Morning. The friday morning commute is going to be pretty darn wet. You can see this is what were alluding to. All this moisture, as i back it out a little bit, see how its mainly going south of here . Thats moisture from the hurricane that was in the baja area being pulled or vected into our area. So areas from San Francisco south will probably see more rain from this event than anybody else. Were going to show you in a few minutes those burn areas near the soberanes fire where they are concerned about flooding or mudslides. Temperatures are mild right now. Theyre going to stay mild because the air is so warm, the air mass, and were setting up with some significant rain, especially in the Santa Cruz Mountains south into big sur as we go through the next couple of days. You get a lot of rain in the coastal hills. Less rain on the other side. When i come back we will be more current with the radar and show what you you can expect with the computer model hour by hour. All right, bill, thank you. Well, a Flash Flood Watch has been issued for some of the burn areas in the bay area. With more on the concerns of flooding, erosion, and landslides there we want to go now to ktvus jesse gary. Reporter hey guys. People here in this area keeping a weather eye to the sky because, as you noted, the areas are burned so all that soil and dirt is loose. Nothing to hold it in place. Its not a problem right now because it is not raining. At least, not hard. Were getting on and off drizzles. Lets take a look at our video as we made our way up the 17 headed towards santa cruz. You can see that caltrans has already put up the signs, slippery road ahead because of the rainfall that bill martin said is on its way here. So rushhour traffic is going to be affect. Also affected by caltrans crews which are removing debris from roadside storm drains, trying to make sure they are completely clear before the rain gets here so they dont get clogged, and then tough ponding and pooling of water on the roadway, which can lead to accidents and further traffic delays. Also here in the Santa Cruz Mountains, pg e has dispatched a fleet of Tree Trimmers to try and remove possible hazards. A precautionary cut of the limbs before the wind and the rain starts to blow which could lead to Power Outages. Theyre very close, the lines, and, you know, the wind is moving the lines. Reporter crews are working hard knocking out the problem areas before they actually become problems later when it starts to rain. Right now the headline of the hour is sprinkling to drizzle here in the mountains as you make your way up and north towards santa cruz, or actually south towards santa cruz, but up the hill and then back down a little bit of drizzle, a little bit of sprinkles, but nothing too bad, but more is on its way. With Rainy Weather in the forecast over the next few days we found some people in the east bay stocking up on supplies. This morning the owner of a Hardware Store showed us things that people are starting to hoard because of the next rain. Hes selling a lot of girt strainers, tarps, flashlights, and batteries. We will get very busy today as people not everybody is prepared for the weather, and all of a sudden it starts raining, its running around, wanting to buy batteries for flashlights in case of Power Outages so they will be scurrying around picking up supplies. As we said with several inches of rain there are concerns about flooding in some areas. The city of concord has opened up three sandbag stations. The wet weather having an impact for travelers this afternoon. We want to give you now a look at interstate 80 in berkeley. As you can see, there is heavy traffic under some pretty gray skies. Over at sfo the airport tells us that theyve already seen more than 200 delays, mostly on short haul flights and 30 cancellations. A Ground Delay Program is in effect until 11 00 tonight. Gain richmond a freeway onramp is back open after chp officers had to close it overnight to investigate a homicide. As ktvus allie rasmus explains, a man was found shot to death and Officials Say they had to cover a very wide crime scene. Reporter behind sues the on ramp for eastbound interstate 80 at hilltop and richmond. And this is where police found a man who had been shot an killed this mornings. The crime scene extends from that onramp to a park and ride parking lot at the bottom of the hill. Police believe at this point the shooting may have started at that park and ride or the conflict that led up to the shooting may have started there and that the victim may have tried to run away, running up the freeway onramp. Investigators say the victim was shot multiple times. The all we know about the victim is thats latino male. We dont know his approximate age. Earlier this morning you could see evidence markers for the shell casings that had been scattered up and down the ramp. This is a somewhat unusual spot for a crime scene like this. Chp investigators tell us they are going to try and find Surveillance Video from nearby businesses to help them with the investigation. Trying to get any investigative leads. There is a gas station on either side of the freeway, and were going to do as much as we can to obtain all that info. Reporter 12 30 this morning is when chp first got the call about the person lying on the onramp. At first officials werent sure whether it was a pedestrian had been hit, but they then found out that the person had been shot. Hilltop is now back open in both directions. You can see traffic going back and forth. Investigators say they are going to spend a lot of time going through the grass and brushy areas around this on ramp and near that park and ride parking lot. Police in san leandro are searching for several cains string of home burglaries this past week. There have been a total of five homes hit since last friday, all of them in the Assumption Parish neighborhood. In a Surveillance Video you can see two suspects approaching a fence outside the home before breaking in through a rear sliding door. You can also see the red four door honda civic