Direction. If you look at the curves of the new cases. So weve really got to do something about that. We need to do it quickly. We are now having 40plus thousand new cases a day. I would not be surprised if we go up to 100,000 a day if this does not turn around. Dr. Fauci also said half of all new cases are coming from just four states, texas, arizona, florida, and california. And on tuesday, eight states announced singleday highs, including arizona, california, and South Carolina. Weve got reporters covering the developments in those very states, and i want to go first to phoenix, where my colleague, vaughn hillyard, has been there for the past few days. Vaughn, the Vice President is set to arrive there this afternoon. He has said over and over that things are going well. Yet when you look at the state where youve been, it seems that thats not the case. Reporter stephanie, just five days ago he suggested that all 50 states in the union were successfully reopening. It was two weeks ago he wrote that oped that was published in the wall street journal, in part saying the truth is whatever the media says. Our whole of america approach has been a success. We slowed the spread, cared for the most vulnerable. Thats a cause for celebration, not the medias fear mongering. The number of hospitalizations over the last two weeks here in arizona have nearly doubled. Just yesterday afternoon at an Arizona Task Force briefing where he resisted the suggestion that reopenings in these states, florida, texas, arizona, were key factors to this explosion of cases in these states, which frankly does not line up with the data out of those three states. Look at the percent positive rate out of arizona. This was largely used by not only the White House Coronavirus task force just by reopenings, but also the governor here. When the stayathome order expired may 15th, you see that number, percent positive number begin to go up. Stephanie, the Vice President will be flying in here. He was originally going to hold a campaign event, much like the president did one week ago. Instead he will be meeting with the governor and local officials to talk about the spread here. Stephanie . All right. Vaughn, stay safe where you are. I want to head to riverside, california, east of downtown l. A. Jo kent is standing by. Jo ling, can the hospitals there handle this . Reporter hey, stephanie, good morning. That is the hope here. Here at Riverside Community hospital, they have 69 icu beds. As of last night, 58 of them were occupied. They say they have the capacity to continue expanding if cases continue to surge. Cases here in Riverside County are surging 50 . This comes as the state of california is actively trying to avert disaster by closing beaches, closing nightclubs and bars in some counties. That is not the case here in Riverside County. There is a mask mandate here. What we do know that riverside was not included in that order from Governor Newsome to shut down bars and nightclubs. Overall, 227,000 cases here in the state of california, 6,000 deaths, tragically, so far. If you take a look at the broader state numbers here, steph, state numbers show us about a third of icu beds are still available. Some of the hardest hit counties are beyond where were standing here in riverside, that borders arizona and mexico. Were seeing a surge in icu bed occupancies there for covid. This is a very fluid situation. We do expect to hear more from the governor and county officials as to what the plan is for fourth of july weekend, further tightening to prevent the surge from continuing. Steph . Thanks, jo. Now lets head to myrtle beach, South Carolina, which as you know is a massive destination for fourth of july vacationers. Some are telling residents to stay away. Dasha burns is there in myrtle beach. Myrtle beach and fourth of july, this is one of their biggest weekends of the year. How are they going to keep people safe . Because, you know, travelers are coming and you know those businesses want to be open. Reporter yeah, stephanie, thats right. Fourth of july, a peak time for tourism here. Health officials also worry it could be a peak time for transmission. Cases are surging in South Carolina and here in myrtle beach. And its not just a problem for this area. Its also a problem for the surrounding states, whose residents are coming here for vacation. Weve seen some concerning headlines this week. 100 teenagers from the d. C. Area came to myrtle beach for vacation, came home with covid. It was a dozen of teens from ohio last week. It has gotten to the point where governors from these states say if youre thinking about a trip to myrtle beach, you might want to rethink that. For this community and the businesses here, they do not want that. They are desperate for people to come in and spend money here. Tourism props up this entire economy, and they suffered some major losses over the last several months, that theyre now trying to make up for. I want to introduce you to the general manager of the original benjamins, a restaurant that typically seats 1,000 people. They capped that at half capacity. Listen to the balance that businesses are trying to strike now, stephanie. We are thankful to be open because this