Taking a look behind us, you cant tell, it looks grey. Wet in some sports. We will talk about weather in a minute. We have to talk about the commute. Sal, it is still rough . Yes, a bus bridge will likely remain in place for the rest of the week. Dozens of train cars were knocked out of service last week and a section of traffic had to be shut down. Ktvu fox 2s alex savidge with new information on barts effort to get things back up and running. Reporter good morning to you guys. The good news is, in terms of the updates from bart, they feel like they are getting close to pinpointing whatever the problem is on this section of track in the east bay. They have been running test trains this morning to try to pinpoint where these power surges are happening that have damaged dozens of cars and taken them out of service. As a matter of fact, those test trains are carrying a few passengers. This is a train headed to sfo this morning. This is not one of those test trains that you are looking at here. But they are running test trains, carrying passengers. But still the situation this morning is that you have a majority of riders who are using those bus bridges to get where they need to go this morning. That was the scene here to get between pittsburg, bay point, and North Concord. So bart is not running a full schedule of trains along this section of track as engineers try to pinpoint the electrical problem that damaged at least 50 cars in the past week. Maintenance crews spent the weekend repairing dozens of cars. As a matter of fact, 36 more train cars were put into Service Today compared with last friday. That is easing the overcrowding on the whole system just a bit. Of course, the situation is not ideal for bart officials or for riders. We are still down in our car count, but seeing this positive trend for the better a good news. As long as we dont have significant incidents that takes out other cars, this is a good shape towards easing crowding this is a good sign towards easing crowding. Reporter bart brought in some outside experts, they said, this past weekend to try to figure out exactly whats causing these electrical surges along this section of track, and they say they are doing everything in their power to figure out what this problem is. But they still acknowledge, bart officials do, that it could take several months really to fix this problem permanently and get those damaged cars back in service. So again they are running these test trains, but the bus bridges will remain in place we understand for maybe the next week or so. Thats what bart officials want riders to plan for. Le a these passengers on test trains, are people volunteering to go on the trains . Are they being randomly selected in who gets to ride the test trains . Reporter if people want to, they just need to listen to the station agents. If people want to get on them, the acts who are helping folks out will just let them know to hop on one of those trains. Bart points out there is no safety risk at all. Alex, the situation has been going on for a number of days now. Have you been able to gauge whether or not people are a little bit crankier now than they were when the problem started . Is this wearing down on people . I didnt run into too many you know, people seem to be taking it in stride, i would say, all morning long. I didnt get too many running up that were overly angry, over frustrated about whats taking place. A lot of people say it took me an extra 20 minutes, 30 minutes this morning. But the bus bridge worked out okay for them. They got on their train and got off to work. The frustration level may build somewhat, but i think people understand bart is doing what it can. Thanks, alex. Its been an ordeal not only on the trains, but the ongoing problems have spilled over to the highways this morning. A lot of people opted to get into their cars either to get to the North Concord bart station or some people just said, heck, i am going to stay in the car the whole way. Here we are right now with a live picture along highway 4. So things have obviously cleared up. This is chip driving through. The traffic is actually going to be moving along a lot better, but you have to wait until this time. So i suggest is that . Thats cars by gary newman. I suggest waiting around watching the entire mornings on 2 the 9 and then going to work. There you go. I thought that was chips radio blasting for a second. As more and more selfdriving cars become the norm, some say Traffic Signals will be a thing of the past. Researchers at mit envision a Digital Traffic controller. One that allows cars to flow through intersections seamlessly instead of backing up at signals. The network would tell a car when there is a slot available to move forward. San Francisco May be tested for new technology designed to reduce traffic jams. Sidewalk labs is developing a Technology Platform that will help cities analyze traffic data in real time. The platform called flow will use traffic Data Collected lieu google through google maps. Its how to reduce crowding on roadways and increase transit accessibility. San francisco is competing to develop a smart city of the future. The others are austin, denver, pittsburg, columbus, kansas city, and portland. All right. 