A lot of 50s including san jose at 56. San francisco, 68. It will be sunny. I think well get a forer thisly breeze that should take care of things. That system is leaving its mark with cooler air. Its also a sign of things to come as we head towards the weekend when a stronger system arrives. Low clouds, fog, sun, breezy. It will be cooler for most. You can see some slowing coming around that curve getting over to Treasure Island. When its slow like that on the bridge and you can see as we move the camera you will see some slowing at the toll plaza. Toll plaza looks very, very slow. I also want to show you a possible alternate rude. That would be the san mateo bridge. That looks good heading out to the peninsula. You might want to think about that as an alternate route. Traffic is moving along pretty well all the way to 101. I wanted to show you highway 4. Some slow traffic there in antioch. Speeds are slow on 680 southbound between concord and walnut creek. If you are driving on southbound 680 also in western contra costa, 80 westbound hercules is slow. Back to the desk. We begin with developing news. Firefighters, still on the scene of a fastmoving fire that damaged two homes in west oakland. The fire started around 3 30 a. M. This morning at 24th near market. Ktvus alex savidge joins us live from the scene with new information on the cause of this fire. Good morning, alex. Reporter good morning, tori. Investigators believe this fire in all likelihood started with the homes electrical system. Some sort of issue with the wiring here. Now as the sun is coming up, you can see the damage done to the home. You can see the back side of the place is nearly gone here after this earlymorning fire. The fire started inside the laundry room which is on the first floor of this home right in the back of the blue house. This fire actually burned through two homes in the end that sits side by side here. It threatened to spread to a third home. But firefighters were able to contain those flames. A total of 12 people were inside those two homes. Everyone made it out safely after this fire started around 3 30 this morning. These homes are on 24th street just off market and because these are older victorian homes, firefighters say the flames spread quickly from the ground floor up to the second floor and in the attic. One man who escaped said hes grateful he woke up when he did. We woke up. We heard crackling. Our neighbor was screaming. Saw like the flickering light of the flame. Out the back door, saw there was glowing. Went to the bathroom window. Saw the whole back of the house was on fire and immediately told everybody to get out. Reporter firefighters did find three rifles inside one of the homes that burned. Those weapons were turned over to police. They will check to see if the guns are properly registered. No firefighters were injured and were any of the People Living in those two hoims. They will have to find some other place to stay for the time being. They are being helped out by the red cross. You can see some of the people who live in these two homes going through some of the charred items that are out here. A lot of furniture than other debris sitting out here this morning. The battalion chief says this fire probably did about 500,000 in damage. They believe it was sparked in fault by a faulty electrical system here at the home. The crash caused all lanes near the bascom avenue exit to be shut down for a short time around 2 15 this morning. Only minor injuries were reported. Ktvus Tara Moriarty will have a live report on the crash at 7 45. Including why the chp says it is only a matter of time before the driver who caused the crash is caught. Also new this morning, a Hayward Police officer is recovering after being injured in a chase. Several officers noticed a suspicious vehicle around 1 00 a. M. It turned out to be stolen. The driver refused to stop and rammed the police car before leading Police Officers on a chase from industrial to mission to groom street. Two suspects took off running but were taken into custody a short time later. Police say they may also have hit other parked cars in the neighborhood. We did find two vehicles parked on the roadway struck by the suspect vehicle. And so we did a separate collision investigation related to that. The officer who hurt has minor injuries that he got during a scuffle with one of the suspects. 