The strength been described could wipe homes off their foundations in seconds. Storm surge raising sea levlts by as much as 18 to 23 feet above normal tide levels and keep in mind that three feet can easily knock you off your feet and kaury cars away. And an additional rainfall amount causing flooding and destroying docks also a concern here. One witness on the ground called this total and mass devastation. Gusts to 220 Miles Per Hour and its about with 140 to 145 miles from ws palm beach. You can see florida and the eye. This is a smaller hurricane right now. At least the extreme winds. So you have to go through the eye to get the extreme devastation and thats unfortunately whats going to happen. Its already arrived on the eastern toiptip of grand bahama island. This is going to be monday afternoon over the top of free port and they could go through about 30 straight hours of 100 mileperhour plus winds. Thats incredible. You what it dos to your nerves sitting in a bathroom waiting a storm out with your kids . So frightful. Theres hardly anyone on the planet thats gone through or about to go through what youre going through. Cone is still on the east coast. Hurricane center saying its going to slow down and were going to start to slowly knock some wind off of this thing. 145 and as we go up the coast, were not done with all our friends up here because we still have had it cone of uncertainty from myrtle beach to raleigh, durham, wilmington. Norfolk, virginia beach, del water, new jersey and maryland. So we have about five more days of tracking this and all the different wiggles and waugales. My general rule of thumb is 60 Miles Per Hour, some tree branchs can come down, when you get over 60 to 80 Miles Per Hour, thats where you get bigger trees coming down, the arcing and see the flashing of the power hubs. The transformers and by the time you get up to like 119 mileperhour winds or freeport through the night when it jumps to 100, ticket when you get structural damage and over 100 is when you get the roof shingles flying off, any loose wood could start to go and up to 120, 140, 160, thats when we start taking apart Wood Structures and all that remains is concrete, brick and stuff like that. Just takes a tiny shift and all the sudden i think in two to three days from now theyre like wow, were so lucky we dodged that one. So the uncertainty of what dorian is doing, this slow moving storm is what has so many people on edge here and wondering to themselves should we continue to shelter in place or when is the moment we need to perhaps leave, evacuate because people remember what the highways were like. The it i 75, even i 10 in some places. When people try to leave south florida for Hurricane Irma two years ago. But there is still time for families to prepare and make that decision for themselves. So as we look behind you that most of the slips are empty, clearly preparing for the potential land fall of a hurricane. Do we know where all of these boats were moved to . Also do we know how theyre dealing with the change of forecasts that have shifted within the last 24 hours and that does not make it easy for officials in cities and places like Jacksonville Beach florida as they try to put the right resources in the right places at the right time. So were preparing for land fall because we have no choice but to preparafor the worst and hope for the best. We have a lot of responsibilities. One is mockiaking sure we have , water and ice. 1. 2 million gallons of water being preparaed. Over 1. 7 million food and 700 pounds of ice. Agriculture through the state of florida and hits tremendously the last few years. So we have a lot of of eyes on different environmental areas below. Make sure were clearing the ways and people in the community and make sure the water that would stand closerer to the east coast is being drained as much as possible. But we are monitoring all of that included in close 60 of our state forests. And working with our Humane Society to make sure all of our pets are being removed from shelters across the state. Have you spoke to the governor . Were both in the Emergency Operations centers all day today. Were working hand unhand to make sure our citizens are safe. So were monitoring that and working together. We were cautiously optimistic were going to take that turn. A lot of our our Evacuation Centers are open and year encouraging people to start making plans now for the evacuation. Weve seen a dozen shelters have been all over Palm Beach County and up until duvall and st. Johns. We want flor idis who are watching and lisping to know this is a catastrophic hurricane and while all the mud maalodels projecting north. And people are wanting to leave to evacuate or go to these vacuations centers. Were encouraging people to do that now before its too late. And its moving slowly as you know. Five miles an hour. Which means a lot can change as it moves closer to the coast of florida. Were waiting for the governor of florida to speak very shortly here and youre eluding to conversations you had with him. How are you putting in the contingency plans of how close orhow not close dorian is