An impressive victory overnight in South Carolina for joe biden who hopes his projected primary win will reignite his bid. This comes just hours before the allimportant super tuesday vote. Well get to that in a moment. But, first, this sunday morning. New coronavirus related fears in the United States as Washington State reports the first Death Associated with the global illness in the United States. A man in his 50s with Underlying Health concerns has died. Officials say he had no history of traveling abroad or contact with anyone he knew to have the disease. Health officials in seattle are now concerned over a potential of Community Spread or community infection. A number of other people at a Washington State longterm care facility are ill with respiratory symptoms or pneumonia after two women tested positive at the same location. What were seeing is the tip of the iceberg. Were seeing the most critically ill individuals. Usually that means a significant percentage of individuals of less severe illness floating around out there. And, yes, so, in all likelihood, there is ongoing low level transmission. We dont have the epidemiologic link to figure out exactly how these individuals were if hadfected. On saturday the Trump Administration announcing additional travel restrictions affecting iran, italy and south Korea Related to the coronavirus outbreak. Heres mike pence. The man in charge of the Coronavirus Response this morning with my colleague chuck todd. Were leaning in to this effort. Its all hands on deck. Because our effort here is to do Everything Possible to prevent the spread of the coronavirus in the United States. This is better safe than sorry. So, if a School Superintendent says, you know what, we should shut down the School System for a week. Youre not going to question that . I think the president would respect any decisions that are made at the state and local level. Joining us now thomas is a senior fellow with the counsel on Foreign Relations and author of plagues and the paradox and also with us dr. Angela rathmuc rathmucin. Two people who i have relied upon in the last couple weeks for good information on this. Thomas, ill start with you. The Vice President told chuck todd its all hands on deck. Im mostly worried about the chief deck hand in this case, the Vice President of the United States, who has a history of implementing policy without a reasonable understanding or getting good advice on health care both in 2000 in a blog in which he wrote about smoking not causing cancer, but much more seriously and to the point was in 2015 in scott county, indiana, where there was an outbreak of hiv being spread by needles and he was hesitant to implement a Needle Exchange because he just didnt think that was the right thing to do. Yeah. So i right now the Vice President has a terrific group of advisers to advice him at the nih and at the cdc. People like ambassador deborah burkes, tony fou, he should rel them. His job as a coordinator is to coordinate. He should really be drawing on the scientific expertise. The response that we have gotten so far which is still heavily emphasizing travel restrictions. And its hard to know exactly how wide spread that Community Spread is in washington that you describe, but it does suggest that there may be significant number or some number of unreported cases. This focus on the threat from abroad cant be distracting from the threat here at home. He was asked about that, the president was asked about would you impose Domestic Travel restrictions . A lot of Health Experts say the travel restrictions is less important than inadequate testing. There may be lots more people with coronavirus than we think and the emphasis on testing and maybe isolation of people who have the infection. Thats correct. Some data came out last night suggesting that the cases in washington are all derived from the initial patient that came to seattle on january 19th, which is very bad. It suggests that Community Transmission has been occurring for the past six weeks. If thats the case, then we are probably looking at a number of unreported cases across the country, in which case travel restrictions domestic or international will do very little to stop the spread. The incubation for this is 14 days in which a person can be asymptommatic and even with the infection some people will show mild to zero symptoms. Thats correct. The vast majority of people, 80 , according to the most recent data from china, suggests that people will have mild or asymptomatic disease. Thomas, some conversation, a reporter was actually asked tony with whom we have been talking to him for years and years and years one of the foremost experts on the spread of infection and disease both from formally at the cdc and now at the nih about being silenced or being muzzled. There was some conversation about the Vice President saying we have to control the message on this one. Talk to me about this because i know you have been thinking about this for the last few days. I was pleased, actually, to see both dr. Redfield and tony featured in the president s press conference last week. That seems like a positive step. Tony who really has been leading the u. S. Government response epidemic since hiv in the 1980s is just a tremendous asset. So, i was pleased to hear that he was feeling that he was, that said, were receiving an enormous number of questions from state and local officials thatt are still looking for guidance on how to respond to this my concern with the threat from abroad and were overlearning the lessons from china. Were learning the wrong lessons from what countries have done to address this outbreak. In fact, most of the stuff that the president was talking about relating to what he calls the success of the american response was about restrictions on travel. I want to just bring up one thing. I want to talk about the number of total cases in the United States. 