Members of the el cap have launched the conversations and completing the majority of film by the end of this week for the past month Task Force Members have been meeting with the school site and Community Groups to gather input for the districts el cap accountability plan were on track to reach the goals of three hundred participants through 20 to 25 Community Conversations including from our court and county schools the content during this years conversation helped to explain how the state and the district loots fund address resources to the Public Schools connect the development of the balance for cart with the el cap with the aligning of the priorities for work for specialized the Budget Priority over the next few years as revenue is slow enthusiastically the district commitment to increasing the teacher and other staff salaries and accelerate the achievement of our local students and schools. I can speak to that ive sent out a survey to the sites asking about the delack and delack support necessary or needed and i had responses from about 50 schools as far and what i asked what kind of a support to go and help the capacity at the sites again now well have maggie to help with the chinese language but it is interesting to see the discrepancies but also been helpful to have it survey get out to be able to determine what need they have to support the capacities in the acidities. to have the highest in the district over 2000 last year 5 and 95 this year less than three hundred and 20162017 Martin Luther king master increased by 9 percent compared to the district average of two percent growth in the Mission High School and back scores have increased with ucla and rational groups and graded manageable had been below average but last year once again selfscores above ucla average if in all 3 categories our africanamerican students are making gains narcotic their significantly a lot of the average in the fall of 2017 magnificent tasks and benchmarks so across the board at Martin Luther king were showing progress as youll see in the data we are finally seeing the positive xhaefkts Growth Growth of our students weve fought for and yet we still weve got a lot more work to do but interval to our journey in the last two years the instructional counselor and the magnificent teacher those positions have been central to the improving as professionals and coordinates the assessment will not happen without her i can say that and coaches the teachers and leads the teams our Academic Councils does everything that the council provide oneonone coming up and support for Good evening, commissioners Mission High School has been chartered by sfusd since 1996 we renewed the charter in 2007 and 2011 this is the fourth charter petition rule when considering a petition the district evaluates the livelihood of future success and when necessary the future plans for improvement in the areas of academics finances and operations increases in people chouchlts is the most important factor for the charter rule and 3 criterias to quality for a charter petition satisfaction of one of the criteria is a district to renew the charter the district continues to recommend that we that they met one of the 3 criteria the academic performances of Charter Schools is equal to the city halls side students will have attended for example, during the 20162017 school year the assessment students performed similarly to oconnell and marshall excuse me. Thank you there was a lot in general about the process that is hard for everyone who is hard forever the school communicated and hard for the board and hard for the district much of this approval process is exposes by state law and the degree to which both i think the focus on test scores and the way that felt strange for you and in some ways and i think the ladies comment made you feel like you dont matter and thank you for sharing that i think that is often how the test scores makes the students feel and the district we not to move away from a focus on thinking about test scores so much and just as a general point even though we have the responsibility to look at the test scores because even if state law we dont want to get to a point were communicating to you thats what we care about for students in this city whenever they live not it doesnt matter who you, you are a person and appreciate in particular, the degree to which leadership has shown results in areas i was looking at the percentage that is in the eligibility requirements you know almost closure to 100 percent we want to be with all our students we have to give you some recognition there that that is where we want to go i think that going to my first point there is so much that is stranger about the ancestry thing and a lot of will we dont like we found problematic thats what youre hearing we were expressing concern not on the students or families one of the foe times we get to have the conversation we say what are you doing youre serving the students were elected to representative the families and are to have to make sure you matter in the schools youre in and getting supportthorax we thats why why we how to improve the conversation and learn from each other more this is this sort of thing didnt happen and again, some of it is related to what you the process has a lot of flaws and problems with the district interacting with the charters ill in support of charter and i appreciate what you all brought forward in terms of the concrete measurable action plan and above all thank to the students and the families and the staff for who were here this evening and again as a chair the Crime Committee i know that having someway to have the conversation so thank you for that. clapping. i want to say a few things you know one im probably the last person one the last people up here our schools indirectly because of test scores in fact, we focus on the whole child and the whole child is important for social and environmental the