Tough news week. We are obviously going to be talking a lot about what happened last night and all the events that happened this week leading up to it. I dont know about you, gasia, but i was up watching the news. I couldnt turn away because it was unfolding before our eyes. We will get into it with the latest developments from dallas. This morning we are learning more about the sniper who ambushed Dallas Police officers. The latest development in this mornings top story. Authorities have identified the shooter as 25yearold micah xavier johnson. He was from mesquite, texas. The Dallas Morning News reports he had no criminal record. Investigators say he was bent last night on killing Police Officers. And police are trying to figure out how many people are involved in this carefully planned attack. We want to bring in ktvus alex savidge who has been following this story all morning. Alex. Good morning to you size. That is the situation here. Its still a fluid investigation. Police still trying to figure out exactly how many people may have been involved in what authorities describe as a carefully planned attack. But we do know this morning that one gunman who was involved has been killed. He was killed during that overnight standoff here. This morning he has been identified as micah johnson. According to reports, johnson was an army veteran. Now, following the ambushstyle attack on the officers, he was cornered by police. They negotiated with him inside a parking garage for several hours overnight. The gunman eventually was killed when a Police Bomb Squad robot detonated an explosive device near him. This is one of the first time this tactic has been used. Now, before he was killed johnson told a Police Negotiator he was upset about recent Police Shootings around the country and wanted to kill white people, and in particular white Police Officers. This morning the police chief in dallas made a plea for unity. We dont feel much support most days. Lets not make today most days. Please, we need your support to be able to protect you from men like these who carried out this tragic, tragic event. And the gunman who was killed overnight told police he acted alone. It was not affiliated with any other groups. There may be as many as three other people in custody in connection with this attack. Its unclear what their roles were. Along with the five Police Officers killed, seven officers were wounded in last nights shooting. Several of those officers remain hospitalized. There were also two civilians hit by gunfire and wounded. And with five Dallas Police officers dead this morning, the city of dallas is in mourning after what appears to have been the deadliest day for u. S. Law enforcement since the attacks of 911. Alex, i have a quick question. Have police said anything about any other suspects . We are learning about this one man who they have identified. Right. Is there anyone else . Because earlier we had heard that there were three or four, maybe even a woman involved. You know, those were the reports, and the way that the police chief in dallas has worded it, he referred to this attack being carried out by snipers, plural. It would appear police think, based on the way the attack played out, that there were several different shooters. But the police chief would not confirm that other people are in custody and is not offering any information on anyone else who may be in custody. He will only speak about the one gunman who was killed during that standoff and then the police chief says that obviously this is an Ongoing Investigation to try to identify anyone else involved, track them down, and bring them into custody. All right. Alex savidge live there in the newsroom. Thank you for that report. A protest organizers in dallas says he is getting Death Threats after he was mistaken for one of the snipers in last nights police shooting. The Dallas Police department tweeted in image identifying him as a possible suspect. Corey hughes says his life was put in danger after he was wrongly accused of being a cop killer and his photo was put out on social media. His brother explains that hughes was legally carrying a gun. They went to police when they heard gunfire. So when they started firing, i went to the cop. I approached them and i told my brother, i said, give your gun to this cop because we dont want them to come around the corner and see you with a gun and start shooting at you. We received a phone call that my face was on there as a suspect, and immediately i flagged down a police officer. Even though the truth has come out, hughes and his brother say they dont feel vindicated. The protest in dallas was in reaction to two African American men killed this week by police in louisiana and minnesota. 32yearold Philando Castile was shot and killed by police just outside st. Paul, minnesota on wednesday. His girlfriend who was in the car with him says he was shot as he was reaching for his drivers license. And on tuesday a 37yearold alton sterling was shot and killed by police in baton rouge, louisiana. He was tackled by two Police Officers outside a convenience store. Police say a call came in reporting a man selling cds outside that store who was threatening people with a gun. The recent Police Shootings in louisiana and minnesota are once again raising emotions and bringing to the surface a variety of issues. One of those is affecting parents, specifically parents of africanamerican children. How do you talk to your children about what they are seeing o there in the media . And are some parents forced to teach their children Different Things . Alex walton, a Community School manager at a local elementary school, a mother of three boys, will talk to you about that role as a mom of three. Its called the talk in so many black and brown families. Tell us what the talk is for