Sunny and breezy. Not as cold as yesterday. Quiet week. Warmer. Towards 70 thursday and friday. Next week is cold and wet. A low will drop in. Right now its 43 in moraga. 39 napa santa rosa. There are 30s in there but there are a lot more 40s. The breeze is enough to keep things above 30s for some. At least above 38 or 39. A lot of cloud cover to the north. A lot of those clouds are paying a visit. Generally a dry forecast. Cold morning. A little breeze. Slight warmup in the afternoon temps. Now were looking more in the mid 60s from coast bay to inland. Sal, you can do about half hour show, i this i. Yeah. We will start off with a look at bart. Just going to put up a bart map and say once again that we have a major power loss at coliseum station. There is no power to the rail there. They have power just one side but not the other. Right here in oakland. Bart are saying for the people that use the dublin pleasanton line and the fremont line to find alternate routes of transportation. If you use the pittsburgh line or the richmond line, millbury line, those are still runs. The others are affected by the power outage. They are singing tracking train but many have been fill noting up my timeline saying this is terrible. I wish i hadnt taken bart. You dont want to be one of those people. Brian flores joins us live east of livermore where crews continue to battle the truck fire. Brian. Reporter yeah. This is definitely not good news, sal. You mentioned during the last half hour that the travel time from here to dublin interchange is 70 minutes. Traffic is backed up east of here. We are on north glenn road east of livermore. As you can see, crews are still battling this big rig that caught on fire earlier this morning. During our last 20 minutes or so, we have seen darker smoke. That pretty much signifies that crews are still battling this fire. This is a big rig that caught on fire. Still unclear what caused the fire. But the truck was stuck blocking the number three and four lanes. It was carrying a metal container and inside was cotton clothing. They had to cut open the truck to clear the debris. The concern is that it doesnt spread to any vegetation. The other concern is traffic which is a quarter into the pass. And its certainly starting to build up, continues to build up from 205 to tracy. Unclear if there are any injuries to the driver. There was a scene not too far from here, a sig alert west of daugherty. Crews spent a lot of time cleaning that up. Fire crews continue to battle this fire here. Again, we are just east of livermore on north glenn road. This is the closest Vantage Point that we can get. You can see the smoke and the traffic that is building up. It gets clearer once you get past the scene into livermore but then builds up again once you get into dublin. Pack your patience if 580 is your commute this morning. Back to you. Brian, im going to put what you were talking about on the map so people can see it. You saw him at the truck fire. The truck fire is where i put this tree angle here. All of the traffic behind it is backed up into tracy on 205 and that triangle. Now, after that, if you get off the freeway at livermore, things become better because they cleared up that gravel spill. 580 from livermore to dublin looks much better. But its a terrible commute. We cant ignore highway 4 is off to a bad start because of an earlier accident at 242 that is gone. We also have slow traffic on the nimitz freeway and southbound 101 into petaluma. People have been saying its slow this morning there. I want to show you the bay bridge toll plaza. Thats backed up. Backed up beyond the maze this morning. If youre driving into san jose, 201 at 85 is slow into the valley. This counts as a normal slowdown. 7 05. Lets go back to the desk. Its just after 4 00 p. M. In paris right now. We will show you the eiffel tower lit up overnight in the colors of the french flag. Today the landmark was shut down again. The eiffel tower had opened yesterday for the First Time Since the attacks on friday. A spokeswoman refused to say why the tower was shut down again. Todays closure reflected the Current Situation in paris. And the hunt for all those involved in the attacks is widening beyond france. Several people were arrested today in an operation elsewhere in europe. Alex savage is in the news room with the latest developments in the past hour. A major crackdown clearly underway across europe. Police announced that 16 people have been arrested since sunday. All with possible links to terrorism. And just a few hours ago, police in germany reportedly arrested three people. Two women and a man who may have links to the terrorist attacks much thats the tips they got. There is an intense manhunt for a 27yearold radical who investigators describe as the mastermind behind the paris terror plot. The isis militant is believed to be hiding in syria. Now, the Islamic State of course has claimed responsibility for fridays rampage that left 129 people. The u. S. And russia and france working together to fight back against isis. A few hours ago secretary of state john kerry met with the french president to solidify that partnership. Kerry says there will be changes to the u. S. Strategy against isis. But he says it is not necessary to put troops on the ground in syria. Most americans do not want and dont think its necessary to be sending massive numbers of american troops to occupy syria. It didnt work so well in iraq. I think most people feel that is not the way to proceed here. The way to proceed is a way that empowers the people in the region to fight their fight. To take control of their communities. Kerry also announced that the french president plans to fly to washington next week to meet with president obama. There is also word that france has asked the European Union to provide assistance with security in light of the attacks. Member states say they are pledging their full support. Member states in europe. Next week the french president , again, will be meeting with obama. In the meantime this morning there is still growing concern about new attacks that could be carried out by isis. That is because of a new video that was put out by the terror group in which militants threatened new attacks in cities in europe and also here in america as well, including washington, d. C. Being named as a potential target. Gasia, in light of that video that came out, security is being beefed up at the nationals capitol. The isis threat is very real here in the u. S. Analysts say the attacks on paris, it can happen anywhere across the u. S. At socalled soft target like schools and parks and shopping malls. But the experts are praising american muslims for preventing terrorist attacks since 9 11. Terrorist plots were disrupted because authorities were tipped off. President obama says it is wrong to equate the paris attacks to islam. During the summit in turkey yesterday he reiterated a prom to