Emotions boiled over at Alameda City Hall about a hear at a hearing about rent increases. Here is video of Police Taking down a man outside of council chambers. The man is in police custody. His face down to the floor. Ktvus allie rasmus has what led up to the scuffle. Reporter there were two that happened at the meeting last night. One was caught on cell phone video that you see that was on youtube. Take a look. Reporter now, in the video you can see police pinning down and handcuffing one of the protesters. His face was cut during the arrest, causing him to bleed on the floor. Police say this man had tried to force his way inside chambers and when they tried to stop him, he pushed one of the officers. Another protester had tried to push open the doors of the chambers and injured the assistant city manager trying to keep the doors closed because they were packed at capacity. Both of the men were arrested for battery. All of this took place as the Alameda City Council was voting on a moratorium of rent increases. There was apparently no more space for the members of the Tenants Group to go inside and voice their concerns. That led to a tense atmosphere outside of council chambers. And after 25 landlords spoke and only four renters, people began chanting in the hallway. They finally said im not being in a cattle car alone without being able to see anything. And they came out and they were chanting. In the aftermath we will take a look at the video from the council chambers, you know, cell phone videos that were taken last night and we will do a full review. For the criminal charges and for the aspect of the use of force. Which is a routine for us. Every time theres a use of force, we do a full review. Reporter and as you heard, chief paulrary explaining that is commonplace any time that anything like this happens. He told me over the phone that after seeing some of the video initially he does not believe that his officers acted inappropriately. The Alameda City Councilly did end up voting and approving the 65day moratorium on rent increases above 8 . But it was after a lot of the commotion that you saw on the video this morning. Allie, i cant remember the last time that a meeting like that took that kind of turn. It was an unusual meeting to say the least. One thing were waiting to get. New developments this morning about the stabbing attack yesterday morning on the campus of uc merced. The merced Sun Newspaper is reporting that the suspect was from here in the bay area. They have identified him as 18 yearold mohammed of santa clara. The paper says he was a freshman at the university. He turned 18 years old in the october. But the sun star is reporting that investigators still dont know a motive for the attack. Investigators say the suspect walked no a second floor classroom yesterday, stabbed a student with an 8 to 10inch knife and then stabbed a construction worker who came into the class apparently breaking up a fight between students, as he thought. Then the suspect went back outside and stabbed two more people before police shot and killed him. One parent trying to comfort his daughter last night was at a loss for words. I was shocked. Really shocked. You know. And just i didnt have words. I couldnt find the words to say when she called me about it and said oh my god. Students and parents went back to the campus last night. They were consoling each other. Now, a individual i will is planned for vigil is planned for the victims. All four victims are expected to recover. More indications this morning that a terrorist attack may have caused that crash of the russian plane in egypt last weekend. Englands Prime Minister says its more likely than not that a bomb brought down the jet packed with 224 people. Weve had a lot of slow traffic getting there onent state 80, 580 and 880 as is the typical case there. Lets move to the san mateo bridge. Theres a backup on 82 from 880 to the total plaza. That loosens up a little bit on the way to the highrise. In case youre trying to catch a flight to sfo, 101 is not all that slow. If youre driving in livermore, traffic looks good. As i can move the maps a little bit to the west here, you can see that 880 has been slow between hayward and union city. A stretch of accidents will set you back. 7 33. Lets go back to the desk. Two 12yearold boys who were hit in a San Francisco crosswalk yesterday on their way to school are recovering from serious injuries. People who live near the intersection where this happened, theyre demanding safer walking conditions. Ktvus brian flores is injoining us live in the city to tell us what is being done to keep that intersection safe. Reporter yeah. Good. Month, dave. Many people in the Marina District are concerned about intersection, including this gentleman that you will see standing at the corner wearing a yellow jacket. He is also holding a couple of flashing red sticks to warn drivers to slow down as he crosses the intersection. He is out here in response to the incident that happened yesterday involving two boys and a driver allegedly under the influence. He is trying to raise awareness that the intersection is danger us and hopes that something can be done soon. Just after 8 00 in the morning yesterday, two 12yearolds boys were on their way to minute rina middle school when they were hit by a driver. That is 30yearold kirsten andrick of San Francisco. She is accused of being under the influence as she skirted around a truck that stopped for the boys at the intersection. We talked to the man who is trying to