Mellone for his services clapping. want to also comment on jims resignation so i think ive known jim longer than many of you many of you may not royals it we were freshmen together no college i remember jim as one of the nicer guys on campus we transferred after that we didnt see each other for a number of years and connected in San Francisco but when i came to the Port Commission i was thrilled that jim was here and had the pleasure to work with him ive talked to countless people a variety of different programs from the cap trade and the efforts to additional trade i cant count the number of times jims name came up interested in the port and to approach them what a fabulous person a terrific embodiment of all that the port stand for and great representative for the port so i know you wouldnt be too far away i know well continue to be friends i guess i can say i was married to him twice sort of performed the ceremony anyone for him twice i know ill continue to feel i will certainly miss you representing the port from our colleagues to people extraordinarily and be able to work with you at the port but jim thank you for your your incredible time and service here and if so certainly with sadness we see you go but continue to do great things and colleagues. Definitely going to miss you jim it is just been such a pleasure working with you your passion and commission and your knowledge of all the cargo industry and so passion youve shown in trying to bring in more business its a pleasure to work with you im jealous of our travels coming up so but im sure youre very deserving. President s report. Preparation by the Mayors Office of housing and Community Development Opportunity Partnership and engagement under the stills homelessness issue. Commissioners an item that was requested during our new business i commissioner adams and we once before had beven duffey the director of the Mayors Office of Housing Partnership and engagement yesterday sam dodge was pointed out as the mayors interim director for the office of hope to combat homeless to Homes Initiative and the homes for heros to address the Veterans Issues sam worked at the tenderloin clinic and a labor organizer for the California Nursing Association a batches degree in Public Administration from Columbia University in new york city and generally good smart guy and so with great noouchl to gives you an update on the office. Thank you commissioners, i appreciate this opportunity ill start with a short video then well get into it. It effects everyone in our city in many different ways is a is 2013 San Francisco Homeless Center 64 homeless individual in the city to try to address the issue to the citizens are a program to provide a solution to combat homelessness in San Francisco welcome to the Navigation Center. This Pilot Project is aimed at People Living other than the streets it makes a it different from other shelters able to accompany entire Homeless People allowing us to keep and bring their personal bloomgz. It is a whole program that people dont want to be homeless and from the services dont meet them where they are are theyre not relevant to where their lives are theyll for the be successful in the embarcadero people can assess twentyfour hours a day for the laundry and the Navigation Center is designed to be an impactful dynamic residential experience where on this site we have for families and sign up for gentle think assistants and food stamps and medal those he knows issues are complicated. The thing the agency actually coming on site to provide services and that is exist with the goal streamlining the hole process of how to get people into general assistance as quickly as possible. Truly different way totally different you can come and go as you, please while your servicing showers anytime you can 24 7 a day wherever you want to do it not like any other other. Thats an example when a for what they did for the entire mission and they reach out on the other hand, and do what they can to where do we have to get you set up and straight i couldnt imagine were doing this this place is different and a lot better. The Navigation Center is a collaboration of partnerships between several nonprofits in the Department One of those project sponsors is the homeless partnerships from the district 2. Air force weve well have our partners go out and try to bring you guys in dont go anywhere early the next day well send out our team into the population and hang out with them and transport people in the process with them when they get there inaudible myself and all do you have really. Being homeless and bring the belongings you with wherever you go this place here is for storage i dont have to worry about it. Youre here you get things done that need to be done to get people off the street a lot of hopelessness is gone. An accomodation to if youre hurry go eat need a shower go get one. Your hanging out. The Navigation Center was fund for a 3 million unanimous donation as of may 2013 an additional 3,000 arrest warrant was in the program inaudible . When you go there you see people come out theyre ready to go into the future homes and know how valuable the Navigation Center is. My message for the constituents is that, yes something has to be down to address homelessness and it is being done. Theyve set an example for San Francisco to take an area that was funky not looking great what were trying to do is help their neighbors getting sicker and more frail and broken down on the street and theyve welcomed us to come here thats. Powerful state. People are excited people will beginning to see for folks theyre able to find housing. We want to help them theyre in survival mode and inaudible and theyre much more kind of inaudible . To i mean, the first days that i was here