Located in south america just off the caribbean in africa, just off the caribbean and from africa. Parts of the world that presumably, according to the president of the United States, you will find shithole countries from which the United States should not accept immigrants. The breaking news out of washington, d. C. Should come as no surprise to any american but should be embarrassing to every american. This afternoon the man who was elevated to the presidency of the United States, trump, who was sued by the Nixon Administration in the 1970s for refusing to rent apartments to africanamericans, who rose to political prominence by questioning whether the first black president was really an american, who kicked off his campaign by calling mexicans rapists, and who as president said that there were good people among the nazis who marched in charlottesville, and who killed a woman by ramming her with their car. That man, donald trump, during a meeting in the oval office, inside the white house, did the leastsurprising thing of his presidency today. Both nbc news, which cites a democratic aide, and washington post, which broke the story and has two sources report trump became frustrated when lawmakers proposed reinstating protections for immigrants from haiti and from amp can countries as part of a bipartisan immigration deal. The post reports el salvador was also among the nations mentioned. The Trump Administration had moved in recent months to end such protections after lawmakers made their proposal the post reported trump said, why are we having all these people from shithole countries come here . Adding the u. S. Should have more people from places like norway. Why do we need more haitians, citing people familiar with the meeting, take them out. Later the white house didnt even pretend trump didnt say it. Its response to the reports reads in part, certain washington politicians choose to fight for foreign countries, but President Trump will always fight for the American People. It should not surprise you at this point this is reportedly not the first time donald trump has uttered these kinds of comments. During a discussion on immigration in december the New York Times reported that trump slurred haitians saying they all have aids. And that once nigerians, whose country of 186 Million People has lots and lots and lots of big cities, once they had seen the shiny, gleaming United States theyd never go back to their huts in africa. Remember trumps comments are not just idle talk. The white house statement confirms that it is the position of the president of the United States in an Oval Office Meeting with top elected officials working out a deal on our immigration policy that we should discriminate about who can come to america, based on the color of their skin and their nationality. Less people from sholes, more people from norway. Joining me to discuss immigration and respond to the president s comments, one republican and one democratic congressman, larger marshall, republican of kansas, and congressman Luis Gutierrez, democrat of illinois. Congressman, what is your response to Donald Trumps statement that countries in parts of the world where my parents are from, by the way, are shole countries . Joy, thanks for asking me. I think that those comments, if true as reported, are wildly inappropriate and thats certainly not where i stand. My family have been so fortunate, weve done mission work in haiti, in guatemala, in Central America in africa. Ive had nothing but great relationships with those people and blessed to be with them. And so, you know, do you think then in that case, and thank you for saying that, do you think that donald trump should apologize . Do you condemn the comments . I condemn the comment, if its reported as true. I condemn it, i dont agree with it at all. I would hope that President Trump would reach out to those people. Those certainly are not what his actions are. I think quickly, were so close to getting a daca deal done. We need to finish the job. Were so close. I just hope this doesnt get us off track. But youre saying that those are not his actions, those are only his words. But trumps actions have pretty much matched his words. He has repeatedly disparaged haiti. You said your familys done mission wark work there. He rescinded protective temporary status for haitians. Tomorrows the anniversary of the 2010 devastating earthquake that sent many haitian migrants here. He rescinded that tps. You say those are his words, not his policies. But on every policy that comes to people of color, whether el salvador ens or haitians, donald trump is rejecting people, deporting people, saying they shouldnt be here. Those are his policies. After i was in haiti after one of these huge earthquakes, absolutely devastating, i couldnt believe what i saw. I think what we have is a president whos trying to push people to solve problems. I think it was genius to take people going in different directions, the house, the senate, republican, democrats, going in different directions. It was genius to put them together in front of the tv cameras and say, lets solve this problem for daca kids. Every group, theres a whole lot of different issues. We need to get daca solved, we need border security. If we can get border security, we can get daca solved. Were this close. There are lots of other immigrations we need to solve. We need to tone down the rhetoric a little bit. Miss pelosi maybe said a couple things she shouldnt have said as well wait a minute, its the president of the United States thats characterizing whole parts of the world as being comprised of shole