Lets take a look at the satellite and radar right now. A very moist air in place, even mist and drizzle reported earlier this morning. Well be mostly cloudy for the afternoon. I dont think well see any rain, though. If you do get a sprinkle consider yourself lucky. To the north, though, you can see theres some moisture that. That moisture will be sinking south on saturday and we are expected to see some rain move in by saturday evening. Heres the time line. We wake up saturday morning, mostly cloudy. Notice that rain line to the north. As we get into the evening urs who, if you have plans for saturday evening, maybe thinking about attending the Chinese New Years parade, bring the umbrella. By 7 00, its over the north and then and then it slides into the central bay. By the end of the parade we should see the scattered showers. By 9 00, 10 00, 11 00, its sliding into the south bay over the santa cruz mountains. While we sleep it continues to pull through and by sunday morning, we are drying out. Despite the upcoming rain, california is still in the midst of a serious drought. In a couple of hours, president obama is scheduled to tour some of the hardesthit farms in the Central Valley. Patti lee joins us live from the newsroom with a look at the president s schedule and the action state officials hope to see as a result of the trip. Right now, president obama is headed to californias Central Valley on air force one. Hes going to fresno to gauge the depth of the drought and meet firsthand with the people affected by these unusually dry conditions. President obama will be bringing some good news to those farming communities, relief in the form of a new federal initiative. 100million in Disaster Assistance earmarked for farmers. We spoke with tom vilsack. He says president obama will announce plans to provide money to fund Water Conservation projects across the state. The president will be announcing an additional 15 million in target for conservation assist for those areas most affected by drought. 5million of that will be directed to california. The program will be up and running within 60 days. Vilsack says its because the president understands the urgency and what federal relief will mean to Central Valley families. The president definitely recognizes that drought not only impacting producers but also impacts the families of those who work in these orchards and with the growers, producers. Dianne feinstein and Barbara Boxer and Governor Brown will be joining president obama. Hes scheduled to arrive in necessary fro at 2 30 in the afternoon. The first hour of business, a tour of a wrlt fault and a roundtable discussion. From there, a tour of the farm where he will talk about the governments response to the drought. He was someone who has seen as a role model, a veteran in the department. But now the 53yearold is facing serious charges of drug and sex crimes. This is kind of personal to me because ive known him for so long. But on the other hand, you know, again, its something that that we dont tolerate. It goes against everything that this badge stands for. Reporter the department of justice received a tip a couple of months ago about cuestas and started an investigation. A spokesperson said he was soliciting children through website and also gained their trust while on the job. He was arrested for sex crimes with a male juvenile. Its unknown how many victims are involved and howk the behavior was howk the behavior was how long the behavior was allegedly going on. He was also arrested for the sale of drugs, specifically methamphetamine. We received information a few months back that he was providing illegal narcotics to minors. And based on that, in our investigation, we arrested him yesterday at his place of work late yesterday afternoon. Reporter cuestas was recently appointed to work out of the Fire Departments Administration Building doing Community Outreach work. Agents searched his office there and seized his computer and other items. His home was also searched. Cuestas has worked at the San Jose Fire Department for 20 years. Some of the time here at station 1. Those firefighters who know him say they are in disbelief over the allegations. I think were shocked. I think theres anger. I think theres disappointment. I think we feel very heavy hearts for any victims and well keep doing what we do which is well respond to emergencies and try to help people. Firefighters found found a huge marijuana growing operation growing in the house. Steven dixon iii is charged with stealing electricity and cultivating marijuana. Police say he had rewired the home to operate his marijuana growing operation. We have new developments this noontime in a case involving twins arrested in a deadly stabbing in san jose. 18yearold anh tong appeared in court this morning. Hes expected to enter a plea on the murder charge later this month. Prosecutors had initially charged his twin brother, duc tong, in a homicide. Hes now charged with accessory after the fact. The twins were arrested following the stabbing death of 22yearold san jose state student richard phen at a Birthday Party on january 26th. New details now on the ongoing case of former Stanford Star Jonathan Martin and richie incognito. A lawyer hired by the nfl released his report today on the situation. He concluded that martin was the target of a pattern of racial and homophobic slurs and improper touching by richie and two other players as well as an assistant trainer. But the behavior was not designed to drive martin from the team. The team owner said he will review the report before he responds. It was an emotional day here at San Francisco city hall for many of them making it official in the place where it all started. By the power vested in me by the state of california, its my pleasure to pronounce you spouses for life. Congratulations. Thank you. [ applause ] reporter this morning, we watched michael and bill tie the knot here at city hall. The couple together for seven years flew into town from dallas for their big day. After the Supreme Court shot down prop 8 last june, the two of them decided they would come to San Francisco to get married on valentines day. After such a long struggle to be recognized, many other gay and lesbian couples decided valentines day just felt right. We knew we were gonna be together. But the fact that we could make it legal and, you know, also have all of the rights and privileges of benefits of a recognized union, that makes it all the more special for us. Being here today at city hall where its accepted throughout the state, it just it overwhelms me. I mean, i cant even put into words how good it feels. Reporter one of the deputy marriage commissioners here at city hall told me valentines day is a bit busier with both straight and gay couples tying the knot. He said about half of todays weddings are samesex couples. Many of them have traveled from around the country and around the world for that matter to be here and the commissioner told me its a proud feeling for the people who have the privilege of marrying them. The first thing we typically here, we want to come to the birthplace of guy marriage. They appreciate that. They will travel here with family and friends. Im amazed at how many people come. Reporter across the bay in oakland today, there were quite a few couple, straight and same sex signing those marriage certificates on this valentines day down there at the Alameda County courthouse. Our cameras caught the hectic scene as hole whalers filled orders and retailers created lastminute bouquets. Roses remain the toll seper but lilies and tulips are not far from behind. 60 come from locally grown which we consider the state of california, local. And then about 40 come from offshore. Many of the rose varieties you see on the market here come from ecuador and colombia. San franciscos flower mart estimates distributing 50,000 bouquets of roses and 20,000 bouquets of lilies today alone. We are on the eve of a spectacular San Francisco tradition. The Chinese New Year parade is one of the few remaining night parades in the country. Its considered one of the largest celebrations of asian culture outside of asia. 22 of the floats in that parade are thanks to a man who has been leading a float building crew for decades.
