May 7th. On Michael Steele standing in for ali velshi. Opening fire into a crowd of people on a Shopping Outlet yesterday afternoon. Through the seven who were injured remained in Critical Condition this morning. The shooting took place at allen premium outlets, a Shopping Center that is more than 140 stores located. I did it is located about 30 miles north. Sounds of bullets sent hundreds of people running for cover and witnesses at the scene described a panic that ensued throughout the area. I see a lot of people running. We are wondering what is happening. As we approach we hear more rounds, so im looking for my daughter. I saw my very fast some approaching the starbucks because my daughter say im already here. Im looking for you. They were already fighting each other and all the people were hiring. Told me to get away and move out, i am looking for my daughter. The gunman was killed at the scene by a Police Officer who happen to be at the outlet responding to a different matter. Neither his identity nor those other victim has been released as of yet, according to a database obtained by the press in usa today. This is 22nd mass killing this year and the second deadliest after the Monterey Park massacre where 11 people were killed during a year of celebration since january. Joining me now from alan, texas, is nbc news correspondent Morgan Chesky. Also with us click wash, former Special Agent and msnbc security analyst. What do we know so far about the shooter and the kind of weapon that was used . And what has been the reaction from the residents as well as local Police Officers there . Michael, the reaction has been a very somber one. The entire perimeter of the small complex, several anchors 124s closed off as investigators continue to gather evidence here. There are a lot of unanswered questions. We can hear from investigators late last night he would only say that it was that officer was responding to an relating call that immediately gauge the gunman but opened fire. And he was able to singlehandedly shoot and kill him and neutralize this threat that was recorded at 3 36 in the afternoon. Hundreds of people here at the small, michael, shopping is gathering for cover. Some people hiding in dressing rooms, others bathrooms. Other sprinting to the parking lot and getting behind cars as gunshots rang out. We do know that he is believed to have acted alone. We are still waiting to hear his identity. The specific weapons here. We would like to ask how he is able to maintain that and own it, amongst other questions. We anticipate an update from authorities at some point today. Fbi and atf agents are assisting in this ongoing investigation. Firsthand accounts are absolutely chilling. People gathered inside. Some described the sound as fireworks before they realize that this was indeed an active Shooter Firing Throw to the mall people in place hiding for essentially half an hour before police could make their way through this complex, and ask them to safety when mother said that she was walking out with police, she had to cover her daughters eyes to not see the bodies when Important Note here, jonathan, is that multiple witnesses described this gunman as being dressed in allblack and looking very similar to a Police Officer in that when Police Officers actually were trying to clear the scene, there was a little hesitation. What do you make of that part of this investigation . And how theyve been handling the communications on the so far . Yeah. It has been interesting. I am sympathetic to Law Enforcement, it is a massive complex as you saw there. When you look at the video, there were numbers people at them all the time without shooting, they were trying to process and to deal with. When you see there in that image is an overwhelming scene to try to make sure that everybodys move to safety. I am ashram they were overwhelmed by the initial response, just trying to clear all of them all and make sure there are no other accomplices or anyone else involved. I would expect by this morning we should be hearing more from Law Enforcement about exactly what tell the more about the shooter, and more details around what the weapons were that were used, how he was able to acquire them. I would accept it if we dont hear something early this morning and then i would start to have more questions. Clint, we found ourselves of that bottom line yet again. We are averaging about one mass killing a week according to their database. What is behind this . What is going on and why do we seemingly seem so helpless and addressing this issue . Yeah, michael. The paces definite quickened in recent times and also just really begs the question because we used to worry about International Terror attacks and we are now in the equivalent of one of those every few days in the United States in terms of magnitude at this point i think theres two key points in this from a policy perspective. If frequency of these events and the impact in terms of frequency we have a situation in this country where we have mass contagion in Mass Shootings. We see this over and over again and my biggest concern today is what will be the next attack and how it will come. I expect now. I dont think it is an anomaly. That comes down to several different issues, which is why are people feeling the need to go kill innocent people in their places of work and their homes . And their places of worship . What are they doing this for . It comes down to lots of things ranging from Mental Health issues to ideological causes. General