countries. The president of mexico, former president of mexico, vicente fox, had choice words for donald trump. And donald trump wants to deport millions and millions of people to mexico. And on the daca issue, some of the very countries that these daca kids parents came there are the ones hes characterizing the way he did today. Well, i think ive clearly said that i disagree with those reported comments. That theyre extremely inappropriate. And i cant change any of that. But what i can do is stay focused on fixing daca and moving on to other immigration, like the ag worker visa programs we have across the country. Why should democrats sit down across the table and try to work out immigration policy with a president who else spouses racist views, quite frankly, about countries that are mostly populated by people of color . I guess i would answer your question with a question. Why would the democrats hold the daca kids hostage over everything . Its not the Democrats Holding them hostage do they really want to fix this daca was a president ial directive, an executive order. Donald trump did not have to rescind it. He rescinded it. Democrats are not holding anyone hostage, they have no power in washington, it is Donald Trump Holding those kids hostage. I respectfully disagree. Executive order. Do the democrats have the ability to extend those kids stay . Who is responsible for daca . Was daca an executive order or on law passed by dress . Daca was an executive order. Then who is responsible for either keeping that order or rescinding isnt it. President trump correct, donald trump. President trump gave us a chance to solve the problem. By rescinding daca. He gave us six months to solve the problem. It was a brilliant it was brilliant to rescind daca . Okay, it was brilliant to rescind daca. No, gas brilliant for him to give congress the chance to solve the problem. Thats what were supposed to do, were supposed to legislate. Were supposed to solve the problems. The president s supposed to enforce the law of the land, not make up his own laws. I see. So are you proud of donald trump as president . Are you proud to have him as your president . Im absolutely stand beside donald trump, his policies. I think hes moved this country in an incredibly positive direction. Our economy, three quarters in a row that was the same under president obama. Im assuming youre proud of president obama, because the economy whats changed. Are you proud of wait he conducts himself as president . I stand beside donald trump and his policies. I dont agree with everything he says or tweets. Do you think a president of the United States should divide the country . There are statements that staffers, according to cnns Kaitlin Collins, staffers inside the white house arent that worried about trumps shole remark, some predict it will resonate with his base, not ill yep nate it, like his attacks on nfl players who kneel during the national anthem. Do you think that is appropriate for the president of the United States to perhaps intentionally divide the country by saying things he thinks will appeal to racists among his followers . I disagree with the whole premise of your question. Really . I see that staff together sounds like the staff says this is good for the country to say things like this because certain parts of his base will like the idea of calling majority nonwhite countries shole countries. They think that will relevance nail with his base. Thats your base too, right . Youre a republican. Im not sure we dont want to argue about who my base and is who Donald Trumps base is its the same base, republican voters. Certainly were both republicans do you think your base would have approved of these remarks and would you do you think your voters today, your constituents, do you think theyre proud tonight of this president and the way he talks about the kind of countries that the statue of Liberty States have given us their tired and poor, yearning to breathe free . Do you think your constituents will be proud of these remarks tonight . I think the people of kansas would probably agree with me that these are inappropriate country, whether its daca we have 20,000 open jobs in kansas alone. We have 5 million open jobs across this country. What are we going to do to fix the immigration rules so that people that want to live the american dream, people that want to contribute to society, people that cant to work, have an opportunity to do that same thing my grandfather did when he came to this country. My last question, and thank you for staying with us, do you think the people who are emigrating from haiti or el salvador should be free to come fill some of those jobs that are open in kansas . They should never get in front of anybody else, i think anybody that wants to do this the right way, to come across theyre already here. Here on temporary protected status, here on daca. Should those young people be allowed to come to kansas and fill those jobs . I think as long as they have a legal status, they have absolutely a right to come here, as long as they have the legal status. Anyone that wants to work that has a legal status should have that opportunity to work. So as long as they have a legal status, im okay with that. We have open jobs. Bring us your tired, your poor. The Republican Party embraces people. The biggest economic challenge this countrys going to have in the next ten years is a skilled workforce. One of those skills is the ability to work hard. Roger marshall, congressman roger marshall, thank you very much, appreciate you joining me. Thank you, joy, have a great night. Democratic congressman