Good afternoon, commissioners my name is collin im 38 nebraska street in San Francisco i want to focus on some of the specifications of the makings of this project that betsy outlined this is a key lot in Bernal Heights if youre on the street at the fulsome looking across the hillside this is a prominent position a Critical Development see this area of Bernal Heights and we run the risk of ended up with a huge ugly Inappropriate Development right here you may say theyre one large lots or 4 large houses that is currently open space where you regard them as individual homes or a block of large homes by the mass and scale are out of character the residential Design Guidelines underscore the connection between building scale and neighborhood character im quoting here from the Design Guidelines 2003 essential for building scale to be compatible with that of surrounding buildings in order to preserve the neighborhood character scaled buildings will seem i think compatible and inharmonious with their surrounding weve spent a lot of time looking at this project we have one and 50 neighbors are engaged on this project were concerned about the way it is moving forward right now. If we look at mass in daily and try to understand the density ratio of those houses compares to the houses in the immediate vicinity the mrntdz plans are for 4 large new luxury homes averaging 2000 one hundred plus square feet of liveable space on lots one thousand plus square feet in addition the 4 large homes include state and federal hundred nonliveable spaces garages and roof decks point out that roof deck are out of character and easily could be removed if you take those ratios and compare to the existing ratios existing nearby homes average 13 hundred and 13 square feet of liveable space on lots averaging 2000 and 64 square feet this is referenced in our petition as exhibit 9 and it under skwoerz the fact the developer is a proposing to flipflop the amount of Square Footage on the size of the lots in short the proposed project will put roughly 8 hundred additional square feet of liveable space on the 4 lots that are already smaller on the neighborhood average. Hello, im michael i was asked the commission to look at a couple of things paratransit height the existing grades for decades was the sidewalk level and when the Water Department put their tunnel 0 through brer natural whatever a fence made and all of a sudden the height requirement is going up you know the height limit goes up from the fence height that was eventually built by a Family Member and not a developer thats kind of weird and ill request an Environmental Impact there is a tunnel was supposed to be 40 feet and the tunnel machine they make the tunnel closer to the ground i request some kind of Environmental Review before that kind of thing this house is built the two of the 3 on powell hat even sit directly over the tunnel it is fairly close theyre digging down so i just request that you look at this thing alternate plus on the tunnel on one of the properties theyll have to be moved at the extension of the taxpayer where will the fence go whos property will it go on all im asking is you look at this stuff. Good afternoon my name is steve ive lived across the triangle for 26 years i want to provide overview the community met where the developer that included the east slope neighborhood meetings and the all of a sudden mediation with david chjiu and those times the developer acted in good faith there are highlights at the proposed mediation supervisor david chiu separated the two sides the developers position hell make no changes so the mediation was scheduled no mediation occurred the developer responded for the east slope design board and failed to ask for changes our face to face interactions hes been aggressive and bullying theyve ended with threats what do i do to punish the folks in the neighborhood the developers are tearing down the notices about the development and this meeting today this is infringed on the neighbors right to communicate and removed over thirty notices within a 3 week period approximately, one week ago the large Public Notices were posted on Bernal Heights boulevard were torn down our neighborhood is a wind tunnel and despite that the developer tore down the notices the large notices have not been replaced on bruno heights boulevard not in place and pa maybe effected the participation in todays here the communities have been ignored and theyve focused on the stairway and slain u shaping may or may not be a positive addition narrow sdaurdz or stairways which attracted underaged folks with bottles and trash for the neighbors to deal with and no plan for maintenance were asking the Planning Commission not to approve this and require the developer to operate in good faith and honestly comply with the east slope guidelines thank you for your attention. Good afternoon thank you very much for the commission to hear my thoughts i live on nebraska street downhill from this property property ive been watching the unfettered luxury housing fail to solve any of the citys Planning Issues just to be clear im in support of sensible two Scale Development it fits into the character those properties are out of scale to the surrounding houses each one of the properties between 2 and a half and 3 and a half times the Square Footage of my own house down the street i can only surmise the building is greed in todays market each one of the properties will sell for more than 2 million that is not a good argument those properties present a wall of milked townhomes they remove parking space and reduce sidewalk access to the only place a sidewalks placed on the road and it removed excuse me reaches the parishes necessary for increased of the population and density id like to see a more reversed and respectful proposal for those properties in my neighborhood thank you very much. Good