accept 10,000 refugees from syria. Some republicans including jeb bush says the u. S. Should only accept syrians that are christians for fears that the United States may unknowingly allow in terrorists. President obama called that shameful and unamerican to impose that kind of religious test. The Bay Area Muslim Community is worried about a backlash as a result of the terrorist attacks. Members told ktvu that they preach peace, not violence. Youre sitting down eating an ordinary meal and they blow them up. Its barbaric. Mosques around the u. S. Have been vandalized. Some parents are keeping their kids home for fear that they will be attacked or bullied. Members of Service Employees union 1021 are holding a oneday strike. They have been in negotiations for months to you. Main sticking points are pay and work care. The workers are asking for an 8 pay increase over two years. The county is offering 4 . County Officials Say that all county offices will be open today but there could be significant delays in service. The time is 7 11. Today the San Jose City council will consider easing regulations for taxis. This followed a twoday strike last week. They were upset that they got rid of a Finger Printing Program for Ride Sharing Companies operating out of the airport. This is supposed to level the Playing Field for cab industry and ride sharing. Simplifying the way that taxis are inspected and reducing the fees for rides booked through mobile apps. Jane kim wants to get more answers about a plan to remove some of the overhead muni lines before super bowl 50. According to the examiner, they want to clear the overhead wires near the super bowl village alongside Justin Herman plaza. It could disrupt bus lines and the f line. A lot of people are complaining about this plan. They even started an online petition against it. Supervisor kim says she doesnt have a lot of information about the proposal but plans to call for a hearing on the issue at the board of supervisors meeting. The terror attacks in paris are raising questions about our security here at home. We will talk with east bacon guess manner i can to find out what is being done to ensure our safety. We are still looking at these major traffic problems on 580. And slow traffic everywhere else. We will give you the rundown straight ahead. It looks nicer today. A little warmer on the temps. We will show you those for the tuesday forecast. There will be major delays on bart because of the issue. It will be very, very slow on the bart system until that gets done. Lets go to the bay bridge toll plaza now. Very slow traffic this morning at the toll plaza. We have slow traffic all over the east bay today. I also want to mention the traffic has been slow in san jose northbound 280, 101, 85. These are normal slowdowns but it has been very, very slow on 280 especially here out of downtown san jose. We mentioned it before but we had a problem on westbound 580. A burning big rig. We can put it um on a map if put it up on a map if want to go back to that. Traffic is backed up into tracy. Its creating a roadblock of sorts. So traffic in livermore and dublin is not as bad as it was before. Lets go to steve with the weather. Mostly clear skies. A few high clouds. Overall a little breeze. Nothing compared to yesterday. It was a cold, windy monday. Visibility is great. The higher clouds coming down from a dynamic pattern up in the pacific northwest. 30s, 40s and 50s. 38 santa rosa. Livermore and san ramon is in there so. I looked on the peninsula. I could not find any 3. That doesnt mean it didnt happen. Theres enough of a breeze that the water temps continue to come down. The bay 54. San francisco buoy 55. 58, this is about where they should be. A breeze is all over the place. Gusting to 16, 18 Miles Per Hour northwest. East southeast, west, its variable but its there. Its bringing the temps up. 10 up in truckee. Look at the moisture just hammering the pacific northwest. That is a dynamic system. A ridge of High Pressure that the clouds spill over, giving cloudy skies and light rain up towards crescent city. For us were good to go for sunshine. A little breezy. Its still there not. Not disappearing yet. Highs in the mid 60s. But it will be a little bit warmer. Then it will be cooler with clouds. A little warmer in the afternoon. Temps are bumping up. A lot of mid 60s. Clear lake, fairfield, everyone is really close here. Even from berkeley and alameda, there is a one to two degree spread on these temps. Santa cruz 66. Coupercupertino 64. Quiet pattern here. Cool mornings but warmer days. That will take us into the weekend. All right, steve. Thank you. You bet. As weve been reporting the terror attacks in paris are leading to questions about is he cute here in the United States. Bay area congressman eric is on the house permanent commission. Thank you for joining us, representative. Have you noticed in change in security where you are in washington, d. C. The security around the capitol is certainly stepped up. Theres a very visible presence of capitol hill officers. And also driving into washington we saw police cars parked along major arteries leading into the city. Thats for good reason. This enemy, isis, has called on an attack on washington. We should take them at their word. They carried out in the last three weeks three significant attack, including bringing down an airliner, a car bomb in beruit and the slaughtering of people in paris. When you think of your district here at home in the east bay, what are specific concerns that you have. I want to make sure that we have coordination between the fbi and local Law Enforcement. I believe thats happening. Im grateful for that. Know having two brothers who are Police Officers, local Law Enforcement, appreciate when information is passed down and they know what to look for. I know that is taking place. And, you know, i just encourage more and more of that. A lot of times your beat cop or your local Police Officer who has more and more access to what is around on the streets, that could stop an attack. It seems for so long Law Enforcement here have been training for what they call an active shooter attack. These most recent attacks we have seen, suicide bombers, coordinated attacks, how should Law Enforcement be changing its training in responding to these new tactics . Were fortunate that in Alameda County and the greater San Francisco bay area, there is an operation called urban shield. Its been led by the Alameda County Sheriffs Office under the sheriff. They have been doing this for nearly ten years now. And they trained the israeli forces. They have trained the jordanians and the boston forces that responded to the Boston Marathon shooting. I have all of the confidence in the world that our local Law Enforcement are ready to respond in a situation like this. You drew a lot of attention to concerns about the san jose airport about Security Breaches there. These are