I have been a chairperson for the past year succeeding the previous chairperson who held the position for seven years. Having come into the Commission Last year as chairperson im sure you can all relate to finding my sealegs and understanding the process and what not. Im getting the hang of it and it would like to continue to serve in this capacity on the commission. Im a 20 year resident of district 2. Have been a dog guardian for most of that time. I enjoy the work in the commission and bring the respective of dog guardian and also a parent, and a frequent user of the outdoor space. Finding a balance between all ups is critical to the health of our people, our animals and our natural spaces so i would love the opportunity to continue to serve an eye appreciate your consideration. I guess for both of the applicant here, are there any sort of particular issues that you would like to address facing whether it is animal welfare, or i know that there are a lot of other issues concerning animals out there. One of the biggest things we are considering now is the bond measure. We had hoped to be part of the measure, and we see some of the financing and that is not going to happen. We hope that you supervisors will allow the funding for the new animal care and control facility to proceed. It was intended to be a temporary facility. I want to say 1980 something. Its held up, but it is sorely lacking. We are very passionate. Like us at all of us on the Commission Care about the safety, the animals and people in both of those groups are at risk in the event of an emergency in our city. Another issue is we are generally groups in opposition on the restrictions of the unintelligible offleash areas proposed. We are also concerned about the process. We feel that over several years the tgnra has given the public an opportunity to speak and when they came out with the recent guidelines they seem to not reflect much of what i have seen, the views of our citizens. I am unintelligible had been in small animal private practice in San Francisco for about the last four years. Prior to that was working in an Animal Shelter capacity at the Humane Society in santa rosa, walnut creek. During my, was involved with animal control in my county so i have been involved with Animal Shelters. Have been crisscrossing all of the neighborhoods. I have been doing that for about a year and gotten to know the city even better than i would have imagined. Supervisor mar she is a mobile vet. Thats pretty cool. I go to peoples houses and see the pets at their homes. I am a lifetime girl scout; my dad is on the unintelligible board of directors for his whole life. It is something that we do without question. But to me, i feel we cannot function in the Community Without citizens getting involved. You cannot complain about something without taking action. Have also been heavily involved with the American Veterinary Association on the National Level since about 2008, first as a student delegate then on the executive as a student. I have been working with veterniary students across the board. My goal as a member is to help provide medical background on any issues that may come up. Public health issues, animal issues involving animals, i feel my background will be important. Thank you for your consideration to be on the animal control and welfare commission. We did this on tuesday at the board of supervisors, another step to make the rebuild of animal control and reality. We passed legislation regarding certificates of participation proceeds followed by legislation that will be trailing in the fall. Again we are making Good Progress as the city on our commitment to provide any facility for the animals there and the employees by the way. At this time will open up item 5 for Public Comment. Oftentimes we are presented with issues from the public were we have questions among ourselves. We hear things about specific breeds of animals or types of animals, characteristics or particular issues and commissioners might not be aware of them. Having a veterinarian there is extremely helpful when we are considering these issues. I would love to see doctor hansen appointed to this board, someone who has experience. Secondly a would like to make a comment about bunny rosenberg. It would be refreshing to have a Little Critters person. Ms. Rosenberg has been involved with the Animal Community for many years and we see her regularly and she would be a nice addition to our commission. Supervisor tang next speaker please. The morning my name is Sally Stevens i served on the commission for seven years and that would like to speak enthusiastically in support for annemaries reappointment. I was delighted when she took over as chair when ice stepped down. Basically everything falls on the chair to figure out so i wanted to say from someone who has been there it is hard and im know that she probably feels she is just hitting her stride. I urge you to reappoint her. Would also like to speak in support of the veterinarian; there is one seat reserved for a veterinarian and it is important to have someone there. It is hard to get a lot of veterinarians to agree to serve. To some extent someone who is willing, dont let her get away as for the third position that is open i dont know any of the three other people. Just looking at their resumes, i was impressed by nicolle Bunny Matthews rosenberg but i cannot say for personal experience. Thank you very much. I dont know her personally but seeing her at those eating she knows what she is doing and she is done a very good job of keeping things on track and on time and making