he had appointment to go to appointment and everything was made all i had to do was go to them thats different. Settled in a helping hand, get on my feet and take care of issues i had and this is so wonderful. Even though the Navigation Center has been open since may 2015 creating successful outcomes for the clients. A month ago we came and asked me to come into a program so i have been here and three weeks later im in my own place i feel great it is all mine i can lock the door and not worry about my stuff i feel like a human again like part of this. Okay. So thats just a little brief update ive passed out some of our weekly dashboard and one of the great things youve been wlorl with the project so not a report 2 years ago later as stated in the video this was funded with the 3 million gift to the city and it is nice to be able to design and implement a project where youre kind of free from a little bit of the normal constraints through the budget process and others so because it was a success initially we thought phil an important gap in the services in the city the mayor has backed up with further investment and looking for more locations to open similar programs i think you know people get a chance to look at our weekly dashboard you can see that people are there you know we go from 60 to 75 people at any one time and try to work down and go and invite in a whole group of guests to come in and take advantage of services and you know recently just today, we had invited 5 people in from district 3 and district 2 right close to the waterfront area here and previously we have gone and invited in the guests from the Justin Herman plaza area and you know a couple from up around the cable car turn around if you look at the map on the second page some of the earlier activities collected here and as you can see where weve been grabbing or inviting people in and a lot of that it clustered around the Mission District where the Navigation Center is thats natural a lot of people in the Mission District and can vascular and working well with them to rove their homelessness if there was an opportunity to open up something here on the portland it will cluster up like that around the embarcadero and thats an in violation of section i want to you know really make for the port i think we can do some Amazing Things to find a great facility to house that at as you can see further on depending on the path of the client there is different average lengths of stay overall 50 days right now people come into for various reasons and as you can see the tracks of work in and out for each week weve been really proud and tomorrow morning you know the hud secretary will come and invite curious i was present at the National Alliance to end homelessness an industry in d. C. Will be this project and its spurred a lot of interests in other cities i know it comes as a little bit of a shock to san franciscans but you know chronic homelessness is a National Epidemic especially in the california climate the climate is bad la a 12 percent increase and 87 percent in encampments the la county was 44 thousand they did a survey and found that using all their administrative data 10 thousand people a most are fwaul into homelessness a chronic systemic problem in the itself especially in high rent community and in San Francisco it is nice to show we have approaches were not going to surround but really lead with a helping hand and reorganize our resources to make sure that we can resolve peoples homelessness on the street so ive been very excited about the Navigation Center and id like to talk about it but this is not even the limit of what were doing the Mayors Office of homelessness we have a tremendous effort with federal resources to try to reduce homelessness among the veteran population a goal at the end of this year the resources in place to end veteran homelessness which maples veterans that have been homeless a year or more and weve been able to house hundreds of veterans were down to our last hundred and 60 veterans that are eligible for federal support we have vouchers in their hands weve worked with the leader pelosi to raise the reimbursement of those vouchers to assess units on the private market opened a great building on 250 green hundred and thirty units with private baths and veterans have moistened there were proud we have more to go and well be able to get there a family homelessness and experiences a little bit different in our city a long wait list for families to get into settlers were working with a great grant from the School Foundation and able to target homeless families or faemsz at risk in schools together without initiatives were cut the wait list in half for the families seeking Emergency Services through homeless families and saturating them opened up a number of building with transitional age youth but the chronic street homelessness is still i know a pressing issue were seeing everyday and received can you do if our staff and responded to the Homeless Outreach teams to get a sense of what is going on here ive also been spending some mornings walk arenas the plazas and around the support area for the last month and a half to get a sense of how people are experiencing homelessness i know we have work to do and so i think over the next few months well be spending more time with the Homeless Outreach team and bring people into the thats correct center this is you know going to be as closed to a sure thing was we can get for an el nino winter and in the 7 not an el nino in San Francisco San Francisco opened up a monster shelter which i dont think anyone was proud of only happy to have people in the shelter but didnt workout that well, if were strategizing about what we do lead into this el nino year well void that in not