The president is officially wheels up. Hes headed to singapore for the historic summit with kim jongun. The president pressure ofresh o meeting in quebec where he talked about tariffs and fair trade. And from the standpoint of trade and being fair to companies we are committed, i think they are starting to be committed to a much more fair trade situation for the United States. Because it has been treated very, very unfairly. And i dont blame other leaders for that. I blame our past leaders. The President Trump did not find his counterparts disagreeable. According to him, the tough negotiations were respectful. I will say it was not contentious. What was strong was the language that this cannot go on. But the relationships are very good. And on his upcoming meeting with kim, the president offered this prediction. He can take that nation with those great people, and truly make it great, so its a onetime, its a onetime shot. And i think its going to work out very well. Nbc News White House correspondent Kristen Welker is at the summit in canada with the highlights. Kristen, its been a busy morning. What more can you tell justice. Well, President Trump did make a range of headlines. You just ticked through some of them, alex. In terms of north korea, he did strike a confident optimistic note, saying that he thinks that kim jongun is serious about sitting down. At the same time, alex, he lowered expectations. He said, look, its possible that the best that comes out of this first meeting with kim is dialogue. So essentially saying we might not be able to get a deal in this first go round. He has said in the past there might need to be a second even a third summit. Take a listen to what he had to say this morning. I think within the first minute, ill know. How . Just my touch, my feel. Thats what i do. How long will it take to figure out whether or not theyre serious, i said, maybe in the first minute. You know, the way they say you know if youre going to like somebody in the first five seconds, you ever hear that one . Well, i think very quickly, ill know whether or not something good is going to happen. So, the president really touting his skills as he sees himself the dealmaker in chief. Alex, the mistakes, frankly, couldnt be higher. He leaves the g7 summit a few hours early, as you mentioned at the top. And he leaves after what was a pretty tense set of discussions here. He said they were in fact cordial and by the way, all of the optics looked very cordial when you saw him meeting with the president of france, the Prime Minister of canada, there were a lot of smiles. But behind the scenes some very deep differences. And he touched on those today, reiterating his call to have russia rejoin the g7. Of course, russia was suspended with crimea. Some leaders saying look russia continues to act illegally by invading crimea. Italy the only one ohm to tpen idea. And the strongest language yet, the president recently announces new steel and aluminum tariffs. Today saying essentially if countries dont lower their barriers they wont be doing business with the United States. A bit of an ultimatum there. Officials telling me, why is he leaving early . Because the stakes are so high. Hes been preparing and getting briefing from his secretary of state mike pompeo and when asked about preparing for this, he said hes been prosecuting all his life, alex. Chrkristen, thank you. Joining me White House Reporter for the wall street journal and john harwood. We welcome you both here. John, first here, im going to play a bit here from the president talking about suggestions he made with representatives of the g7 summit, here it is. You want tarifffree, you want no barriers and no subsidies. You have countries that are s subsi subsidyfree. Thats what you learn at the Wharton School of finance. Whether or not that works i did suggest it. People were i guess theyre going back to the drawing board and check it out, right . But we cant have an example where were paying, the United States is paying 270 . Just cant have it. And when they sent things into us, you dont have that. Is this a realistic proposal, john . Not at all, its not connected to reality. Were talking about a president who has pulled out of one arduously negotiated trade deal. The transpacific partnership. Who said today that the United States would be better off if nafta ceased to exist. And who, in fact, is raising tariffs on not only china, but the european union. Canada, mexico. In other words, our allies. And this is something that is going to have negative effects, economically, every economist across the spectrum believes that. And the president is he was trying to justify what he is doing and saying, well, im raising tariffs in order to lower them but it didnt make any sense. So, how is it that hes saying that, how is it that hes being advised to say that or is he just doing this on his own, john . Well, i think this is a president who for several decades has had a sudden core impulse about the American Economy. I dont know what gave rise to the impulse in the first place but hes always expressed the view what were getting screwed by other countries, that were getting taken advantage of by other countries. And hes now expressing that in a fairly crude fashion as president by the approach hes taking saying you make a better deal with me. International trade is something that president s of both parties have worked on for decades. They built a system, stepbystep, has tried to intersect the worlds economies. Lower trade barriers. To the benefit of all. And the president has seized on he certainly did in this campaign, to get votes, using trade as the whipping boy for changes in the American Economy that left some