Joining me tonight for insight and analysis on new stories, amy allison with the San Francisco department on the status of women and freelance reporter, josh richmond, bay area news groups politics reporter, tom vacar, ktvu news consumer editor, and carla marunucci, st senior political writer. It is getting down to the wire for bart both side, getting pressure to resolve their differences and avoid a shutdown. At a union rally yesterday, after an act viivist danny glov spoke on behalf of supporters. As we come back to the table today, i think that the unions are interested in negotiating with us. And we are trying to find that right balance. The last thing i want to say is, even if we dont have a deal struck at, at midnight on sunday there are lots of avenue that can be pursued that dont have to end in the strike. That was bart general manager speaking at a press conference earlier this afternoon. Tom, if you would, give us a summary what is the best argument each side is making . Well, basically what bart wants is to get its unions, pension costs an Health Care Costs under control. Thats what bart wants. Thats what they say guarantees their future. Unions want to recoup from four years of getting nothing because of the last contract. They want to make sure their union stays together. Because theyre firmly of the opinion that the chief negotiator hired by bart, for 400,000, is out to bust the union. So a blood lust battle. Hate to say it. Thats what it is. Is this one of the kind of things you meet in the middle and call it a day . No. These guys are not meeting any where. They dont like each other. They hardly talk to each other. Theyre suspicious of each other. While there is a gag order in place not to talk, both have called the press tune state what their side of the argument is to win public support. But theyve dont even like each other any faces its that bad. Tom, seems like hope is fading for some sort of resolution this weekend. If theyve go on strike, houpg are they likely to be on strike and why . Remember. We are coming off a strike that took place of a month ago. That was several days. This could go on for weeks. This is that joined battle at this point in time. Because i say the unions think this thomas hawk who was hired is out to break them. They have no intention of being broken. And bart says look if we dont get the other things under control. The last ten years. Pension costs have gone up 126 . In 12 years their medical expenses, for, premiums have gone up 251 . Quick comparison with bart workers and transit workers in terms of salary, benefit. Pension. All that stuff. Bart workers are at the upper end of the ladder to be sure. In other cases. Transit workers and Government Agencies contribute to their pensions, bart doesnt. They pay a flat this year, 92 a year for medical premiums. No matter how many people and their families. The point being that this is a this is a pitched battle. Bart at this point in time, their employees are well paid. And theyre doing very, very well. But they say we gave up a lot in the last four years. People out there listening to you say this could go on for weeks. Panic is setting in,msure. The qhere is the Political Leadership on this. Why havent we seen some of, of the either mayors or, who ever, come in and sit these side down and say you are not going to put hundred of thousand of workers out on the streets. We need to settle. Could jerry brown jump in again. Jerry brown has the the power to do a 68 cooling off period. Last time the governor did that. There was a strike anyhow. Fact of the matter, the bart board has hardly been engaged in this. Pretty much left to management. Couple directors were complaining about the fact that the bart board which met today for the first timen a m e ein a are engaged. Not a pleasant situation. Got to ask you about Public Opinion i you say a bart strike, likely to start monday could last several weeks. People are begging, begging for the sit down. What role does Public Opinion . In my daily life, i talk bart strike. People are saying we scant haca this. Public opinion seems like it would put pressure. 70 of the people against. It was released. 44 of, of the public police, bart made the better case so far. 19 support the unions. 30 say neither side. Once the strike starts. For the first week, the union will get hammered. Mercilessly. Goes beyond a week. Bart will start getting hammered mercilessly. That will drive them to a resolution. But there its no guarantee that they arent going to fight this thing to the death. Because at this point in time there is so little power that scan be u can be used against their fight. Except for Public Opinion. Likely not to do this unless they feel they will lose more in the long term. Is bart saying we dont have the money. Or we have the money but want to spend it on other things . Sag exaying exactly that. They can afford it. We have to have 1,000 new cars. Expand the bart system. Do all these other things. What we cant do is be spending ever increasing amounts