well be coming you, you guys likely and looking to open a big Emergency Shelter i hope we can think pro Telegraph Hill and straechl to help to reduce homelessness and get people into the safe and secure housing thank you. Thank you very much for that presentation its really exciting to have the Navigation Center and actually seeing people that are using it and that is absolutely wonderful i know that the city has had long time issues with homeless and it seems to be getting worse it is great to have a resource like that if you want to look to the port where would you look to open a shelter. Ill have to rely on our expertise you know the great thing is that you know the Navigation Center was a pop up it has got were going to do build affordable Family Apartments there, there is runway for june at least but at some point well have to break ground so that was an abandoned school site it was hell converted with a a little bit of capital work you know working on a laundry facility a shower and raising up things to be acceptable so you know, i think that we need to free over minds of what a traditional shelter has been a lot of it has to do with with how were treating each other and what were doing with people once weve invited them the Navigation Center weve committed to housing them once that is established you know you start to take away the other rules no Security Guard no curfew and no strict time people dont losses their beds the only really obligation to treat them with respect and the result has been an incredibly reactions it takes a lot of the amth of anxiety down and not this thing youre turning people through every night but really work with people towards the housing so i could see very easily many of the port areas working as a place for a Navigation Center you know we have those bun losses at the current site they can be moved ive seen the ambition sheds and maybe work inside those i think theres many spaces anything to park a car in basically, we, get it to work thank you. Well bring them into down to the waterfront and look at the success it is a good thing to do but take it somewhere else they had the political courage to do who was right we had a shooting on the waterfront it was so sad i was down here that day having a meeting with director moore and some of the staff megan was there that day it i remember the waterfront and a lot of time we dont talk about the all the people with the mental problems lawful people with mental problems reagan shut down the Mental Institution so our San Francisco Police Department do the best they can and do a great job but it is epidemic and the mayor cant do it alone and people are so step up im sure the people returning for wants whether democrats reasonable person republicans they have to address the issue of homelessness and most cant relate theyre rich anyway and dont live in the neighborhood or not effected by homelessness so i dont think those politicians they can get their head around this is something that effects everybody people are that are Common People like might have ordinary people that have money we cannot turn our back on this initially thirty million tourist sometime its a lot of money floating around but people need help and sometimes, people have to take one to the team and i dont care if i have Something Like that in my neighborhood but deal with the issue it is so political you know it is sad why would Something Like that b be so political i dont get it there is about right or wrong this shouldnt even having to question yourself this is something that people debate i dont understand i appreciate director moore contacting you did i wanted to know more and some of the commissioned e commissions a lot of people didnt see it on our doorstep people get in their cars and go hope yes, maam to the saved i see it everyday i feel this is part of fiber of this community we all have to pitch in with the mayor and businesses and everybody weve got to get solutions we ought to be taking the leads and at the forefront you know were not going to say go into the corner like about super bowl comes were a leader we have the sense and resources and weve got to political encourage 80 counselor to deal with this issue homelessness is not good not a good issue we have to deal with it thank you. Thank you for coming and congratulations we look forward to working with you in your new role very exciting so where to start thats where a lot of people feel when they look at the homeless situations it is not one category that people fall into i think one of the reasons we also wanted to have you back its an opportunity sincerely users this platform that things are beg done not a simple solution i was struck by beven came to us last time with the numbers of homelessness in the city it has remained a stagnant number ive shared that strategic with people it means we are doing something to move people out of homelessness and this incredible expensive city so many working homelessness people dont see them their visible folks on the street that are there for varies impairment be that Mental Health and other families do so People Living in their cars and working cant get housing in the city it lets remind people given the numbers of the thinking fluctuation of homeless and the numbers are increasing it stated means were getting people housdz i want to reiterate you can put it more articulately than i but take advantage to highlight again, all the work youve been doing and the programs clearly are actually making a difference in the people are getting housed so were not seeing the numbers skoekt because of people being sent here a cough i wanted to ask you in terms of specifically with the port replacement we set up the center in the 7 we had lessons pointed out in the Navigation