is our tourism season. And we really need people to come and eat and we are really our staff need to work. We just have to get used to this new norm and keep practicing what we know to practice to keep everyone safe. Reporter and, stephanie, their restaurant does require customers to wear masks. They put in precautions, like plexiglass. The city council will vote on a mask requirement f that passes it goes into effect immediately ahead of the fourth of july weekend. Stephanie . Dasha, thank you. The problems down in South Carolina are the same problems they are facing in south florida. Tourist towns seeing huge spikes in coronavirus. I want to bring in the mayor of ft. Lauderdale, dean trentallis. Mayor, thank you for joining us this morning. I know you closed your beaches, but your businesses are open. How do you pal this . Theres a good chance youre going to see a spike, especially with so many people in your city, but not on the beach. Were very concerned with people coming to our beach, which is why we closed the beach. We did this in concert with miamidade and palm beach county. Keep in mind when Governor Desantis opened the state of florida to the phase two protocols, did he not include the three south florida counties, like Broward County. Yet we still saw a huge surge, especially in the last two weeks. 39 of all new cases of all cases, i should say, in Broward County happens in the last two weeks. So that theory about the heat and huptddamper on the virus, youve been talking about surges in all these states. Where are they . In hot and humid environments. What happens to that theory . People have to understand that this virus is running fast and loose. And we need to protect ourselves. Weve gone through restaurant by restaurant, making sure that theyre complying with the safety protocols that have been laid down, and the decision to close the beach is not to close the businesses because we understand that people still want to get out. Well probably close down half the street that you see in front of you now and to allow for pedestrian walkway. You know, theres the business health, theres Mental Health and theres also coronavirus health. Were trying to balance all those three and still come out with a safe, healthy environment. And what are those businesses telling you . As you personally are going around with compliance officers, are they bought in because they want to stay safe but they dont want to lose their livelihoods . Youre absolutely right. In fact, there was one business one of our more popular restaurants here on the street thats the jewel of our city, we went through with the compliance officers, we had the tv cameras there. And in the end, we determined that the restaurant was in full compliance, and the manager came up to me, almost in tears and said thank you, thank you. I turned to him and said no, thank you. Thank you for keeping your customers safe, keeping our community safe. People are buying into the necessity to keep these protocols in compliance, and thats the only way well be able to survive this. You know, i heard dr. Fauci if. And you know, its scary what hes telling us. We cannot afford to allow this virus to spread as rapidly as it has been in the last couple of weeks. Shutting things down where you are . At this point theres no discussion about shutting things down all the way. We are doing our best to keep phase one protocols in place, making sure that people are complying with those phase one protocols, and were going to hope that the virus will continue to lower it rather than expand. Keep in mind, in our community, most of the new infections are amongst young people, under the age of 35. And, as a result, the impact on our Hospital System is not as great as it was when it was first introduced into our community. In fact, weve been told as recently as yesterday that our Hospital Capacity is still down from meaning theres still capacity within our icu units and so forth to handle any new infection. So, were comfortable with that. Our death rate has been flattened significantly. So, were comfortable with that. But the reality is the infections have just exploded, and thats what we need to do. Contact tracing, testing, keeping those preventive measures in place. This is what we need to do as a community, and i suspect the whole country is trying to do the same thing. I want to dig deeper into what all this means to you as well for you. Were joined by dr. Gottleib. Help us understand. Dr. Fauci says the virus is out of control and we could soon see 100,000 cases a day. Where do you see this going . Well, dr. Fauci is talking about diagnosed cases. Were well more than 100,000 cases every day in terms of new cases, were just not diagnosing all of them. The cdc said were diagnosing one in ten infections. Thats probably right nationally. In epidemic states like texas and florida, theyre having a hard time keeping up with the infections. Theyre probably falling behind and diagnosing one in 15 infections. If were turning over 50,000 infections a day that were actually diagnosing, we have anywhere from 400,000 to 500,000 infections. Some are asymptomatic. Theyre not all cases, covid cases. 