landmarks being looked at. My concern is an inside job at the airport. We saw in egypt with the investigation still underway, but there was suggestions that it was an inside job. We know at the Oakland Airport just over the summer because of work with the fbi and the Sheriffs Office they were able to stop they were able to stop bags from moving around with drugs that were being brought in and unscreened by employees. So i think thats a reminder that we really need to tighten up, even employees at the airports that have access to the planes. Representative Eric Swalwell joining us live from washington this morning. Thank you, gasia. Still ahead, people are camping out in berkeley to support the homeless. Coming up in ten minutes, the plan being talked about today that some say hurts the citys most vulnerable population. A freeway blocked and dozens arrested. The Police Shooting that people are protesting in minneapolis. Welcome back to mornings on 2 00. San Francisco Police as well as prosecutors are now investigating the videotaped beating of a man in a San Francisco alley by two Alameda County sheriffs deputies. Theres the video. The deputies are hitting the man repeatedly about their batons. He is at San Francisco General Hospital now recover going lacerations on his head, face and more. Last thursday about 1 30 in the morning, the sheriffs deputies approached the man sitting in a stolen car in a Motel Parking Lot in san leandro. The Sheriffs Department says that he rammed one of the deputys patrol cars. Knocking a deputy to the ground during that process. Then it led to a highspeed 38 minute chase down the freeways of san leandro and oakland through the city streets of oakland over the bay bridge, into the streets of San Francisco. Theres no way to justify the beating that took place at the hands of police. Theres no way. Alameda county public defender representing the man is calling for an independent investigation into the beating. The two officers have been put on leave while the Sheriffs Office conducts an internal investigation. Demonstrations continue in minneapolis over the shooting of an africanamerican man by a Police Officer. Hundreds of people blocked interstate 94 last night shutting down the northbound lane leading to the arrest of 51 people. Family members identified the man who was shot as 24yearold jamar clark. He was handcuffed when he was shot sunday but police say that was not the case. Clark was hospitalized on live support. The mayor has requested a federal civil rights investigation. The time is 7 27. Sad news to tell you about. A bay area tv legend. Beloved former ktvu weather personality Pat Mccormick has died. Im Pat Mccormick. Each weekday after at 1 00 p. M. I bring you very good movies. That bush is growing. The sunlight is trying to come through. I dont believe doing a Weather Report up there. Im so sorry i never got a chance to meet pat. If he seemed grumpy in that last clip its because pat was afraid of heights. He started his career here at channel 2 with charlie and humphrey. Those were his boys. He entertained a generation of bay area children. He went on to host dialing for dollars and you would see him doing the weather on the 10 00 news. Retired in 1995 and moved to oregon. His family members say he died there october 29th after a short illness. Pat mccormick was 82 years old. The paris attacks are gaining attention from silicon valley. The reason that tech experts are taking a closer look how apps may have helped terrorists carry out the attacks. Good morning. Still looking at a terrible commute out there at 580 and the bay bridge. Slow traffic just about everywhere. It looks like everybody will end up in the mid 60s. We will talk about that and what is in store for the rest of the week. 7 31 on this tuesday morning. Im gasia mikaelian. And im dave clark. Lets talk about our weather and traffic. You have things to hear this morning, weather and traffic wise. Yeah. Weather is not too bad. A little chill out there. Yesterday was cold and windy. Today will be breezy but not as bad. Temperatures bumping up a few degrees. Hopland 35. And a bunch of 38s. Danville felton all in at 38 degrees. Still 30s. San ramon says 36. These are the coolest temps. Bunch of 30s around santa rose a a lot more 40s around here. The breeze continues to hold things up a little bit. The moisture has increased a little bit. A high cloud deck to the north. Some filter down here. But when they arrive, not much left. Cold morning. Sunny, breezy. Highs today will be a little warmer though. Looking for mid 60s on these temps. Each day were bumping it up. We will talk about the extended outlook in about ten minutes. Sal has a lot to discuss. But better conditions at bart. Yeah. They are now running normal service on the fremont and done lynn line through the coliseum stations. Foremore than an hour they had a problem with the third rail. At one point bart was telling people not to use bart if you use the fremont or done lynn lines dublin lines. A lot of people based on my social media accounts were upset. Lets look at the 580 problem. Talking about upset. That truck that is smoldering over there has been burning for a couple of hours. And the traffic has been ridiculous coming in from livermore. The truck accident is right there where the icon is. As a result the 580 traffic near the airport and dublin has been better than it normally is. Looking at 680 on highway 4. Its slow because of earlier issues there. All the way down to fremont is slow. And the south bay all of those freeways are slow. Kind of in a normal away but we have a huge slowdown from san jose up to mountain view. I dont want to forget my friends in petaluma, 101 is slow in those spots as it normally is heading down to san rafael. Now lets go back to the desk. Thank you, sal. Just a short time ago, the french president spoke at an education and scientific summit in paris. He says he will not suspend, economic, social and cultural lives by stopping concerts, exhibits and other activities because thats what the terrorists want. Theaters there continue to welcome the audience because all of the museums will continue to be open to allow visitors to discover the wonderful come that you remember we have. Earlier today, president hollande met with john kerry. He will meet with president Obama November 24th and russian putin on november the 26th. More and more states are concerned that terrorists might slip if by allowing refugees in and are opposing welcoming refugees. The number of states is up to 27. Those stated highlighted in gray. The United Nations estimates some 4 million syrians have fled their homes since civil war broke out in march of 2011. At least one of the paris attackers may have slipped into europe through the recent flood of migrants. California is one state that has accepted Syrian Refugees with 218 arriving in our state this year. Governor brown says, quote, i intend