Himself has said that he would do things differently if he could go back and do it again, but that at this point in time theres nothing that has been proven to be illegal. Let me read you what the president has been saying about all of this, chris, tweeting about this over the weekend, trying to put the focus back on his former challenger saying Hillary Clinton can illegally get the questions to the debate and delete 33,000 emails, but my son don is being scorned by the fake news media. Thank you to former Campaign Advisor michael caputo, he testified last week for saying powerfully there was no collusion in our Winning Campaign and this with all the unnamed sources and highly slanted and fraudulent reporting, fake news is destroying democracy in our country. And of course he goes back to this talking point about fake news and these sources, but the reality is, chris, as you know and i know very well these are stories that have been highly vetted, reported out by news outlets like the Washington Post and New York Times. Look, the broader point here is that this russia narrative is clearly taking a toll on this president. Take a look at his latest Approval Rating. This is the latest from the Washington Post abc news poll which found that he has a 36 Approval Rating. That is the lowest in 70 years for a president who is marking six months in office. So this is something the white house is undoubtedly going to try to turn around. They remain on defense when it comes to this russia probe, chris, amid mounting revelations almost on a daily basis. Kristen welker, thank you for that. I want to bring in phil, bureau chief for the Washington Post and msnbc political analyst, Christine Quinn new york chair of the democratic party, and also joining us former top aide to chris christie. It almost feels like the president was teeing up sekulow sunday morning, but then sekulow goes out there and hurts his own credibility with statements on the secret service. Is there a clear white house strategy for how theyre going to deal with this . There doesnt appear to be right now. One thing worth noting, chris, is that the white house last week hired a new lawyer, a senior lawyer, cobb, whos going to be coming into the west wing to instill some discipline not only in terms of creating some legal boundaries there to protect the president and his aides, but also to be more strategic in how to deal with these questions about the russia probe, with the news reports and the investigative reporting thats going on and to try to keep this white house on message in a way they have not been so far. Yeah. Be interesting to see whether his being there has any affect on the president s tweeting. Having said that, i want to play another piece. I just reference it of what sekulow said sunday by way of defending this meeting. Take a listen. Ive wondered why the secret service if this was nefarious, why did the secret service allow these people in . The president had secret Service Protection at that point. That raised a question with me. Well, but then that argument gets blown up when the secret Service Releases a statement later in the day saying donald trump jr. Was not a protectee of the usss in june 2016, thus we would not have screened anyone he was meeting with at the time. Mike, does this hurt them . If they go out there, the idea is to defend the president , defend obviously in this case donald trump jr. Then you make a blatantly false statement . Sure, any time that you Say Something that is proven to be false, especially by a respected Government Agency like the secret service most people obviously view is nonpartisan and true professionals, thats going to hurt other arguments. You may be making credible arguments that are good and sound true, but one that gets proven demonstrably false. What i dont understand is this is something very easy to find out. You can google when they added secret Service Protection to members of the campaign. Yes, of course. Any time when i worked for senator mccain, mayor giuliani, anybody whos worked high levels on campaigns they are absolute true professionals, they care about one thing keeping people safe theyre protecting, thats it. Not political at all. This is something that could be vetted pretty easily and you would know at a time whos under protection and who isnt. Let me play another part of chuck todds interview on meet the press with sekulow. The president wasnt aware of the meeting and did not attend it. That i can tell you. When did the president become aware of this meeting . Well, the president said, he became aware of it right before this came out. I think the point hes making, christine, is there is nothing here that weve seen so far factually unequivocally that ties the president to any of this. Does he have a point . Well, not necessarily. Because if you look at how all of this started, clearly the Trump White House knew something was happening, right, before the public knew, because they hired don junior a lawyer. Okay. So they hired a lawyer two weeks before all of this came out, hired him through the campaign. And then although don junior keeps saying hes being transparent, hes being transparent, hes being absolute opposite of that. And the real facts as we understand them so far have come from media reports, not from what the Trump White House or donald junior has told us. So i cant conclude anything of what the president knew or didnt know because everything so far that has been said by the white house or the trump family has ended up not being fully accurate and truthful. And we dont know where this is going, but what we do know, obviously, mike, that