of money on employees not being at a, par with other people in similar categories. As a result this has become a terribly unfriendly thing. Only word that, that comes up is animus. And to the question earlier. Where are the mayors. Imagine if willie brown were mayor. Jerry brown. Mayors a. Se s assembly. State level. He got into it. Doesnt believe this should be done. Remember all mayors are dependent upon what . Union support. So as a result, it is a very tough situation. But it seems very unlikely that were going to [ indiscernible ] can i ask one last question. You have been there with both side. We hear management is not coming to the table. What is that. You mean manage the, the tom, general man jer. Bart, hearing abut this. Whats the truth behind it . Truth behind it, negotiations take mrak at the last minute. Last time. Plenty of time. Plenty of time. We dont have plenty of time. We will be watching it very carefully. As will commuters over the weeken. Heavy hitters in silicone valley are stepping into the debate over Immigration Reform. Facebooks Mark Zuckerberg plans to speak at an invitation only event in San Francisco monday. Meanwhile, California Republicans are defying their own partys leaders. Pressing for reform in congress. Its becoming quite a coalition. Carl, start with Mark Zuckerberg, start with forward. Us, he created. What role are they having . How is it different from other advocacy groups . It is different. Founded by a guy, 29yearold guy in theho hoody, one of the richest people on the planet. He made an effort with john green, former roommate down at harvard to get into the immigration debate in a way that is really getting at tension of law makers. Why. These guys are worth so much money. Starting to give money in the political process. There is, you know in the beginning, lot of people thought silicone valley. It is all about high skilled immigration visas. Now theyre starting to braen it. This event in San Francisco will be watched nationally. Theyll be sifgt in the audience wi theyll be sifting in the audience with dreamers, day laborers, the are gaumegument he in collusive. A real change. Why is that . Its smart politics for them. Theyre getting a colegislation of people together. There are now, on the right. Evangelicals, on the left, civil rights people. In the middle silicone vally. Thats the change. We saw on the the east coast today. Bunch of silicone valley ceos were meeting with mccarthy, the gop whip, from bakersfield, came out of the meeting, bet on it. You will get a vote on Immigration Reform. After this recess. Which is really, amazing. I think shift may be starting to happen. Silicone valley having an effect. The voices from the valley are echoing all the way to capitol hill. Theyre feeling the pressure. Theyre feeling. Thats absolutely right. Donors, in fact, you are right. Came forward this month and said, we need to see the Republican Party move on this. I think that is a new facet of the debate than before. A short time ago saw republicans taking a hard line stance on Immigration Reform. Border security all of that. Now theyretarting to, read the tea leaves when it comes to the future election possibility they have. The power that has been exposed. And theyre seeing the country is changing. Looking at the numbers from the last president ial election and important key role of border states and huh they voted and how that fed into the results of the president ial election. Going to ask you, for you, you know, there is all these dispretty groups, coming together around Immigration Reform. They dont agree on the same solutions where do you see the point of most agreement. Everybody believes there should be change. What is the change. The issue, talking wide range from evangelicals to the civil rights group. The dreamers have had an impact on the former San Francisco state student and former reporter and intern at the chronicle went on to the washington post. Has really changed the face of, i think the argument, his movie, document will be shown. He now has their ear. It is very unusual. Zuckerberg is an elusive guy. Doesnt dupeo a lot of this stu. Puts the national spotlight. The ag industry. Fast food industry. Construction industry. People would say so selfserving. When you have silicone valley, ph. D. S, silence. It really does change. It is ag. And other groups plus. Now theyre all in it Kevin Mccarthy today in washington. From california. Right next to the ceos from silicone valley. New brand of politics being born. Absolutely right. Let me ask is that what is it . Or is this a moment in time where all the things have come together to make Immigration Reform possible. What like they couldnt shift the colgs alition to say, clim change. We are seeing changes. Political changes. Not just on, give you another example. Samesex marriage. Another place. Republican party. Starting to see changes. It is sort of an evolutionary process. We just saw this month. In marin county. Became the first county Republican Party in the nation to, to, vote