Center people show up with their pets and accommodated and that was something were struck by in the 7 the coordination is animal control to allow people to have a safe place for their tare pets humanity people have a connection with theyre pets and wouldnt come off the streets theyll losses theirs animal xhoomz so a slew of new people into the system and able to assess services and help because we met them on their terms hopefully not have a stormwater like this we need the water but the impact of living on the streets the storms was scarey to make sure we save lives if youre looking to the port as ball park if we dont have all the Solutions Start the discussions sooner rather than later so were prepared and act when the times comes there will, a lot of steps well needing need to go through so i encourage you and your staff to encourage the discussions and if feasible what well need to do or a smaller facilities where it works. Theres a lot of questions you could ask profoundly not jermaine for the port but weve finished fleet week and percentage wise how many of the homeless are veterans i dont know if you got those numbers but just interesting to see if we have you know immigrants living on the street veterans and others we see if there are other programs we can start to help in that way but struck with fleet week and speaking to some of the leaders in the military involved in disaster preparation he had lynch reason with a retired general during the 1989 earthquake necessary brought up a ship and the military the navy actually helped to run a program to get people housed during that time if this is something in discussions but they have beds and births and people that run the mess haul and got compliments on food if were facing a potential disaster if we have the kind of storm everyone is predicting this is the last point and continue to have you come back and doing periodic reports as we do with planning and thank you commissioner adams for starting this process important to let the public know what is happening especially people see a lot of homeless along the waterfront we have the facilities and i think along those people want to help and often dont know how im going to ask you if you will calling the 311 i call if someone is a danger to themselves but the public to know who to contact it in the different situations take advantage of our opportunity to get this information out you know if there is someone walking along the port if there is a Different Number or entity what people can side im going to turn it over to touch on things. You you know so our veteran population is although dropped dramatically it is still around 5 hundred and you know so theres still a lot of work to be done there. Recently last week, we did Media Attention the 36g app can be used for homeless assistance call 311 and get the Homeless Outreach team and get other assistance to help to deck but use the app and the go locates and the first police are First Responder they help bring in the Homeless Team or decide to bring in an ambulance 911 is not a wrong number if youre worried about someone being a danger to themselves they cant be in theyre good stage you know extremely agitated dont seem to be responding to stimulus or in traffic i think it is the right number to call a lot of times and its okay to that but sometimes, people you know want to shy away from that and use the app and call 36g i call the Homeless Outreach team with a dispatch number that number 4157344233 it is great they come out and assess and help to direct people to what they do as the case when i came out with them to work with a woman living in the vicinity here and they knew her very well from the ficus emergency. Other types of things she participated it was nice to see them interact with her and have this Background Information i really encourage that. Get that number. So also today, we had at honor of a Ribbon Cutting and Baldwin Hotel it is a fully renovated hotel on 6th street hundred and thirty units were moving people in and especially the Homeless Population the homeless first and really exciting were part of an effort for the mayor to add 5 hundred unions to our portfolio this year 4 thousand units ultimate this is where we need to go and we do almost 200 units and three hundred more by the end of the year i look forward to working with you and returning. As you may know the local business lbe levied the certify lbes have advantageous in the skrauth goals the Contract Monitoring Division certifies the firm and clays classes them as Women Business enterprise or other business xrisz 1300 lbes have a 3 percent dropped and minority have clarified by a ethnicity and the representation of the firms the same as a year ago with 46 asianamerican and 20 percent africanamerican and 20232 percent latino owned businesses we were what did you do 16 now contract 26 million only 8 contracts governed by the lbe and 64 percent of contract were what did you do to lbe firms this is 6. 6 million or 69 percent of dollars annulment awarded going to local certified firms the lbe were expediting on the size and scope the projects awarded dwurg the record were sued and 86 percent of dollars went to lbe the 6 contracts were exempt from the lbe ordinance due to take our small size or waivers 51 percent of exempt went to local businesses. And on the professional services this is a smaller amount that qualifies. Correct one and 10,000 some of the professional contracts with a certain expertise or not certified within not lbe certified workplace this realm and therefore, no lbes to compete for the contracts. And then if this is in excess of that amount not constitute or quality for the lbe. Correct. Given the cost of professional services would that account for this of that added. Correct. Holmes completed the Salary Survey finds that our port director is paid less than other seaport director by an average ever 31,000 and less than Department Heads on average about 25,000 we do make a staff recommendation we considered a policy decision if he were to correct that issue we made the recommendation for you to increase the executive director salary 3. 