that Police Believe those men were in. Were told there is paint damage on the top of that car. Today federal authorities announced that they have busted up a major fraud scheme that scammed some 15,000 people out of more than 300 million. And you have seen his political ads over the last few months. Tom steyer in studio next. Californias clean air laws are working. Im tom steyer. Well, over the past few months you have seen a lot of this individual on television. He is billionaire environmental activist, and hes made his money on hedge funds. His name, of course, tom stiemplet he is here with us this afternoon. Tom, people see you on television, and they say, who is this guy . Who are you . Well, ted, im a retired business person. I spent 30 years starting a company and running it. And for the last four years ive been rung an organization that i started called nextgen california Whose Mission statement is to act politically to prevent climate disaster and to promote prosperity for every american. You have jumped into the political process both feet, arms, everything. The amount of time and money you have dedicated to this is incredible. What triggered with you . Why did you make this leap . Well, it didnt happen all at once. I have as i said, i started a business and ran it for 30 years. In addition, my wife and i have four kids. So for a long time i was extremely busy running a business that was on four continents and trying to be a decent dad and husband. And sometime in 2002 i came to the conclusion that it was up to me as to every citizen to be involved because it felt like the United States was going the wrong way. And this was in the beginning the environment. Thats the core of the beginning . That was really about working for john kerry. I decided he would be a far better president for the United States than the incumbent president , so my wife and i worked really hard to see if we could be part of the group working to make him president. Hes been a great secretary of state so i think he would have been a great president if he had been elect. And now nextgen climate, you have tried to register voters. The numbers are incredible. A million plus voters have been registered. Does that exceed your goals, or did that come in on your goals . What was the strategy behind in the. First of all its a million voters, over a million voters, across the United States. But over 800,000 of those voters are in california. Because what we really wanted was we felt as if the broadest most inclusive democracy is the best democracy. That if you want a just society, as many people as possible need to participate in the democratic process. So we felt as if in california there are 7 million unregistered citizen, and to the extent that they both register and get engaged and participate by actually showing up on election day, that would mean that elected officials and people running for office would have to take into account their interest, their voice. And that would mean we would have a broader, better represent society and a more just society. So we feel really strongly in oldfashioned democracy, human beings participating together. And getting he is special young people out is paramount for our democracy and for our country to have their voice heard. It doesnt matter what side of the aisle you are object. You are a guy that apparently works all the time. You were just interage the break you havent had a vacation in you dont know how long. Give us a sense of your whats wrong with you . I mean, youve got the money. You can enjoy pretty much anything you want. I will tell you something that my job lets me do thats incredible fun. That, i get a chance to go around to different parts of california and meet the people who live there and hear their concerns. So last night, for instance, i was down in santa cruz, which is a place i have been to many times, but i got a chance to see people who were very active in the political process who do registration who are concerned about some of the very specific local issues. And when you do that, thats when i get a chance to both meet really nice people and understand better what their local human concerns are. And that to me is a ton of fun. The propositions that you are not only lending your support to but also your wallet to, prop 57, criminal justice reform. 62, to repeal the death penalty. 67, eliminating Plastic Grocery bags. But 56, the cigarette tax, you are all over that one. Im the cochair of that. You zane your ad that your mother died of lung cancer. Why does this one really strike a cord with you . Well, cigarette smoking is the number one cause of preventible death in california. It causes more deaths every year than traffic accidents, illegal drugs, and murder combined. So its something that costs californians their help and more than anything else, costs preventible death. More than anything we want to make sure young people dont start to smoke. People have tried to raise the cigarette tax 17 times since 1998, and theyre 0 for 17. And this year there is a much broader coalition, including me, but also including a lot more business groups. Of course you get the American Cancer Society and lung and heart, but we have a lot more business groups. We have the patrol mens society. We have support from almost every major newspaper in the state. I think theres a sense, and i certainly feel it, the time has come to try and raise the price of cigarettes so that young people dont start, so that we improve the health of californians. What about marijuana . Should it be legalized or not . Where do you stand . Well, marijuana isnt something that ive really focused on. I definitely dont believe in the criminallization of Marijuana Possession so i will probably vote fort. You will vote for legalization . Yeah. But it isnt one of the things that i have focused on. Let me say this. From our standpoint, the things that weve focused on are cigarettes, registering voters so that we have a broader democracy, and a combination of more Public Transportation. Were supporting 11 local props