71. This was confusing to a lot of people yesterday. Lets do the other one that shows the number of cases in the u. S. The president kept talking about 22. Now, about 45 cases are people who were brought here either off of cruise ships or wherever the case is. How are we supposed to think about this . What the administration is telling you is that there are a whole bunch of people you shouldnt worry about that are infected with coronavirus. How do you as a scientist thing about this . Im not alarmed. Im continuing to take the precautions that i was taking before. I am flying to seattle on tuesday. I think 71 is probably a major underestimate. As you pointed out, there have been major problems with testing. Those tests are now supposedly being rolled out to Public Health departments around the country. That should improve our understanding of what the prevalence actually is. But until we know that, its very difficult to say how concerned we should be about the people all around us and about our own communities. I think thats fair to say whether its 22 or 71. But it is a fairly serious issue with testing or undertesting. Everybody i talked to said that is the problem. A protocol problem that hospitals had to consult with the cdc whether they would be tested. The protocol is being changed and there will be apparently by the end of this coming week hundreds and hundreds of places where people can be tested. Thats a welcomed development. But as my colleague there said, there is some evidence that came out overnight that the Washington State outbreak may have already been spreading for six weeks. That cases may number from 200 to 1,500. From one estimate that has come out from a genetic analysis that mutation that has happened in this virus subsequently. Were seeing the testing coming out is great. A good step that we ruled out. We really need to start preparing our state and local officials and supporting them with whats coming. The fact that this current outbreak happened at a Residential Home for the elderly. Thats a lesson we should be drawing from china. This is a virus that disproportionately affects the elderly and the sick. Proactively get ahead of this with whatever time we have. This is an ongoing and serious matter that requires some sober thinking about it so that panic is not induced and people know exactly what they need to do. Its, obviously, the leadership and the lack of leadership of President Trump on this issue, this major issue has been disconcerting at best. He, of course, led new york city post9 11, led through the swine flu, hurricanes and just major issues, west nile virus. He has experience in leading through pandemics and tonight hell have an opportunity to show people exactly what stability and having a president that actually believes in facts and science and believes in comprehensively addressing a global Public Health crises. What that looks like. Mike has experience. And america is going to be able to see that tonight. Mayor, talk to me because you are a mayor of when i have spoken to public Health Experts about the fact, boy, half of this is science and i want to talk to people like dr. Rasmussen and half of this is psychology. I want to know that my leaders are in charge of things and in a lot of cases they said youre going to hear more from your governors and more importantly from your mayors and local emergency authorities because theyve got the infrastructure to be able to deal with what kind of reaction there will be. If youre in columbia, South Carolina, and you start getting an outbreak or people with these symptoms, what are the kind of things we can learn from mayors and bloomberg about how to respond to this in a way that we have not seen in the last week from the federal government . Its real, ali. Mayors on the ground. I tell people every day when i engage with constituents i dont have the luxury of running to washington, d. C. And hiding. I see them at the Grocery Store and traffic light. There is a level of trust. I was on email last night around midnight communicating with our local officials and Law Enforcement officials and the response team. Its so important. We have a president who has defunded global Public Health efforts, not supported the efforts at the cdc. These are the times when you need stable leadership. Stable leadership that articulates a comprehensive knowledge and understanding of what these Public Health crises mean. A mayor does play the role in stability and making sure that you use the power of convening authority and bringing people together and all the best minds from everywhere. Mike has experience in doing that. We do that at the local level every single day and that will come through in tonights address. Mayor, quick question for you. Last time you were on and viewers complaining that you and i were fighting. We never fight, just having a hearty debate. However, your campaign or at least bloombergs campaign has been focused on laser focused really on why hes a better alternative than Bernie Sanders. Does the massive victory of joe biden in South Carolina last night cause you to have to pivot a little bit and open up on two fronts . No, absolutely. I want to congratulate the Vice President on a great win. What it also says is that South Carolina does not only really, really like jim clyburn, we love our congressman jim clyburn and his endorsement meant a whole lot. We are focused on the long haul. Super tuesday and the other twothirds are going to be a portion over the next two months. Were focused like a laser beam and build an unparallel organization that is ready to compete. Sanders is still the delegate leader at this time and only 3. 