Right now after a giant water main break. Mornings on 2 begins right now. All i grabbed was the clothes on. Escaping to safety with just minutes to spare. An earlymorning Fire Destroys two buildings in oakland this morning, leaving more than a dozen people without a place to stay. Ktvu was first on the scene at 4 30 this morning capturing these dramatic pictures of flames leaping from the home. And this is a live look at the scene right now. In just about two minutes, Christien Kafton will join us live and tell us what neighbors believe started this fire. Good morning. Welcome to mornings on 2. Im tori campbell. Good morning, tc. Good morning dave. Im dave clark. Lets talk about weather and traffic. Steve has a lot to tell you. Theres a lot of low clouds around. Very cloudy. Theres tropical clouds, north, east and south. Only a few. Some of those are heading back from the central valley. It will be really hot and humid for some away from the coast. A lot of tropical clouds taking aim at the Sierra Nevada. Also some up towards mead county. Had a few showers and theres some off the mendocino sonoma coast. Those are lifting northward. So they are there but most of them are not in the immediate bay area. But theres some very warm temperatures. 60s, a few 50s. Napa is 59. The delta breeze is trying. But it keeps collapsing a sign that will be hot and humid. Another round of clouds south of us in the central sierra, definitely producing more showers and thunderstorms. For us, if you have the fog, it will be in the 60s. If not, it will be hot and humid. 90s, 100s. The humidity factor continues to be really high. Heres sal. Steve, were still looking at slow traffic approaching the bay bridge because of an earlier crash that was on the side for a while. It wasnt in the lanes. But people were slowing to take a look anyway. We have a 35, 40drive time between the oakland toll plaza and the San Francisco side of the bridge. Most of it, unfortunately, is waiting just to get on the bridge. If you want to think about the san mateo bridge, thats a decent alternate. Its not too bad across the span. The nimitz freeway getting there is just a little bit crowded approaching 92. Especially if you are halfway between the bro two bridges, you have to make a choice and 92 is the best choice. Its slow over the altamont pass, a little slow in livermore, then it picks u southbound 680 from pleasanton to is up fremont, it looks pretty good on the sunol grade. 7 03. Back to the desk. We begin with developing news from oakland. Firefighters still at the scene of an earlymorning fire that burned two homes. It started a couple of hours ago at 46th and melrose street. Christien kafton the first reporter on the scene at 4 30. You are back now. You just got an update from firefighters. Reporter well have an update in a moment. You can see the fire is out at both buildings at 46thant melrose. At this point, firefighters still in more of a moppingup phase, making sure there are not flareup. Were joined by lisa baker from the fire department. We saw the downed power line in the area when we first arrived. If you can walk about how that hammered out put hampered out putting out the fire. When we first arrived, it was dancing around, shooting off sparks. The main concern was making sure the firefighters were safe. So we made sure no one got near the fire lines and did hearer us to get to the second home. We questioned pg e and they came very quick to shut off the fire. Off shut off the power. When we first got here, the one house was in flames. The house on the left was on fire. We initially went into defensive on both fires, due to the nature of the flames and such. It wasnt safe for us at that point to enter it. Right now, our fire investigator is here. Were trying to determine the cause as we speak. Reporter at this point weve heard no reports of injuries. But a lot of people have been displaced. Thats correct. No injuries to the citizens or firefighters. We had 18 people displaced. Reporter all right. If you you talked a moment ago about that investigation. Neighbors have been telling me that the unit where the fire started, the woman there initially said she was cooking. Now shes saying the fire may have started in the back bedroom. Whats next . Right now, our fire investigator is here. Hes continuing to do investigations to try to determine the cause. He went into the building to try to determine exactly where it did start. Right now, its still an active investigation. Reporter okay. Lisa baker from oakland fire. Thank you for joining us. Again, as you heard, the Investigation Underway here to determine exactly how this fire started. 