to work closely with the president so he can both uphold americas traditional role as a place of asylum but make sure that anyone seeking refuge in america is vetted in a reliable way. Vice President Joe Biden addressed the issue yesterday in los angeles. The only way that militants can win is if america closes its borders and allows terrorists to dictate their lives. Nothing isis can do can threaten to bring down a government and alter the way that we live. It can be what it is, acts of terror to try to get us to do that voluntarily. Senator Dianne Feinstein agrees with the Vice President and governor brown. Shes says california should not be one of those states that turns its back on refugees. All right. Our time is 7 36. Here at home, theres a protest underway in berkeley. This one will last all day. Ktvu fox 2s allie rasmus says that theyre at the Old City Hall showing opposition to a plan that will be voted on at Tonights City Council meeting into the meeting starts at 7 00 tonight and protesters will remain out here in front of the Old City Hall until the City Council Meeting concludes. Before it begins at 6 00, there will be a rally. They are upset about a new ordinance that they are going to vote on tonight. Opponents say the ordinance it would prohibit people from placing personal items on the sidewalks that take up more than two square feet of space. Opponents of the ordinance says it amounts to criminalizing homelessness. What are we going to do, issue tape measures to the lives. They are going to have to measure what a two by two is. If i dont i have an affirmative defense to say i wasnt breaking the law. They say the ordinance is needed because shops and restaurants have long complained that the homeless block sidewalks and drive away customers. We get complaints from merchants and people who say im not going downtown. Im not going to the theater, the restaurant, the movie because it just doesnt feel safe. Reporter City Council Member linda and other supporters of the measure will speak. They include this photo of a storage unit set up in san diego. Now, the ordinance also says that if passed, the city will add mobile showers and extra Public Restrooms but does not specify where or when the extra if silts will be built. In berkeley, allie rasmus, fox 2 news. Ktvu is told that faulty brakes are to blame for this bus accident. It is seen the bus speeding down streets when it hits a pedestrian and several cars before smashing into a pedestrian walkway. Now city leaders are working to change state law to allow for tighter controls on tour buses. I have huge concerns about these large and heavy vehicles moving through our most congested neighborhoods. The California Public Utilities Commission says the bus involved in fridays crash does not appear to match the vehicles that the cpuc has on filed. Nor did city sightseeing notify the commission that the bus was required to the operation which is required. The bus has been inspected and it is registered with the dmv. Almost 7 40 here. Such as the time and length of phone calls and the number dialed is unconstitutional. Critics say there is no evidence that the nsa program has ever thwarted a terrorist attack and innocent people are being spied on. Some Counter Terrorist experts say that the attackers in paris may have used cell phone apps to carry out the attacks. U. S. Intelligence had no clue that an attack was imminent. That suggests that the terrorists were using self de instructing apps or other means of communication. Perhaps even private messages in video games. Its possible to have applications to communicate with applications that no Government Agency can get into. That certainly is a possible thing to do. Whether or not that actually happened in this case, the answer is nobody knows. The paris attacks are reigniting the debate if Law Enforcement should have back door access to encrypted or private messages. How old should you be to buy cigarettes . Thats up for debate in San Francisco today. Pam cook has more on the discussion going on at city hall. The board of supervisors will debate the minimum age to buy cigarettes in city. Most laws require buyers to be at least 18. Right now new york is the only major city that requires you to be 21 to buy tobacco. Thats what San Francisco supervisor scott weiner wants for the city. He says by making it harder for young people to get their hands on cigarettes mean that fewer teenagers will take up the habit. Santa clara is one of 180 places around the country that has raised the age to 21. Hawaii has raised the age to 21. But a similar attempt in california has stalled at legislator. Many argue that if an 18 can join the military, an 18year old should be able to smoke. The American Cancer Society reports that tea box owe use is the single most preventible death here in the United States. San francisco one of the first cities to outlaw outdoor smoking including at the baseball stayed up. It will be a big debate. And there are legal challenges as well. Yes. People are fighting against it, including the Tobacco Industry. And they have some money to fight. They have a little bit of money. Thank you, pam. The time is 7 46. We have breaking news. A power outage in the east bay has caused major delays on bart this morning. Jeanine is at the fremont bart station. What do commuters need to know. Reporter bart has been saying expect major delays but we have seen so far three trains go by. People walking into the station were unaware of what happened earlier. It happened around 6 30 for about an hour, until about 7 30. There was some sort of power issues on the third rail between the coliseum and fruit vail stations in oakland. They had to single track lines which was causing major delays. The issue has been resolved. Regular service is now continuing. We havent found anybody who is so far too upset about that. We havent been able to catch anybody coming off of the trains. But we saw several folks complaining about it online saying bart get it together. We will try to see if we can find, you know, what the experience has been on the trains. So far it seems pretty normal out here. Back to you. Thank you, jeanine. Lets go back to the maps after this if we can, guys. This is northbound 280 getting up to highway 17. The southbound commute is slow. There was a motorcycle accident blocking two lanes and traffic is a mess. It is a mess from the bridge down to richmond and berkeley because of this motorcycle crash. We are tracking major bart delays at this hour. It started with a power outage. Lets go right to sal. We have Team Coverage on all of this. What is happening. Bart has restored service. It was a power outage at the fruit vail and coliseum stations. Dub lick passengers and fremont passengers were being told to find another way to get to work. Pittsburgh and bay point and richmond people were able to use the trains. We had major delays. They restored it about 