sense of anger. All of this is intertwined. From every other country in the world there is access to military style weapons and weapons of war. We have given access, unlimited access, to anyone and everyone across certain states. To acquire these weapons and then use them at their disposal whenever they like. That is the impact and the reason we see so many casualties and so many people wounded and so many people killed. The caliber of these weapons, the use of these, weapons and the proliferation of them. Until we get that under control we are going to see high death counts, high casualty counts, everywhere we see these incidences. Anytime. Individual like this picks up a weapon its not gonna be long before the inspire some of the person to do something similar. And the cycle repeats itself. We are all experiencing continual psychological trauma from the Mass Violence we are experiencing as a country. And pediatrician i am horrified to hear that there were children who were victims of this shooting. The Press Conference that we heard yesterday was incredibly disappointing to me. All we heard was thoughts and prayers. We heard no Discussion A Policy Change in our children and all of us deserve better. I want to pick up on what you said there about the National Trauma. They have all the massacre happened about one year ago this month. 19 Elementary School age children and two adults were killed in that shooting. This idea of trauma, talk to me more about that. The psychological toll. The question i have is, it is a National Trauma but are we becoming numb to the trauma . To the point where it is, like okay another shooting. Thoughts and prayers, lets move on. We are not numb. We are traumatized. I think one of the best ways to illustrate the psychological trauma is to think of it from the perspective of my youngest child, my kindergarten. Or when she walked into her Kindergarten Classroom at the beginning of this school year, she met her teacher. She got her desk. She was learning how to write her name and how to count her numbers. Than she was learning how to hiding a closet with her classmates from a bad man with a gun. Our children do not feel safe in school and that is a direct result of the lawmakers lack of that moral courage to pass gun laws that we need to keep us safe in this country. As a mother, i am continually devastated by the reality that our children face and spaces when they should feel safe. That reality is squarely in front of all of us, violence is now the leading cause of childrens death in the country. What do you make of the responses from all of these elected officials and their inability to say simply do something about it . Honestly, it is pathetic. We need leaders with moral courage to respond to this urgent moment in our nations history and past common sense gun laws like universal Background Checks we are desperate for change in this country, and i do believe we are reaching a tipping point. House for the view this decision, and what kind of impact do you think it will have on the situation there . The National Guard has been involved in the border since the Bush Administration offhand on. I think it creates a perception of a further militarized border. Of a tough stance that this Current Administration is trying to take, even though there are so many restrictions on what the National Guard can do. That they really just there to work on paperwork. I think that more than anything it is a sign of overwhelm at Border Crossings. When i signed that not only are we now experiencing the consequences of congresss failure for decades in the United States, to update our immigration laws, we are also now experiencing the consequences of new problems that have been created in the meantime. More than anything, title 42 has added to the deep dysfunction at the border. Is created. A massive pentup demand for people to try to cross the border. Because people were not put through a Legal Process that would determine whether they were eligible for asylum or not under title 42. People began crossing the border again and again and again, which is why you are able to cite that 2 million number. It is not uncommon today to meet someone in south texas who says they just managed to get across after trying to enter the United States ten different times. Title 42 has helped to incentivize that kind of thing. It led many parents before the Biden Administration exempted families from title 42. It led many parents to make the decision to send their children across the border alone. Because at certain points in time they were the only group that was eligible for protections in the United States. So parents made the calculation that if im going to be stuck in a dangerous city in Northern Mexico that is cartel controlled, i will at least try to get my child to safety. This is some of the things that title 42 has created. And as we prepared to see is go away, we are almost left with the system that is even more broken than when it was initially put into place. That begs the point, kaitlan, absence the policy what is going on . Absent title 42, what is the policy going to be here . They announced pant plans to create new pathways for Legal Immigration to the u. S. , including Processing Senators In Guatemala and columbia, where people can apply for illegal entry into the country. The announcement was otherwise a vapid and lacked the detail that a lot of americans would like to hear about that public policy. And how confident are you that this administrations preparedness