for Public Transportation, and four lowincome housing props. So if you really think about where were putting our time and effort and where weve really done the nalt sis is really where we think it hits the bread and butter day to day of california citizens. You have obviously set the groundwork for a possible run for governor. Its very obvious youre in the ads that youre supporting. Youre going around meeting people. Im not going to ask you because i know the answer that you are going to give me, that you are not going to tell me, but whats the biggest governor whats the Biggest Issue the governor of california should tackle . In my opinion the key is to be what california has always said it would be and what it promises to be, which is to be the place that looks to the future and provides a just opportunity for every citizen to reach his or her potential. Is it homelessness . What is it . I think its impossible to separate all of the issues that determine peoples lives. I said were supporting both Public Transportation and low income housing. When you think about a just society, its impossible to separate transportation and housing and education, and even incarceration. Theres a group of and dont get me wrong, im someone who has been a climate activist for years. Right. To me this is all one question about how do we look to the future and create a more just and more Prosperous Society for our citizen, and we can do it together. If we try and separate those issues and try and silo them, we will lose. How do you beat gavin newsom . I think thats what they call a presumptive question. Do you want to buy the beige cadillac or due prefer the red cadillac . I will give you an opportunity. Are you going to run for governor . I have been working extremely hard looking at november 8th. On november 8th a lot of things are going to happen both in terms of the california ballot and the national elections. After that, i can assure you i will continue working on these issues. I will continue to work passionately on the things i care about, and the best way to have impact on that, i dont really know right now. I think there will be a lot of information about how the state is configured and the country is configured, and i will try and figure out what can i do in conjunction with other people to try and push for a coalition to push for a more just and prosperous america. The four on 2 continues right after this. The department of justice announced dozens of arrests in a massive fraud scheme involving call centers in india impersonating u. S. Tax and immigration agents and then demanding payments from victims. The government announced an indictment against 61 people both here in the u. S. And abroad including five call center groups. The d. O. J. Says that at least 15,000 people were tricked into paying more than 300 million. And most of those victims were immigrants or the elderly. These individuals demanded immediate payments from the people they called to avoid deportation, to avoid arrest or to cover supposedly unpaid income taxes. Now, the government says the impersonators demanded prepaid debit cards to settle the supposed debt. At its News Conference the government reminded people that real government officials never call to collect debt or demand prepaid debit cards. Dmv offices across the state are still affected by a major computer outage that started earlier this week. The hardware failure is causing big problems at several dmv offices in the bay area. So far theres no word on when the entire Computer System will be back up and running, although some offices did get back on line yesterday. The dmv is urging anyone who has business at its offices to check its website first. Students at cal poly believe that they have come up with a car that can do something that has never been done before. Break the International Land speed record for solar vehicles. Joining us now via skype is will soot ton. Tess project manager. Will, this is pretty exciting. Yeah, i would say. So its pretty cool to be a part of Something Like this. Its been a long time since our school has been in the news for something this big so im really happy to be a part of it. Thanks for having me. Absolutely. Tell me about this car. Its purely solar powered . Yeah. Its important to distinguish that we are in the process of building it. Its not like so i cant turn around and show you an actual vehicle yet. So weve finalized the design and everything, and now all that remains is to put it together and then take it out to the desert and race it. So its a big 20footlong car made out of carbon fiber and powered entirely by solar cells. So there is no batteries or nick. It just runs on the power of the sun by itself. The coolest part about it is that the same cells that are powering it, and it is going to go 65 Miles Per Hour or faster. So fast enough to get a ticket on the freeway if you are not careful. L how were you able to get up to that speed . Its a combination of smart Electrical Design and really creative aeroday maamic design. We have been simulating it for months and running wind tunnel tests to get to the point we feel it can do this. It has to be one of the most lowdrag vehicles ever designed. This is huge creating a car that can travel at highway speeds. What is the overall hope . For this one in particular were looking at it as a tech demonstrate orchlt we want to show whats possible with commercial solar technology. Were looking to show with the same kind of cells that you could buy and get installed to power your home you could go fast enough to make history to break records, also to we have hopes of seeing this as something that could be applied to commercial vehicles in the future as well. Okay. So the current world record is what . Like 57 . A little bit above 57 Miles Per Hour . That was set, i think, by a japanese team. How confident are you that you can beat that . You mentioned 65 Miles Per Hour. Yeah. So i think that the reason that were so set for this, no one has ever designed a car just for that purpose. The other vehicles that