They will pick up later this afternoon. That Flash Flood Watch goes out until 9 00 tomorrow. Plenty of low clouds even though water temperatures have warmed up 57, 16. The fog has no problem forming. 50s, 60s. Thats one of the reasons the lows are running lower. For most temperatures are on the cool to mild side. But still a lot of 60s here. Typical july pattern. Were still looking at a commute thats pretty good especially compared to the other days this week as we look at the bay bridge toll plaza. There is a backup here and those middle fast track lanes. Its only a 10, 15minute drive across the entire bridge. Traffic is very good on some of the approaches. 880 looks good. Now, this commute usually doesnt slow down until 8 00 but on fridays, we might have a lighterthanusual commute. Lets take a look at livermore. Westbound 580, we have a little bit of slow traffic in livermore. I do mention that southbound 880, i want to take a look at this, southbound 880 as you drive to fremont, there is slow traffic because of an earlier accident in the corridor near stevenson. Unfortunately, weve not been able to get rid of all of the traffic. It slows from tennyson to the main part of fremont. Topping our news, a Birthday Celebration turned into a highway tragedy in sunnyvale this morning. One person was killed. Four others were hurt in a crash on highway 101 near the lawrence expressway. The offramp just reopened 20 minutes ago. Ktvus janine de la vega joins us from the crash scene with what shes learned from investigators. Reporter well, all morning, sal, the chp had been telling us that the male driver in this accident was the husband of the female passenger that was killed in this accident. But now they are saying the story is changing and that they are seeing chatter on facebook that they were not husband and wife, that everything in the car was related and so they cant confirm it was the husband and wife the husband that was responsible for causing this accident that killed his wife. We do know, though, that the chp is telling us that the driver had been drinking. When chp officers arrived, they found this honda accord overturned in a ditch near the lawrence expressway offramp from northbound 101. Authorities say the male driver of the honda was speeding and lost control while turning on the offramp and flip it over flipped it over. Four passengers were inside. One woman was partially ejected. The emergency crews rushed to the scene. Her injuries were so severe she died. The driver and remaining three passengers are at the hospital. They have moderate to major injuries. They are expected to survive. Authorities say noun of them were wearing seat belts and appeared to have been intoxicated. I wish i could say that this is my first time having this happen. However, unfortunately, it happens all of the time. People have to slow down, put their seat belt on and dont drink and drive. Reporter the chp says after interviewing the people in the vehicle, they told the officers that they had been celebrating the 23rd birthday of the surviving female passenger. The woman who died is the registered owner of the car. We were told by the chp that she as well as the male driver were from san jose. The male driver has been arrested for dui and vehicular manslaughter. Their identities have not been released. They are trying to sort out, who they are, what the relationship was between them. Cnn quotes an official who says that it appears that russian separatists shot down the aircraft from inside Eastern Ukraine because many passengers came from europe, asia and north america, the United Nations is holding an emergency meeting in new york right now in hopes of easing international anger. The plane was flying from amsterdam to kuala lumpur. It went down in Eastern Ukraine just about 30 miles from the russian boarder. Prorussian separatists and Ukrainian Forces have been fighting over the area for the past three months. But this morning, russian president , Vladimir Putin, asked both sides to lay down their weapons and negotiate a peaceful end. Right now fighting apparently continues near the crash site. Also a spokeswoman for ukraines Emergency Services says rebel militiamen are interfering with the recovery operation at the crash site. Alex savidge has been monitoring the story from the newsroom and has an update. Good morning to you, tori. Airline officials this morning did release a more detailed breakdown of who was on board that plane that went down in ukraine. So far, no american passengers have been identified. Still, we do understand u. S. Officials will play a role in this complex investigation. This morning a number of news outlets report that ukrainian rebels will allow the ntsb and the fbi into that country to examine the crash site and they will work in an advisory role. This is video from the debris area this morning. Now, tracking data from spy satellites and rayar show the jetliner was hit by a missile while flying at 33,000 feet in the air. Officials say theyve recovered 181 bodies so far but there are still more than 100 people unaccounted for. Malaysia airlines has faced some tough questions about the decision to fly over ukraine, much of which is controlled by prorussian separatists. Recently, airlines have chosen to fly around the troubled airspace. But this morning an airline official pointed out this flight path had been approved by the International Civil aviation organization. Other