7 06. Happening right now, i wanted to show you this. Defense secretary chuck hagel is scheduled to lay a wreath at the u. S. Navy Memorial Plaza in washington, d. C. It will honor the victims of the naval yard shooting. That will be placed next to the lone sailor who is said to represent for those who have served, are serving now or have yet to serve in the United States navy. As people recover from yesterdays shooting, were learning more about the shootings background and why he acted. Through Law Enforcement sources reports that 34yearold aaron alexis was being treated for Mental Illnesses that included hearing voices, paranoia and even a sleep disorder. He was being treated by the v. A. Since august. Sources sell the a. P. He was a Buddhist Monk who had fits of rage. He complained about the mav navy and felt he was being discriminated against. He was discharged in 2011 after misconduct. He was killed among with 12 others yesterday. Despite his Mental Illness, its being reported that the navy did not deem him mentally unfit to be a contractor which would have resignedded his security clearance. Workers remember what they saw. When he was dressed, he stuck out line ever notice how you walk in one direction when you it sorted seemed that way. The victims include 59year old Michael Arnold to worked to design ships at the yard at 63 yearold kathleen guard, a financial analyst at the yard. Her husband emailed the a. P. Reportedly the gunman at the navy yard was armed with three weapons, including an assault rifle. On capitol hill, the case for increased gun control has become increasingly difficult. The nra recently funded a recall of two colorado legislators who supported stricter gun laws. Dianne feinstein issued a statement after yesterdays shooting saying the Army Psychiatrist sentenced to death last month in fort hood, he collected almost 300,000 in his military salary for whiling war to the trial. Later today, the three defendants in the killing of a former Santa Clara California winery owner are due back in court for a pretrial hearing. Deputies found the body of 66 yearold kumar inside his mansion last november. They say he died from suffocation after he was bound and gagged during a latenight Home Invasion. His wife was also tied up and beaten but survived and called police to report the Home Invasion and robbery. 7 23. Community leaders in San Franciscos el sellsier district are trying to cut down an internet calffy cafe. Witnesses say they have wrnsed drinking, drug abuse and loitering witnessed drinking, drug abuse and loitering. Individuals go to the business, they come out 200 richer. Federal officials can then ask that a person held for up to 48 hours be picked up for deportation. San francisco Supervisor John Avalos introduced new legislation called due process for all that would prohibit the immigration detention. Tonight, a meeting will be held to consider a city law that bans smoking in most of downtown walnut creek. In june, the city council delayed hearing the proposal but tonight the issue is back on the table. The plan would ban smoking in commercial areas at Public Events and in cityowned parks. Smoking could be banned at condo complexes and Apartment Building complexes. It could cost you more to park in downtown walnut creek. On thursday, the Transportation Commission will consider a proposal that would increase parking reader rates and extend the amount of time they are enforced. Current reader rates could go up from 1 to 2 an hour. If approved you would have to feed the meters until 8 00 tonight instead of 6 00. The last parking rate increase was in 2007. City officials hope to encourage using parking garages which are less expensive. The first hour under the new plan would be free. He was a new york native whose last known resident was in fort worth, texas. Those who knew him are surprised. He was gonna be the best man at our wedding. Never sounded angry or aggressive. Reporter despite the kind words his friends might have, he was arrested twice in the last ten years on gunrelated charges and on monday morning, police say his affliction for fire m firearms resulted in the deaths of 12 people. The names of seven victims have been released. Now a woman fears her husbands name will be added to the list. I call his supervisor and left a message and when i left a message on his phone, he called me back and [inaudible] he said he got shot. This chevy suburban. Items that were bagged up as evidence. We saw them take away an ipad, they are trying to determine if that was stolen. Its unclear what made this driver crash. Police found the chevy suburban already crashed in the eastbound lanes of coleman at 4 00 a. M. It matched the description of a vehicle that a car burglar was driving. Police believe the man inside who was taken away to the hospital is the suspect. They received 911 calls from several residents in the almaden neighborhood close by, that there were two suspicious vehicles and suspects that were trying to break into cars. An officer in the neighborhood spotted the crash and realized that it may be linked. We have located several items and are trying to locate the victims to the items and we have officers canvassing the neighborhoods to find these items and other items taken. Reporter police say because theyve been able to determine that the chevy suburban that crashed is stolen, they will arrest the driver who they say is in his 20s. Hes in serious condition at the hospital. Officers were picking up evidence in the past hour trying to determine how many of the items that they actually have found out here are stolen. Theyve been determined there are four victims who are living in the neighborhood close by where this crime first originated. Back out here live, you can see Police Officers are still on the scene. They were standing around that pole that you