18 people displaced this morning. We talked with several people who said the fire moved so quickly that they left literally with the clothes that they were wearing. They didnt have time to grab anything because they wanted to get out safely. Christien kafton, ktvu channel 2 news. 7 06. Happening now fire crews east of sacramento are battling a wildfire. It just broke out about 30 minutes ago. These are live pictures of some of the smoke overhead. As you look deep in the trees, you can see flames. This is a very rural, very wooded area. This Helicopter Shot close in on some. Flames burning. No word on how the fire started. But this fire is burning a couple of miles south of interstate 80, about halfway between sacramento and lake tahoe in the area of forest hill in placer county. You can see on a map where its located. Right now, its not known how big the fire is or if it is threatening any structures. But it just started burning, as far as we know, about 30 minutes ago. This fire is about 70 miles away from the sand fire in am maker to county. We have amador county. That fire is in the foothills. Its been burning since friday. Its burned over 4,000 acres. The sand fire is 85 contained. Well keep an eye on this new fire. Were gathering more information on this fire burning in placer county. After hours of public comment, the citymond city Council Voted to approve a long update to chevrons aging refinery. Brian flores joins us live to explain what it means for the city and why not everyone is on board. Good morning, brian. Reporter good morning. Yeah, that meeting went late into last night but basically the Richmond City council gave chevron the approval and go ahead to go forward with improvements at the refinery, which many supporters say will create more jobs and a better quality of life. Despite that, still a lot of skepticism from several people in richmond, especially environmental opponents who say that chevron should have adhered to all recommendations, not just you some of them. Last night, it was approved that chevron will invest a billion dollars with improving the facility with more modern technology. The company says the plant will process crude oil blends, including those with higher sulfur but it will be safer for the environment. The company agreed to a condition called alternative 11. That limits the amount that can be processed and also caps the amount of Greenhouse Gas emissions into the environment. There will be improvements to aging pipes and installing more monitors and sensors. All of this to quell valid concerns to another refinery fire like we saw in 2012. Several residents say they still distrust the oil giant. I understand they say they are improving it to make it safer. I just feel like they are not. I feel like they are saying its safer. Its just a form of expansion and they are not doing anything for us. They are doing it for them. They got a grip on the city. I feel like they are not letting go. Santa rosa, santa clara, construction boom. Weve find of remained stagnant. This project will generate about 1100 construction jobs and probably two and a half three times that in secondary jobs. Reporter chevron agreed to 90 million in community and city investment. Its three times more than what was originally put on the table. Chevron also released a statement saying in part here, this is a win for the city and community and our workforce. Even though this passed 50, there were two notable extensions, those being the mayor and vice mayor. Brian flores, ktvu channel 2 news. All right, brian. 7 09. Recent fbi crackdowns of x rated websites are prompting bay area section workers to call for decriminalizing what they call consensual prostitution. According to the reuters news ajenks, sex workers have been concerned about their safety since the popular adult site was shut town last month. The workers say the site allowed them to screen out dangerous clients. These workers say without a place to safely interact with clients, workers are driven back to working the street. They argue that decriminalizing prostitution would eliminate the black market and offer the best way to fight human trafficking. 7 11. Two robberies targeting bay area pizza delivery workers just an hour apart. Coming up at 7 30, the frightening attacks that have police and pizza businesses on high alert. It was more like a parking situation. Theres already a big traffic headache at the 49ers new stadium. After the break, what will happen today to help fix the problem before the games begin. The Oakland City Council rejected a plan that called for a gradual increase in the citys minimum wage for nonprofits and Small Businesses. Instead, voters will consider a measure already placed on the november ballot. That would raise the citys minimum rage from 9 directly to 12. 25 an hour for every organization. Many worry that plan could make it harder for nonprofits to hire and train needy workers with a fixed amount of grant money they receive each year. It could have the unintended consequence of forcing Small Businesses to leave the city. According to a new study, many parents dont realize their kids are obese. The problems surfaced last friday during an open house for 28,000 season ticketholders, which is less than half of what the stadium can hold. A lot of the fans complained about horrendous traffic conditions. They say it took more than an hour to get into levi stadium. The 49ers admit there is a parking problem but they called last weeks traffic mess a learning experience. It wasnt a typical gameday operation. We had 8,000 stalls available to us. Well have over 25,000 on game day. Well have additional transit lines. Now, the next big traffic test out there, this saturday when levi stadium