Temperatures right now in the 50s and low 60s. We will continue to see is this as we get into the afternoon. The winds are on shore. Ten miles an hour in fairfield, five miamis an hour in concord a very light breeze out there. 63 right now in livermore. 61 concord. Low 60s oakland. Sfo checking in at 65. We have low clouds here. We will watch that to see if we can expect any delays for some of those arriving flights. Into the afternoon again mostly cloudy up the coast. Mostly sunny elsewhere. Into the evening hours we do have a little bit of cloud cover coming this way. It may even actually have a little bit of smoke coming our way back from the king fire. Shouldnt be a lot. We start with developing news where just hours ago a person walk agriculture long the received the road was hit and killed. We are live in South San Francisco for us with what she just learned about this deadly crash. Reporter investigators are trying to find out why this man was walking along the side of the road to begin with. We are in South San Francisco. You can see this is not the kind of road intended for pedestrians. There are no lights no, sidewalks, no crosswalks, there is a curve in the road and at 1 30 it was very dark out here a man in his late 20s was walking westbound in the eastbound lanes when he was struck and killed by a car. The chp said the victim had dark clothing and the driver didnt even know what he hit untillest he pulled over and called the police. Paramedics arrived were unable to reviv him. The chp said now they are trying to put together what happened here and find out why this man was walking on the side of this road. We will go back and try to speak to his family when its appropriate. Try to speak to co workers perhaps. Look and see if there is any reason he was maybe it was a shortcut for him. Reporter the chp said the driver involved in the crash was very cooperative. They dont believe the driver was at fault. At this point they believe it was an unfortunate accident. They would like any witnesses to come forward. They say if anyone driving in the area around one in this this morning saw the man they should give the chp and San Francisco a call. They would like anyone who may have seen anything related to this accident to contact them and help them with their investigation. Live in South San Francisco. There is a big detour for drivers in the north bay this weekend. Highway 37 which is the main road connecting several counties is closed in both directions until monday. Caltrans shut down the road between route 121 at the sonoma raceway and highway 29 at ten last night. They need the roads cleared while they do repaving work. Highway 37 is scheduled to reopen by five on monday morning. My gosh. I have to get up earlier. Deal with more traffic and then have to its just rearranging my schedule. We have to do the whole closure for safety for drivers and for workers. For cal tran workers. The road is set to be closed again for more work next weekend. The search continues for a missing santa rosa teenager last seen in her bedroom wednesday night. According to the 16yearold rebecca wevers family weever has never run away. There was a recent break up with a boy. They are concerned for her health because she takes medication for a medical condition and doesnt have her medication with her. She is 58, with long brown hair and hazle eyes. Anyone with information is asked to call Santa Rosa Police. A 60yearold is under arrest after a police stand off in oakland. Officers say that the woman barricaded herself in her apartment last night on west mcarthur. She had been in a dispute with her landlord. The s. W. A. T team and a Hostage Negotiator were called to the scene while some tenants were evacuated as a precaution. Berkeley police say a woman in her 70s is in critical after being assaulted. Just about a block away from the ashby bart station. They first down the woman yesterday about 4 30 in the afternoon at the enter next of otis and russell a man who was running away from that area was detained. He has not been arrested at this point but investigators say he does match witness descriptions of the person who assaulted the woman. We are investigating this as a felony assault. We are trying to put together what happened. How she was injured. What type of weapon was used. All of that eventually, hopefully the investigation will show. Investigators say that the attack may have happened inside a car. They are asking anyone with information to contact the Berkeley Police department. Authorities in el dorado are confirming several homes have been destroyed in the king fire. The fire burned more than 76,000 acres since it started last saturday. Right now its only about 10 contained. One couple said they havent been able to get into the burn zone to see their home but a neighbor said that some homes have been destroyed. Six were burned. Four were saved. One of the ones that burned took a house in between a lot of barns. The destroyed homes are north of highway 50 in a neighborhood called white meadow its. The Assessment Team is still trying to figure out the number of home that were lost. Its sickening. Its