Commissioners again, thank you very much this is a wonderful opportunity to talk about many of the thought unbelievable units and the internet crimes against children within the special victims unit has been doing in a couple of years we have the opportunity to give me the unit certifies ill read what theyve done that led to the recognize that is so well deserved as mentioned you have Sergeant Christopher sergeant liza and william and sergeant jessica no o cotton and others in late 2013 two fulltime sashths to he did internet Sergeant Christopher and lisa were the initial investigators assigned to the unit to combat the growing treaty of online child appropriation since then theyve been assigned to the delicate task of investigating internet crimes against children a horrific crime that should not go uninvestigated those two delineated investigators were joined by william and assigned by jessica and candice the 5 members here the unit investigates individuals that exist children through the production and sdwrks and position of child porn debris and online intimidate those investigators have tooirlgs investigated more than 4 hundred internet crimes childrens cases that led to the arrest of one and 10 suspects the serious expiation 9 impact of their investigations pan across San Francisco, california and quite frankly the globe in all i cca the goal to rescue a child victim theyre identified and located children in stock that wisconsin, florida and maryland new york canada mexico and Great Britain the unit is a member of the Silicon Valley crimes against Children Task force which is allowed them to collaborate with state and local and subconsciously agencies the i cca are federal Task Force Officers with the department of homeland and have brought dozens of cases to the they strive to make the world a safer place for children in raising Public Awareness on internet safety the i cca speak and educate children and parents on internet safety through School Presentations train Law Enforcement on sf Child Exploitation cases and gave a keynote speaker speech to the security conference with over thirty thousand people the cca unit is in the forefront of the investigative techniques in the area of siberia crime with the dollar cover operations they lead Environmental Impact report use of the Forensics Software using good ole fashioned police work theyve development into one of the successful i cca teams in the country they created and maintain a field of field exploitations and investigations is an ever going issue within city and county of San Francisco and quite frankly throughout the world theyre an invariable unit for the sfpd and at the forefront of it is with great honorable those investigators are recognized for their outstanding work in internet crimes and special victims unit i want to thank you and chief chaplin certification award for all the members of the San Francisco Police Department thank you. clapping. before i present the award i want to say this is a tough unit i had a commander position and worked under me that is a fast statement to say 33 this they have more work than they can handle this is one of the toughest jobs to deal with because it is internet crimes against children and have to be exposed to horrific things day to day and do this and do a statistical last year job so much so theyre here to get the sifgdz without further ado, ill start are with christopher. clapping. sergeant. clapping. sergeant candice louis. clapping. last but not least Sergeant William letter. clapping. again, thank you for your services and keep up the good work. Good evening to the Police Commission director joyce hicks and chief chaplin it is with great honorable to reintroduce officer Joanne Walker i think that officer walker here epitomize the spirit of Community Policing that type of officer she ive known her for her entire career that is in her dna to help people she is so good at it she has performed crisis intervention in might office. For you personally. I want to make sure. She does it on a quiet regulars basis and really good at it and just like that the community and at the station she has been so outstanding with giving up of home share to the community so again she simply continues to above and beyond the call of duty ill let the record reflect that we at park station radio clearly clearly so proud of officer walker commissioners officer walker. I went to the formal presentation by the tom gilberty loretta and officer walker was one of the 11 recipients only 11 of those awards and there was a young man that got one of the awards that was last week the Academy Awards there were on 11 awards that officer walker received that was think invaluable award one of the first recipients part of the first recipients in the inflation to get in it is a huge kudos for what she does at work but more importantly when they clocks out goes to another job on a suicide presentation hotline you cant count the number of lives shes saved thats why she got this it shows her dedication and commitment beyond 9 to 5 and i know i dont know how she finds the time i appreciate the commission for honoring her with the certificate of merit and officer walker congratulations. Well, i wont call you other on our crisis in return but number 2 i like to say the community was really what drove this they accepted me and some people have problems with the fact i was am a Police Officer but the person that hired me made sure that everyone was aware of why i was there why i was doing it and then tapped into any skills and i tapped into their skills at the end of the day were a team and all of us are effected by someone in crisis somewhere so the more we know the more were able to help other people and thank you for the recognition officer walker i shared that with you previously when privately when the United States department of defense they highlighted there are a number of things to be addressed there are hard working men and women in this department and you epitomize the wonderful caring for the community and we were specifically recognized as we go through this process of performance and trofks to make sure we are working and supporting officers while we make the changes we need to make so it is very important you know the roll youll play as we go forward and recognize not only in washington by here in San Francisco. Reports to the commission discuss chiefs report to allow the police chief to report on recent Police Activities with crime interferences and make announcements feet week dream force and l s update in regards to the collaborative review. Ill start out with fleet week with the lombard from the central to the northern arena and officers prevented crime in the Community Great job performed but all tens of thousand of people on the embarcadero and the statistics on saturday the 8 central we had one drunk public arrest and 4 medical calls one cited for drinking and thirty victims in a capsized boat a heroic effort by many citizens and others helped out illegal vending 3 reports, 5 certifications and 6 reports extracted the southern and northern had no arrests or incidents of note sunday october 9th in the central was one drunk individual and illegal 5 reports and 6 cars confiscated the italian heritage and the central we had 3 missed calls 7 advise for drinking collaboratives and the dream force to mention all the event went well around the convention and to and from hotels superbowl enlightenment and adjusted the hours for the foot beat at night to a point that the department received compliments the San Francisco playoff game sadly over no events of note there other than 5 drunk arrests and 4 from inside of venue and 4 from outside and ill go into the crime status before i im going to turn it over to professional standard our homicide rate is 42 this year up 2 percent compared to evidentially 2013 and 16 of the homicide were cleared by arrests this year and shootings are up 7 percent compared to 2015 from one 31 and 2015 and crime citywide is do you only 14 percent robberies down 14 percent and year to date over 8 hundred burglaries are down and others are update on the major crimes myself and commissioner wiven did a trip to the Central District to portsmouth square we addressed what with regards to the arrests a couple of arrest warrant and announced two arrests in that case and grant the property two arrests in that case core rattled two individuals part of an Ongoing Investigation there were 2 arrests and we told the public we encouraging them to talk to anyone that may have been in this particular crime to step up it paid off one walked into the Central Station and had a case if august this year the loss was 20 thousands our homicides we have a few reporting period on 10 slash 7 we had one at the location of plymouth and broad and no arrests made a town hall meeting out in the terryville in about an hour with regards to this with the supervisor avalos attending and the terryville captain attending in this particular case a cause of multiple people shot the officers witnessed the shooting one person deceased and also a victim shot in the right angle and homicide investigating the second case with an on the next day local 551 hours on the block of 60 no arrests and the officers the victim was lying on the transported to San Francisco general and pronunciations deceased the next case occurred to days later on 10 slash 10 in the block in the terryville no arrests made that was on 10 slash 10 of 16 approximately 10 00 p. M. Responded to a person lying on the ground with a wound to the head the officer observed blood from the victims head and rendered aid they surveyed the video the the subject property was deceased at the Gang Task Force are investigating that the shootings there are plenty ill go over the location and generally speak of them one an eddy and scott shot no arrests in this case on 107 the same day in the hours at hudson avenue and there was a spotter and no arrests if that particular case either next hud court a arrest the next day at one 08 the Police Officers responded and the witness said the suspect was a male in a wheelchair he was arrested and booked the Gangs Task Force was notified the next shooting on 10, 9 in ingleside no arrests at the 9 09 p. M. The officers responded regarding a report of shots fired the victim was shot in the back and no arrests in this case i this case the next same day spotter activation officers located a 9 millimeter 40 thousand cases and responded to a punish vehicle and located the vehicle and attempted to stop that vehicle it took off no arrests in this case and the next same day on the 800 block of valencia and several subject were detained no arrests on that the same day on 645 on valencia in the