Luis Gutierrez of illinois. Mia love, Republican Congress from utah, said the president s comments are unkind, divisive, el elitist, and fly in the face of our nations values. My parents came from one of those countries, took an oath of allegiance to it, took on the responsibilities. The president must apologize to both the mesh people and the nations he so wantonly maligned. Her parents came from haiti. Your comment, sir . First of all, i know why i like mia. Im happy she expressed that. But let me just say that we couldnt we cannot become so hardened during the presidency of donald trump that were not shocked. And that were not hurt. And that this isnt repugnant to us. And it isnt painful. Because it certainly is to me. So if you were born in 1953 as i was, you grew up in a land where separate but equal was the law of the land. Where i was not and people of color werent i love the america that weve grown into. A pickup more diverse america, an american that is much more giving and much more accepting. I love the america that my grandson lucito lives in. He doesnt have to deal with all of the racism and all of the prejudice and the bigotry that i felt personally as a youth in this country and that so many others. And so much was sacrificed, joy. It was sacrifice. People died so that we wouldnt have these kind of repugnant comments. Let me say what the president said today, he keeps telling us, and we just heard my colleague say how brilliant and genius. No, this is ignorance. This is ignorance to speak in such vile, racist terms. So the varnish and the paint has been stripped away from donald trump. And i know we feel it has been in the past. But god, isnt today is going to be a very memorial day. And thats saying a lot in the donald trump presidency. Because we now know that we have in the white house someone who could lead the ku klux klan in the United States of america. Somebody who could be the leader of the neonazi, just his words. Sadly, the horror show that was put on in front of those congressmen today is going to be the matinee show unfortunately for millions of americans who agree with this president. What do you make of the information from cnns Kaitlin Collins whos reporting that staffers, white house staffers, are not concerned about the remarks because they think that it will resonate with his base, not alienate his base, the same way his attacks on black nfl players did . Pretty remarkable stuff, what do you make of that . Wow. Number one, this is what happens when you surround yourself with bannon and you surround yourself with miller and you surround yourself with people who have used bigotry and discrimination and division as political tools. What are you to expect . That means thats what the president is surrounding himself with. And you know what i learned . Id like to hear from mr. Kelley, the chief of staff. They keep telling us, the general is there. Well, mr. General, speak up. Speak up for the men and women of the armed forces. Of different colors and different races and different nationalities who all bleed the same color. Who have served under your command. And continue to serve and protect. And let me just say, joy, can you imagine any other job in which the ceo, right, could Say Something and isnt summarily fired from his job . Can you think of any employee walking into any institution in america and saying these kind of deplorable things and not being fired . And thats why i insist that we need to continue to look at the embalance of this president. And the other day he put on a show for us. Right. The other thing, joy, lets remember that these were democrats and republicans responding to him and saying, okay, were going to give you this is what they said at the meeting, they said, were going to give you money for your wall. I hope the American Public understands that they offered the president 1. 8 million for the wall today. They offered the president to stop the ability of d. R. E. A. M. Ers to apply for green cards for their parents. They said that today. They said, okay, were going to eliminate the diversity program. But were going to give it. And thats where it came in. They said, were going to take the 50,000 visas that you say is a lottery and were going to attribute those visas to those from haiti and those from africa and those from honduras, were going to give them at 25,000 a year so they can stay in this country. The poorest country in the world, the two poorest countries in this hemisphere, they compete, honduras and haiti. Were going to send people back from the richest nation in the world . Shame on donald trump. This is a racist remark and we need to call it for what it was. Well said, congressman Luis Gutierrez, thank you very much. Thank you for being here. Joining me, msnbc political analyst Jason Johnson the root, former senator barbara boxer, democrat of california. Jason, a couple more responses from members of congress to what donald trump said. Ileana russ lateen, she said the president calling haiti an shole country ignores the contributions thousands of haitians have made to this country. Cbc chairman cedric rich man of louisiana, whose population largely was drawn from haiti over overthrowing the napoleonic government, President Trumps comments are another indication of his racially ignorant views. It reinforces concerns we hear every day that make America Great again is code for make America White again. Weve been saying this a long time. The president is a white supremacist. We heard in charlottesville. Our president is a terrorist sympathizer. Our president is a clear and present danger to nonwhite people