9 of the total number of delegates that have been up for grabs so far in the first four contests. You see the top corner there. You need 1,999 to win. Now comes the behemoth that is super tuesday with 16 contests and 1,357 delegates available and while biden may not be in the lead in some of the polls in several super tuesday states. This morning the former Vice President tells Nbcs Chuck Todd that in the last 24 hours his campaign has raised 5 million. That is the biggest 24hour online haul for his campaign, which will influence it a lot. This guy has not been running ads like some of his opponents have. Weve been talking about black voters, black voters, black voters, older black voters, but, boy, they came. Yes, indeed. Always a good time to talk about black voters because black voters show up. You know, we are sitting here on the anniversary of bloody sunday in selma, a critical moment in the fight for Voting Rights for africanamericans in this country and black voters in South Carolina reminded that inequality on silence and we wont be silenced. A clear commitment from black voters to say we know the power of our voice and we know the power of our vote and when we use it collectively and thoughtfully, we will make sure to continue to expand and lengthen this conversation. That theres not going to be enough momentum in the world from polling from pundits and early states that dont represent our community to determine what this whole race is going to be. We wont let people limit us and limit our choices. Thats what we saw last night. Danielle, something i have been sensing from your twitter feed over the last few weeks. Anger, range . No, i have been sensing a very deep appreciation that mirrors that of a lot of africanamerican women for policy prescriptives. I dont know if you are supporting Elizabeth Warren, but you seem to appreciate the degree to which the depth she goes in to on policies. The root came out with something a couple days ago that ranked her the highest in terms of the empowerment and yet she did not perform all that well last night. She needs super tuesday and certainly needs to win her home state of massachusetts. Whats up with that . I dont understand. I think its really disappointing and honestly i think it comes back to the fact that americans really do not want to elect a woman president of the United States. I believe in policy prescriptions because i want somebody that has more than platitudes. I want things to back up what youre saying. Elizabeth warren is that person. Every time she is on a stage whether its at a debate or town hall, she brings black people, black women into that space with her. She does not just talk about the black vote when shes in front of black people. I swear, at the debate in South Carolina, i could have taken a shot for every time that black was said, i would have been drunk. It is the only time we heard the word black. Every time you hear about platitudes, its so important. But you look at everybody and what is your plan to decrease the racial wealth gap and Elizabeth Warren is actually a person that has those plans and understands systemic racism and understands when we are talking about the 1 . When we are talking about the wealth tax. Who that needs to help, right. Because when we help the most vulnerable among us, then everybody does well. Elizabeth warren understands that and i dont feel that other candidates have that depth of und understanding. Some have an ideology and some have a philosophy and some have powerpoint presentations like she alluded to on the stage. Not everybody has real serious plans that we can activate on day one. Go you are backing joe bideno is not the leading candidate with the states who have the biggest haul on super tuesday. However, as weve just seen, 5 million overnight coming in. Thats going to help him with some ads and, of course, were all talking about him today which will probably help him to some degree. Does the momentum out of yesterday help him significantly in the super tuesday states because some of them had a lot of early voting. So it wont have affected them. No, the momentum will help. The question is how much. Look, there was a poll on thursday in South Carolina showing Bernie Sanders only four points behind joe biden. The momentum that he established in South Carolina just blew that away. He won by 30 points almost a historic victory in that type of race. So, yes, it will help. And i think he has a chance to win as many as six states on super tuesday. The five Southern States tennessee, alabama, arkansas, north carolina, virginia, oklahoma and possibly even texas where hes behind, but i think his momentum will carry him and make it a much closer race. But even if he doesnt carry all six of those, hes going to get delegates in all of those states. I think in california hell easily qualify now. He was slightly below the 15 in most of the polls. But i think this bump will push him over. Hell qualify and hold down Bernie Sanders victory in california, which he is going to achieve. Hell hold down the amount of delegates that bernie gets in california, which is really important. Britney, Bernie Sanders has been talking about the fact that the only way you get, they all said they could be the one. What joe biden showed was specifically with africanamericans he was able to deliver that and just like the last two primaries for Hillary Clinton and for barack obama, the black vote ended up being far stronger than the polling averages indicated. However, in the end, this is going to be about an election and getting out that vote, which always makes me think about stacy abrams because she happens to be a strategic expert at registering people and getting them to vote yet alone shes a remarkable woman unto herself but whether you want her as a running mate or the expert getting out the vote, thats what this may come down to in a tight race. We saw them trending last night on twitter as potential vp picks and i think its