300,000 to 400,000 of them have some level of symptoms and would be considered cases. Were well over 100,000 right now. Whether or not we could diagnose 1 thun,000 peop 100,000 people, that may be difficult because the testing isnt evenly distributed across the country. So were falling behind. Its going to be hard to get control of this. Well have to intervene with more steps at some point. Its difficult but its not a surprise. When we were first hit with this, and states like new york and new jersey were faced with it, we didnt really know what we were doing. Then we talked about Contact Tracing and mass testing, but we didnt do it. Isnt the situation were in right now predictable and unavoidable, but alas here we are . Well, i think there are a lot of states that felt they could manage a certain level of infection and sort of keep it within some band. A lot of these states reopened against the backdrop of infection. California, texas, florida did that. They didnt really drive their virus down like we did in the northeast. There was only one place it was going to go. It was going to go up. I think they thought they could manage it and keep it at bay but this is a very contagious virus and it doesnt want to be controlled. Thats the lesson we need to take way from this. You really need to crush the infection. Other countries have driven the levels down and then theyve been able to use Contact Tracing and testing to keep it down. Once you have this level of infection, once youre turning over 10,000 cases a day in florida, that exhausts your ability to do Contact Tracing, to do testing. So, you cant function at these levels of infection and think that you can keep it, you know, at a certain level. Theyre experiencing exponential dproeth right now. The backstop will have to be collection of individual people just withdrawing and engaging in much more careful behavior to quell the spread. So, what do we need, a National Mask mandate . We shut down again . I mean two weeks ago they said were not shutting the economy down. The reality is that these governors arent going to shut down their economies and issue stayathome orders. So theres no reason to speculate on something theyre not willing to do politically. We need a mask mandate. Cdc should change its guidance and recommend mask wearing any time youre in a public setting, not just when you think you cant socially distance. And these states should implement mandates. We mandate seatt belts to protet passengers. And in the epidemic with a deadly pathogen, we can mandate a mask when you go out your house. Wearing a mask or close schools i would rather tell the population wear a mask the next six months. Were either going to get to a vaccine or herd immunity. For that period of time we have to ask ourselves what were willing to do to make sure we can preserve those things that are most important. Whats most important . Keeping schools open, trying to keep businesses operating and keep people at work. In these states theyll have a hard time doing that against the backdrop of all this spread. Then what is the rationale not to wear masks across the board . When you talk about schools, businesses and all of the above, we dont want to stay shut down. Whats the argument to not have everyone Wearing Masks . Were all wearing seat belts, as you said. Well, its im hard pressed to channel the argument why you wouldnt put a mask mandate in place. Somehow this has gotten mixed up in a discussion around peoples individual liberty. There was also a discussion, how do you enforce it . You would have to fine people. Thats not necessarily true. You could put a mandate in place and tell people they would have to wear it, and they would be denied service. Businesses and venues would have an opportunity to deny them service and they might be issued a warning if they go in an atrisk setting in public without a msk on. You dont have to impose a fine and put people in jail like singapore has done. There are ways to do this that arent as intrusive, arent seen as government imposing burdens on people, significant burdens on people. I dont know why we havent done it. I think well do it. Well get there. Hopefully sooner rather than later. Its getting late. It will be hard to implement measures that can reverse these trends that are under way. Its going to take time. Theres no one thing that these states can do that will have a dramatic impact in the next two or three weeks. I hope everyone watching just turned the volume up for that. Police have now entered that Occupied Zone after the mayor issued an executive order earlier this morning. Nbcs Steve Patterson is there. Walk us through the history, whats been going on for two weeks and what happened today. Reporter stephanie, im going to have to get in close because weve got a situation where protesters are here and theyre angry. Police have blocked off the entire exactly what were talking about. Excuse me. Were reporting your message, guys. Were reporting your message. Stay on me. Well come this way. Police have created a line. This is where weve created part of the perimeter. An executive order came from the mayor, basically executing this operation. They gave them about five to ten minutes to get out of the zone and then they swarmed in the