Mission District in arrests made on that one and there was one person shot laying on the ground on the north side of 26 street the victim had a gunshot wound and that was investigated and 10, 10 on 24th street and mission inform arrests this was at just after midnight on 1228 the officers respond to San Francisco General Hospital about the gunshot at the said a vehicle sped away they were uncooperative and refused to answer any questions the next on the three hundred block of central on a. M. And the officers respond they walked into the emergency room and felt a sharp pain and thought hed been shot and was uncooperative and not answer any questions no arrests on the mission on the 11 the next day after midnight the officers responded to shots fired no victims or casings were located at the scene the vehicles were located at the intersection of free way with damage that looked like it is caused by a bullet reporting victims one and two officers canvassed the area and located 3 video cameras and theyre investigating that one and on the 11 block of bayview another shooting no arrests made at the approximately 1444 hours which is 244 officers respondent to the avenue observed a large group and shots fired they searched the vehicle and officers spoke the victim she was not in the area all victims refused medical treatment that ended the many shootings reports for this reporting period with that, ill ask captain conley. No problem. I apologize the former prosecutor is concerned about the number of shootings within the last week and the number of homicides looming it there is activity in mroukt and broad we worked and i worked as a prosecutor im sure there is correlation i see in the bayview and the central and the Mission District with officers on the street and one in central im concerned about why do you think so many shootings happened last week whether or not we had an adequate number of officers or the dream force were we able to do in proactive Law Enforcement looking at individuals that are involved in those crimes what is the solution and what do you think this is one of the worse homicide reports ive seen since ive been on the commission. Just to address there is Ongoing Investigation and there are some links to some of the shootings i cant go into that. I dont expect you to. Youre right the terryville or lakeview had to murders and no murders since 2015 the end of 2015 was the last murder there was a thought two homicides make linked theyre investigating and that is addressed at the town hall meeting with supervisor avalos and the captain of attorney value theyre addressing that in the last few weeks weve had shootings across 8 Police Districts so there is no rhyme or reason their are a lot of them not linked and some of the shootings no people struck in one case the car description the car that was described was later involved in a cash crash with on of r one of our black and white unit an geneva avenue and the subject jumped out so that person was taken into custody and casings in the vehicle and they matched the description of the shots fired it looks like the same person that happen to be seen by one of our marked unit and see if this is a same person no rhyme or reason and there was a scattered deployment of officers people may have take advantage and most of shootings after midnight two or three in the morning and a lot of them walked to the hospital. Commissioner dejesus. Both of you and so and then commissioner walker. I had a question were talking about a one week period were talking about 5 homicides. No ill have to take a look for the reporting period. Yeah. 3. Plymouth and. How many shootings were there. Shootings . There were 11 total but out of 11 i believe only 5 actually had victims and the rest were shots fired commissioner mazzuco i was on one hand any pattern that would show you answered that thank you. I want to thank chief chaplin to come out to this meeting organized and commissioner kim and commissioner peskin and add to the chiefs investigation that the department has been a special hotline to take the chief dedicated a Police Officer to kwoupt im happy to hear you guys covered this a victim stepped forward i would urge the chief and the expand staff to keep this in the press so folks will feel comfortable in reporting cases thank you. The department of defense gave a report based on the review process under the placing last 6 months the areas are a reminder was use of force and bias and Community Policing and accountability and hire in the report they identified 940 finding of 200 and 2 recommendations the next steps for us as we review this the consent and the findings and recommendation well interact those recommendations into a magical we have and is magical includes the doufg o doj report and he Blue Ribbon Panel and the task force on the 21st Century Policing and the civil grand jury and the t oc recommendations we need to prioritize those and we have an month deadline to comply with the doj recommendations the next steps the strategy and implementation which we hope to present in the coming weeks. Steps taken so for many policies are under review we have initiated the bias training the leadership training, fair and partial Police Taking training and the of us on the general order it is generally a process for the department of Human Resources we initiated and enrolled the body cam should be completed prior and ongoing crisis intervention training and our Data Collection we were Part Initiative weve taken the report and made notifications to the Department Members and Community Shareholders the public directives to all stakeholders and have feedback weve created an email portal so the community can provide feedback on the report that will Say Published forth coming we have mandated that the entire report is made for reading for all members of the Police Department and progress will be posted to our website regularly as recommendations are implemented and that is the conclusion. So; is that true . Captain i know that you gave a presentation i think that was about 3 weeks ago was a number of updates on the magical and the plan and the next steps owen this is a good reminder obviously today colleagues, i would share with all of you that one of the points that director davis i attended did press conferees and one of the points that director davtsz made from the cops office the confidence in working in San Francisco is a large part because of the structures specifically in the Police Commission where the department can say get the support and on the number of recommendations obviously a number of them doj with willing to provide reports overnight thats a process and captain conley if you could see the look on his face that commission will play an Important Role in having monthly updates from the principle policing bureau as you may know we get monthly updates by the magical youre putting together and the process is San Francisco anything that will be essential to share that not only with us as commissioners by the board of supervisors you noted in the cops report it does direct or suggest strongly that both the commission and the board of supervisors require quarterly reporting on those recommendations and we think are taking it to have been at a higher standard monthly well continue that i will say that while the 18 months is a timeline i understand from doj is there will be a 6 month update and there are be a 12 month update this commission will be able to track the progress as well as the public and Community Members and watch where obstacles are rising up we can together think through them to be clear and not surprised when we get the report from doj well hear those and discuss those at the commission colleagues, any comments or questions on this. Ive been reading this since this morning that is a lot to read this by today, im wondering if well have an opportunity to talk about this report is it going to be scheduled so we can at least have a real presentation from the doj or we can discuss some of the recommendations. In the coming weeks as we develop this implementations plan and schedule ill be back to present the plans to you to tell you how well lay out moving forward it is again, the report was issued this morning i think it will it takes time to absorb and reflect and as we move forward well identify the stream as possible to create this. I appreciate that i guess the problem in the report it directs the city that the city to give you the funds to do some certificate things you can come back and tell us how to structure but in terms of technology in terms of getting that expert in here to design the protocol it talks about getting people trained within the next 6 or 16 months or a year the entire force trained whether youll have the money for the hiring of additional trainers for like to fall within here you can come back and talk about how you implement that but what theyre saying the deficiency in terms of actually providing fund whether emergency basis or what can be done immediately and putting into our budget for next week on a continual basis weve been talking for years about the traffic stops and the word and filed in a file cabinet and it is 5 or 6 years we keep on talking about it i think we need this commission needs to discussion what is the priority what are some of the things and go about working with the city and getting this fund so you can have the tools or develop the tools you need you think the chief talked about an expert as a specialist not someone to put out an rfp but i think the chief sucked an emergency basis for the thing we need now not the next 18 months but put it out to discussion it. Those are all good points commissioner mazzuco we invited the cops office to make a presentation to the commission they dont as a federal entity make presentations to both sides next week some commissioners were able to get a briefing from the cops office and share more about it i think we can talk about whether next week is sufficient time to go through all the reports and this has to be a obgyn breathing be document we Begin Next Week to go into it further i agree that is the place to have the conversations not without certainly a significant investment in the data system youre correct not new to the Commission Commissioner Vice President turman. I was going to comment the doj commented today correct me if i am wrong but at the press conference they will be providing technical saufrs through the process as well as providing experts in some of the specific areas that commissioner dejesus raised and shes quite right that Data Collection how we gather it data and how we moved on an ongoing basis this is important well provide other assistance to how this gets paid for will be