see over there. Thats where the chevy suburban had originally ashed and then it came to a rest close by here. Still waiting for a tow truck to say riv. Its still unclear to arrive. Its still unclear why the suspect crashed. Speculation was maybe they got scared as soon as they spotted a patrol car in the area and then thats what led to this crash. Family members say the unidentified man was beaten saturday night outside of a frat house after the cal ohio state game. The man had a concussion and he also needed stitches. Fraternity members say its the latest attack on greek row. Another assault involving a gun was reported that same night. One Fraternity Member has a broken jaw after being attacked on friday. I think these are groups of people who are looking to do something with their weekend nights and they have Nothing Better to do than start trouble. Police have not confirmed if the three assaults are related. One person was arrested saturday night on a warrant. We have more details about crimes reported near the uc berkeley campus. The fbi says in 2012. There were 79 assaults reported on and near uc berkeley. Thats the last complete year where stats were available. 21 robberies were reported last year. A sex offender, caught on camera. Ktvu apam cook is in the newsroom with the scary details of what happened on the peninsula and the Reason Police think there are more victims. A registered sex offender was arrested in Mountain View but police say he is also the suspect in an attack against a 10yearold girl in san mateo. Now, we want to show you video of san mateo this is from San Mateo Police, of the suspect in a barnes noble bookstore. Police say on june 23rd, he lured the girl to an isolated area of the store and attacked her. His description matches that of 70yearold Christopher Miller arrested ten days can ago in Mountain View. Now, Mountain View police says he was arrested after touching himself in front of a mom and her two children. The woman told security guards what happened and miller was arrested as he tried to drive away. Union city police say he also exposed himself to a mother and three girls at a burger king back in july. I want to show you another look at Christopher Miller. So they are hoping he will be caught very shortly. The total jaguar is right behind me. You can see it right here in the tow yard along with three of the other cars from the accident. Witnesses say that this car set off a Chain Reaction on a nearby freeway. It was bought six days ago. You can see how crumbled it is. The air bags went off. We saw the chp combing through the car earlier looking for eferred. Witnesses say the driver lost control on 880 northbound at 215 this morning. Witnesses say he caused four other cars to crash. One hit a concrete barrier wall. Neighbors could hear screaming. They called 911. But luckily, it sounded a lot worse than it was. The chp says that all of the people involved only received minor injuries and were taken to nearby hospitals. All northbound lanes of the freeway were shut down. Then only one lane was open for an hour and a half. Officers are looking for the man who ran off. We know they have a cell phone. They interviewed Crash Victims at the hospital. Tomming or news the topping our news, the investigation goes on into a big fire in west oakland that damaged two homes. Is started at 3 30 a. M. On 24th street near market. Ktvus alex savidge is back now. Youve been out there since 4 30 to tell us how the fire victims got away from the fast moving flames, alex savidge. Reporter the people sleeping inside the two homes woke up to smoke and flames inside their units and they thankfully managed to get out and escape this earlymorning house fire. Let me show you the scene behind me. Theres extensive damage that was done to a pair of homes here. Both of them heavily damaged in this earlymorning fire. It started in the back of one of these homes inside a first floor laundry room. You can see the scene on the back side of the home. Investigators suspect this fire was caused by an issue with the electrical system. The 911 call started coming in from neighbors around 3 30 this morning. These homes are on 24th street off market and because they are older victorian homes, firefighters say the flames spread lickly from the ground floor, the second floor and into the attic. A total of 12 people were inside the homes. Everyone made it out safely. The flames did some minor damage to a third home, actually burning into a bedroom where a young man was sleeping. My bed was on fire. And the side of the wall inside was on fire and the flames just went up in flames there. Destroyed my ceiling and most of my clothes. And you are sleeping inside this room. I thought i was tripping. I thought the heater was on. I started to smell burned stuff. Reporter firefighters found three rifles inside one of the homes that burned. Those weapons were turned over to make sure the guns were properly registered. No firefighters were injured neither was anybody who lives in the homes. As we come back out live, you can see one of the restoration teams. The crews are boards up