going to get to your coast . Reporter the other things were doing. We start hearing a lot of outages of gas and food and water in a lot of our stores and convenience stores. Weve insured gas stations have gas today and ive executed a order to it start re the gas stations can reduce the prices. So weir with making preparations. All hands on call across the entire state, talking to our state and local county e oocs to make sure they have all the supply they need. Er w making sure there is infant formula and diapers and supply that may be needed at the shelter. We feel pretty confident our state is going to be ready and prepared. Up fortunately we dont know where this is coming. Pay attention to the local food stations and mock sure theyre getting the most updated information. This is moving slowly. And may not be for another 24 hour busine hours before we see hopefully the northern trek. What is the ing a rualture is 132 billion industry in florida. Most of our agriculture communities are south, which is Palm Beach County which is unfortunately we still have a completed evacuation in Palm Beach County. We have a lot of Citrus Growers on the Eastern County and when any of those trees sit in three to five days worth of water, all those trees die. In Hurricane Irma we had a huge devastation. And we listed all of our commodity weight limits to allow them to start moving any commodities across the state without having any restrictions. And thats everything from avocados, timber to cattle. Weve made sure all our livestock can be transforted or at least moved further with west. Everybody unruculture in the last 48 hours, theyre ready, prepare to respond, including our timerber industry which was hit during Hurricane Michael in october. And are still seeing a tremendous devastation in the pan handle. But floridians to step up the rest of our state if its needed. My city is part of an island connected by the mainland by two bridges. When the wind velocity is sustained, those bridges have to be shut down. We were on the Conference Call yesterday and he said the only thing predictable about the storm is how unpredictable it is. So were not taking any chances. Were still waiting for the governor to come to the microphone and we expect hell give us the latest information along with other Emergency Management officials who have been working hard on planning for hurricane dorkrn and its potential land fall as it stands right now does not look like that will be the case. As you look as you have spoken with residents in your city, in your suburb, what is their concern and are they prepared for what could be a difficult bunch of hours if not days . Unfortunately weve had experience. It pass said very close to our shore three years ago and when that happened, it was already down to a Tropical Storm. 50 to 60 miles off the coast and had enough storm surge at low tide to cause damage. So were cognitive of the fact this is looking at passing us by as a category two or three and with had new moon and depending on the tide erwoo rr standing by. Weve had experience on how much damage a Tropical Storm can cause so were being cautious about this one. Has your shoreline been fortified . Is it stronger and more resilient . After the cause of matthew, were just now getting our arena rebuilt. And unfortunately it looks like we were planning on opening in december but were being cautiously optimistbic were going to be okay. But i have concerns about whats going to happen. Were working with planning so we know the water is coming. Were seeing plants that normally dont grow. So Sea Level Rise is a real thing and something were trying to prepare for. But those things cost money and were a a city with a limited budget and were doing what we can. So basically we know the water is coming. Were trying to send it to the right place and not stop it. It would still come around the outside and end up smaur. Its a constant struggle. What are some of the hard defense lines and what are some of the number of sand bags you have to deploy in certain spaces where you dont have the hard defenses . We actually have a sea wall. A better marina thats supposed to slow and thats what it did during matthew. Did what its supposed to do and it broke apart but served its purpose. We do have a sea wall in the area. 34 feet five feet off the water but we did more to make it big enough, you wouldnt be able to see over it anymore. So thats not a good option. A lot of the properties are private praurlt. Property. So the city is working on purchasing those so we can do what we want to protect them. Mayor there in florida. I get to look at the stuff and some oof it is free, some is not. The Hurricane Center is looking at and they make their forecast every six hours. I can kind of go behind the scenes and anticipate what changes theyll make. If we step back for a second, not just amazing were covering anath iter huge storm like this but four years in a row. Four years in a row with five category five hurricanes in the atlantic basin. And weve never had that before. Weve had three years in a row. Weve nvr gone four in a row and 2017 is when we had maria