Were going to begin this morning with the countdown to a possible shutdown with all of the focus on trumps first 100 days, how about the administration and congress, have just over 100 hours to pass a budget bill far more important than 100 days, to keep the government up and running past friday night. I got the best team in the business here to break it all down for you. Starting with Nbcs Kristen Welker live at the white house. Kristen, can they get a deal done before friday . The fact that were leading with the wall, kind of makes me think no. Stephanie, they have to get a deal done before friday because it would be a major embarrassment if the government shut down just ahead of President Trumps 100th day in office. What does that deal look like . Ive been talking to sources here at the white house and capitol hill, and say the likeliest scenario, youre going to see a shortterm extension of the government funding bill. Were talking about a week or two. One of the major sticking points, though, stef is that the president and white house want some funding for the president s border wall. That was a key campaign promise. Democrats are digging in their heels saying theyre not going to go for that saying look, you give us funding for the border wall, well give you some money to keep obama care afloat. Thats a fair trade. But nancy pelosi was pretty clear during her appearance on meet the press with chuck, that its still a nonsta. Democrats arent going to go for that. Marco rubio insisting that a gornment shutdown would be catastrophic. Having said all of this, stephanie, i think it is hard to see that they dont come to some type of resolution, even if it is very short term, ahead of friday because of that allimportant 100day mark looming for the president. President trump has a busy schedule. Whats on tap . A busy schedule, indeed, this week is going to be aimed at really touting his successes, what the white house perceives as his successes and trying to flex his muscles ahead of the 100 days. On monday, today, hes going to be meeting with u. N. Ambassadors. This is an unprecedented meeting with the u. N. Security council. Weve never seen that at the white house. Tuesday he speaks at the National Holocaust memorial museum. On wednesday hes vowed to outline his principles for tax reform, underlining that line, an outline, not necessarily delving into specifics. Thursday he will host the president of argentine na at the white house and then friday he speaks at the nra leadership forum. Saturday, the big event, that allimportant 100 day milestone, hes going to be holding a big rally in philadelphia, one of the states that he won. And you know President Trump likes those rallies. I want to bring in a great panel, Jason Osbourne, a republican strategist and former Senior Adviser for the Trump Campaign and eddie cloud, a professor and chairman of the center for africanamerican studies at princeton university. Good morning to you both. Good morning. Eddie, i want to start with you, President Trump leading with the wall. Does this make sense, given that negotiations have to happen, but the wall is such a divisive pledge really that hes made and you have a lot of republicans, those in border state, who dont support it. I dont think it makes sense. It kind of falls in line with his standard negotiating practice, so the idea of getting the wall by in some ways putting up a challenge to funding obamacare as it were, seems to be an indication that his negotiating strategies have run into a wall in some ways. I think it is clear from nancy pelosi and senator Chuck Schumer, that theyre not interested in this negotiating tactic and that if President Trump isnt clear about what hes committed to, hes going to end up shutting down the government. President trump has said before, the wall is important to his base. But President Trumps base is strong. Theyre behind him, while it might be small, and theres other things hes already tned on. I mean during the campai, lk her up, repeal and replace, these ar things we heard over and over. And hes sort of backed away interest those. Why lean so so hard on to the wall when, yes, whether it plays to your base or not, youre president , you need to bring the country together. One thing you have to keep in mind is the idea of when he was on the campaign trail he continued to say were going to build that what wall and for conservatives and a vast majority of americans they need to see something physical to understand that yes, we are tightening our border security, were making our country safer, and i think, you know, to say that repeal and replace is done, is not accurate. Theyre going to come back to it. Lock her up, that was campaign. Thats over and done with. How can we tell what was campaign and whats a pledge . Because on that campaign, he said, china is a currency manipulator. He said nato stinks. Now hes saying well i didnt know that much about nato, so what is real and what isnt . Well, i think he had a great statement on the china issue before. He said i cant necessarily go into china and say you need to deal with north korea if im also at the same time going to call them a currency manipulator. But this one is black or white. Either you are a currency manipulator or not. Two weeks ago he said oh, goodness, the labor department, well they actually have a scientific model that measures these things and theyre not. So all along he