sure people do get a voice in keeping things organized. We have someone here from my believe hsa. Good morning supervisors. My name is contract manager with the Human Services agency. With me is john sitikaway sounds like , we are requesting a waiver on behalf of the csu Fresno Foundation. Hsa as context of the provision of title iv trainings. For Child Welfare proiders. Hsa and unintelligible are all contract terms. The foundation is asking to waive the 12hr requirement as they feel they substantially meet the public exit requirement and will have to make considerable changes to their procedures to meet requirements by the city. The foundation adheres to an is bound by the requirements under the california education code. Rather than the unintelligible meetings a year, csu is required to have all meetings public with a seven day notice period. It is important to avoid taking any action until it has been made public for the seven days. With regards to meeting representation csu has provisions in place to advocate participation from University Alumni and members of the committee. Records are available for public inspection upon request during operational hours. The 12 hour requirement for Community Representation will require procedure and policy changes that would prove a bit burdensome to the foundation since it has to adhere to the california code in parallel. Supervisor tang it was a pretty thorough explanation. The school will adhere to public transparency and openness. I dont think we are forgoing any of that bypassing this today. Despite the action of the board eye continue to follow Public Access in public records particularly unintelligible , a number of times about the dilemma with the csu Fresno Foundation and how to deal with the 12 hour requirement. This is the first time in my knowledge in the 18 years that the nonprofit public ordinance has existed that the board has proposed to exempt a contractor from its requirements. I think that doing so would thwart the Public Access requirements. I think there are a couple of options for the board. You could pass this ordinance; that would set a bad precedent. Im not quite clear of the title iv requirements or the specifics of the contract between hsa dn the foundation, but of the services on the provided to the City Employees and the city employs them provide direct training to actual members of the public, that ive believe the contract would not be subject to 12l. But again im not sure how those title iv requirements work. Alternatively we should have another discussion about 12l. Its been 18 years. Maybe they are specific about what is covered and what entities are subject to it and if it could narrow the scope to just those agencies that provide services, direct services to the public and are headquartered in San Francisco or the bay area. It is difficult to go to fresno to attend one of these meetings or attempt to be on their board. Supervisor tang thank you. Any other numbers of the public who wish to speak on and six . Its basically the training for masters level Child Welfare staff whether it is Risk Assessment or case management. The foundation serves primarily fiscal agencies; we have what is called the bay area academy. The staff of coordinates and provides the training. Different universities have acted as a fiscal agent; we have had it with San Francisco state, berkeley, cal state, east bay and currently we are working with fresno. Seven is a resolution urging the San Francisco county Transportation Authority in partnership with the Mayors Office and the san franciscan miscible Transportation Agency to develop a San Francisco transportation expenditure plan for potential consideration in the november 2016 ballot. Have been working closely with the future as in november, a halfcent sales tax for transportation, and it would like to thank supervisor avalos for his partnership and collaboration. Colleagues we have absolutely massive Transportation Needs in San Francisco and regionally. San francisco is projected to break a Million People an and the bay area more than two Million People. We will have more cars and it is hard to imagine that but that is where we are headed. We have a deteriorated and insufficient Public Transportation system. We are working hard to improve muni and cal train, get a highspeed train. Rehabilitating bart and so forth. Mayor lee a few years ago convened the constitution 2030 task force to come up with Funding Sources for the multibilliondollar pull that we have for the petition in San Francisco. The three major recommendations or a transportation bond to come up periodically, and thank you to the voters we passed the bond in nov. 2014. The next step is the half cent sales tax. And also to help San Francisco to be a good regional partner. We need to help bart and caltrain. This resolution colleagues is the First Step Towards a half percent transportation sales tax, allowing the county competition correction Transportation Authority. We are doing really good outreach in the community. So we can move forward. I have distributed an amendment. A series of minor amendments clarifying the intent of the resolution. They are more significant amendments, one on page 2, line 13, inserting two whereas clauses. The mta has adopted a free muni program for youth, seniors and disabled persons. Service Performance Improvement for lowincome transit in the community and to the adoption of the transportation 2030 recommendations policy to build 50 into our Transportation System to end all severe traffic injuries by 2024. Preventing severe end of the crashes on our street and