windows. No one can live inside this home. One of the people who lived in here says she just moved in two weeks ago and is now finding a place to live and is hoping her renters insurance will pick up the tab or pay for the cost of all of the things lost in this fire. Several Police Officers spotted a suspicious vehicle about 1 00 this morning, turned out to be stolen. They say the driver refused to stop and then rammed a police car before leading officers on a chase from industrial and mission boulevards to groom street. Two of the suspects ran away but they were taken into custody a short time later. Police say they may have also hit other parked cars in that neighborhood. We did find two vehicles parked on the roadway in a residential neighborhood that were struck by the suspect vehicle and so we did a separate collision investigation related to that. Now, the Police Officer who was hurt, those, injuries are minor. It happened during a scuffle with one of the suspects. This despite reports now that aaron alexis was being treated for a host of Mental Illnesses. Now, sources tell the a. P. He was being treated by the veterans since august on conditions like paranoia, hearing voices and a sleep disorder. Sources tell the a. P. He was a Buddhist Monk who had fits of rage at times and complained of being discim nateed against discriminated against while in the navy. He had bouts of insubordination but was honorably discharged. The navy did not deem him unfit. Top Officials Say security protocols need to be re examined. It appears that mr. Alixis had the proper identification to enter the navy yard and i think we may have to reexamine the protocol that was in place at the navy yard. Her husband actually emailed reporters saying they were just about to plan their retirement but that it doesnt matter now. A Police Officer and woman wounded in the shooting are expected to be okay. But the shooting also prompted a plea from the head of a d. C. Hospital. I have to say i may see this every day, i may, you know, be the chief medical officer of a very large trauma center. But theres something wrong here when we have these multiple shootings, these shootable injuries. Theres something wrong. The state had until yesterday to issue a report on how it plans to reduce the population by 9600 inmates by the end of the year. If the judges deny the governors request, the state would have to spend 315 million this fiscal year to house the inmates in private prisons and county jails instead. Tuesday begins about trying to learn more about what happened on monday. When police say 34yearold gunman aaron alexis went into the Washington Navy yard and started to shoot. As he came around the corner, he aimed his gun at us and fired two shots. Reporter aaron alexis died. He was a contractor who began at the navy yard last week. Mr. Alexis had legitimate access to the navy yard as a result of his work as a contractor. Reporter friends of aaron alexis say he worked for another navy offices over the summer and may have been frustrated about miss pay but they say they never expected this. Frustrated with life is one thing but going out and taking lives is another thing. Reporter a u. S. Defense official says he was honorably discharged following a pattern of misconduct. Court records show aaron alexis was arrested in 2004 in seattle for shooting out the tires of a car and what aaron alexis told detectives was ananchor fueled blackout. He was veasted in georgia for arrested in georgia in 2008 for disorderly conduct. In 2010, arrested for firing a gun through his apartment ceiling. He said he was cleaning the gun as it went off. Developing news in san jose, where a stolen car crashed into a pole. Janine de la vega has been on the scene all morning and just talked to a woman who whos missing whose missing belongings were found in the car. Reporter that woman did not want to go on camera but she told me off camera her ipad was stolen. Police found that stolen ipad inside a stolen vehicle. The scene has almost cleared. There are police cars. The only evidence you can see is where the stolen suv crashed, it crashed into the pole right there. This crime all began at around 4 00 this morning in the almaden area of san jose. A Police Officer drove up to this chevy suburban that crashed on cole man mere meridian. The driver matched the description of a vehicle spotted nearby. Neighbors called 911 saying there were two suspicious cars and suspects trying to break into cars. The driver of that suburban, he was in his 20s was taken to the hospital with serious injuries. Hes going to be arrested because the police determined that he stole the chevy suburban. Recently weve had a small rash of vehicles being broken into. Most are being unlocked. So the suspects are going around finding vehicles that are unlocked and taking the items from those vehicles. Reporter now, police determined that there were stolen items inside the suburban and they bagged it all as evidence. Officers canvassed the neighborhood where the calls originated from and they located at least four victims. One of the victims had the suburban stolen