help people cross the street safely this morning. He says the solution is pretty simple. That there is not a stop sign for traffic flowing east and west on bay street. That there is not a traffic stop sign. Reporter now, he says he was a victim of being hit by a driver back in 20001 at mission. The driver ran a red light at the time and as a result he had severe brain trauma and injuries throughout his entire body. He is out here this morning helping people cross the street. We are here now learned with supervisor mark farrell who is out here this morning. What is being done to get this intersection safer . Are there plans to bring a stop sign here . And your reaction to what happened yesterday. As a parent of three small children what happened here yesterday is tragic and all of our prayers are going out to the children and the family and the School Community here in marina middle school. We will be putting stop signs here within the next few days. So that will be up immediately. Weve actually been in discussions for the last few years with the neighborhood and community about traffic calming measures along this corridor itself which will include repaving and restriping. In the interim, stop signs will be going up right away. Its important to say that we are doing everything that we can to make sure that vision 0 is a reality. There are no pedestrian accidents here in San Francisco. This is intolerable. We will do all that we can. As more and more people live in the city as the streets are more crowded with people walking, biking driving, we need to be so careful as residents and also the problem is as San Francisco we cant design our streets to be safe from drunk drivers. And unfortunately this is an incident with someone who is blowing well above the legal limit. And we need to make sure that we send a message to those vicks that that is unacceptable on the streets and they will be prosecuted. To reiterate, stop signs will be here in the next few days at bay and buchanan. This isnt the only dangerous intersection in city. Are there any other plans that youre thinking of putting stop signs or stoplights. Absolutely. We have a Huge Campaign in San Francisco around vision zero that is shared across the country. We have dedicated so many resources to it over the past few years. We spend millions every single year to make sure that we put in more stop signs and slow down traffic and create lighting here so people arent caught on blind spots like yesterday. Its a huge priority of mine and especially around children and schools we need to make sure that our intersections are safe. Reporter this is actually the fourth person that we have counted so far this morning that is being ticketed from from what we assume for people crossing this intersection. So at least from what were hearing this morning from supervisor farrell, thank you for your time, there will be a stop sign here in the next few days and hopefully this intersection will be safer for those who cross it. Ktvus jeanine has a Health Advisory that was just issued. Reporter its unnope how widespread the flew will be this year. But doctors, Health Officials are recommending that people get the flu shot. You can go to your Doctors Office or a pharmacy like the one behind me. They are available. The Santa Clara CountyPublic Health department can release the identity of the person who died. But they say the victim was an adult between the age of 18 and 65 who had underlying medical conditions and did not receive a flu vaccination. They ended up dying of respiratory failure. Health officials are advising anyone over six months of age to get vaccinated. Typical symptoms are a sore throat, fever, and chills and run enose. It starts in october and can go all the way up to may. We have begun. The number of cases right now is still low. So we expect the flu season to ramp up in a couple months. Reporter the centers for Disease Control and prevention say the predominant flu type is the same as last year. Health Officials Say this vaccine is matched well to that strain. The cdc says those at risk are children under five, elderly, pregnant women and those with weakened immune systems. While we have been standing out here outside of the pharmacy, we have stopping and talking to people. One woman doesnt plan on getting the flu vaccine. I asked why and she says she works at a preschool around children and every time that the children come in that have gotten the flu shot, she claims they have gotten sick. But Health Officials will tell you that is just a myth. You cant get sick from getting the flu vaccine. It takes two weeks for the vaccine to actually take effect. So if that person is getting sick immediately after having the shot, that person was already sick. And it was just incubating. Gasia. One issue in tuesdays election in San Franciscos election may not be settled. Here is the latest count for prop f that would put restrictions on short term rentals. The no vote has 55 with 70,000 votes. Yes has 45 . All of the precincts technically have reported but there are thousands and thousands of ballots not yet counted. A bigger than expect the number of provisional and mailin ballots arrived there this week. Theres actually awe any law in california that allows election departments to count ballot its theyre post marked as of election day. Bargain market a community in illinois is reeling after Authorities Say a Police Officer whose death led to a massive manhunt back in september actually committed suicide to cover up years of embezzlement. Lieutenant