zone. It was so quick that it was almost as if it was a covert mission, but you see that it certainly wasnt. You continue to hear protesters. Theyre very agitated, as you can imagine. A lot of them feel like this is their home. Follow me this way, steve. Follow me this way. We want to stay out of their view, obviously. You can see just the level of the buildup that the police have done to stay in this zone. Apparently, there were some bigger vehicles that they brought in. We heard about a deployment of pepper spray. Havent heard anything about tear gas. Several arrests, we know, have been made, at least ten at this point. Although weve seen a few visible since weve been on the ground. So, about a month or so, it was erected after the george floyd protest. Protesters came in, taking part of the city, taking the capital hill neighborhood, camping just under the east precinct. Weve been here a week solid w now. Weve been inside the zone. Weve seen how it operates. There was always this sense that this day was looming, and now it has come. And several of the leaders weve been speaking to are people that are outside of this zone. So, they were not in there at the time. Thats how swift and efficient this Police Operation was. We dont know whats going on inside the zone, only what we can see, and it appears that there are canine units, police ooh units searching through cars, through that encampment back there. Follow me this way. So you can see this is down the street. This continues to be the capital hill neighborhood. Were outside the zone. More police. Theyve created a perimeter essentially all across this neighborhood. We saw some of the protesters appearing to go into the back maybe into chop. So, were watching and seeing where they go. Of course, this is a very, very tense situation. People here feel, again, like this is something that theyve established as their home. The goal from some of the protesters, some of the leadership is to try to find enough concessions like slashing the police budget, to get things like ending qualified immunity and just more reforms in the city, but some of the protesters really wanted to keep the precinct as long as possible. Nbc news has confirmed the white house and Top National SecurityCouncil Officials first learned about it in early 2019, but even this morning, President Trump continues to say he was not briefed about this because, as he continues to say, any information they had did not rise to the level. Wow lets get more from ken delanian. What have you learned about this timeline . Good morning, stephanie. Our colleagues who cover the white house have confirmed some of this intelligence found its way to the white house as far back as 2019. My sources are saying theres nuance here. The intelligence got better as we came into this year. More information came in, and the cia, in particular, is certain that this intelligence is confirmed. The white house isnt consistent with how policymakers talk about intelligence. Lets listen to kayleigh mceneny. What has been briefed in the Public Domain because of the New York Times and the irresponsible leak. Yes, he has been briefed. Theres no consensus on this intelligence that still has yet to be verified. Stephanie, intelligence is almost never verified. The white house is using the language of Law Enforcement to describe something thats completely different. For example, they never verified that Osama Bin Laden was in that compound. So a lot of my sources are viewing this as a dodge. The fact that the president is now calling this a hoax really forecloses his ability to do anything about it if, in fact, it proves to be true. Yeah, as you mentioned, i served in the navy ten years, was a russian policy officer. The russians often look at their relationship with the United States as a zero sum game. These reports that there were payments from the russian government to the taliban are incredibly concerning. I was in the situation room yesterday, being briefed, but we did not have anyone from the cia there or the nsa. So, as youre talking about intelligence reports, as youre talking about weighing those intelligence reports, its critical to have the intelligence agencies in the room. Do you believe what they told you . What i think we had a good discussion, and i believed what we were talking about to be true. I had no sense that they were trying to disemble. However, there wasnt all the information to discuss that i wanted to discuss. Ambassador mcphaul, you know russia very, very well. Annexed crimea, he has been escalating his confrontation with the u. S. And the west more generally. He considers us the enemy. In the last several years he has become more and more extreme. This fits a pattern, if you will, from my point of view, of escalating and confronting the United States. Tragically, trumps response also fits a pattern. He hasnt been very consistent on many foreign polishes, but with respect to putin, he has, which is that he never criticizes Vladimir Putin personally. He always says he wants to be his friend. And with confronted with intelligence, remember, 2016, we have incredible intelligence documenting russias interference in our elections. President trump consistently denies