city and county comblaefr a priority for the mayor to implement those these recommendations well be making serious requests. Commissioners the developments has provided technic assistance we initiated a conversation in addition to weve within in close contact with the Mayors Office about the next steps and what that means in terms of direct costs those are all conversations that are happening currently theyll continue to happen and as they progress i will report on the progress. Im sorry, i think that commissioner Vice President turman raised a point i wanted to make ill ask the office computed looking at other cities responses to similar perform processes so we have a lot of help doing that that would be helpful. I want to add they talk about the commission itself and how were structured and we should after we get time to go through this we should talk about how to improve on the structures not within the departments purview. And just for commissioner marshall said part of the Technical Assistance they pay for the train and they will apply officers to other departments one of the 15 departments on the it a and talk about you can what they did and how they implemented some of the recommendations this is a huge part to go to someone in the process at the beginning and to the end and thats something well address once sending the officers to go to the other departments to look how they implement the standards in place. Thats great the last thing eye i appreciate captain the benefit we have the two civil grand juries report and the Blue Ribbon Panel and the Bar Association data report and president s 21st Century Policing report and the occ recommendations all those pieces have been forwarded to the doj they were factored into this report the idea can question really have a blueprint a road map that take advantage of the pieces and give us a clear direction this is an opportunity with the magical and the Strategy Plan the last thing ill say director davis said 1 departments nationally are opening up the books and saying what can we be better and there was virtuosa significant amount of i would say recognize thats a hard process and opening up yourselves to scrutiny not that common and 15 departments income tax have done that that is a sign of the strength of this department and the relationship of every Community Across the city so while there are hard pieces in this report for everyone to understand especially officers that are working everyday this is supposed to help us get to a better place i appreciate the hard working captain conley how organized to look at everything and chief chaplin the department wants to get better and make many together to be stronger with very much my takeaway and plenty of work i want to acknowledge you for opening up to the process. Thank you very much i want to say that San Francisco was kind of unique this this process but this is the most expansive report and did that for a reason i believe over one hundred and 50 other agencies looking at this rolling it out i want to make San Francisco and model and most of departments were brought up to standards income tax looking for San Francisco to be the roll model for the rest of the country so some of the recommendations are cuttingedge romanced for 21st Century Policing quite frankly is not done in any jurisdiction it is a challenge and were at the front and rewarding at the end and were around to see it at the end well be better for it it is getting an outside look at the performance and going introduce a tough phase and we embrace this report and the mayor said wee bit were going to it to implement it and oh, captain conley. And as you read the report i had the ability to read it several times but to insure you there are significant parts of Blue Ribbon Panel the occ recommendation and the civil grand jury components are in the report they didnt delineate it as such we go back to the magical well do a line by line comparison that demonstrates the recommendations their enumerated in the report. That would be helpful. We look forward to the partnership with the occ and that effort i know that the report did delineate the opportunity part of opportunities that we have to be a model to take advantage of not only the Police Commission but the role of the occ in partnering with the department to address a lot of these those details will unfold thank you, captain conley for your presentation. Good evening commissioner president loftus and sdmurm commissioners chief chaplin and members of the public yesterday occ senior Staff Members and i met with Community Oriented policing Services Director ron davis and his team an is Collaborative Reform Initiative Technical Assistance assessment of the San Francisco Police Department weve heard in in daily about the report and next week the agenda permitting ill like to provide the commission with the role that the office of complaints will play in the implementation of these recommendations and one of the things that director davis stressed to the office of complaints is the unique opportunity that the occ has along with the Police Commission and civilian oversight were unlike any other civilian Oversight Agency in the United States and in reviewing the report in some detail we did note at the occ that there were several opportunities for collaboration that were specifically appoint by cops and with very distinct timelines in particular in the area of accountability in the area of force and the office of complaints sees this as an opportunity for improvement ourselves in our office as well as in the Police Department we see this as a partnership and look forward to moving forward with the Police Department today, i attended the press conference led by director ron davis and mayor ed lee in which the collaborative reform process and in the report were described i came away from a quote from director davis it is on his website on the cops website the truth hurts but selective ignorance is fatality that applies to all of us i dont see this as simply the truth being hurtful to the Police Department but also it stinks for the occ as well we too want to do the best that we can do so i look forward to this partnership. Moving to outreach efforts that the occ has made in recent days occ mediation and outreach doesnt salazar discussed mediation and Police Mediation with the new manager the richmond Mediation Program and with the new york Inspector Generals Office were in touch with an office with the civilian oversight agencies throughout the country and throughout the world we had a thrilled monthly meeting on the occ work with the Community Advocates and the Police Department on the crisis intervention responses to chaos calls and also the crisis intervene team and senior investigator and another over when i was in the audience this evening made a presentation at the San Francisco Police Department comedy regarding occ function that was to the 200 and 51 accounting regional class port of recent activity. On this report you mentioned he said some of the truth hurts but it thinking about that there are other parts of maefks e matrix we need to look at the discussion how well go forward and fight for our priors and i call constructive criticism of this department so give us their review so we can calendar it and discuss it as well. And in response to commissioner dejesuss remarks one reads that some members of the Community Say they never heard back from the occ about the resolution of their complaint, of course, the Immediate Response is but that we do send letters out with our finding and however i dont think that is the ends of the story probably the beginning of the story and what we have looked at as an office when someone waits a year to receive a letter perhaps they are no longer there or it is just doesnt feel like they were looked after speaks for itself or needs were met so even before this report came out as we went through the process with the task force and in hearing what the community had to say we revised our processes to send out periodic letters to the complaints they still have your complaint if there is any Additional Information to provide well do that there is the beginning the story because of the specific recommendations from cops were electricity am i correct . And the Police Department should jointly provides the communities with information and Community Setting so that was a very link answer to a commissioner dejesus moving on to the september certificate report in september the occ mediated four cases and to date as of september 30th the occ has mediated 40 cases similar to last year, we mediated 41 and you have the statistical information on a number of complaints by a number but i will discuss the chiefs proposed discipline on occs sustained complaint in september that didnt mean those are necessarily the contemplates that the occ completed with the same finding that in september means these are the occ complaints that the chief addressed in september there were 4 of them 3 of them were neglect of duty and one was unwarranted action the first one has to do with with plain clothes officers making traffic stops and generally their prohibited from doing so unless their excellent circumstances we didnt find those the chief agents those allegations means that the officer violated the policy we recommended a reprimanded and retrained it was a class violation under the discipline guidelines that was adopted by the Police Commission the lowest level of discipline and the first level that is recommended we have a written reprimand we recommended the chief have an mrosht and retraining moving to the second case and the failure on the part of a sergeant to issue a certificate of release after hand cuffing i recommended a reprimanded and retrained the third case and the second neglect of duty case involved the complainant requesting a private person arrest the officer did not facilitate that arrest and the officer should have prepared an incident report katy recommended a reprimand and the chief concurred with that and also retraining and finally this was in an inaccurate description of a traffic code violation i recommended a written reprimand the chief determined it was a violation a training failure and that concludes my report. On number one waited wait it was the handcuffs thats the airline. This is the plain clothes officer s who cite the complainant for double parking and so i recommended a written reprimand and you recommended reprimanded and retrained do you have i do im looking at it on that particular within they didnt want to delay the complainant unnecessarily for a black and white to come to that location there was some safety issues cited with regards to the location thats why i went on that