americans behind. Trade may have been some part of that. But there are many factors in the Economic Transformation of the world. And he continues to, as he is under pressure, and as his popularity has diminished, with the broad segment of the electorate, hes trying to motivate that segment of the electorate that believes him by vin vindicating that impulse. Vivian, the president said it would be a mistake for countries to retaliate on trade. What do you think the response will be . It remains to be seen, but obviously, president Prime Minister trudeau of canada and president macron of france came into the summit speaking very tough against the president. Saying they ultimately have to look out for the interests of their own citizens so, we saw this war of words on thursday night, alady of the president s departure from washington, where they really went out, each of them declaring that theyre not going to be taken advantage of. And theyre not going to be bullied on the other side. Certainly, we expect theyre going to maintain that tone. But it was interesting to see after that exchange of criticisms on thursday night, the president going so far as to call Prime Minister trudeau indignant because of his pushback. Then the president came out and said the relationship was pretty good. He described it as a 10, very trumpy way of describing things. So that was interesting. He really wanted to temper down any suggestions that the relationship is not okay between these countries and that theyre not going to be able to achieve anything. I just want to point out something, alex, with all of this talk about the president coming out and saying he wants a tarifffree, barrierfree zone, there is an element, you have to taken it with a grain of salt. The white house is very much looking to paint this president as a free trader. But only when he achieves this sort of balanced trade partnership that he keeps on touting. And, so, this could ultimately just be a bargaining chip where he says, listen, im imposing these steel and aluminum tariffs on now now. But im open to having this free trade environment down the road. As long as you meet me in the middle. And that we balance this trade deficit that he keeps on insisting exists between these trade partners. Whether or not he really means it, or whether or not its just a way to get these guys to talk and to come to the table and pursue a deal that remains to be seen as well. Either way you look at it extraordinary tactics, thats for sure. Heres what the president said about china and north korea. Lets list ton that. I asked a top person in china, how did it get so bad . He looked at me and said nobody ever talked to us. A very similar thing, if you think about it to place with north korea. This should not be done now. This should have been done five years ago, ten years ago. Okay. Since the role youre playing in this interview, john, is that of the truth seeker, any validity to that statement . No and frankly, i dont believe a senior chinese official told him that nobodys ever talked toys before because quite obviously american diplomats have been talking to the chinese for a long time. Can i just tell you i had ben rhodes on in the last hour and he was talking about the conversation that president obama with xi jinping. And i thought that didnt make any sense. And president bush before that. Since we gradually pulled china into the global system ever since president nixon did his opening to china several decades ago. They were admitted to the World Trade Organization. The Bush Administration started the strategic economic dialogue that was continued by the obama administration. So, no, weve been talking for a long time. And the reason that we havent had a summit with kim jongun or previous leaders of north korea is not because we werent we didnt want to talk to them. Its because it was a rogue regime, and we were not going to grant them the concession of having a oneonone summit with the president , until we had some commitment that they were willing to do something. There was agreement made in the Clinton Administration. They violated the agreement. Subsequent administrations had been frustrated, flummoxed by the inability to make progress. But theres nothing that the president said that indicates in return for this meeting hes going to get progress. In fact, as you reported at the top of the show, what he said in the press conference was, well, ill be satisfied just to get to know him that is not very much. Yeah. So, the takeaway from this g7 meeting the president saying it was very successful, vivian, do you agree . It depends who you ask. The president coming to the ming and leaving and insisting that the relationship is still good. And everyone kind of believes there is work to be done but ultimately, they will meet him at the table but we havent seen Prime Minister trudeau or any of the eu states backing down on threats to retaliation. And they insist for as long as steel and aluminum tariffs exist there are going to be contentious relationship between those Member States and the United States. And also pursuing the lawsuit at the World Trade Organization as a result. So, vivian, given that unscheduled News Conference that the president held, did he hold that to upstage whatever comes forth from other members of the g7 . He certainly wanted to get his two cents in. Remember, alex, today, he arrived late to the meetings. And leaving four hours earlier than planned. The white house announced on friday he would be doing so in order to get a head start on his meeting in singapore. But certainly, we werent actually sure who would be briefing exactly. We had been told throughout the morning that someone from the white house