Leigh martinez says there are less than 200 people staying at the shelters set up for evacuees. These maps show the latest on the evacuation areas. This is the area north of 280, south of 237. The green color means that people are cleared to return. Original means theroux orange means they are not. Alex savidge has more for us now on the flood zone. Alex, good morning. Reporter hey, mike. Good morning to you. We are in the rock springs neighborhood this morning. One of the areas hit hardest by the flooding earlier this week. This is right off of center. This is what youre looking at. You still see a lot of standing water. The water has come down quite a bit. We are seeing major cleanup efforts happening. Water being pumped out of the homes and the streets. We are seeing a lot of people who were evacuated here earlier this week, they are returning today. Just hoping to maybe get to their homes to grab a few more items and one of those people is Thomas Hernandez who joins us this morning. Good morning. You are staying with relatives nearby. Your apartment is just up the street here on the left hand side and still in the midst of the flood waters. What did you hope to come back and get here today . Well, the important things like my my ids, papers, like clothes. If i can save some clothes. Right now im just wearing the clothes that i had when i went to work. I hope that i can find something for me or for my family, for my daughter. How many people in your family . Well, my family is only me and my wife and my daughter. But we was living with my motherinlaw. And my sisterinlaw. And her son. And you just showed me photos from inside your home. Yes. The water was up past your waist. Yeah. Almost like in the window. Like so it was too high. It was too high. The water. And almost we lost everything. And maybe we can save something. I dont know. I have to go in there and see what what we can get. All right. Obviously the recovery is just beginning for you. I appreciate you taking a few minutes. Thank you very much. Yes. Thomas hernandez. We are getting updated numbers here as we continue to look at the scene. This is the only area that we have seen that has Still Standing water this morning. There are many other neighborhoods that are beginning to dry out where the waters have receded. We got an update from city officials and they are telling us that 3800 people remain under an Evacuation Order this morning. They are estimating 1100 homes have some sort of damage. That is mainly People Living in the rock springs neighborhood, where we are this morning. The Williams Street park neighborhood and also mobile home parks along old oakland road. Even as evacuees return home, city officials are warning people that anything touched by the flood waters could be contaminated. Dont go back in when theres flood water standing. Flood water can be highly contaminated. The water is picking up stuff out of garbage cans, out of dumpsters, it is picking up oil, diesel fuel, hazardous materials, chemicals on the ground. Reporter and there are also some horses that do remain trapped by the flood waters. Were showing you aerial picture thats we took late in the day yesterday. These horses are stuck in an area that is surrounded by standing water. This is in kelly park. Not far from where we are in the rock springs road area. And we do not believe that the owners of those horses have been able to reach them since the flooding began earlier this week. Again, we will bring you back out to a live picture. This is near the intersection of center and nordal avenue. This whole neighborhood has been under water. Relatively speaking, the water has come down quite a bit. The update we got from city officials now is they are saying 3800 people remain under that mandatory Evacuation Order. And you can imagine a lot of those people are here in this area where its just its just not safe for them to return home. Thank you, alex. Standing water is receding across san jose. More evacuated residents are returning home, trying to find a new place to stay instead of at emergency shelters. Leigh martinez continues our Team Coverage in san jose with the help that evacuees have been getting. Reporter yes. We are inside the Salvation Army headquarters here in san jose. They will be providing meals to the evacuees. We did get an update that the numbers have significantly dropped off in the evacuation centers. Only about ten people in the Evergreen High School and about 150 to maybe 160 over in the lick high school. So theyre preparing right now for it is seniors breakfast. This isnt for the evacuees. But joining us is david major yardly. You provided dinner last night. What is on the menu tonight. We will have a pasta dish with green beans and some salads to go with that. And so that will be happening after lunch when were done with the senior lunch. Now, you were supposed to be providing more meals, lunch. But when you guys showed up yesterday, you were surprised to see so many food donations. Right . Yes. It is a wonderful thing this community of san jose and the surrounding areas. When they do come up and step up to the plate and help. And so we at the red cross shelter, there is plenty of people dropping off. So we didnt have to do as much. They have it covered for lunch. So we will do dinner. Yeah. We heard some pizzas showed up from city officials. We heard bottled water coming from costco. A lot of people are