We begin tonight with a Large Police Presence at the scene of a shooting now. It happened just after 3 00 this afternoon and willow afternoon in unincorporated hayward. A man was pushing a little baby in a stroller down the street when he was shot and killed. Skyfox is currently over the scene. The Sheriffs Department tells us the victim died at the scene. You can see a stroller there. You may not be able to see it in this picture yet. Well you cant see it, but theres a stroller thats tipped on its side. Were told that the victim was pushing a threemonth old baby when he was shot. Jana is there tonight. What have you been able to learn . Reporter well, this is a huge shock to everybody that i talked to along the street. Ill move out of the way to you can see. Were a block away from where all this happened. As you mentioned, were told the man was walking with a stroller with a threemonth old infant inside when he was shot. We understand that the infant is okay. The baby is okay. But you can see all of these Police Vehicles that are here blocking the streets. This is called the cherryland unincorporated area of hayward right out here. They have all of this blocked off. Theyre slowly letting residents get back inside. We talked to one resident who said she was home with three children of her own when she heard the gunshots. Like the fireworks that pop. Just like that. I thought they were fireworks. When i walked outside, i was like, no. So i walked outside and i saw the person lay like laying like they were knocked over. Reporter we want to bring in Sergeant Ray Kelly. Thank you for joining us. First of all, tell us what you know about what happened. And are there suspects out there that youre looking for right now . Right now, were absolutely focused on developing suspect leads. And were scouring the area looking for video. Our investigators and patrol deputies are talking to the neighborhoods. This has created tension in this neighborhood. Its a shocking incident that occurred around 3 00 this afternoon. Were concerned the fact that a child was involved when this incident occurred. Reporter was the person alive when you got here . And what happened, were they in a car or not . How many gunshots . There were several gunshots. When we arrived on the scene, the victim appeared he was dead at the time. To our shock, there was a small child in the stroller. That became our main concern at that point. Taking care of that child. That child is in our protective custody now. Were working on reunifying the child with the mother. Theres a lot that needs to be done. Not a suspect description that we can put out, but were luking at the angle of a vehicle. Reporter whats happening with the child . The family of the victim here remains the concern. Were worried should they go home or anything outside of our custody, that they could be further victims of this crime. Were keeping that information close, and working with child protective to make sure we can find a safe place for that family and this child. Now for developing news from the fire lines of mariposa county. The Massive Wildfire outside of yosemite doubled overnight as flames rose near structures and forced people to leave their home. The Detwiler Fire burned 46,000 acres since it broke out sunday afternoon. Its only 7 con taped. Full containment isnt expected until august fifth, two and a half weeks away. The fire destroyed eight structures. 1500 others are threatened. Well go to rob malcolm who joins us live with the latest. What can you tell us now . Reporter good afternoon. Im coming to you off of highway 1340 about 14 miles highway 140. Its close to traffic. Ill give you an idea where it takes you. It take you into the fire zone about 67 miles outside of yosemite and another 23 miles outside of mariposa. As we pan over, youll see here some of the people in the community put up a sign that says, thank you firefighters. If you look at the hills, you can see the smoke coming off the grasslands. And behind that, more smoke pouring off the hills. If you take a look at the sky, youll see such a difference in the sky. This smoke is being held down by an inversion layer. You see the gray smoke and blue sky just above that. Now, there is a mandatory evacuation in mariposa. Also a number of communities surrounding the town of mariposa. Since these flames broke out on sunday, one thing call fair crews are telling us are how unpredictable the fire has been and how quickly its been moving. The Detwiler Fire continues to burn only 7 contained. Cal fire crews continue their assault by the air with drops of water. Crews cut lines and build containment barriers. Its a fight the fire chief says is far from over. The biggest challenge is fire behavior. Were talking about a lot of grass thats grown from this winters rains. You have the park beadle kill and pine trees, lots of brush. And the area has a lot of Residential Homes and businesses. Reporter fire fight has resources of federal, state and local agencies. The staging area at the merced fairgrounds looked like a city with heavy equipment coming and going. And crews fighting all night, looking for rest and sleeping quarters. Others look gearing up for a gearing up for a long time with optimism. We have to deal with this weather problem and fuel problem. It will be several days, but were going to make progress every day. Weve been evacuated. Reporter with at least 5,000 residents forced from their home, sacroware was found at sanctuary was found at cesar chavez school. Some here like the tyner family, chose to camp outside tells us they made it here just in time. We loaded up our stuff. We had a few hours. We thought maybe we would be evacuated. We never heard the official word. We left on our own when we saw the flames. We figured once we saw flames that are coming, were out of here and we saw the flames coming towards our house. Reporter eight structures are confirmed lost and others are threatened. The tyner family is making the best of a bad situation. As far as the girls go, they dont get it. They think were on a camping trip. Oh, yeah, were camping. Were not sure how long well be here. We kind of take it one day at a time. Reporter back here live, as you heard, the tyner family one of the many 5,000 people that have been evacuated. Were told crews will continue to fight this blaze even at night. In terms of when thatll be able to knock this