Here is the lightest on the coronavirus. Worldwide, there are 1. 1 million cases and nearly 59,000 deaths. Spain is seeing a significant spike. Joining italy with more than 10,000 deaths. Here in the United States, 7,063 people have died and there are at least 276,335 cases. New york is the epicenter of the world with more than 100,000 cases. Yesterday, Governor Cuomo announced 562 people lost their lives from covid19 in a 24hour period. Bringing the total to 2,935 in new york state. The state added 10,482 cases in the same time frame of which 1 1,000 hospitalized. The state is set to run out of ventilators in four days. You have 50 states competing to buy the same item. We all wind up bidding up each other and competing against each other where you literally have a company call you up and say california just out bid you. It is like being on ebay with 50 other states bidding on a ventilator. Then fema gets involved and fema starts bidding. And now fema is bidding on top of the 50. So fema is driving up the price. What sense does this make . Doesnt make sense. An astronomical 6. 6 million filed for unemployment claims last week. That doubles the previous weeks record. The chart you are looking at dates back to 1967 to show you you cant see it because the 6. 6 million doesnt figure on that chart. In the last two weeks, nearly 10 million americans have filed for Unemployment Insurance wiping out the jobs gained since the financial crisis. At least 32 states are under some form of stayathome order. The cdc is now recommending people wear some sort of face protection in public. The cdc is advising the use of nonmedical cloth Face Covering as additional voluntary Public Health measure. The masks, its going to be, really a voluntary thing. You can do it. Im choosing not to do it. Some people may want to do it. Thats okay. It may be good. Probably will. They are making a recommendat n recommendation. Voluntary. Some sitting in the oval office sitting behind the Great Resolute desk. I think wearing a face mask as i greet president s, prime ministers, dictators, queens, kings. I dont know. I dont see it for myself. I guess you wouldnt want to wear a face mask while you greet a dictator behind the resolute desk in the oval office. Joining me now is the doctor from the Boston Medical Center and the host of pete dominic. Dr. Bedelia. Lets get clear about the masks. A new study is out of singapore that shows 6. 7 of the Community Transmission occurred from people who were presymptomatic. Three types of stages. You can be presymptomatic, you can be symptomatic, in which you know you have it, you can be asymptomatic. You can get the illness and go right through it without ever having symptoms. In all cases, you could be infectio infectious. Thats true. Actually there are two or three studies in the last week that are really changing our understanding of the disease. I think some of us expected, but what the studies show and the experience here with university of nebraska Medical Center looking at people quarantined there. They noticed that before the patients became symptomatic, they were shedding virus in the rooms they were in. The unpublished stud frid eed s china. They start shedding the virus two or three days before being symptomatic. This hasnt been published yet. It has to go through review. 34 of transmission may occur early on or before the symptoms are set which kind of explains the importance and critical need for Face Coverings. That is allowing people who dont know they are sick or may not ever know they are sick because they are asymptomatic, to keep droplets, body fluids, the shedding of the virus to themselves. The important thing here is it is transmitted two ways. Not just by talking or shedding the virus, but with dirty hands. Ensuring you wash your hands and still maintain social distancing and stay at home is important despite the use of the mask. The mask is ensuring when we are out for the short period of times that we are not shedding the virus in public. Explain this to me. We dont want to use the medical grade masks. We dont want people buying those because we are short of them. That is another question ill ask pete. In 2020, we cant make masks, gowns, gloves en masse immediately. We are being told by the cdc to use cloth masks or scarves. If my cloth mask is not what a doctor use, why does it help i wear one . So, you know, part is meant to keep you from shedding the virus. The other is meant to protect someone in a critically high concentration area. Health care workers are taking care of patients clearly shedding a lot of virus and symptomatic and critically ill. Exposure risk is much higher. That mask is protecting them from someone who is shedding that amount of virus on them. On the other hand, the person at home is using that mask in the unlikely setting that potentially they could be sick and may not know. They are using that mask to protect others. The cloth mask is meant to be yet another measure in addition to social distancing. I agree. It is why are we making this distinction. It is who is it protecting and the use of the cloth covering or mask. That plays a role here. Pete, one of the things i have so much to talk about. You will be with me for the hour about the economics and what people are going through. One of your professions is you are a comedian. People need that these days. One of the things i noticed you did on your twitter feed is call me if you need to talk. If you need cheering up. You are talking about how you are coping with this on a daytoday basis. We talk about 1 million and 59,000 and 7,000. What we are missing is each one of these is an individual story. If you are suffering or know someone suffering. If