this is hurting the president. Those are pretty devastating new polls that are out now. And then he tweets suggesting that, well, 40 Approval Rating is actually pretty good considering. I mean, does he think people are going to look at a 40 record low in 70 years Approval Rating and think that thats actually pretty good . I think the key on the Approval Rating is whether or not republicans are going to continue to want to work with him. Thats really what matters here, can he get anything through congress . Some of these things like tax reform and how much does this hurt him . It will start to hurt him. Youll see members in tough districts start to separate themselves. Im used to it running republican races in the northeast, they separate themselves from unpopular national politicians. You start to see that. Becomes harder and harder to vote. Someone like Susan Collins on the Health Care Bill, becomes harder to vote with someone unpopular. Obviously politicians crazy, they want to stick with someone popular and walk away from someone whos not. Basic politics 101. I want to go and talk a little bit about the Senate Health care vote because this was supposed to be the week it happened, the final vote on health care reform. But the health of one senator, john mccain, has now put that on hold. Nbcs garrett haeke is live with us. I also want to bring my panel back talking about this. Garrett, lets talk first if we can because obviously thoughts and concerns are with senator mccain, but what do we know how long his recovery might be and what this means for the Health Care Bill . Reporter its a good question, chris. On saturday night his department put out a statement saying they had removed a blood clot from behind his eyebrow. Said he would be out recovering for at least a week, some reporting it could be much longer than that. But on saturday night shortly after this report came out the senate majoritys office Mitch Mcconnell put out a statement clarifying right away what this would do to the Health Care Bill. While john is recovering, the senate will continue our work on legislative items and nominations and will defer consideration of the better care act. The majority leader knows with just one senator presumed to be at least a yes on bringing this bill to the floor out of commission, they dont have the votes to bring this bill to the floor with two hard noes. Just another sign of how fragile the effort is going to be if theyre going to get a repeal and replace across the finish line. Chris, you heard Susan Collins over the weekend say she thinks there might be eight to ten republicans who have serious concerns. Weve put together sort of our own list here and its possible theres even more than this. But we know Susan Collins and rand paul are the two hard noes. Shelly and rob portman had a statement out when the first bill came out saying they were against the first bill. Neither has come forward to say theyre for this bill. Dean heller, another person in a tricky spot. Lisa murkowski of alaska who had a lot of concerns about the first bill, any one of those senators could be the third novote to block this, but looks like now everybodys just going to sort of press pause for now while they wait for a cbo score that now may not come until tomorrow. I wonder, phil, if that pause does hurt the republicans chances. I mean, your papers own poll show americans prefer obamacare over the republican plan twotoone. Yeah, i think this delay is pretty bad for the bill. The longer it waits, the more time the voters back home have to consider everything. This republican bill is deeply unpopular, thats what our poll shows. Thats pretty much what every poll out there shows. And when these senators are going home to their states as they did over the fourth of july recess, theyre hearing an onslaught really of negative feedback from their constituents. We have a long august recess coming up assuming theyre eventually going to be going home for that break and i dont think this wait is going to be helpful for the prospects of passing this bill. And rand paul who weve mentioned is a hard no on this agrees with that. Lets take a listen. I think the longer the bills out there, the more conservative republicans are going to discover its not repeal. And the more that everybodys going to discover that it keeps the fundamental flaw of obamacare. Mike, how much harder does this make Mitch Mcconnells job . Well, it does make it harder when you only have a margin of error of essentially zero, you need every vote you can. Theyre counting on 50plus the Vice President to vote for it. Senator mccain is a tough guy whos got nine lives. Hell be back. But the timing of this momentum in legislation as the speaker knows very well is something thats very important. And thats even assuming they had anything close to momentum. However, thats not stopping the other side from making their case. This was hhs secretary tom price yesterday on fox. He said some things i think kind of sounded like a prebuttal to that cbo score thats going to be coming out. Take a listen to that. We believe were going to be able to cover more individuals on this bill than are currently covered. Cbo doesnt even capture those individuals who say to the federal government i dont want the plan that you think i need. I want the plan that i know i need for myself and for my family. So, christine, heres the argument, that this really isnt about those numbers. Because the numbers suggest people are getting kicked off their insurance whereas actually they may be choosing not to take insurance. Is that a good argument . Its a terrible