Charles Joseph glennwitz was given a heros funeral after he said he was chasing three suspects. Now Authorities Say he had been stealing money for years from his departments Youth Program and that he killed himself because his theft was about to be exposed. Police are now investigating his wife and son in connection with the embezzlement. An organization that assists survivors of officers killed in the line of duty is asking the family to return a 15,000 donation it made in his honor. Time now is 7 46. There are reasonable expectations for the link between watching too much tv and deadly diseases. The National Cancer institute says Binge Watching tv is not only bad for your waistline but it can be linked to other Serious Health problems. They researched 220,000 people between the ages of 50 and 71 that were all considered healthy at the beginning of the study. It was determined that the people that watched more than three and a half hours of television per day were 15 more likely to die from a disease rather than from natural causes. Now, the more television the older adults watched, the more likely they were were to die from conditions like heart disease, cancer, diabetes. Also the flu, pneumonia, parkinsons disease and liver disease. According to the study, 80 of the americana difficults watched an average of three and a half hours of television per day which is more than half of their leisure time. And that is also what the researchers admit could be part of the problem. People who are watching three and a half hours of television or more. So stick with us during mornings on 2. Maybe theyre not exercising their brains as those getting out and doing things. My thought goes to when youre in front of the tv youre sedentary and eating not so healthy snacks. Were waiting for the emergency meeting by california officials to begin about the start of crab season and if its going to start on time. If crab season does not start on time, this would hurt restaurants and fishermen, thousands of recreational fishermen and also the communities that depend on them. Here is the problem. A toxin that builds up in the crabs because the water out there has been warm. Recreational fishing season is due to start saturday. Some fishermen are already making other plans. The commercial crab season is scheduled to start a week from saturday. And as most people know, crab is a big tradition for thanksgiving dinner here in the bay area. Experts say if we get a few storms like steve is hinting we may, that could cool down the ocean water and making the crabs safe to eat. Will it happen for thanksgiving dinner . We will have to wait to see. Nurses at marine General Hospital are on strike. They want to draw attention to what theyre calling Workplace Safety problems. It includes equipment to help nurses lift and turn patients. Something that can cause injuries when nurses try to do it on their open. They also want more staff. Were understaffed so we cant take care of the patients let alone get a break. Some 500 nurses work at the hospital. Faculty members at the 23 campuses in the Cal State University system voted overwhelming to approve a strike over salary issues. The Union Representing the faculty says 9 4 of members voted to authorize a strike if the union and csu cant reach an agreement on salary issues. Union members want 5 pay raise with a 2. 7 bump for lower faculty paid staff. The universities want to give a 2 raise. The union would not strike before january of next year. Also new this morning, six people in San Francisco are out of their homes after an overnight house fire. It happened on hamshire and 23rd streets. We are pulling together information about this fire, trying to figure out if anyone may have been hurt or how the fire started. Were monitoring new developments in morning surrounding the mass stabbing at uc merced. The Sheriffs Office has confirmed for us the identity of the suspect in the attack. 18yearold fasail mohammed from santa claire a. This morning administrators say the campus is set but no class set for today to allow police to conduct their investigation. Officers say the suspect walked into a second floor classroom about this time yesterday and stabbed a student with an 8 to 10inch hunting knife. Police say the student then stabbed a construction worker who came to the class to break up what he thought was a fight among students. A contract worker actually went in thinking it was a student fight and ended up stumbling on to the stabbing in process. I think he through his actions saved this one students life. Officers say the suspect then went outside and stabbed two more people before Campus Police shot and killed him. The information is that the suspect has been identified as an 18yearold from the south bay. The Merced County sheriff is planning a News Conference for 10 30 this morning. They have not commented on a possible motive for the attack. But when it happens at 10 30 we will have that for you. Its just turning 8 08. Some confrontations involving the police at the Alameda City Council meeting. One was reported and put online. Allie rasmus has what started the unrest and the major policy change in effect in alameda. Reporter gasia, all of this took place as the city council was set to vote on a two month moratorium on rent increases. There were two scuffles because of the issue. One was caught on cell phone video now on youtube. Take a look. Now, you can see in the video police pinning down and handcuffing a protester. The mans face was cut during the arrest, causing