you are not suffering, but home and lonely and scared. This is having a remarkable affect on our psyche. Absolutely, ali. Very close to giving out my number right now on your show. Yeah, its really important to stay connected right now more than ever. There are so many other ways to do that. Im trying my best just to help people deal with this anxiety that certainly ive dealt wi with in the past. We all have to stick together. It would help if we had excellent leadership. Right now, to some extent, were on our own. We have to create our own mechanisms to get through this together, ali. But we are finding lots of heroes in this thing. It is making up in some degree. This has been really until the last week or so an infection that has been in the most populous of our cities. The ones which we have International Airports and cruise ships and people and tourists coming in from all over the world. It is obvious. The way Infectious Disease spreads. They get to the big Global Cities first. The fact, im looking at the map of the country and where this disease is spreading, there are lots of places inland. Lots of places in the heartland. Lots of places in the industrial midwest in this country that are starting to get this. Do you have the adequate preparation, supplies and facilities to deal with this . Yes, we have the benefit of being in the crossroads of america most of the time. One of the most industrialized states in the country. We have the ability, but this has taken us by surprise. Our state and local leaders across state continue to work well together. I know locally we have the supplies to deal with what we are currently facing. We are an hour between indianapolis and cincinnati, ohio. We are close to two Major MedicalTreatment Facilities or centers in those large cities that are like other large cities in america. With we have that benefit that other places do not. Locally, our Health Department and hospital and Emergency Management and share of police and my office continue to work together. Talk every day or every other day at the latest to make sure that those resources are available and we continue to work with our state partners to get those resources from both state and federal government. President trump informed congress that he is removing the Inspector General who flagged the ukraine whistleblower complaint which led to the impeachmen impeachment. Chairman of the House Intelligence Committee adam schiff spoke with me. He is decapitating the leadership in the middle of the national crisis. It is unconscionable. It sends a message throughout the federal government and particular to other Inspector Generals if they do their job as this professional did in mike at atkinson, they, too, may be fired by a vindictive president. The New York Times is quoting that his fate was sealed as soon as the trial ended. What this appears to be is the latest of the long line of retaliatory moves by trump who anyone acting against him. You remember sondland and vindman were both fired in february. Nbc news was first to report last night this Inspector General would be removed and the hill was notified the removal would take place in 30 days. Thats the law. We subsequently learned, ali, atkinson was placed on administrative leave. That is the way of circumventing the law. Adam schiff called it a dead of night retaliation firing. Mark warner is saying this compromises the independence of the Intelligence Community. As schiff alluded to, not only is this ig out, but donald trump replaced the director and brought in a political appointee with little to no experience. That is getting little attention. My sources are deeply concerned about the direction this is going and this is the latest move that is confounded people, ali. You certainly compromise the independence. That might to some people say whatever. Thats washington. This is actually crucially important. This is a person who is independent to some degree of the Intelligence Community. Inspector generals job is to make sure they are doing their jobs properly. If the Intelligence Community is failing, that is actually all of our National Security at risk. That is a great point, ali. Inspector generals have a level of independence. They are appointed by the president , but confirmed by the senate. They are like the fbi director. They are rooting out waste, fraud and abuse and accepting whistleblower complaints. If somebody thought they were doing something inappropriate, that is who they complain to. It is classified information. The notion that donald trump would essentially in the dead of night make this person go away and bring in his favored person has people deeply concerned. The march jobs report shows a loss of 700,000 jobs lost with the 4. 4 unemployment report. However, as we have been warning you, these numbers dont factor the data released last thursday by the Labor Department which indicates 6. 6 million americans filed for firsttime unemployment claims in the weekending march 29th. It doesnt factor in the figures from the prior weeks firsttime claims which bring the number overall to 10 million for last two weeks. Just to give you perspective, the highest number of firsttime claims reported during the entire 2008 financial crisis was 650,000. 1 10 the most recent numbers. William rogers is with me and Pete Dominick joins us as well. Bill, we have known this was coming. We knew the number was not reflective of the real situation. I want to take a look at the range of estimates of unemployment in the crisis. I want to put it up on the screen. It was 3. 