He says it will be gradually safe. There will be a lot of concerns as it will impact travels at 208 airports worldwide. At sfo passengers arriving on International Flights had mixed feelings about security screenings. I mean its understandable. I dont think the standard should be different for different countries. I think they should be standardized and across the board. Reporter its the goal laid out wednesday by the secretary of Homeland Security john kelly. Our enemies are constantly working to find new methods for disguising the explosives, recruiting insiders, and hijacking aircrafts. Reporter kelly says new security measures will apply to all commercial flights coming into the United States. Were not standing on the sidelines while they hatch new plots. The u. S. Is determined on destructing these threats. Reporter al note u. S. Department of homeland Circuit Court has no jurisdictions over foreign airports, but they have jurisdiction over airlines with direct flights to the u. S. New measures would be required in 125 countries with direct flights to the u. S. Impacting an estimated 325,000 325,000 passengers per day. Including new rules, more scrutiny or Electronic Devices such as laptops and tablets. Search for explosives, more security around aircraft and waiting areas. All right going to the airport is intimidating especially if youre from a country that seems to be singled out. I notice that there was a different feeling for some of those people from those countries. Reporter the Homeland Security chief banned Electronic Devices larger than a cell phone in airplane cabins. One man flew from casablanca. We spent the night in casablanca and came back to the airport the next day. The checks were amazing. They looked at everybodys luggage. We had to wait, it took us probably 45 minutes to get to the gate. Everybody was being checked, questioned. Reporter some say the constantly changing rules could make air travel frustrating. It depends on what kind of check. It takes hours to get up and in. I think its a waste of time. Reporter well Homeland Security secretary says if any airline refuses to comply with the new Safety Measures they could be subject to a laptop ban or be banned entirely. Again this only applies to flights coming into the United States from other countries, not domestic flights, not flights leaving the United States to go overseas. The Trump Administration has given us until 5 00 p. M. Tomorrow night to implement the ban on travelers from six majority muslim countries. The state Department Says refugees who have been vetted, approved, scheduled to fly to the u. S. Through july 6 will be allowed in. The administration also defines who qualifies as a Family Member allowing those people from those six countries. They include a parent, spouse, child, adult son, or daughter, or soninlaw or daughterin law or a sibling. They are not considered close relationships. At the white house, President Trump met with victims of crimes carried out by immigrants who are here illegally. The president spoke in support of two bills related to immigration up for a vote in the house tomorrow. Kates law would impose mandatory minimum sentences on criminal immigrants who reenter the United States after being deported. Kate stein had been reported five times before walking with her father on a pier in San Francisco. The house is also expected to vote on a bill to strip sanctuary cities of certain funding. Which will cut federal grant money to cities that shield dangerous criminal aliens from being turned over to federal Law Enforcement. Reporter here in california lawmakers are considering legislation that would declare the state a sanctuary state. The measure would bar local and state Law Enforcement from using their resources to investigate or arrest people for immigration violations. New at 10 00 tonight, a frightening encounter for an 82 yearold woman who was in the wrong place at the wrong time. Tonight shes recovering at a rehab center after she was seriously injured during a robbery at an apple store. Ktvu Azenith Smith is live tonight where that robbery took place. Azenith . Reporter julie, this robbery happened at this store last week. Nine days later shes still suffering from a broken pelvis and has had surgery. She is not expected to be out of rehab until next month. Two fractures in her pelvis area and scrapes on her ankles, shoulder, and back. It happened a week ago monday. Im lucky i didnt have a concussion and loss of memory. Reporter shirley who asked us not to share her last. They just before 11 00 in the morning she went to the apple store to look at a new app. When she saw the greeter, she knew something wasnt right. He looked like there was fear. I looked in the room. It literally exploded with fear of people screaming, customers. They were running around. Reporter no security guards around, she first thought it was a terrorist attack immediately running to the door when she says the suspect catapulted her out of the store. The impact was so great that they probably just sent me air lifted and town and my head was hit really bad. Reporter she thought she was paralyzed. Four robbers stole a variety of merchandise, last seen driving off in a black dodge charger. Police are not releasing Surveillance Video of the suspects saying its ongoing and theyre working to see if the suspects are involved in other crimes in the bay area. Everybody heard about it. Even in a safe little town trouble could happen any time anywhere. I walked in that store, you know, like i walked in there just happy to be there and maybe i could see something starting. Reporter whats ironic, she tells me her neighbor is apple cofounder steve rosniac. Apple tells us they do not comment on Security Matters and directed us to talk to local Law Enforcement. Well bart says its crews have finished installing working surveillance cameras in all of its train cars. The 1. 