airlines would fly through. [inaudible ] this is a tragic incident. It could have happened to any of us. There were a total of 298 people on board that flight. Malaysia Airlines Says 173 of them were dutch. Mourners have created a shrine outside of the Dutch Embassy in kiev. Other passengers on board came from australia, belgium, canada, germany, new zealand, Southeast Asia and the united kingdom. This was the scene in kuala lumpur as relatives of some of those on bord arrived at the airport there, many in tears. A short time ago a representative from Malaysia Airlines said the company will be giving the families of each passenger an additional 5,000 payment to help them during this difficult time. Just about an hour ago, our cameras caught the man being led away from the home on may flower street in Bernal Heights in handcuffs. The fire began just before 4 00 a. M. When firefighters arrived, they found a suspected marijuana growing operation on the second floor of the home. They could see indications that there was possibly a grow operation going on. So, for instance you know, plant growing and lights and things like that. Fire crews say no one was hurt. The cause of the fire remains under investigation. Were learning more about the woman who was held hostage and later killed during Wednesdays Bank robbery in stockton. Family members and friends of 41yearold misty holtsingh say she was a devoted wife and mother. She had a 19yearold son and a 12yearold daughter. The familys really worried about the longterm effects on her daughter since she went with her mother to that bank. My understanding is she was reading in the car while her mother went in to get money for a haircut. And thats why she stopped at the bank. They are literally taking it not even one day at a time. The police dont know if she was killed by the bank robbers or was accidentally shot by the Police Officers. 7 16 a man who used to live in daly city is back and facing new criminal charges after disappearing in 1993. Francisco ligasi was supposed to be sentenced for filing false tax returns 21 years ago but went to mexico. The irs couldnt find him until agents tracked him down in canada through his Facebook Page. Canada extradited him. Hes entered a guilty plea to the original tax charge and for failing to appear in court. He faces up to ten years in prison and a 1 million fine. Fedex is under indictment from a grand jury in San Francisco. Prosecutors say the shipping company has been transporting prescription drugs for illegal pharmacies. Reporters and photographers took these new pictures from the debris site in Eastern Ukraine this morning. Cnn quotes a u. S. Defense official who says it appears that russian separatists shot down the aircraft and the 298 people on board. A rebel leader, though, is disputing earlier reports that separatists had recovered some black box recorders and sent them onto moscow. The rebel leader says no boxes have been found but the search for them continues. Meanwhile, there is a report that the ntsb and the fbi will send teams to ukraine to assist in the investigation. This is complicated because this is technically a war zone. The jet went down 30 miles from the russian border, an area thats seen intense fighting between russian separatists and Ukrainian Forces. There are reports that fighting continues right now not far from the crash site. There were 283 passengers and 15 crew members on flight 17. 189 were dutch. There 189 passengers were dutch. They are struggling to understand how they could be struck by such horrible tragedies. Despite what happened, they are not blaming, they say, Malaysia Airlines. Industry analysts suggest that malaysia may go bankrupt. This tragedy comes four months after the malaysia plane vanished on march 8th flying from kuala lumpur to beijing. Its bleached the aircraft believed the aircraft crashed into the indian ocean but despite extensive searches, the plane has not been recovered. Even before the ukrainian disaster, one anlift says Malaysia Airlines was losing 1. 6 million a day and he did not think the company could survive beyond one year. This morning, four people in Contra Costa County looking for a place to live. Firefighters are trying to figure out what sparked a fire that damaged two houses. It started yesterday evening at a home in baypoint. Within minutes, the fire spread to a neighboring house. That house where the fire started was destroyed. The home next door suffered moderate damage. Were learning more about a Domestic Violence call that ended in a deadly officer involved shooting in Alameda County. It happened on busy east 14th street near san leandro. Investigators say sheriffs deputies were forced to shoot and kill a man who was trying to run down an officer in his car. Just minutes earlier, officers say the same man was vish shusly vash shisly beating a woman in front of several horrified witnesses. He was smashing her head off the side of the car violently according to our witnesses. He was dragging her up and down the sidewalk and repeatedly beating her. Investigators say the woman suffered severe head injuries but is expected to survive. Ktvu news has learned the man killed was a 37 ymed parolee with a rap sheet for drug and weapons convictions. 