argument. Its a terrible argument because theres nothing to really support those facts. And what the secretary is doing, i think, is trying to muddy the waters, create confusion before the cbo score comes out today or tomorrow. Remember the last cbo scoring was devastating to the earlier bill 21 million americans who could lose coverage. But just to pick up on what mike said also, you know, i was speaker at city council where we moved legislation. Nothing this complicated, but i got to tell you time is not your friend. Once youre there or close to there, and it seems like youre rolling, you got to keep going. Because any space in between gives your opponents time to raise their issues clearly and other people pull back. But also when you look at the senators who are in question, if you get Susan Collins, so to speak, youre losing rand paul. If you get rand paul, youre losing Susan Collins, and the alaskan senator is most concerned about making sure everyone in alaska can stay on medicaid. So forget the substance for a second, this is a political puzzle where the pieces just dont fit. And i dont believe can be made to fit. And it was always going to be complicated. President trumps attorney talking about that controversial meeting that the president s son, donald junior, had during the campaign with a russian lawyer. The president sent out jay sekulow to defend his son on all five sunday shows, but is he right . Does everyone really agree theres nothing illegal to see here . Im joined now by two attorneys to break this down. A former federal prosecutor, a former criminal prosecutor and a criminal defense and civil rights attorney. Seema, is there no there there, really . There is no there there, not yet. Listen, there is this word collusion being spread, but chris, you know me, im a lawyer and collusion is a political term. It is not a legal term. But it can lead to something that is legal. It could lead to a charge of conspiracy. Now, for conspiracy there has to be the meeting of the minds. And that is between the russian people and the Trump Campaign. And you havent seen anything in those emails that suggested i did not, chris. With all due respect, what i saw is trump junior on the receiving end of vetting information and that is all. And the fact he said he would love it is not an admission that he wants to be part of this . No. He would love to entertain this possibility of information. Renato, is that all it is . Im going to retain the information and frankly it happens all the time in politics, thats what his dad said. I think all of these conclusions are a little premature. What we know now email setting up a meeting. We dont know what happened in the meeting, we dont know if there were further meetings or communications after that. What i want to know is what happened in that meeting. And weve heard shifting accounts from donald trump jr. Where first it was about adoptions then its about something else. What i think matters is what was said in that meeting. So i do agree with seema that if theres an agreement to do something illegal thats a crime, and then theres other potential crimes that could have occurred here. For example, knowingly receiving stolen information is a crime. Agreeing to exchange an official action, like getting rid of sanctions for something of value, thats also a crime. So what matters is the details, the devils in the details. And ultimately what im hopeful for is given that there was i think eight people present at that meeting is that mr. Mueller and his team will get to the bottom of exactly what happened. Which brings us to the next point. You start out with a few people in the meeting and its about adoption. Right. Suddenly youre at six and seven and then maybe eight people in the meeting. Right. But it wasnt about adoption. People are just saying that. It sounds so patronizing. It was about russian sanctions, which was legitimately ms. Veselnistkayas endeavor. But thats not how the meeting was set up. There was nothing in that email chain that you talked about that suggested we want to talk about the magnitsky act. But thats what people do. We have some dirt on Hillary Clinton and we want to provide it for you. Because both rinat akhmetshin, who was the russian lobbyist who was in the military, both he and veselnistkaya, they work for this magnitsky. It is politics. You get in the door however you get in the door, saying we have information about hillary, but really i want to talk about my cause. I think it was smart on their part to get the meeting. Do you think it was smart on their part to get the meeting, or was it, renato, dumb on the part of the campaign to accept a meeting from the from russia . They believe this was a russian government lawyer, an enemy of ours accepting that meeting and does it imply if youre an investigator, if youre just any of the number of investigators who are either on the senate or house intelligence committee, if youre part of muellers team and you see constantly shifting stories, does that at least if not say illegality say red flag, we need to look into this further . Because people dont change their story that many times if they dont have anything to hide. Common sense. Okay. Well, first of all, ill make sure this is clear for all your readers or your viewers, excuse me. If anyone gets a call from someone purporting to be with the russian government or gets an email exchange asking for a meeting, what you should do is put them off and call the fbi. I think frankly thats common sense but i think it bears to be said it was obviously foolish to have that meeting because at the very least they could