Police say a latino man was found shot in the neck siting in his car at 1 30 this morning. It happened near valley christian high school. The shooter fled the scene. The victim was rushed to the hospital and is expected to survive. Police are looking into whether it was gang related. So far this year, theres been 47 homicide ins the city which is the highest it has been in 25 years. Gang violence, domestic violence, and Homeless People attacking other Homeless People increased this year. City leaders say their focus in the new year will be on Police Staffing and Gang Violence prevention. We think this is an anomaly and we hope next year, we wont go down this path and we hope these programs will kick in and get kids interested in more than gangs. They are investigating the 58th homicide of the year. A man was shot in tenderloin district. He was rushed to San Francisco General Hospital where he later died. There is no word on any arrest or any suspects. Police in San Francisco are looking for four men who stole 400,000 worth of jewelry from a jewelry dealer. This happened right outside a Jewelry Store on utah street 8 00 last night. We have video of the victim getting treated by paramedics. They punched the victim, stole a briefcase of jewelry and took off. There is no description of the suspect. Investigators in palo alto are searching for the cause of an Early Morning firement it was first reported around 5 00 at a home on lewis road not far from the 101. It caused intense moments before the fire crews arrived on scene. Yeah, sleeping and then i heard some explosions an then the sliding door rattled. A lesson in perseverance from a bay area man who spent nearly half of his life out there on the streets. After spending 20 years on the streets, a bay area man is getting a fresh start. Amber lee reports on how he was able to turn his life around with the hydrogen help of a nonprofit group. I was hoping i would get it. Reporter it is christopher millers first home in two decades. A studio. It is overwhelming. I just cant believe it is happening actually. Here is the kitchen. Reporter miller showed me his new apartment. The fridge and the stove. What did you cook here already . A big steak. Reporter miller is 49 years old. He says he became homeless in his 20s. He graduated from James Logan High School in union city in 1986. He trained and worked as an apprentice. But an addiction caused a downward spiral into homelessness. I slept under overpasses. Reporter he became a fixture here along the median here in union city. Panhandling. Holing a cardboard sign asking for donations to survive. But, a year and a month ago, he says he reached a turning point. I didnt want to die out there. I saw a couple of my friends literally die in front of me. Reporter miller asked a friend for help, that led to drug rehab and a stay at a homeless shelter. Then, he got a job. Samaritan house, a nonprofit which Offering Services to the homeless, helped miller with temporary and then permanent housing. Finding him this studio apartment. His case manager julia parmer posted this video of him signing the lease just days before christmas on social media. It was just a very human moment. A very extraordinary thing to witness. I was very moved by it. Reporter she describes his change as remarkable. That it is difficult to find permanent housing for the chronically homeless. You have to want to change. And you did. Yes. It takes hard work. And it does take patience. Reporter miller tells me he has a long term plan. They are all offering free rides starting at 8 00 tomorrow night. Now, if you are riding bart, you still have to pay, but there is extended service. They will run until 3 00 a. M. Cal train is extending service until 2 15 a. M. California Highway Patrol officers across the state will officially begin their crack down on drunk drivers this new years weekend. The maximum enforcement period runs through midnight monday morn. The crack down includes more officers patrolling california highway as well as an increase in drunk driving check points. Officers expect more drunk drivers on the road this year because new years eve falls on a saturday. With the new year comes new laws. Some of them will go into effect for drivers here in california. Starting sunday, january 1, it will be illegal to hold a cell phone or similar device when you are driving. Instead, that phone or device has to be mounted on your dashboard or on the windshield in a place that does not obstruct your view. It is already illegal to talk or text on a cell phone without the use of a hands free device. Children under the age of two will be required to ride in a rear facing car seat. Current law requires rear facing seating for children younger than one. State law already requires all children under the age of eight to ride in the backseat in a booster or car seat. Convicted drunk drivers will have breathalyzer Devices Installed in their vehicles. The device requires the driver to pass a breathalyzer test in order for the car to start. The device is required if they want to have their licenses reinstated. The passage of the law extends a Pilot Program in Alameda County. For two more years. The law takes effect statewide come 2019. Minimum wage in california is going up in the new year. It is jumps 50cent to 10. 50 an hour. It is part of legislation Governor Brown signed to increase the minimum wage to 15 by 2022. This will not affect employees in cities with higher minimum wages like la and San Francisco. Right now, the minimum wage in the city is 13point an hour. It increases to 15 an hour by the year 2018. And the Ground Breaking parental leave law starts sunday. It will make San Francisco the first city in the country no allow new parents to take time out of work without taking a pay cut. Currently, California Workers receive up to 55 of their salary up to six weeks to care for a newborn or newly adopted children. We are learning more about a south bay teenager who was killed Christmas Morning when a suspected drunk driver crashed right into his familys car. Maureen naylor has more about the one who dried. The 14yearold High School Freshman was killed early Christmas Morning after a suspected drunk driver crossed over the median of capital exprezway in san jose and hit the lexus nguyen was riding in with his parents. State senator jerry hill and Assembly Member evan lowe say they want to close a loophole in proposition 64 approved by voters back in november. It only says it is illegal to drive with an open container of marijuana in the vehicle, but hill and lowe say they want to make sure the law also bans smoking while driving.