you. First of all, thank you for having me. The talk is about your children coming home alive. I remember my husband and i watching oscar grant murdered. My boys were seven. And we were like, wow, you know. I cant believe this. And then Trayvon Martin was murdered when they were 10. And our boys were very aware of it and kept asking us why, and we said we need to talk to them about this because even though they are 10, they are being seen as much older than they are. And so we told them we need to talk to you about how to interact with Police Officers. We have always told you to go to them when you are lost or when you need help. This is a different talk. This is about you coming home alive because due to the way you look and how you were born in this world, youre seen differently. Youre seen as aggressive. You are seen as someone who cant talk. You are not seen as educated. What is the reception to those words . Did you sense anger in them and confusion a little bit . They were definitely confused. One of my twins said, mom, you always told us to respect police and listen and they will help us. I said i am not telling you thats not the case. I am telling you that things have changed. What kind of things would you tell them . I imagine that you would tell them not to reach into your pockets when you are talking to the police or make any sudden moves. Do you tell them things like that . Exactly. We tell them yes, maam, no, maam, yes, sir, no, sir. Even inside me i feel they shouldnt have to do that. I tell them no sudden moves. If they ask your name, say my name is. Ask can i call my parents. No sooner did we have this talk one of my twins was stopped walking to go play basketball at 12 years old. And out of his group of friends he was the one that had the talk already. They asked his name, where he was going, what he was doing. He asked if he needed to call his parents and they said, no, you can go on your way. There is some criticism, some parents say i choose not to have the talk with my family because i dont want to tell them to submit to unfairness if it comes from a position of authority. How is you address that concern how did you address that concern . My husband and i, we were like this is the coming home alive talk. While this may not feel fair, and its not, this is what i need you to do because all i want for you is to come home to us every day. So we have protocol. If they catch bart, public transportation, they have to text me when they get there. They have to let me know where they are. You may be right, but you may be dead. So lets just do this. It seems kind of like i shouldnt have to be doing it. Lets do it anyway and we will have a discussion about it later . Right. We heard the Dallas Police chief say we do not feel support most days out there on the streets. For your sons, do they come home, do they feel like they have support out there on the streets from the officers that they engage with . Yeah. Unfortunately, they dont. When my sons were standing at our door both mornings when these things happened. One one of my sons said, i am not surprised. They see us like this anyway. Its disheartening because i want them to turn to an Authority Figure or an officer if i have an eightyearold. What do i tell them . If you lose mommy, go find a police officer. There is also this fear of they dont see you as a lost eight yearold. So they dont feel that they have the support that they need. Does this change . I mean, down the road when your sons become fathers to children, what kind of world are we living in . There is so much, i feel, rage in the country over the last couple of years in regards to the relationship between Police Officers and young black men. Where do you see this going in the decades to come . Its frightening, honestly. My husband grew up during rodney king riots. He says i feel like this is then. 25 years later . Exactly. I am fearful. I want to hope in my deepest heart of hearts that this will change, but the number of young men and women who have been taken from us is just astounding. And its unfortunate. I definitely dont have an answer. I am frightened. I hope those in power can really see. Our people in the community and on the forefront are really trying to make change, but its going to take lawmakers and people above us to at least say this is enough. Loss of life is loss of life. Prayers and condolences to the families of those who lost loved ones. The department of justice, including the fbi, atf, the u. S. Marshals service and the u. S. Attorneys office on the scene is working closely with our state and local countert parts and we intend to provide any assistance we can to investigate this attack and help heal a community that has been severely shaken and deeply scarred by an unfathomable tragedy. There is an unfolding situation. We will be providing Additional Information when it is available and appropriate. More so, this has been a week of profound grief and heartbreaking loss. The peaceful protests that was planned in dallas last night was organized in response to the tragic deaths of alton sterling in louisiana and Philando Castile in minnesota. And weve opened a civil rights investigation into louisiana and were providing assistance to local authorities in minnesota who are leading the investigation there. And today we are feeling the devastating loss of dallas area Rapid Transit officer Brent Thompson and four other fallen officers whose names remain unreleased as we await notification to all of the families. Now, after the events of this week americans across our country are feeling a sense of helplessness, of uncertainty, and of fear. These feelings are understandable and they are justified, but the answer must not be violence. The answer is never violence. Rather, the answer, our answer, all our answer must be