9 07. Lets check weather. Behind us its super grey, but according to you, steve, things are going to clear up a little bit towards the end of week . End the week. Traffic lights dont make sense. I am all in favor of that, guys. We do have a break at the end of the week. Gasia has been listening all morning long. Yes, by friday and saturday lots of sunshine. Today rain coming in already and there is some decent amounts yesterday. Now, mainly from the Higher Elevations and the north bay. I mean, forest knolls, west moran threequarters. Occidental, Russian River an inch of rain. Middletown had an inch of rain. Oakmont near highway 12 near kenwood twothirds. Mount diablo a halfinch of rain. There wasnt a lot besides that. Mount view, fremont, concord, san jose, redwood city, San Francisco. 10inch or less. Bone lohman. 91. Santa rosa threequarters. Kent peeled, knappa halfinch to a third of an inch. Rain is on the way. Its close here. We made it through most of the morning commute without it except up north. Also into lake county as well. Rain will move in later. Not a lot, but a little more than what we had San Francisco south on this next one. I think. 15 to a third of an inch. Another halfinch to maybe an inch would not surprise me marin county. After tuesday we are done because the High Pressure is going to build in right there. Systems getting very close. Most of this taking aim at the north. Possibility of some thundershowers. Look at that near fort bragg. Lightning detection picking up there. We are in the mcfor that. I would think mendocino county, lake county more so. Starting to inch north or southward, i should say, santa rosa, roanoke park, yountville, glen ellen on its way. A little line straight off of point reyes. That bears watching for possible shower activity. Rain will pick up later this afternoon right there. Thats all swinging in. So thats also going to keep us on the cooler side today, guys. By friday, saturday, maybe some 70s. With the recent storms some people are questioning whether we need to cut back on our water usage. Last year the governor cut water use by 25 because of the drought. State water officials will look at the snowpack and decide if its time to relax or drop restrictions. Until then the utility district says people should keep saving water. One year of average rain may not be enough to repair for years of drought. Because we dont know how long droughts will be, we have to keep these practices alive. While mean reservoirs in Northern California are full, others in central and Southern California remain low. In fact, data out last week shows that 74 of the state remains under a severe drought. Ktvu is your source for complete el nino coverage. Coming up on mornings on 2 the 9, we are taking a look at the bay area roads and transit systems up and running and we are asking you how much you would pay for gas to improve our commute. Up next, that answer. The Gillette Mach 3 turbo still feels better after 10 shaves than a disposable on its first. Mach 3 blades have twice the coatings. For a closer shave with zero redness. Get an incredible experience shave after shave after shave. Gillette. The best a man can get. Welcome back to mornings on 2 the 9. We have seen this morning with bart even with regular maintenance, road and transit systems deteriorate with time. What it will take to get out of this hole. Reporter looking at back, the metropolitan Transportation Commission says we have already racked up 20 billion in backlogged deferred maintenance. That just to bring the systems up to a good state of repair without spending a penny for anything new. Of that 20 billion, about 15 billion of that is accounted for by bart, muni, ac transit, and caltrain. Reporter after that, another 28 billion for local, county, and state roads. Again without any new construction. So at the Farmers Market we asked, how much more people would be willing to pay to get the roads back in the condition that has made them the envy of the world. We are paying so much on summer blend gas and i do a lot of driving. No. I definitely would pay more. I mean, 10 cents a gallon. Reporter what if i said a dime . Done. Reporter 25 cents . I would want to see the money added to the gasoline cost would actually go to fix the roads. Whatever that is. Reporter back in the 1960s, the gas tax was seven cents a gallon. The state paid cash for our roads. Now paying interest on road bonds. Gas taxes eaten away by inflation has not been raise inside 20 years. Back to 100 on roads only, the price per gallon would be 53 cents more a gallon. With the gas prices the way they are today, i would be willing to pay another 50 cents a gallon. Like 50, 60 cents more to the gallon. Reporter otherwise, the wear and tier will increase the shortfall on roads and transit. We are short about 48 billion of just bringing the system up to a state of good repair. So thats a total of 48 billion just to bring us back to up to where we should be. People said that they would be willing to pay more, but like that one guy said, are you sure that money is going to go to fix the roads . Every penny . Thats a concern, that