A Tropical Storm warning is in effect from st. Louis pass, texas, to grand isle, louisiana. Some could see 15 inches of rain by tonight. Hena daniels has the latest. Reporter heavy rains and strong winds battled galveston, texas, saturday night as Tropical Storm cindy hit closer to the gulf coast. Cindy hid the coast hard wednesday toppling trees in biloxi, mississippi, and flooding areas. The water was coming up and we had to take off because i think the road is going to be flooded. Reporter with up to 15 inches of rain in some spots the National Hurricane center has released a warning of potential flash floods. The rainfall with the high water that were already seeing, theres not going to be place for anything to drain. Reporter some forecaresideny with forecasters expecting above average Hurricane Season theyre prepared for cindy but saving their panic for now. This one were going to bear down and stay in. Reporter at least one death is already being blamed on a storm. A 10yearold boy on an blame beach was struck by a log thrown by the storm subject. The child sustained very severe head injuries. A storm surge of up to 3 feet is expected along portions of the gulf coast. Chief meteorologist eric fisher of our boston station wbz says the big threat from cindy is all that floodproducing rain. Some towns have seen over a half foot of rain from cindy already. The big story of this one has been the heavy rainfall. It will continue to be the story ore the next couple of days. Big circulation as it moves ashore. Weve also seen a number of tornadoes and waterspouts. That is common when a tropical system makes landfall. Well still have that risk as we head through thursday. Well be watching areas with some of those spinup tornadoes. It can be brief. In terms of the rain, well watch the system slowly turn northward. Bands of tropical rain will feed into the southeast but also moving into the mid south and ohio valley. The systems and remnants will meet up with the cold front and really squeeze out some really heavy downpours. As we head toward friday, this could lead to more areas of flash flooding. All told from the gulf coast stretching right on up into kentucky and ohio and west virginia, the chance for flooding rain as we head through the next 48 hours. The Research Examined crash data in three of the first states to make pot legal. The big takeaway is that legalizing Recreational Use in colorado, washington, and oregon has not been good for highway safety. Insurance data on collision claims showed colorado had 14 more crashes compared to surrounding western states. Washington had more than a 6 increase, and oregon was 4. 5 higher. It could lead to premiums with legalized marijuana. If overall crash risk continues to increase, insurers will likely have to take action to compensate for that risk.