particular one my question on the number two is that the airport . I dont have the breakdown of that one. That maybe i believe that was a airport a person was detained by a airport personnel there were going to miss their flight to the officer wrong side a certificate to allow the person not to miss in their flight they got on their flight and went back and filed a certificate of relief thats why i went down the officer helped the person not detained to miss their flight. And on number 4 i think that was the last one you asked about the inaccurate traffic citations the Police Officer gave the right code but theres ambiguity theyre close in numbers i mean in meaning so the officer use the wrong subsection and knowing what that particular section meant. So colleagues what we have with that road map were calling it very contrary set of recommendations there are timelines so what ill suggest we have our ron i cant our analyst working with the occ with the department put all this together and really mapping out when and where those updates will happen on the kraurndz so a lot of the policy efforts as we predicted will have a focus around the areas that we all agree the priorities the 5 areas so everyone know that is bias use of force and Community Policing and Recruitment Retention and hiring a lot of community how the background process works and finally accountability and so want to make sure that Everybody Knows never mind of how well make sure that commission is taking the action and various steps to make sure those are advanced with that, anything additional to put on we have not discussed. So talk about eis not only that was a staff shortage in the eis none of the meeting governing board took place through the 2017 calendar year we got a presentation 6 months ago and since then thees the board has met regularly for 2017 and for the first two quarters and now we have i have a specific questions ive been asking to look at the eis so what i did i put together questions that i think they should address so i want to give to them for their next presentation to address and understand that the occ has mr. Alden gone to the meetings and up to date so the last question i asked for the occ to also to make recommendations regarding the eis project i know that it was 8 years ago recommendations that for eis none of those have been implemented and some are sixth i think they asked us to put one 48 in as a factor i want to get those questions answered and hopefully, the occ will comment on that. Good evening commissioners david san franciscans for Police Accountability myself and several members of the public pa were at the press conference we want to tell you the community is distrust of the cops their meeting were disrupted a Strong Demand a pattern and practice investigation on the other hand, the community has been supportive of Blue Ribbon Panel the communities you know came to the board of supervisors hearing last week it was very engaged in the b rp process we havent had time to vet the cops report our first take the assertion that are folded in the all the other reports were not seeing that okay. Let me give you two extremely glaring examples of where the cops report is a lot less substantial and everybody is acknowledging that there is a tremendous audit problem with the San Francisco Police Department and yet the cops report is calling to selfaudit an inspector he general an different system you know the sfpd didnt have a good record of auditing itself not a good record at all the glaring difference he found in the quick announcement was the b rp had a very thorough investigation of racism in the racist cultural within ray marshall you know that was a central part of what he did nothing in the cops report going through that expiate for x training so well were going to present that to you next week thank you. Thank you is there any additional Public Comment on 3 a there d hearing none, sergeant, next item. Item 4 discussion and possible action supporting vision zero and automated Speed Enforcement action. So we have nicole from walk sf coping up and chief anyone from the department here tonight on this no. Come on this commission and the department under chief suhr early supporter of the citys vision zero approach to ending serious injuries and fatalities happening on our street by 2024 which is is big goal not only improvement but engineering all a across the city to save lives this commission as you may know from your quarterly update tracked the roll to make sure the driven policing for the 5 types of violations most likely to result in a collision all of that by the way, background weve been asked to create and pass a resolution to we have a presentation a few weeks ago but confirmations want more time and edits to this to make it clear youll have a couple of times this resolution is vertebral to the public as well as a report from the office of controller by automated Speed Enforcement ill give that introduction and ask nicole to take it from there. Im here on behalf of San Francisco Small Business commission weve been working closely with the city of San Francisco Police Commission and many commissions sfmta and the brokering to gather input and support for this important legislation what automated enforcement ill provide a brief refresher what automated Speed Enforcement does we call Safety Cameras to take pictures of the license plates of directives who are speeding over the speed limit the exact number will be part of the legislation it probably between 6 to 8 miles over the speed limit a photo will be snapped of the license plate felt vehicle a citation will be issued not a civil or criminal offense but a civil offense no need to take a picture of the face not an opportunity for bias and another they know to note that the cameras will not be rolling 24 7 but only taking a picture when someone is speeding over the speed limit so theyre not general surveillance cameras the way the legislation is written it is specific on how the information is shared it will be very you know currently the draft legislation has a lot of permissions for privacy this would be treat in the same thing with the red light violations theyre not shared unless there is some sort of petition by the Police Department are another body to get that information so there theyre very persist the biggest thing that is pretty much the most effective way to reduce speeding and really quick and easy to implement so we want to be able to implement that on streets there are no speeding related to traffic deaths in washington, d. C. They adopted automated Speed Enforcement over 10 years their traffic deaths dropped by 70 permeation were looking at chief of Police Vision zero in the next 7 and a half years weve got a lot more work to do and use all the tools this is one of those tools so this resolution to urge or add the Police Department name to our list of supporter it requires state legislation to allow us to use this technology we have a long battle ahead but hope youll lend our support and input nothing set in stone were curious toe hear your input. Thank you nicole the corelation in this resolution studies show if a pedestrian is hit by a 40 mileperhour vehicle the pedestrian will be killed but 20 mileperhour 10 percent the pedestrian will be killed in chance im clear that you know probably many people know that speeding is incredibly dangerous to pedestrian on the streets so colleagues do you have questions for nicole on this resolution again, were not adopting the technology it is showing as part of our vision zero that will help keep people save in the city and it will ultimately be up to sacramento commissioner dejesus. I understand the whole concept and some of the privacy concerns it is also what is underused if theyre not able to sell that information that is important i assume that will be taken care of in the legislation one of the thing is points out is revenue that a lot of cities tends to eye 24 as revenue every 5 miles on the freeway another dmaerm is a fine you get 10 fines and used to generate revenue thats a concern because we see in ferguson that is one of the things that the Police Department did to the people citizens thought that town therapy forever in debt to the city court so thats a concern i dont know from the legislation but need to know the perimeters of that. We thought through that i can address that we we are hoping to which kind of not legislation that is a certain time limit within that time limit. Cant get more than one violation that didnt happen and the next thing were working on the citations are issued similar to the parking ticket and mta as part that have they have a Certification Program if you cant afford it you can do Community Service in lui of that were factoring that into our program in San Francisco i dont know if that is spelled out in the legislation by part of the implementation in San Francisco because this legislation could potentially include other cities that might not have that ability but thats definitely things we considered and definitely dont want that to disproportionately impact our protecting communities to create future or larger crimes out of certificatiocitation because our protecting folks suffer disproportionate. Further questions for nicole before we get to Public Comment. Im sorry commissioner wong. How do you select the sites for the camera. The dpw and others are foufrth the methodology but we want to make sure that they are on high injury corresponds so the 12 percent of streets that accountability for offering 70 percent of accidents were trying to fourth how to integrate an equity component for instance, in the tenderloin protecting communities most of the people that are hit are not driving by in the bayview or mission that might look different to make sure we are equitablely implementing the camera is one of the questions were you think ravel so were were promising a Community Process before implementation and there will be approval and Community Engagement through that process and also awareness so before any cameras turn on and get placed people will be wonder and there will be a warning period so people know theyre coming we dont want this to be a revenue janitor but not generate revenue if you guys have ideas please let us know. My last question all over the city or targeted areas. Target areas well, we dont have a set number of cameras wear proposing at this point but the areas where speed is related to injure so you wouldnt see it for instance, on a slow residential street you might see it in school zones we have reflexes of crashes or history of crashes so it all depends on were definitely not take into account one district over another over and over things like that. Immigration Police