Out of that region. Now he has to make a case for going back in. Good afternoon. Today congress, tomorrow the American People. Thats president obamas stepbystep approach for outlining his strategy for confronting isis in iraq and syria. Right now congressional leaders are meeting, taking place one day before the president is scheduled to address the nation in primetime on his isis strategy. Although the answers to many questions on the u. S. Mission are still up in the air, what will our strategy look like . What is the goal . And how long will it take . The question today seems to be what role will Congress Play . House Speaker John Boehner offered little clarity on that frongt this morning. Still there is a strategy. Theres no reason to talk about the specifics because until we know what the strategy is we dont know what will be involved. A handful of the members of congress are calling for a vote to authorize the mission. Many members are skeptical of taking a vote on anything so controversial so close to the midterm date. It is quoted just bomb the place and tell us about it later. 153 strikes against isis in iraq. Joining me now congressman joseph krouly. Thanks for being on the program. Thank you good to be with you. Squl so there seems to be divide. Some saying president should ask for ability to continue the air strikes that started on august 8th, has Legal Authority to go to october 8th, wanted to add an emergency extension, do you think president obama should get congressional approval to continuing the campaign against isis. Shocking that theres divide in the halls of congress, news at 11 00. I think the president so far is taking the right steps. That is isis is a thugish ganglike group that is out there doing barbaric things and needs to be addressed immediately. The threat to the United States is real and to our allies in that eveningon aregion. I think the president is taking the appropriate steps. What steps he will take to erad indicate them. The use. The president has been given ability to go after terrorist groups and really protected congress for taking votes pertaining to the president s action abroad. Can the president operate under that post9 11 understanding. I know we will have a vote on the steps the president is taking and whether or not to authorize additional funding for future steps, i have no doubt it will take place, i think the question is when. I think right now the president is working within the confines of the war powers act and his duty as the president to tookt p act to protect the country. So im comfortable at this point in time. We will have a vote at some time in the future. Theres some talk that any campaign against isis could last up to three years, possibly, in this region. That would obviously go through this president s term and be around at the beginning of the next president s term. Presumably you will still be in congress up there. I know youre in the democratic leadership. Is this Something Congress and the country can see forward for the next three years. I think the American People understand the nature of what isis is all about. Theres nothing i can see at all redeeming about thissentity. I dont know exactly what to call it at this point. But isis is a scourge to the people in the region. A threat to sunni and our allies in the region and could be a direct threat to the United States, that needs to be addressed. Im glad the president is informing the Leadership Today as to what steps hes going to take and i look forward to tomorrows address to the American People where he will let the American People know what this road is, why it is important to confront it, and what were going to do about it. Thank you congressman for being on the show. Thank you. With me now Counter Terrorist detector, michael, the president is scheduled to speak tomorrow 9 00 p. M. Primetime address to lay out a strategy before the country that he believes could contain isis and perhaps dismantle them potentially. What would a strategy look like to go and combat isis. I think it will start with iraq. Hitting targets in iraq. They have some political you solution thats will roll isis out of iraq. From there form a Broad International coalition to go after them in syria using air strikes. Last, hardest, and most important, it is fostering a moderate opposition within syria that could then take plates of isis to hit them hard. How do you do that. Not like Bashar Al Assad will be helpful and last time we had success trying to get the moderate sunni groups to rise up against terrorists there. It took a lot of treasure. A lot of trust, it took the presence of u. S. Forces on the ground. How can it be carried out. Absolutely. It really was driven by american troop presence. We wont have that luxury here. It will require forcement implementation of money, weapons and training. We have been doing it for a couple years but the fact is, not enough. The real thing is, the president s views and efforts have not been implemented forcefully. Whether the 5 billion Counter Terrorist fund or 500 