7 38. The mother accused of attacking a young boy who she claimed was bullying her daughter say delays in the court case are ruining her life. The judge delayed the case at the request of the d. A. She will have to wait until late august to find out if she will face criminal charges. Sheriffs Officials Say she put her hands around the throat of a 12yearold boy at santa rosas olivet charter school. But her lawyer says witnesses claim she never urtouched the boy. All they need to do is call the witnesses that my own investigator did and this matter can be put to rest. Now, she was visibly upset after the court hearing. By the way, shes the mother of six children. 7 39. Happening now a major drill at a college on the peninsula with Law Enforcement officers from all over the country. Several are here to converge on an active Shooter Drill that will be taking place at the college. Talk about with all of these recent events happening, the importance of this cannot be understated. This is training that we say we want to prepare for and have to never use. Ultimately, the focus of todays event is for Law Enforcement personnel, fire personnel, ems, county dispatch to come together near at the college today and basically mimic as real as we can a scenario that may one day we may be faced with to figure out the best way to handle a scenario of a person or persons intending violence on a college campus. Reporter as we were talking, one of the things you will be focusing on is putting in paramedic crumes earlier crews earlier. How do you do that . Getting people to think outside of the box, push them outside of their comfort zone. Law enforcement is familiar with handling things like this. Fire personnel, maybe not so much. Not all of them that the training. Today will be an opportunity for Law Enforcement to work with ems and fire personnel getting them safely in these senator joes and getting them scenarios and getting them to do what they need to do to get them safe and get Law Enforcement to consider both i fiing threats, help identifying threats, helping victims. Reporter and you want to make this as real as you can in terms of a drill. Talk about the volunteers and the people who are putting on makeup to make it look like its a real thing. They have been camping out and protesting right in front of city hall all week and collecting signatures for ta petition for a petition. About 80 medical marijuana dispensaries in san jose received letters about the new rules. They are supposed to close their doors at 9 00 this morning. Some say the new rules are too strict and they are not going down without a fight. For the week weve been doing an occupy style protest while collecting signatures. The signatures are to stop the citys ordinance regarding pot clubs. Basically, the ordinance regulates location of the clubs and state the marijuana has to be grown on site. Mayor reid says the crackdown is necessary because the collectives need to comply with state law. He also said there were too many pot clubs in san jose. This morning, the limo company at the center of that investigation into a deadly fire on the san mateo bridge, they are facing a much smaller fine than was originally issued. Last year five women died when they were trapped inside the limo after it burst into flames. The women were on their way to a wedding party. The California PublicUtilities Commission originally fined the company, limb so stop, 20,000 limb so stop, 20,000 limo stop, 20,000. And the company appealed that. It was reduced 75 . The fine is not related to criminal charges. We want to check in with sal and see how things are moving on the freeway. We have a problem in the north bay. Northbound 101 at baker, we have a crash. This is unusual because normally northbound 101 this time of the morning we dont see a lot of slow traffic. You are gonna see traffic. If you drive through santa rosa try not to be surprised. As a matter of fact, the southbound direction is looking good. That commute hasnt been big this morning. We talked about the east shore and between hercules and richmond between the carquinez bridge and the maze only 19 minutes, average speeds still staying at about 60 miles an hour. As you get to the bay bridge toll plaza, you can see thats completely lightened up with no major problems. I think you will like that westbound 580 as you drive through the livermore valley. Were looking at maps, also 880. As we look at the east bay maps traffic will be doing well. I think i went to the wrong thing. This is northbound 280 right through downtown san jose. And the lows are running lower than average. 70s, 80s inland. 60s, 70s by the coast and bay. Heres sal. We just got good news from the north bay. Northbound 101 at baker. All of the lanes have just reopened even though they were closed for quite some time. For almost all of the 7 00 hour theyve just cleared the lanes. Traffic is slow through santa rosa, especially in the northbound direction trying to get up to downtown and this is not usually the case. If you are listening to this and you normally see traffic thats clear through there. Just not the case right now. Clear traffic on the eastshore freeway if you are driving from the carquinez bridge to the macarthur maze. That traffic looks good. It has been pretty steady at about 60 miles an hour. This mornings commute is going to be okay at the bay bridge toll plaza westbound. You will see maybe about an eightminute delay, no major problems there. A social news website is sighting internal Obama Administration emails that none of the 298 people on board the plane used an american