Commissioners im silva a Youth Commissioner from district 10 im also a youth of a formerly incarcerated are parent your recommending a new chief for the mayor i hope the general order which is the protocol that supports children at the time of apartment are arrest and 48 percent of youth witnessed their parents arrest and recorded witnessing violence or abuse and a Police Officer the Youth Commission 20152016 budget policy that is here just released this year in june and budget policy no. 9 and 5 also talk about this protocol we recommend you the expansion of training on the general order and insuring tell her regular evaluations for protocol and there is also on number 9 talks about how a training on how Police Officers should interact with folks and training on the deesclation and that you should be involved in those trainings those trainings provide the youth so the youth with sfpd can be enforced and highlighted. Before i introduce our speakers tonight, i want to recognize the Domestic Violence survivors among us, they deserve our continued support and a round of applause for our survivors. [ applause ] next i want to recognize the frontline staff of our Partner Agencies and all of the folks here who work on fighting Domestic Violence every day and lets show them our appreciation [ applause ] Domestic Violence continues to be a huge problem in San Francisco last year there were almost 9,000 911 calls for help, 3,000 Domestic Violence cases reported to the Police Department, and according to official counts we lost four lives in the last two years. Were so fortunate to have a mayor who has made ending violence against women, including Domestic Violence a priority. At the begin thing of mayor lees tenure in 2011 the city was investing 3 million in a year in direct services to survivors of Domestic Violence, Sexual Assault and Human Trafficking and under mayors leadership this funding has increased to 6. 3 Million Dollars today. [applause] [applause] without further ado, please help me welcome our mayor, edwin lee a true leader in ending violence against women. Please give him a warm welcome [ applause ]. Thank you emily and everyone, welcome to city hall. As you all know, october marks Domestic Violence awareness month, and i want to say thank you to members of on or our board of supervisors, supervisors campos and weiner are here and they agree with me that funding for more doors to safety is really important for this city. And you know, i think Domestic Violence and abuse of loved ones most of the time happens behind doors. So were trying to open more doors. So it doesnt happen. And that is why we have resources to spend to make sure our prosecutors and our da and Police Department are working together to make sure that we hold individuals accountable. That is, of course, our criminal Justice System. But we also know, given the great work that our department, our status of women, our great, wonderful communitybased nonprofits that are working every day, have seen other doors close, and we have opened them up. Because we need a School System that educates our youth. Violence is not acceptable. It may be good for certain types of sports to hit a ball, but its never good to hit another person. That is what education door is opened with this funding. We need our Health Care Centers to have their doors opened so we can treat and find those that are abused and help them out of that misery and Housing Authority to make sure Public Housing residents dont feel any less than anybody to get treatment and support. We open up the workplace to make sure that we can talk about it, and that reports can be made around Domestic Violence. Our schools, our youth, are there to help us prevent and to support those who are victims. All of these systems, we are opening more doors with this resource. So i have been proud to work with the board to increase funding. Its not so much about the dollar amount, we actually all have to feel that we have completed every single door opening to make sure we prevent violence. Because every time we hear of that fatality, we look upon ourselves and say what did we not do to try to prevent that from happening . That is why were going to be even more successful. Finally, were in the process of creating a brandnew program. Again to connect survivors of Domestic Violence, who call the police. We want to connect them immediately to an advocate to make sure all of the things are done properly at the very time that person that victim is in need. And were going to do that with this additional funding. Were using data from the Family Violence Council Report to start this program, and were starting it right in the bayview, because the bayview and the Bayview District has the highest call volume of 911 calls related to Domestic Violence. So let us all keep focused. Let us make sure that not only are we making awareness, but were actually investing in the very programs that will end Domestic Violence. With that, im happy again, tonight, to announce for the fourth time with everybodys support, but especially with the support maybe its 6 million times support from our San Francisco giants tonight, city hall will be lit in purple for the support that we have for awareness of Domestic Violence. Next i want to welcome Supervisor Scott Wiener who stands with us today in the fight to end violence against women. Please welcome Supervisor Scott Wiener. [ applause ] good evening. And welcome everyone to San Francisco city hall and i especially want to welcome our students from school of the arts and the district that i represent. Welcome to city hall. [ applause ] thank you. So Domestic Violence, its one of those things that it is always present, and its often just underneath the surface. And i think a lot of times people dont talk about it, and its very silent, and its secret, and its hidden. But it is always, always there, and it is deep and broad and toxic in its impact on our community. And once in a while something happens that brings it to the surface and people finally start talking. That happened four years ago this month in this building when sadly the board of supervisors, a minority of the board of supervisors made the wrong decision in allowing our sheriff to keep serving. I will just call it out. That was one of those moments when people started to talk, and i remember in the days and weeks after that unfortunate decision, a tragic decision, i really was reminded how broad and deep this problem is. The people that would talk to me about their experience in a relationship, about their experience as a child, observing or seeing one parent abusing another parent, or the experience that they had with a college roommate, or a friend who had been abused. People who havent been abused, but it has impacted their lives and how many people in this city, in this society have been deeply, deeply affected . Yeah have been deeply affected by Domestic Violence . And so it is so important to talk about it. And not just to sweep it under the rug, or quietly take care of it. We need to be talking about this problem, because that is the only way that were going to put an end to it once and for all. So lets keep fighting thank you. [ applause ] thank you, so much, scott i want to acknowledge a few senior officials Assessorrecorder Carmen Chu is with us today [ applause ] and if you might hold your applause, we also have list liz and jackie and Police Commander greg and adult probation chief karen fletcher, if we could give them all a big round of applause. [ applause ] i also want to thank mayors deputy chief of staff Paul Henderson and our budget analyst laura bush who joined us today and chief fletcher asked me to make one quick announcement to save the date for friday october 28th, 9 00 a. M. To 2 00 p. M. The Adult Probation Department is supporting veterans and survivors of Family Violence from trauma to healing from 9 00 a. M. To 2 00 p. M. And please join us there. I would like to if any introduce the Deputy Health director at department of Public Health and please help me welcome dr. Chan. [ applause ] thank you emily. I just want to spend my five minutes just giving a little bit of the data that reflects supervisor wieners and the mayors sentiments about us coming together. The mayors sentiment and also the underlying prevalence that we all know is in San Francisco and most of us know that the prevalence one in three women have been victims of intimate Partner Violence and in San Francisco we know among our most vulnerable women, those in ninemonths of pregnancy, there is a wide disparity in ethnicity, as well as socioeconomic class. So amongst those who are most stressed, those in poverty. The prevalence is 11 . That is about three times higher than those who are not in poverty. So that really speaks to the increasing gap between the haves and have nots in San Francisco and what that does to all of us. Im in Public Health and im a pediatrician and tell you this issue profoundly affects women and children. This prevalence of Domestic Violence experienced by lowincome women and women of all classes, causes an increase in coping and reactive behaviors and that is why we have this link in intimate Partner Violence causing a fourfold risk increased risk in drug use, fivefold risk in depression and of course, increased risk of suicidality and it affects babies too. Women who are experiencing intimate Partner Violence are three times more likely to have a baby born preterm or lowbirth weight. So this all attributes to life course of consequences in child abuse and neglect and drug addiction. But there is hope in the Health Community and research we now recognize and understand that your interventions are aeffective. Primary care intervence and communitybased interventions are effective and its more and more important that we come together, integrate our Community Programs and health services. So that we can better address this issue as an entire community. One great example is that our county hospital led by many of you advocates, and internal medicine physicians, dr. Lee kimberg, who has received a federal grant, the arise grant. That really builds upon the partnership of San Francisco General Hospital, ucsf, bay area legal aid, la casa, against violence and Trauma Recovery center to provide integrated screening, counseling, quality counseling, and effective referrals to all of the women who go through our county health system. So this type of integration we feel is very promising. Its a National Leader and its becoming a National Model of how we in San Francisco can integrate our Services Better to serve our most vulnerable population at their most vulnerable times. Thank you very much for all you have your service. [ applause ] thank