stepping up to help. You said youre willing to stay out there as long as it takes to provide meals. Right. Yeah. The Salvation Army does that. As long as there say need and people are out there displaced, were going to be there to help out. And one last thing, since there are less people at the evacuation shelters now, what happens if you have too much food . Well, here at the Salvation Army, we have our own emergency shelter. And so we feed the homeless daily. We serve anywhere from 200 to 250 at each meal. Were serving about 500 meals a day just to the homeless community. That is wonderful. Thank you so much. As you heard, theres a lot of donations still coming in for the evacuees. Again, less evacuees. And then we also heard from the san jose quakes Major League Soccer team. I said minor league in the last hit. They are doing a fundraiser for the flood evacuees. They will be matching nick that comes in up to 10,000 and providing free tickets to the game this saturday as well as Free Transportation to the game. Leigh martinez live in san jose. Good news for drivers in the north bay this morning. Highway 37 is open finally again. The heavy rains as you know this winter have caused repeated closures between highway 101 and atherton avenue. It has been shut down three times this year. They have been using heavy Construction Equipment to improve the drainage system. They installed a barrier along the eastbound portion of that highway to hopefully keep the water off the road. This winters storm took a toll on californias intrastructure. Tom has been looking into improvements and repairs how to get it done. The latest focus is on the pothole snooze this gaping pothole on oakland eastbound 24 is longer than the cars that cross it. It is one of being potholes marking thousands of california roads. Roads are complicated layers of various material thats flex just in you have to bend but not break as vehicles, especially trucks roll over them. When you have such heavy rain for such a sustained period of time, thats a lot of water being squeezed into the asphalt and youre going to have a lot of potholes. Reporter road engineer james senor works for nce. A firm that has private road owners and public agencies as clients. Were seeing more and more damage. Our clients are telling us theyre seeing premature failures of our roads which means that the rehabilitation, the maintenance costs are going to sky rocket. Reporter nonetheless statewide we deferred needed maintenance at the rate of 6 billion a year. Temporary patch repairs made on cold rainy days will not last more than a few weeks. You cant make the permanent repairs unless its warm and dry. The temperature of the road has to be 50 degrees or above for the asphalt to adhere to. Reporter even with many hired caltrans, counties and towns are simply overwhelmed. All of the rains that weve had and the extra work for our crews, they have been working 24 7 on emergency pothole repair and mudslides, slipouts, trees down, assisting pg e with power lines down. Reporter when the weather turns warm and dry, expect lots of lane closures, limited to what already stretched road budgets can afford. How serious a problem is it . Just this half of the road and walking 40 feet to permanently fix it, minimum cost, about 2,000 times god knows how many more miles were talking about. Without proper maintenance, roads can be live out the life spans. Most interstate highways are well past their 50year designed lives. Local roads are designed for half of that. Other than serious emergencies already badly worn roads will get little attention as crews work to keep the better ones from going bad. The cost in fixing the road almost at the end of its life will not change from one year to the next. If you let a good conditioned road or a moderate conditioned road start to fail, your costs will escalate rapidly. Reporter how else do you pay . Their the tomato. It showed that tomatoes are more expensive than need be because so many are damaged traveling on our bumpy potholed roads. An alameda sheriffs deputy is in Critical Condition after being hit in the parking lot of the santa clara jail. Deputy mike foley was bust to start his shift when a bus driven by another deputy hit him. Condensation could have obscured his view and foley was wearing dark clothing. The chp has been called in as an outside agency to investigate the crash but it just sounds like a terrible accident. President trump is reversing a directive on transgender students. It could affect a number of legal cases including one about to be argued at the Supreme Court. Doug luzader reports from washington. If judge gorsuch is not confirmed or were still stuck in the nomination battle, it makes it complicated. You could have a split court on the issue. If the case moves forward before the court, it it seems unlikely that judge gorsuch would be confirmed in time. The case is scheduled for march 28th. The confirmation hearing isnt set to begin until march 20th. Silicon valley based apple is criticizing the decision by the Trump Administration to withdraw protections from transgender students in american schools. It believes that everyone deserves a chance to thrive in an environment free from stigma and discrimination. We support efforts toward greater acceptance, not less. Now a landslide is an unfortunate spot under a large transmission tower in orinda. Reporter from sky fox, a landslide up high and