afternoon i live on the corner of apprentices street a block west of the proposed site looked on that project for 26 years and never creamed it would be developed ive enjoyed accident trees and when i discovered it was oh, oh theyll have to make them as big as the other houses to the fetter this is a place that we want not to make it bigger and not only has this developer i mean as far gotten away with two or three parcels into 4 parcels and building on every part of that space i strongly obtain to this staircase that is built in the rightofway i consider that a theft of little open space will be left once those giant buildings lets hope they dont get built i hope youll see this is senseless to approve this out of scale that the staircase is like a carrot to the neighborhood and on the open space a carve out street right away we dont need another staircase this is a staircase that the neighborhood approves in the Bernal Heights Improvement Committee approved the last staircase up Nevada Street so it is like stealing more the open space and should be left to some kind of consolation for the outrage of a development thank you. Hello commissioners noisome a barbara i live a block from the project i watched the improvement Infrastructure Project funded by prop a and prop k this haded with the massing seems strictly on the fact that there are predators backyard and the existing public rightofway no reference to the eastern sloping the purpose to currently the developers to beaked their facades and discourage this wall of excuse me on the pictures youve seen vision zero it seems to me with these introduction of garages you, you cant help but create a degree of safety hazard but ought to be paying attention to the hazard that is transferred with the line of sight with the garage doors flush with the sidewalk there is no line of sight it introduces new hazards to pedestrians passing by and seems that ousted to be paengd and more concern for keeping the pedestrians safe thank you very much. Ill just keep on going to speak to floor area the buildings with typical in size so for familysized dwelling in looking at the handbagable space they range from 2000 to 2200 square feet and the bedroom count in each ranks from three to four bedrooms so weve got role nice familysized housing with three or four bedrooms a piece we dont see this focus on Family Housing and you know, i think that 2000, 2200 square feet homes will not be considered a monster home you see two bedrooms that are 2200 square feet with so many talk about will take away the residential Design Guidelines and the east slope guidelines that are is the massing does that fit in with the neighborhood character, of course, we dont see the floor area from the outside and not necessarily relevant to whether or not the building themselves fit in and a so thanks for the projector and heres the rendering with the buildings rendered in youll see the building step with the typography as well as the existing homes on the block bernal coming down hill and the bernal homes second story at the street one home were putting on bernal will be second story and the existing homes on Asian Pacific islander hated even were doing three story and the homes up slope on bernal keeping the bernal homes 2 stories above grade and looking down on Asian Pacific islander haitian hat even and keeping 3 stories and going down grade 3 thousand square feet below grade so it is built into the home with the type of topography one other thing i mentioned in terms of spacing in the neighborhood it is actually, the 40 bernal is 2 streets away from the adjacent neighbor across the street you have Bernal Heights boulevard and the streets we have a distance of separation as youre going uphill and homes considered to be impacted but i think the real essential of the project is well spaced and family that continues to maintain a significant amount of open space taking into account the diagram here so the green areas are the areas where the home is not builds above grade if you look at the 4 buildings their respectly taking of 43 and 53 and 56 and another 56 of the lot of the newly created lots this is in contrast to the homes up the street from 46 to 78 percent coverage most of them in the 50s and 60s were actually constructing allows above grade mass than on the block one of the positive results with the meetings with the east slope design doesnt do the homes were to read like more families and diminished with materials and has the family feel the neighborhood now kind of getting into the open space 202 3rds of the Bernal Heights frontage it will be setback 23 feet with trees and others shaping those homes are here only go above grade on bernal by half to a full floor and screened with landscaping as you can see an image of that here. So as youre looking at bernal mostly landscaping with one single second story home at the top as you come around you have the unimproved street this is open space and public land and street trees that are going to connect that open space with the new public staircase as also mentioned in addition to the street trees were expanding the width of the sidewalk over 8 feet the sidewalk will increase in size and thats the gem of the project that is providing this pubically assessable landscaped public staircase it is a great opportunity to ride the Public Access to the street not on area that is particularly welcoming to folks that enjoy and be on the space that will provide new connections in the neighborhood and new public visa takes this is you know taken on maintenance will be written into the obligation of the homes adjacent one of the modifications made as part of discussion with the east slope board to make those homes actually assessable directly to the staircase theyll be taken care of you know legally bound to take care of the staircase weve done a lot of work and had two meetings