One year ago we released a revitalized downtown plan. It was i culmination of practical steps as we needed to take big and bold transformative changes to our downtown area because thats what its going to take for us to break free what downtown has been for decades, nine to five financial district, closed on weekend and the evening times. Our plan is about creating a vision to imagine what downtown can be and delivering the Building Blocks to get there. The good news is we are finally seeing improvements. In one Study Released last week San Francisco saw one of the largest increases in people returning to downtown last year, a 23 increase from 202223. But we know that this increase is only a start. We have more work to do. Today we released a one year update on what we have done since releasing the our road map to the future of San Francisco. We focused on our work across nine Core Strategies including converting empty offices to other uses, making our neighborhoods clean, safe and welcoming, and recruiting new businesses while keeping our existing businesses stable. A lot of the this work has happened here in these chambers and we should all be very proud of that. Together we passed laws to remove barriers to converting empty offices to housing. We made it easier to fill vacant retail spaces. We reduced fees sorted with new housing. We changed our planning code to help Small Businesses open and operate. We reduced taxes for existing businesses and offered tax incentives for new businesses. And thats just the legislative work that has been happening. In addition to this our office of economic and Workforce Office of economic and Workforce Development has been working with Community Stakeholders to deliver key activations like our vacant to vibrant program to fill empty store fronts and its a big hit. Our street festivals and entertainment and bringing night life and excitement to the downtown and those events have been packed. And street improvements to make the neighborhood more inviting. We brought back the 1x which is a key for downtown workers, but we also need people to invest here. And the good news is sha vo a 1 billion investment at in the Transamerica Pyramid buildings is renying one of the great is renewing one of our great icons downtown to make it more of an attractive destination. We are the ai capital of the world and growing leader in venture capital, Public Safety is improving. Tourism is rebounding and new businesses continue to open in our city every single day. Were also continuing to think big and collaborating with the university of california and our historically black college and universities to get new campuses downtown. Bringing students to downtown and closer to world changing ideas being born right in this city will create a stronger future. It will make San Francisco an even brighter beacon for those looking to change the world whether coming to the city from across the country or the world or whether theyre right here in various neighborhoods in our city. Thats how were going to help our stagery and thrive. So whats next for us . The biggest issues besides continuing this progress is focusing on our tax reform needs. The treasurer controller and city economists released their report on what the landscape for tax reforms look like. Its been very predictable there is a lot of grumbling from those that like things the way they are but we need change and cant operate like its 2019. We had a line out the door for prop m allocation of Square Footage before the pandemic where there was a wait list to develop new Office Spaces in this city. That line no longer exists, and what that means is we cant continue to do business as usual. We have to make bold decisions. We have to incentivize and we have to do everything we can to not only attract new businesses but to retain the ones we have now. So i hope we can continue to Work Together to invest in our downtown to make significant changes, and remember that we got a lot of work to do to bring back tourism, conventions andnesses all over the city and county of San Francisco and i hope that is top of mind for each and every one of you as we move forward this year. We previously also waived a procurement contract chapter 21 for the Police Department and very specifically on automated license plate reader and now were here waiving another procurement waiver for the department of Public Health and specifically again its for the next five years, but for really Mental Health treatments and beds outside of the city of San Francisco which is something that is very specific which i am in support of. The reason being they want to flag is because while i support procurement i understand that we have a contract procurement issues meaning we need to continue to work through the procurement process making sure its workable. Its effective and i trust that our senior administrator and the controller have been working through this process. With that said i think that at times and that you know we should really focus on very specific problems for waiver contract for waiver and in this case again were drilling down very specific for treatments and services outside of San Francisco because we know we want to stay competitive and get services that the city itself cannot offer, but we need and desperately need, and the reason i am also bringing this up is because there is another contract waiver legislation coming through at budget tomorrow. I wanted to flag for you but that one is very different for the department of homelessness and supportive housing. Its sort of this blanket waiver that i am having issue issue with so with they want on the record i am in support of this and voting for this for a contract procurement waiver because its very specific, and that is zooming into to a service that we know we need to remain competitive and we cannot be competitive if we stick to our existing procurement