have held these records have been designed for solar racing competitions, then they took the battery out and raced it. Our car is made specifically to do this. So im reasonably confident that were going to be able to do it. In fact, more than reasonably confident. Some of the best minds of the school are working on this project. Youve got the design. How long it will actually take you to build this car . So the most time intensive part is putting together the main sections of the car that are about 20 feet long. Were anticipating having a the car ready to drive under its own power in march, then it will just be testing that until our record attempt in june. So a couple of months to get it all built and put together. Its got a lot of parts. And that race happens in the mojave desert, right . Yes. How many competitors do you have . Its not exactly the kind of race that you might be thinking of. So were holding like our own event for the record attempt. So its just going to be us and the entourage of people to race this car up and down the airport with the goal of attaining the record. Its more of like a record event. So its you and the clock. Apple unveils its redesigned macbook, and some troubles at twitter. Lets start off with twitter. 8 of its staff now cut, and it also cut one of its apps that i think a lot of people were excited to use not that long ago. And the internet is crying about it. Its all over the play, and even on twitter theyre talking about the death of vine. These short little videos, these cute things. Unfortunately snapchat and instagram pretty much destroyed vine. So it makes sense to cut it, especially if hes trying to save money. October is sort of jack dorseys housecleaning month. He did the same thing last year. Let go of 335 people. So this year, 350 people. Hes just trying to get it profit afternoon. They lost 100 million in the last reporting. Theyre just trying to do whatever they can to be profitable because they want to be sold. The company isnt telling us that theyre trying to get sold but so far theres been rumors that google has been shopping them that disney has been there, but they have a big problem. They have a troll problem. I dont mean just donald trump. So the problem is when you get on there, there was an snl actress who was being trolled about her race, and it was terrible. She ended up quitting twitter. So they created a block so you can block users from talking to you. But unfortunately, thats just not enough because they can just create another account for free and start right over. So twitter is promising in november some big changes to the platform which will make it a little more user friendly, a little less Cyber Bullying and hopefully make them so theyre more acquirable. It is disappointing. I remember being there on Market Street when twitter set up shop and all the hype and excitement. Twitter is not going anywhere. They have 317 million daily users. It is a force to be reckoned with. They positioned themselves as a news platform, not necessarily social media. And with the new addition to thursday night football, the nfl on there, theyre getting 3 Million Viewers on the first go round, and 4 Million Viewers on the last. So twitter is not going anywhere. Lets talk about microsoft. You like it. I do. And im an apple fan. But man that surface studio is gorgeous. Everyone seems to say that they love the look of it and that they really like the engineering smarts, too. And they use the surface dial, which is really great. Its a piece of hardware you can set on the screen itself. You can move things around. It is just an amazing piece of hardware, and it shows you what an innovative system can do. Now, the interesting thing about microsoft here is theyre saying theyre going hard for the content creators. They want to create a system where people can create 3d content and Virtual Reality is really our next big area of content. And so theyre really setting us up for this. The nice thing is once they get the creators in there, the followers, all of us who are going to excuse me that content are just going to follow along. This is an area that apple has dominated for the last 20 years. So the fact that microsoft is in there with such a great performing pc, wow. Okay. You are not saying wow about the new macbook. I am so angry with apple. They had such a great opportunity. So the macbook pro, they announced new macbook pros. And unfortunately they did the same thing they did with the iphone 7. Some minor changes. Theyve got a touchscreen across the top, and its contextual and some interesting is functionality when youre in photos, so thats pretty great, but its not really super inventive. Its something thats okay. But the part that im really mad about they only have usbc ports on it. So that means im going to have a bag full of dongles so i can do my sd card reader and regular 2. 0. Heres the other thing im mad about. I love mag save. Every time im in a starbucks and people are tripping over their power cords, i get a little giggle. Its gone but for now microsoft has got my eye. An oakland woman has been reunited with her missing dog thanks to a compassionate dog walker. Gabby ran off 10 months ago when the dog disappeared she looked like this. Then after 10 months, mostly on her own, she had wasted away to just skin and bones. Dog walker Kevin Sanchez spotted the dog near lake merritt yesterday, took her to a vet, and a microchip helped them track down the dogs owner, and they were quickly reunited. I mean, shes our family. Theres no question. She is not our dog, shes my other kid. Shes my kids siblings. Shes our baby girl. It was the best phone call i ever had. I couldnt i knew it would come, i always had faith. I knew she would come back to us, but that was amazing. Gabbys owner believes she may have survived by traveling around the city with a homeless man during part of the time that she was missing. So glad to see that dog back home. All right, five cities around the country, including oakland, all coming together with one special art installation highlighting