with the etc. Slope designer board and other 2 meetings with the neighborhood in general heights have been reduced again, the mason has been shift those are positive conversations we were at the board on a challenge of the subdivision of the lot and the 4 lots that was unanimously denied so were we think this is a really bad great opportunity to provide 4 new real three and four bedrooms not huge roughly 2000 square feet and sensely providing open space to continue with the neighborhood family provides open space as you can see from the diagrams results in the new public staircase and benefits the city with the new familysized houses for those reason we respectfully ask the commission to approve the project if you have any questions, well be happy to answer them. Family housing were building here a family neighborhood family those are not condos not townhomes we know that vacant land is you know is very hard to get in San Francisco when we get it doing everything we can to deal with that you know families in San Francisco didnt matter who moves in the fact youre trying to create a home for a family are anyone that wants to move in you cant go in there in the vcr and 60s at the built homes in Bernal Heights they were 15 hundred square feet now these homes are you know 2000 square feet or 2200 three and four bedroom homes if thats not what the city needs or requires i dont know what the need as far as im concerned, a perfect fit in a Good Neighborhood for good names so in saying you know we started the project we worked adamantlyly it as far as im concerned, with the neighbors we reduced the Square Footage from the original plan by a couple hundred of square feet and reduced the heights of these houses by 8 feet of Bernal Heights boulevard and 3 feet only each of the houses on Asian Pacific islander hat even we started this application we met with the Planning Department and theyre the ones that gave us the guidelines of. Hi i currently live in the sunset area which is also a nice quiet neighborhood like Bernal Heights i lived in Bernal Heights for many, many years and totally miss that is a transition from sun to fog which i havent seen the sun all summer probably wont ive been looking for years to give back to Bernal Heights we have a large extended family and need a lot of space spy daughterinlaw family is their health is will failing and need to get them in to 2 of the four homes is perfect for my son and children and their parents it is neither here nor there impossible to buy a home in the city as it is to find a home with a legal space to put our parents is nonxoivent and here they are offering two such spaces i appreciate no one wanted their neighborhood changed those houses do drag us in the 21st century and nothing new since the vcr a50s and 60s really bad want i really bad need these homes this is a real life issue with families getting older and have to take care of them and no space in a 12 square feet home. Haney and design in our great city for the last 20 years and one thing that stand out with this project personally i think that almost i dont think ive done any project with that situation with that these four buildings do not effect anybody we have 3 homes on Asian Pacific islander hat even that are facing the street you know across the street two homes which face each not this building so we have no shadow issue no privacy issue we are bringing a great opportunity to improve carveer street with great escaping and increasing the size of the sidewalk so i think i know the change is tough especially with People Living in the area for a long time we feel that well be bring something to the neighborhood on the other side of the street the smallest home second story with the Bernal Heights boulevard nobody around is no shadow and privacy issues in front of that no homes for 2 blocks almost i feel this project is reasonable and were available for any questions or comments you may have. And you know this is the kind of thing that pass people there are foe choices when youre trying to buy a new family and as far as the open space privately owned not Public Open Space a lot of people like looking at out you dont own is it is better to be built for housing and not sitting there it is useless space on the commission we look at each project that is done very well surfaced the roof deck im open to the roof deck ill see what my fellow commissioners have to say theyre short but can certainly sport any modification through i dont see that is necessary and as far as the setbacks where this is 3 feet on the sides or 4 feet is really bad didnt make too much difference a setback and detached homes many homes in the city the vast majority have no setback their wall to wall on the sides so you know im not sure Bernal Heights probably averages quite a bit of room theyre small houses but typically in San Francisco we dont we have more attached homes and rather get a large home im fine with a small modification i dont think that is necessary but the builder is a Bernal Heights resident this is a very good project im completely in support see what my fellow commissioners have to say. Those percentages are showing that building Area Footprint to lot area ratio and this is sort of the existing mid block of preexisting building adjacent to pro hat even and this kind of shows the proposed block that will compliment the thoroughfare you know mid block. As i look at this map this is informative the lots covered to the immediate neighbors is less 43 and 53 percent. It is compatible and going back to the typical lot size and width and depth you see positive as a 450 feet width and 60 foot width were trying to deal with the unique depth and width in the neighborhood in general. Great then great there is lots of things to work on like the articulation through color, maybe the corner lot has a pitched roof i like the idea of a roof