horrible and sickening. Its just horrible. The good news is that the king fire has not grown since yesterday morning. A photographer in the area shot this time l aps e video showing the cloud of smoke from the fire. He said the 15 minute time l aps e was shot on wednesday just before sunset. During its peak height the cloud of smoke could be seen from nearly 140 miles away. A record amount of fire retardant has been used to slow down the fire condition. Normal amounts arent enough to stop the fire. As of yesterday crews dropped more than a half million gallons of it on the flames. A man suspected of starting the kipping fire is scheduled to return to court. Wayne husband entered a plea of not guilty in a courtroom yesterday. Right now the charge is arson but more charges could be filed. The da said that more charges may depend on the number of homes lost. Again bringing in the possibility of that smoke. Earlier in the week the smoke was shifted this direction. We didnt see or smell much of it at all. More on that dumb coming up. Developing news, a man walking along the side of the road was hit and killed in the middle of the night. We are live there at the scene of that crash as the chp looks for factors like low visibility. Reporter chp investigators say low visibility was definitely a factor in that crash. The man who was hit and killed was wearing dark clothing and it appears the driver didnt see him. This you can see its a dangerous road for pedestrians. There are no lights, no sidewalks, a cub in the road and at 1 30 in the morning it was obviously very dark out here. The chp said they dont know yet man who was killed was walking along the received side of the road. The victim was in his late 20s walking west in the eastbound lanes when he was struck by the oncoming car. He did not know what he hit. He knew he hit something so he stopped. Upon walking back to war where he realized it wasnt an object. Reporter the chp said the driver involved has been cooperative with this investigation. They dont believe he was speeding or that he was at fault in this crash. The chp said they are trying to talk to the victims family and friends to figure out why he was on this road in the first place walking out here. They would like any possible witnesses to come forward and help them with this investigation. San jose police are asking for the publics help to find who suspects. These are police sketches. They grabbed a girl from a bus stop, forced her into a van and assaulted her. It happened tuesday afternoon. The victim was dropped off near saratoga and prospect the men are latino and in their 30s. We are told an argument over a woman may have led to a deadly beating this week inside a gym in South San Francisco. Police say that a 46yearold used a steel gym bar to strike a 43yearold on the head wednesday night. The man died. The daughter said the violence was sparked by a confrontation over a girlfriend. The man was trying to get my fathers girlfriend to leave with him. That didnt go well with my father obviously. He is expected to make his First Court Appearance on monday. Richmond police have released the name of the officer who shot and killed a man during a confrontation at a liquor store. This is footage of them in 2009. He is a trained crisis counselor counselor. He shot and killed 24yearold Richard Perez. Perez was drunk when he got into a fight with officer jensen and reached for the officers gun. Tributes for one of the most recognizable men in the history of bay area law enforcement. Former San Jose Police chief died yesterday at the age of 79 in his monterey area home. He was diagnosed with cancer last year. A new investigation is underway in San Francisco after eight dogs were found abandoned following an,e vision. They eviction. Many are missing fur and you can see the outline of their rib cages. People who live in the neighborhood say they were horrified to hear about the neglect. It makes me sick. I think anyone who would do Something Like that is just a very sick person. Several lawmakers accused of pg e and the state Public Utilities commission of having an illegal and relationship. The state senator and others delivered a letter to the state attorney general calling for her to investigate. They say thousands of released emails reveal secret deals between pg e and the state regulator who are supposed to monitor the company. Disregard for the law. The cpuc has been in [inaudible] of its duty to protect the public. The alliance between the cpuc and pg e has damaged the cpuc. In response pg e said that it remains focused on improving gas safety in the wake of the san bruno pipeline explosion. The cpuc had no direct response to the allegations but has said its developing policies to make sure no improper contacts take place in the future. The governor has until the end of the month to sign a bill extending a Pilot Program that keeps violent bart riders off the train. They put it in place because of violence at stations and parking lots. The officials found that Domestic Violence topped the list of crimes. Half of the cases involved parents. One of the court orders for the Custody Exchanges is that bart is a site and usually they use bart as a drop off for exchanges. Ktvu found in 2013 from may to december there were 146 arrests. There are 193 arrest this is year. The current measure gives bart officers the authority to call the judge for a protection order for abused victims. The mayor has signed a 648 milliondollar contract for a new muni lightrail car. The deal would put 175 new cars on the street with an option to buy 85 more. An aweddist found that train cars in the Current Fleet break down about every 600 miles which is a performance record they hope will improve. 