in support of samesex marriage. Thats, it is marin county. Liberal county. But it is a beginning a lot of people say. The state gop shot down the idea. We dont like even if the San Francisco party as you said. Josh. There will be debate on this. Isnt the politic as but survival. Republican leaders are starting to see that. Mccarthy a good example. Awe all right, thank you very much. Carla. Oakland city council, unanimously approved a controversial surveillance center. It wad l it would about police to monitor street activity with equipment. Activists and prich see advocates say this is a slippery slope. Turning oakland into a police state. And describe it. How would it work . They call it domain awareness center. I think they didnt do it themselves any favors with this. 1984. Sound forebeggoding. Residents at City Council Meeting would say it is a dark sort of thing for them. This would be a a place, a central nerve center essentially. You would combine video feed from public scam razz all over. Port of oakland. Mapping systems, shot spot. Gunfire send essentially make it like this all nerve center for keeping an e on eound breakin. And havent seen anything like this. Other bay area cities, cities across the country have done this. The reason council had to vote just now. They were getting a federal grant for this. Other silties, chicago, houston, have done similar things. Here in the bay area we have cities like pittsburgh, richmond, others have developed these systems. Not only with, with, centers where they can watch the dozens of cameras they have. Pittsburgh and richmond, Police Officers on the beat can access the cam fruz from smart phones and keep tabs on it on the beach. Youve been covering this. You mentioned Civil Liberties activists. Many people who are tired of the high crime rate, willing to give up privacy if it works. Does it work . Because richmond, and pittsburgh have high crime rates. Is it working . Thats the big debate isnt it . There is a few studies from certain cities. San francisco, london. A lot of anecdotal stuff. The police chief of tiberon told me, his city system. License plate reading system. That records every car coming in and out of town, led to property crimes. The San Francisco system in which police are not permitted to view the cameras in real time but evidence after the fact. A u. S. C berkeley found it did not contribute to decrease in violent crime. Did increase property crimes near the capital. The civil libertarians are av afra afrayed of the organized sbig. The reality its that the gangs that hold people hostage are well organized. They operate kind of in the shadows. Because they can. This put more light into the shadow. Is that not what a lot of people want . I dont think this was pitched in oakland so much as gang warfare crackdown kind of thing. I the think it is off the giant protests in oakland over the last couple years. General street crime that occurs. Boy, the tempos, brought to bear. They were ready to pill ear. We got to say it. Sure. Revelation that the nsa has been doing very, very deep spying of average citizens, arent engaged in crime. Now there is the key stroke technology. You know . Yeah. Right. Isnt that oakland is trying to draw day line around it. Say, sand, per se. Entirely so. Deaf niltly, National Surveillance conversation we are having plays a lot into what is going on. There is some concern that oakland which has undeniably been in disarray for a while. May not be the best agency. [ indiscernible ] there are more eyes on the street with cameras. Is this an agency you want having this awareness of your street. There are so few cops. We cannot target our policing with the few cops we have until we have enough cops. Assuming they have somebody watching the cameras not using them after the fact. Do they . That costs money. We dont know yet. Before weave leave this topic. Of Law Enforcement. Josh, the Supreme Court rejected gary browns request for a stay. Insistence that the state release 10,000 criminals to get the population down. Where does that leave jerry brown and Public Safety . Leaves jerry brown in unso you have to do what the courts tell you to do. What the california said today, okay, they didnt grant us the stay to delay the reece. We are going to ask the judge to review the case on the merit its. Probably not going to happen. Is jerry brown really kind of end of the road. They will have to start releasing. They will have to do something. He put forth a sort of a what was called an ugly plan. In may to do a slower return of inmates from out of state prisons. Leasing bed from the larger county jails. Increased good time credits in order to try to get somewhat closer to this number. It is not stug thomething he wa be doing. Do people feel, there is an increase in crime. Because of realignment, we dont know. Going into an Election Year could cause a problem for jerry brown. Probably not. There are those criticizing him. Latest polls show him with relatively high approval ratings. He has a lot of money