him to bleed on the road. Police say he had tried to force his way inside chambers. According to police when officers tried to stop him, he pushed one of the officers. Just before this scuffle, another protester had tried to push open the doors of the chambers who hit the assistant city manager trying to keep the doors closed. Both protesters were arrested for battery. The landlords opposed to the moratorium arrived early and filled all of the seats so there was no more space for members of the Tenants Group to go inside and voice their concerns. The two men arrested were with the tenants rights group that ended up flowing into the hallway. After 25 landlords spoke and only four renters, people began chanting in the hallway. They finally said im not being in a cattle car alone without being able to see anything. And they came out and they were chanting. In the aftermath we will take a look at the video from the council chambers. You know, cell phone videos that were taken last night. And we will do a full review. Just for the criminal charges and also for the aspect of use of force, which is a routine for us. Every time there is a use of force, we do a full review. Just after 8 00 in the morning yesterday, two 12yearold boys were walking through the intersection on the way to middle school when they were hit by a driver. That driver has been identified as 30yearold kirsten andrick of San Francisco. She was arrested after it happened. She is accused of allegedly being under the influence as she drove around a truck that had stopped for the boys at the intersection of bay and buchanan. They have critical injuries. We did speak with supervisor mark farrell who says that stop signs will be installed at bay and buchanan in the next few days. I think taking a step back obviously as a parent of three children what happened yesterday is terribly tragic. As a city we cannot continue to let these incidents happen. As residents of San Francisco, we need to be incredibly careful whether youre driving or bicycling or walking. Reporter farrell also says that there are plans to improve the crosswalks here. This morning we also spoke to john alex lowell, the gentleman in the green jacket and yellow hat. He is warning drivers to stop. He was also a hit by a driver 14 years ago on 14th and mission. As a result he has severe brain trauma at the time he had multiple broken bones when he was hit. As we take you back out here live, the supervisor also says he is working with police to increase the presence here this morning. We did have at least six drivers who were cited for running through this intersection as people were crossing. So at this moment it remains dangerous. It was at the 6 to late liquor store. The suspect is latino in his mid to late 30s about six feet tall. Has a beard and a mustache. He was wearing a light blue shirt with the words g unit on the front. Also had on a white baseball cap as you see here. The Convenience Store worker by the way was not hurt. Vandals attacked another religious site. Someone splattered red paint across the mission. This is the fourth time that vandals have left their mark since pope francis elevated sarah to sainthood in september. The statue of sarah in the city of caramel and another carmel and the peninsula were also vandalized. Some criticize the move to make sarah a saint because of the harsh treatment of native americans. Troubling news is coming in from the south bay. The Health Department in Santa Clara County reporting the first flu death of the season. Its also the first in all of california. Doctors are urging people not to wait to get their flu shots. Reporter Health Officials say now is a good time to get a flu shot, before it becomes widespread. The person who died had not received a vaccination. The Santa Clara CountyPublic HealthDepartment Says the person who died was an adult between the age of 18 and 65 and had underlying chronic medical conditions. The person got sick in october and was hospitalized in intensive care and ended up dying of respiratory failure. The flu season typically runs from october to may. The cdc says that the predominant flu type circulating is h3n2, which is the same as last year. Yeah. The only thing that we can say about the flu is its unpredictable. But we think that if it does turn out that its an h3, what we call a flu ah3 season which is what we had last year, it may be more severe than average. Reporter last year the flu season peaked in mid january and killed a total of 78 people in california. This years vaccine appears to be matched well to the virus. Those most at risk and considered high priority groups are children under five, the elderly, pregnant women and those with chronic conditions and weakened immune systems. The National Cancer institute from the university of inch mitch says Binge Watching tv can be linked to many Serious Health problems. In fact the Research Group monitored 221,000 people between the ages of 50 and 71 who are all considered healthy at the beginning of the study. It was determined that the people who watch more than three and a half hours of tv per day were 15 more likely to die from a disease such as cancer, diabetes, that moana and heart disease. Doctors say the blame should not be placed on tv. The tv is getting a bad rap. Thats not the problem. Thats just what most of us do and we do it a lot. And when we do it a lot that means those watching more than three and a half hours of tv are more likely less sedentary and not exercising as much as those who watch less tv.