unintelligible behavior on the road. There is a gap of 21 billion dollars over the next 20 years just on the mta side. This sales tax is desperately needed. As our housing grows we need to make sure that people can get to and from jobs and recreation and anything. We need to make sure that that happens equitably and sustainably and safely. We are excited about the language moving forward. There are continuing conversations; we will be part of those conversations and look forward to making sure that a transportation specific measure gets on the November Ballot with your support. There is no question that we have substantial Capital Needs in transportation. I think there is some debate and healthy debate about the Funding Sources. In 1989 and 2003 there was an expenditure plan Advisory Committee. I dont know if it is contemplated that they will be an Advisory Committee set up. I served in both of those and i would be interested serving on it. I know there is discussion about the measure in november; there may be measured from the School District or other places so this is not a slamdunk at all. It is important to have people on the table soon. Obviously there is not a lot of time to tweak this. I stand in support of this measure and am fine with the amendments. Thank you very much. As part of the budget process the budget has projects that reviews from the general fund and Nongeneral Fund departments projects submissions that scored against a set of criteria for the 5 year information and Conversation Technology the scope and impact on efficiency and the support of Technology Infrastructure and transparency and innovation coit started making recommendations to the coit information subcommittee on the highest projects for krfrgs approval this meeting defines highest priority contracts and makes the recommendations to coit as coit makes funding recommendations a number of things to consider for the all in favor, say i. The two sources that coit makes specific recommendations are the coit project allocations a source of funding since 11 and 12 over 22. 4 million for the projections understanding legacy systems that needs to, updated a major it allocation was established in fy 15 for the city to concerning the citywide projects on may 6th coit anonymously approved general fund recommends for fy 20162017 and 20172018 this recommendations a historic level of critical it projects for the city interest naefrl 190 million in projects within a 2 year period a substantial proportion from the specifically sfoshg the allocation the recommendations of a high scenario the Financial Assistance project is the highest priority for funding this project is anticipated to be completed in fy 2018 as the project scales down passive Public Safety and radio serve replacement the property tax is scheduled to ramp up the cities ability to fund in addition to the 3 main projects in fy 2017 capacity that is allowed funding for it projects with the department of technology the annual project allocation a fy 2011 and scenario in fy 2018 merging needs to be addressed in the next year project a number of projections are recommended for project projection for safety departments like the whatever and the security and it infrastructure, and citywide efficiency through the electronic snachl solution and finally, the public should be first in how the city delivers the resources with the Digital Strategies which is approved by coit in april that concludes my presentation. Good afternoon members of the Commission Im bryan strong the director of Capital Improvement planing and really excited to be here to share with you a quick overview of the fiscal year 20162017 and fiscal year 20172018 Capital Budget were really excited about this budget and get to some of the details and explain why in the moment i the president to thank my forgave heather green and natasha and another member along with the Department Staff that helped to put this together public works and different folks i think that just the sheer volume is a big deal to put this together if by the look at the process overall we started in january 2015 when the Department Requests the review and had folks meeting fox on the assets back in the fall so january 15th the department submitted the requests and began to meet with the department from february to march and seven hundred and 6 million in requests and 4 hundred projects we reviewed in march we come back we begin to center the reviews with the Enterprise Capital committee and talk about the Capital Planning committee establishes 3 sort of different scenarios we looked at being able to fund and then from that point forward we begin to work on the additional recommendations and happening happy to say were recommending the high scenario for the first floor and the low scenario so far the second floor it is really because he wanted to give it flexibility we know within the next year a bunch of Capital Projects and make sure we have the flexibility to address those things the other thing ill add we spent a lot of time comparing you know what is in the xaldz plan and that was recommended in the budget before us. If we go to the next slide we talk about the record level of spending we have 128 million in 20162017 and one hundred plus in fiscal year 2018 if you look at the two year totals level of investments of 4 do hundred and 11 million this is an increase of 7 percent over the Previous Year and it really is that falls in line with the capital plan paid priorities and policies again, the policies are set when we do the capital plan every odd year and the budget we indicator the