you very much, dr. Chan and i want to acknowledge kathy, who is here representing sheriff Vicky Hennessey and our Assessorrecorder Carmen Chu would like to say a few words. Thank you, i serve as San Franciscos elected asesor and im so honored to stand with beverly and with you, emily and all of our Community Partners to bring awareness to Domestic Violence. My comments will be short. When i stand here today i see how wonderful it is to see over the 100 people here all behind us, but also in front of us. Who came out because they understand just how important this cause is, to bring awareness. And i know that here we have 100 people already who know that they can each play a role when they see Domestic Violence happening, or they are worried that Domestic Violence might be happening, that they are going to do something. That we all take a pledge to do something about it and to make sure that our loved ones arent suffering alone. Emily was just telling me there are a ton of resources that are available and listed on the department on the status of womens website and encourage everyone who cares about this issue to please take a look at it and if you know anybody of your friends or any of your family who is going through something and not ready to take about it, please be a shoulder and please share with them all the ways that we might we able to help them. I think that is the only way were going to end Domestic Violence with that, congratulations emily on your tireless leadership year in and year out [ applause ]. Thank you carmen and i want to next introduce carmen chung and gabby, High School Seniors who participate in the young asian women against Violence Project of the Community Youth center. Lets give it up for carmen and gabby. [ applause ] hi my name is gabby. Hi, my name is karlen and were from the Leadership Program called young asian against violence. We dedicate its a program dedicated to positive empowerment and development of api High School Youth young asian women in San Francisco and to strengthen resilience, pride, healing and knowledge of young asian women to advocate for the end of Domestic Violence in our community. We educate about violence against women through creating and for thiating workshops and education creates longterm effect rather than a bandaid solution and enable using to create a foundation of change. Together we stand in solidarity with the 15yearold meadows who was incarcerated for defending herself and her family from her abusivefather and today is the day of her Court Hearing and instead of being given a safe space to heal she is being isolated from her community and loved one as she faced prosecution. It angers us to see one of our own peers for being punished for defending herself. Why are systems that are supposed to protect us harming us . As youth, our experiences are often invalidated. We have few opportunities to speak up for ourselves. We are disempowered. There are limited resources and space for healing and safety. And its really rare for us to find the resources. It} n a society where youth hold less power than adults we need spaces to be heard and four survivors to be visible and validated and providing a space for young women to share their ideas and experiences and create and opportunity to heal and grow from trauma. Youth are capable, but we need a community willing to stand with us in times of need, rather than turning away. The end of the violence starts with us. We urge you to keep your ears open to the voices of youth. To keep your mind open, to learn. To keep your heart open to our experiences. We urge you to stand in solidarity to stand with survivors of violence. [ applause ] thank you carmen and gabby, we have a whole crew here from Community Youth camp center. Again im davila the survivor restoration director for the San Francisco Sheriffs Department and as i look out at all of you, im reminded once again how important it is for our community to come together to support survivors of Domestic Violence. I have had the honor in working in our Sheriffs Department for over 20 years, and proud to be in the position that i am as the director of our program for the survivors. I would just like to take a moment to share how the Sheriffs Department has supported innovative programs for Domestic Violence survivors over the years and continues under our new sheriff Vicki Hennessey to not only provide those same services, but also we have enhanced them. Many of you in the audience, i know, know about our resolve to stop the violence program, our rsvp program that was started in 1997. Yes, its been 20 years. And its still here, going strong. But it was the first Justice Program that specifically worked with male offenders who have violence documented in their criminal history. Particularly Domestic Violence and again, that program is still going strong today. In fact, with our Court Collaborations in 2015 rsvp participants that were in custody for Domestic Violence increased 93 , which was a substantial increase from 2014, which was only 20 . The sheriffs Department Also has our out of custody Community Programs utilizing the Violence Prevention Program man alive, which is used in both our Community Programs and in custody programs. While we do need programs to hold offenders accountable and to give opportunities for them to change their behavior, we need to equally and more so provide services for our survivors of Domestic Violence. The San Francisco Survivor Restoration Program which i have been honored to be with over 20 years, provides services for survivors through their own process of restoration, empowerment and providing opportunities for them to contribute to the development, implementation, and evaluation of all the key components of the program. As we know, as we all know the importance of having Survivor Voices at all of our takes. Tables and we offer with our Sister Community agencies many of whom are here today direct Crisis Services through the Response Program along with our empowerment groups which is under our Survivor Empowerment Program and i would like to give special acknowledgment to my staff here and my team, that together with their fierce advocacy in 2015 as we supported 65 survivors who obtained their visas and six granted political asylum and permanent residency and db survivors graduating from our empowerment program. Our Newest Program in the Sheriffs Department is our survivor in custody program. A Reentry Program that we make contact with incarcerated survivors of Domestic Violence, and provide resources which are traumainformed and culturallyresponsive to the many challenges that they face. These services are also provided for our incarcerated db transwomen, stalk and trafficking victims. I will just end with this quote, one of my favorites from helen keller, that i love and its just simple as to say, alone we can do so little, but together we can do so much. And when i look around with all of the agencies here, and the hard work in changing our systems together we can definitely make a change. Thank you. [ applause ] thank you so much, dahlia. I just want to acknowledge a couple of staff people who are here, alden from Assembly Member tings office and i want to acknowledge the Family Violence counsel chair Katy Albright who here as well. Next up is the Community Education at las casa delas madras that opened as the first Domestic Violence shelter in the state of california and only the second in the nation. Please welcome cara. [ applause ] im going to put this down, but i was holding the door to shelter. Good evening, its wonderful to be here with all of you standing in support of Domestic Violence survivors. Over 40 years ago we began as a small shelter for battered women in San Francisco and today la casa is still providing Emergency Services to women and children in need through confidential shelter and 24hour crisis line. We also provide counseling, case management, support groups, a teen program and Legal Services at our jobs center on Mission Street four of our advocates work as the only two womenspecific Supportive Housing sites in San Francisco, providing emotional and practical support to over 150 female residents. This partnership is entering its 18th year. La casa also had the opportunity to extend our support services in San Francisco by providing targeted programming to specific populations alongside amazing Community Partners. I would like to highlight four of these programs today first were pard to be pard of zuckerberg San Francisco gener hospital and la casa advocate is onsite to meet with patients that dispose instances of intimate partnership violence to their physician and providing danger and risk assessment, safety planning, grief counseling and resources and referrals. This individual will also provide training on intimate Partner Violence to health care professionals. Second, funded by the department on the status of women, colocated at San Francisco Housing Authority. As many of us know survivor safety challenge is navigating the Public Housing system in San Francisco. We work to ensure they have safe places to life and raise their families. Our advocates at the Housing Authority also educate Property Management and support staff at housing sites across the bay area and to incidents of Domestic Violence onsite. Third, there is say la casa advocate at 850 bryant street and follows up on Police Reports of Domestic Violence to provide the survivor with resources, referrals and support. And finally, as mentioned earlier, in partnership with the department, glide, will have a advocate responding to all Domestic Violence situations. These four programs allow our staff colocated at the hospital, sros, the Housing Authority, hall of justice and bayview to provide advocacy, support, resources and referrals to survivors. Survivors that are navigating complex processes made even more challenging by experiences of trauma. Were proud at la casa to be part of the first line of response to survivors of Domestic Violence and proud to serve as a continued support system to survivors on their path to healing. And of course, were proud to be part of a community of organizations, many of whom are here today, working tirelessly to end Domestic Violence in San Francisco. Thank you. I want to acknowledge the executive director of la casa, kathy black is in the audience and we have another cochair of the council is here and our last speaker is commissioner on the status of women, olgareyerson, our newest commissioner who joined us after retiring after a oyear career much of working as mayor lees invaluable aassistant and please women the commissioner on the status of women, olgareyerson. Thank you [ applause ]. Good evening everyone. Thank you