You wake up in the morning at our job, right, the alarm goes off, especially on a big night like that, scrolling through your email, who won, who came in first, who came in second. Only to find this curve ball. Lets start there, the confusion and frustration in iowa. We dont know who won last nights caucuses after what the Iowa Democratic caucuses says are inconsistencies in reporting the data following a new system that requires precincts to report two sets of totals in addition to delegate totals. Caucus organizers reported trouble with the app that theyre supposed to use to transmit the results. We are told the telephone system they have as a back up has been inundated with phone calls, unsurprisingly. Heres the caucus secretary of a precinct in ames, iowa, speaking with msnbc just last night. The app that we were told to download just hasnt been working so in the handbook that we were given, we were given a hot line to call to report the results, and ive just been on hold pretty much since 8 30 trying to report these results in. Youve been on hold for two hours, trying to report the results from your one precinct . Yes. Yep. So i was, you know, they say that theyll be with me in the order in which, you know, i got on hold, and there was a moment where they did connect for like one second about half an hour ago, and then i just wasnt responsive quick enough, and they hung up on me. So im back in line. So thats where we are. A spokesperson for the Iowa Democratic party released this Statement Last night which reads in part this, this is simply a reporting issue. The app did not go down, and this is not a hack or an intrusion. The underlying data and paper trail is sound, and will simply take time to further report the results. Were told a Conference Call between the campaigns and Iowa Democratic party got heated last night, sources telling nbc news, the party hung up on the campaigns when pressed for answers on when results would be released. Early this morning, the party said it is manually verifying all precinct results and expects to report the numbers at some point today. And the candidates are already off to New Hampshire and in the case of Pete Buttigieg, already declaring victory in iowa, despite the hold up in those results, heres the former south bend mayor followed by some of the other contenders. So we dont know all the results, but we know by the time its all said and done iowa, you have shocked the nation. Because by all indications we are going on to New Hampshire victorious. I imagine, i have a strong feeling that at some point the results will be announced. And when those results are announced, i have a good feeling were going to be doing very very well here in iowa. Lets stay in a good spirit because you all know what happened out there in those precincts, you know that we have been punching way beyond our weight. You know that despite some limited resources compared to some of those bigger bank accounts, we are way on the board, so lets stay up. Lets stay up. Lets stay happy and lets head to New Hampshire. Well, the Iowa Democratic paper is working to get these results straight, and i want to make sure theyre very careful in their deliberations and indications are, its going to be close, were going to walk out of here with our share of delegates, we dont know exactly what it is yet, but we feel good about where we are, and look, so its on to New Hampshire. I mean, Everybody Knows that if nobody wins, everybodys a winner, right, thats the lesson. Its interesting to see the language everybody was using, kind of making sure no one comes declaring. Joining us from des moines, msnbc correspondent, Vaughn Hillyard, thanks for sticking around for a moment. Pete buttigieg has declared victory, yet we understand as we just played there some sound from Bernie Sanders, hes released some internal numbers that might suggest otherwise. Joe biden seeming to strike an optimistic note. Walk us through what we know as to where things stand this hour. Reporter good morning, you guys, theres not the plan b here these windy conditions here on this tuesday morning. I was going to be catching a plane to New Hampshire, but look where were at as you heard from these individuals, essentially victory here last night. What you are seeing now is each of them positioning themselves over not only their internal numbers but looking at entrance polls, the Bernie Sanders campaign putting out internal numbers based off information they have for 44 of precincts across the state, that they would be the ones with the largest delegate haul here in the state. Just a little bit after, the Sanders Campaign put that out, the Buttigieg Campaign then came forward and suggested based off of their own internal information from 77 of precincts that Pete Buttigieg was heading to New Hampshire victorious. That has led to each of these campaigns posturing themselves. You got to take into account. Over the last year, millions of dollars have been spent from these campaigns not only on tv air waves, digital air waves but also time. These cam panpaigns have more ta hundred staffers on the ground, a lot of young people that have given up their lives to go around these states for ultimately momentum coming out of iowa, but now essentially you have a race that has no clear victor coming out of iowa going into New Hampshire. Talk about biden here for a moment, vaughan, we just heard from him obviously talking about the fact that he wanted to make sure that this count was accurate as he said in that speech. We do know that there was a letter sent to iowas Democratic Party from the biden camp slamming the quote acute failures. What else did this letter entail . Reporter this letter called on the Iowa Democratic party to not release any official results until each of the campaigns were able to go through the results themselves and follow up with specific questions. There were two these two phone calls last night between Iowa Democratic Party Officials and these democratic campaigns. Each of them ended rather abruptly, and we should note there was one call in which the press took part with the Iowa Democratic party. That call lasted just over one minute. There are a lot of questions these campaigns do not have answers to, and the Biden Campaign is requesting the opportunity to go through the results themselves and follow up with questions with the Democratic Party. The Democratic Party at 1 00 a. M. This morning suggested that results would be released later today, which would be this tuesday. Theres