4 million project was launched last year after bart surveillance failed to record a deadly shooting on board a train at west oakland station. It turned out twothirds of the cameras on bart trains were decoys meant to be a deterrent and were nonoperational. Bart pledged to install real surveillance and now says they have working cameras on board all 669 train cars. I think it will be very beneficial. I dont think these cameras could zoom in on peoples phones or hacking anything. It would make people feel safe. Its a little annoying it could be prolonged, but im happy it happened. Bart says they are not monitored in real time, but recording video that can be viewed later. If you are the victim of a crime take note of the car number and thatll help bart police retrieve video. New at 10 00, attorneys for the families of victims from the ghost ship warehouse fire have made a new claim in an amended filing of their lawsuit. They now allege an Oakland Fire Department employee entered the warehouse two months before that deadly fire. And they said the worker observed exposed electrical wiring and recommended the tenants fix the hazard. A new lawsuit also adds the city of oakland, alameda county, and the state of california to the list of defendants. Alleging those agencies failed in their duty to shut down the crowded warehouse and its illegal parties. Police in san jose say a double shooting leaving a man dead today was an attempted murdersuicide. As ktvu ann rubin reports, a woman who survived called police saying she had been shot. Neighbors on creston lane came to the street hearing gunshots. They came to my yard. I saw the body in the street. I told my son to call 911. Reporter she and other neighbors stayed with him until police arrived. The man was bleeding. Maybe one minute more would have been bad. Reporter as it turns out neighbors werent the only people to call 911. The injured woman did too, reporting the man in the street had tried to kill her before turning the gun on himself. At this point we have reason to believe he shot the female victim and then shot himself, committed suicide. Reporter police arent saying what the relationship was between the two, only that they were, known to each other. Authorities also arent saying what led up to the shooting in the street, but they said the woman was taken to the hospital expected to survive. We have no reason to believe theres any outstanding suspects at all. And so the community doesnt have to be in fear of somebody out on the loose. Reporter neighbors say the man appeared to be in his 20s. No official word on his identity. The man is in the hospital the woman is in the hospital expected to recover. A suspect was found hiding in a nearby hotel. As ktvus Cristina Rendon tells us now the 27yearold is originally from san jose and has a lengthy criminal record. Reporter spann is facing a murder charge for attacking a sacramento sheriff deputy, grabbing the deputys gun and shooting the deputy in the face. It happened tuesday evening on the platform of a light rail station in north highlands. The deputy survived and has major injuries to his jaw. He made contact with the suspect, was talking with him. All of a sudden unprovoked the suspect jumped at the officer and began violently attacking him. Reporter spann is originally from san jose. Court records show the 27year old was arrested multiple times in sacramento and santa clara counties between 2008 and 2013. A spokesman for santa clara says spann was accused in a double homicide, in mountainview, but the charges were dropped. His Attorney Says spann was never at the scene of the crime and falsely identified as the shooter. Spann pled guilty to stolen property. In 2012 spann was arrested several times on misdemeanor charges in Sacramento County. He reportedly violated his probation in may, spent 45 days in jail and released earlier this month. He was arrested tuesday night outside a motel hours after allegedly shooting the sheriff deputy. I heard Police Outside the door, my door. I heard the little robot wheels. I heard the guy screaming, you know, cursing, telling him to get back. Reporter a san jose relative of spann tells ktvu she was unaware of tuesdays incident in Sacramento County calling him a good guy and says the accusations are unbelievable. Spann is being held without bail in Sacramento County. He is set to go before a judge on friday. In Santa Clara CountyCristina Rendon ktvu fox 2 news. Firefighters around california got a