Not only here but all over. The big news is dense fog advisories until 9 00. Again, the fog is forming in the east bay. There is really thick fog from santa rosa to oakland to san jose. Some areas dont have any, but others it is like a wall of fog. We get a lot of areas with dense fog. Fog near the coast. Hazy skies today. A little cooler. 40s and 50s on these temps now. Some of the inland areas unseasonal warm yesterday will continue to warm up. Most location will be in the upper 60s to lower 70s today. You can see the bands of higher clouds. A beautiful sunrise. Lets start a look at the bay bridge toll plaza, backed one a 20 minute delay. The 880 ramp will give you a better approach if you are driving town the bay bridge and deciding which way to go, 880 is the best way. South bay, northbound 280 as you come up on winchester, there is a crash right here. Traffic has been very slow throughout 280 all the way through downtown san jose. Southbound 101 at the matilda avenue offramp, there is also an injury crash there with a couple of cars involved and injuries reported. An overturned big rig is slowing traffic for a piece of the morning commute. Claudia wong is live on the scene with results on the back pain. Reporter that is right. It is still a mess out here in. The last ten minutes or so we have seen two more tow trucks arrive on the scene to try to get this big rig flipped over. They are having difficulty now. It looks like 8 30 is still the estimated time as to when this will be all cleared up. I am here with the california highway patrol. Can you tell me what the difficulty is . We can see the stop of the truck bowed out. What is the problem getting this up right and out of here . Really, the challenge we have is the saddle tanks. One is completely disconnect from the rig itself. So, it is rubtured. We have some fuel leakage onto the soil and another tank that may have been ruptured. A refrigerant unit that has freon powered by more diesel fuel itself. We have to take that into consideration when we are trying to up right it so we dont cause anymore problems or spills. Reporter we have seen the contra costa fire out here. They have been out here because this is what you were preparing for. That is correct. We were prepared beforehand. We had county hazmat, caltrans and fire out as a precautionary to assist with the possible spill of the fuel. We are glad we prepared for that because of what we discovered happened in the last 20 minutes or so. Reporter and we are looking at the commute here. Will it continue with delays any further . It will, unfortunately. We are thinking will it be 8 30 before we have this truck up righted and the scene cleared. We will keep the number 5 lane closed until that time for the crews. We will ask everybody to be patient on the roadways. Keep their eyes in front of them and not look at the scene if they can. Be patient, and safety is the main focus for all the drivers on the road. A van hit a power pole at a and hathaway shortly after 1 00 this morning. The crash at one point knocked out power to 5,700 homes and businesses in the area. The accident also caused tense moments payer feel living in the community. Moments for People Living in the community. I was just sitting in the house. I hear a loud boom and i see the van out here. I aint got no power. Number of homes and businesses without power is now up to 50. The power is hoped to be restored before noon. In the meantime the driver involved in the crash is facing drunk driving charges. Ten suspects accused in the Identity Theft of Cancer Patients in the east bay claim they are innocent. Police say bags full of stolen documents were found at the avatar hotel in santa clara. A hundred victims have been identified from all over the area, including 35 breast Cancer Patients. Investigators found a stolen patient list from a Breast Cancer center from the Summit Medical center in oakland. There was a ton of stolen mail. There were notebook, including peoples personal identifying information, names, date of birth, Social Security number, and credit card information. The prosecutor, jennifer dunn, said most of the patients said new credit cards were open in their name or a current credit card was used illegally. The suspects are identified as a 37yearold and 36yearold, both from san jose. Both entered not guilty pleas. If they are convicted they could get 8 years in jail. It is 7 08. The fbi has released a new report on bay area cities and their success in solving crime. San pablo had the most success, solving 92 of its homicide. San jose was 66 . San francisco was 44 . Oakland was 35 and richmond had the worst rate when it comes to tracking down killers with just 30 . The fbi says the big gap is due to many factor, including Police Staffing and city budgets. Oakland police are search for a man who stole a car and led them a chase last night. The driver of this acura is suspected of burglarizing several downtown cars and stealing laptops. He hit two cars while escape from police last night, then abandoned the stolen car around north oakland. At 9 00 p. M. Police chased him after seeing him and another suspect break into a car downtown. The other man was captured. Now to our continuing coverage of typhoon haiyan. The process of burying typhoon victim in a mass grave has good. It is happening in tack low baa where most of the city is just rubble. Many of the people there havent be food or clean water in a week and the Philippine Government is being criticized for its slow response. About 16 members of the south bay Filipino American Community Came together for the candlelight vigil for the victims of the typhoon. The people there have struggled to reach their loved ones after the storm knocked out phone and internet service. My hometown in the philippines is not okay. There is a lot of damage going on. I really wish i could be there. Now, the nations are being collected by survivors. One growth group is also working to organize a task force to pressure the Philippine Government to provide more aid and distribute it faster. It is 7 10. Police say joseph gotto may have been trying to