action. Calm, peaceful, collaborative and determined action. We must continue working to build trust between communities and Law Enforcement. We must continue working to guarantee every person in this country equal justice under the law. And we must take a hard look at the ease with which wrong doughers can get their hands on Deadly Weapons and the frequency with which they use them, and we must reflect on the kind of country we want to build and the kind of society that we are choosing to pass on to our children. Above all, we must reject the easy impulses of bitterness and rancor and address the difficult work, but the important work, the vital work of finding a path forward together. Above everything, we must remind ourselves that were all americans and that as americans we share not just a common land, but a common life. Not just common goals, but a common heart and soul. And those weve lost this week have come from different backgrounds, different neighborhoods. But today they are mourned by officers, by residents, by family and friends, by men and women and children who loved them, who needed them and who will miss them always. They are mourned by all of us. To the families of all who have lost their lives in this series of tragedies, we share your pain and your loss. To our brothers and sisters who wear the badge, i want you to know that i am deeply grateful for the difficult and dangerous work that you do every day to keep our streets safe and our nation secure. Our hearts are broken by this loss. And the department of justice will do all that we can to support you in the days ahead. And to those who seek to improve our country through peaceful protests and protected speech, i want you to know that your voice is important. Do not be discouraged by those who would use your laurel actions as a cover for their heinous violence. We will safeguard your Constitutional Rights and work with you in the Difficult Mission of building a better nation and a brighter future. And to all americans. I ask you, i implore you, do not let this week precipitate a new normal in this country. I ask you to turn to each other, not against each other as we move forward. Let us support one another. Ktvu has learned san jose and oakland Police Departments are taking extra precautions this morning in light of what happened last night in dallas. Both departments here at home ordered officers to conduct two person patrols across their respective cities today. Oakland is increasing staffing to prepare for the possibility of more protests tonight. Perhaps similar to what we saw in oakland yesterday. The San Jose Police chief also told his officers to be much more aware of their surroundings in case of an ambush. There are no known threats reported against bay area Police Departments. Thats important to know. And we have seen reaction to what happened in dallas from local Police Departments. Can you see a badge here. Looks like thats an oakland badge with a black band on it. San jose also a patch there with the black band. So we are seeing reaction from Police Departments there. There is the state of texas outlined in stars in blue there to represent police. So weve seen a lot of this on social media. Right. An outpouring of support from Police Officers not only from fellow Police Departments, but citizens as well. Its the deadliest attack on Law Enforcement since 911. Before that it was november of 2009 when four members. Lakewood Police Department in colorado were killed inside a coffee shop. And in march of 2009 the oakland Police Department lost four Police Officers in a shoot out with a convicted felon wanted for a parole violation. At that time Howard Jordan was acting police chief. We will talk to Howard Jordan live here on the 9 coming up in just about ten minutes. As to whats happening here in oakland this morning, clean up crews are busy removing graffiti that was scrawled at the Oakland PoliceAdministration Building last night. Vandals wrote a number of words. Some we cannot show or read to you here on the news. The Bay Area News Group reports a local minister spotted red paint on the front door to signify the blood that had been spilled. Police stood in front of the building to prevent protesters from going inside. At this point officers made about a half dozen arrests during last nights action. A couple of nearby businesses have reported broken windows as well as graffiti. We also know a caltrans highway sign was set on fire. Protesters stopped traffic along interstate 880 in oakland for hours overnight. Around 11 30 a row of chp and oakland Police Officers moved in to drive the demonstrators off the interstate and towards the fifth street offramp. Chp issued a Traffic Alert 9 00 in the evening warning drivers to take alternate roadways. It was called off after 1 15 this morning. Today the city of richmond will allow permits for marijuana gross as well as businesses that produce edibles. The goal is to bring the industry into the spotlight and generate money for the city. We are joined live on the 9 by richmonds mayor tom butt. You say you are in full tax collection mode and expect 1 million of a year for your city . Well, we are lucky back in 2010. We passed an initiative that allowed us to collect 5 tax on any marijuana business. It was only last year that the state of california, the Legislature Passed the medical marijuana regulation safety ac which sort of cleared cities to get into the manufacture and cultivation regulation business. So we wanted to get there as soon as possible and start collecting those taxes, as well as regulating businesses, because there is a lot of unregulated business going on right now. Are you getting any tausing problems. Are you getting push back from schools or people concerned about having all these permits, will bring more, obviously more marijuana