not a clear time line as to what exactly that looks like. What are the political impacts of what we see for the caucus results, depending on when they get released today or beyond that. How may this hurt or help some of the candidates . I think right now we obviously from that report we saw from vaughn, youre seeing the candidates declaring victory in a very widespread way. Pete buttigieg and Amy Klobuchars speech were very much victory speeches going into New Hampshire, and i think their campaigns made the calculus this was probably the only thing they can do. Right now, those two candidates in particular, as well as the number of other candidates in the race, but those two candidates who are kind of, especially for klobuchar in the midtier trying to climb into the top tier of the race, they want to get the momentum going into New Hampshire, and seem like they have the momentum going into New Hampshire. They did all they could do without the results, however, you know, it will be interesting to see how voters digest these results once they come in, and how they impact New Hampshire, however, i think at the end of the day, there are a lot of questions about this caucus process in iowa and the future of this process, and how maybe even legitimate it is. The campaigns journalists and voters and caucus goers last night were expressing quite a bit of frustrations about the process, so it will be interesting to see what the future of this process is if, you know, these participants cant necessarily take it seriously going forward. Its an interesting calculation to say the least from the campaigns declaring victory, considering there can really be only one victor at the end of the day. What are you going to be looking for when in fact the results do come out . You know, i think well definitely be looking for those reactions, how those campaigns kind of digest and spin those results. In particular im looking at joe biden and Bernie Sanders. We have seen that iowa has turned out to be a very neck in neck race for those two candidates, but for Bernie Sanders in particular, this is really a test of this fouryear Old Organization that started in 2016 and that has appeared to have only gotten stronger. [ fastpaced drumming ] welcome back, after wrapping up closing arguments in President Trumps impeachment trial, all eyes are on several key republican senators who may convict to acquit the president. Lisa murkowski said despite her thoughts about trumps behavior she would vote to acquit the president. The response to the president s behavior is not to disenfranchise nearly 63 million americans and remove him from the ballot. The house could have pursued censure and not immediately jumped to the remedy of last resort. I cannot vote to convict. Meanwhile, senator Susan Collins told nbc news, she plans to make her decision of closing statements. Mitt romney is not going to comment at this stage about his vote. The senate plans to vote on the articles of impeachment wednesday afternoon. Lets talk about censuring, joe manchin of West Virginia has proposed a resolution to censure President Trump instead of rubiru removing him from office, suggested censuring the president as an option to keep trumps behavior in check. I see no path to the 67 votes required to impeach President Trump and havent since the trial started. I believe a bipartisan majority of this body would vote to censure President Trump for his actions in this manner. Censure would allow this body to unite across party lines and as an equal branch of government to formally denounce the presid his behavior cannot go unchecked by the senate and censure would allow a bipartisan statement condemning his unacceptable behavior in the strongest terms. The Washington Post spoke to multiple Senate Republican officials and aides who say they few senators willing to pursue the measure. When asked to gauge the appetite for censure among republicans, senator mike brawn of indiana said zero. The senate plans to vote on impeachment tomorrow afternoon. How do you see this playing out. In the words of colonel sam troutman, it is over johnny, it was never really much in doubt. There was very little doubt, it was preordained, there were never the votes to achieve the super majority of 2 3, and as with prior impeachments the outcome was pretty much determined at the outset, so no strategi surprise here, the senators awil vote to acquit, voting on party lines historically, zero senators voting to convict their own partys president. In all likelihood, we will see an acquittal tomorrow, and again, this country will have impeached a couple of president s and removed zero. I want to talk about this proposal from senator joe manchin with regards to censuring the president , a formal on the books history making what he wants to see as a bipartisan disapproval of the president s actions in this regard. What do you think is, i guess, the point of censuring the president , do you think its a good move . Censure has a really interesting history in our country. We have only in fact censured one president , andrew jackson, and that censure just a few years later was expunged by the congress, a controversial thing. Back during the clinton impeachment trial, when the outcome again was certain, senator feinstein collected signatures and tried to organize a censure. That may sound strange that a democrat was doing it, but strategically, it probably was to propose that as an alternative, as if to say we did something here but that ultimately failed. You heard Lisa Murkowski say they didnt propose doing this. Thats right. But its still possible to propose a censure, you have to get a vote to proceed with it to consider it. Thats what happened in the clinton trial, after the clinton trial, and that was eventually struck down. The vote passed to look into it further but beyond that it disappeared in the committee. We should note the Bernie Sanders Campaign Last night put out some initial numbers, which they said were internal numbers from 44 of precincts suggesting that Bernie Sanders came out victorious, not long after, the Buttigieg Campaign then came forward and said, well, hey weve got internal results as well, coming from 77 of precincts that indicate that Pete Buttigieg won. Well, meanwhile, Vice President joe bidens campaign pushed back sending a letter to the Iowa Democratic party essentially requesting that the party not release any official questions from these candidates and their campaigns, and the campaigns have the opportunity to review