interpret a burglary when he was shot at his home. This is scene in the los angeles silver lake neighborhood. Happening right now, a congressional hearing look into the deadly shooting of a transportation Security Officer at lax earlier last month. The House Sub Committee on transportation security wants to investigate how such a shooting could be prevented in the future. Lawmakers will look into a tsa program to screen suspicious behavior of passengers at airports. A new report suggests it is not affected. He says his wallet, phone and backpack containing his laptop were taken. Police have recovered most of the stolen items. And bowling can boeing can move some its Training Operations to napa. The Napa County Airport stopped outing the facility after claiming bankruptcy three years ago. There is a small grass fire, now, as well near cummings, so the whole area of the bay is going to be rough right there as a result of that overturned truck. More than a half Million People there have been displaced by the typhoon disaster. Many of them have not had food, water and medicine for a week. Well, for four day as man with local ties to the bay area didnt hear from his pregnant wife and daughter, caught in the middle of typhoon haiyan. Just yesterday he heard they are safe and sound and now he is on his way to see them. Ktvu brian flores is live right now. You talked to him on the phone . Reporter i sure did, dave. Steven carpenter lives in oregon but has bay area ties. He grew up in berkeley and has his masters degree from uc berkeley. He is here at sfi to go see his pregnant wife. She is nine months pregnant, days away from giving birth. There was obvious concern from steven when the typhoon hit the islands. He didnt hear from his family for four agonizing days. His family lives in tacloban where the typhoon did most of the damage. He was happy to hear his family was able to head to safety. They are doing just fine. We spoke withstein over the phone. He described the situation from what his wife was see from the ground. There is no food, water, medicine, they willero clothes. The people are literally starving. Dead bodies are all over the streets and people are dying on a daily basis. Reporter steven was able to confirm his wife was okay after getting a phone call and hearing his wifes voice yesterday. He posted a message through social media and a website to raise money for other victims there, as well. His first priority, obviously, is to see his wife and daughter, and to bring supply, Fire Department aid kids and Water Purification pacts for those suffering. Supplies are slowly trickling in but it is a slow process. Benz able to raise 2,000 through his website to buy the supplies. Again, he hopes to bring his wife and daughter home in the coming days. Police in San Francisco are on the lookout for a Sexual Assault suspect. They released this sketch of the visible. He is described individual. He is described as white, 25 to 28 years old, 58 and 170 pounds. The assault happened on july 30th but it was not reported until last month. The victim was walking in the Richmond District when a man drove up and asked for directions. He convinced her to get in his car and direct him to the legion of honor. Police say he drove to el Camino Del Mar and Sexual Assaulted her then. A memorial will be held tonight for a cyclist hit and killed by a muni bus last month. The 70yearold of San Francisco was hit at 11th and bryant street on october 18th. The Bicycle Coalition says le was the 4th person to be killed biking in the city this year. It starts at 6 00 at the 6th Street Community room at 6th and mission. Muni is now investigating an incredible incident, a run away train in San Francisco. A metro train loaded with passengers pulled away from a station without its operator. Surveillance video shows the train at the castro station yesterday morning. The driver gets out to check a jammed door. The door then closes and the single car train operating an automatic mode pulls out of the station with 30 people on board and the driver is still on the platform i think had the emergency brake been applied then the train would not have moved. Had there not been an intervention with the emergency stop, the train would have gone to forest hills serviced the platform and opened the doors. It was a passenger who finally stopped the train by pulling the emergency brake. Ktvu has learned the passenger is a contractor for the clipper card service used by many bay area commuters. Time now 7 38. Tesla stock shares are down slightly this morning, one day after three employees were hurt in an industrial accident at the tesla factory. It happened around noontime yesterday. Hot metal spilled onto the workers. They were treated at santa clara Medical Center in san jose. They had an industrial accident involving pressurized equipment and it resulted in 300 employees being treated for burns. One worker is released to the hospital and two others are admitted to the burn unit. A tesla ceo, elon musk, visited them and said two workers should make full recoveries. The third was badly burned on his hands. Cal osha is investigating what happened. Tesla released this statement yesterday. We are here on University Avenue where we spotted several cigarettes butts here on the ground even though you are not supposed to smoke here because it is within 25 feet of a Public Entrance. City leaders want to take the ordinance even further. They want to go beyond the 25 feet and prohibit people from smoking downtown and on side streets and california avenue business districts, saying it will eliminate the small pockets outside the 25foot buffer zone and make enforcing the ban easier. We spoke to a man whose 38year old sister is suffering from lung cancer, stage 4, she got from Secondhand Smoke. She has to walk around palo alto with a mask on her face because it is that bad. And people dont know what 25 feet is. They just think i am outside, i can smoke. They are not out there with a tape measure actually measuring 25 feet w. The wind is blowing, 25 feet is nothing. Reporter city leaders noted the dangers of Secondhand Smoke