from them and the three other victims had items taken from their car. As i mentioned before, the woman said she left her car unlocked. Its unclear how those suspects got into the other cars. But back out here live, we did see a public works vehicle out here because that is a light pole that still needs to be fixed. So that may be happening later today. I also want to mention that they were only able to catch up and arrest one suspect. The second suspect and the other the other vehicle, the person never found that vehicle. So the person is still at large. Back to you. A uc berkeley football fan is recovering after being attacked over the weekend. Family members say the unidentified 25yearold man was beaten saturday night outside of a Fraternity House after the cal ohio state game. The man had a concussion and needed stitches. Fraternity members say its the latest attack on greek row. Another assault involving a gun was reported the same night. One Fraternity Member has a broken jaw after being attacked on friday. I think these are groups of people who are looking to do something with their weekend nights, have Nothing Better to do than start some trouble. Police have not confirmed if the three assaults are related. One person was arrested saturday on the warrant. We have more details on crimes reported near the campus. The fbi says in 2012. There were 79 assaults reported on or near uc berkeley. Thats the last complete year where statistics are available. 21 robberies were also reported last year. 8 37. An attack on a young girl. Police think a registered sex offender is to blame. Pam cook is in the newsroom with the Reason Police think he may have more victims. A registered sex offender was arrested in Mountain View. But police say hes also the suspect in the attack of a 10 yearold girl in san mateo. This is video from San Mateo Police of the suspect in a barnes noble bookstore. Police say on june 23rd, he lured the girl to an isolated area of the store and attacked her. His description matches that of 70yearold Christopher Miller arrested ten days ago in Mountain View. Now, Mountain View police say he was arrested after touching himself in front of the a woman and her two Young Children in a walmart on showers drive. The mother told store security guards what happened and miller was arrested as he tried to drive away. Union city police say he also matches the description of a man who exposed himself to a mother and three girls at a burger king in july police say in all of the cases, the suspect was wearing a fivermans style hat. Convicted serial killer joseph naso wants to go before a jury again before the deliberations start in the penalty phase of his trial. Hafer closing arguments he asked a marin county judge for permission to talk to the jury about the cost for the Death Penalty. The judge said he would rule on the request today. The i wanted them to see the two minutes so they could experience what the victims experience the as they were dry experienced as they were dying. That was the reason for the timer. The Death Penalty requires a unanimous decision by the jury. Naso acted as his own lawyer and was convicted. Witnesses say the driver lost control at 880 northbound near bascom at 2 15 this morning. Witnesses say he caused four other cars to crash. One car hit the concrete barrier wall. Neighbors say they could hear screaming and called 911. Luckily it sounded a lot worse than it was. According to the chp, all people received only minor injuries. All northbound lanes of the freeway why shut down qoosh freeway were shut down. They say it will be a matter of time before they catch him. Reporter people woke up to a frightening scene. You can imagine there are units filling up with flames and smik smoke. The good news, everybody managed to make it out safely. Let me show you the damage. You can see restoration crews are out here boarding up the windows. All of the people who live in these two homes will have to find another place to stay. This fire started in the back of one of the homes inside the first floor laundry room. Heres a look at the area. Investigators suspect this fire was caused by some sort of problem with the electrical system. The 911 calls started to come in at 3 30 a. M. These homes are on 24th street right off market. Because they are older victorians. Firefighters say the flames spread quickly from the ground floor up to the second floor and into the attic. A total of 12 people were inside the two homes and everyone made it out safely. Although i was just told one cat was killed in this fire and two others are now policing. One neighbor this morning told me he actually kicked down a door to help save a woman inside one of those burning homes. I just needed to handle business. I havent had time to process any fear. Its making sure humans are alive and not dying. Reporter firefighters found three rifles inside one of the homes burning. Those weapons were turned over to police. All of the people inside the homes are being helped out by the red cross. They will be set up with another place to stay. Obviously, these homes cannot be lived in.