policies and do our best to stay within the perimeters the street resurfacing we are funding close to 100 million a regular part of general fund program were happy to report were looking at safety a score of 70 in the next two years so that was an exciting again i mean, thats a attribute to the amount of funding towards this program i should mention we have received a number of funds from the planning in the eastern neighborhoods and market octavia and transbay area where a lot of the New Buildings have been coming up and those plans fees have brought i brought in 19 million to do pedestrian streetscape, park purposes a number of improvements in the eastern neighborhoods if you look at the graph on the following page the steady growth we were able to achieve some years 15 million in the program we are happy to be report were really are achieving you can see last year, we went slightly above the white column the enhancements and part that have included add backs from the board after the button process that put us over what the capital plan recommended it is attributable to what the mayor has shown and the community has shown for having a regular rigorous Capital Planning and budget in process. Go to the next slide it goes into some of the detail what were presenting in the budget we did just for transparency folks we attached and provided on attachment to your presentation that is entitled spending categories and you can see is useful to explain what is in each the categories and some of the will highlights in the critical project development funded as the predevelopment funding putting 4 million towards the studying the seawall maybe aware a report recently that come out came out on the seismic vulnerability of the seawall were investing to better understand that and bringing forward how to address it the port is putting in 2008 million into that project the other thing when you note the historical Renewal Program is grown this is the first year we were at 90 percent were funding 90 percent of the renewals recommended as part of capital plan again white an achievement were proud of and thats why you can see the growth in that category weve also grown raw is it so recommended to the third street bridge a project where public works receiving over 22 million so the city consultant is 2 million and then 22 million an exciting and important project if we go to the next slide on the presentation this is shows the overall picture by expenditure categories again, we received 1716 million in total requests and funding 47 percent of those requests if you look at the general fund amount were funding there were 555 million in the general fund and funding 44 percent of those so again one thing that is, i always wanted to mention we still have a lot of needs it is a record funding plan but we still have a lot of requests important not able to fund given the constraint we have going into the next slide the general fund Nongeneral Fund sources this year the area plan impact fees are at 96 million and top of the slide with the top of table that again is really reflective of the incredible growth happening in the eastern portion the city transbay and project speak of 24 million eastern neighborhoods is receiving close to 20 million and market octavia is receiving significant amounts of improvements thats a relatively sort of new development weve been seeing it happening but now the dollars going towards they enhancements that are really xooifrt and should help you think address a lot of the infrastructure needs in the community finally the last two slides here the first one shows you by category it is the same information but a different prospective if you look at the general fund see the street sdry supervisor campos the planning code by the not rezoning from the current designation at 60 r having x and that concludes my remarks ill be happy to answer any questions you may have. Can you explain future lie care of the infrastructure. Finally the last slide in the presentation shows you the proposed budget with all sources shown and the critical enhancements category goes up quite a bit that the impact fees that contributed to that 36 percent of the budget shown there. Finally there was a mistake one more slide to mention we review the enterprise Department Requests a those are listed on the very final slide against a significant amount of work in the sfo the work through the budget process not confusing all the Revenue Bonds maybe an additional to this as you can see again Mission Bay Ferry Terminal work and work at the port a lot of Capital Improvements and mta is working around the wastewater improvements and water delivery the facilities and some of the things weve been waiting are starting to come to frougs and hit the groin and the library is also as well as some of the libraries were not able to be touchdown by the program and theyve done focused on taking care of the the facilities they have a lot of work on the roof and elevators and those types of things thats really all i have to present to you today, the actual projects will come as part of Department Budget when your receiving public works or Different Department youll see the planning implementation project or so Telegraph Hill another critical important enhancement were able to take care of this this year that motion carries. I want to go over our budget 2 million as you can see our zuckerberg San Francisco General Hospital has half of the dollars with the Mental Health and laguna honda is the largest area here. Our expenses are fringe and benefits just to note the nonpersonnel is the uc contract that