for customers shopping or dining outdoors. They hope it stops, as well, the littering of cigarette butts in the area. We are learning about a new scandal involving the Secretary Service agents, two of them investigated and being removed from president obamas security detail after an incident at the haze adams hotel in washington, d. C. Reportly one of the agents tried to get back into the room of a woman he met at the hotel bar after he realized he left a bullet behind. Hazy sunshine and cooler today. At the bay, low to mid 60s. Here is sal. Good morning. Traffic is going to be pretty busy if you are driving in the east bay. Getting into San Francisco on the bay bridge is getting a little better, though. Westbound bay bridge is backed up for about a 10 to 15 minute delay. If you are approach from 880, it should be okay. It should be the best bet for to you get through quickly if you have fast track. Looking at the south bay, very, very slow. 101 to 80, 85, a series of crashes. You can see most of the roadways are slow. Traffic remains backed up for mile on westbound 80 off the carquinez bridge, all stemming from a big rig crash that happened more than four hours ago. Ktvu channel 2 reporter claudia wong is live in pinole where she has been since 4 30. She has details on the progress so far and the work that still lies ahead. Reporter it looks like it will be another couple of hours before they can get this big rig out of the way. Let me show what you they just started doing in the last couple of minutes. This is a refrigerated truck carrying food to the trader joes just down the street from where we are. The truck driver was in the exit lane when this accident happened. What you are looking at is some of what make this is truck 25,000pounds. They still need to flip it over. They are hoping by offloading some of the product inside it will ease the weight and that will make it easier to flip it over. Come back here because i want to show you something about where all this food is. You can see it is resting toward the top end of this truck. They are trying to flip this back over. On the other side of the truck, from the underside, you can see the other problems they were having this morning. Under here you can actually see there are fuel tanks on the sides. There are several of them. One of them actually came off the vehicle and you can see in the dirt there it spilled diesel. Hazmat is on the scene to make sure once the truck is out of the way they can clean up the diesel fuel and get it out of the way. County hazmat people are here as well as caltrans. If you come down here you can see what all the drivers have been dealing with this morning. That is the large amount of traffic backed up on i80, since this all happened before 4 00 this morning. It is a mess out here. They have one lane closed, but really, everyone is slowing down to take a look at all the activity here. It is basically a parking lot all the way back to the carquinez bridge. It is slow going. One driver came by and took a picture. Not something the chp would recommend. They want everybody to keep their hands on the wheel and eyes forward. Another couple of hours before this is all cleaned up. They are hoping to get this done as soon as possible. Take a look at the toll plaza top of the truck, beaud out from all the food bowed out from all the food spilling forward. Fortunately in all this, no one is hurt. That is good news. The truck driver said someone cut him off to get off the freeway and get to his destination at trader joes. Obviously he never made it. All the food never made it, either. Thank you, claudine. An Early Morning car crash is expected to cause power problems all morning long in one hayward neighborhood. Police say a van hit a power pole at hayward street. Now with more information on the driver, the crash and the blackout. Good morning, paul. Reporter good morning. I want to you take a look yourself. You can see it much better now in the daylight. The pole right there is basically dangling, hanging by the top wires. It is split in half there. On the other ground you can see the other parts laying right there. The truck took it out and split it right there in half. Now, police say this all happened just after 1 00 this morning. The van crashed into the pole, hitting it so hard it left part of the pole dangling and the transformer came crashing down to the ground. A pga worker told me the pole should be 15 to 20 feet higher than what it is now. We spoke with one man this morning who said he heard the collision. It was a loud boom, i thought like a plane had crashed or something. I came outside and then i see this van parked over there and thinking what is going on . My power went out and everything in the house shut off. Reporter pg e reported the power outage impacted 5,700 customers and the number is now down to less than 50 at this hour. Crews have a lot of work cut out for them because they have to repair two poles that will last until at least noon. The driver is being held on suspicion of dwi. Come back here live now. Two south bay women accuseed in an Identity Theft targeting more than a hundred victims, according to police, including Cancer Patients. Police found bags full of stolen documents at the avatar hotel in st. Clair last week. Officials called the police saying they needed help evicting the women. They had been staying there and tried to use a fake credit card. Authorities say the victims include 35 breast Cancer Patients. Investigators say they found a stolen patient list from the Cancer Center in oakland. It is horrifying that these people who are in such a tough time in their lives are getting victimized by random strangers who dont care. It is still not clear how the women allegedly got ahold of the patient list, but the investigation goes on. The suspects are identified as a 37yearold and 36yearold of san jose. Both have entered not guilty pleas. They are due back in court later this month. If convicted they could get eight years in jail. It is 8 08. The fbi has released a new report on bay area cities and their success in solving crime. San pablo had the most