be compromised. As for the shifting explanations, yes, that will be used against donald trump jr. So ultimately if mr. Mueller is investigating and theres more evidence here, donald trump jr. Made those statements himself. He didnt make them through an attorney, and those statements can be used against him. And typically when people are making false statements or misleading statements or changing statements about the purpose of a meeting that they had, it suggests that theyre not being truthful or that theres something to hide about the meeting. So that was very poor legal strategy by donald trump jr. And his team. And in a related matter you have the soninlaw, Jared Kushner, weve talked a lot about don junior, but who has updated his form at least three times. Agree with that. These names werent even on that form. I agree with that. Thats very suspicious. I agree with that. However, you have to assess each individual separately. How we assess donald trump legally is different than how we assess Jared Kushner is different than how we assess paul manafort. So is your assessment trump june yor. That Jared Kushner would be in a much more prekars absolutely. Trump junior was operating as a businessman. Who happened to work for his dads campaign. I understand that. But he doesnt know the rules. We as lawyers and journalists when is ignorance of the law defense . Its not yet, however that is why he took the meeting. If someone came to me with that, of course, i would report it to the fbi, as would you, as would renato, but trump junior is acting like a businessman whos friends with a pop star and friends with a publicist and thinks, hey, this is cool, i would love it. Wait, its inappropriate. But not illegal. Based on what we know so far that maybe if there is any legal concern here within this white house, within the people who are in that meeting it may be Jared Kushner . Well, certainly Jared Kushner has more exposure given his omissions from the disclosure form. Paul manafort also has more liability here because to go to seemas point, you know, manafort was an experienced political person. He should have known the Campaign Finance laws. He should have known that accepting contributions from a foreign country could be illegal or could be a violation of Campaign Finance laws. So he has some exposure there as well. I think time will tell as to the rest of the evidence, but i agree that kushner and manafort are probably more culpable here. Renato, seema, thanks to both of you. Will the markets keep the rally going . Well, the expectation right now is maybe a bit of a wait and see, chris, like you said we hit record highs closes on friday for the dow, the s p, the russell 2000 Small Cap Stock index, all of those measures perhaps of a Market Sentiment that is still riding high on some of the trump optimism that happened ever since the election. Were going to be keeping a close eye on whats happening specifically with technology and media related stocks because netflix, the online streaming giant, reports earnings after todays closing bell. So a lot of Traders Keeping a close eye on whether or not that could be a sentiment indicator for a lot of stocks out there. Were also watching whats happening with other parts of the market as well, industrials, bank type stocks all indicators about whether or not investors feel theres optimism in the marketplace right now. Interest rates also a big part of that picture. They are trending a bit lower so people are focused on whether or not banks can continue to do as well as they are. Back to the white house now where President Trump is struggling under a string of bad headlines on russia, health care and his own poll numbers out just today. So the white house is going to try to turn the page kicking off made in america week today. Kristen welker is back with us from the white house. Kristen, the white house has obviously pushed this made in america theme a couple of times before, but often the familys own businesses get in the way. Tell us about it. Reporter well, thats right. Obviously the Trump Organization, ivanka trumps business outsourced a lot of the products that they made, so this made in america week is getting some scrutiny. But this is the white houses attempt, chris, as you say to try to put the focus back on the president s agenda and to try to turn the page from the russia controversy. So today the president will be featuring made in america product showcase. There are going to be crafts and other items that were made in america from all 50 states. Now, the president s going to use this to talk about tax reform and also his broader agenda to try to scale back regulations. Based on my conversations with white house officials, theyre actually making some significant progress behind the scenes on a broader tax reform package. Of course we havent seen the fine details of that, but this is something that President Trump has been talking about, he campaigned on. Obviously he wants to get health care done first and thinks thats critical to getting any broader tax reform package. But chris, expect today to be the first of several events throughout the week all under the theme of made in america. All right. Let me bring back phil rucker, Christine Quinn and mike. So if theres going to be this made in america theme, phil, should we expect, for example, that theyre going to announce that some of the businesses that manufacture trump products abroad may come back to the usa . I mean, crafts are all well and good. Ive spent more than a few dollars at craft shares, but in terms of the gdp i dont know how much it affects it. And for