fascinating because if someone were to make a surprise announcement in the next 48 hours that either one of them, staceyy abrams in South Carolina in 2016, 20 of the voters were under 45 and and this year 25 . This idea that bern ealone can expand the base is not materializing in the way hes committed to and black women have been able to show that they have been able to expand the base. I also think that if we really are committing to saving democracy here and we want to expand the base and make sure that everybodys voice is heard and Mike Bloomberg and tom steyer can put their money where their mouth is. Getting out of the race. Getting out of the race and saving democracy. Everyone is congratulating tom steyer this morning. I understand why youre supposed to do that as a politician. As somebody not as a politician, i will tell you im extremely annoyed that you did all of that pandering for black votes. That you backed that thing up and all of a sudden you backed out just a few hours after youve taken 11 of the votes that night. Look, the amount of money that bloomberg and steyer have spent 660 million. That could have canceled out Student Loan Debt for 18,000 people. That could have helped fund down ballot races like in South Carolina and fines and fees for people in florida had their right to challenge and fixed the flint water crisis three times over and still had money left over. If you were truly committed to the American People like you say you are, worry more about the rest of us. Ed rendell, who do you want to drop out of the race to solidify joe biden in first place . Well, virtually everybody. I want to say, though, it is a little unfair to mayor bloomberg. He has said publicly that if he doesnt win, he will stay in and keep his money going all the way to november to beat donald trump. I know Mike Bloomberg and i like him very much but hes a man of his word. So, hes in to change the country. Now, would he like to win . Of course. Will he assess after super tuesday . Yes. But he has pledged publicly and will back up that pledge to have his money operating to defeat donald trump in november. I think he deserves some credit for that. In my ear, i have my executive producer telling me we need to wrap. But im hearing disappointing voices from danielle about what you just said. We saw Mike Bloomberg on the stage in South Carolina, do you think Bernie Sanders will put his money towards he says hell do it. He said stop and frisk and he said he was apologpalologetinc that. But he did that so much at the time, but he doesnt change anything now. He doesnt look at policies now that will affect the africanamerican community. He was just on pbs hour and talking about racial profiling of the Muslim Community after 9 11 and saying that was a good idea. How much can we take Mike Bloomberg at his word . I dont know. New polling shows senator Bernie Sanders as the frontrunner in texes for the primary, which is part of super tuesday. He has 34 . Joe biden is at 19 . Mike bloomberg, well, you might think share some support with joe biden is at 15 . Keep that all in mind. Steyer just at 1 . So, his dropping out may not have much of an impact. Looking ahead at headtohead results. President trump narrowly beats both sanders and biden with 4 with the exact same margin. 49 to 45 . But a big question facing texas is what they are looking for in a democratic candidate. 41 of the potential democratic electorates say they will vote for the candidate with the best chance of winning in negative. 49 are leaning toward the candidate who best aligns with their views. Which, by the way, has been out of sync with what we have been seeing in other states. Joining me now is the ceo of the Bernard Center for women politics and public policy. Michelle bernard also former manager of the Julian Castro campaign and now a surrogate for the warren campaign. Elizabeth warren was in houston last night. Maya, i have to ask you, Elizabeth Warrens performance is not what you and the campaign had been hoping for. And there are things trending on the internet right now with hashtags drop out, warren. Drop out, amy. Drop out, bernie. Some people have suggested pete should drop out and amy should drop out to consolidate the moderate republican vote. What do you make about where we are right now given last nights blowout by joe biden in South Carolina . Well, i definitely, you know, i will confess, i agree that it wasnt the outcome that we were hoping for. But, we have said from the beginning that this was a campaign that was built for the long haul. You know, we feel really strong coming in to super tuesday. We think well have a strong delegate performance on super tuesday and we also think that the field sort of naturally will win out after that point. I know things are trending and people are encouraging people to make these decisions. I will say, i do not think that twitter will be the thing to get anyone to drop out. I think after super tuesday a lot of people will take a look around and not everyone will have a path forward and i think that for those of us who are following this and working in it, feels like this has been going on forever and the tough part is, though, this is really only just getting started. You know, so many people have not even voted yet. We really dont know what the field is going to look like. I think that what, you know, Vice President bidanebidens wis us this is a really volatile race and a lot of time for things to shake up and thats how were looking at it going into next week. I would like to make a recording of you saying dont worry too much about twitter in that nice voice of yours and i can play it back to myself from time to time. I will record that for you. I look at twitter and just cry. Some drop out velshi things that go on. Lets talk about texas. Maya and i talked about a specific plan that