15 million is the number of people on a yearly basis that the riders are inconvenienced by subway delays right now. Drivers can down load the app from a Company Called mobile now. They can create an account and prepay using the credit card or pay pal. Investigators say a 51year old don spirit shot and killed them thursday afternoon and then called the police before he killed himself. We are live from west borough where the crash scene is cleared. Reporter the investigators trying to figure out why this man was walking along the received the road in the first place. This is in South San Francisco. You can see how it would be a dangerous road for pedestrians. There are cars going at a fast clip. There is no sidewalk, no street lights, no crosswalks and at 1 30 in the morning when the accident happened it was very dark out here. The chp said a announced in his late 20s was walking west on the eastbound side of the road. The chp said the victim was wearing dark clothe and the driver wasnt even sure what he had hit until he pulled over and saw the person on the received the road. The driver called the police. Paramedics arrived but were unable to revive the man and he died at the scene the chp said now they are trying to piece together what happened and why the man was walking along the received the road in side of the road in the first place. Authorities are now confirming that several homes have been destroyed in el dorado in the kipping king fire. Its burned more than 80,000 acres since it started. One couple said they havent been able to get in to the burn zone but a neighbor said that some homes have been destroyed. Six were burned. Four were saved. One of the ones that burned took a houstonia lot of barns. The destroyed homes are north of highway 50 in a neighborhood called white meadows. The chp said around 1 30 a man in his late 20s was walking westbound when he was struck and killed by an suv. The driver stopped and called the police. Investigators say that they dont believe that the driver was negligent. They are calling the crash a sad accident. They say that the victim was wearing dark clothing and the area was dimly lit. He didnt foe what he hit. He stopped and checked to see what he hit and upon walking back to where he struck the pedestrian he realized it was not an obvious but a person. Investigators are hoping to talk to the victims family and friends to find why he was walking on the roadway in the middle of the night by himself. Father obviously. He is expected to make his First Court Appearance on monday. Richmond police have released the name of a man who shot and killed a man during a confrontation last weekend. He is officer wallace jensen. Police say he is a trained crisis counselor and has been with the department for six years. Investigators say that he shot and killed a 24yearold Richard Perez seen here in surveillance video. Perez was drunk and fought with the officer and reached for the officers gun. Happening today friends and family of 24yearold Richard Perez will hold a News Conference and rally. Its planned for 12 00 this afternoon. Tributes are coming in for one of the most recognizable men in the history of law enforcement. He died yesterday at the age of 79 in his monterey area home. He was diagnosed with cancer last year. San jose first became known as the safest large city in america during his 15 year tenure. The head of the Police Officers association called him a leader who will be missed. The San Jose Police department issued a statement reading the chief is credited with leading the sjpd in a time of great modernizing and reorganization. The statement also said that he served great distinction. He was a Research Fellow and a crime writer. Attorneys for raymond chow have filed a lawsuit against the mayor accuse him of taking Campaign Donations from the same fbi agent who allegedly paid former leeland lee. They say its a way to get the team criminal information to help in his defense. The defendants are reaching out to see if they can find evidence to help them in the defense of the case. The Mayors Campaign released a statement saying its a baseless lawsuit with ridiculous allegations. We take these assertions seriously and if and when the Mayors Campaign receives any specific information we will take appropriate action. Several peninsula lawmaker also accusing pg e and the state Public Utilities commission of having an inlegal and unethical relationship. State senator jerry hill, keven mullen and the mayor gave a letter to the state attorney general calling for her to investigate. They