would be briefing us. Very late in the game, we were told that the president would be coming out to the mike. Okay ju obviously, he wanted to take the opportunity to add his two cents in before we hear from Prime Minister trudeau and others later today. Vivian, john, appreciate it. Lets bring in congressman, im curious to get your reaction. That hes going to tell in the first minute whether or not were successful here . Uhhuh. Alex, lets hope for progress and diplomacy here that is the best path forward because the world is better off if the korean finns is denuclearized. But lets also remember that weve been here before, both under the Clinton Administration and the Bush Administration. Where we had a framework of agreement Going Forward but before we put out the Mission Accomplished sign, lets remember what the standard is. And we know what the standard is because President Trump and National Security adviser bolton and secretary of state pompeo have told us what the standard is. And its complete denuclearization with a complete verification protocol then and only then, will we be able to proclaim success. And that is a difficult painstaking process to get to. And, no, alex, not for a second do i believe anybody is able to ascertain that in the first 60 seconds. And tell us how much you think the president is being briefed on this you know as well as anybody being on the intel committee, this president gets what they call a one sheet, which summarizes on one sheet, the amount of intelligence situations that the president needs on a daily basis. If hes getting things of this nature, while leading up to the summit, while this last week, on the multihour journey to singapore, how confident are you that the president is taking all of this in . Or do you think hes really relying on his gut here . So, im completely confident that the people around him are trying to brief him. Yes. Im completely confident that people around him are trying to get him reading material. And im far short that the president is consuming any of that. Hes already acknowledged frankly publicly that he doesnt much like to read. And the people around him have acknowledged that. And whether or not hes sitting and listening to that briefing, the oral briefing, i think remains to be seen. Look, i think theres something to be said that relationships matter, ones gut or instinct matters but it ought to also be combined with the thoroughly grounding and facts and details and nuances associated with something this important. And i dont have much confidence in that at all. Lets get to the g7 summit and what the president said. No tariffs no barriers. Thats the way it should be. And no subsidies. I even said no tear rivers, ultimately, thats what you want. You want a tarifffree, you want no barriers. And you want no subsidies because you have some cases where countries are subsidizing industries and thats not fair. No subsidies. I should think that should be coming as a surprise to ethanol producers as well that the president invokes . Listen, i think its important to observe both what the president says and what the president does. And what he has said is not reconcilable with other things that he has said. His rhetoric is, frankly, a bit incoherent. And simply not reconcilable when it comes to trade policy. What he has done, however, is impose tariffs on certain products such as steel and aluminum. And i think its important to step back here and remember the lessons of history. Trade wars can get out of control pretty fast. Trade wars lead to recessions and then depressions. And then they lead to shooting wars. If we learned nothing in the Great Depression in world war ii there is consensus that that is what occurred. And that wasnt the only time its occurred in global history. So, i think the important thing to remember here, trade wars can be very dangerous because they can lead to shooting wars. And its what he does that matters more importantly than what he says, even though words matter. You represent a border state. And you bring aluminum and steel. Washington state does a lot of business with canada which announced retaliatory tariffs. And the same amount in mishry, exports, 500 million or so in automotive exports. How are Washington States, your States Industries going to fare, when canadas tariffs take effect . So, Washington State is the most tradedriven state in the u. S. Its just not the best airplanes made in the world at boeing, but its also software, and its also agricultural products, alex. The fact. Matter is all of Eastern Washington is heavily agricultural. And they have been slapped with tariffs countertariffs by mexico, for example. Washington state is the leading apple producer in the nation. And theyve had a countervailent tear river placed on them by mexico that will hurt our Agricultural Industries severely. Not just airplanes. But look, canada is not just our neighbor, theyre our ally and they are our friend. People in Washington State feel very close to canada because in fact we are physically very close to canada. And i remind everybody all the time, that the entire sweep of American History weve been enabled to grow and to prosper and achieve that which we set out to do, because in part, and significantly, weve had secure borders both on the north with canada and on the south with mexico. And the president is messing with that. He is messing with some of the very predicate foundations that have made america enabled to be what it has become. Congressman denny heck, a sobering statement right there. Look forward to seeing you again. Thank you. What could be a birthday of sorts for the president in his battle against the fbi. But he might not necessarily be celebrating