million for monitored opposition. Now is the time to really put money and action where our mouth is. Three years is a heck of a long sometime for people to be bogged down in the middle east. Is that reflective for how long it will take. Wand had and what is the threat level. I would say three years. Its only with the death of bin laden that we seen that organization crumble. So it might be three years, might we three months. Until we get into syria it will be hard to say. I think the threat level is high as it has been in the past ten years. I dont think it is markedly higher than we seen in the past. In the shortterm as we go after isis more forcefully there could be heightened threats. We got to get to them now because if not it will only get worse. Thanks so much for being on the show. We appreciate that. Up next, well be talking to, on the 20th anniversary, the violence against women act. The man behind that law, Vice President joe biden, he weighed in on that. We will also talk about ray rice abuse scandal and we will talk to Catherine Redmond brown. That is next on now dont go anywhere. Dont just dream of being the hero. Make it happen. Alka seltzer heartburn reliefchews. Enjoy the relief. The ravens did the right thing, fired him immediately. You can argue they should have done it sooner. Whatever the reason is, its happening. That was Vice President joe biden in exclusive with us. Speaking out on the ray rice controversy. This is t20th anniversary of th violence against women act. He joins the support of ravens. After showing this brutal video of ray rice punching his wife in an elevator. Commissioner Roger Goodell is under scrutiny. Anger that rice was suspended only after it became public. In response to questions whether the nfl sought after the video in the first place this is what the league said. Today we are getting the first reaction from ray rice himself. Nbc news contacted mr. Rice for a comment today and he said they are in a process of hiring a pr firm and they will be willing to do interviews when the time is right, but not at moment. Earlier today rice told espn quote, i have to be strong for my wife. Janay palmer is speaking out and in a statement on her instagram report, she writes this. Joining me now to break all this down washingtons anchor, thanks for coming on the program. I will talk about the terrible violence against women. Want to talk about nfl. This is turning into a big black eye quickly and snow balling. The question of when did the nfl know about this video. Did they cover it up. Roger goodell is hearing calls to resign. Hes hearing his leadership over the last few years hes been in charge being desecrated by a ton of credits. Whats the nfl doing. I think the question is did Roger Goodell see this video. I dont think we will ever prove that. But if this was covered up the nfl has a really, really big problem on their hands. As for the calling of Roger Goodells firing right now, hes made an effort over the last few months to come down hard on players who have committed crimes, so to say he hasnt done enough, i think he did drop the ball when it came to the race rice suspension of only two games, that means 14 gaimes he could have played on. That video enough was enough for a harder suspension. The fact we saw her unconscious on the floor. There definitely needed to be a stiffer punishment. Nrz for me we should discuss what nfl will do in terms of Domestic Violence in the future. I dont think there will be change until the teams have more severe punishment. Higher fines. Draft picks. They need a punch in the gut to feel things change. And the ravens acted like enables with their tweet in ray, saying janay rice deeply saddened. One thing, he is very well compensated. Reports more than 40 million. The nfl is a group of rich wealthy men for the most part and probably wont be too quick to ax Roger Goodell is that fair to say. I think it is. I think the most important thing is trust. Do the fans, owner, trust that Roger Goodell can make the right decision. That question will come into play into the next few weeks before a decision can be made. Im curious to see will a lifetime ban be put down on ray rice and is that the smart thing to can. Is that going to help the biggest problem, which is domestic abuse. Will it make more women want to come out knowing their significant other could lose everything. Because were seeing ray rice lose everything. So where is the family going to be after that. Im not in support. I think there needs to be rehabilitation. Is there opportunity. A large scale review of the nfl and its policy. I think it is fascinating, heres the big mighty nfl, they could have found had out. Thanks so much for being on the show. Catch her again as the redskins take take on the jaguars. Joining me now Catherine Redmond. Thanks for being on the show. You had a horrific experience of being a victim from sexual violence, perpetrated by an athlete, in this case, the university of nebraska, what are your thoughts on ray rice and the situation . My thoughts are of outrage. My