said china is a currency manipulator following his economic adviser and now you bring in guys like gary cohn who say, mr. President no they aint. This is part of being president is starting to develop a little more. Youre seeing the Communications Plan for this week, youre seeing a little bit more stability in actually getting the message out, and i think on china, i think he had a great meeting with the chinese president and theyre dealing with some very tough issues right now with north korea and also on trade issues. So hes not being completely nice to china, i guess, if it were and saying that, you know, theyrelating some trade issues, we need to address tariff, but we need your help dealing with north korea which is a substantial threat. I think it proves with regards to the wall that his political instincts arent very good. We heard senator Chuck Schumer this morning say that he was in conversation with mitch mcconnell, that nancy pelosi with paul ryan, and they were well on their way to funding the government for the short term, and now the wall was just dropped in the middle of it and now everything is gummed up and now were facing the prospect of a shutdown. So it seems to me, that the thing that we thought he had, that is instincts, he was the negotiator, all of it seems to be called into question. I disagree with that. I think he is recognizing the fact that, you know, this even the poll that i think were going to talk about a little later shows that 96 of the people that voted for him would vote for him again. In the recent how many people he still won. Hes still the president. But at this point, he needs to it more than play to that base. He has to govern the country. We have to move on. You mentioned north korea. The showdown over north korea is getting more and more serious. The possibility of another nuclear test and the arrival now of uss carl vinson off the korean coast both within the next 24 to 48 hours, all this as the chinese president calls for restraint during an overnight phone call with President Trump. Nbcs Kelly Cobiella is in seoul, south korea. Theres a lot of moving parts. Break them down. Right. Stephanie, lets start with the next 24 to 48 hours because its an important date that ive mentioned before. Tomorrow is the 85th anniversary of the peoples army in north korea. The north korean regime in the past over the course of its history has used these important dates to mark them as a with a show of force of some sort. This is why this date has been sort of higiged as a possible date for either a sixth nuclear test or a missile launch. Tomorrow. Its a possibility. Analysts have been studying these Satellite Photos of the nuclear test site. They say its primed and ready. Folks there are waiting on orders from pyongyang. Thats the first piece to the puzzle. The second piece is this very intense rhetoric between the United States and pyongyang and north korea over the weekend. You had Vice President mike pence in australia talking about how the uss carl vinson was within days of reaching this region and then following that up by saying that all options are on the table in dealing with north korea, including potential military action. And you had north koreas response saying that they were combat ready and they could sink the uss carl vinson in a single strike. On top of that threatening australia for backing up the United States with a nuclear strike. So all of this rhetoric and then making things even more complicated the detention of a third american in north korea over the weekend, stephanie, tony kim is his name, the North Koreans still have not commented on him. Stephanie . All right. I want to bring my panel in and jeremy bash, Msnbc National Security analyst and former chief of staff to the cia director and the secretary of defense. Gentlemen, im going to get to you in one second. Jeremy, start with you, we have seen more and more conversations, phone calls, overnight, specifically between President Trump and xi jinping. If we have chinas help could this actually be i dont want to say revolved but improved from a diplomatic standpoint . The key to getting north korea to stand down on its nuclear and missile tests have always been to employ chinese influen influence in pyongyang. That is an essential ingredient but important to note, stephanie, tensions are rising and though kim jongun did not last saturday do a nuclear test or fly test the Intercontinental Ballistic Missile, those are still options that he has. And i think our response has had positive aspects. For example, i like the silent treatment. I like when secretary tillerson and secretary mattis basically says were not going to comment on every single missile test but im also concerned that on april 11th and april 13th the president tweeted that were going to basically engage in preemptive military action and take care of this problem ourselves, if others dont step in. That i think has escalated the rhetoric unnecessary and create a very dangerous situation in the peninsula because, of course, stephanie, if we take military action theyre going to hit seoul and seoul is a city of 10 to 15 million and then its game on for war on the peninsula. I want to stay on that an share what u. N. Ambassador nikki haley said a few minutes ago on the today show. If you see him attack a military base, if you see some sort of Intercontinental Ballistic Missile obviously were going to