major issues facing the country. Tracking the wet weather thats out there now, its raining throughout parts of the bay area, and theres a lot more to come. Sigh back here with the specifics. Artists and builders in five cities across the country created an incredible kinetic project. The segments are inspired by issues plaguing our country. One of them focuses on recent Police Shootings. All participants worked with each other to connect the pieces through different communication mediums like texts, emails, and phone calls. It is a really incredible project and wonderful video. I urge everyone to go on line and find it. Its called common ground. Joining me now is jason who produced the art. First of wrawcialtion did you get the inspiration to pull this off . Common ground was just a concept that weve really been thinking about for a couple of years now. Really this idea of an art installation thats collaborative, where people are creating their own unique installations, but its part of one bigger installation. And each of the different cities that participated created their own segment, if you will, using domestic know, explosives in some cases, in michigan, my favorite part, and then they communicated with each other so when the when one of these segments finished, there was some sort of communication method to start the next one. How did, logistically, you pull this off . That part was really the artist and the group collaborating, and that was part of the concept, can people and groups in different parts of the country collaborate with each other to make this thing go the whole way around the country, doing their own installation but also being part of the whole. Yeah, you had to owe on in michigan theyre talking about water in flint and georgia talking about temperatures, and then in oakland talking about Police Violence and Police Shootings in the African American community. Boy, i mean, its really incredible. Was this a one take kind of scenario . Once you do it you do it . This was a onetake experimental project. We did it once and it worked. Thank goodness. Yeah. Pretty amazing. And well never do this particular project again. So it was just a onetime happening over the course of about seven minutes. Yeah. An incredible seven minutes. Are you thinking about the next project . We are. Next year were working on a version of this where we go around the entire world. Oh man. Well, that would be incredible. Well, i can tell you were going to get a lot of rain over the next few days. Its raining out there now. Not heavy yet. Heaviest rain will be south in the Santa Cruz Mountains most likely, but we will still see significant rainfall amounts in the north bay hills up around jenner, places like that, so its just a wet period. Whats happening, weve got the hurricane down here, which is feeding moisture up into this, and look at this line of moisture, and look where its mostly focused, from Santa Barbara north to big sur. I mean, were all going to get wet but thats the real bulls eye for heavy rain. Thats fine. Theres the jet streamlining up. You can see sort of all look at that. That is significant. If you didnt tie a hurricane up into this, right, you didnt have all that moisture, it would be fine. But this is significant amounts of moisture. So all the taupe graphic favored areas from point conception, Santa Barbara north, and then north to big sur, that stretch, theyre going to get some rain. The soberanes fire was in there, and they have flood watches for that area because you dont have any plants or anything to hold the rainwater, and you can see some mud and debris flows. So heres this satellite loop. You see all the clouds. Heaviest rain seems to be down around towards Half Moon Bay and fremont. Fremont, hayward, this is live radar. If you are waiting for folks to get there, get themselves back from work, if theyre heading home, some areas are moving slow. Newark, scattered showers. You are seeing scattered showers now out towards pleasanton. Is this heavy . No, its not really heavy. Its just moderate rainfall. Light to moderate, but its persistent. And that persistent rainfall over the course of the next few days will add up to a few inches of rain. Thats the thing. This isnt the classic extratropical storm that comes in, blows through, drops a cold front, two feet of snow in the mountains, two inches of rain here, big wind, and gone. This is, hey, im going to keep going, keep some light rain going, like this, for three or four days. Thats kind of where we were. There will be periods of heavier rain. Like this area tonight, thats going to be a period of moderate to slightly heavier rain. You see the shift there, how everything started coming out of that direction so that is friday morning. Were learning more about firefighters on paid leave after being accused of drunk and disorderly conduct. It happened at the Walnut Creek Marriott Hotel sunday morning when four drunk guests refused to leave a room. Authorities identified them as a 31yearold firefighter and his girlfriend, also, a 32year old firefighter and his wife. The four were at the hotel for a charity ball hosted by a Firefighters Union for the bikes for tykes program. Police say when officers arrived on scene there was a scuffle between desmond and two officers. That one of the firefighters was backed on charges of resisting arrest and assaulting a police officer. A Concord High School hit by an incredible flu bug says there were still 200 students out sick today. A spokesperson for the Clayton Valley charter high says the number of students absent today indicates kids are returning to class. The school has a student body of about 2200. Earlier this week it saw 500 students out sick over two days. My english class, half of the people were gone pretty much. All the front of the class was gone. It was pretty much empty. Officials stressed while the number of sick students is higher than usual for this time of year, they said the situation has been overblown and that the school has taken measures to help stop the spread of the flu.