operations to your city, and maybe wont be appropriate for some neighborhoods . Well, nothing yet. But our ordinance is like typical ordinances everywhere, including the state law. There are minimum distances to schools and parks and that kind of thing. And these locations are generally limited to industrial zoned areas. So i dont think its going to be an issue. You talk about an unlimited number of permits. Why unlimited . Doesnt that seem a little aggressive . Well, you know, other cities and counties that have done this have arbitrarily limited the number. We just didnt see any reason to do it. I dont think you will see rampant expansion in richmond. First of all, the application and licensing process is rigorous. I think that whats gonna happen, my guess is there are a lot of amateurs involved in this business right now, and im not talking about, you know, people growing their own. I think what will happen is youll see some of those amateurs eliminated and a consolidation of people who have the money and resources. You talk about the money. Tell me where you are going to spend it, the tax, that revenue youre gonna get here . We are like a lot of cities. We are always strapped for money. Where are we gonna spend it . On streets, police, fire, parks, libraries. Sprinkle it everywhere . Oh, yeah. We need money to provide programs and services to our residents. I know a lot of big banks are reluctant to invest in any way in a marijuana business. It is still illegal under federal law. Any concerns about that . You know, thats not our problem. What were trying to do is to provide a Regulatory Framework that will allow people to operate businesses that are legal under state law. Its up to them to find the resources to do it. So if the feds come after a local business, you say dont look at me . Not our problem. I dont think its gonna happen. But it is and to dovetail on her question, if it all of a sudden becomes a legal substance, you are a ahead of the game, right . Is that your thinking . Yeah, i think thats one thought about it, yeah, that, you know, well have everything set up to go if, in fact, the november election makes it legal in california. What do you think is going to happen in november . You know, i think its going to be tight. The prevailing wisdom is its gonna pass. But i think its on the cusp. Our question today on ktvu is, what needs to be done in your opinion to repair the relationship with some in the community and the police . We have been getting a lot of responses. This is one from karen jones. We need to respect one another. Simple. Common sense. Respect for the law and ourselves. Yeah. Along those lines chris says, where would we be without Law Enforcement . Unfortunately, racism is still an issue and always will be. Its up to all to be transparent. Albert says, stop the violence. Thank you for your responses. In 2009, four oakland Police Officers were shot and killed in the line of duty in a shootout with a convicted felon. Howard jordan was acting police chief at the time. Former chief jordan joins us on the phone live this morning. Thank you for taking the time, chief. Good morning. How you guys doing . Good. I want to get your reaction. What did you do last night . Were you watching what was taking place in dallas . Your thoughts about this story . Yeah. You know, first of all, i want to offer my condolences to the officers families and the tragic incident that took place last night. I actually was watching it on tv while it unfolded. Right away i started thinking about, you know, the same incident or similar incident we had in oakland on march 21, 2009. My heart and prayers went out to the officers in dallas. Its a very emotional scene right now. I know from my experience just trying to put the pieces back together, thats the time when, you know, i think that chief brown is doing a great job of just being public, being very vocal about what happened. At the same time, he has to motivate his officers to continue to work hard and not to treat this incident as some type of as a license to take actions against others that may feel differently about the police. Thats a very difficult go ahead. Chief, when you had your tragedy in the oakland Police Department that day that you lost those officers, how did you go about and how does the department go about rebuilding morale of the officers and reengaging them with the community . One of the first things that i did, actually, i met with our Union President at the time and Vice President dalen, and we had an assembly at the union hall there on fish street and a lot of officers came in on their own. Some Community Members showed up. A number of Council Members were there. The place was packed to capacity. I felt it was important that i addressed the officers at this point and just acknowledge to them that, one, its a very sad day. This is very tragic. We cant hide from it. Its going to be very emotional and that its important that they rely on each other for strength and for safety and know that the public in general, the citizens of oakland were supportive of the officers and they share in this tragedy, you know, that its something very tragic that took place. And then when we went outside, we saw on 7th street moments later the outpouring of support from the community. There were flowers lined up on the street in front of the building that poured into the lanes. We had to close lanes down because of all the stuffed animals and flowers that people were bringing to either east month or down to the Police Administration building there on 7th street. Earlier this morning we heard the Dallas Police chief say he and his officers dont feel support. Is it your fear that what happened in dallas last night, whats happened in louisiana and minnesota in the past few days is going it, if you will, drive two groups