thoughts of anger because ive dealt with and i havehe helped Domestic Violence victims. I know what theyre going through. And the agents how they enable the behavior. I know 17 years ago we had wilson kill herself over domestic abuse. Ive been there. Ive seen this not be addressed for so long. And instead people have absorbed those messages of, its a gray area, its a hesaid, shesaid. What was she doing. Athletes are targeted and now we are seeing by video what actually happens behind the scenes. Theres still players in the nfl right now who have done just as bad as what ray rice have done. For me, i want to know what the nfl is going to do from here on out. At that working sim pose yum with those rookie players. I want to know what the ncaa is going to do. I want to know that they are actually going to be proactive about this. So far its just the nfl thats been hit. But this goes on in sports period. Certainly. And ive worked with the mlb. So this needed to happen. People needed to see what goes on. And people need to see that victims dont report because, hello, law enforcement. Why isnt he in jail . Right. Why hasnt anything happened . I think it is extremely troubling the fact, the Atlantic City d. A. s seem to have put him into a rehab program. Theres a lot of questions surrounding is that after seeing the video. Jameis winston looking at a possible rape assault, the process was different for him. I want to the talk as a victim, janay rice coming out today against the media, we know all along she was put that different situations, the ravens sending out the tweet she regrets the role she played that night, saying it was partially my fault. Talk a little bit about the pressure that goes against a victim that would perhaps inspire them to act in this manner. Well because for that victim they believe they are responsible. They believe they play a role. I got to tell you, the messages that go out to these victims tell them that all the time, from culture, from law enforcement, from the nfl, from the media. We truly do believe that we have played a role in our abuse. And that it takes two. And she probably provoked it. Or she lied. And so when we get into that situation, there is a lot of pressure. Ive heard rape victims say, i dont want to ruin his life or his career, not knowing whats ahead of them. Not knowing how much they are going to have to be rehab ill tated. So their sensibility, or the pressure to basically perform. To accept the blame. And its very unfortunate. And theres pressure from players wives as well. Theres pressure from the league. Theres pressure from the organization. This is a very powerful organization. And you got to understand, a lot of these young women are 20 to 30 years old. Its a lot of pressure from fans, too. I dont think fans should be left off the hook. You often hear, she was after his money. Or she had this coming. All these teshrrible things. Your case is very unique and trouble some but there was a Silver Lining to it. I wont mention his name but the new England Patriots drafted him and one said, he shouldnt be on nfl roster, hes the first player who was ever cut prior to training camp. Does the nfl need more people like the late mira craft is that what is lacking in professional sports. That goes without question. She should be duplicated throughout the nfl. Her stance should be duplicated. I know bob can raft and respect him greatly as an owner. I thi i think right now what were looking at, that move they made at that time was unprecedented. It was extraordinary. I was told firsthand he took a lot of heat and had a lot of pressure from other owners to not set that precedent. Hear me he took pressure of not setting precedent of cutting a defender. The nfl didnt follow that. You often hear they are not all choir boys, theres bad apples, that makes them good football players, all this stuff that is totally unwarranted. Catherine, i cant tell you how much we appreciate you coming on air sharing the story. We really appreciate it. Take care. You cant help but see the good. Mr. President were a nation of laws also values. I rise particularly today to urge the president not just to inform us of what he plans to do but to follow the constitution and seek congressional approval to defeat isil. That was tim cane on the senate floor urging the president to seek congressional operation for u. S. Military strikes against isis at this hour. Right now president obama is briefing top congressional leaders at the white house on his plan to aaddress the threat of isis ahead of tomorrows address to the nation. This as those same rank and file members remain divided whether congress should vote on isis. It is essential to succeed against this threat we need to speak as one voice, be united as americans, as a congress, and americans throughout the country. Still several republicans say a vote is unnecessary as long as the president outlines a comprehensive strategy tomorrow night. The chairman of the House Arms ServicesCommittee Also acknowledges time is a factor. As a practical