do that. Make sure i understand what you said if he tests another Intercontinental Ballistic Missile, another Nuclear Device, when you say obviously were going do that, do you mean military retaliation . I think then the president steps in and decides whats going to happen. Okay. So right there, this goes to the point you were just making, does the administration have to be careful here about drawing red lines . Well, i think it actually should be clear and one of the things that i think is a problem with unpredictability, this idea that the president doesnt telegraph his moves is that there could be grave miscalculation in pyongyang so, for example, if kim jongun is sitting with his military advisors and says hey, i think the president is about to attack us, even though, for example, we may not be lets take the Nuclear Device take it out on a trooler in the sea of japan and detonate it, launch an icbm, launch our artillery down on seoul, if you dont have diplomatic messages to regimes that is a recipe for disaster. When you see the North Koreans seizing a u. S. Citizen do you think this could be a move to gain leverage on their part. They could turn and say hey, want this guy, better play ball . I think this has been the pattern for years with them. You continually have u. S. Citizens or u. S. Nationals that are being taken hostage or put into camps. I like what the president is doing here. I like the fact that hes that hes being tough, that hes not going to take what this guy is doing and say you know what, i think were going to put more sanctions on them. Hes forcing the chinese to act on this. Weve seen the russians are building up their troops along their southern border with north korea. I think this is the right approach and i think at some point, the International Community needs to step in more and say were going to deescalate this and stop this. The u. S. Cant sit back and let this continue to happen. And Ambassador Haley said when you see kim jongun lashing out at the west publicly, dont take it that seriously. Hes really putting on a show for his own people. We often say the same thing about President Trump. Do you agree with that sentiment . Perhaps. He has to speak to his public and has to be worried about the security of his regime and we have to understand the internal politics of north korea. Im just afraid of the implication of playing chicken with Nuclear Weapons. Im afraid of playing chicken with north korea. I am skeptical of all this saber rattling. I am skeptical of the enthusiasm around the xreexercise of u. S. Military power. Theres a reason why north korea hasnt been cracked and a reason why administrations prior to trump have not thought about force as a way of getting north korea to get in line. Because of the implication. The consequence. Not only for seoul, south korea, but for japan, the region. I think we need to be careful, we need to ratchet down the rhetoric, and see what we can do and what china can do to get north korea to the table. All of this saber rattling is not helpful at all. I cant imagine the democrats would shut down the government over an objection to building a down payment on a wall that can end the lawlessness. That, of course, was attorney general Jeff Sessions, over the weekend, talking about funding for the border wall, one of the biggest potential sticking points as Congress Tries to avoid a Government Shutdown this friday. I want to bring in connecticut democratic senator chris murphy member of the appropriation and Foreign Relations committee. You heard Jeff Sessions basically saying if democrats dont vote for a budget with or without funding for the wall, the Government Shutdown would be your fault. Im 100 sure you have a response to that . Well, i mean lets be clear who doesnt want the wall. Its not just democrats. Its many republicans as well. Theres a report this weekend that suggests theres not a Single Member of congress that represents a district or a state along the border with mexico that supports the president s request for this wall. Theres certainly a conversation to be had about additional staffing, Additional Border patrols, additional technology, but the representatives who exist on that border know that a wall is a bad idea. In my state of connecticut we have needs for our own infrastructure, rebuilding our roads and bridges, my constituents arent going to support taking money from those priorities to fund a wall with mexico more about politics than policy. This is ultimately on donald trump if the government shuts down its because he made a demand to build this wall that republicans and democrats dont want. And ultimately you have to remember republicans control everything right now. They control the white house, the house of representatives, the senate. Yes, they have to get a small handful of democratic votes to pass a budget, but, you know, theres no responsibility other than with the Republican Leadership if they dont get a deal and the government shuts down, democrats control nothing in washington right now. All right. Is there a scenario where you play ball . You tweeted yesterday, set up for next week is simple, trump will shut down the government in a fit if he doesnt get one, the wall no one wants, or two, deconstruction of aca. If the president backs off one or both of these two do you think a budget can get passed . I think the budget can get passed if he backs off both of