passport to check in. People who live near the debris site in ukraine are describing horrific scenes of explosions and plane parents raining down on their village. Chunks of metal, pieces of luggage and debris are scattered over ten miles. And during a United Nations emergency meeting in new york, the american envoy said the missile that brought down the plane likely came from a separatist stronghold in east ukraine. Malaysia Airlines Representative did say that no american passengers have been identified so far as being on board that flight. Officials say theyve recovered 181 bodies thus far. Still more than 100 remain unaccounted for. The 298 people on board that flight, Malaysia Airlines says 173 of them were dutch. Mourners have created a shrine outside of the Dutch Embassy in kiev. Thats the scene there with flowers and candles. Other passengers on the flight came from australia, belgium, canada, germany, new zealand, Southeast Asia and the united kingdom. And many of those passengers were headed to this weekends international a. I. D. S. Conference in melbourne, australia. The downing of this plane is deeply affecting the a. I. D. S. Research community here in the bay area and across the world. One of the speakers at that event is former president bill clinton who personally knew some of the researchers on board flight 17. They were doing so much good, thinking about those people being knocked out of the sky is pretty tough. Tracking data shows the jetliner was hit by a missile while flying at 33,000 feet in the air. Its unclear still exactly who fired that missile. And malaysia airplanes has been facing tough questions about the decision to fly over what is a war zone in ukraine, controlled by prorussian separatists. The faa had prohibited u. S. Flight operations over that area. But this morning, a Malaysia Airlines official pointed out this particular flight path had been approved by the International Civil aviation organization. Other airlines were flying through that area [inaudible] we view this as a tragic incident and it could have happened to any of us. Malaysia Airlines Says it will be giving the Family Members of each passenger an initial 5,000 payment to help them during this difficult time with their immediate needs right now after this crash. U. S. Officials will be playing a role, we understand, in this complex investigation. The number of news outlets report that ukrainian rebels will be allowing the ntsb and the fbi into the country to examine the crash site and those investigators will work in an advisory role. We also do understand that president obama is expected to discuss the downing of that jetliner. He will be speaking from the white house at 8 30. Now, an ashation expert says its so unstable that u. S. Officials banned u. S. Carriers from traveling to that area. That ban has been expanded to include all of Eastern Ukraine. Com, you can see more video and more photos of the scene. 8 06. New this morning, a Birthday Celebration turned into a highway tragedy in sunnyvale early this morning. One person was killed. Four others were hurt in a crash on highway 101 near the lawrence expressway. Janine de la vega is live with new information. Reporter tori, one minute everyone in the car was celebrating. The next, they are in the hospital. They are injured and their loved one is dead. The male driver is under arrest. The chp has identified him as 34yearold eduardo jaime, junior. Authorities say he had been drinking. When chp officers arrived, they found this honda accord overturned in the ditch near the lawrence expressway offramp from northbound 101. The five people in the car had been celebrating the 23rd birthday of one of the passengers. Authorities say jaime was speeding and lost control while turning on the offramp and flipped it over. One of the female passengers was partially ejected. Crews rushed to the scene. Her injuries were so severe, she died. The driver and the remaining three passengers are at the hospital with moderate injuries. Authorities say they could smell alcohol on their breath. This is a tricky offramp. I have taken it at high speeds. It does sneak up on you. We have crashes here all of the time. What was the main factor was that no one had their seat belts on. Reporter the chp says they originally thought the driver was the husband of the female passengers who died. But have learned that thats not true. A Spokesman Says the deceased womans spouse was a passenger in the car and there are others in the car that were related to one another. Were following developing news from San Francisco. A man was arrested in connection with an Early Morning fire just about an hour ago. Our cameras captured the man being led away in handcuffs from a home on may flower street in bempal heights. The Bernal Heights. The fire started around 4 00 a. M. When the firefighters got there, they found a suspected marijuana grow operation on the second floor of the house. They could see indications that there was possibly a grow operation going on. So, for instance you know, pots plant growing, lights, things like that. Fire crews say no one was hurt. The cause of the fire is still under investigation. 