we have in our arching program and an important thing with the department of 6 hundred and 72 general funds dollars to leverage those dollars the blue line shows the revenues from medical primarily and as well as revenue from patients that pay fees and youll see on the public discussed how that Substance Abuse could change with new medical rates that deal with more with that area. The major things for us for the next two fiscal years the opening of zuckerberg San Francisco General Hospital strengthening our behavorial go Health Insurance and having a Health Record to the board of supervisors seeking our work with ucsf. Proud to say is that two weeks ago the state gave us your license and opening on schedule may 21st moving the patient into those our new hospital and to note i think our contract were pretty much open budget and thinking we finished the completion of the building and need the time to really have the staff learn how to use the hospital and theyve been working overtime our it systems will be up twentyfour hours so to make sure everything is well 100 percent rooms ready to go and practiced several times in moving our patient into the new hospital increased annual operating costs 32. 4 million and added one hundred and 19 additional ftes in the Previous Year many of those are nurses were looking to capitalized the Health Services the federal government finally has recognized through medical to be an organized mentally medical system a Documentation Program were anticipating 609 million in revenue to relieve really going get the providers ready for the colonyal requirements so well be working to get them provided and the United States of america a one percent tax for all individuals making over one Million Dollars this year will be working on developing a integrated model for Transgender Services and Transgender Services 0 throughout the department really organizing that under one program and along with our humming Bird Health Center weve reviewed from received from the programs to expand the trojan Mental Health under the city program almost 3 million for the insurance and expanding some of the childrens programs and working hard a improving the jails Behavorial Health to make sure were providing appropriate 34k9 services so far our clients who spent a moment of time in the janitorial system. Supervisor yee. A quick question director garcia in your your Mental Health services do you provide Mental Health services for our Law Enforcement department and our Fire Department and we have had our Mental Health Service Administration our Management Association providing cross training with the Police Department just had a conversation yesterday with the new transpire were going to be joining forces to make sure we provide them Trauma Services and maintain in the deputy chief chaplain will be working colonel they have a different venue but a conversation we really need to Work Together on that. Most rent controls we made a decision to open up 10 additional lock beds 36 beds to assist with increased numbers coming out the Psychiatric Emergency Services i lead a Quality Improvement project bringing in an outside person to improve our hospital weve identified the areas of documentation also improving the treatment, quality as well as the patient in that program i think i see improvements and also really providing supervision area with as you may know weve hired a new ceo of the hospital and we will be providing some oversight to this Quality Improvement in our psychiatric area and in the proposed 2016 Public Safety and safety not only to the retailers have a seismic save area before you more space for the emergency room up to 25 procedures over the last 5 years weve integrated the primary care so when they come into our service they can be provided i think some very Important Services with the Mental Health as they identify their needs our investment and Population Health is an important component we focusing on will Quality Improvements many of you for those of you who dont know on the fourth floor we have the ci Public Health lab since 19 thirty theyll be moving into the new lives reorchard old hospital so well call that after may 21st and so were preparing them for that move and look at it of the Quality Improvements and looking Consumer Protection on the viral health and have food inspectors many new restaurants and been working with supervisor tang on the increased protection on the mode you will and weve came to you over a month ago to talk about the Mental Health records for over 180 million this system will improve the patient with outcomes and financial risk with improvement of revenue in negotiations with the usf regarding this e h. Ive felt unbounded and inspired to pursue a lot of things over time i recognize to be cricked in ways i didnt anticipate you know ive followed the calling but now put me in a position to spend most of my time doing things i love this is the whole point; right . You ought to feel inspired in our work and found opportunities to have youre work put you in service for others and happy doing what youre spending so much time. My father was a journalist lift and my mom a teacher when we finally decided to give up their lives because of me and now i actually get to serve the city and county of San Francisco it makes me feel really, really good not this didnt happen overnight ive worked my entire life to get to this point and much more to learn and i have a lot of changes ahead. Really think about what moves you what youre pats about and trust that you are sufficient and enough where you are to begin and then is her