20, 25 minutes ago. But the delays continue. If you take bart, especially from bub lynn please on the on there may be more people on the tracks. All of the people that were going to come didnt come. They went some are else. We want to make sure there are no more delays on the lines. Lets move to the east shore freeway here. Its coming up here in a second. Were going to go to the east shore freeway because weve had slow traffic on 80 westbound because of a motorcycle accident from the bridge to the macarthur maze. The motorcycle crash is westbound 80 near central. The traffic is very slow as you come through. We also want to mention that traffic has been slow on westbound 580 coming in from the pass because of a truck fire at north flynn. Were going to go to brian in a moment. First lets look at other traffic pictures here. Bay bridge is backed up for a big delay. No major problems this morning. San jose, also slow traffic there. But 280 has improved through downtown. Were going to go back to what i mentioned. A major mess on 580 this morning east of livermore. As crews continue to put out a big rig fire. Brian, are they making any progress there. Reporter yes, they have, sal. Good morning to you. Were on north glenn road on the offramp. Over my Left Shoulder you can see the big rig. Smoke kind of billowing off of the big rig container that was carrying a lot of clothing in it. It looks like crews have this under control. The other bit of good news is they have opened up another lane that is freeing up traffic. The damage is done. You are looking at westbound traffic. As we go to video, this was a big rig with a container that caught on fire. Unclear what caused the fire. But it was blocking the number three and four lanes as the fire engulfed the truck. It was eventually moved to the side but traffic was backed up from 205 into tracy. According to chp, this was a truck with a metal container. Inside was a lot of cotton clothing. Crews had to cut into the truck to clear out any debris and remove the clothing. They say the truck was carrying 45,000 pounds worth of goods. The other concern is the traffic which was a quarter into the pass into the livermore valley. That certainly messed things up for many commuters this morning. Unclear if there are any injuries to the driver. Earlier there was another scene to deal with. This was another significant alert on westbound 580 west of daugherty. There was asphalt or gravel that spilled on to the freeway. Crews spent several hours cleaning up that mess. At the pique of that sig alert. Its still unclear when the scene will be completely clear. At this point the damage is already done. We understand another lane just opened up about 20 minutes ago. Sal, as we go back to you, the Silver Lining from this truck fire is that it kind of created a traffic break in the livermore valley. Thats why it was pretty clear as driverred moved past the scene. Yeah. After the gravel spill cleared up, after they got rid of that, the truck accident acted like a traffic break. So livermore to dublin traffic is looking good. The truck is still there. Thank you for the report from the scene. Brian has been there all morning long. Things are finally Getting Better at least on that highway. Lets go back to you in the studio. Thank you, sal. Lets go to steve for weather. As they take look at the truck fire, is there wind to blow the smoke around. There is some. Nothing like compared to yesterday. Nice job brian and sal. That was really good. Yeah. We do have clear skies. A few high clouds to the north. Otherwise a quiet weather week. Next week is looking like rain wants to return. We will see where they place the low. Until then its High Pressure giving us sunshine. Mike is down in gilroy. Good morning, steve. Good morning, mike. Looking for a high in the upper 60s with a lot of blue sky. I went mid 60s. Maybe upper 60s tomorrow. Were in the same ballpark. Not as windy. It was super windy yesterday. 40s, 50s, 60s. A wide variety of temps today. Humboldt county near the oregon border and rain, rain, rain in the pacific northwest. Not for us. A few high clouds in the north but a little warmer on the afternoon testimonies. That means a lot of mid 60s. We will have more in 10 minutes. Gas to gasia. Thank you, steve. [audio difficulties] the manhunt is intensifying this morning for the 27year old radical who investigators believe was the mastermind behind the paris terror plot. He is thought to be hiding out in sir y the Islamic State has claimed responsibility for fridays rampage that left 129 people dead. The u. S. , france and russia working hand in hand to retaliate against isis. Military planes are continuing to bomb syria. Also word this morning that the British Military could join the campaign with airstrikes against syrian targets. Just today british Prime Minister David Cameron went before parliament to ask for approval to carry out the airstrikes in syria. Right now they have only approved airstrikes in iraq. The terrorists aim is clear, to divide us and destroy our way of life. We need to stand united carrying on with life as we know and love. Tonight england will play england will play france at wimbley. This match is going ahead. People stand together. And as they have done so many times throughout history when faced with evil. Together we will prevail and i commend the statement. Next week, french president holland will fly to washington, d. C. To meet with president obama to discuss their common strategy. There is word that france has asked the European Union to provide assistance with security in light of the attacks and Member States are pledging their full support. In the meantime this morning there is growing concern about the possibility of new attacks by isis. And thats because the terror Group Released that video youre watching there yesterday in which they are threatening to attack other cities around the world in europe and here in the u. S. , including washington, d. C. , where security is being beefed up there at the nations capitol. Just a few moments ago, the brother of one of the fugitive terror suspects that authorities have been seeking in europe, he called the brother of that suspect called for him to turn himself in. Thats a new development were following in the news room. Hopefully we will have an update on that coming up. Alex, thank you. The time is 8 09. Republicans in congress are trying to block president obamas pledge to allow 10,000 Syrian Refugees into the United States. Paul ryan fears that terrorists may take advantage and slip into the country. The house will consider legislation on thursday to put restriction thats increase vetting of Syrian Refugees trying to come to the u. S. President obama is worried that all muslims will be unfairly targeted following the attacks. During a speech at the g20 summit in turkey, he said its wrong to equate terrorism with islam. If republicans, including jeb bush