matter, i dont really see the time that it would take to really get this out and have a full debate. We will have to wait to see what the president even comes up with. And i dont know that he feels he needs any additional authority. Today georgia congressman had harsh words telling the new york times. Joining me now is the speaker of those comments republican representative for georgias First District jack kingston. Thanks for being on the show. So those comments created a lot of noise, is that what is going on on capitol hill, democrats having angst moving forward and republicans thinking it could hurt the polling process midterm. I think so. I was trying to call out both parties to say we need to hear from the president , he will address us tomorrow night. I think it is very good that he is. I hope he will have a strategy, speak with clarity and talk about the American Interest and who our coalition will be. Because i was part of the coalition, to support the president , if he decides to have limited strikes on the syrian side of the border. I think isis is the type of enemy we have not seen before. And so i think for him to address the United States and speak to congress, speak to the American People, speak to our allies, think it is all very, very important. So im glad hes taking the steps he is. I think Congress Needs to step up too. Think we should have responsibility. Im not afraid to take a vote. I think it is important support the president , depending on what he has to say. I think he has to do that kind of convincing job that president bush had to do in the past and other president s have had to do as well. Senator on the senate side, congress isa both moving to continued air strikes against isis. Do you think theres an appetite within the Republican Party on capitol hill to move forward and give the President Authority to move forward on the isis. I think the coalition of proisrael democratics and caucus republicans would probably come together support a volt like that. Volt like that. Vote like that but it is said there might not be time to have a vote. So to give the president leeway in doing strikes, i think people would understand that type of thing. Do you think, the president might not want to put forward a vote from congress. He might want to operate under post9 11 operation. Is it a neutral thing to members in congress to delay it and let me do what i want to do. There could be some. I dont know if theres a quiet understanding to give the commander in chief to do what he needs. He needs more realtime information to have to act faster than voting would take. But i think at the same time we understand how important this is, and if tomorrow night the president outlines the american peril and gets our constituents on the board that isis is something we have not seen befo before, i think people would be suppose sorti supportive moving forward. Thank you so much for sharing your views. Take care. Coming up when is cease fire no longer a cease fire. Both sides claim they are upholding the truce. Thats just ahead. Ho ho ho green giant welcome back. The coming midterm elections are shaping up to be some of the most conten shus and expensive in history. And could be trouble some for the president s final two years agenda in office. Lets go to my magic map. Right now 53 democrats in the u. S. Sen ant and tindependents. That could change in october, republics have 64 chance taking back the senate. A new poll hassle republicans opening up significant leads in key Battle Ground states. Heres how the democrats hope to hang on. For starters, three states democrats guarantee to lose. Montana, west virginia, and south dakota. Where former republican governor mike browns has a substantial lead. Barring a major upset the gop had these three races in the bag. These are basically saying go ahead theyre yours. That means the republics just need to win three of the eleven contested races to reach the manningical 51 threshold in the senate. Their chances happen to be in the reds state south. Lets go there. First up, louisiana thats where mary lander hung onto to her seat in 2008 largely thanks to unprecedented turn out of africanamericans that sent barack obama to the white sox. Mary lander faces an increasingly uphill bat toll hold on to her seat. Lets stay down state to a close state, arkansas. Incumbent five points behind thompson. That is a state mitt romney won 6137. Lets stay down in the south and go over to the tarheel state, third southern opportunity for gop is in north carolina, hagan road into office on the coattails of president obamas 2008 win when he was first democrat to pick up at that level since 1996. But next many time out mitt romney beat him. Polls show it is up. Gop smell blood. They hope to have an outside chance in these states, kentucky, georgia, and now kansas. Recent poll show gop widening the gap ever so slightly in kentucky and georgia. So lets focus on kansas. In kansas, democrat chad taylor tried to drop out of the race last week in open hopes of helping independent greg orman against