out and get reasonable containment levels, thats hard to tell at this point. But they plan to be here for quite some time. Obviously that family taking proper precautions. Have you heard from families saying were getting out because the fire is growing too quickly . Reporter yeah, we heard from some of the families when we were over at the evacuation center, the red cross center. Many people decided to wait it out for quite some time. You see the heavy equipment going by me and the live shot as people make their way down 140. A lot of these families decided to wait it out but when they saw the smoke they grabbed what they could and fled to safety. Lets bring in our chief meteorologist bill martin. The fire is terrible. We talked with someone at cal fire saying they dont expect containment until august 5th. What are conditions like up there . We saw the dry brush. You saw with rob in the background the raw brush. This area, this fire zone, is in a transition zone between the tall, dry brush which you see typically in the valley. You dont see it in the savior nevada by the fine Sierra Nevada nevada. The oak trees and as you go up 800 feet, youre getting in the pine trees. The firefighters are fighting three types of fires. Were not talking about terrain. Were talking about fuels right now. You fight pine trees fire one way and brush fires one way and sagebrush fires another way. They have a lot of different fuels burning. And you add to that. You add the topography and youre getting yourself you can see the road there, its on the other side of the res reservoir. There arent a lot of access pipes to this fire. Its at access lines to this fire. Its at 45,000 acres. Winds are light, not that high. But the temperatures remain warm. Not crazy warm, but right now its 94 in the zone. 15 humidity. When you talk about the size of this fire, its 45,000 acres where nothing happening is 15,000 acres. Its almost three manhattans. Its growing at all edges. Searchers spent today on the water looking for a 70yearold man who fell from his man yesterday afternoon. Reporter boats and jet skis back in the water this morning as the search continues for 70yearold todd friend who fell from his motor boat yesterday afternoon. He was on his way back from a trip to plant oyster seeds. Fellow boaters saw him go over board and called 911 for help. Friend was wearing wayders when he went in the water and he department have a life jacket on didnt have a life jacket on. Searchers found his boat empty going in circles. So many things can go wrong. Reporter recent construction fires havent stopped building in oakland. Developers are building but under heavy security. Developers broke ground on a major Housing Construction project in what had been a parking lot and 23rd and valdez streets. Were replacing the public parking. So were building a parking structure and building roughly 15,000 square feet of retail space. And then 234 mixed Income Housing units. Reporter sitting across the street is the charred remains of another housing project. This is what happened to the waverly on july 7th nearing completion. The fourth fire at a Housing Construction site the last year. The cause is unknown. The other three were arson. There have been no arrests. Some wonder if its due to the perceived gentrification to oakland. We look at what happened across the street as terrorism. We will be taking more aggressive on site precautions with regard to having on site security and having more enhanced mon toring systems and the like, and number of other things were not going to be publicly discussing, but working with opd and other groups. The building will have a pool, spa and rooftop lounge. Its a very diverse, racially, economically, ethnically diverse community, so this will add tremendous value. Neighbors told firefighters they were in the process of moving out when the flames broke out earlier in morning. A new ordinance was signed into law in San Francisco looking at closing the wage gap between men and women. The new law prohibits employers from asking applicants about their past salaries which allows women an opportunity to be paid the same as men. They hope it will empower women to negotiate higher pay. Its shocking to me that here in San Francisco, we still have a gender wage gap. The fact that women in San Francisco in 2017 still only make 0. 84 on the dollar, to me is a shame and we need to do what we can to remedy that. The law goes into effect july 1st of next year. In San Francisco, police are investigating a series of armed robberies that happened in a span of four hours. The first robbery was last night at a parking lot and south Airport Boulevard where a woman had her wallet stolen. Two miles west of the robbery, two men attacked a woman and stole her purse. A similar robbery was reported 30minute later. Police think the last two cases are likely connected. They havent made any arrests. A tip from a ktvu viewer help police make an arrest of a theft of barbecue pit and trailer stolen from a Grocery Store in the north bay. The thief drove on olivers Grocery Store, hitched the pit to his truck and drove away with it. Last friday, a tip led detectives to a santa rosa neighborhood. They found items related to the stolen trailer and made an arrest. 34yearold jared colin the third was booked for theft and possession of stolen property. Police are looking for the barbecue pit. U. S. Postal officials are cautioning san jose residents to check their Bank Statements and credit card receipts. This after a wave of robberies involving mail bags from deliver are you trucks. Thieves have robbed four mail trucks taking bags of mail while the carrier was away. Two of the crimes happened two months ago downtown. And last tuesday and wednesday in willow glen. Its concerning. Weve had cars stole no one our neighborhood. Packages being stolen. We have constant streams of people coming in soliciting for different things. Everyone says our quiet neighborhood is starting to become not so quiet. Reporter investigators talked to 350 residents who havent received items by mail to check credit card statements for suspicious activity and contact the usps. Were constantly addressing security. Were looking how the vehicles were broke into and security steps we can look at. Reporter theyre not sure if the crimes are connected to the crime two months ago. They are monitoring the area in hopes of making