was raped last year when her and a friend snuck out of the Coleman House and met some boys. Charges against the boys were dropped and while some have been outraged, others have turned their anger on the accuser. I feel like we havent been on the same team. Melinda coleman feels justice was denied for her daughter daisy. The 14yearold was given alcohol, raped by a 17yearold acquaintance, and left on her porch unconscious in freezing cold weather. They dropped the charges saying that the colemans refused to cooperate during their deposition. They understood that by invoking their fifth amendment right, by doing so it was going to force the dismissal of the case. Rice announced wednesday that the publicity around the case prompted him to ask the judge to appoint a special prosecutor to look at the evidence. That could open the door to new charges being filed. I felt really weak, worn down, just like i wasnt worth anything, so it mean as lot to have support now. But Melinda Coleman feels investigators did not do initially in the beginning. I think the whole town not the whole town but theres a handful of people that because it was uncomfortable, they didnt want to deal with it. The case has divided the town of 12,000. The colemans say they moved from maryville after being harassed by some in up to and now the city is stepping up patrols after receiving online threats against residents. We have actually been stunned by the amount of Cyber Threats and emails and social media posted directed at the community in general. The cyber activist Group Anonymous release add statement this week calling into question how the authorities handled the case, but they say they did everything they could. I can hold my head up and say they did their job and i will stand in support of the prosecuting attorney in that he did his job. The 17yearold boy who was accused in this case admitted to having sex with daisy. Investigators from the National Transportation safety board are trying to figure out what caused an engine failure on a Spirit Airlines jet tuesday. Sharyl attkisson talked to passengers who saw the flames outside the plane as smoke filled the cabin. Reporter passenger fred edwards said he texted his wife, were on fire. Love you. Huge explosion. It goes bam. We saw the flames come up the side of the plane, which lit up the whole inside of flaen. It looked like the inside of the plane was on fire. Of course, it was the outside of the engine. Reporter casey rogers who was in the seat next to him described what happened next. It just poured in. I mean all the vents on the side of the aircraft was just pouring smoke, full white smoke. Before you knew it, you couldnt really see. Thats when everyone got scared. Reporter Spirit Airlines confirmed there was smoke in the cabin. There were no injuries and the plane returned to the airport and landed safely. An ntsb official said the aircraft had an uncontained engine failure, which means parts of the engine flew out of the engine housing. No word yet on what caused the incident. When their Mothers Health took a turn for the worse, Three Sisters in georgia made sure their mom could see them walk down the aisle. She had Breast Cancer and months to live. When her doctor told her daughters that her cancer had spread, they moved up the triple ceremony to make sure their mom could give them away. She died just 12 hours later.