8 09. Were learning more about the woman held hostage and later killed during Wednesdays Bank robbery in stockton. Friends and family of 41year old misty holtsingh say she was a devoted wife and mother. She had a 19yearold son and a 1yearold daughter. The family is 12yearold daughter. The family is worried about the longterm effects on her daughter since she went with her mom to the bank. My understanding is she was waiting in the car while her mother went in to get some money for a haircut. Thats why she stopped at the bank. They are literally taking it not even one day at a time. Holtsinghs Facebook Page has become a memorial with tributes to her. She worked at a Dentists Office and was married for 14 years. A team of investigators including Stockton Police officers now investigating that bank robbery. Police say three heavily armed men tried to rob the bank of the west. The lone surviving suspect is 19yearold jaime ramos. The two other suspects who were shot and killed were a 30year old and a 27yearold. Both belonged to a notorious gang. Police Radio Communications revealed the chaos during that robbery attempt. Shooting at us with a rifle. Were taking rounds. Were taking rounds. Just dropped a hostage on the ground. Police say the suspects shot 14 police cars, an armored vehicle, civilian cars, houses and other buildings. One of the questions investigators still want to answer is whether the bank robbers or the police shot and killed miss holtsingh. Sheriffs deputies say several people spotted the Mountain Lion on Richmond Drive about 10 30 last night. They think the Mountain Lion has left that residential area now and moved towards a more remote part of the San Mateo County hills. Well, opponents of a Ballot Initiative this calls for california to be broken up into six states, well, now they are claiming fraud. The goal of the initiative is to break up california into smaller states. Earlier this week, Silicon Valley venture capitalist tim draper dropped off petitions to the secretary of state hoping to get the measure on the 2016 ballot. But hospitals say some of the people who opponents say some of the people who signed this say they were misled about the true insent. Now they want the secretary of state to investigate. 8 15. Police and the boys and girls clubs of San Francisco are warning the public about a scam that seems to be growing in the city. Young people are standing outside stores and talking to people in parks about making donations. The scammers often show a letter on boys and girls club stationary to appear legitimate. The head of the San Francisco boys and girls club says hes heard of 20 incidents in the last three weeks. These folks are just misrepresenting our kids, you know, and they are duping our donors. The boys and girls club of San Francisco says it never has young people go out and ask for donations. It says people who want to help should make donations through its website. 8 16. A new title for Hewlett Packards president and ceo, meg whitman will become chairman of the board at hp. That goes against a trend of companies separating the ceo and the chair leadership jobs. The company says the chair can most effectively continue to build value for shareholders. Shes been the ceo for almost 3 years. We just checked and googles stock is trading up so far this morning. After yesterdays closing bell, google reported its revenue grew 22 to almost 16 billion during the second quarter. Thats better than wall street expected. The official opening of levi stadium comes eight years after the 49ers first announced plans to move south to santa clara. I want to let you know on the eastshore freeway between the carquinez bridge and the macarthur maze heading westbound, that traffic is taking 20 minutes and about 57 mileanhour average speed throughout that stretch. When you get to the bay bridge, the metering lights have been switched off. Traffic continues to look very good. Even 580 where we usually have a lot of slow traffic, 580 is one of the worst commutes in the bay. Not bad, i do want to show you that traffic here on 880 is slow. A little bit of slow traffic in palo alto. Both directions of 101. So a good alternate is 280 instead. 8 32. Back to the desk. Sal, thank you. A short time ago at the United Nations in new york city, the Obama Administration announced the missile that shot down Malaysia Flight 17 was fired from a separatist stronghold in Eastern Ukraine. Now, ukraine has blamed russian rebels for downing that plane ever since it happened yesterday. To back up its claim, ukraines Intelligence Unit took this video of what it says shows rebels driving a vehicle roaded with a rocket launcher. Weve frozen that video to show you two missiles on top of the launcher. Ukraine says a third missile which should be in the middle is missing. And presumed to have been used to take down that plane. Now, the jet went down in Eastern Ukraine about 30 miles from the russian border. Russian separatists and Ukrainian Forces have fought for that land for the past three months. This morning, were also learning about the people who were on that plane. There were 283 passengers and 15 crew members. 