and policy is ready to handle this humanitarian crisis . I think that when it comes to preparedness, there is so much fearmongering right now. There are so much panic. But as somebody who is covered immigration for years, and really used to that language. Whether were talking 10,000 people across the border a day or 1000 people crossing the border in a day, the fact is that we have not had a Working System that has been efficient and has been safe and that has allowed people to find out in a reasonable period of time whether they eligible within the United States or not. We have not had that for a very long time. After title 42 is lifted when out looking to the precovid norm in the United States. The clock is turning back. The Biden Administration is introducing new restrictions on asylum to replace title 42. And i think it is because of the way the public sentiment has changed. Title 42 helped the Trump Administration successfully criminalize The Act Of Seeking Asylum in the eyes of many americans. These big and eyepopping numbers are often presented without the context and discussion of Labor Shortages in the United States. That many people are coming here to fill. It makes people worried. Taking that into consideration with President Biden getting ready to run again in 2024, knowing he is not going to be challenged from the left, hes going to be challenge from the center in from the right. He wants to present to the country a picture of order. And organization and calm. Thats what the restrictions are going to replace title 42 are intended to show the country. That they are not dealing yet with the Immigration Issues that we have here as a country. That is because the white house is limited. What we are missing here is congress. Congress has not made a decision to come together and update our immigration laws. And so the white house is left to try to figure things out. A limited legal capacity. How do we deal with this feeling when we hear our citizens in states like yours say that they want to move and they dont feel safe anymore . Yeah michael it is interesting, because obviously im very well aware of your history and on it wants to go back to normal political discourse. Where you can talk to someone from across the aisle and say hey listen this is a problem, and not have it be this politicized thing where it is a fight about trying to take peoples freedom, trying to take their constitutional rights. We are not trying to do that. With im trying to do is make sure the children and parents go home as a family unit, the same way they laugh when they went to the outlet mall to shop. That is all that we are trying to do. And the idea that we cannot engage in real conversations to solve real problems, the idea that unfortunately so many of my republican colleagues at this point in time seemingly wants to pretend that they are our pastors, and only offer prayers instead of offering policy. Last time i tracked, i was elected to offer good policy solutions. Not to be somebodys spiritual guy theyre. That, you strike a real nerve there in the policy front. Because that is where the workers required right now. You are looking at what has been happening in your state in recent years, some of the deadliest Mass Shootings have occurred there. Yet those texas lawmakers and republican lawmakers in particular continue to weaken the states gun safety laws. How do you organize around that . How do you begin to germinate the kind of energy to change that Policy Approach in states like texas . I think it is about education. Weve got the people on our side. Weve got to tell people that the reason you are experiencing this is because of what that person did. We have got to connect the dots. And i think that is what we failed to do very accurately. Is continually connect the dots. Which i dont understand. In a state like texas, we do not have Many Campaign finance limits. So i can talk as much as i want to, democrats can talk as much as they want to. But when literally somebody can drop millions of dollars into a race and drowned out to the conversation, that is usually what we end your. We endure this onslaught of money to where the conversation is round out. Most people do not realize in the state of texas, last session when i was there in the state house, there was a bill that was passed about discriminating against companies that are progun. We are not allowed to do that in the state of texas. Do not discriminate against pro gun companies. Dei at the states death according to our governor. This is what we do. We do not value diversity, but we absolutely value guns. We dont value lives, but we absolutely value guns. We dont value the right for a woman to live, but we absolutely value guns. And is about the value, and we need to say that we demand better values of the elected officials in this state. We demand values of the line with who we are as texans. Because unfortunate we get a bad rap. We look like we are the crazies of the country. But to be perfectly honest, the people of texas are way better than what we see are like the facials doing. It is tough when your freshman and thats a leader like mccarthy. I think there are people that are willing to, at leaves them going forward. The nra will make sure that they put money behind candidates who they feel like are the ones that are going to do their bidding. And honestly, they have been very effective. Thats why this country is falling apart and people are scared. That is why parents are nervous every time they drop a child off.