5 before we started this whole thing. In the Great Recession of the right side. It was 10 . The Congressional Budget Office thinks were at 12 . Private Sector Economists think were at 15 . I rounded your numbers to 18 . The depression was 25 . The st. Louis fed predicts we could get to 32 . All of these numbers are inconceivable. Yes. You know, for my lifetime and your lifetime and we have not seen jobless rates of this ma a magnatu magnatumagn magnitu magnitude. What is more frightening is if you look at the friday jobs report, we end up also having another increase of 1. 4 million americans who are working parttime, but want to work fulltime. The reason they are not working fulltime is the slowdown in the economy. That number is going to rise dramatically. You know, the other aspect is unemployment means you are actively searching. Depending on how long this virus washes through the economy, you will see participation rates falling. People will start to say im discouraged or i cant get a job or i cant work. I want to stay healthy. As this progresses, we have to go beyond the unemployment rate. You have to look at the other statistics. Right. If you are not actively in the labor force, you dont have a job or not looking for a job, you drop off the numbers. Several months from now, we could see a drop off in unemployment. We dont have more people employed, it means these people cannot get a job or the economy hasnt started up again. Pete dominick, the human side. 1,200 checks. It may take five months to get a check. If you need one, go to the irs site and put in your banking information. It could take five months to get a 1,200 dolla 1,200 check. Pete, these are people who have to make choices about a mortgage, car payment, groceries, kids education. This is inconceivable as the numbers. I think it is really important that we focus on the most vulnerable population. People living on the edge are not living on the edge because of choices they made, of course, ali velshi. The poor people are working harder than anybody else in the world. Ive been working with antipoverty organizations for a long time and Food Insecurity issues. You talked to people at organizations like whyhunger. Org. They will explain to you people are right now living on the edge. I have two fridges at my house and a pantry closet full of food. I wont say it is very good or im good at making it. We need to look at the popular Vulnerable People who dont have the luxury, ali velshi, of another day. We talked about it the other day. The Agriculture Department needs to reduce the paper work requirements for food banks and food pantries. You do this after natural disasters. They need to do it right now to getpeople food as quickly as possible. They need to pass the food stamp benefits for the most Vulnerable People right now. It lets people buy things they havent before because there are restrictions on them. Bill. Ali, i looked at the survey put out by the bureau and department of labor. The average Family Income is below 70,000. They spend 2,000 to 4,000 in expenses during a month. So, you take that 1,200 check, that is a quarter to half of the monthly expenses. Pete is so spot on here. When i talk with my students, i preach the three ts. It has to be timely and targeted and it has to be temporary. Temporary may not be just one check. It is not going to be one check. As we go forward, we really have to keep on in our minds. What are we doing . Is it timely . Is it targeted and is it temporary . Meeting peoples needs. Bill, my partner Stephanie Ruhle has been on top of this paycheck protection program. Small businesses are getting money if they keep their people on payroll. That was supposed to unroll the last week. It has been an unmitigated disaster. The banks and the Treasury Department are trying to get it in place. Pete said the people who are hungry cannot wait another day. If we are counting on businesses to keep employees on payroll, were weeks into this thing with a shelterinplace. If you have 150 employees, where is the money for this . You raise another issue. When you are implementing policy. Not only is it equitable or efficient or effective, but do we have the administrative and technical infrastructure to respond and clearly right out of the gate, we dont. I worked with a number of federal and state and local government pemployees. They are amazing individuals. This is at one level, the roosters are coming home. We just have not invested in our social insurance infrastructure. Unemployment insurance as an example. Hopefully we will move forward. We will move forward. There will be a level of patience. There is also going to be heightened efforts by the policymakers. Bill, it is unfortunate. We have to talk at times like this. We need to develop a relationship in which we talk in good times. We have been talking to the officials for the last couple weeks and you are to the point where you are critical. We are experiencing the same thing many other hot spots are experiencing around the country. We are concerned about the amount of the ventilators we have been the need as the number of cases starts to peak. I spoke to a number of medical doctors yesterday who believe they are starting to see again, i would caution what i would say starting to see a flattening out of the cases in the new orleans and Jefferson Parish area. New orleans has been the hot spot for louisiana. It has been the epicenter or ground zero of the virus. So if that is true, if what they are seeing is actually happening, i think that is a good sign for louisiana. What is your situation as far as you know with ventilators . I know last week the concern in your state was you didnt have any. We heard from the federal government that fema has sent ventilators your way. What is your sense of it . Yeah. We ended up, i believe we ended