requirements. Today i am introducing a resolution in support of assemblyman phil tings bill which he introduced yesterday in the california assembly. Ab2359 doubles the number of type 87 Liquor Licenses, Restaurant Liquor licenses in particular in the Outer Mission excelsior and districts in the neighborhood of San Francisco that are often harder for restaurant and businesses to start in, and the assemblyman previously introduced this in 2017 and capped it to five per commercial corridor. Were looking to expand that. Its been extremely successful helping businesses particularly up and coming chefs, women, people of color and those without access to capital because the actual license itself rather than being sold for a few hundred thousand dollars the type 87 is particularly chosen for the hard to economically advance neighborhood and it sold for maybe 13,000 or 14,000 so its a saithings of hundreds of thousands of dollars but something that is a major benefit. Its helped businesss in my district, the dark horse, the check in, the corner store, the halfway club and now excelsior cover a and cafe whose application is in process. Many of the places wouldnt be able to perfect a Liquor License in the hundreds of thousands of dollars so we want to see five more businesses in this district and in bayview Hunters Point and the parts of the city that dont necessarily have access to this type of opportunity. We worked hard during the last seven years to bring significant investments to hard to invest neighborhood and we fought for Community Ambassador basses all of which had a positive change for the Small Businesses. Another significant improvement has been the establishment of the excelsior Community Benefit district so this is about 15 years in the making. We have been doing this work in the community and now through the legislative process, and six years later the vacancy rate is starting to go down. Many of the businesses are starting to thrive with this type of opportunity so i want to thank assemblyman ting for thinking of our neighborhoods and other districts in fran and oewd for the investment and partnership and focusing on revitalizing our businesses, and the rest i submitted. Colleagues as chair of the Public Safety Neighborhood Services committee i am calling for regular hearings for the San Francisco Police Department and the g Human Resources to recruit and retain personnel. President peskin and i were at the safety meeting at the roadwaying club after a horrible incident occurred in the morning as a swimmer was on the morning swim and beauten up badly and we got questions how Many Police Officers we have and the shortage and who were doing so this an attempt to have monthly or quarterly whatever we deem appropriate in committee to have hearings where were at and in terms how many officers we have and what were doing to recruit them and the update to share them with our constituency. I have always said Public Safety is a baseline obligation of what a well functioning City Government should. Do its in absolute crisis were 700 positions sworn and civilian officers short what is needed for the demand of service. What i emphasize repeatedly Public Safety is paramount of the the shortage of Police Officers excess bates challenges and recovery from the pandemic in numerous ways. While we make the best use of the resources we have the San Francisco Police Department is not a department we can simply demand doing with less with Public Safety and i that will as we keep telling the public we need more officers on the streets we need to be explicit and explain what were doing about it. Given the heightened concerns about Public Safety in the neighborhoods and its important to have transparency and direct the challenge therefore each month i will ask the Police Department and the department of Human Resources to come to committee and report on current staffing level and needs are for personnel. How many vacancy do we have funded and going unfilled and what and why that is . Barriers to hiring and bottlenecks with administrative processes with background checks taking too long with department of Human Resources to get into the Academy Class and how retirement and sick and leave are affecting staffing because if you look at the number of Police Officers we have and half that and thats how many patrol officers we have. The number doesnt reflect how many people are actually out on patrol. The public is rightfully seeking answers for the shortage and its crucial to understand that we recognize the severity of the crisis. By increasing transparency on this issue we can raise awareness of the urgency to address this crisis and develop meaningful recruitment and retention programs and also i am submitting a request to the budget and legislative Analyst Office to report on the city and county of San Francisco spends money on antiHuman Trafficking programs and example and compare the funding and trending sourceses of the initiatives of the city and county of San Francisco with those of adjacent counties including alameda, contra costa and santa clara and san mateo. In the report on Human Trafficking and San Francisco report the department on the status of women highlighted the significant challenges phased by the city in collecting precise and substantial data primarily due to the covid19 pandemic. Ensuring availability of accurate data and adequate resources is imperative for making a impact on this issue which is affecting way too many. Our goal is leverage the findings from this report to enhance our understanding of the current landscape and refine our approach to antiHuman Trafficking efforts in the city and county of San Francisco. Experiences taught us enhanced coordination among city Departments Community based organization and Law Enforcement agencies significantly strengthens our ability to address complex issues like Human Trafficking. This report will serve