the legislature, which has ultimate power, will take that money and use it for something else. Most people do not trust the government enough to give them that kind of authority. Would that spend that much money . I doubt people want to spend 50 cents a gallon. But i think people would be willing to spend more if they thought for sure they would see real improvements. We are we are not just talking about the big highways and freeways. Also the street in front of your house. We are talking about a system which is largely 40, 50, 60 years old. After it gets that old you have to put more money into it to maintain it. Or what do you do . Tear it down and do Something Big like the bay bridge. Think of it like you have a 10yearold car and the transmission breaks, okay . You take it in there and 3,000 later you drive out in that same old car. It works, but you dont see anything for your money. A lot of people feel that way. They dont see anything for their money, or just paving these roads. Whats that going to do to improve capacity . Nothing. It just keeps the roads run. What is your sense of the general frustration of this topic . Tell me about what you are hearing on the streets compared to when we were richer, we werent concerned with paying our mortgage . One of the things you hear a lot is when you go to another state people come back and say i was just in arizona or i was just in florida. God, their roads are in great shape. Wow, this is just amazing and they look at california and say, well, you know, we are just we got a problem. The problem is we havent been putting enough money into it. Remember 20 years since the gas tax was raised. In the last two years, we have cut the gas tax. That money that we have collected, which is still billions of dollars, take 20 years of inflation. So it goes, you know, almost double. So the point of all of this is, this is a very difficult thing. And remember were just talking about transportation infrastructure. We are not talking about the hospitals. We are not talking about the utilities. We are not talking about the schools. We are not talking about things like the levies out there in the delta and many other places. The one thing we are completely ignore is the fact called rising sea level. Do orielled the infrastructure thats going to take . We are looking at it. Here is the whole point. At oakland and sfo they have done work on the seawalls to account for sea level rise. Is this being done up and down the bay . Absolutely not. That is the point. We have to think in terms of what do i get for my money . Better infrastructure, and the other thing is employment the likes of which we havent seen in many, many decades. People say i dont want to reach in my pocket for that. I tell you what. Like the old mechanic. Pay me now, pay me later, but youre gonna may me. Thank you. 9 25. On mornings on 2 the 9, airbnb is expanding into cuba. Details on the new deal and the major hotels that are planning to build in that communist country. Donald trump is kicking off an effort to bring the Republican Party together. Some people do have to have the latest device. Right. Because they have to see if the apps work or if they want to try the new feature. I agree with you on that. Every other year i get something new. I have a 5 and i am going to use it until it dies in my hand. A lot of people. David says i have a 5. No intention to trade up until it goes out. Latest and greatest. Not a fan of phablet tablet. Been using samsung 5. Its a workhorse. Why do i want to upgrade . Five years . Thats a hundred years old in phone terms. I have my directors iphone 6s plus. Scott mccreery, now that we now how often people upgrade, the question backs what they upgrade to. Today is the newest options when it comes to iphones. Apple is making announcement at the headquarters in cupertino. Janine de la vega is live there right now. Janine. Reporter mike, this is it. Its going to get underway in the next 30 minutes. A lot of the tech reporters and analysts are already inside the building. They are waiting for ceo tim took to take the stage. Now, nothing revolutionary is going to be unveiled today, but analysts tell us there will be new products. They are smaller. It will be smaller with a 9. 7inch screen. Engineers have designed it with a speed your processor and new upgrades. Analysts say apple is trying to appeal to the consumer who hasnt upgraded in a while, especially whether it comes to the new phone. Concon census is smaller iphones to upgrade to newer technologies like apple pay. Rumor is 450. Reporter there is talk that new apple watch straps will be unveiled. Now, while that may not sound too exciting for apple the strategy is to appeal to the consumer who sees the watch as a piece of jewelry rather than just technology. Now, many who will be inside watching are wondering if cook will address the current can court battle between apple and the fbi. Tomorrow both sides will meet before a judge in riverside to argue whether apple should build new software to hack into the iphone of one of the Santa Barbara shooters. Now, if he does, it is expected to be very brief because, of course, the focus this morning is going to be