up getting some from the federal stockpile. Of course, we are concerned we may need more. Right now, it seems as though based upon a number of cases were getting in and again, talkingdoctors, everything seems to be in balance. That depends and that could change. It could change today. You talk about structure change to deal with income inequality. Higher taxes on those who can afford it and universal basic income. Until a month ago or before andrew yang made it popular, people thought it was a ridiculous idea. Now it is finally getting traction. Yeah. It is really fascinating. The ideas five or six years ago were dismissed and now seen as very, very necessary. Wevery, very necessary. We need an emergency basic income right now just so that people can actually pay their bills. I was just reminded, actually, of this famous line from ronald reagan, right, who said 40 years ago that the most terrifying words in the english language are im from the government and im here to help. Well, you know, in the midst of the pandemic, the most terrifying words are im from the government and im not going to do anything for you. We need some radical change here. You wrote an article in the correspondent in which you say it has almost become a truism that people who dont have money cant manage money or that free money makes people lazy, but overwhelming evidence shows that the most efficient way to pull people out of poverty is to give them money no strings attached. Now, play that out so that this doesnt sound like some sort of wallowing in socialism. Why does giving them money no strings attached, how does that provide a return in society . Well, because we can actually trust people that theyll use the money well. Whats interesting is that in the past 15 to 20 years, theres been a huge amount of Scientific Evidence from very diverse scientific disciplines, so im talking about anthropologists and archaeologists and psychologists and sociologists who have all moved to a much more hopeful view of human nature, and what theyre saying is weve got to stein odesign o institutions based on trust. 40 years ago when this era that we call the neo liberal era started we basically said deep down people are selfish. We started designing our societies around that idea, around the values of competition and individualism, and see where it has got us. We see this rise in loneliness, this epidemic of anxiety, and especially in the midst of a pandemic, its clear that the values of competition and individualism arent going to get us nowhere. I think we need to move to a completely different idea, different view of human nature with different values based on trust, and yeah, there are some really new and different policies that we need there as well. And one of the first things we need right now, i think, is an emergency universal basic income. And andrew yang indeed, youre right, has done some great work there. And rutger, youve done some great work on it too, youve written about this. Heres the thing, one of the things i do other than being an economic journalist is i cover hurricanes. I talk about Climate Change and i get all these critics saying now is not the time. This is not the time to talk about Climate Change. Same thing is happening here. Im talking to a lot of elected officials who say now is not the time to talk about universal basic income and health care for everybody. This is an emergency, and what we dont need is socialism creeping in and taking over because theres a crisis. In fact, crises are the best opportunities you would know as a historian to enact meaningful change . Yes, exactly. And weve seen this time and time again in history, you know, with the Great Depression that gave us the new deal, with the oil crises that basically inaugurated the age of neo liberalism. We do have to be careful. Obviously the first task for everyone right now is simply to save lives, but we can say with quite some confidence right now that this is, you know, were living through historical times, and we will have to basically rebuild big parts of our society when this is over, and well have to think very hard, you know, what the lessons of this pandemic are. As i said, its very clear that the values of competition, individualism and selfishness havent worked for us, so now is the time to think if we can make some radical new decisions. And do you think that can be done. I want to show you a quick poll from morning consult. It shows a 55 Approval Rating for medicare for all among all registered voters. Obviously democrats like the idea, 75 . 52 of independents do, and even 31 of republicans are embracing the idea of universal health care. Thats kind of remarkable. Yeah, and its just common sense, you know. We talked about this before. This whole debate about capitalism versus socialism, i think thats just nonsense. During a pandemic its just crazy to have this commercialized form of health care. Whats really interesting now is the idea that were on the fringes for just years, five six years ago are now moving into the mainstream. I was just reading the Financial Times this morning, which is not exactly a left wing newspaper, right . Let me read out the editorial for you, what the paper writes is radical reforms, reversing the policy direction of the last four decades will need to be put on the table. Policies until recently considered eccentric such as basic income and wealth taxes will have to be in the mix. That is really fascinating that even papers like the Financial Times that are not exactly left wing are now moving into these kind of positions. It is amazing, but as you point out, people who think that these things are socialist ideas need to look at the economics of them.