space that might be one way of differentiating the properties take the largest one instead of that having a large roof deck and across the four lots i think and the only other thing i dont know that is against something we dont need to you know write off right here but landscaping as part of master plan as having the tax and getting rid of of that wall whether three or four feet you see green instead of concrete; right . There are 6 on mission st. , three on market, 21 ocean, and another six in the downtown area. Of San Francisco. I believe this dispensary will be the first in a residential area. So far in the past 10 years [inaudible] the owner of this building now is really very very hard to get the maintenance dump it i have to fight them with the rent board for the past three years. Before i can get the repairs done in our unit. As you can see, the front she just recently painted the back of the front, of our apartment this Apartment Building is a much dilapidated it so humiliating if you get this is committed to the front, it looks like a slum. The green point that was painted that was [inaudible] about 56 years ago when there was this was a store before. Originally, 30 years ago it was a [inaudible] shop. Then it became a liquor store. The liquor store did not make it for a couple of years and moved out and theres the progress. She was the last one. I him really opposed. With that, about the landlord. Can i continue, please . Its very important. The parking, we may call on the. Love 30 seconds. Please. Parking is telugu atmosphere more than 30 years. Now im getting parking tickets the same spot in front. I live in San Francisco. I live in 13 years. I am here to speak about mcd in general. We have 28 mcd in San Francisco. Im not going to argue about the medicinal benefits of the mcd. Im not going to argue. Its definitely might have some use for it but i think theres too many mcds. I think with the advent of Delivery Service like east meadow and my friends are also working on the Delivery Service, theres no reason to have any more mcds until theres no regulation. We know that the use of the flawed system and if we can go [inaudible] we can come in the van give you the prescription and take the cart by its and give it to your friend including minors. It has been a lot of abuse in the Minor Community and the underage children. I think what we need to focus here is about mentoring the quality of life in San Francisco. A lot of neighborhoods are getting gentrified. It createsit alters the quality of life in the neighborhood and i think we need to refocus on Community Building and bring the Community Together and i have a lot to say, but im out of time. Commissioners we are obliged to go up or down so ill give you some of my thoughts. First of all, i served in the past with shelley bell and shes representing the project sponsor as pointed out this doesnt it be the type of dispensary that will not have any onsite consumption and will do a lot of deliberate and will probably try to target seniors and veterans and a lot of things that we wish we had had some of the other ones. One of the problems we have with this whole thing which wasnt done very well at the very beginning by the state of california, is first come first serve. When its hard to get more into their and theres a terrible distribution. I mean, there are places the United States where liquor is run by state Liquor Stores and regulated by areas by population and you go there and its not the wild wild west where everybody is in business on a product. So, i think thats unfortunate that theyre not in San Mateo County which is thriving. Part of this whole thing. I mean, hopefully, if marijuana is legalized, in november, and im not sure thats a slamdunk, medieval do a better job with that. Because its very handled very poorly and it works against some of the better sponsors and this one probably is. You know, it ends up with the clustering and a lot of other things that are occurring. But, on the other side of the coin, weve had huge numbers of people actually who live in the neighborhood whove come out in opposition to weve had some major public figures. The existing supervisor i understand both of the two candidates that are running for supervisor are both in opposition. Davidwho is in the doe city councilman but candidate for supervisor San Mateo County, was important, in my mind, capt. Mcfadden because he ishe and his forces are the ones who have to deal with palms that are generated by this spencer es and so dispensaries so thats way heavily on me. Obviously, all the things that been said traditionally about these businesses where theres a lot of cash and may not be the customers who may not be the dispensary but the fact that money and the product out on the street leads, can lead to assaults and robberies and other things, but that just comes with any of these. Its unfortunate we have five within 1. 5 miles, which is high concentration. So the idea that someone in this neighborhood who is in need of medical marijuana is not being served of course is not the case because theres plenty of them already there. I also had testimony from the people with the San Francisco Christian Center, which are within 1000 feet. That qualifies in school even though apparently they have a lot of youngsters there after school which should be the same as being the school but i think technically under the law you have to be an actual Elementary School possibly even a public Elementary School, to be within that 1000 ft. 2. There are also were allegations presented by one of the speakers about the upkeep of the property. I am not sure this really has anything to do with the project sponsor because im not sure she is necessarily on. She may be a writer. I dont really know about that, but that is interesting there were that many problems going on. So, thats another concern. Those