25 percent consistent with a m e a contract agreement that would bring the executive directors salary to about 200 and a 71,000 and then for next fiscal year to increase it between 2. 24 a 3. 25 percent that rate has not been negotiated for they employees thats staffs recommendation following the mbe guidelines you have exclusive authority to set the executive directors director salary shes earning less than her peers and ann and i are here to answer any questions. Good afternoon, commissioners executive director mirror and port staff and members of the public my name is stephen real an engineering project manager and today iceland give an earthquake study on the northern seawall this is for information on and a review of the seawall function and history describe the earthquake vulnerability study and highlight work completdz to date and describe the next steps this is a graphically heavy preparation arrived by boat this is a shallow mud flat and piers and wafers and commissioners to control the title of lands in 1863 and comprehends into a mecca of maritime commerce a great seawall as sometimes no one was proposed by thomas j arnolds in 1873 and lefgd in 1887 and constructed beginning in 1878, 4 miles long and located self feet from the shoreline and helped to create largo portions of downtown. Today, the seawall anchors the northern waterfront slightly providing support for the head wharves and building and protecting the shoreline and hold back the lands carmen infrastructure including the embarcadero promenade and roadway and muni lighting and key areas serving the city every day thousands of people enter and leave it by crossing over the seawall by ferries and criticizeships ships or traveling under the sea level and they run and bike and skate to ball park are to experience the sarin beauty of bay. Seawall was constructed by a trench through the mud several hundred feats through the shoreline it is 20 feet deep filled with rock to create a pyramid shaped dike with the bulk head wharf and the lands behind was filled to create a thoroughfare in the embarcadero later most of timber an engineering drawings from 1909 showing section 11 this is one of the concrete walls and wafers this is over by pier 38 the bryant street wharf many say a bulk head beyond and this is the concrete bulk head today there are 22 sections of wall over 55 combination of bulk heads and wafers one time over 40 piers and now half remain the earthquake equivalent study was led by joint venture between engineering communication g hd a national modestly firm and a local enterprise Geotechnical Firm the Contract Value was 425,000. 25 percent of sub consultant participation goal the scope the contract includes a comprehensive view of information that work is complete and phase two the vulnerable analyze it in progress and largely complete and the mitigation recommendations this work is in process speculate contracts for pier review the specific scopes establishing the zone of the influence both bay ward and landward and section maps and generating sites predictions with the ground shaking and analyzing the rock for stability and the uplands formulate i cant tell supernatural analysis of bulk head wafers and this recent for performance oar mapping of utilities within the zone of influence and work with the utility providers to assess potential damage and impacts from the land subtleties and assessing the posts earthquake flood hazards due do the ground settles a highlevel Impact Analysis conceptually designs associated with the cost based analysis and finally recommendations including ranking and prioritizing areas for irrigation and detailed information thats a full plate. So what have we found the zone of influence the zone in which the seawall impacts the soils and supporting structures it extend up to 12 hundred feet beyond the seawall towards downtown sub surface mapping the red dots are atms exciting geotechnical boards this is based on existing information not budget to go out and do new geofunds that runs 10 to 15,000 a piece great information this map shows the thickness of artificial soil this is a cross up it is 25 feet thick in pier one it is sandy in nature and liquor fax a phenomenon that the soil is fluid like in this case is increases the pressures on the seawall young bay mud victims this is the thickness of the young bay to mud i mud it is saturated clay deposited two thousand to 7,000 years ago there is from monique deposited during 3 stages of flooding and draining of the bay rally during and after the wisconsin innovation the bay filled 3 straight times this is highly compressable and offers little sheer resistance not good for foundations this is a closeup it representatives thickness up to one hundred feet near the Ferry Building this is the bedrock it varies from 40 to 200 feet below the seawall near the Ferry Building. With sub surface mapping complete the team choose 3 stekz sections this is near photographers im going to flip those through those quickly a variety of conditions that have thick layers of mud you dont below the seawall section one near pier 49 a potential sand under the rock dike and section 3 near pier 29 a section 7 in the vicinity of pier 3 quite a bit of thickness of bay mud and near the Ferry Building 9 a of the vicinity of howard street, section 12 which is the vicinity of pier 38, and section 46 near at t park in