so much for coming to this important event. We gather annually in october to recognize Domestic Violence awareness month, to celebrate how far we have come and to renew our efforts on what we still need to do to end intimate partner velocity. Violence in 2015 the department of Emergency Management received 18917 calls related to Domestic Violence. One in 13 Violent Crimes calls are Family Violence related and in 2015 Domestic Violence was the second most Violent Crime to which the Police Department responds. During that same time our Community Partners received over 21,000 calls to their Domestic Violence hotline, nearly three times as many as 911. This shows the importance of having multifaceted response to Domestic Violence. Many survivors may not want to involve the criminal Justice System and so we must ensure that we open many doors to safety so that different systems can assist survivors of Domestic Violence to be safe. Today we have heard from our health care system, and the wonderful work at the department of Public Health and San Francisco General Hospital and we heard from our communitybased Service Providers who provide counseling, shelter, Legal Services and advocacy and we heard from our peer educators who provide Intervention Services by working with youth to help teach healthy relationship skills and heard from our colleagues at the Sheriffs Department, who do not just house Domestic Violence offenders, but provide programs to victims and perpetrators of abuse in our jails and of course we heard from our city leaders who help ensure that we fund our public agencies and the commission on the status of women is celebrating its 40th anniversary this year from our earliest years we have focused on responding to Domestic Violence. The First Program we funded was la casa delas mad res. As you heard earlier it was the first Domestic Violence shelter in california and the second in the United States. How amazing is it that we have gone from one 75,000 grant for one program to our now over 6 million in funds to 27 different agencies . But our work is going on. In the past two years there are been four Domestic Violencerelated homicides each year, two out of those four Domestic Violence homicides in 2015 involved guns. We cannot stop our work until no one is killed by an intimate partner. Thank you for joining us. Together we will one day end Domestic Violence. [ applause ] thank you so much olga. You all saw earlier when the mayor was out here and he was presented with the big letter signed from all of the agencies that are funded through the city services. And whether when we went back into the building he wanted to make sure that i presented to you and you know that letter will be on the display in the Mayors Office in room 200 for the next few weeks and this is something that i havent seen done in past, but he was really touched by the fact that so many of the agencies came together to thank him and thank the city for its collaborative work to end Domestic Violence. So people that will be coming into this beautiful building and into room 200 for the next few weeks will see that letter, that many of you that are here tonight signed. And it will be on display inside the Mayors Office. So thank you all so much for coming and being here. Item 4 state and federal legislative update an informational item. Mr. Mark watts and ms. Chang did you want to say anything about the federal and state legislation. Good morning its been a while sins ive been here thank you for having me. And i want to cover a couple of things one or two items that relate to the matrix we had a sponsor bill give you a brief urban design on the special session that comes back to life to Fund Transportation and ill give you details on that and a little bit about cap trade and take questions disdains the authority supported legislation by assemblyman david chiu it is nice working with a someone ive known for a while and he and his office ill contributed this success of that hard work just justin that did a job ab 2374 approved by the allergic and the governor will Grant Construction manage Procurement Authority to the Transportation Authority specifically for work on the Yerba Buena Island retrofit and what made it a exclamation is the addition on behalf of placinger for federal aid bridge replacement in the American River called the james yankee bridge theyre okay with moving forward with Transportation Authority and have full support of transportation thats the full success. Your Delivery Team it excited were suggesting that ab x one 26 by essential Committee Chair franciscos is added as a watch a 7 billion annual program for transportation funding focusing mainly on fix it first and state of good repair for state and local roads it has should relatively high levels of new gas taxes and so forth the reason we recommend watch a converted effort to collaborate with the fellow members of the legislature to bring down the costs and put this system together that might attract the 2 3rds vote and a special session bill if this year changes well be able to come back and alert you to those changes and youll take a formal position at a point thats the recommendation of staff and a number of bills you took support or opposition during the year and in your packet a kind of summary of those bills and how they fair ill point out a couple of key ones you had elected to support mtc ab 516 by mr. Mullins that deal with the temporary license plates for new vehicles to be sort of the use of those temporary plates accelerate putting those vehicles in the system so on toll facilities they dont get free passage and ab 1574 you support this bill with regulation of tour buses this one didnt move forward a different measure moves forward and ill cover that in a second was left on the in active fill and supported ab 1591 the chairman frazier the regular session has adjourned that bill is not viable but ab x126 the bigger robust passage the second of mr. Allens bills first ab 2 supporting one and later ab 1645 the subject of opposition that deal with shuttle loading and unloading failed passage in time before the session adjourned, however, i would appoint did introduce a bill special session so if we get to a point the special session is reengaged a possibility ill try to move that legislation a lot lee through the focus is not on the thirty or 40 bills beyond the scope of the transportation bill well be monitoring that closely the ab 1677 which is mr. Tings bill is the measure relayed to the tour buses that passed the legislature and that provides the portfolios protocol to make sure the safety inspections are done in time it is similar at the end of the day to mr. Chius bill i did mention mr. Chius ab 7 the supported bill and in addition another relayed c gmc that related with the reject projects that the state can undertake on the states from 6 to 12 that passed and one you supported. And i think those are the highlights i wanted to brurngs and an overall bring you up to speed in june the governor issued a proclamation s x special session one and fall there were two or three major hearings around the state to understand the nature of the problem confronting the local government in terms of funding for state of good repair for the systems subsequent to that legislation was introduced in regular session and some in special session this at this time under fraziers legislation is the one we recommend putting a watch on development in concert with the chairman of the transportations theyre no like mind but to Work Together to bring some of the taxes that will garden more legislative support. What is mr. Fraziers district. It is basically from saloma to east Contra Costa County it is unusual for a special session to continue even through in the rule continue technically until the end of the technical legislation end that journeyed for the recess at the end of august it would run the course to the ends of november and focused discussions between the speaker and the pro tem and other speakers in the legislature and waiting until a day or to undertake an attempt to ask the legislation ive referenced and other legislative that emerge in the period i know a lot of interest in cap trade in may and august auction was dashed a lot of hopes they failed to identify now revenues theyve retained one billion dollars for unexpended cap trade revenues and then this summer spent 9 million of that that left 900 million of funds in cap trade waiting pending my future thought he next auction how they those auction revenues fair in the meantime the couple of key programs that were funded with part of 9 fourhundred Million Dollars that was adopted included one and 35 million to continue for the transit rail Capital Program the had issued a list of projects this it summer they intend to fund this money will insure with the funding is available for the next couple of years until we see where cap trade goes and an automation augmentation and on the agenda this month in the process of including that additional 10 million as intended and finally there was a new program called Transformative Community that was ushered in by a Los Angeles Legislature with one and 40 million but on the heels of governor approving the funding and the new program bill an issue by the Growth Council in their rule making they intend to provide 50 percent of one and 40 million to the projects in fresno no and 25 to la was the third site yet to be selected so it will pay to be watching and monitoring that regulatory process they had their first open hearing yesterday and several more steps to go through ill be collaboratively with our staff and making sure they have update information. Can you explain what they mean by Transformative Community autopsy theyre looking for planning and pofshl implementation projects of host of projects in a particular small portion of community they hope that 2 transforms the quality of life and produce the c s g that integrated has a mix of projects that come together to im not sure the right word but to it is more each one builds on each other not only on integrating but expands the g h reductions. Knowing how huge la county is that is a drop in the bucket one and 40. 