Elizabeth Warren has on border communities and sort of a reframing of the way we think about the border and immigration. As you know, im canadian and our view about immigration is, hey, can more of you come over and make this into the country that we need because weve got a negative worker replacement rate in the United States. This administration has painted immigration as a big problem and part of why beto orourke did as well as he did is there are a lot of texans that dont see immigration as a threat a. He was absolutely right. As a first generation american, my parents from jamaica many years ago and im very sympathetic to the rights of immigrants to this country and all that immigrants be counted out by anyone at this point in time. We are watching the electorate sort of educate themselves and what is happening and many people who are not counted in polls who will tell you quietly that they believe she is the most qualified candidate out of every one who is running for president. Shes got plans for every issue imaginable. She understands the heart and soul of latinos, of the africanamerican community. Shes gotten many very powerful surrogates on, you know, speaking on her behalf and also the public should be reminded in 2008, barack obama lost the popular vote in texas but because of the way the state apportioned their delegate count, he won an enormous number of delegates. This is really anybodys race in texas and we will see what happened just a year or two ago. Texas in harris county, texas, in houston elected 19 black women as judges in the state of texas. It is critical. I almost look at super tuesday and texas in particular as the battle of the surrogates. You know, youve got nina turner who is an incredibly impassioned surrogate for Bernie Sanders and her ability to bring out the black vote on tuesday in texas is just as important as what jim clyburn did for former Vice President joe biden and what presley is doing for Elizabeth Warren and i think frankly texas on tuesday is going to be between those three candidates. And maya doing for Elizabeth Warren. We have some very notable black women who are working for these candidates to motivate the vote of people of color and thats only a good thing. Who is ratcliffe and why would the president nominate him . As weve seen trhrough this presidency, ratcliffe has shown that he is a willing pledge. Not someone you want in charge of our most important intelligence matters. Back in july of 2019 trump tried to nominate ratcliffe and not just at his lack of qualifications but the fact that he seems to have lied about his experience catching and convicting terrorists which he seems to not have done at all. You and i now know dni the position is crucial which requires a nonpartisan leader which leads us to why would trump nominate a person lacking the nominations for this crucial role . While were marking the anniversary of the march in selma, what i want to draw my viewers attention to with you is you have been trying to and working toward and engaging in conversations with the president ial candidates about poverty in this country. It is the scourge, the intractable problem in the worlds richest country we have, have a Million People on the streets every night, 40 Million People who are food insecure, and we have remarkable wealth inequality between africanamericans and people of color and white families. Youre trying to make this a priority for president ial candidates. How are you doing so far . Well, were pushing hard. Were headed toward june 20, 2020, the march on washington. We must do more mobilizing, organizing, registering people to vote. We have 140 million poor people in this country, 62 Million People who work every day without a living wage, millions without health care. Thats 43 of this nation. We cannot continue to have a political discourse that only talks about the middle class and the wealthy and does not deal with this issue thats affecting almost 50 of our people. 75 million of those people are in the south, and the true political calculus is not so much black versus white, but who can increase the number of poor and low wealth people that come to the polls. People under 50,000 a year did not vote for trump in mass numbers. The key is how do we transition that. Thats what dr. King said, ali, at the end of the montgomery march, he said black and white poor people were the key to the fundamental change in this country. When dr. King was assassinated, he was in the midst of discussing economic inequality. That has not been fixed. It was not fixed after slavery. It was not fixed during reconstruction and it remains unfixed, right . We are a society that looks for the lowest form of labor we can get. The people you were talking about, the 50 of poor in this country remain the voiceless. The only ability for them to have political power is at the ballot. Thats right. For instance, we just had South Carolina, 1. 1 million poor and low wealth adults. Of those people that voted, 400,000 without health insurance. Also what were trying to show, whether in the hills of kentucky or the sand hills of the south is this question. The reality is when you look at Voter Suppression, every state thats a racist Voter Suppression state is a high poverty state. Once theyre elected ustion race, they implement policies that hurt mostly poor white people. We have to have that conversation in this country and show the fight against voter separate pregs is a fight for the heart of this democracy. Weve been successful doing that. In kentucky, we were able to get people in the hills of kentucky together with the people from louisville and you saw a transformation in the governorship. We didnt endorse a candidate, we dealt with systemic poverty, the war economy and the false narrative of religious nationalism if were going to get poor people to come out.