example, ivanka trump, the president s daughter, manufactures almost all of her companys products in factories overseas. Thats pretty exhaustive investigation that my colleagues at the Washington Post did over the weekend found. And its a question that i posed to the white house spokesperson at a briefing in new jersey yesterday, you know, will there be some sort of commitment from the Trump Organization or the ivanka trump brand to make more of their products in the United States . And they just said were going to have to get back to you on that. Of course that is a question for those companies themselves, theyre separate from the u. S. Government. But still critics would say this is a pretty hypocritical move by this president. Let me read from that, as you said, pretty exhaustive investigative report that the Washington Post did on ivanka trump. They say that her clothing line and shoe line which, quote, revealed the extent to which ivanka trumps Company Relies exclusively on foreign factories in countries such as bangladesh, indonesia and china where low wage laborers have limited ability to advocate for themselves. And her company lags behind many in the apparel industry when it comes to monitoring the treatment of the largely female workforce employed in factories around the world. Mike, how do you promote made in america when your own family makes so many products overseas and wont even provide a statement in the case of ivanka trumps companies about what promises theyve gotten from the companies who manufacture their products. Clearly this is fair game to be discussed and they should have a response to that. I think the way to promote this in a way is to rise above this. Start doing something bigger. Dont get into this back and forth on ivanka trumps where her hats are made or where Donald Trumps products are made. Do something big. The things that will bring manufacturing back in america are cost of labor, but also cost of energy. For example, nominees are held up, if you could bring them in, Energy Infrastructure could be moving again. Those appointments need to go through. I think what the president and white house need to do are big things, the back and forth on these things really delay anything from happening. Thats the argument ive heard from other members of the trump administration, from supporters. They say, look, theres a Bigger Picture here, you guys should be reporting this more positively. This could help american businesses. Theres obviously great things the white house could do to help american business. Mike mentioned some of them. I think transportation and infrastructure would make it much easier for businesses to thrive in america. But come on, seriously, this is their effort to change the story. Now, i dont know whether the message people are just wildly inept in the white house or if this is an example of yet again the Trump White House and trump family thinking the rules dont apply to them. But how could you have a made in america week and not straighten up things in your own house as it relates to making products out of the country . No credible staff person would allow this to go through without jumping up and down and saying were going to get killed on this. I just dont understand it. Every time they try to turn the corner, they turn the corner into where they know there is a brick wall. Well, and theme weeks have not been effective for them in turning away from whatever this scandal du jour, controversy du jour, we shall see. But still to come, the Health Care Vote delayed, does that make it more likely to pass . And are democrats overplaying their hand on the russia investigations . Senator ron wyden will join me next. Does this give republicans a chance to regroup, maybe press some of those wary members to vote for it . They only need one, or is it more time for democrats to make their case against it . Two points, one, were counting on john mccain to make a quick recovery. And hes got a wonderfully supportive spouse in cindy. Second, there is absolutely no reason now for the republicans not to schedule public hearings on this legislation. We ought to bring the American People into this debate. And certainly theres no excuse now for not having open public hearings. But you dont have any expectation thats going to happen, do you . I dont see how you make a logical case that for a bill of this import that you keep the public locked out. So you bet were going to push hard for it. And with the delay theres no logical argument for not bringing the public into this discussion. I want to play what your colleague, Susan Collins, had to say about this over the weekend. And it really does go to your point. Take a listen. President obama in my view made a serious mistake when he pushed through the Affordable Care act without a single republican vote. I mean, you know a lot of republican pushback has been on this which is that democrats when they did it didnt give us anywhere near an opportunity to really look at this bill. Thats just not right. For example, in the finance committee, im the ranking member, we took eight republican amendments, we had scores of discussions where we had roundtables, went through the details. And of course the republicans are talking about approaches, for example, their junk insurance proposal. That takes us back to the glory days of really skimpy threadbare coverage where the public got nothing except a big price tag. So, a, we did accept republican amendments, and b, what the republicans are talking about really takes us back to the glory days of threadbare skimpy junk insurance. All right. Let me play for you something