the results themselves. President trumps Reelection Campaign is criticizing Iowa Democrats and the delayed results and reporting inconsistencies, the president s Campaign Manager brad parcel put out a statement, democrats are stewing in caucus mess of their own creation with the sloppiest train wreck in history. Thoo s President Trump posted a record performance in the well run gop Iowa Caucuses with record turn out for an incumbent. House prosecutions and trumps defense team clashed over the senates responsibility on whether or not to impeach the president before voters get a chance to decide his fate themselves. If we had to rely on the next election to judge the president s efforts to cheat in that election, how can we know that the election will be free and fair . Some say no impeachment when theres an election coming but without term limits when they wrote the constitution, there was always an election coming. If impeachment in Election Years was not to be our founders would have said so. At the end of the day, this is an effort to overturn the results of one election and to try to interfere in the coming election that begins today in iowa. The only appropriate result here is to acquit the president and to leave it to the voters to choose their president. Now as the Senate Impeachment trial winds down, House Speaker nancy pelosi has come to the realization that democrats forced the president to admit that he was wrong to pressure ukraine to investigate his political rivals. Pelosi said i think we have pulled back a veil of behavior unacceptable to our first downers and the founders, and the public will see this with a clear eye. Whatever happens, he has been impeached forever, and now these senators, though they dont have the courage to assign the appropriate penalty at least are recognizing that he did something wrong. In the interview pelosi squared off against mitch mcconnell, a wholly owned sub si dare of the white house, and trump his puppeteer who has tarnished the senate. Pelosi said democrats would treat him as a guest in our house and we hope he will behave as a guest in our house but she added quote we never have that expectation. Lets get to tonight, amidst this impeachment trial, President Trump is slated to deliver his fourth state of the Union Address to congress this evening. Senior Administration Officials telling reporters that the theme of the president s speech will be the Great American comeback, and will focus on relentless optimism and issues affecting americas working families. The hill reporting. Officials declining to say whether the president will mention impeachment at all in his remarks. The democratic rebuttal will be delivered by gretchen whitmer, while the Spanish Language rebuttal will be given by congresswoman Veronica Escobar from texas. Political reporter for the hill julia manchester, what are your sources or sources in general saying about the president s state of the Union Address in terms of the tone that it will strike, not necessarily the topics and the optimism but whats the tone . In terms of the tone we are going to be, you know, according to these sources, were probably going to see what President Trump has done in his past state of the Union Addresses and that is very much stick to the teleprompter and be president ial. We know that, you know, actually after a number of President Trumps past state of the Union Addresses, also his first joint address to congress after he took office in 2017, he actually got quite a bit of praise for sticking to the teleprompter and being president ial, and really almost striking a unifying tone. We are expecting the president to focus on Economic Growth under his administration as well as the killing of qassem soleimani, the top general, and its a little unclear how he will approach the issue of impeachment. Its going to be very awkward in terms of optics, hes going to be addressing one chamber of congress who has voted to impeach him, and another chamber of congress where he is technically still on trial. It will definitely be interesting for optics but in terms of whether he goes into that Campaign Style that he does, and goes off the scripts, he has a chance to do that on friday in New Hampshire, so i think tonight were betting on him being more scripted. I might take that bet. Because this is an Election Year after all, as you well know. Anything goes at this point for the president. I want to move back to iowa for a moment here and get your take on the Trump Campaigns response to last nights confusion at the democratic caucus, basically calling it at sloppiest train wreck in history, going on to say these are the people running our health care system. What do you make of their response. I think last night was really almost Christmas Day for the Trump Campaign. This is really what they wanted. This is the first democratic nominating process, the first time democrats can show off ahead of an immensely important Election Year for them. It seems to have been botched in some way. And the Trump Campaign jumped on that. They have been fuelling this idea that some of these conspiracy theories that it could have been rigged or there was some sort of nefarious play going on behind the scenes. So youre going to see the Trump Campaign and President Trump himself most likely really pushing that. But this was certainly good for them because its definitely a stumbling start for democrats and what they need to be an error free ball game going into the general election. It seems like the overwhelming response to all of this is this elongated election season as we consistently talk about and the build up to then see this break down and the first of the nation caucuses is incredibly disappointing across the board for most americans watching overnight. Citizens who recently visited china from entering the United States and quarantine americans who recently visited within the past two weeks. Immediate relatives of u. S. Thats because the iowa caucus machinery melted down leaving nervous campaigns and voters without a single official results. We saw the way in which different campaigns, whether mayor peetes or Bernie Sanders campaign rushed to release their own internal unverified polling datetoto get ahead of this narrative but were all eagerly awaiting the Democratic Party to be able to release these numbers today after theyve been doing a recount, counting these things by hand to give people in iowa and the rest of the country looking to this state the results theyre so eagerly waiting for.