as a valuable tool in ferring better collaboration and informed Decision Making as we collectively work eradicating Human Trafficking from our city. The rest i submit. I would like to welcome the former mayor of city and county of San Francisco willie lois brown junior to the peoples chambers. Mayor brown please come forward. [applause] for those who are not aware the California Hall of fame honors individuals and families who embody californias innovative spirit and have made their mark on history. The hall and its exhibits are housed in the California Museum in sacramento. The hall of fame was conceived by then California First lady maria cliveer and opened in 2006 with 13 charter enshinees. I may add that mayor brown advise governor schwarzenegger to never induct a politician for fortunately he ignored his sage advice. In addition to being a resident of california for at least five years inductees must embed the spirit of california and the california dream through work and accomplishments while making a blasting and significant contribution to the state, the nation and the world. All of these accomplishments should serve as an inspiration to others to further their own dreams. I dont believe its afternoon over statement to say that willie brown encapsulates these requirements to a t. What is more california dreaming than a young charming ambitious africanamerican from texas leaving a deep segregated south at age of 17 to move to San Francisco where he was thrust into interracial movement and political activism and elected service. Not only served in the state and nation in the California National guard but went on to become a California State Assemblyman as he likes to remind him or me, the year i was born. And became the legionary speaker of the California State Assembly for longer than almost anybody in the history of this state. He will be forever known in this building as the mayor after leading the city and county of San Francisco from 1996 to 2004. I know i have alternated my origin story between Tree Planting and or mayor brown as to how i got into politics, but sufive to say we drove each other crazy when he was mayor but over time i developed quite the relationship with mayor brown and respect his Leadership Qualities and his known strategies and ability to negotiate and build community allies, strong relationships that transcend racial and ethnic identities, faith practice and sexual orientations. In fact the ability to recognize leadership qualitys in Young Leaders lead to alliances that build the diverse and dynamic Democrat Party today and joins the los loboses and go, goes in the hall of name and recognize my friend and sometimes adversary and legend and colleague willie lois brown junior mr. Mayor the floor is yours. Which one of these things to i use . That one works. All right. Perfect. Perfect. Mr. President and your fellow members of your board it ramaytush very well surprise you but this is the very first time and all of my years. In the world of politics that i have ever appeared before the board of supervisors. I mean this is amazing for me. I want you to know that. Literally and i suspect that people think its not true. It is true. I have been in your chambers but i have never appeared before your board to receive any kind of an honor, and literally in my political lifetime i would never expected it to come from aaron peskin. [laughter] i mean how could this be . What has occurred in the change in the world i spent a lot of time with age average in the past few years but i am never where i am so honored. I appreciate your interrupting your normal work time. I am here promptly at 230 which i was supposed to be. Its unusual for me for to be on time anywhere, but i looked forward frankly to seeing what were doing when you saw me in your presence, and i am absolutely genuinely honored and delighted. Your legislative body is not unlike the legislative bodies that i have been a part of for the longest period of my career. I loved the legislature. I did not ever hold Great Respect for the executive branch of government and then term limits came along and outed me from the legislative branch, and then i learned how wonderful and how impactful a legislative branch could be if it worked well with executive branch of government, and being at that time elevated to the executive branch of government. I had at many times in the California Legislature i tried to figure out how to abolish local government. I always thought they were unnecessary and then i became the mayor of San Francisco, and you and your colleagues literally presented me with the challenges that i had frankly had experienced. I loved being the mayor of the city. I love it more interacting with the legislative branch of City Government. I came to become very respectful of the legislative branches of City Government so much so that i have not related back to my place of origin the lettive branch of government at the state level. I have stayed focus on local government, and one of my weekly at almost 90 years of age now one of my weekly activities is that when i get coffee with your president which he pays for the coffee which really pleases me because i dont find many politicians willing to pick up the tab of tab with anyone else and i am slightly delighted and when he told me he was going to do this i wasnt sure i believed him you about i called him early this morning after preparing and saying prayers last night i got the word to be here at 230, and i am here promptly at 230 so to each and every one of you thank you very, very, very much. Colleagues i am absolutely thrilled to honor dee today, a beloved Community Member and Small Business owner of [inaudible] within the greenway that helped to revitalize the neighborhood. After lived in San Francisco for many years dee moved to the neighborhood in 2012 developing quick and deep connections that have anchored them there