an arrest. Theyre offering a 10,000 reward for investigation and capture and conviction of a guilty party. That person or persons faces fiveyears in prison and 250,000 fine. Theft from post postal vehicles isnt new or confined from the south bay. In april, criminals smashed the windows on this truck in San Francisco and stole several trays of mail and packages. That crime is still unsolved. For now, some willow glen residents say they may consider alternatives to this century old delivery method. Email, pay bills online. Were getting a look of a 911 that led up to a shooting of a woman in minneapolis. What she said that had police rushing to the scene. Authorities in minneapolis released transcripts of a newspaper call made by a woman before she was shot and killed. On the phone she tells the operator, quote, i can hear someone out back. Im not sure if shes having sex or being raped. I think she yelled out help but im not sure. Shes been yell for a while. Justine damond called a second time out of concern for the woman she heard screaming. Minutes after the second call, Police Arrived in an allie way and when she approach the squad car, officer mohamed noor fired his gun and killed damond. Noor made no statement. But a lawyer for the other officer in a car said noor may have been spooked by a loud noise before she approached the car. The mayor of minnesota said he called the australian console lat and the victims family. I express my deepest condolences and offered to provide whatever assistance i could. Officer noor has only been on the police force twoyears with two open complaints against him. Hes refused to speak to investigators about the shooting which is within his legal right. A Sheriffs Office is conducting a search for a missing teacher. She teaches at an Elementary School in modesto. She was last seen yesterday afternoon walking away from a car crash outside of merced. Her students drawings scattered across the field near the scratch scene. Family members say she stopped taking her medication for anxiety six months ago. Her fathers concern is growing by the hour. Jaime is a girl of strong faith, but when your faith is challenged by mental illness, can can get you not functioning quite like you would like. Authorities in Merced County believe shes in immediate need of medical attention. It was once up to homeowners but now added to the citys tab. The bill San Francisco is going to have to pay to keep trees trimmed and sidewalks fixed. A lot of whales getting caught in fishing gear are dying. The 80yearold mccain is recovering from surgery last week to have a blood clot removed from above his left eye. His doctors say testing on the tissue that was removed revealed a tumor. They say that is that right mccain is reviewing senator mccain is reviewing options that may include chemo therapy. Senator mccain appreciates the outpouring of support hes received the past few days. Hes in good spirits as he continues to recover at home. Oakland is the latest city to ban a sell of flavored tobacco. They voted today to prohib the sell of cigarettes and flavored wraps. It comes month after San Francisco approved a similar band. The American Heart Association says Big Tobacco Companies used flavored products to bait young people into addiction. The ordinance goes into effect next year. Its possible youll have to pay for news articles you read on facebook in the future. The company is planning to enable publishers to charge readers after they read ten articles from a particular site. Facebook says theyve been approached by a number of news organizations that wanted to charge for subscriptions through facebook not word when the change wills go into effect. Were seeing more whales get tangled in nets than weve seen since the 80s. Whats being done to reduce the toll on sea life. Reporter whale rescue authorities, volunteer experts, the coast guard and entire Crescent City community all pitched in to save this 30ton humpback whale from certain death yesterday in the pacific off of Crescent City. The rescue was headed by peter. One of only 17 noaa whale disentanglers in the nation. It couldnt move so it was struggling to breath for four or five days. Reporter using sonar and drones, rescuers worked eight hours to cut a shrimp net away from the animal. It was a dangerous task. A task that has killed rescuers in the past. One of the reasons why we have an experienced team working on this, we can read the behavior of the animal and determine when it is in a relaxed condition or if it will be acting out. If it will be swiping at us, if its angry. Reporter the disturbing trend is its increasing at an alarming pace. Last year along the u. S. West coast, there was 71 fully documented cases where whales got entakingeld in fishing nets. Most of them off the california coast. Thats the highest confirmed numbers in 35 areas. But thats only the tip of the iceberg. Worldwide its in the thousands. West coast region in california, i would say based on what were seeing right now, i think were getting this the many hundreds every year. This is tragic and heart breaking but also unlawful under the endangered species act. Reporter attorney kristin of the oakland based center for biological diversity is suing the state of california on behalf of the whales, see tur turtles and sea turtles and those who care about them. There are things the state could implement to fisheries to prevent these entakinglements. Reporter since they happen during the shrimp and crab seasons, one suggestion is to change the times fishing is permitted. We can have them fish when the whales arent there and back and forth. Reporter today, regulators, responders and fisherman met in santa rosa to come up with policies and procedures to reduce the number of entanglements of whales and sea turtles. Bill, you were telling us the other day out surfing and saw 20 different whales. There were 20 humpbacking inside the bay. But you see more whales in nets, more whales getting hit by boats, more whales. Its definitely a concern. Go back a couple of years out there surfing. No whales. You didnt see humpback whales in these numbers. You didnt see a lot of dolphins 20years ago. Theres a lot more sea life. Theres a lot of food out here that somethings changed in the ocean, the temperature profiles, so you have more. When i hear stories like that, we havent seen that many we havent had more whales.