that you are being tenacious about getting to the next place in the evolution but by all means start with you are and know thats enough i want to welcome everyone here today and today, we are signing this very important piece of legislation and let me begin by thanking supervisor wiener so far his instead of leadership the sponsoring the legislation that will raise the minimum angle for anyone purchasing Tobacco Products and e cigarettes to the average 24 and that will take effect on july 1st of this year i know that supervisor wiener along with his cosponsors supervisor mar and supervisor cowen and supervisor farrell and ultimately the entire board had a adopted this and this i know that the supervisors with working closely with our duty 0 who has been documenting why it is showing so important to continue our efforts as a city if not as a state to continue be rooiktd the access to cigarettes particularly at journeying or younger ages that is advocated by the groups like the Tobacco Free Coalition i want to thank them theyre not just here in San Francisco but the entire region and all over the country working with the Health Department making sure that supervisor wiener and not only Pay Attention it the science and data it is going on but that we do our best to end the suffering that is brought by by longterm smoking that obviously is the cause of cancer and asthma and Heart Disease we do our best to educate the public in doing so if not the industry that sells overseeing products and ultimate our kids are your family when in their 18 and 19 is shown that the coalition has shown over and over youre putting that some 95 percent of long term smokers had begun smoking at the age of 18 perhaps younger and as certain under the age of 21 those habit are so hard to end voluntarily so thats why we have to go to many other front to try to do this and thats why i think that the supervisor wiener has found a person cause and Public Health health cause if the violation kriebs the department of health to make sure that we do what we can to end our these diseases as much as we can to make sure that we also reflect as the mayor of the city if we can save a lot of money if we are able the medical systems we have to have in place it treat cancer and asthma with smoking is an incredible experience to the Public Safety the cleaner air with the Coalition Work on families that Secondhand Smoke impacts this has another critical reason why we want to do as much as we can and i think were on the overview we know that supervisor wiener is already in contact with the Governors Office as we are and with his the 1184 particularly senator leno and senator henrys to insure that the state which maybe hopefully in our minds the second to join hawaii to end the sales of Tobacco Products and less people under 9 age of 21 it doesnt make it right because your 21 you buy Tobacco Products wild to end it. Everyone hopefully with the adult level of age 21 that people make Better Health decision tore themselves and their family so i take this opportunity to thank the coalition i know that in looking at the data as they have done in working with us this year was a strong sense interest the data it the smoking rates are higher amongst people of closer and amongst the let the record reflect community and other xhucht we rank it with a hard impact sales work that is done by Tobacco Industry the may or may not Lgbt Community thats where we really have good data to show that the more we do to educate your communities be about this the better off well be so with all that background i want to say to supervisor wiener you have again showing the good leadership im going to give the pen avenue we sign this your accumulate more pens than anyone but thank you for your leadership and also working with such important groups like the Tobacco Free Coalition supervisor wiener id like to invite you up here to say a few words thank you, mayor ed lee ill give that pen to the advocates and the district for theyre really horroric work tutor sing a song full of the hope that the present has brought us; 24 legislation in a way that highlights this critically important issue San Francisco for many years has been on the cuttingedge of Public Safety whether around hiv or led pant and sugar sweetened beverage whatever the case weave been from the forefront and once again we are in the fire hydrant of what i hope will be a tile waive of proving Health Legislation that eliminates tobacco use in this country this is a huge problem weve been involved in a 50year struggle but with the tobacco city that produces a product with no benefit whatsoever that kills a half a Million People every year 34 is a serious issue and serious punting kiss im proud we live in a city where we can be on the cuttingedge where the politics of this city allows us at city hall to make Good Progressive policy i also want to say we know were up against a very well financed component the tobacco destroy for decades has fought ever effort to try to control tobacco use and enemy linkage between their pursuit and the health we know that hillsborough tried to do that they have spent their legislation after an expensive lawsuit by the Tobacco Industry we in San Francisco are willing to fight that fight that is amount about our city thank you to the department of Public Health we sometimes dont roles e releases how lucky with the best putting department that supports our efforts to make good laws that vascular critical exercise an Amazing Agency and our advocates for give us the political spouse space to to be able to do this and as the mayor adu u.