in america. Its that simple. Theres no reason to pretend thats not whats going on. Whats important is not just how his heart feels. Ive never cared about that and thats not whats important. This manifest in policy, this manifest in judicial policy, this manifest ins in immigration policy, this manifests in how this administration has dealt with american citizens this puerto rico who are dying because they dont consider them to be real americans. Unless the Democratic Party realizes that this man is an enemy to nonwhite people in america, and this is not an exaggeration. Everything in his rhetoric and policy has said so. We will be in danger as a sof rant nation. We have to recognize that this president has made it abundantly clear since he got into office he does not want to make a space for nonwhite people to participate. Yes, there are some people who are not white who are in his administration. But policywise and rhetoricwise, hes made it abundantly clear there is no role for brown, tan, yellow, lgbt people in the future that he wants to create in america. Senator boxer, why are democrats it cutting deals with him . One of the things that is interesting, it was apparently theres something on the democratic side that leaked out what he said. But why are democrats sitting across the table from somebody who has these views . Hes said them for a very long time. And why are they cutting deals that include giving in, as Luis Gutierrez said, giving him even nominal money to build a wall across the southern border of the United States . Why are democrats in the room . First of all, we have to save those 800,000 kids. And it shouldnt be related to the wall or anything else. But i just want to say, im insulted. I am insulted at his remarks. As a firstgeneration american on my mothers side escaped her family, escaped discrimination and hatred and death. I just want to say, donald trump abundantly clear there is no role for brown, tan, yellow, lgbt people in the future that he wants to create in america. I just want to say, donald trump has insulted every american, regardless of color. He has insulted my home state where we have no majority of a particular ethnic color. We all live together in harmony here. So he is antiamerican. And this cuts to the core. And yes, i want to save daca. I dont want to have those 800,000 d. R. E. A. M. Ers sent out. And we should insist, it should be a clean bill. He doesnt even know what a clean bill means. But the American People know what it means. You save those d. R. E. A. M. Ers. Why did they come here . Through no fault of their own. Why did my mothers family come here . For hope, opportunity, justice, and fairness. America, all of us are immigrants. So i would say we should all be insulted at this. Including Donald Trumps family. Donald trumps family came here and emigrated to this country. Thank you, yes. Jason, going back to 2013 and cpac, donald trump complained there werent more european immigrants whom he contrasted with Illegal Immigrants he claimed were voting democratic. Trump said, i say to myself why arent we letting in people from europe . We know his history with the central park five, his father arrested at a klan rally. This is not an unknown quantity. Americans knew who they were electing. Right. Is the bigger problem not just donald trump . I mean, selfdeportation was mitt romneys slogan, this is not new. Right, its not new. But again, what it speaks to is remember, as you were commenting before, there are people in his administration who are happy about this. There are people in his administration who are saying, yes, racist White Nationalists in the United States of america are happy to hear this, happy to hear this unvarnished commentary that donald trump wants to create a White Nationalist state that he wants to make sure that nonwhite, nonchristian people do not have a role in this country. It cannot be said enough. This is a National Security threat. You dont negotiate with people who sympathize with terrorists. And thats what this president is doing. So i think its really important. Look, i understand wanting to save the students with daca and other people need to be saved. But people need to recognize this is not a president you can safely negotiate with. Hes not going to stop trying to remove nonwhite people from this country. Unless the Opposition Party recognizes that and deals with him as such, hes going to get away with it. Barbara boxer, are democrats being tough enough on this . Your thoughts. Listen, i appreciate all the outrage. And i feel it in my heart. But the fact of the matter is, they dont have to negotiate with donald trump, they just have to insist that this be attached to the budget bill as a clean bill. They have to tell him that. To his face. And when Dianne Feinstein did it, he said, oh, i agree. He talked about love. Im sure that his base was in his face and said, dont talk about love when it comes to immigrants. So now he comes out with this. Ill tell you something. The emperor has no clothes at all. Yes, youre right, joy, we knew it before. But now we have to focus, okay, on making sure we sweep out this oneparty rule and focus on 2018, which is what i am doing. Because to watch these republicans squirm in their seats and roll their eyes, that is not good enough. Quickly, if you were in that room, you now insist, given these remarks donald trump has made, that they now attach reversing his rescinding of tps to el salvador rans and haitians, should that be an immediate command . An absolute demand, no question. I completely agree. People have to recognize who theyre dealing with. The