it. Thats next. But before the break, the Nuclear Summit is the topic of a late night oneliner. Meanwhile this coming thursday, the Inspector General is expected to release a report reportedly condemning the fbis handling of the Hillary Clinton investigation. Joining me clint watts author of social media world and msnbc security analyst. Clint, very good to talk to you. I want to get right to it, is this going to abe gift for the president whose birthday is on thursday. Or critical in a way that is not useful to the president . I think it will be what the politics of either side makes it out to be. And i think it will be told in a couple different ways. What we havent really addressed, whether this inversion, or even right now with special counsel most election is the interactions between the attorney general and the department of justice and the fbi. Weve been talking about recusal since the election and how did director comey handle things with lynch in terms of the Hillary Clinton investigation. So, thats what im looking for, whenever the report comes out, is why did director comey decide, he claims he wanted to have that public press conference. And ultimately that was the justification used to fire him. So, im curious as to what the report says about that interaction between the fbi and department of justice because were still wrestling with that today. Regardless of the findings, ultimately, though, if it turns out to be a critical report does that attack the president s credibility of the fbi . Sure, the spread going to use it as ammunition against firing james comey and to publicly bash the fbi. This is part of his plan to win the public space by discrediting institutions and the mueller investigation. And all of the components and evidence of any witness involved with that. So, i imagine that will continue throughout the week in the report. Hell use it that way. What about if the report and its findings would then suggest, look, comeys actions actually helped the president get elected . I think thats an argument thats pretty widespread in the mainstream public. And it doesnt seem to change. Then candidate president elect trump praised fbi director comey. While he was on the campaign trail, for reopening the investigation. So, it doesnt make sense. And people have a very shortterm memory in the American Public about this case. So, they had already probably made up their minds about it. But i do hope that this report when it comes out addresses the tension between the fbi and department of justice in terms of appointee for ten years and the president ial appointee that comes in as attorney general. There seems to be an issue in the country with this independent judiciary and whether or not we can make this moving forward. I want to talk to you about james wolfe who was indicted this week in terms of lying with contact with reporters. Dlin clint, who gets hurt by leaks of that this kind . And whose narrative benefits from it . It can go either way. Usually the problem with leaks it erodes the institution. Here, weve been looking at the Senate Intelligence community and its been one of those things thats kind of gone well investigatively. And you see bipartisan support in terms of how this came through. We sow the langford bill and this is all positive. And now this is a person from that staff that is tied up in an investigation. So, ultimately, i think its the institutions. And thats not good for america. It really leads to the further polarization we have going on in the country. What do you make of the fact, clint, that the prosecutors told the New York Times reporters they had years of her phone and email records . Does this mean the fbi is spying on reporters who write stories about the investigation . No i think ultimately if it comes down to a National Security investigation theres even a higher bar for protecting journalists of public figures so they have to work harder to do that kind of surveillance. My estimate is they thought there was major Security Breaches potentially happening so they pursued those records. So, i think its pretty rare. I cant imagine happening widespread. And at least from my experience, i think all attempts that i ever witnessed in government to respect the free press were put in place inside the government. U. S. Officials are concerned, clint, about china spying with the north korean president and china and kim jongun wearing lapel pins and cell phones. You can talk about that do you think its a legitimate concern . Sure, singapore is a very hightech city, modern city in southeast asia. I believe theres probably lots of ways that people conduct some sort of electronic surveillance one way or another. And we need to remember that everybody else essentially has a microphone or camera that they carry on their body which is wide lie different than 20 years ago. So the most sophisticated players in the space and the ones that want to know very specifically how negotiations are going are the chinese. I would suspect the Foreign Espionage is there. And it shouldnt be surprising really to anybody. I cant let you leave without talking about your book. The title again. Messing with the enemy surviving in the social media world of hackers, terrorists, russians and fake news. What do you think, clint is the one thing in your book, the one item that has not gotten attention as youve been talking about on the book tour . I think in 2018, we have talked a lot about what will the russians do in terms of election interference. I dont think thats what we should be worried about. I think we should be worried about americans, politicians and Public Relations permanent firmy use to use for political gain. Its the americans we have