on the new products. Mike. Gasia. Janine, thank you very much. Janine reporting live from the south bay. As trump rallies continue to draw instigators and violent clashes this apparent trump supporter pummeled a protester. For trump the larger issue is uniting people who should be on the same side. The republicans. And today inned shadow of the u. S. Capitol he is expected to make an attempt, meeting with an undisclosed list of insiders. We have to bring our Party Together. If we bring our Party Together we will win. We will win by numbers that you have never seen before. Reporter speaking at a lincoln day dinner in florida, trump talked about the importance of uniting party even as he faces continued opposition from ted cruz, john kasich and some republicans who have talked about rallying behind a thirdparty candidate. The chairman thinks that would throw the election to democrats, sure it would. Of course, it would. But i also think its far too late. Reporter one trump tactic involved the u. S. Supreme court and republican skepticism that he would appoint conservative justis as president. He is prepared to make some promises. I am going to give a list of either five or ten judges that i will pick 100 pick, that i will put in for nomination. A number of Senate Republicans plan to meet with president Obamas Supreme Court nominee after Senate Majority leader Mitch Mcconnell said there would be no meetings or confirmation hearings on judge merit garlands nomination. Six republicans say they will meet with garland, but mcdonnell is Standing Firm and says that the Supreme Court should stay vacant until after the president ial election. American people need to weigh in and decide whose gonna make this decision. Not in lame duck president on the way out the door, but the next president next year. The white house is denying reports that president obama might nominate someone more liberal if a democrat wins the president ial election in november. We will stand by him from now until he is confirmed and sitting on the Supreme Court. So the end of president s term . That is correct. The Senate Republicans agreed to meet with judge garland in two weeks when the Senate Returns from the easter recess. It is the first time a sitting president has made a trip like this in almost a century. Barack obama is in cuba. He has packed schedule ahead of him today. Ktvu 401 k allie rasmus joins us. President obama and cuban president raul castro are meeting in what the white house is calling a restricted bilateral meeting. That meeting happened out of view of the cameras and the public eye. But earlier this morning president obama had a number of very public photo ops with his cuban counterpart included thats the wrong video there. We have video of the two shaking hands. Now, there is the video were talking about. What will the two leaders discuss while they meet privately . President obama hasnt made any comments about his visit yet this morning. But he did speak in broad terms in coming to cuba. He said one of them is to, quote, forge new agreements and commercial deals. We have heard this morning about starwood and Marriott Hotels getting permission to open some of the hotels in cuba in the postrevolutionary period. Later he will be meeting with entreprenures and Business Leaders and also talking to president castro about Human Rights Concerns in the island nation and the rights of preliminary activists who speak out in opposition to the castro government. He is expected to meet with a group of critics of the castro government. They face arrests and prison terms for speaking out against the government and communism in cuba. Now, president obama moved to normalize diplomatic relations between the two countries in december 2014 and the next step is opening embassies in havana and also in washington, d. C. But he did that using executive action. So there is still this question of what happens when the next president is elected . This is the outstanding question of what happens with the trade embargo with cuba. That still stands. Because of a lot of these questions that are still unanswered, there is criticism for the trip . Yes. Its controversial. The president is getting president obama is getting criticism from feedback from members of congress and members of the Cuban American Community in the u. S. Who feel that any move to meet with president raul castro or anyone with the castro family, anyone from that government is a slap in the face to the people who maybe their parents and grandparents who survived injustices of the cuban revolution. I have to imagine the next president is going to have a hard time rolling Something Like that back. Now that you have given hotels and travel, its going to be hard to come in and unring that bell. They might Say Something, but they wouldnt completely roll it back, right . Thats certainly possible. I think thats part of the reason why they are bringing Companies Like arab b b and google, Starwood Hotels into the area to get them accustomed to the idea of this is the new normal for our relationship, commercial relationship with cuba. 1928, Calvin Coolidge last president. Thats right. I remember it well. Just kidding [ laughter ] you are not that old. Thank you. Airbnb talking about traveling to cuba. They announced travelers can use airbnb to book stays in cuba. Today the board of supervisors is considering a proposal fro test teachers being evicted in certain circumstances, correct . Reporter thats right. Circumstances that are basically beyond their control. This would apply to both teachers in the Public Schools as well as the private schools. We all know how expensive it is to live in San Francisco, and sometimes these evictions happen and the supervisors are feeling that this is disruptive to children. They are considering this proposal that would make it illegal to evict teachers. The ordinance says that the law would apply to those force you had at of their homes for reasons beyond their control. It would amend the code to prevent educators from things that are no fault evictions, owner movements, condo conversions, removal of rental units, capital improvements, or substantial rehabilitations. How do you choose who you its usually the person pointing at the person. See . Pick my friend. Then its you. Oh, okay. How do you come up with something to say on the spot . We all kind of you know, not to get too deep, but depock chopra said we are all the same. Different beings. We have such commonality. Its never been embarrassing. Being a comic, what i wanted to ask earlier, being a comic, does it help your acting . Because you are you impromptu. You can comum with things. Do you ever use that to come one a line wasnt there, Something Like that . Yeah, i think it has less to do with making up lines onset. In comedy it helps. More about being in the moment and listening to people and just going in the moment acting. We all love that. We are like, how did they do that . Once you learn everything you are supposed to learn about acting, then you throw it away and sit with a person. We think of it less as a scene or, you know, that were filming something and more of a conversation. Just like what you do here all day, except its scripted. You base your success on how loud the audience is with you . If i had fun and they looked like they had fun, then i am pretty secure it went well. It doesnt have to do with the applause meter because people can fake that. I dont make it. Do your parents see your shows . They do. They are huge supporters. My dad is flying in from arizona. My mom is in livermore. I will meet you at the doughnut wheel in livermore on first street. Oh, my goodness, the show is april 9th in San Francisco. We see those magazines working that photoshop we know that stuff aint real come on now make it up, if you got beauty, beauty, just raise them up its music from the dozen to the top. St. Marys is powering through the nit. The gaels got off to an early lead against georgia. The bulldogs did, however, put together a push during the second half. The gaels came back with 11 points. St. Marys on top 7765. That puts the gaels that the quart finals tomorrow. The stanford women tonight. The winner of that game faces notre dame or hopefully, they win that they go to Madison Square garden. The warriors hope to bounce back from their seventh loss of the season as they face the twolves in minnesota. Golden gate head coach steve kerr says he knew the warriors were not at full strength in san antonio and that was asking for trouble and in a venue where the warriors have not won since 1997. Bogut was out because of a foot injury. That hurt the warriors on defense in the paint. Kerr has faith that the team will move past this as they have from earlier losses. It seems like every time we have lost one, we have won ten in a row. And thats testament to our guys competitiveness. You saw it tonight. You saw how hard they fought. Despite that loss, the warriors are on pace to beat the regular season record set by the 1996 chicago bulls. Record for most wins in a season. The bulls at this point were one game behind where the warriors are now when they were 69 games into that recordsetting season. And wasnt the end of the back to back. They didnt have good in dallas even when they were down. Yeah, good teams coming into town. They go to san antonio one more time as well. That will be good. Take a look at this vending machine. The owner of a butcher shop in paris set autopsy meat vending machine up a meat vending machine in front of their store. It has cold cuts, steaks, patties. They are going to be more expensive than inside the store. The area is accessibility. You can get it even when the store is closed. I dont know about that. I do not like it. Sal . I would take some pat aright now. The boss made a young pan fans dream come true. Fourth grader xabi and his father scott went to the sold out Bruce Springsteen concert in l. A. Recently and the boy held up a sign during that show asking springsteen to sign his tardy note and he did. He said, dear miss jackson, xabi has been out very late rocking and rolling. Please excuse him if he is a tardy. Nice. Always looking out for his fans. Save it. Steve paulson said if a teacher were smart, she would make the kid right an essay on what it was like and the set list and all that. Make it a learning experience. That ruins it.