emperor does have clothes, theyre made off the backs of poor children in other countries that his business ran off of. We have to recognize there are other uses for people in this country other than immigrant labor to make things for donald trump. We have to recognize the strength of this country as multicultural polarity state. He doesnt believe in that, neither does bannon. Anyone who gives him space to move forward with that policy endangers this country. Still ahead, reverend al sharpton responds to the president s remarks tonight. Then there was a time today the president changed his National Security policy because of the voices he was hearing on his tv. Well be right back. You know whats awesome . Gigspeed internet. You know whats not awesome . When only certain people can get it. Lets fix that. Lets give this guy gig really . And these kids, and these guys, him, ah. Oh hello. That lady, these houses yes, yes and yes. And dont forget about them. Uh huh, sure. Still yes xfinity delivers gig speed to more homes than anyone. Now you can get it, too. Welcome to the party. The 2010 haitian earthquake unleashed a horrible and catastrophic devastation. Over 300,000 dead. Unbelievable. 300,000. Thank you, george. Millions displaced or injured. Taxpayer dollars intended for haiti and the earthquake victims went to a lot of the clinton cronies. I really want to be your greatest champion, and i will be your champion. Whether you vote for me or not. As a candidate for president , while unfairly trashing his opponent, donald trump proposed a promise to a crowd of haitianamericans in miamis little haiti that he would be haitis biggest champion. As president he announced the end of temporary protected status for haitians last november. Today he crudely disparaged their country. Tomorrow happens to be the seventh anniversary of the 2010 earthquake in haiti. Reverend al sharpton host of msnbcs politics nation. First of all, just let you respond to what donald trump said today about shole countries. First of all, lets be real clear. This is the most racist, bigoted pattern of comments that weve heard a president make. Weve got to deal with the fact that it was just a month ago where he said all haitians had aids. And that nigeriaens would not go back to their huts. In a nation that has, as you said, multiple huge cities. He has built a whole presidency on race. Any time you say he didnt just say dirs paraging, bigoted remarks about the nation of haiti and other nations of color, he says, why dont we get more people from norway . Which is really saying, why dont we get more white people . Thats right. So we now have a Foreign Policy based on race. One question. Who were the senators in the room . What did they say when he said these things . And why are we not talking about how we must mobilize to deal with them in 2018 . Because were talking about policy. He can have whatever opinions he wants. But as president of the United States, to be sitting around discussing policy is a threat to all of us. Donald trump grew up in new york, as i did. I know new york, he knows new york. New york has never been a city we did not have people from haiti and people from other nations of color. So this is a decision hes made. This is not someone who doesnt know better. Right. This is someone whos chosen a path that is absolutely racism with steroids. Youve known donald trump for a very long time. And donald trump is somebody, as you said, he lived in queens. Queens is a part of new york that has a lot of people from the caribbean. A lot of my cousins lived in queens. It has a lot of people from haiti. A lot of people from africa. It has sort of a melting pot that is much like new york. And donald trump wouldnt let those people live in his apartments. He was sued in the 80s. When we were fighting in queens about a black young man being killed in howard beach in queens, not far from jamaica states where he grew up. When we were fighting that, he and his father were defending a Racial Discrimination lawsuit. Then after that his position on the central park five, when some of us were marching saying, we did not believe they did it. He was saying they should have the death penalty. They were exonerated after doing many years in jail. He said they still should not get a settlement. So theres a pattern here. Then he would change and act democratic. He came to National Action networks convention twice. But he can deal with people as long as he can transact. But hes never had key black executives in his organization. Look at the record. We are looking at a man that grew up in a city that was mostly of color, that is twothirds black and latino now, and can say these kind of remarks because he doesnt think anyones going to do anything about it. We must mobilize. We must mobilize against those that would sit in the room and be an accomplice to this kind of bigotry. This whole thing of i remember when i started attacking him on the birther issue, saying it was racebased. He got angry. And met with me and said, youre calling me a racist. I said, i didnt call you a name, im saying what youre doing is racism. He later lied and said i apologized for calling him a racist. I got on tv before he could and said that wasnt the discussion. But weve got this flexible definition about what a racist is. Do you have to spray paint the n word in the oval office or have a hood in the lincoln bedroom to be a racist . If you advocate everything whitesonly, bring me the norwegians, disparage at every opportunity, whether charlottesville, whether its immigration policy, every opportunity you disparage people of color, you are