challenges but the transparency is important and going back to a couple of weeks ago that is important to get all the information what is going on in all the schools one we have an achievement gap in the district we know our latino students or black students are children with special needs their needs are more supportive and in certain areas and academic settings to make sure we have the information to see what is going on and with the leadership for all the schools i dont see any reason one the things that is problematic youve heard mr. Haney talk about the process it is a weird process how this works one the things i dont like to hear is the state said we only have to do this but the state said that is something to leave puts us in a bad position with those kicks off conversation our goals to make sure that all students in San Francisco are successful and families are food thats my focus we get support from the state i understand the state has Different Things they want to focus on our job to help the students in the district we want to communitybased above and beyond because of the gaps we have to address one of the things i read the focus youll institute to make sure the students are successful and definitely appreciate that but also want to say that theres a lot of reasons in here you list and although understandable we have at the push to make sure we deliver regardless of what reasons exist because our students deserve it and families i want to make sure that were mindful of that and commissioner murase and commissioner mendozamcdonnell and commissioner president haney i think that is brt p and not just seeing the educators and principals during the session on in conversation about the position ive been to the school more than once to visit i have no problem with coming out to visit but make sure not at a time a need for something that, you know, that the school wants to make sure we are doing this more often with the conversation this is all of our students and critical particularlyly critical of the charter system that that are competitive by the way things are set up so compete formal students if we dont combine and use the initiative practices the straight system will not be sustainable in the future so i want to be clear why i have the issues with Charter Schools not about leadership per say but the Bigger Picture and system with that said, any other comments will im sorry two things ms. I really appreciate the board and apologizing to the students i think something i want to hostility highlight goals overtime forgets how to connect with students and treat them like students and get catch up with the adults it is important to address that regardless if the cheater or not a San Francisco student that regardless if we like it or not it is important to address for the students and people and even the staff regardless are part of this or not it is important for the adults and yourselves not only the board and outside and behind the scenes how theyre addressing the students because we keep on going where the students focus but we really are going to be be doing that for the students and talking with them and i second that why you said president walton on documenting conversation is essential we have to know the schools not not just the good things are happen and continue with the process to try to call what it is about and how students feel and you guys are a small school of three hundred students or less i dont know the population for a small school to show and speak and i think it is hypocritical to be dell our students with the school that, of course, didnt matter but asking the students youre part of schools your scores are first and i agree that is a hard with it is hard to go with the process of state in giving us and making us do but though to change it is a question how will we make our Current System better for the students and understand liquor there is a big concept between Charter Schools taking away from Public Schools but as a leadership i think that is not dividing our students by racial or income or nothing like this but we need to put them together and talking about in equity and this is only i think i really like people talk about leadership you know from all across the high schools they want them to high schools it is important, of course, were not i think we have to think b more about the challenges but how to address the challenges and give people more like humans then were not meeting our own standards and yeah. So commissioners the recommended action is the board adopts the policy such transportation for students with people with disabilities and from the background this is to bring the ointment with best practices and have the requirement of the cell bus a controversy of students with disabilities no speakers my comments seeing none, off ms. I had a quick question this is specifically to for our students with special needs our special ed program one of the things that came up in previous conversations i want to explore and not lose is the idea we have buses that take our students from point a to point b and oftentimes the student has a sibling or other students that live in the community that can truly get to school through this means as well and ive gotten mixed information about whether or not this is doable so we oftentimes have a bus that has great 3 students. I know for example, Jordan High School our counter are old teachers this is how the schools are effected because in a way like you think about the school has been since started so thats i dont know because it depends on how how you define the kourldz counselors as of like the school title and we had a concern of number 6 about hud but we saw that the clarification yeah. So one piece ill sociofor clarification where the family problems that is important piece of the entire policy but specifically number it youre looking at the adult 0 involvement for a direct connection for students