addition to the geotechnical section the team choose four representative sections for the wafer structures for the dpoe analysis ill quickly go through those this is important to note those are pile structures sometimes the piles are within the rock dike and sometimes blow below it and varies sections of concrete wall at the top this is pier 17 area and pier 26, 28 and the pier 38 area so earthquake hazards we live in earthquake country with an educationally quiet periods following the 1906 San Francisco earthquake all indications this could end soon the United States working gron group on the california kwaeshthd is 72 percent of major earthquakes in the barrier magnitude 6 point plus this is a major earthquake for the 72 percent number. The 1989 loma prieta earthquake was not a major earthquake for San Francisco. Estimate in 1906 it was over 60 million away produced only moderate consists this is what the loma prieta in the 1906 earthquake from loma prieta on the top and 1906 on the bottom to give you an idea of interest it take 40, 1989 so equal the 1906 this is offshore in san o 1906 this is offshore in san to 1906 this is offshore in San Francisco. Waterfront trends in ground shaking the team looked at the fault probability you can see the faults on this map team analyzed the fault and generated the ground motions along the waterfront for a variety of return periods this is call schematic analysis this graph shows the trends in the ground acceleration versus the ground return this is on the left and return periods on the bottom the 1906 earthquake was approximately 200 year return period and what those trends show that quickly you get into high levels of ground shaking at early return periods less than one hundred years after about 5 hundred years they start to trail off. So when we look at risk within the next 10 or 20 or 50 years the probability felt structures on the waterfront this type of information is great for us to consider in risk based recommendations. Then the next steps a complete draft of equivalent results is expended at the end of 2015 the pier review also 2015 and the final draft of the recommendations been released in early 2016 and this will inform efforts to help with the resiliency and climatic change plan. What you see here is the 2014 south napping earthquake as measured by the bryan street whatever we included i believe 10 accelerate obama terrace in the seawall and several are the down hold pile up to 85 feet below the deck tied not strongest you strumentdtion of the south napa valley earthquake this was used to tune the assumptions being made in the seawall with that, that concludes my presentation. Two questions about corporate bad behavior not all companies are a good fits in my opinion there are times in certain communities in the place in the u. S. Wouldnt want a walmart and other places would love to have a walmart this year needs to be a Value Companies need to be held to a standard and if a reputations for corporate bad behavior this should be said not a good fit something to been Going Forward not all companies are a good corporate behavior and i dont think we were talking about and we were liz those companies it is nice but not all companies are good Corporate Citizens the communities and it reflect on our repgs reputation if someone didnt have a good sculptor reputation and had a has a record of by a behavior thank you. Weve got to the two regulations for as you the grantees we can define or be real penalties if we dont follow through an them properly one is public utility and alu allow all businesses that want access for the zone benefits to be able to apply through the zone so that really kind of pits is onerous on Foreign Trade boards and kilograms to decide whether or not you know theyll accept or approve a site and do we were any Ability Agency commissioner adams pointed out an ability to weigh in and say let me see if i understand this correctly. We neither approve or disapprove we have the right to not do business if they refuse to obey our operating agreement by the rules board; is that correct. I think commissioner adams is getting to more social than legal enormous are rebreaking the law this is pretty clear i think commissioner adams was talk about more less quantifyable so we need to explore that future. Thats what i was asking for accountability. Any at regulation that is pretty uniform treatment we need to treat like users in a like manner. Have we be able to use our Foreign Trade zone status to work with the Mayors Office of Economic Workforce Development to try to attack more businesses into our area in particular but i know your zone is pretty board but you mentioned tesla in fremont any other large manufacturers to use this as a tool to attract them into our areas or done that kind of outreach they had had marketing and here on behalf of the appellant. Weve done a lot of outreach again, i think reaching out to the economic folks like the Mayors Office of Economic Workforce Development or the San Francisco chamber of commerce or china sf the center of development and folks like that weve met and talked about the program and let them know and encourage them to identify the businesses currently located in San Francisco or our area that benefits but be wear when theyre talking to businesses that maybe looking at to locate in our and were make them aware this Program Available one more tool in the economic quality of life vera speaks for itself and were trying to make sure that the economic bay folks in the area know about the program and eye that and the chamber of commerce and the city Municipal Managers and anyone that is out there looking to help develop and bring in businesses in california were in touch with the Governor Office of go busy exactly.