say that the u. S. Should only accept syrians who are christians because of fears that the u. S. May unknowingly allow in muslim terrorists. President obama called it shameful and unamerican to impose that kind of religious test. The Bay Area Muslim Community is concerned about backlash as a result of the terror attacks. Worshipers told ktvu that their faith preaches peace, not violence. People are sitting down having an ordinary meal and you just blow them up. Its its heinous. Its barbaric. Some muslim groups say mosques around the u. S. Have been vandalized and parents are keeping their children home, fearing they will be bullied or attacked. New this morning, russia now offering a 50 million reward for information leading to the arrest of those responsible for downing that metro jet passenger plane over egypt. Thats after the Security Services announced today that a home made explosive device caused the plane to break up in midair, killing all 224 people on board. Our coverage of the recent terror attacks will continue. We will tell what you it means for security and travel. Good morning. Were looking at a commute here that is recovering finally from some pretty bad problems. I think more people are on highway 24 because of what is happening on 80. We will let you know more about that coming up. Well, already bouncing off the morning lows. It will be warmer today. We will talk about the rest of the week. And changes are brewing for next week. It sure looks like it. Women comback to mornings on welcome back to mornings on 2. A report today that the russian plane that exploded investigators from russia said it was brought down by a bomb. Travel security has become a major concern. Joining us live on the phone is brian jenkins. Good morning, brian. Are you with us . Yes, i am. Good morning. Thank you for joining us. We just reported that isis has been claiming responsibility for bringing down that russian plane. We know it was a home made bomb that was to blame. Does this represent an intensification, a different tactic for isis, one that certainly is troubling . Well, the group that originally claimed credit was a group that has pledged its allegiance to isis. We see this happening in different parts of the middle East North Africa where these groups which existed even before the existence of isis carry out attacks but then do so in the name of isis and isis then congratulations them. So its not as if theres a consul in syria where somebody is pulling the levers. But is this the first time that we have seen a plane brought down by a Group Supporting isis . Yes, it is. Yes, it is. There have been the only previous planes brought down since 9 11 by a bomb were two planes in russia that were brought down by terrorists. There have been a number of other attempts by alqaeda related groups to bring down aircraft. The shoe bomber in 2001. The underwear bomber in 2009. And so what does this tell you . Well, i mean, look every since 9 11 airports operate pretty close to orange, pretty close to the top. Security is tight anyway. But when the incidents occur, its an occasion to review the security. Given the other things happening in the world, the attacks in paris and other attacks around the world, in many cases security is being increased worldwide. And for us, especially for flights inbound to the United States from abroad. Yeah. Brian, ive been following you for many years. A quick question. How are these terror attacks affecting travel within the u. S. . That is difficult to say because, you know, were coming into the holiday season. Thanksgiving and christmas, when travel air travel begins to increase anyway. So it is we wont know for a while if theres been a Significant Impact on air travel. I suspect not. I think that there will be a few people that will be apprehensive about it. We appreciate you being here with us. Youre widely respected around the country and the world. Brian jenkins the director of security and transportation. Thank you for joining us on mornings on 2. Thank you. Have a good day. The time is 8 18. Lets head out to the roads. Theres no rain to blame for the commute mess that you have been facing. Yeah. A lot of slow traffic. We will start with the east shore freeway. It is very slow. The drive time might get your attention here. 78 minutes. Its more than an hour to drive between the bridge and the macarthur maze. Earlier there was an motorcycle accident where the icon is. The crash is gone but the traffic is slow. 580 was slow on the pass because of that truck fire. But after that, it does get better. 880 has been slow from 238 down to fremont. On the peninsula on northbound 101 up to san bruno, that whole line of traffic getting into the city has been slow. 280 has been slow. Out of daly city down to crystal springs. The peninsula doesnt get a lot of accident whether it comes to accidents but we have a lot of slow traffic there. That is backed up for a 25 to 30minute delay. Now here is 880 which is slow northbound as well from the coliseum heading up to downtown. Lets go to steve. Steve. Is that it, sal . I could go on longer. I know you could. Those are the major hits. I understand. Clear skies. A few high clouds to the north. Thats it. Its either cold, freezing or not too bad. There are 40s and 50s. We had a windy, windy, cold day yesterday. Today will be sunny and warmer. Still a breeze out there. Its not done yet. Nothing compared to yesterday. Thats for sure. 40s and 50s right now. There were a bunch of 30s. Although the breeze held up temps a bit. Truckee made it to 10. Now theyre at 18. And 25 in reno. Now they are 28 degrees. Just a moisture plume just relentless up in the pacific northwest. They are getting rain, rain, rain and snow. Some of the cloud cover spills over the ridge. We get a few clouds but most of those actually fall apart before they even reach us. If they do, they stay off shore. I have to show you, look at this low wrapping up coming into the texas oklahoma panhandle. This is a beast of a system. It goes from winnipeg all the way down to houston. Theres a lot of rain and severe weather. On the back side of that, it is snow. Interstate 70, i70 is closed from denver to kansas. You can see why. There are blizzard conditions there. Winds 60 Miles Per Hour. Had a couple reports of a foot to 18 inches of snow around the front range. A heck of a system. A few high clouds to the north. No big deal. Slightly warmer on the temps. Mid 60s. Everybody is close here. Napa. 65. Fairfield 65. Clear lake 65. Concord is in there. Livermore, antioch, also for alameda and san jose. Everybody is within a couple degrees of each other. It looks good even on the coast and in the city. If you like sunny, mild days this time of year, thats what we have through the end of the week. Dave is raising his hand. I like this weather too. Good sleeping weather. Yes. Thank you, steve. The time is 8 22. Another bay area city thinking about raising the smoking age. This time San Francisco. Pam cook joins us in the next half hour to tell us what is leading this conversation. Also two of silicon valleys Biggest Companies have joined forces. Sort of. What google and facebook are doing and what the deal means for you. 8 25. Take a look back at the opening bell from earlier this morning. Trading has been underway for two hours. The markets are all up so far this morning. Each of the major indexes gaining half a percent so far. Carl icon has reported the companies that he holds large stake in and one of the newer bays based here in the bay area. He is putting money into paypal holdings. He pushed for it to break up with ebay and spin off paypal. He no longer owns any stock in ebay. And now he owns more than 1. 