say thousands of released emails reveal secret deals between pg e and the state regulator who are supposed to monitor the company. A disregard for the law. They have been in dir election of duty. The alliance between the cpuc and pg e has damaged the cpuc. In response pg e said that it remains focused on improving gas safety in the wake of the explosion that killed eight people. The cpuc had no direct response to the allegations but has said its developing policies to make sure no improper contacts take place in the future. Berkeley police say a woman in her 70s is in Critical Condition after being assaulted a block away from the ashby b. A. R. T. Station. They found the one yesterday at the intersection of otis and russell streets. A man who was running away from the area was detained. He hasnt been arrested at this point, but investigator says he does match witness descriptions of the person who assaulted the woman. We are investigating this as a felony assault, and were trying to piece together exactly what occurred, how she was injured, you know, what type of weapon was used, you know, all those things that, you know, eventually hope thefully investigation will show hopefully the investigation will show. The attack may have happened inside a car. Theyre asking anyone with information to contact the Berkeley Police department. The search continues this morning for a missing santa rosa teenager who was last seen in her bedroom on wednesday night. According to 16yearold rebecca weavers family, weaver has never run away. The press democrat reports a recent breakup with a boy at school may have caused her to leave. Her family says theyre concerned for her health because she takes medication for an undisclosed medical condition and doesnt have any of her medications with her. Weaver is described as 5 feet 8 inches tall with long brown hair and hazel eyes. Anyone with information is asked to call the Santa Rosa Police department. A 60yearold woman is under arrest after a Police Standoff in oakland. Officers say the woman barricaded herself in her apartment last night on west macarthur boulevard. Police say she had been in a dispute with her landlord. A s. W. A. T. Team and Hostage Negotiator were called to the scene while tenants were evacuated as a precaution. Theres a detour for drivers in the north bay. Highway 37 which is the main road connecting, solano, sonoma, napa and marin counties is closed in both directions until monday. They shut down the road at sonoma raceway and highway 29 in vallejo at 10 00 last night. Crews need that road cleared of all traffic while they do repaving work. Highway 37 is scheduled to reopen by 5 00 on monday morning. Oh, my gosh. I have to get up earlier, deal with more traffic, and then have to its just rearranging my entire schedule. We have to do the whole closure for safety for motorists and for workers, for caltrans workers. The road is set to be closed for more work next weekend. Happening right now, up and down the state, thousands of californians heading to beaches and rolling up those sleeves. Its a yearly event to protect and preserve natures wonders. Allie rasmus live for us this morning in pacifica with the 30 30th annual California Coastal cleanup. Reporter we are at linda mar beach and pacifica where Coastal Cleanup day is well underway. Things got started at nine but a lot of volunteers showed up early. They signed in and then they picked up some gloves and some buckets and garbage bags and went to head out on the beach to start collecting trash. This event has been going on for 30 years. Last year the city of pacifica had more than a thousand volunteers show up to help clean up the beach and at a dozen other sites throughout the city. They collected about 3,000 pounds worth of trash last year. Now lynn adams is the president of the pacifica beach coalition, and youve been spearheading and organizing this local event here for a while. Tell us what is the most common trash item that people find. The most common trash item everywhere every time is cigarette butts and then well get bottle caps and straws and small little wrappers, lots of little small pieces of microplastic, especially on this beach where the plastic breaks into smaller and smaller pieces. It might happen on the street where a car drives over a pen, and those pen pieces in the storm wash out to sea and come back in to us. And even though theyre small pieces they have a big impact on marine life. Huge impact. The smaller they are the more likely they are ingested and they can cause damage, so, yeah, theres more microplastic in the ocean right now than plankton. Its very sad because fish are opening their mouth and thats what theyre getting. This isnt the only site for Coastal Cleanup day. This is an International Event right . Yeah n is in pacifica this is one of our sites. We have 30 sites. Most of them are inland. Were cleaning up our neighborhoods and streets and parks. Because all of that trash ends up washing ashore. It washes out to sea. This is a good time because its before the winter rains. Thats huge. Its all around the world, all around the state, all around san mateo county, San