thats health and Human Services secretary tom price had to say. And well get your response. We believe were going to be able to cover more individuals on this bill than are currently covered. Is that right . More individuals than are currently covered . I think that that is so preposterous. And of course it is completely contradicted by the budget office, the Congressional Budget Office says that millions and millions of americans will lose coverage. Now, the argument of course, and were seeing with this cruz bill, is that people are going to get better coverage. Theyre going to get better coverage, theres going to be protection for those who suffer from preexisting conditions. And, again, independent experts say thats not the case. And this cruz proposal is so far out that there are insurers who want nothing to do with it. I also want to talk to you if i can now about the russia investigation. Democrats have been taking advantage of recent headlines. There were two congressmen, one of arizona, one of california, they brought a big Time Magazine cover on to the house floor, they read don juniors emails into the congressional record, but are you worried at all that democrats risk overplaying their hand by jumping all over this story . Should it be left to those of you who are members of the relevant committees and to the investigation being run by Robert Mueller . All members have a right to weighin. But my bottom line is if you take donald trump jr. s own admissions and the emails, this was an attempt to collude. Now, they keep trying to change the story. There are at least four versions. And its sort of like but you know that thats not a legal term, collusion. What it means is you have people getting together, usually in secret, to do something illicit. And i think thats very troubling. And if you look at the fact that the high command of the Trump Campaign went into those meetings knowing that this was a russian who was going to give them information that would be helpful to their campaign, they should have walked away. It was Jared Kushner who proposed a secret back channel between the Trump Campaign and russian government taking advantage of russian communication equipment in an apparent effort to avade u. S. Surveillance. But charged with nothing. Charged with nothing. But it does not take criminal charges for the thousands, the tens of thousands of National Security professionals who toiled day and night for National Security to have their clearances revoked. In one example, one professional who was not up to date on her Student Loans and it was revoked. Wi if they had proposed a secret back chanual the russian government taking advantage of russias communication equipment, that would be grounds for immediate suspension, if not deprivation of liberty, chris. Some would argue, Jared Kushner is one of the more centrist views inside that white house. Did democrats really want tasee him lose his security clearance and potentially his job . Security clearance in that question shouldnt really be about politics. It needs to be what ned talked about. The incredible importance of having folks who have that level of clearance be completely honest, completely transparent and meet all the standard in that. As he outlined, things far less than criminal actions that could have you lose that. Thats not about politics. That needs to be the standard of what security clearance means and what it means to be a part of our intelligence community. That said, i dont really see all that much centrist stuff coming out of Jared Kushners office. I mean, for goodness sakes, on Holocaust Remembrance Day and kushner leading the negotiations in the middle east, he couldnt even get his fatherinlaw to mention the holocaust in a statement. Weve seen terrible antitransgender efforts in legislations come out of the white house. Weve seen horrible positions on choice and attempts to defund planned parenthood. Even if hes moderate, hes got it all jammed up somewhere in the back of his office because it aint coming out. Even having said all that, if the security clearance was to be removed, its going to be removed by the president. And not many people think that that is likely to happen, as close as the president is to his daughter and to her husband. He has always been loyal to his staffers, thats one of the things about him that a lot of people suggested. But does it point to the problem with surrounding yourself with so many members of your family in that if he has to make a tough decision, can he separate what he should do professionally or even politically from the personal . Well, there are few people the president trusts as much as he trusts jared. Thats the key. Thats why he has a security clearance to begin with. He has to adhere to all the regulations to keep that. The president needs people around him or she that they trust. Up to the president to enforce it and up to kushner to adhere and understand all the rules and regulations that maybe they didnt know when they first got in there that they have to know now. In our last 15 seconds, ned, even understanding all of your arguments, christines arguments given that knowledge of who controls those strings on who has the security clearance, you dont see anything changing, do you . Well, chris, i would make the point, thats not the way its supposed to work. The president of the United States is not supposed to be the arbiter of security clearances. In the case of white house staff that should fall to office management. Do i see them standing up to a president , a president who is known to be a bully, i dont see them doing that, unfortunately.