away from homes but in a tricky spot nonetheless. Next to a high voltage transmission tower. It is a tough place to get equipment to. With the ground moving under this structure, its a risk that cant be ignored. The transmission tower be saved . I dont think its in danger of not being saved. Reporter helicopters are burying poles to the hill top to provide additional backup. A temporary circuit should the wires have to come off the tower. So far no effect on power. But people are buzzing about what is happening in the hills above them. Any slide anywhere is not good. Particularly if your home is in the way or your street is in the way or whatever is in the way. Reporter this time a giant tower in the way. And it is connected to highly visible lines that drape across all lanes of the freeway. A constant for contra costa commuters. You cant help but notice them as you drive from the distance. They have these weighted things on these on the wires to so theyre not slapping around. So it becomes a focal point. Reporter now two giant cranes have been positioned on the side of the highway. They feed substations not customers so power is easily rerouted. A dog that got too close to theem of a cliff is doing fine this morning after San Francisco firefighters were called for the rescue. A firefighter rappeled down the cliff above the beach to scoop up the dog. Rescue crews pulled both up the side of the steep hill. Squaw valley Alpine Meadows has more than 47 feet of snow. In the last hour we talked to a spokesperson who says they will be open on the fourth and throwing a big party. Many predict this will be the longest ski season and they will stay open well into july. When it comes to the weather our coverage of the south bay flooding continues. 4,000 to 5,000 people still cant go home this morning. It is down considerably from 14,000 at this time yesterday. Meanwhile there are Health Warnings about contaminated flood waters and the red cross opened up shelters at two high schools. There are fewer than 200 people staying in the shelters. There were about 300 on tuesday night. San joses mayor says a failure led to the flooding because of bad information, overestimating how much water coyote creek could hold. Not all of the flood problems with in the sat bay. Lake county has emergency. More than 200 people have been forced from their homes in clearlake and 200 others have been advised to be ready to evacuate. The water level at clearlake is ten and a half feet. Flood level is nine feet. It could take weeks for city dry out. In modesto, the river is rising and looting is a concern. The fears that people are facing. Reporter maria and her family of four have been very nervously watching the river swallow up their neighborhood. And they fear they may be next. We have nowhere to go. And if we lose our trailer, we have no place to live. Thats the only place we have to live right now. If we lose that, we lose everything. Reporter 40 of her neighbors have already had to move their trailers to higher ground. Forcing to leave their belonging behind and water and gas hookups which means no warm meals or showers. Now displaced residents are dealing with another problem, looting. We are going through a lot right now. Reporter after residents evacuated this area on monday, looters waded through septic flood waters to break into the blue shed, stealing several power tool thats residents say will be very difficult to replace. Were all below government Poverty Level down here. And its really sad that people want to take advantage of that when were in emergency situation and we have to leave something behind. Reporter gene had to move his trailer to higher ground. But he says he and a handful of neighbors have taken it upon them selfs to patrol the evacuated area at night to prevent any more looting. To be honest, if we catch them, we would like to beat the snot out of them. But we cant do that. We will call the sheriffs. Reporter as they wait for the water to recede, he has a message for those who continue to steal from the evacuated neighborhood. Bottom line is dont do it. Dont even think about it. The record drought is over for most of california. A Group Released a new image of the drought situation in california. The new one is on the right. First focus on the picture from the left that. Was from last year. Most of the state in red or dark red. Over to the right an image from just this week. Twothirds of the state is now drought free. Most of the rest is in yellow which means abnormally dry. Only 4 in severe drought. Much of that is in southern california. What a big difference in just a year. Kamala harris will fly over the Lake Oroville dam as crews try to repair the damaged spillways that forced 200,000 people to evacuate. Again, she will fly over that area. The crews will continue to work on the damaged spillways that forced the evacuations. She will check the damage and also the repair work by air. She will also get a briefing from local officials and the national guard. Now, this comes a day after Governor Brown made a surprise visit to the dam. The emergency spillway eroded when the lake overflowed, forcing 180,000 people to evacuate almost two weeks ago. Now, the dams main spillway is also damaged. It may cost as much as 200 million to repair. Well, two dozen protesters were arrested last night in anaheim. And an off Duty Police Officer is on administrative leave after a shooting