dealing from a racist and bigoted point of view and the danger is that he is now putting that into policy in america. So lets not act like thats just trump we can know how he is. He is building this into the very fabric of policy in this country. And we need to en masse, we need to Martin Luther kings birthday is being celebrated monday. And ive been on the phone all day putting together civil rights and human rights and immigration leaders. There needs to be some mass action. We need to really start targeting a lot of these senators. I want to know who was in the room, what did they say . Dr. King said that you jgeff a m where they stand in the times of controversy, not in the times of convenience. It should be made politically inconvenient to cosign this kind of bigotry in the oval office. River lefthand side al sharpton, thank you very much, i really appreciate talking to you, thank you. As the president was busy dictating racist immigration policy in the oval office today, americans across the country saw two very different pieces of news about the nations biggest private employer, walmart. First came news the retailer would raise wages and offer bonuses for some workers. Then in bankrupt contrast walmart is closing 63 of its sams club stores and laying off thousands of people. Many employees showed up for work only to find their stores closed. This is part of whats becoming a paper. Companies announcing bonuses, to much fanfare, often crediting the trump tax plan, followed by quieter rounds of layoffs. At t, which the Chicago Tribune reported will give bonuses to 200,000 employees, will also hand out pink slips to 600. And comcast, our own parent company, pledged to hand out 1,000 bonuses and laid off hundreds of people. The white house today had no real answer as to why they claim credit for the bonuses and raises, but not the layoffs. I just want to be clear. It sounds to me like you are saying that the administrations policies are partly responsible for the walmart wage rise. But that the layoffs are nothing to do with you. Am i understanding that correctly . Is that not inconsistent . What im saying is the administrations economic policies are a function of what we see growth and investment. Different companies will do different things. Some companies will invest capital, some companies will return money to workers. Lots of things are going on in the economy and we appreciate what walmarts doing. What happened with walmart today is the latest incident to put the lie to trumps claims to be the savior of the american worker. Remember the carrier plant in indiana . Trump promised to save those workers jobs. But this week another 215 workers at the heating and air conditioning plant will lose their jobs. Thats in addition to the 340 workers carrier laid off in july. Msnbc contributor charlie sykes, influential conservative and author of how the right lost its mind. Charlie, i cannot id be remiss if i didnt ask for what you thought about what the president said today about shole countries. Ill give you a chance to respond to that real quick. Well, first of all, having had relatives that came from a country he probably would have regarded as a bleep hole, its about as offensive as you can get. I think one of the most depressing things about this is whats going to be happening the next 24 hours as you watch fox news and conservative talk radio go wall to wall with defenses of this. That, well, hes being bold, hes being honest. And the effect on the culture i think is whats most depressing. That hes going to make this kind of rhetoric acceptable, or more acceptable, to a broad section of this country. Which is why i think it is so crucial that republicans like mia love speak out as strongly as they can. I mean, look, weve kind known who and what donald trump is. But what donald trump is doing to us, is doing to the country, by bringing this kind of rhetoric, hey, dont we want more blond norwegians in this country, rather than people that look like they come from haiti . This is pretty naked. This is pretty obvious. And you know, and this is where the president can influence people. Abraham lincoln talked about appealing to our better angels. What is Donald Trumps legacy going to be . And i think its going to be ugly over the next 24, 48 hours. To sort of bring together what were talking about in this segment with what happened, donald trump ran i still remember the man of steel ad where he was trying to appeal to blue collar, white americans who were losing jobs in steel towns, et cetera. And essentially allowing them and giving permission to them through his campaign to blame that on nonwhite immigrants, to say its the mexican migrant coming over the border, thousands of miles away, that is responsible for your pain, and im going to help you. In a sense, if his staffers are saying they think this will help them, in a twisted way, do some republicans believe that donald trump, again pushing on that button of racism, will cover over the fact that he really cant save these peoples jobs and probably never had any intention of doing so . Unfortunately, i think that that really is the playbook. Even though steve bannon is gone, this is something that i think he would applaud. Look, i mean, its legitimate to talk about Blue Collar Workers lose losing their jobs, who are being disadvantaged by the economy that we have now. That is a legitimate point, those are legitimate cleavances. But the distinctive part about what donald trump did was to blame it on china. Look at those nfl players or look at this congressman that i want to pick a fight with, or look at these immigrants