of people farther apart . Yeah, that is a serious concern. I know, and i have been listening to the comments on the radio this morning, and sadly there is a section of america that feels that the officers that got killed in dallas is something that should have happened. And i think that is really sad to hear that and completely unacceptable for the public, a section of the public to feel that way about Police Officers who generally go out of their way every day when they come to work to protect the lives of others and to look at this guy in dallas and call him a martyr is really unacceptable. I think this type of behavior will drive a wedge, a further wedge in the relationships between the community and the police. So now that you have been out of the department for some time, do you think that this wall between Police Departments and citizens is getting bigger than when you were with the oakland Police Department . I am sorry. Mike, i didnt hear the first part of your question. Now that you have been out of the department for a while, kind of sitting at home watching these officerinvolved shootings take place, these protests take place across the country, do you feel like the wall, this divide between Law Enforcement and the citizens is growing, or has been the same . How would you assess that . Oh, its definitely been growing apart over the last few years. I think some of the National Stories that have been taking place with the death of some of the other the African American men, i think relationships in the community have been further disappearing. I think its important that the Police Departments do go out of their way to show that there are good officers that are working every day, doing their job, and that this, you know, some of these incidents are things that happened in policing. Its unfortunate that it happened. No officer leaves their home every day, come to work expecting to take someones lives, and they certainly dont expect to lose their lives in the line of duty. These are very, very trying circumstances. I think in the end leaders will have to step up. Leaders, whether its at a national level, local level, state level, and try to calm people down and restore the trust between the police and the community. All right. The quakes management says fans who are not acting in a respectful way will be given a warning and then kicked out if the behavior does not stop. I actually competed for four years before i ended up winning. So it was a very long process and i feel like that moment just made it all worth it. Four years . What made you go back and, you know, every time . I think it was just my dream. I had always dreamed of being miss california. I remember watching Miss Universe and miss usa on tv when i was a little kid. I thought, oh my gosh, i need to be that one day. And i finally got it. This is my chance. What kind of work goes into preparing to be in a pageant . The unglamorous side, if you will. Wearing the crown is glamorous. What do you have to do to prepare to win . There are a lot of things that go into it. A lot is physical. You have to eat right. You have to work out. Make sure that you have the stamina. Its a tough year. You have to do a lot and be in the public eye a lot. You have to be ready for people to not like you. You have to be ready for people to welcome you. You have to be ready for any kind of response that you will be getting. There is a lot of different views on pageantry. You have to be ready for that. Thats the toughest part. It makes it the most worth it when you get there. A change new this year that you are going to take part in, no more swimsuits. Instead, there will be an athletic wear competition. You havent seen the new outfits yet. Can you tell me if you think this is a positive change . If so, what are they trying to get away from . If you want my honest opinion, i was sad they got rid of the swimsuit competition at first because that has been one of my favorite parts. I have felt confident in anything whether its professional, whether its a swimsuit. But the more i thought about it, the more i thought, oh my gosh, this is such a cool change and how awesome is it that i got to be a part of it for the first year. Athletic wear is something so relevant to everybodys time. Everybody is in yoga pants, t shirts. I think thats making the pageant a lot more relatable. If you see someone in a swimsuit youre like, yeah, i wear a sim suit sometimes. If you see someone in yoga pants, you are like i wear that all the time going to the grocery store. Outside the pageant world, youre a leland high grad. Yep. Talk about dreams, ambitions beyond that. Is there something you want to do later in life . Yes. A lot of mayas picturations have my aspirations have to d with my little brother. He has autism. I want to work with people who have disabilities. I hope to go to school, learn how the brain works, learn about psychology, and also public relations, how to deal with people who has differences from yourself. One day i hopefully will go to law school and work to become a disability rights attorney. Again hopefully one day i get to run for public office. You have it all planned out. My goodness. Vote for me in the future. Are you prepared for perhaps, with all the news thats going on, for them to ask you about Current Issues . They might ask you about what we were talking about today with the issue with the police in the community or any sort of tough question in the pageant. Are they gonna ask you those . Are you ready . I definitely am. I am grateful for social media because social media now allows me to stay so up to date with things that are going on in the world. If something happens, within a matter of minutes i can know. Someone will text me. It will be on my facebook. It will be on snapchat or instagram. Being a teenager, i