perform if an adult is speaking about a personal problem the policy will not affect that but the policy is really aimed at it behavior by adults who are looking to offend with students they attend to speak out permanent information about the students they can use that for their own purposes from the student brought speaking to them related to the performance that policy will not related to that. Good evening shelly shall i read into the record Vice President okay with our permission ill skip down to where therefore, be it resolved clauses okay one 73 approval of a public Enrichment Fund expenditure for school year 20172018 whereas the voters of San Francisco passed the Charter Amendment in 2004 to establish the Public Education Enrichment Fund and therefore, be it resolved that the board of education and the San Francisco Unified School District commends the hard working and thoughtful recommendations from the Advisory Committee the Arts Steering Committee and library and the physical education Steering Committee and all the staff to contributed it the success and the therefore, be it resolved the San Francisco Unified School District approves a Public Education Enrichment Fund spending plan for the 20172018 school year after examining the recommendations from staff and the communities Advisory Committee on peace end be it therefore resolved this spending plan maybe amended during the Budget Development based on the availability of state funding and or subsequent allocation by the city and county of San Francisco the superintendent is requested to for the board of education and the city and county of San Francisco Mayors Office that such amendments may occur. So commissioners since we last met we have reviewed and revised the proposed budget on the second reading lets take a moment and review the document before you and for those of you watching at home those documents are posted on two web pages for the district one on the peace documents page you can find going to sfusd. Com ed u for voter initiate and scroll down to peace and on the website you can find the website by going to counsels and committees on the lefthand side and selecting the peace cca as also commissioners those were emailed to you earlier this evening and available here in hardcopy in the foyer to review the documents so the 20172018 Public Education Enrichment Fund and expenditure and superintendent proposal the larger the document and this will have changes for second reading, however, to theyll not be called out in a way to ill recognize them and we have the documents cuddle the supporting materials document which weve been preparing this document for a number of years to help dive into the details of plastic bag to understand the changes from the Previous Year and the new investments and also any changes from different versions of budget so and third document is the board of Education Commission comments and questions. From the march 14 presentation so that staff information and responses in the document we listened to our questions and listened to our comments and took our time after last tuesday to work with the Program Leaders to compile the information that we hope will address our questions and concerns so i want to thank the peace staff at this time fewer Due Diligence and hard working and doctor chavez and maam, thank you pubically thank you for all your hard work and all the work in regards lets privet for changes for the second reading last week, we heard a number of feedback from the Board Members and the peace cca as in the memo youll find online and if you turn to page 7 of the supporting materials document youll see holiday in yellow all of the changes and proposed abrupt if last weeks version in the First Reading we have the budget overview and thats celebrate and other programs we did receive an estimate from the Controllers Office and we received an increase in revenue from the amount for the First Reading and the total amount is 490,000 that is allocated for the plan and the other half hour for the solution please the next step in the allocation is in june when we receive an update allocation and that allocation millennium it is reflects what is present in the Mayors Office of budget and another opportunity for that an allocation between that time and the mayor as i understand the budget to point where the allocation may change so if we turn to page 8 of the supporting materials lets talk about the area the total of revenue increase is 200 and 45,000 if we divided that for the slam program per the current percentage that they have thought lamb portion so looking at the funding levels we did in general was we allocated where necessary dollars to absorb costs associated with columns and benefit increases beyond the revenue allocations so for example, for fiscal education of 4,000 plus we allocate 16 thousand 4 hundred 83 towards the costs and the remainder is supplies and equipment for athletics the increase is 28 thousand plus for the libraries the increase is 72 thousand 55 thousand plus is budgeted to absorb the second column and the remainder for supplies and materials and to meet the 90 thousand plus column increases so what were left with an updated funded balance plan that is projected at 2 housing unit 995 million and of that we have one and 84,000 dedicated to absorb the salaries or the second column benefit costs movpg to other general uses there is where we see changes as you can see the overall in the budget overall for the general uses and added a column for 20172018 review increases for second reading and so we did adjustment to a number of programs we heard and considered the feedback from cca and the board of education members and as a result we have shifted some costs that were in p for First Reading to be supported moving forward in the general fund and some of the costs are associated with assessments were shifting the one point from peace into general fund as well