coming in from these bleep hole countries. Unfortunately, that is shaping the debate. Yeah, unfortunately. Charlie sikes, appreciate your time. Still to come, for the third time this week, donald trump said something completely opposed to the policies his white house is trying to enact. It appears he was taking direction from trump tv. That story ahead. Thing one, thing two starts next. Okay, a special thing one, thing two. If there is something President Trump watches, its saturday night live and we know that because of his reported reaction to sketches that portray him and his staff like this one of steve bannon. Okay. Donald, thats enough fun for the night. Can i have my desk back . Yes, mr. President , ill go sit at my desk. [ laughter ] that did not go over well in the west wing. Donald trump was upset by that sketch but that wasnt the only character that bothered him. Before we begin, i know myself and the president have gotten off to a rocky start. All right. All right. All right. Political reported the white house was rattled by Melissa Mccarthys spoof of spicer and makes up fact, it was spicers portrayal by a woman. Trump doesnt like people to look weak added a top trump donor. Spicer and bannon are both gone but could snl put another member of trumps team in jeopardy. Thing two is kate who played a number of people in trumps white house. Betsey devoss, Kellyanne Conway and another character is bothering donald trump. He is turned off by the portrayal of sessions. It was not a reflection of sessions but that he found the portrayal insulting. Do you really not remember meeting with George Papadopoulos with russia . I had memory problems from a childhood trama. What is that . The passing of the civil rights act. For the past week, the white i realize that ah, that 100k is not exactly a fortune. Well, a 103 yeah, 103. Well, let me ask you guys. How long did it take you two to save that . A long time. Then its a fortune. Well, im sure you talk to people all the time who think 100k is just pocket change. Right now were just talking to you. I told you we had a fortune. Yes, you did. Getting closer to your investment goals starts with a conversation. Schedule a complimentary goal Planning Session today. For the past week, the white house has been trying to portray the president as a very stable genius and rebut the portrayal of donald trump as an unfit leader in fire and furry. That quote he had no ability to plan and organize and Pay Attention. Not only did he not read, he didnt listen. The white house has been trying to show trump doing serious work of president ing inviting the press into an immigration meeting with lawmakers and tweeting photos meeting with senior cabinet officials and reading an actual written document. Would you look at that . This morning the president of the United States burned those efforts to the ground with a single tweet that showed how little he understands about his administrations policies and how he struggles to distinguish fact from fiction. The white house was gearing up for a vote this morning to renew the governments Foreign Surveillance program, a move supported and pushed by the Trump Administration. But at 6 47 a. M. , someone at fox and friends sent a message directly to the president. I dont understand why donald trump is in favor of this. His woes began with unlawful Foreign Surveillance and unconstitutional domestic surveillance of him before he was the president of the United States and now he wants to institutionalize this. Mr. President , this is not the way to go. Spying is valid to find the foreign agents among us but its got to be based on suspicion and not an area code. About 45 minutes later, trump took to twitter. Quote, house votes on controversial 5 act today, this is the act that may have been used with the help of the discredited and phony dossier to so badly surveil and abuse the Trump Campaign by the Previous Administration and others. That apparent reversal set off lots of confusion on capitol hill and almost two hours after his initial tweet, trump followed up with a clarification. With that being said, i have personally directed the fix to the unmasking process taking office and todays vote about Foreign Surveillance. We need it. Get smart. Exclamation point. That second tweet reportedly came after trump spoke on the phone at length with House Speaker paul ryan. The house went on to pass a bill that heads to the senate but that was the third time this week that donald trump contradicted his administrations position, how the white house explains the confusion, right after this. A tweet contradicted a stance on a bill moving through congress. How are people supposed to trust not us as reporters but lawmakers, policy makers that the people representing the president s position actually are . I think that the premise of your question is completely ridiculous and shows the lack of knowledge that you have on this process. Benjamin is the editor and chief of law fair and jill is a former assistant watergate prosecutor, both are msnbc analysts and ben, ill start with you on this, you wrote this morning in a law fair piece that when the history of donald trump use of twitter is written, there will be a stiff competition for the most destructive irresponsible tweet and the strong contender would be the one this came this morning, or thursday morning. Why do you say that this would be among the most destructive . Well, so the damage was as it. Translator turned out the president tweeted a lie and Conspiracy Theory by way of undermining a critical National Security program that is considered by his own administration