to worry about, not the russians. Whether we want to use these tactics, whether we want our elected officials or those vying for office to use these. And whether or not theyre okay with it. And companies while they were late to respond over the past year have gotten better but ive not seen it in our political dialogue and space. The one real vulnerability moving forward, everyone has seen what Vladimir Putin did in 2016 and theyre copying it for their own purposes moving forward. Clint watts messing with the enemy author. A National Security council telling nbc that it was not planned. Lets bring in Democratic Political consultant and republican strategic. Noelle, is the president aware that the reason he said something happened well, yeah, russia annexed crimea back in 2014. Thats why they were kicked out of the g8 and it became the g7. What does the president think hes going to gain from pushing this idea . I think it was just a sporadic talking point. Obviously, it wasnt planned. I dont think that he had it planned. I think its just off the cuff. We all know that President Trump fairly, you know, speaks off the kuf cuff. I think this is a comment off the cuff. They did not speak about this, its not on their agenda and i dont think anyone knew he was going to say it. Hes the only person, to my knowledge, that is, you know, viewing russia favorably about coming back and having it the g8, instead of the g7. I dont think that any of the other participants well, actually except for maybe italy. Yeah, italy was the only person. Thats okay. Its okay to say that. And its okay to maybe open up a dialogue, but maybe they should have had this conversation before he said that. But, you know, this is not that big of a deal that he went out and said this. He speaks off the cuff. And lets just say that he wants to look at opening up russia back into the talks along with maybe italy. So, you know, they can talk about it. Whether or not, in actual reality, that russia will be entered back that there is another thing. So, its there are two ways to look at this, julie. Either the president does not understand why russia was removed from what was formally the g8, or he does not care. Which way do you think it goes down . Does it really matter, on the one hand, you have somebody who was aware that russia invated or ann annexed crimea. But i have to take issue with one thing, every time he talks off the cuff with russia, its always in interest of voout vladimipoou Vladimir Putin. Something like this, do you think hes playing to an odd yerchs of one, two, Vladimir Putin and thats it . I dont know who else he can be playing to, i dont want to get into the Conspiracy Theory rabbit hole. If this was a oneoff, i dont know what hes talking about. Having the allies pay their fair share. Talking about removing sanctions from russia. Constant talking about Vladimir Putin he wants him to be his best friend this adoration for how putin runs his country so forth. You get to the point why angela merkel, emmanuel macron, and justin trudeau, people truly allies of this country for decades get shoved to the side but Vladimir Putin a thug getting somebody somebody that the president curries favor for. But in the next threat, hell say hes russias worst nightmare. Go figure. Lets get to jason here with the president spent a lot of time with g7 pushing for new trade deals and threatening to tear up the old ones. Take a listen to something he said here. The United States has been taken advantage of for decades and decades and we can do that anymore. I dont blame other leaders for that. I blame our past leaders. Was it fair for the president to pin this on the past president s . Im curious what he assumes . He tried to dial back the rhetoric, the flame that he had earlier in the week . One of the things hes done consistently to avoid responsibility for anything, talk about obama, people who werent even elected president , Hillary Clinton. Talk about bill clinton. These are all kind of his ways to avoid responsibility. Now, it is true that he doesnt bear any responsibility for some of our trade deals. But i think one of the things that is working against us is the fact that china, and chinas president is able to say that im the rational leader, coming out of a communist nation. Hes able to position himself as rational. And were isolating ourselves from the rest of the world and i think this actually as one of your earlier guests said this is really headed in the wrong direction. You know, noelle, theres an nbc news article, come late, leave early, offend hurt, alienate allies. And then the president 10, 15 minutes late for this mornings breakfast meeting recapping the g7. Continuing to this hour while hes left for singapore. Do you think this blufter erbl strategic . And if it is, what does it accomplish . Well, you know, were never going to know if this is strategic and how hes conducting meetings Going Forward. But what i will say, you know, he has kind of a kiss slap strategy. With how he embraces leaders, if youll notice. Look at what he did to, lets just say kim jongun, he called him little rocket man. He called during the campaign, lying ted. Then he turns around and endorses ted cruz. And then turns around and said that kim jongun is fantastic. While being late to a meeting nobody thinks thats good at all. Im not sure that that is a strategy. But we all know that his main focus right now, as it pertains to the g7 was the trade. I mean, we have to get it right on trade. Our markets are awaiting this news. We have a lot of things looking at the g7 with trade. And i think what hes doing right now, putting his attentions right on north korea and on the summit thats going to be coming up. Okay.