that intelligence and says im still sticking with putin. And that tweet that you just put up shows that he has decided to double down on that strategy and that position. And, for me, its just absolutely shock iing i dont understand politically why he thinks this is in his own interest to do so but he has decided he will stick with his own game plan. Theres the tweet with the president again, calling this a complete hoax. Congresswoman, i want to share what Senate Majority leader Mitch Mcconnell had to say about this. I cant verify the current rumors that all of you are writing about, but would i be surprised if the russians were doing Something Like this . Absolutely not. Okay. So, he might not be surprise d. Stephanie, yesterday when we were being briefed, we asked that the president come out and say he was going to get to the bottom of this. He was going to look into these allegations and if they were true, he was going to have some repercussions for russia. We certainly heard nothing like that. He needs to be looking out for his Service Women and men overseas and right now everything im seeing from him does not give me the comfort that he has the backs of the men and women in service. Ambassador, what do you think . I completely agree. First of all, lets be clear, ken said something very important in his reporting. Intelligence is verified. I worked three years at the white house at the National Security council. This is the kind of intelligence i would have seen every day. And, of course, we would have taken it to president obama. And its not rumors. Its intelligence. But secondly, why doesnt the president just do that simple thing, say if these reports are confirmed, right . Maybe he needs that qualifying clause. There will be consequences for russia and Vladimir Putin. It would be so easy to say. Such lowhanging fruit. Yesterd yesterday, instead, he chooses to call it fake news. And its extraordinary generally that he has never pushed back on Vladimir Putin and all these different acts i was talking about earlier. But i think its extraordinary when were talking about american soldiers here. And he is, after all, the commander in chief. He is supposed to have the backs of those people that have volunteered to go defend our country in afghanistan, and that he doesnt see it that way, i think, is deeply disturbing. It shows that the National Security process has completely broken down and, instead, we just have a person in the white house that personalizes Foreign Policy. And, for him, cultivating a personal relationship with putin is more important than american National Security and the lives of american soldiers. Then to that very point, congresswoman, to the men and women serving us, who are stationed in places like afghanistan, how are they reading this . Well, stephanie, ive served overseas. I have families in my district who have Service Members overseas. What they should be able to count on is that the president of the United States is putting their interests firsts, putting their interests before the russian government. And were just not getting that sense. Were not getting the sense that the president is prioritizing, looking into these allegations, is prioritizing the lives of the men and women serving, and we know the russians arent good actors in afghanistan, in syria. They dont have our values. They dont share our interests in the region. For him to not be calling out the russians on these alcohols when he verify this is intelligence, if he verifies it, its just unacceptable. Okay. Its unacceptable, but this is where we are, ambassador. What the president should do is miles away from what he will do. Lets not forget, were five months away from the president ial election. We know from the mueller report, russia interfered, tried to interfere in that election. What can actually be done here . Not what should be done . I hope that congress will hold our government accountable. The National Security adviser mr. Obrien would get this intelligence and not brief the president of the United States about it would be incredible to me i would like people to talk about that and underscore how did that happen . Remember, this is illegal. It is a crime to leak this kind of intelligence. That suggests to me that there are many people in the Intelligence Community that are so outraged that this intelligence is being ignored that they went to this extraordinary measure. So, lets have hearings on it, bring people up. Lets find out, see if this timeline is true and, under oath, lets hold the Trump Administration accountable for a breakdown of the process. Not only was the president allegedly brief at the right time but during that period, he made some major Foreign Policy decisions. He made the decision to invite Vladimir Putin to join the g7 meeting, for instance. He made the Foreign Policy decision to reduce the number of troops we had in germany. Those are again, it would never have happened in the obama administration. The intelligence would have been there for those decisions. Do you and your staff have enough critical equipment like ppe to protect yourselves and service all these patients . Yes, absolutely. Methodist hospital was well prepared in obtaining