success, solving 92 of its homicides. San jose was 66 . San francisco 44 . Oakland 35 . And richmond had the worst rate when it came to tracking down killers with just 30 of those crimes solved. The fbi says this big gap is due to many factor, including Police Staffing and city budgets. Oakland police are searching for a man who stole a car and led them on a chase last night. The driver of the acura is suspected of burglarizizing several downtown cars and stealing lap tons. He hit two laptops. He hit two cars while escaping last night, then abandoned the car in north oakland. Police started chasing him after 9 30 p. M. The process of burying typhoon victim in a mass grave is starting, in tacloba, where most of the city is rubble. Food and water is now just starting to reach the half Million People displaced. Emhave not had food or clean water in a week. The Philippine Government is being criticized for its slow response. I once was lost but now i am found. About 60 members of the south bay Filipino Community gathered in south bay for a candlelight vigil for the typhoon victims. People there have struggled to reach loved ones after the typhoon knocked out phone and internet service. Any town is not okay. There is a lot of damage going on. I really wish i could be there. Donations are being gathered. One youth group is working to organize a task force to pressure the Philippine Government to provide more aid and hand it out faster. 8 10. Happening right now, a congressional hearing looking into the deadly shooting of a transportation Security Agency officer at lax earlier this month. The House Sub Committee on transportation security wants to investigate how to prevent such a shooting in the future. 39yearold Girardo Hernandez was the first tsa officer killed in the line of duty. And at the same hearing this morning, lawmakers will also look into a tsa program to screen suspicious behavior of passengers at airports. A new report suggests it is not effective. The 7 year program, called screening of passengers by observation techniques, or spot, showed results that were no better than chance according to the Government Accountability office. Under the program tsa agents identify suspicious looking people and talk to them to determine whether they pose a threat. The program has cost almost 1 billion since 2007. Time now is 8 11. The coast guard is searching the Pacific Ocean for a woman who reportly intentionally went overboard on a cruise from San Francisco to hawaii. The coastguard helicopter is focusing on an area about 750 miles northeast of hawaiis big island. A cruise ship spokesperson says the grand princess has video showing the woman intentionally going overboard. San francisco is the home port of that familiar cruise ship. It was in the middle of a 15 more day round trip cruise to hawaii but changed court. Now they are looking for the missing woman. With in menlo park say they improved the Emergency Alert system after sundays big scrap metal fire in redwood city, prompted shelter warnings in three bay area counties. Menlo park police say a lot of people didnt get the Emergency Alert calls because the system was programmed to only call each number one time. The system has been changed now to make three calls. The oakland review reports the number of Homeless People with severe Mental Illness has gone up 35 in two years. Close to 60 of the subjects in the survey are sleeping on the streets and not in shelters. Homeless advocates say cutting funding in Mental Health programs may be a big part of the blame. And there is a big dispute over Homeless People in the city of albany. The homeless are suing the city, hoping to block albany from removing people from living on a plot of land known as the albany bulb. Then we move to 80 westbound because of the truck still there on westbound 80 as we have been reporting all morning, the truck that overturned carrying frozen food on the shoulder. There is a small window for airlines to allow women in full pregnancy the opportunity to fly. His family was able to leave on a c130 plane to another area where they are safe. He obviously cant wait to see them. It was late sunday night. I have been on facebook 24 7 in contact with a lot of people. I simultaneously received messages from two people who said eva and amelia are out and safe. She was eight months pregnant so they prioritized her. I was like thank you, hallelujah. He is bringing ointment packs, Fire Department aid kits, Water Purification pacts and glow sticks because obviously there is no electricity on the island. They were among those encouraging the president to extend the grandfather claws to agreed anyone who currently has a policy they want to keep even if it doesnt meet all the requirements of the Affordable Health care act. So, basically, the president will keep a promise he had been making repeatedly for the last few years. Here are more details we are learning about. Insurance company will be allowed to offer consumers the option to renew their 2013 policies for another year, even if the policies dont comply with the Affordable Health care act. However, the Insurance Companies will have to notify the consumers of exactly which protections these policies do not include, and they will have to tell their policyholders that there are Better Options out there. New details from police in Santa Cruz County where a rental dispute led to the first homicide of the year. The body of 63yearold gordon smith was found last saturday at one of his businesses. He was in the process of evicting 58yearold diana cohen and his 28yearold son, daniel, from his apartment complex in santa cruz. Bail is set at 1 million for the cohens each. A memorial will be held tonight for a cyclist hit and killed by a muni bus last month. The 78yearold of San Francisco was hit at 11th and bryant street on october 18th. The sentencing came after the 84yearold mob boss was arrested by the fbi in santa monica in 2011 after 16 years on the run. Bulger refused to look at his victims during the sentencing hearing and called his trial a sham. He was convicted for 11 of is 19 murders he was charged.