ever since. Dee say visual artist and coffee consorries and worked in the former barrel cafe before the pandemic before it shut had a good understanding of taking over the business when seeing that the owners wouldnt reopen. Seeing a need for Community Spaces and good coffee they hatched the plan to open the cafe. The concept of hey neighbor came from letter writing and people and open [inaudible] curiosity towards ones neighbors and create a space where everyone feels welcome and a haven for neighbors in the depth of the pandemic. This attachment to coffee start said a child when neighbors prepared it for the neighbor. Coffee is a sacred ritual and proud to be part of the neighbors routine centered around a good cup of coffee. Dee is a central part of the greenway and recruiting and certificating volunteers and pop ups to feed people out for garden workdays. Dee is always happy to set up tour and delights and native landscapes that has beautified a former blighted alley way and the compost gets its daily boost of grind and enriches the native plants and brought artists to the space with galleries and rise up bakery for delicious breads every morning and local farmers for the signaturure jams and costee rosters to cell curriculum culture on a rotating schedule to celebrate these masters and thank you for opening the Small Business during the pandemic. That takes guts and for turning hey neighbor into a center of gravity for the neighborhood but most of all thank you for the commitment to bringing people together and celebrate local unsung talents in the arts food and coffee culture. When i first opened hey neighbor coffee i didnt realize how important as a to be so visible and engaged as a black openly queer individual and how much it means to the community. Colleagues today we have the privilege of honoring bayview Hunters Point native Danielle Hillman a ballet student at San Francisco ballet. [applause] nothing exemplifies the importance of black history like highlighting young black leader who is are change hangers in our community. Danielle has played many roles at San Francisco ballet over the last several years but in 2023 she made history becoming the first ever black ballet dancer from San Francisco to star as clara in the nutcracker. [applause] with grace and strength danielle has captivated audiences breaking barrier and inspiring countless dancers. Through her commitment to excellence and unwavering determination she not only excelled in her craft but as beacon of representation and empowerment for the black community and young women in the world of classical ballet. Shes i distancer, writeer and artist who used createddivity to vibrantly express herself of the at 13 she launched her art business aiming to make black joy common place in bayview Hunters Point. With light and love she embraceses the calling to transform the dark corners of the world into bright joyful moments. Danielle your journey will continue to inspire generations to come reminding us that dreams know no bounds and the stage is a place for all to be seen and celebrated. I am excited to celebrate you and honor you today in city hall as you claim greatness. Proud to be your representative and cant wait to see whew you accomplish next. Congratulations. This means so much to me and being in the spotlight for the first time so grateful for it is experience. It made me feel so special to be chosen out of the hundreds of girls in the hut cracker and during the audition i had the mind set to aim for another small role, a butterfly and in the end i got that role plus collar a i started ballet at the ymca at six and now a student from San Francisco ballet from pretending to be a dancer to be clara in the nutcracker is a dream come through. By the first audition i couldnt shall the steps and the next one i got the solo memorized. If i kept thinking to myself i am small so im going to stay small i would have stayed in that little position but when was in a small position in 2022 i didnt think to myself this is insignificant. I was thinking if i could get this part what else could i achieve and how could i level up . I have been in several shows and productions and being collarar if the first time and first time being a main character when you work hard and practice and show up you can accomplish great things. Because today i am introducing a resolution to honor San Francisco ballet principle dancer tan on the eve of her retirement from the San Francisco ballet. Thats interesting one rising star and one you know another one that can celebrate her career. She was born in shanghai and started dancing at 10 with their academy. Arch fer father hesitated wanting her be a doctor or lawyer finally her parents decided that she could dance after they flipped a coin. In 1992 the San Francisco ballet artistic director saw her dancing in paris and invited her to guest at the San Francisco ballet. In 1997 she was named the ballets principle dancer the First Chinese dancer and the youngest in San Francisco ballet history. She had travel with the San Francisco ballet and counts among her best accomplishments dancing with the San Francisco ballet in china with the 20th anniversary with the company and danced with them for 29 seasons and retiring after her last performance tomorrow, february 14, which also happens to be her 48th birthday. First i am introducing a resolution adding commemorative street name of [inaudible] at holly circle. In 2020 an incredible young man named shawn was shot and murdered by jerad tan from the vallejo Police Department. He was a san franciscan and born to argentine immigrants and graduating from city college in a major in latino study participant of the youth organizations including several in the city and the excelsior boys and girls club just to name a few. He was a natural born leader who mentored risk in the community. Shawn was a bright light and committed to social