ppe, enough ventilators or any supportive device that we would need to treat these patients. You oversee about 200 nurses. Weve yet to see those names, but were supposed to get them tomorrow, and well keep asking. Congresswoman, your reaction to the extension of this program . I think the problem with extending the program is that we dont have the transparency and accountability to go along with it, something that the senate could have baked into the bill, which would have given us a backstop if secretary mnuchin misses his deadline of tomorrow or when he does provide the information, we find that its incomplete or provided in a way that prevents us from analyzing it to make sure that taxpayers are protected. So, right there. If they could take the time to extend this program and agree upon it, whats the rationale with not sharing more information . I think its consistent with what weve seen on this administration with resistance to transparency inspector generals and people who acted in a nonpartisan way to protect taxpayers. It plants questions in the minds of americans and you and i already have a lot of questions. It continues to plant questions in the minds of americans about whether this ppp program was administered fairly and beyond all the issues of abuse and fraud and waste, theres also this fundamental question about is this program working . Because if its not working, we need to allocate that 100 billion struggling to figure ow theyre going to open in the fall, which is a big part of opening our economy, would be a great example of a place that we could reallocate that money if the ppp is not working. But we just cant answer that question. Even the transparency that supposedly were going to get is only for loans of 150 grand or more. And i get it, this is a lot of money, but are we just saying we dont need to see any of the smaller ones . This is taxpayer money. Why wouldnt we see the information on every single loan . So, stephanie, i could not agree with you more. What we learned is that secretary mnuchin has said he will give data on every single loan to the house ways and means committee. Now, i dont sit on that committee. But you can bet i got absolutely six feet and zero inches from Committee Chairman richey neil the other day asking him to give the data to any member of congress who wants to do this work, who wants to do the analysis, who wants to dig into these data because i certainly am raising my hand wanting to do that work. Tomorrow is the deadline. So ticktock, steve mnuchin. Youre also raising your hand to ask questions when secretary mnuchin speaks before the full Financial Services committee. And somehow they never get to your questions. Why is that . Youre not going to stop asking them. And by him not answering, hes making another news story for himself. Well, so what happens is the secretary sets a deadline for when hes going to leave the hearing. Hes only available for two hours, for example, and im about halfway through the seniority of the committee. But all of the members who are elected in 2016, 2014, 2012, going back to the 1980s, those members get to question first. So we go in seniority order, even though im one of the most senior freshmen, he never seems to stay quite long enough to get to my questions. This has happened a couple of times. Well, sounds like some of the more senior members might want to give you their question to ask. You also tweeted that you want the current administrator of the sba to resign. Why . The report from the gao about the administrator and what she has refused to do, upon gaos repeated requests with regard to transparency shows me she is unfit to continue in that role. The ppp program, that 650 billion, this is one of the biggest Government Programs in our countrys history, and she is fighting with the nonpartisan gao on basic data that lets them do their job of transparency and accountability. That is the wrong mindset for somebody whose title is administrator. Should democratic leadership be demanding more . Look, im going to keep leading by example and trying to push on these issues, i hope my colleagues join in with me. I have a ppp transparency bill, 30 colleagues on it as of today and one of my projects is to continue to whip and push people because even if mnuchin gives us some of the data, we need to be acting legislatively to ensure were going to have the information throughout the program. Lets say we make another 100 billion plus in loans, because of the extension, there is nothing to writer steve munchen to disclose those data, those loans would be occurring after his supposed Data Delivery on friday. I also want to ask you about schools. You mentioned it before. You have drawn attention to whether schools will be able to reopen this fall. And what it means for working parents, what it means for so many kids to be without to be without the education that we promised them. You are a single working mom. What is your take . I think that we have failed to prioritize our kids. And if we can focus on beer and getting bars open, then we can focus on books and getting schools open. This is not just important to gender equality, to women and to men, it is critically important to our economy.