are the parking problems have been brought up. I think the representations that the body shop would be available for parking probably doesnt look right that scored to be the case. However, as one speaker said, parking is something we have to deal with all over in San Francisco but it does look like this are pretty congested area. It might add already existing problems. So, i will see with the other commissioners have to say. Having made a definite decision on this one i can certainly see both sides. Obviously, this project sponsor has every right to have a dispensary as anyone else would. Thats not the issue. The issue is the mother to many . The number does not one and mark were having a lot of problems already. The police are against it. Many elected officials in the area are against it. So, that is the difficulty that i have. Commissioner wu thank you two responses to Public Comment. I agree that theres no need theres no basis for the stigma around medical marijuana to we have heard so many mcds here in this debate sort of comes up every time. I think that we have said again and again as a mission we believe that medical marijuana is important for the people for health. Secondly, do think its a true that the majority of operators are not people of color and are not women and that is a real concern. The challenge for us is the permit goes with the land and can keep the permit the operator. So, its a Land Use Decision and not an operator decision. The clustering challenge willie as a challenge. I do believe that there is an over saturation in this neighborhood. It was a hard hearing to go through and december 2014 with spark again who may be a better operator and may not be come about like i said, the permit goes without land. I do believe believe there should be some geographic equity. This commission turned down and mcd i think was in Fishermans Wharf. That was one i supported it but i do not support the spark in 2014 and i cant sport this one tonight. Commissioner johnson thank you much. I think i echo commissioner antonini in this operator seems up a great player and i think we are able to open a dispensary. Are you are able to serve the clients you want to aye definitely want to see not just a graphic equity with and cds but also diversity with their ownership and operators. I definitely support that. I like the way you set yourselves up if we ever get to this point in the commission i do have some questions about how you actually been to operate. I spent a lot of time in your documentation in your operating plan. But for now, ill just keep my comments highlevel and kind of see where we are going. I definitely at, commissioner echo commissioner wu in the past this commission is supported marijuana use. Echoing the person you reject a lot of arguments that talk about criminalizing or stigmatizing marijuana use. I think the world is changing and i dont find those arguments sway me in terms of looking at and mcd location and whether not you should or should not be somewhere. However, i am concerned about the clustering issue and also, just also in terms of how it also coincides with this operator intends to serve, whenever weve had clustering issues the past, were discussed clustering issues, or slave also listen to operators who make a very strong case that their clients tell clientele is local to where there shunted maybe if there are mcds week other operators say, yes, but the clientele i didnt to serve lives within this neighborhood where these neighborhoods and these are the people in targeting so this why my location should be here. In this case, i really felt was looking at the documentation listen to Public Comment this location is here because thats only place he can be. Not necessarily because as a special claim on the population in this area which is probably why we are seeing so many people from Public Comment coming up from the neighborhood did not arresting them opposite because i think would be here anyway but why we havent seen as many other people have said im in a locked down the street and use this place. Right. I think that swayze when i think about the landuse decision here. Which apart from the usage its who youre serving on why are you in this particular piece of land. I do hope that i wonder other commissioners but highlevel, i disagree with commissioner johnck i think the state ballot measure has a good chance of passing and hopefully the work we have ongoing within the city to think about how do we legislate a legal use, a legal use of marijuana i hope that one form of future decision on this. Oddly, will be able to fix some of the issues we have oh green zones. Expand some of them and hopefully look at these how is this use pattern and how will it physically represent is a good i would also talk about we talked to dispensaries and operator models with them but theres everything from what people might think of more like a bar where alcohol is served all the way to think about a pharmacy and more by medical institutional type of usage. So im looking forward to seeing how this city thinks about with the physical representation of this when you should be. I would like to hear other commissioners and their thoughts. I am definitely on the fence with this one but ill say i am support of the operator of mcds in general. I do not know that this particular spot is good for this usage for a lot of reasons, not just because the neighborhood opposition. Thank you each and every one is very difficult. Theres 28 dispensaries in the city rainout and went to bed late Delivery Services options. Available so citywide, there is i think enough and maybe even comparable to some other uses will be less than 20 bui on those services as well. Its difficult i think in this particular case the clustering aspect is coming to play. There is clearly large opposition or turnout from the neighborhood opposed. You have