andew rma. And michael made land fall last year. The strongest winds ever recorded. Dorian just went up a little, it could tie it. And a laborer day hurricane 1935 that went to the keys. All recorded 185 mileperhour winds. This is very historic times. The pressure is 910 mill bars and weve had lower pressure storms before. Wilma was the top of the charts. So as far as speed, tied for second ever. And this is that stuff i was telling you that Hurricane Center looks at unbetween. Just to see if theres any trends. So the blue one is our u. S. A. Model. This was at 8 00 p. M. And this was between 2 00 and 3 00 p. M. Faster, slower, maybe to the right and lets play this out a little bit. Most ofes to the umcan pucomputs better be in good agreement. As time goes on, they can separate and get farther apart. So 8 00 p. M. Tuesday you see a little here that the lates is a little closer to the florida coast but still pretty good agreement. By the time we get off the florida coast, its 20 miles closer. And were talking about a storm as powerful as this one, the dufferan difference of 20 miles could be wind gusts up to 60 to 80 and maybe 90. Well see if it trends. By the time we get to wednesday, we get to see six more computer runs. Im happy to say ive already seen mandatory evacuations near jackson vul. I thing its a very wise move. Anden the further up the coast i just saw in South Carolina coastal areas starting tomorrow at noon. Now they have evacuation orders in place too. They know it talk as while and a lot of the people on the Barrier Islands out of there. And people with medical needs and you can see by 6 00 p. M. Wednesday, a little similar but to the east. A little look behind the curtains and these are all the trends that mean the difference between maujor storm orhistoric. As you were looking through the almanac. One of the biggest was katrina. That took the eastern half of the gulf of mex co. Rita was pretty big too. This is bugger than say andrew. The eye from the east to west was ranging 25 miles wide. So this is not a super small one but on the smallish side, especially the intense winds are pretty small wrapped around the center. And for theesh treme it instruction,ia have to go through the eye wall. We have the miami radar, the melbourne area radar. Well have an excellent view of this. Well be able to track the eye wall just like with matthew three years ago and well watch it go up the florida coast and well be able to tell. I was wondering about nasa tv and probably were the ones that told us put that on aerobutted are those pickertures from skies above . A lot of time they give you the different angles. This is images from a satellite up there every one minute giving us a picture. So this is a satellite image. Nasa will give us from the International Space station. Theyre even higher in space than most cases at a the International Space station. So they give us cool and interesting views. The stuff from the Hurricane Hunters is absolutely incredible. The 53rd weather squad. They just posted a video of them flying through the eye with the lightening flashes at night. Its like a halloween horrorer at a amusement park. Sdprr i had one chance to go through what was a category four. I ended up backing utof the flight. That flight, at the time they did low level passes and one thef engines had a a problem because of the sea spray and the waves. The guy i worked with i was like im glad he did it and not me. This storm has tracked further west slightly, but still further west than we had hoped. We hoped it would air on the eastern side of that track. Its aired a little bit closer to the florida coast. The storm has slowed down but we need it to slow down a little bit more to ensure when it turns north its not impacting directly the florida coast. And we cannot say that that is not a possibility. So i think its important that we prepare for this to potentially make landfall here. I held a Conference Call with members of the florida legislature, with all of the Emergency Management directors. The good news is were all working together. My wife, the first lady, put out a Public Service announcement this afternoon with an torn message for people to listen to their local authorities and have an evacuation plan ready if youre ordered to evacuate. Safety comes first. You dont want to mess with a storm that is going at 185 Miles Per Hour. Her psa is posted on social media. We have now seen a significant increase in watches and warnings. A hurricane warning is in effect for palm beach, martin, st. Lucy, indian river and brevard counties and storm surge warning in effect thor thoe effect for. There will absolutely be additional hurricane warnings and watches all the way up to the georgia border on the east coast of florida. So you can pretty much set your clock to that. And you can see Tropical Storm force winds arriving on floridas Treasure Coast as early as late tonight. And, of course, you have storm surge in places like jupiter inlet, forecast to be between four and seven feet. Theres a number of evacuation orders that have been issued. Volusia county, india river county, duval county, Nassau