those. What hes saying now is that he is going to pull funding from the Affordable Care act, cratering, you know, essentially the entirety of the Health Care System if he doesnt get money for his wall. Thats unacceptable and no american should be okay with that kind of blackmail. Im willing to talk about some Additional Border security. I think thats important. But not this nonsensical wall he promised by the way that he promised mexico would pay for, not the american taxpayers and im certainly not going to have a gun put to the heads of my constituents to say if they dont support funding for a wall mexico is supposed to pay for all of their health care will be taken away. Thats not a deal that anybody in this town should support. I want to ask you about north korea before we go. It seems like this president is trying to use diplomatic pressure through china, multiple phone calls last night with the president , as well as military pressure, by sending the uss carl vinson. Youve been vehemently opposed to President Trumps Foreign Policy in the past. What would you do differently now as it relates to north korea . So, ive been very concerned about the lack of any coherent policy from this administration in the middle east. But on north korea, there arent a lot of great options here. There werent a lot aa available to president obama and there arent a lot available to President Trump. I think some of this military escalation and tough talk have been ham handed saying the vinson was on its way when it wasnt, threatening unilateral preemptive action without a real plan, but the Trump Administration is right to try to ramp up pressure on china, which is ultimately the only path, the only nonmilitary path, to try to disabuse north korea of their Nuclear Weapons intentions. Hes right to put all the cards on the table with china to try to get them to force north koreas hand. I wish he maybe wasnt telegraphing out in the open that hes willing to give them anything and everything to ultimately get that deal, but, you know, his overall strategy with respect to china here is not fundamentally wrong. For the world as a whole, for europe and americans, this, the lesson here, is that this far right antieurope policies as represented by Marine Le Pen and, indeed, as represented by donald trump and the United States, are here to stay. No matter how many votes macron gets, no matter what his mandate they will demand that the palace answer to them after the next round in two weeks. Stephanie . Guess what else is responding, the market. Happening now, opening bell on wall street as the market are reacting to those historic results in france. I want to take a look at the dow. Here we are market opening, positive day already, cnbcs dom chu joins me live from cnbc headquarters. Stock futures surged overnight. Dom, when we look at these numbers its important to break them down because they are not saying Marine Le Pen making it this far is a positive for the markets. In fact, Marine Le Pen advancing with macron is a more positive for the markets in terms of macron being elected, thats a positive . That, so thats the reason why, stephanie. You hit the nail on the head and something that matt bradley sai the idea that populism is stale reigning and the traditional still reigning and traditional parties dont matter much like with donald trump ascending to the presidency here. When it comes to the markets, the reason why its so important we see this up today, many of the traders and investors out there not just here in the u. S. But globally this is going by script. The way everyone thought it was going to. We knew it was going go to be a tight race between three or four main candidates in france and come down possibly to Marine Le Pen and Emmanuel Macron. If it does come down to this, see ven though they were close in terms of their first round polling numbers, if it comes down to a choice between those two, most analysts and policy experts out there expect that macron will ascend to the heights of the french government now and thats the reason why people are feeling a little bit better because it means that the euro, pro euro, pro european party, stands and for whatever reason, people in europe want to see more stability brought and thats the reason why markets all over the place are reacting as positively as they are, stephanie. In a few hours former president barack obama will make his first public appearance since leaving the white house. Obama is breaking his post president ial silence at a forum at the university of chicago where he will speak with a group of students. Im joined now by jennifer palmieri, who served as the white house Communications Director under president obama. Im going to say hes an obama whisperer so i am thrilled to have you here. Jennifer, aides have said that obama does not plan to challenge trump in his speech. Theres one thing that you can say whether you like him or not that president obama is good at, it is giving speeches. Whether or not he says trumps name, hes definitely going to be throwing some shade out there. That isnt the point of what hes setting out to do today. When he gave his final one of his final speeches in chicago before he left the presidency, he said that the role he wanted to assume and wanted all of us is to be the most Important Role of our democracy is that of citizen. Last night he had a great neegts chicago with a group of