hosts its first ever game. Right now were going to look at the commutes in the east bay and the traffic is looking good. But were gonna take a look at the traffic trying to get in the city right now. Its a 34minute drive from the carquinez bridge to the maze. When you get to the bay bridge toll plaza, its backed up for about a 40minute delay. This is because of an earlier crash. If this backup continues, it could tail end into the giants traffic and then later on leaving the city as the game gets out a lot of people will be on the same bridge you are getting home. You might want to think about using transit in and out of San Francisco today. Probably the best way to do it with no major issues. Lets take a look at the traffic here on westbound highway 4. Traffic is moving well. This is a look at northbound 280 getting up to highway 17. Thats my fault. Were looking at 280. Doesnt look too bad. We begin with developing news from oakland. Firefighters still on the scene of an earlymorning fire that burned two homes. It started around 3 30 this morning at 46th and melrose streets. Reporter you might be able to see the big fire truck. This is one of the last of the units leaving. This fire is completely out. If you take a look to the right, you can see pg e still on scene over here. And we have learned that they will be out here working on the power lines. If we go back to the homes here for a moment, well tell you what weve just learned that the white home where the fire started has been red tagged. I just talked with firefighters. They say that means nobody but Emergency Personnel can go in and out of the home. It will be up to a Structural Engineer to determine whether the building will have to come down. Residents of the naving building neighboring building coming down. Pg e is still on the scene. The power is still out at five or six of the homes because of the downed power line. And that power line initially hampered efforts. When we first arrived, the power line was dancing around, shooting off sparks. That was our main concern at that point, make sure the firefighters were safe. So we taped off the area, made sure no one got near the power line and it didnt hearer our abilities to get hamper our abilities to get closer to the house already on fire. Reporter firefighters say although they were able to get water on the fire quickly, the downed power line forced them to go defensive until pg e was able to shut off the electricity out of an abandance of caution for both of firefighters, the people who live in the area and the neighbors who came out to see the fire. It took crews about an hour to get control of the fire. The fire started in the upper unit of the building. Neighbors had minutes to react after their neighbor warned them that fire was spreading through the building. She alerted us. We heard noises upstairs. I i said i smell something smoking, we got up. She started to call my husband. Call the fire department. So i start calling 911. We all made it out. Oakland firefighters telling us that in all, 18 people were displaced. Red cross was on the scene here to help some of the people, one of the homes we understand there were eight children. We understand they will be needing help from red cross. Fire investigators are on the scene. Some neighbors have told me that the woman who lived in the unit where the fire broke out, said she was cooking at the time but says the fire did not originate in the kitchen. She said it started in one of the bedrooms. The fire investigators are working to determine exactly what may have happened there. Pg e you can see on scene working to restore power to the last few homes that still need their power turned back on. Well continue to stay out here to monitor new developments. This meeting went well into the night. The City Council Gave chevron the go ahead to make improvements at the refinery which first opened a century ago. Now, supporters say the improvements should add more jobs and create a better quality of life. Last night, 50, from the city council, it was approved that chevron will invest a billion dollars in improving the facility with mo modern technology. The company says the plant will hee venally pro eventually process crude oil including those with sulfur but the process will be safer for the environment. The company agreed to a condition called alternative 11. That limits the amount of sum fur that can be processed. It also caps Greenhouse Gas emissions from refinery operations. There will be improvements to aging pipes, installing more acceptsors, all of this to address valid concerns about another fire like the one we saw in 2012. Several dill distrust the oil giant. I see all of these signs posted everywhere with safer you know, they got all of these billboards posted talking about a safer refinery. I dont think its safer. I know i got sick behind the fire that they had. And i think that they should be dealing with that situation, how it affected the people instead of trying to, like, buy the city. Instead, voters will consider a measure already placed on the november ballot. That measure would raise the citys minimum wage for all workers from 9 directly up to 12. 25 an hour.