County and st. Johns county all issued new orders today. Of course, martin, palm beach, brevard, st. Lucy issued orders already. Voluntary evacuation orders in osceola, glades, okeechobee island. If youre in an area that has flooded in prior hurricanes and youre given a voluntary evacuation order, you really need to seriously considering heeding that and evacuating. When the water gets high, theres not a whole lot you can do about that. Given the uncertainty of the storm, its better to err on the side of safety. The brindges are still open to motorists and if there are changes, we will announce that. Palm Beach International will stop all service tomorrow and atlanta Melbourne International plans to close monday evening. Were monitoring every road in the state, fdot and traffic has not been abnormal. In fact, i think the nonhurricanerelated traffic has been less than we typically would have on a labor day weekend. We obviously will make accommodations to make sure those subject to evacuation orders are able to evacuate as efficiently as possible. By tonight the Florida National guard will have 4,500 soldiers and airmen activated and ready to respond. They have 15 rotor wing helicopters available, an additional 24 offered from regional guard locations and active aerl component prepositioned 40 additional airports near our state border to respond if needed. Were taking this storm and the potential impact on florida very seriously. I hope that we watch it track over the next 24 hours and see that the threat to florida has diminished but we are not banking on that at all and were preparing for a significant event. With that i can take a couple questions. Can you answer with all of the counties that have done mandatory evacuations on the Barrier Islands and coastal areas, why are we seeing so little traffic on our major highways . I think part of it is the traffic overall, this is not the typical labor day weekend. Given that you had hurricane hurricane news going on really for several days now. Probably even at the beginning of the week i think we were starting to look at this. I think that probably impacted the natural traffic. And i also think that if you look at say Palm Beach County, ee vac zones a and b, thats a High Percentage of seasonal residents. A lot of those folks on that coast are not necessarily staying in florida in august and september. But i think that folks have been willing to take steps to prepare. I mean, you saw people lining up for gas. You saw water flying off the shelves and people have been through this drill before. Sometimes there can be message fatigue but also i think at the same time they understand if youre prepared, youre going to be much better off if you take those steps. So we appreciate i think having worked with the counties to get in a place where they can protect their residents and obviously we appreciate floridians making preparations. With the shift going to the west just a little bit, little less than you would have liked, has that prompted you to make any changes in how you responded, maybe reallocating resources . Were always planning. Like we never thought we could just assume it wasnt going to impact florida. Thats kind of been how we were. I think what we would have liked to have seen is it slow down even more and take that eastern track within the guidance because that would have been good to tell people that. But were certainly not going to tell people that if thats not whats going to happen. I think the resources have been ready because when you have a storm of this magnitude, even the traffic keeps it off the coast and it aint like its 100 miles off the coast. It gets to be like 25 miles off the coast in some areas and thats way too close for comfort, even if that were gospel. So it hasnt changed anything weve done. I think once we knew it was going to be more of an east coast event, we started having the resources more focused on that. You remember three, four days ago it was not out of the question you had a southern hit in south florida coming out to the gulf of mexico, and then hitting the panhandle. That obviously would have been a major challenge. Youre talking about the most populated part of the state, part of southwest florida that had just been hit by irma two years ago and panhandle potentially where the michael victims were. So that was really a problem. Now the resources, we know where the guard will be needed. We know were at fhp and fdot need to help with the roads. Utility have a better sense when theyre going to need to go when the power goes out. So in that sense it made it a more focused effort which our state this big, theres logistical challenges sometimes. But i think we kind of know where the issues will be. The search team made the point about an hour ago that there are a fair number of people taking vacations out in state Governor Desantis giving the latest. The headline is they are prepared, they have resources deployed. This means some 3,500 National Guard troops ready to move and helicopters part of that. They are planning to close airports and government institutions as necessary, schools included in all of that.