as the cost for the part of the database for the program noted were not making reductions but shifting the Funding Amounts or funding from peace to general fund we shifted in response to peace cca recommendations the board confesses questions shifted two fte clerks from the budget into general Fund Supported moving forward there so those two changes were made to align with cca recommendations i believe the peace cca is in support of those program and not indicative of a nonsupportive but an understanding of where the peace cca feels the funding should be reside so were concerning this is a alignment for the budget we are increasing the number of nurses for the general fund and not seeing a net increase but seeing a realignment and an additional Funding Amount to be considered 200 and 45 thousands of that we are shifting additional sf for wellness nurses there is increases inform both the programs for existing nurses or social workers that currently reside in the general fund we are also prototyping that we utilize of that revenue increase 15 thousand plus and dedicate that to the africanamerican leadership achievement leadership to offset or to prevent a reduction of services as a result of general Fund Reduction so that concludes the changes and at this point im going to turn it over to commissioners for questions or comments thank you. Request changes seeing none, commissioners nothing so i have one thing that i do want to state in terms of oh, in jest in jest so i know that well shift some of the changes were making will go to the general fund i support all the shifts and changes but what im interested in what attach trade offs will happen in the general fund im hearing about counselors the move from mentally illness from budget cuts to middle school ill support in any way but clear about what ill not support when i see the other budget if i continue to hear about those conditioner cuts it ive been proposed i want to state that commissioner haney did you have something. Yeah. I did happened to quickly so when i look at the budget overview i see the second changes there is really that increases about 5 hundred and 6 is thousands in the Wellness Center line item what exactly is included in that. 5. 4 that fte nurses. Nurses that are shifted in the general fund a couple of quick things around it so one is like everyone else likes getting the money find out hearing about more money in the years ive been involved in the process we sort of seem to find it around this time and we find additional money when we are asking for other things to happen it is a cushion or maybe a coassigns or a calendar i did some things on the citywide calendar between this, week and last week it happens and better when is more money used to be more money but someone can explain that now seems to be is built in part of the process. Thank you for the question so it is a part of circle so in the legislation for perceive we are as a district to submit an expenditure plan in response to the amount that is listed in the citys joint budget report that is generally issued in early march what we do we contract contact the Controllers Office once the report is issued around that time and get a confirm mansion of final estimate not the final estimate but the final figure in that report so it is a timing issue if you recall before t before the perceive. This is from the cosponsors in december it is part of their process and receive from 2010 and 2011 is an estimate in the spring and issued a revised budget. Great well ill like to say i appreciate youve heard our comments because of the take and the recommendations you put forward we are getting closer to a point we feel like this is focused on the intended purpose and should be something in the general fund i know that all of us would like to under score the need to increase the support for indoors and social workers and nurses are part of the cca recommendation i appreciate the shift and will hope whether there is a net increase over time i look at some of the data there and i think the percentage of Elementary Schools that have a nurse in particular is one area we really want to see an increase i know that collective responsibility we have in addition to you know coming out in peace so thank you you commissioner murase i really want to thank staff for the quick turn around on the concerns we based on the last discussion and thank staff for the filipino coordinator i got a response raw and be in terms of of the pilot id like to hear more and hopefully that guess agendized as a committee of the whole or in the curriculum do hear how the different schools are planning to implement the middle school but again want to express thank you, ms. Im looking forward to this budget as well as well and every time we go through the process i think it is just important to acknowledge our voters in the 69 million in addition funding for Public Schools and this you know doesnt include the actual includes the, you know, our preschool for all and everything were doing for our 3 and 4 years old this is remarkable you know that a tremendous amount of work putting this together and thoughtful about the needs that we have and how we can separate this out from the needs from the general budget and so i want to thank you and want to again, just extend our thanks to the voters four louse us to have these really special funds in our schools that benefit our young people and families and teachers and parents and staff thank you commissioner cook. I want to echo that thanks and acknowledge with commissioner murase the turn around and how responsive to moving things out so thank you also want to acknowledge the peace cca those recommendations in general were sort of like similar and i think this is the remarkable relationship and as you move forward and as figure out things the board should be considering this is a positive step forward and landmarked to the represents in the future.