to be the top legislative National Security priority, and he did that at the expense of u. S. Service personnel who are protected by intelligence from 702, the program at issue at the expense of u. S. Counterterrorism policy and at the expense, ironically, of the quality of his own intelligence information because 702 is the single largest contributor to the president s own daily intelligence briefing. And, you know, jill, he also did it especially after hearing someone speak to him through the tv. The same fox news personality who gave him the Conspiracy Theory that his wires were tapped by president obama. How disturbing should it be for the American People that the president of the United States gets his Foreign Policy and National Security ideas not from his National Security team but from fox news. Of course, thats very disturbing and the fact that he tweets out things that are inconsistent with his own administrations policies and that hes done it at least three times this week, once was a verbal gaffe let us say when he said to Diane Feinstein that he was for a clean daca bill and had to be corrected on the spot for a member of his party but did the same thing today and based on not information from his administration. So hes been doing this as a repeat thing and i think members of congress are now upset enough that they wont even Pay Attention to him or to his tweets, which actually may be a good thing. That hes done it at least three times this week, once was a verbal gaffe let us say when he said to Diane Feinstein that he was for a clean daca bill and had to be corrected on the spot for a member of his party but did the same thing today and based on not information from his administration. So hes been doing this as a repeat thing and i think members of congress are now upset enough that they wont even Pay Attention to him or to his tweets, which actually may be a good thing. Ben, isnt he doing that . At the end of the Day Administration is trying to get donald trump to go along with policies that dont comport with the feeling in his gut. Even on the daca bill where hes saying he wants to do a deal, what we heard today is whats in his gut. He feels the countries are shole countries and we shouldnt let anyone come in from there. This is a guy that got instinct on 702 is that he really doesnt agree with it. Hes sort of forced to do it by the people in his administration but deep down he doesnt want it. I dont purport to know what he feels deep down about 702 and the tweet raises question whether he has any understanding what 702 is or does. The tweet today suggested that 702, which is only about collection against foreign targets, reasonably believed to be overseas was used to collect against the Trump Campaign and domestic targets. So that, you know, he clearly does not have a refined understanding of what 702 is. That said, i think he i certainly agree with you that he does seem to be very animated by his sense of grievance at the hands of the Intelligence Community, which is itself based on sort of fantasy that the Intelligence Community is, you know, tapping his wires and in the tank for barack obama and hillary clinton. You know, i have to pause for a minute. We have updated information on a story weve been covering over the course of tonight. Reporting two sources briefed on the conversations that happened inside the white house about daca, during the portion of the conversation about haiti which came at the top of the exchange that led to the shole comment, the president questioned why haitians should be given specific consideration. Why do we need more haitians . Take them out. Someone responded, if you do, it will be obvious why. Ill get you to comment what the were cases are of knowing people in the room with the president of the United States understand when he makes a comment about Foreign Policy in American Immigration policy, if it gets out, people will understand that he is a racial motive for making those policies. Its one of the things thats gotten him in trouble with courts. They have issued rulings barring some of the things hes trying to do based on his own statements. And he would be wise to shut his mouth. Hes a very dangerous person in terms of policy, and he doesnt understand his own policies. He doesnt probably actually have policies that he is really committed to and when i was general counsel of the army, fisa was an issue and whether you could have warrants on americans or overhear americans on the course of acting against foreigners. This is a longtime issue but he doesnt understand how important it has been to protecting america from terrorists attacks. If he did, he wouldnt be saying the things he is and as ben just said, it cannot be used against an american citizen. It is only for those who are overseas and believe to be overseas. One wonders whether his comments can be used in litigation as they have been. Thank you both. And that is all in for this evening. The Rachel Maddow show starts tonight, jaw dropping profane comments from donald trump on haiti and african countries during a conversation on immigration. The president then suggesting allowing more people in from norway. Plus, steve bannon lawyers up as he and another former Trump Campaign manager Corey Lewandowski reportedly gear up for testimony in the russia investigation. And as a candidate Donald Trumps doctor said hed be the healthiest individual ever elect the. President trump is scheduled for a physical tomorrow. We have all of it as the 11th hour gets underway on a thursday night. Good evening once again from our nbc news headquarters here in new york.