to listen to that. I think this operator has finally nothing do with this operator and im sure this operator is cooking the Business Plan looks fantastic and commissioner wu pointed out its a landuse decision we do make not approve the business type. The sfpd is an important person to speak opposed to this. You have to listen i think to what he says and on about years, on the ground really feel for whats going on in the neighborhood. I want to point out what sort of in a crossroads with november coming up and i know the departments and other agencies of the city of the discussed a little bit about because pass in november of this body and the rest rest of the cities can attribute this to be doing with the green zones . To expand them baby director can speak to that. I know with just started commissioners there has been a couple menu that Cannabis Task force. I think may wonder two people in the room on that task force. Its primarily tasked with looking what happens if the measure does passn in november. To get ready for that passage i also think they been talking about other aspects such as the green zone and extending where and cds might be able to go. I dont think they havei think theres a general sense on the task force from what i understand them of doing that. But that is required legislation to my knowledge. Theres been no legislation currently in the works to get and i dont honestly dont know the timeframe for such legislation. Of course, if it passes november we want to be ready, the city to propose regulations for how we would allow them to this obesity located thank you for that. Commissioner moore i been sitting on this commission for the last 12 years and i commend this commission not for one moment having shied away from a very candid conversation about i think on and everything in between, but acknowledging the previous speakers in the end, it is the venues decision and nothing else. While, in the heart of all hearts, ownership equity etc. Is an extremely important thing to keep in mind no matter what we do and where we do it this is not about ownership equity. This is about simply landuse. We, over the years and this is no time frame 045 years had very candid quite loud and controversial discussions including recommendations from supervisor avalos who felt we were not paying specific attention to the boundary of his district. He has us much closer to the community and we see here a group for a number of hours but we are not in it every day. And i believe that clustering is now without bond door was closing, to come in a very serious issue and that even more so, because of the upcoming change potentially in october and the very [inaudible] we would have to basically reinvent how we look at the entire phenomenon and in my heart of hearts, i believe this will also become more an issue of a commercial corridor with the infrastructure more resilient and more clearly helping business regulate themselves including appropriate behaviors, etc. , but with we have seen this year, really at the bottom of a residential building, i have big second thoughts about this particular location is even the right locati. Im very sad to hear one of the speakers summarizing that unfortunately, the building is already in questionable shape. 14, on top of that the building has an almost decadelong history of violations with cbi and the building issues. That doesnt make me feel comfortable. Another question i had myself and weve seen quite a few and cds and will work out plans in the past. This is a very small piece from a very small operation. Is it large enough for what sounds like a very solid and very people oriented and positive plan. Those are all questions but ultimately, no landuse, my biggest questions are i do have lots of hesitance to support this and partially because of the saturation that is already existed commissioner richards i misread in support of medical cannabis. I actually went against District Supervisor recently whose staff and i believe himself did not want an mcd in his dish. I was ready as i came in this room to vote [inaudible] because im independent i did go to for spark in december of 2014. I voted doing, vote against the city was on Fishermans Wharf because i like you to put one on the were easily and completely inappropriate place. As i heard all the speakers and i got think everybody for and against. My pluses and minuses here, we had the existing supervisor not support this project. The two major candidates for his succession his office, not supporting it. The police capt. Mcfadden not supporting that we had no birds leavers and the word Neighborhood Association not supported and in the amount of neighbors not supporting it. That withstanding, its not a popularity contest but as we keep going down the list, clustering is a big issue for me. I get whole issue around then use equity i dont think anybody decided in 2005 or 24 would put everything in district 11. It was just with the green zone fell because you have this many schools clustered the. Love more than 1000 feet. Thats why so many parcels i guess available. We do have two and cds in my neighborhood in the castro [inaudible] because its more schools clustered there. I do believe theres a safety issue. Around this. That it does bring people who do medical marijuana towards him and to be honest with you, the housing issue where San Francisco is been asked to pick up the slack percent of clerk in San Mateo County because of the zoning restrictions that the mile so feel a little bit not even a little bit month, flabbergasted were asked to pick up the fact they dont have the mcds and we are trying to it feels like when i go to reno, and right on the california side border and across it, always seven casinos. If you look at the way these things are there to the city line on the map i can see is that we know of it. The coming right here on the