work out today in burbank, southern california. A fast moving wildfire threatened dozens of homes. Mandatory evacuations were ordered as flames burned right up to some backyards. Firefighters on the ground and in the air managed to hold the damage to about 10 acres. There were no reports of any damaged properties. One of the biggest wildfires burning in the state is in riverside county. The manzanita fire south of beaumont has grown to 6,000 acres, but containment is up to 77 . Authorities have listed an evacuation warning. Crews continue to battle those flames from the air and the ground. Investigators say it appears a car crash may have sparked that fire. In the south bay, fire crews are still on the scene of a grass fire that broke out around 3 00 this afternoon. The flames threatened a couple of homes in south san jose. Crews from the san jose Fire Department and calfire responded. The fire grew to about 13 acres before firefighters were able to get it under control. Crews planned to stay on the scene throughout the night looking for hot spots and checking for any possible flare ups. The judge says it makes sense to have them arraigned in dublin because most are housed at nearby santa rita jail. By removing the arrangements, they would not need to take a 30mile bus ride back and forth to oakland. But still the public defender says moving to the court date wills be an inconvenience for the families and the defendants. The major issue is that travelers wont be able to travel to the areas where they have occurred. But traveling to dublin 30 miles away is a huge harshment on the families. They simply wont make it to court. A judge is defending his sentence. The Palo Alto School board made revisions to district policies on the in an effort to better protect students from harassment. And to clarify the criteria for reporting incidents or crimes as ktvu jesse gary reports this all comes in the wake of two alleged Sexual Assaults brought to life by two incest gaytive investigative reports. Reporter the goal of protecting students from real world dangers are moved online, but they would launch their new procedures reporting for them. Within their online form there is a tab for title ix complaints involving Sexual Assaults. Victims can file the complaint anonymously, which initiates a title ix investigation. District lawyers are also tweaking, strengthening, clarifying language in existing policies, covering uniform complete procedures. Sexual harassment, and non discrimination. The district is taking these steps as a part of their resolution agreement, with the department of educations civil rights. Commonly referred to as ocr. These are very difficult and complicated issues that are not 100 clear. So we are looking forward to your input and your perspective for you and your constituents about how we should go about making their policies intact for these types of situations. Reporter three months ago the ocr completed a fouryear investigation that found the pausd failed to take appropriate steps in a prompt matter in cases of alleged Sexual Assaults dating back to 2013. In may our series of 2 investigates reports detailed how a student athlete was convicted in Juvenile Court of having oral sex with a minor in a School Bathroom last october. But the district did not initiate a title ix investigation as required by federal law. Many participants say a line of trust has been broken. We want our children to be able to be at school in an environment where they could learn and they absolutely trust what is necessary to do that. With our report, 19 allegations of Sexual Harassment have been made. Including the revelation of a Sexual Assault against a 16 yearold girl on the campus quad in november of 2015. It was the first time the 22 yearold was reunited with the people he called his second family since his diagnosis eight months ago. Just take your time. Reporter at the soccer field, he was greeted by his former varsity soccer team. It is hard to not get emotional. I spent four years of my life with all these guys. Reporter theyre supporting mendoza and his fight against als, a neurogenetic disease. Als controls neurons, causing breathing issues. On this night his friends are playing a match to raise money for als research, a benefit put on by his former coach. Theres a lot of people with the diagnosis like that. They might take a different approach and he didnt. He took a courageous approach to try to help other people and get the word out. I wish i could be out here playing soccer with everyone, but its hard to walk now. I cant run, i cant play in any type of sport. And in college, the past few months, its getting harder to take notes in class. Reporter but still he graduated on june 19 from the university of oregon. Mendoza was team captain in his junior and senior year. A former teammate describes him as a natural leader. Hes like a bigger brother to me. I always looked up to him. Hes a strong person. On the lighthearted note some teammates would brave their challenge. At at t park earlier in the day, mendoza and others were honored during the pregame ceremony for als awareness for their strength and work in helping to raise money for research.