meeting in chicago with a group of africanamerican men, at risk growth, that arne duncan, former secretary of education, put together, he wanted to start off his first outing as citizen in talking with this group of young men about what they can do to be better members of their community and what kind of opportunities they could have in their communities and thats kind of the conversation you will see him having at the university of chicago today. But he also said before he left office he wants to fight to preserve his legacy. His legacy is the Affordable Care act. While he has said hes committed to the idea that theres only one president at a time, should he not continue to push an fight as far as the Affordable Care act goes . Yes. Thats his thing. Certainly nothing more important that was achieved in his presidency and thats more important to him, but, you know, i think the calculus you to make when youre looking at whether or not somebody like president obama weighs in on an issue is, is he adding to the conversation or is it going to become a distraction and what he has seen in the course of these 100 days is what he hoped, is that americans all across the country are standing up to say, to share their views and say if they have concerns about the Affordable Care act being protected standing up and saying so and they did it in big numbers and very effectively in these health care town halls. So keep in mind if president obama added his voice to that the conversation would have turned more political. President trump would weigh in and say see president obama cant give up the offic and he will continue to be political and it would have made for much less effective force against what donald trump was trying to do on health care. So that is i dont see any area where of efforts that the democrats have made to resist donald trump, that wasnt succeeding on its own that did not feed president obamas voice added to it. This is the kind of calculus that hes making and what hes looking to see if his voice is needed. If you do weigh in and become a distraction and distract from actual americans that had their concerns, its much less powerful. What do you think . I think its optics. He doesnt have to weigh in in any specific and concrete weigh. Thats all you need is to juxtaposition between president obama acting as a citizen, talking with young folks in chicago, talking about the next generation of leaders, over and against the unpredictability of donald trump. And then what you will see are, i think, are folks kind of nostalgic. I mean, know stanostalgic, b President Trump won the election and some could say that true obama supporters will be nostalgic or will this fire up President Trumps base saying this is the guy i isnt want. I hope hes taking the approach jennifer is laying out there. I would like to see some recognition from democrats in saying that yes, there are parts of the obamacare that are broken. They do say it all the time. But they keep fighting and saying were not going to were going to fight you on this and not come to the table until you lose on this and then well come back and then maybe we can negotiate there. All the time they say they dont hear it enough. Hold on a second. All the time we hear from democrats across the board that obamacare needs to get fixed. What it doesnt need to do is get shredded up. Paul ryan tried to shred it up and ve us nothing. But they havent offered an alternative to that. Its not their job to. It is their job. Why . Theyre not up to the table yet. Up to the republicans for not having a plan over the last eight years why havent they offered a plan. You present a plan that, in fact, decreases health care and increases costs. When you say when you make the argument that aca, in fact, was increasing costs among middle class which is true, many of us actually on the Progressive Side want single payer. Right. But theres a sense in which the actual alternative put on the table did nothing to take to to ease the burden of everyday working people. None of the agenda that the republicans have put forward does anything, does anything to help the circumstances. I disagree. We talked about this earlier how the communications rollout on this was not as good as it should have been. There were three parts to this. To helping working class people . Absolutely. Okay. Because theres 1400 regulations over hhs that have to be kind of weeded through and figured out how we can make it better for aca. Then you have the tax component to it. I think there are tax component and deregulation is going to help working people. Thats an old republican story. Absolutely it is. Oh. Thats what theyre saying in kansas right now . Taxes and deregulation. Im trying to figure out what is all right. Jennifer, you want to weigh in before we go . There are a lot of democrats [ inaudible ] and Hillary Clinton she had a plan on ways you could improve obama and bring down costs, particularly on prescription drugs. So there are democrats that do have ideas on how to fix it. They didnt have the the Trumps Health care plan didnt a communications problem. It was just a problem. Just a bad plan that it would have, indeed, lowered lowered coverage and raised costs. All right. Well, we have to leave it there but i go to my favorite line of President Trump thus far in the administration, health care, no one knew how complicated it was. All right. Jennifer, thank you.