in the bank. His opponents are broke. [ both talking at once ] all right. Thank you, josh. Different Law Enforcement story now. Last weekend the fbi conducted one of the nations biggest nationwide busts on child sex trafficking. Bay area is one of the hot spots according to the fbi a dozen children were rescued. And 20 were arrested in the bay area. Based on your supporting. Why is it such a hot spot for this stuff. A play like the bay area that attracts tourism, has big events. You see it spikes here. You know it is modern day slavery. Characterized in what we saw. Kids rescued over the weekend by the fbi bust. These are kids, average age, 12, 13, 14 years old. They are born in the u. S. Theyre, they are kids who have come through largely the the Child Welfare system. This is the kind of a thing that people become aware of this problem. They are seeing it not something that happened some where else. It happened in our city. And fascinating. How are the girls targeting. You went to the Child Welfare system. What we are learning now. Statistics are any given day, 300,000 kids are at risk of becoming victims of child sex trafficking now. The Child Welfare system. Kids who are already from, abused, neglected homes. Kids who have been taken by cps out of the home. Put into coster care. Put into groups homes with no foster care placement. Child has become a staging area for children to be sucked into being traffics. Are there people on the inside of the system helping to facilitate it . What happens what we are finding a lot. We need to do more data selection. And it had a big conference today. Head of San Francisco agencies, federal agencies. Helping Human Services. Running. President obama has an antitrafficking initiative heave is pushing nationwide. The kids who were already vulnerable are targeted by pimps. These are kids who may not have enough to eat. They didnt have a stable environment. Shear promi theyre promised stability and love they cant get. Get lured on to the street. Socalled boyfriend. And get stuck. A lot off dikts. This is a very hard population to serve. Theyre angry. A lot of addiction. This is a very hard population to serve. Theyre angry. Addicted. Prematurely sexualized. Doesnt have stability in their family. Go to the criminal justice, they get centered again. The legislation that would change the way the victims are helped dealt with. Right now if you treat them like criminals and go to jail. Bah the entry age is 12. Thats not acknowledging the fact that theyre children. Theyre of the age of consent. Senator yis proposal, legislation, its to treat them as victims and make sure that that legally as well and there was a number of services. On the fbi bust, this weekend, got to ask. San Francisco Bay area had largest number off rests. What are happened to the children. State doesnt have enough money to pay for a system thats letting him down. How is any more legislation going to make this better. Other than making it a failure. Like to used to be a term. Child prostitution. That had all the big policy implications the way the children were handled. If you call them sex trafficking victims and insist that that the School Districts talk to abut probation, talk to Community Service agencies. They coordinate efforts. That is a completely different approach to trying to these young people that get caught up in that life. To what extent does it matter what county you are in when the bust happens. Are people treated differently. It really does matter. Right now. Were at beginning of a conversation about the regional nature of child sex trafficking. I did a film with a girl that was trafficked out of a middle school in San Francisco. Trafficked all over the east bay and los angeles. We see in Alameda County. Something called girls court a way of handling traffic victims, bring the party to the table. And figure out the best way to protect them. Get them out alive. Make sure theyre off drugs. A very distinct way that the District AttorneyHeat Watch Program has really been the nations leader. San francisco, how are they San Francisco has a lot of work to do. In terms of the coordination. We are looking at what Alameda County is doing. You said las vegas was in play. Are the fans involved or the sequester hurting that. A lot of federal agencies at the federal and local Law Enforcement lefg. What i mentioned earlier the president announced human trafficking, child sex trafficking, part of that is a big focus. Health and Human Services is coordinating a range of federal agencies. Coordinate efforts to come back. It is a heinous crime. What future do the girls have. Are they all girls . It is not all girls. We have been seeing. See this in the bay area and nationwide. Seeing a lot of transgendered, lgbt boys who, may have been kicked out of their homes. Trying to survive. A lot of survival sex. And thats how some kids get involved in that line. There needs to be a long term commitment to these young people in terms of therapy. Support and jobs. Make sure they didnt return.