am always on social media. When you come out to the city, do you get to see the city, go places and, you know, look at the bay area . I mean, i have been here before. So, you know, i am not a stranger to oakland. But usually i come in. I do my prayer. I try to get my sleep. I am ready to perform for the crowd thats coming to see me. You know, get a little workout in. Preparation. Its been a while since you performed in oakland . Yeah. I havent been here probably in 15 years. Wow 15 . Yeah. Place has changed a bit in 15 years. Kinda. A little bit. You know, lets see. So i performed here, me, martin lawrence, paul mooney, and mark curry did new years. You remember it . A good show. It was a great show, yeah. Talk about standup comedy. What do you love about it . You are involved in so many Different Things in entertainment. There is something about being on the stage, the small room, the Live Audience . Standup is like the gym, you know, for comedy. It keeps you sharp. It keeps you in shape. When youre not doing, you get fat and slow. So i like to stay on stage. Keep my mind sharp so when we write our projects and movies we know whats funny and we are in touch with the audience. Is that why when they choose people for sitcoms or funny movies they want to go to comedians because they know that you have the ability to ad lib something or think quickly . Thats exactly what it is. You know, comedians, not only will we be funny at what you give us, but we can tad to that, embellish what you wrote. Our viewers would be upset if i didnt ask you. Are there plans for a white chicks 2 . I am not sure. I mean, we talk about it all the time. We have to see what happens. Talk about it all the time . Huh . The makeup. The makeup was crazy. Seven hours a day. Seven . Seven hours a day. What . Yeah. We was averaging three hours a sleep a night for 56 days. So, yeah, thats why you havent seen a sequel yet. As a family, you guys get around the table . Is it on the phone calls . Baby, when is there gonna be another one. No. We kick it around, you know, different idea. What would it be, you know . Who is down to make it . What would it cost . So its just all those logistics of trying to put that back together. Talking more about family, you are nine out of ten siblings. Talk to me about the bond you have with the other littles between you and your brother. You named your sons over each other. Talk to me about how you tend to stick together. I love how you guys ask the question. Give the again, and leave me with nothing to say. [ laughter ] all three of you did it. Talk how close your family is and you named each other no, its just funny. Yes, i named my son marlin. Jamaal named his son sean. We got that from a movie that my brother keenan wrote called the five heartbeats. There was a scene in there where the guys named their children after each other. So that really hit me and marlin when we were little. We was like, we gonna do that. What kind of material do you pull from Current Events to do the show . I pull from my life. Whatever is happening in my life. Or something that might have happened to me when i went to starbucks or the grocery store. Its just im just very in touch with whats happening. Do you think its easier these days for young comedians coming up because of social media to get compared to when you were coming up in. Easier to get seen. That dont always make you better. Sometimes the fact that we couldnt get seen made us work harder at the craft. Thats whats more important. Who cares if everyone knows you if you suck . Right . So you want to kind of develop under the radar. Then at the appropriate time, then youll have your exposure and you will be ready. Success. The equation is opportunity equals success. Back in the day you were fighting to get on the stage . Well, definitely. You was fighting, but you was fighting to get good. Thats how you got good was being on stage. It wasnt about like trying to get on carson or trying to get on leno or those things right away. It was about putting together that tight set. That 20. Today we are looking at the stories we were covering right here at ktvu during this week in 1991. In santa cruz surfer eric larsen told his story for the first time today. I was sitting there with my legs dangling off each side of the board and then i felt this incredible clamping feeling like i was just caught in a vice on the left leg. It spun me off the board into the water and i think what i did then was i tried to pry his jaws open to get the to get him off me. Reporter doctors say he suffered 200 feet worth of cuts on his arms and left leg. He made his way to the beach where larsen and expert skier and triathlon athletes used their training to keep him alive. His physical fitness and ability to keep his wits saved his life. Reporter federal agents in San Francisco had another historic drug bust to announce today. They seized 852 kilos, nearly one ton of cocaine, which would be worth 100 million on the streets. One of the suspects was delivering a load of cocaine. Police pulled him over on a traffic violation, impounded the car full of cocaine, and then let him think he was escaping from them. In fact, Authorities Say they substituted sugar for the cocaine as soon as it arrived in the bay area. Our agents talked to this guy, convinced him he was at fault, and in order to build up his rapport and make things better, he made a better deal. Reporter Saddam Hussein today promised to cooperate with the United Nations and annoy inspectors free access to Iraqi Nuclear plants. Concerned that World Community was about to mobilize, Saddam Hussein sent a message. He is now promising prompt and unimpeded access to Nuclear Facilities and is guaranteeing the safety of inland inspectors. But the Bush Administration believes saddam is merely playing for time.