justice and involved with the justice for marrow wood and others. He encouraged peers to get involved in communities and passionately read literature on social justice with cesar chavez and gloria [inaudible] and malcolm x the leaders he looked to up most. He leaves an incredible legacy in the community and the board of supervisors unanimously passed a resolution urging the police to release the body cameras footage of the killing and his sisters who are here today and incredible forces of nature held a block party and was attended by hundred and opportunity to remember the life he lead celebrate the impacts he had on the community and demand justice for his death. In 2021 the board also unanimously passed a resolution due clarifying june 2 a day in his honor in the city and county of San Francisco. A few months later the Community Library had the grand opening on holly park circle as a tribute to his legacy and a fixture encouraging young people to read books on this these issues. A mural of his life was introduced on van ness street in the latino cultural district. The intersection this marks where shawn grew up and he was taken from us far too early but his memory leaves on. This commemorative street naming will remember his legacy and remind the community of his contributions. I want to thank supervisor preston and supervisor walton for the early cosponserships and of course thank the sisters for tireless work to educateit community about the live of their brother and fight Police Violence against all community was color. Secondly colleagues today im introducing legislation with mayor breed that will extend the first year free ordinance they first authored in 2021. As you know this is a program to support and revive San Francisco Small Businesses especially as we first begin excuse me especially as we first begin to come out of the pandemic. Each of us here day in and day out see how tough its operate a Small Business and this lowers the burden and make it easier for Small Businesses in the city and this waves the cost of first year permits and registration fees. This program enrolled over 6200 Small Businesses and waived over 2. 38 million in fees. This legislation will extend the Successful Program through june 30, 2025. I want to thank mayor breed, the treasurer and Tax Collector office and office of Small Business for the hard work and continue to support the first year free program and the rest i will submit. Pursuant to the California Health and safety code as cited and the redevelopment plan section 4. 72 for the tran redevelopment project area and consider ground leases with transbay two senior for 15,000 per year and the ccdc trans bay 2llc for 1 dollar per year. The ground leases each for a term of 75 years for the purpose of developing a mixeduse Affordable Housing for housing for low and extremely low seniors including formerly homeless seniors and ground floor commercial space at 200 folsom street and make the appropriate findings. Transbay block two west will be a nine story 151 unit senior affordable Housing Project at folsom street and beale street in the neighborhood i represent. It will be developed and managed by the Chinatown Development corporation or ccdc with 154 affordable units and one managers unit. I know this doesnt come to news for the colleagues but i will say it for the public they have a long distinguished partner on Affordable Housing development in San Francisco providing homes to more than 5,000 san franciscans including low income families and adults and seniors who might otherwise afford to be san franciscans. While the portfolio includes a couple developments in the area and on mission bay boulevard we are excited to have that partnership extended mere to another neighborhood we serve. Along with residential units this project will include resident amenities spaits and open space and improvement and bicycle parking and three ground Floor Community commercial units. Funding sources for the 125 million project include 60 million in federal tax credit equity and 65 million gap loan from the office of Community Development and struck or ocii. This hearing is pursuant to state law as well as the redevelopment plan and together with the accompanying resolution its purpose is for this legislative body to approve ocii to execute the ground leases and two, to make findings that the ground leases include a consideration to be received by ocii that is not less than fair reuse value and assist with the elimination of blight. The bond for this project was approved as item 7. This resolution as cited will be the time board action ahead of the anticipated early march construction start and so throughsh through the chair i would like to invite jasmine, the ocii Development Specialists to come up before we vote on the item. Im a Development Specialist at at office of Community Investment and infrastructure or ocii and i am here to present on item 22 for the Affordable Housing development located in trans bay known as transbay block two west. As during dog mentioned the purpose of the resolution is authorize the commercial and ground leases for this project and make i finding that the ground leases include a consideration to be received by ocii is not less than fair use value and assist in the elimination of blight. First a brief background on the transbay redevelopment project area. The flan was approved in 2005 with the intent of creating a new mixeduse mix use neighborhood following the loma presitta earthquake. Zone one is administered by ocii and zone two is under the jurisdiction of the Planning Department and theyre obligated to give 45 of affordability in the area. Ocii over seen the completion of over 2,000 unit and 700 are affordable units. Transbay block two west is one of the are maintaining sites in zone one and critical to meeting the overall area affordability requirements and comprise of two projects two west