Francisco, fresno, tahoe. Live in pacifica, allie rasmus ktvu channel 2 news. Authorities in el El Dorado County are confirming several homes have been destroyed by the king fire. The fire has now burned more than 80,000 acres since it started last saturday. One couple says they have not been able to get into the burn zone to check on their home. A neighbor did tell them some homes have been destroyed. Six were burned. Four were saved. One of the ones that burned took a house right out in between a bunch of barns. The destroyed homes are north of highway 50 in a neighborhood called white meadows. Fire Officials Say their Assessment Team is at work trying to figure out the exact number of homes that were lost. Its sickening. Its horrifying and sickening and its just awful. Right now the fire is only about 10 contained. A record amount of fire retardant has been used to try to slow down the king fire. Fire Officials Say thanks to the Drought Conditions normal amounts of retardants arent enough to stop that fire. As of yesterday, crews have dropped more than a half million gallons of fire retardant on the flames. The man suspected of starting the king fire is scheduled to return to court next month. 37yearold Wayne Huntsman entered a plea of not guilty in a placerville courtroom yesterday. Right now the charge is arson but more charges could be filed. The District Attorney says more charges may depend on the number of homes lost. Huntsman is being held on 10 million bail. New this morning, ahead of president obamas trip to the United Nations next week, he reiterated that the battle against the Islamic State is a worldwide effort. This isnt america versus isil. Nfl commissioner Roger Goodell is apologizing for his handling of Domestic Violence cases and is now promising changes moving forward. For the first time in more than a week he addressed the issue in a onehour News Conference yesterday. He says the league wants to implement new personal conduct policies by the super bowl. Goodell claims he mishandled the ray rice case for two reasons. He initially suspended the running back for two games, a punishment based on policies, now recognized as too lenient. Goodell says he maintained the only evidence he had at the time was video of rice dragging his then fiancee out of the elevator and not the video of rice knocking her out. According to our Security Department, we asked for it on several occasions over the spring. Critics saga dellcritics say goodell needed to be more specific about policy changes. Several womens groups have called for him to step down. He says he has the support of the owners and will not resign. I understand when people are critical of your performance, but we have a lot of work to do. Thats my focus. Goodell says hell meet with the Players Association next week to work with outside experts to evaluate league policies. Hell also establish a committee to review the nfl personal conduct code. Goodell went on to say that all nfl teams including players and Staff Members must attend Domestic Abuse classes. The league will partner with organizations that provide Domestic Violence counseling and resources. The nfl will provide Financial Support to an antiviolence hot line so it can hire 25 more workers. A young woman says she was raped at Amherst College days after she arrived on campus. Allies do more than prevent future assault. As part of the campaign, the department of justice plans to award 6 million to 18 colleges to develop comprehensive campus Sexual Assault prevention and response programs. State safety inspectors accuse the school of inadequate training and failing to keep proper maintenance records. A new ban in california will put a stop to smoking at Home Day Care centers, even after the children have been picked up at the end of the day. Governor jerry brown signed that bill into law yesterday. Smoking during day care hours is already banned. Lawmakers say the danger of smoke still linger in the furniture and carpet. The system that brought us that little bit of rain earlier in the week is still with us. Its off the coast of Southern California. Its eventually going to be lifting northeast over the next 24 hours or so. But what its doing for us today is that counterclockwise motion around the low is aiding in a couple of things. Its bringing unstable weather to the sierra. Youre going to the sierra for the weekend the possibility of thunderstorms in the forecast there, in addition to the smoke and haze. Its also pushing some of that smoke and haze from the king fire all the way into the Central Valley, perhaps into the bay area for today. Were leaving in that possibility there. If you look up a little later see a little bit of haze, thats probably where its coming from, a bit of smoke drifting our direction. As we get into the afternoon, well be cloudy at the coast, well be mostly sunny else where. I want to stop it in the afternoon to show you that possibility of a few scattered showers, thunderstorms over the sierra for today. Sunday a lot like today will be mostly sunny, temperatures are going to be nice, mild, well be mostly sunny away from the coastline at least.