in anaheim. It involved an off duty lapd officer and a group of teenagers outside of his home. Take a look at what happened yesterday afternoon. Hes a kid. [gunshot] [censor] there were reports this started because the Police Officer was angry that the teenagers were walking across his yard. He tried to detain one of the teenagers. Then things got physical. No one by the way was hit by that gunshot. Last night, hundreds of protesters hit the streets. Some gathered around the officers home, breaking windows at the house and even on cars. They even tried to get into the officers house. It is disgusting. He pulled out a gun on a child. That is not okay. He was harassed by the man. 24 protesters were arrested last night. As for the teenagers involved, a 13yearold boy was arrested for criminal threats and battery. A 15yearold boy was arrested for assault and battery. And the off Duty Police Officer is on administrative leave as the investigation continues. Its been a month now since chief Williams Scott was sworn in as San Franciscos new police chief. He came to the bay area from los angeles. And the Police Department is making several reforms. Chief scott will be on ktvu 4 00 news this afternoon, talking more about his goals. And i will also sit down with chief scott. Ill bring you my interview with him tomorrow on mornings on 2. On 2. Those are just some of your Morning Headlines from the news room. Back to you. The presidio in San Francisco is preparing to officially open its First Full ServiceVisitors Center. Ktvu takes us on a tour and shows us what makes it unusual. Reporter the sweeping views of of the San Francisco bay and the golden gate bridge, the presidio is a gem that dazzles locals and tourists from around the world. Getting around the 1500 acre park isnt always easy. I have a hard time finding where things are. I dont know if it is signage. Everybody asks us directions because they get confused in the presidio. Reporter the lack of a Visitors Center has been a problem for decades. In 1995 the transformation from an army post to Public National park. Now patriotic bunting and big signs signal the grand opening of the first state of the art Visitors Center. Nathan hail sergeant gave us a tour. The first thing that you will see is a topographical map. Reporter the center has educational displays showing what the presidio has to offer. A large screen lists daily attractions and free events and high tech touch screens shows the presidios history. There is history of the main post. There is natural landscape restoration and preservation taking place. There is world class recreational opportunities and some of the best views in the country. Reporter the building dates from 1900 and went through a 5 million renovation. Now welcoming visitors in what used to be the most unwelcomed place, the army jail. Bars on the windows have been left in place and lines on the floors outline the old jail cells. It is exciting. It will help people discover the presidio again and realize how much there is here to enjoy. Reporter the Presidio Trust says the new center helps educate tourists and locals about all of the presidios offerings. Even people who have grown up in San Francisco, the presidio is kind of foreign territory because it was a military base for so long. People didnt come here. I have distinct memories of after being all day at disneyland, youre tired, but you have to stay for the parade. My poor parents. Found a spot on the curb. Yes. The soldiers that they were, we muscled through it. It was always worth it. It is. The nice part is throughout the day youve got so much to do. Now it is so much bigger. We tell people you have to plan ahead. You cant do it in one day. With disney california adventure and kid nealon, plan ahead and look at the hours of operation and when the parade will be going and plan it out ahead of time. At the end of the night, find yourself a good spot on main street. You will be watching the floats go by and see the reflection of the floats on the kids faces as they go by. Plus not only do we have the classic floats but we have new floats as well. Are you going with the og princes and princesses or are you updating . Todays generation. Right. Theyre all about the jasmines and everyone who came after. We have new surprises. One of the neatest things was seeing tinker bell in a special new float. That is amazing. When you have the classic floats like elliot, the dragon disappears and comes back at times. You will see him breathing smoke on main street. You still have that. With the lights, you have that. You have captain hook and peter pan. You have all of the classic characters. Let me ask you, eddie. Why only have it until june 18th . I imagine families are making their Summer Vacation plans but june 18th, theyre still in school. After june 18th, once we head into summer, we will go ahead and offer something different. What is nice is a lot of the gives that come, they always want to see the classic. Disneyland was the first park that opened up in 1955. They want that classic attraction to go see. We have a lot of guests that want to see something new as well. It is nice to do an encore performance of the parade. Are you observing the are you getting reaction for the six months and based on the reaction whether or not to bring it back fulltime. You never know. When it went away in 96, we thought it was glowing away as we said. But it came back.