and two east and both 100 Affordable Housing with each project individually financed and owned and operated. Two west is a project serving senior house holds and two east will serve families. Chinatown Development Center and [inaudible] were served as developers for them respectively through a dom pettive process. The funding was approved by Affordable Housing Loan Community and the west project was awarded bond allocation. Last month the Commission Approved the permanent loan and groupedsh ground leases for two west and last week budget and finance Committee Approved the resolution and to todays meeting and the board approved item 7 for the bond issuance. Next slide. The residential component consist 151 unit was Affordable Housing for seniors and seniors experiencing homelessness at folsom street and beale street and 150 available to households earning 15 to 50 percent of the Median Income and one managers unit and has a commercial component of three units. For financing purposes ocii will enter into two leases for both components. Next slide. The plan requires ocii to submit the report and obtain board approval for the transition of the trans Bay Properties for the health and safety code as cited. As noted in the report the estimated and highest best use value of the residential parcel is approximately 15. 3 million and for the commercial 2. Four million. The restricted use is determined by the value of the lease payments during the 75 year ground lease term and the residential parcel is approximately 292,000 and the commercial is 19. 48. And substantially less than the fair market value but this rent is necessary to ensure the successful and continued operation of the affordable Housing Project and commercial spaces. Next. This deals with cyber infrastructure, cybersecurity, compliance, protected Data Management and intellectual property. Correcting this and making this the number one priority is vital to the 11 districts in San Francisco and needs immediate attention by the board of supervisors. Just be aware there were a lot of people out there trying to prevent you from getting this information when you can make the right decisions working together and i have full confidence in this board of supervisors. By doing this in his honor we pay tribute to his life and ensure his story is never forgotten. As the sister of member of this communities i believe its important to acknowledge and remember the individuals who have made significant contributions to our city even if those contributions were cut short. Honoring him with the street naming would be a reminder for the fight of justice and equity inoir. So i urge you to consider this proposal by the seriousness and compassion. By approving this street naming for shawn you can demonstrate solidity with families and friends and commitment of building a more equitable and just community. Upon his death we also created knowledge of library in his memory which is at at introduction of park street and holly circle. The impact his life and legacy left on the family and community has been deeply impactful and the many time weiss were invited to speak on a National Scale we give the deep ties to the city of San Francisco. We hope this gesture will ribel impact at large and give families and communities hope and ways to honor the lives of loved ones. Ip believe that he is the beakon of hope to the family and community and a tragic death but i believe working in partnership with the board of supervisors and local agencies together we can embody what partnership and hope continues to look like in our community so thank you and i urge you for strong support. Theres a select few people that could bore him as a son but the reality when individuals like this grow up in the margins sometimes their stories or they themselves are able to make it to the center and wake up a city, a state and nation. Sometimes theyre one dot from a helicopter camera and the people reminding us of our morality or awakening us to a new reality and this gives shawn something and his family something he was denied of and over time he would have been a teacher to everybody. We know he was a teacher to his family and to his community but he would have been a teacher to everybody so this commemorative sign gives him the opportunity to be locked up by that person what is this sign for . Who is shawn to remind them of Freedom Fighters and that want peace and justice and many from San Francisco and commemorating him is another person from the city recognized as such and i thank everybody who is in support allowing him to be a teacher again. George floyd, Shawn Montrose a we saw mass mobilizations and protests. And calls for change for Police Accountability for calls for change on what the definition of what true Public Safety is. Folks talked with me and said it was the 1964 moment so i want us to think now were at in 2024. Were making strides backwards. There are folks in here pushing regressive measures and give aways to the police and lessen accountabilities for years to k as you support the naming of the street i want to ask yourself supervisors what are you doing to inch what the system so there is not another shawn . Training, education for the city employees. We focus on civic and Community Engagement making sure our leaders have a voice and are heard by our elected officials. We work on policies and programs to make sure our city is responsive to transand Nonbinary Community and add voice to departments to integrate transinclusion in policies, procedures and practice. We still have, lot of work to do to improve and address equity in san fran for our Community Upon i feel that we are on the right track and seeing how peoples lives are improving thanks to those changes. I do think it is unique that our local government is sponsive to transgender communities so i hope that people can remember that despite the work we had, we seat progress.