border people are coming here from wherever. South and their current cliqueish that coming there by their stuff pick up and leave. I think theyre going to come in and patronize the businesses they could create other issues. I did have questions around experience. Issues with the operative i know as a team that i do have no concerns for the needs of medical cannabis in this neighborhood is met. The Delivery Services available. I do think there is a negative impact on existing businesses. Somebody brought up the fact that businesses wont open with her somebody mcds in the neighborhood. I believe that. I think on this one, welcome witnesses on the edge of the residential and the beginning of a commercial is an issue for me in the physical building issues are also a big concern especially around to consider security. On the plus side, theres the benefit of medical campus. I see toward seniors and veterans although im imagine its open to everybody. Absolute, understanding the issue around the equity spending the money around in different communities can absolutely understand that. I know we would bring jobs to committees to the community that serving as well as communities that have a higher unemployment rate. Feels a vacant storefront is pretty dilapidated. I want to ask the woman whos on the Cannabis Task force him and make a few statements here in a minute. I know there might be somebody else if you want to come up as well . Can you theres three people, please. If you folks can share with us kind of where things are going because we have now until november theres still a couple more applications pending good i see more than a couple. 15. Thats a lot. Can you let us know what you think things are getting out . I could pass his own believe were talking but the greens of. We had a presentation from arun start in our july meeting to take up the subject in august and openly, with some recommendations for the board of supervisors. Second commissioner antonini i just wanted, and im going to vote for the motion but i would encourage project sponsor it sounds like you have a very goodthe site is not the right one. Under the present law theres not a lot of other choices but this happens to be an area where theres been enormous amounts of opposition because of the clustering and the saturation and other issues that were raised. Perhaps not before november but before the might be other sites in the city might be appropriate to do it may be better fit and hopefully also have more equity of medical marijuana dispensaries in areas that are underserved at this particular time. So, thats my input on it commissioner richards commissioners of is a motion im sorry. Thanks. I want to ask reason know youre in the midst of emotion right now, but considering all the changes that are going to happen from what we do or dont know is been a happen in november, can weto give us an opportunity to talk more to the community . Because i did just talk to the captain and we talked about some things. Can we ask you to do a continuation until sometime in january . It gives her a chance to talk to the owner of the building concerns and it gives her an opportunity to talk the more the community and for all we know, when the legislation passes, the opportunity to move elsewhere or maybe one of the other ones shutting down because the land use issue. It might create this as a spot did i know theres a lot of neighborhood opposition and i think theyre still needs to be some kind of talk to god because it is a different market i am just asking, we table this and do it sometime in january after the task force in the board and everybody has had an opportunity to look at it . I will asked staff if we take a motion to disapprove the project, when could the project sponsor bring a project back at this site . Dublin washington southwest dish. Commissioner moore i would agree that observation is the one thing i like the department to think about should the legislation october created significant shift of how we are going about approval, that for reasons of ownership equity and Small Business under which this particular because of his size and model, there is indeed helping extended to small operators like this particular one by which there will be facilitated in a particular way. This location is very significant. This was the very first and only location granted by the board of supervisors for the street artist when the Program Began in 1972. How does a person become a street artist . There are two major tenants. You must make the work yourself and you must sell the work yourself. A street artist, the license, then submitting the work to a committee of artists. This committee actually watches them make the work in front of them so that we can verify that it is all their own work. What happened during the holiday to make this an exciting location . This would be a magic time of year. You would probably see this place is jammed with street artists. As the no, there is a lottery held at 6 in the morning. That is how sought after the spaces are. You might get as many as 150 street artists to show up for 50 spaces. What other areas can a licensed street artist go to . They can go to the Fishermans Wharf area. They can go in and around union square. We have space is now up in the castro, in fact. How many are there . We have about 420. Are they here all year round . Out of the 420, i know 150 to sell all year round. I mean like fiveseven days a week. Are they making their living of of this . This is their sole source of income for many. How long have you been with this program. How much has it changed . I have been with the Program Since it began 37 and a half years ago but i have seen changes in the trend. Fashion comes and goes. I think that you can still find plenty of titis perhaps. This is because the 60s is retro for a lot of people. I have seen that come back, yes.