189 passengers came from the netherlands. Now were live in front of San Jose City hall where you can see supporters of medical marijuana dispensaries have been camping out and protesting the new regulations that restrict the location of the clubs, require the marijuana to be grown locally, and require added security measures. About 80 medical marijuana dispensaries in san jose received letters about the new rules and are supposed to close their doors at 9 00 this morning. Most City Council Members say the ordinance will cut down on marijuanarelated crime and sales to underaged people. Many Business Owners in san jose say the collectives drive away customers and employees but opponents say the clubs provide an Important Service for people who need it for medical conditions. They say the rules are too strict and that they are gonna make it hard for most of them to stay in business. They are suppose were they were supposed to have 100,000 signatures on a petition in order to get a referendum to the City Ordinances on the november ballot. I told them that our thoughts and prayers are with all of the families and that the American People stand with them during this difficult time. Later today, i will be speaking with Prime Minister abbott of australia which also suffered a terrible loss. By far, the country that lost the most people on board the plane was the netherlands. From the days of our founding, the dutch have been Close Friends and i want the dutch people to know we stand with you shoulder to shoulder in our grief and in our absolute determination to get to the bottom of what happened. Heres what we know so far evidence indicates that the plane was shot down by a surfacetoair missile that was launched from an area controlled by russianbacked separatists inside of ukraine. We also know that this is not the first time a plane has been shot down. In Eastern Ukraine. Over the last several weeks, separatists have shut down a ukrainian transport plane, a ukraine helicopter and claimed responsibility for shooting down a ukraine fighter jet. Moreover, we know that these separatists have received a steady flow of support from russia. This includes arms and training. It includes heavy weapons and it includes antiaircraft weapons. Heres what must happen now this was a global tragedy. An asian ailer was destroyed in europe skies filled with citizens from many currents. So there has to be a credible International Investigation into what happened. The u. N. Security council has endorsed this investigation and we will hold all of its members, including russia, to their work in order to facility the investigation. Russia, proprawn separatists and ukraine must adhere to to an immediate cease fire. Evidence must not be tampered with. Investigators need to access the crash site and the solemn task of returning those lost on board the plane to their loved ones needs to go forward immediately. The United States stands ready to provide any assistance thats necessary. Weve already offered the support of the fbi and the National Transportation safety board, which has experience in working with International Partners on these types of investigations. They are on their way. Personnel from the fbi and the ntsb. In the coming hours and days, i will continue to be in close contact with leaders from around the world as we respond to this catastrophe. Our immediate focus will be on recovering those who were lost, investigating exactly what happened and putting forward the facts. I want to point out there will likely be misinformation as well. I think its very important for folks to sift through what has factually what is factually based and what is simpy speculation. No one can deny the truth thats revealed in the awful images that weve seen. The eyes of the world are on Eastern Ukraine and were make sure the truth is out. More broadly, i think its important for us to recognize that this outrageous event underscores that its time for peace and security to be restored in ukraine. For months, weve supported a pathway to peace and the Ukrainian Government has reached out to the all ukrainians, put forward a peace plan and lived up to a cease fire despite releeted violation repeated violations. Moreover, time and again russia has refused to take the concrete steps necessary to de escalate the situation. I spoke to president putin yesterday in the wake of additional sanctions that we had imposed. He said he wasnt happy with them and i told him that weve been very clear from the outset, that we want russia to take the path that would result in peace in ukraine but so far russia has failed to take that path. Instead, its continued to violate the ukrainian sovereignty and to support violent separatists. Its failed to use its influence to separatists to abide by a ceasefire. Thats why together with our allies, weve imposed growing costs on russia. So now, i think its a somber and appropriate time for all of us to step back and take a hard look at whats happened. Violence and conflict lead to unforeseen consequences. Russia, the separatists, and ukraine all have the capacity to put an end to the fighting. Meanwhile, the United States is gonna continue to lead efforts within the worlds community to deescalate the situation, to stand up for the sovereignty and territorial integrity of ukraine and to support the people of ukraine as they work to strengthen their democracy and make their own decisions about how they should move forward. Before i take just a couple of questions, let me remark on one other issue. This morning, i spoke with Benjamin Netanyahu about the situation in gaza. We discussed israels military option in gaza, including the efforts to stop the threats of terrorist infittation through tunnels into israel infiltration through tunnels into israel. No nation saud accept rockets being fired into their borders or terrorists going into tunnels. While i was having the conversation with Benjamin Netanyahu, sirens went off in tel aviv.