6 billion worths of paypal stock. Wow. Oakland based pandora is buying artio. They will pay 75 million cash for technology and intellectual property. Some of the workers will be offered jobs with pandora. Pandora wont say exactly what it will do with the assets. The deal is not done until they have filed for bankruptcy and it is approved. Consolation brandsis adding another star to the lineup. They are buying the Craft Brewery ballist point of san diego. There are reports that constellation will pay 1 billion which was started in 1992. The big beer makers are buying into craft beers. The price of that deal is not being made public as of yet. Google has worked out a deal with facebook to search and display results from the social networks mobile app. The move is considered a win win for both companies. You now have another reason to use Google Search engine on your phone and you end up spending more time within facebook. And money too. Exactly. Here is the way it works. When you use Google Search on your android device, you should results that link you to content within facebook rather than a web page. The content includes public profiles, pages and posts. And theres a new app that lets you put your money where your tweets are. Its called one cash. Its supposed to be like a tip for people who tweet something that you like. It lets users send a dollar to any twitter user also signed up for the app. If the person you that want to send a dollar to is not signed up, you get your money back. The search function was found a little tricky. The king of tweeters is sal. The time is coming up on 8 28. Taxi cab drivers will hear from the city council. What theyre upset about and what a vote could mean to the future of the taxi drivers futures. Thank you, gasia. The traffic is slow on 80 and 580. We will tell you all about it coming up. I have seen nice tweets this morning. Although it is cold out there. Temperatures warming up. We will show you how much. Come on in pop pop. Happy birthday. I just had a heart attack. And now i have a choice. For her. For them. And him. A choice to take brilinta. A prescription for people whove been hospitalized for a heart attack. I take brilinta with a baby aspirin. No more than 100 mg. As it affects how well it works. Its such an important thing to do to help protect against another heart attack. Brilinta worked better than plavix. And even reduced the chances of dying from another one. Dont stop taking brilinta without talking to doctor. Since stopping it too soon increases your risk of clots in your stent, heart attack, stroke, and even death. Brilinta may cause bruising or bleeding more easily or serious, sometimes fatal bleeding. Dont take brilinta if you have bleeding, like stomach ulcers. A history of bleeding in the brain, or severe liver problems. Tell your doctor about bleeding, new or unexpected shortness of breath, any planned surgery and all medicines you take. I will take brilinta today. Tomorrow. And every day for as long as my doctor tells me. Dont miss a day of brilinta. Welcome back to mornings on 2. Lets check the weather for you. Steve paulson has been busy just like sal. Yes. Im not ready. Im not ready. Im not supposed to tell them that. Ill tell them. Okay. Im trying to post something on facebook. Youve been busy on that too. Yes. We are on a nice pattern here. It looks like the rest of the week will be warmer. Lots of sunshines. Temperatures, 30s, 40s and 50s this morning. The breeze which was howling yesterday, not as bad as today. Theres a little breeze in there. Visibility is good. And i dont have any show loaded up, do i . This is your 5 day. Theres a 5day. Why not. You saw a pretty picture. Sunny and breezy. Cold in the morning. Sunny and warmer during the day. Now the man who has more to talk about than i do today, here is sal. We were talking about twitter and facebook and social media. People sometimes get angry when bart has a meltdown, when we have 580 things. They get angry. I hear it all the time. Its what happens. Lets go ahead and take a look at the bay bridge toll plaza. We have a little bit of commute to do here. Its getting a little better on the bay bridge approach. Its still about a 25 to 30 minute delay but things are improving. An earlier motorcycle accident messed things up. 580 over the pass is still slow. 880 is very slow from 238 all the way down to milpitas. And northbound 101 is slow from san san mateo. Here is a look at 280 in san jose. Southbound is slow as you can see. Now lets go back to the desk. New this morning, thousands of Sonoma County government workers will be on picket lines today. San francisco supervisor kim is hoping to get more answers about removing muni wires for super bowl 50. The Host Committee wants clear overhead wires alongside the plaza. They want those wires removed. That could disrupt some bus lines and rail line. Many people are complaining about the plan, even starting an online petition against it. Supervisor kim tells the paper he doesnt have a lot of information about the proposal but plans to call for a hearing on the issue today. The time is 8 34. San Francisco Police and prosecutors are now investigating that videotaped beating of a man last thursday in a San Francisco alley by two Alameda County sheriffs deputies much the video shows the deputies beating a man repeatedly with their batons. 