40 percent in fresno and. Im not sure how fresno came to the forefront but discussions between the Mayors Office and the administration because all through the spring and summer we watched this budget develop and not sure a Cap Trade Program the mayor the current fresno mayor was at the all the hearings in the and when this strategic rule making came out was earmarked for fresno im surprised but surprised theyve been so forth coming. There are. Couple of other issues i was going to talk about the trade bail that is only for backdrop 0 ill focus on that by way of background legislation to earmark some of the federal money for the programs around the state and the chairman of the Assembly Transportation committee supported legislation to mirror the process we use for proposition 1b that essentially gave each region a target so the mtc had a target for trade funding i only mention that has that bill was nearing the end of last night session pretty late and another issue potentially more for the delegation of night club by a to the california to process rod and documentations and records of decision that has more of a Pilot Program with a sunset date at the end of this year and when the regular session was winding down none of the 3 bills that had been moving through the legislation were in the position to move forward and a issue to put 2 into the bill that moves along that fell apart on senate floor is night club by a documendocumenta documents th cant push the sate to the felt level so a focus in the special section if it fires up and comes to fruition to try to extend this and it is a no 9 a k345ik9 complicated matter but that brings my presentation to a close and looking forward to next year im informed by staff they believe that San Francisco mta will be pursuing the acknowledged recording legislation of the year potentially well be asked to collaborative with them and in addition the other major thing that will probably emerge mtc measure 3 i assume the staff is working at tweaking that to shape it to the full board for the authority at the mta to move on that i know that they intend to collaborate with the San Francisco chairman that chairs the issues i think that might be the venue that a lot of the issues will be sorted out thats a little bit of what to expect. Commissioner yee. Thank you, mr. Watson i guess youre talking about all . I may have gotten i thought that was mta but i may be wrong. And if theyre working on it to carry anything at this point. Weve not been asked to assist ive been given the heads up something to work on in the next couple of months as we get ready for the new year. I wanted to thank mtc commissioner campos and i know that as you mention theres xiblth built into the funding and thank commissioner yee for the it is your both safety on the local level and good to see some of 3 at the state level lets open up for Public Comment anyone wish to comment seeing none, Public Comment is closed. Good afternoon rachel an informational update on the district 9 neighborhood transportation improvement Planning Project that is a planning effort that is in response to the portal Neighborhood Association of 9 District Community groups to look at improving Public Safety and at the combarj of alameda and bay boulevard and others boulevard underneath the ramps where 280 and 101 have an interchange were at the point in the study we analyze the feasibility of community preferred concept so the bicycle assess and safety improvements across the intersection and understand the faeblth an understanding of the costs we have a number of rounds of outreach and in the process of doing the final round of outreach this month i mentioned a district 9 Planning Project and let me talk through and give you ape overview verbally of the component of the improvement and have a bunch of pictures after this slide commissioner campos. Can you can you talk a little bit about youve been this is something weve been working on for that quite some time if you can you talk a little bit about the involvement of the community in this process. Definitely so the idea to do this study is is from the portal Neighborhood Association we have a started off with a letter from portal neighbors describing some of the problems were at the supergreen change particularly the Pedestrian Safety to the Farmers Market on the north side of alamany and theres a lot of folks that seek assess to the market west from alamany and south of alamany and south along san bruno in the neighborhoods in the portal and surrounding so theres a lot of gap in the pedestrian and bike network in this area getting from north to south across a. D. Man and the Farmers Market is a popular designation and we have a lot of folks assessing the market created an informal path along underneath the ramps there so assess the market there is the only way to get there a indirect path so those are some of the safety issues that the community so you get are us to address thats where the project that we looked came from is in response to the gaps in the bike network for people trying to assess the market and get though the area on bicycles and folks trying to assess the market and get into the area with the bicyclists and people of all ages especially getting to the Farmers Market looking at 8 to safety improvements is volume part of what we need to look at so i mentioned the first set of improvements that could be delivered will include closing the gap in the bike network and the completion of bike lanes of class 2 bike Parking Spaces and class 1 bike Parking Spaces that exist exist to the east and west and connecting to an existing bike lane on bayshore in the location between alamany and putnam the vehicular and right now the main formal assess to the Farmers Market on alamany and bayshore a lot of freeway assess and egress travel and on the north side of alamany crossing alamany and finally at bayshore and alamany and then the second phase delivered the path we look at the desire line of both trying to crow alamany from san bruno or on the south on foot and okay. If we wanted to introduce a new assess point by foot to create a safe way to get across with a signal and pasted path a fixed signal on both sides 0 pedestrian signal ramp where will this need to be and what will 2 look like and what will it cost so ill show graphic los angeles counties this is a large scale an mulch of the study of the existing condition and the proposed it is a road died throughout the lefthand side of the im going to show those areas in for comblal this the intersection of alamany going east with san bruno avenue and this is graphic illustrates first illustrates the bike lane gap being filed on alamany eastbound and it lawless some of the very near term pedestrians improvements that will gone along with that the curve extension pained curb extension with san bruno will be designed with other infrastructure with mta benign paint with the white strips and posts delineating that pedestrian says that a quick way to get this in soon and, of course, those curves could be converted to concrete curve extensions at some point we would also restripe the whole area there is a lot of conversation for anyone going through there bicyclists and drivers how to position user in our trying to get to bay so shore the 101 on ramp and if youre trying to turn around and restriping that area and rationaleing the laborious will be something that will increase safety for vehicle drivers as well this is the Cross Section that would end up on alamany the Cross Section of 2 traffic lanes plus a protected buffered bike lane in each direction is what it looks like to the west and east we are extending that bike lane to a bike lane and a buffer and matching up on either the other side of alamany in the detail on that looks like if you got alamany westbound and eastbound in the inspection with san bruno at the bottom part of diagram and that depicts the path right now folks are crossing san bruno alamany on the other hand, at san bruno without a signal or cross running cross there walking among side through the roadway on the unmaintained portion of right away and then crossing alamany at the north part of alamany without a signal we can install a form multi used by pedestrians and bicyclists a more direct connection to interrupting and little Farmers Market it will put in opening a crook including having a signal with a pedestrian walk signal at san bruno and alamany and as a matter of law one at the alamany westbound and the timing actually is Pretty Simple from a traffic flow perspective there is a San Francisco general existing just a few yard to the east of this diagram as to these connecter intersects with alamany not a delay for people trying to drive through the area. Weve completed the traffic analysis with caltrain support and fortunately, we find several enough roadway capacity to accommodate this without increasing traffic sybil and working with mta to adjust the signal timing and to coordinate the signal timing that will be needed for 240 project with ongoing traffic signal work planned in the area and caltrain review and approval of the changes the striping changes and the signal timing changes to implement these improvements we recommend pursuing sort of two delivery phasein parallel the first part could be done quickly with mta the striping project the road diets on alamany and then the more medicine term delivery would be of the pedestrian and bicycle multi use path that is because a project that requires more engineering by dpw dpw as looked at that and we need to design for drainage interest there, there is flooding to the east of the area and make sure that path avoids of flooding and doesnt exacerbate any flooding and install the signals it is a little bit longer than of a project to deliver than the striping project but there are a lot of opportunities for grant fund these improvements first of all, this is an project and look at it tip and commendation funding and prop k and Capital Funding to help to support the project a current general fund set aside to continue the next phases of implementation engineering of the project and will be very expensive for a number of grants this is on the vision zero net High Injury Network that gives it a leg up against other competing projects the costs are relatively modest for the bike lane and the path together not more than 5 million and in fact, we think that is together certainly significantly less than 5 million altogether weve gotten great compute and involvement from matt and dpw and caltrain honestly and also support and doing outreach from the portal Neighborhood Association been great in giving us feedback and directing us to outlet groups in the community that has given us a lot of input so family connections particular a couple of different focus Group Sessions with defy groups within family connections coming up thats where we do a lot of cantonese outreach and going out to the Farmers Market again in month liquor earlier in the spring to get feedback from the folks assessing the market at the market we look forward to any other input or guidance you have for us the next time is after weve completed our outreach and made refinement to the disdain design have a clear implementation path to present thank you.