pat roberts but they say taylor had to stay on the ballot. Orman had to flood the air waves with ads backed by his personal fortunate. From democrats ive spoken to, they are acting like an orman victory would be a good thing for the party. On one hand midterm elections punish the party holding the white sox. In 2006 democrats won the house and senate largely thanks to president bush at the time. At the other hand, not exactly reaping the rewards. Just 35 registered voters knew the Republican Party favorably, compared to 49 for dem democrats. The question for democrats that into votes come november. The gop takes confidence in the unpopularity of president obama and that the electoral will be at their advantage. Well certainly see. Keep it on the plates for applications to find out. Coming up, charlie cook, editor of the cook report, joins me on whether this will be a wave election for the gop or a whipper. Now, it is true that if the house stays republican that its unlikely that i get a lot of these bills to my desk. But it makes a big difference if we got at least one branch in congress that is presenting these ideas, making arguments. That was president obama making his case for a Democrat Senate on meet the press. So do the dem themocrats have a chance of hanging on to the upper chamber. What will it take to keep it. Charlie joins us now. Thanks for coming on the show. You said recently this will be a nonwave. But you see a wide in the gap in places like louisiana, arkansas, kentucky and georgia. Is that still your belief. Sometimes it gets down to sem antics. To me republics doesnt need a wave election. If they win it, from in the bag, then if they just get the three democratic incumbent thats that in deeply red states, arkansas, louisiana, inlandiana, thats six, if they dont lose any of their own they can win just with red states. Now to get into the next tier, the hagan and north kind kleica thats a swing state. Colorado, its a swing state. Its been dead even. And michigan has been where democrats are up by four or five. But to get into that next four. At that point, you dont necessarily, you need a good night if youre a republican but then as you said, if democrats can peel off kansas or georgia or kentucky than it changes the map. Of those which is the best opportunity do that . Because theres a lot of hopes for in kentucky but mcconnell is pulling away. Who knows. Still a lot of time left. Georgia is late closer. And probably more popular than grimes has been. Is kansas the best opportunity for that . I dont understand whats going on in kansas. And i doesnt know anybody. We have a democratic that is trying to drop off the ballot. And trying to wake up roberts as quickly as they can. Nobody knows. Theres no precedent for georgia. But for grimes in kentucky, i think the war on coal and the president s Approval Rating is weighing heavily. I think it is worse for her than it is in georgia. Of the two, i think georgia is clearly the better shot for democrats. But georgia has not stretrended. Georgia is it early in the proce process. You hear in georgia they will change the electorate, this idea of were going to have more of an africanamerican turn out or latino turn out, the get out the vote effort, watch us, were going to do this. Are they putting too much confidence in that strategy. I dont know confidence. They have put together effectively a president ial Level Organization to get the vote. Thats never happened before. Can you do that without sort of a charismatic person . Never been done before. But they sure aspending a heck f a lot of money and they certainly have the technology. Kang mins so well see. If you look from a politician standpoint, the president says not a lot will change aside from which ideas will get put forward. Theres some truth to that. The senate is where ideas go to die, the epitomy of dysfunction. They want to block, block, block, as much as possible. If you were to see the republic apr ans take control of the sen ate the can question at hand will be Supreme Court issues. I would say with supreme kpo court you can move things through the Senate Without a philibuster. The question is what will get through. Its Supreme Court, also re reconciliati reconciliation. Mcconnell and reed hate each other so much and both really savvy and pretty good at stopping stuff. So if someone said i dont think anything much will happen in the senate much either way, i would have a hard time arguing with that. Especially because it is Mitch Mcconnells dream job. Put you on the spot right now. Nate silver has 64 senate takes control. I say over 60 is very good. In all of the model guides, i think his, i like his the most. So and stu rockenburg my buddy is saying seve70. Hes not in the percentage game. Were splitting hairs here. Democrats need some breaks. If they can hold on to prior land , any three would be huge. Thanks so much for being on the program. Developing now, president obama is scheduled to address the nation regarding isis tomorrow at 9 00 p. M. Eastern. You can watch that here.