28yearold pet roff is at the hospital recovering from lacerations on his head, face and other parts of his body. Last thursday about 1 30 in the morning the deputies approached him. He was sitting in a stolen car in a Motel Parking Lot in san leandro. The Sheriffs Department says that he rammed one of the deputys patrol car. Knocking a deputy to the ground during the process. Then it led to a highspeed 38 minute chase down the freeways of san leandro and the freeways of oakland, into city of oakland and into the streets of San Francisco. Theres no way to justify the beating that took place at the hands of police. Theres no way. Brandon woods who is representing the man wants an independent investigation of this beating. The two deputies have been put on paid administrative leave while the Sheriffs Department conducts an internal investigation. Hundreds of people blocked interstate 94 last night. The man was identified as 24 yearold jamar clark. He was a suspect in an assault. Some witnesses say that clark was handcuffed when he was shot but police say that was not the case. Clark remains on life support this morning. The mayor has requested a civil rights investigation. Counter terrorism experts say the paris attackers may have used encrypted cell phone apps to plan the attacks. President obama said the u. S. Had no intelligence ahead of the par i can attacks that would have given a clue an attack was imminent. That may suggest that the terrorists were using self destructing apps or other kinds of communication, perhaps private messaging in video games. Its possible to have applications to communicate with applications that no Government Agency can get into. That certainly is a possible thing to do. Whether or not that actually happened in this case i think the answer is nobody knows. The paris attacks are just reigniting the debate about whether Law Enforcement should have back door access to encrypted or private messages. It was a bittersweet ceremony last night for one of the three sacramento men who stopped an attack on a train earlier this year. Sadler and his parents were awarded to the keys of the city but they turned the focus to the lives lost in paris on friday. It saddens me that it happened so soon after what we did over the summer. I know people of france will stay strong and they will get through it. Our thoughts and prayers are with them. They are credited with taking down a gunman on a paris bound train in august. They believe that the mastermind behind the latest massacre in paris was linked to the plan to attack that train. Sadler is forever tied to paris and still gets updates from his friends there. French officials are seeking a second fugitive directly involved in the attacks in paris. President obama is at odds with the Republican Controlled Congress and many governors over Syrian Refugees. 23 states oppose accepting refugees. Now that is up to 27 states. The states are highlighted in gray on this map. Now, the United Nations says some 4 million syrians have fled the country since the civil war broke out in march of 2011. But it is under even more jute knee now since one of the attackers in paris may have slipped into europe through the flood of migrants. Governor jerry brown said, quote, i intend to work closely with the president so that he can both uphold americas traditional role as a place of asylum but also ensure anyone seeking refuge in america is fully vetted in a sophisticated and reliable way. Vice President Joe Biden addressed the issue at a tech conference yesterday in los angeles. The only way that militants can win is if americans close the borders and allow terrorists to dictate their lives. Nothing isis can do can threaten to bring down a government, can threaten to fundamentally alter the way we live. It can be what it is, acts of terror to try to get us to do that voluntarily. Senator Dianne Feinstein agrees with both the Vice President and the governor. She says california should not be one of those states that turns its back on refugees. The time is 8 39. President obama is in the philippines this morning where the u. S. Is helping to beef up maritime security. The president is in manla for the summit of the cooperation group. The president announced the transfer of two ships to the philippine navy. Its an effort to help the philippines in their territory battle dispute with china over islands in the south chinaly. Its part of our larger plan to increase Maritime Assistance to our allies and our partners across the region. Now, china says that island dispute is an asian problem that outsiders like the United States have no business meddling in. The time is 8 40. A big earthquake hit off the coast of greece today, killing at least one person and damaging several buildings. The epicenter of this magnitude 6. 5 quake was just off of the island of lacanana. Sources close to the investigation of last weeks tour bus crash in San Franciscos union square are telling ktvu that bad brakes are to blame. Also new Surveillance Video showing the bus speeding down post street and look where that circle is. It hit a cyclist. It hit pedestrians and several cars before smashing into a pedestrian walkway. Now city leaders are talking about changing the state law to allow tougher controls on tour buses. I have huge concerns about these large heavy vehicles moving through the most congested neighborhoods. Now the California Public Utilities Commission says the bus in fridays crash does not appear to match the vehicles that the cpuc has on its file and the company city sightseeing did not notify the commission that the bus was added to the operations which is require. City sightseeing says that the bus has been inspected and registered with the dmv. How old should you be to buy cigarettes . That question is being asked all over the country. Pam cook is back in the studio to talk about how its going to take center stage in San Francisco today. The board of supervisors in San Francisco will hear arguments for raising the minimum age to 91 to 21. Smokers be like i only smoke at parties. This is a library. I know. Big tobacco be like. [music] the Tobacco Industry has a lot of money and plans to use it to fight tough restrictions on cigarette sales. San francisco supervisor scott weiner wants the age raised from 18 to 21. By making it harder to get their hands on cigarettes mean that fewer will take up the habit. Santa clara county is also one of about 80 places around the country that have raised the age to buy cigarettes to 21. The whole state of hawaii increased the buying age there for tobacco to 21. But a similar try in california has stalled at legislator. Many argue if an 18yearold can join the military, an 18 yearold should be able to smoke. Tobacco use is responsible for one in five deaths in the United States. And because cigarette smoking and tobacco use, theyre something that you choose to do in the first place, smoking is considered the most preventible cause of death in our society. Yeah. Its why the debate is a big one and emotional one. And also an expensive one. Yes. A lot of money is involved. Yes. And you know that will be in the legal system for a while. Yes. The time is 8 48. Now lets go to steve. Thank you, sal. Clear skies out there. It looks nice. A cold start but not bad in the afternoon. The coldest day of the week on the high side was yesterday. The wind was a huge factor in that. Not as windy today. Near normal on the temps. All right. Lets get to one of our twitter questions here. Benny walter, what color is your tie. Thanks for the weather update. Its dark brown, light brown, tan, orange and white. You got them all. Most of the colors of the rainbow except red. 30s, 40s, 50s. Now its 40s and 50s.
