Is a delegate you know you may remember back in 8th grade civics 10th grade you know I know this is a very informed audience and you may know but I like to give like a day in the life of a delegate what the heck did they do in Annapolis 90 days from January to April people think we're just down there eating bon bons watching soap operas you know switching over to be around for but frankly most of us are working hard every day so yesterday Friday was kind of a pretty typical day and I thought I'd give you a look into the life of a delegate in Annapolis so I started at 8 am I had a subcommittee meeting for my insurance subcommittee and we talked about long term care very sexy exciting stuff long term health care and then 9 am went right from that into a Baltimore County delegation meeting Well hon you may not know this but every county meets once a week in Annapolis and we talk about was an issues that are specific to our county so as a Baltimore County delegate I represent Baltimore County and Harford County we meet every Friday and we talk about Baltimore County this week we had police chief Sheridan come in he has been around Cam and it's just kind of reappointed him to that job he's a nice guy and then we had State's Attorney Scott Shellenberger come talk about crime you know let me tell you I'm going to give Scott Shellenberger shout out here he is a good guy doing a great job you know you have to think about the crime in Baltimore City and then the crime in the county in and around on in Hartford and you know the men and women in blue do a great job keeping us safe and these states attorneys frankly that are tough on crime locking up the bad guys Scott Shellenberger West satins that man Randall You got Joe Castle Ian Harper there doing. And so let's make sure we get Guinness here so we decided that we'd finish that conversation at 730 Monday night and work to make sure that we get that brewery set up here in Baltimore County and the reason we had to cut it short was because it allowed them we had to rush across to the floor if you've never visited Annapolis So think back to your elementary school days in high school when the bell rings and everybody gathers their books and runs out to their next class exactly the same thing in Annapolis it's kind of funny the 1st few times you hear it and you're like oh here it is the bells we got a. Run across the street so we run over to the House floor starts at 11 and we debated some pretty interesting stuff on Friday fracking was on the floor the ban fracking ban did pass you know later in this show we'll talk more about fracking and I I support fracking with reasonable regulations and we'll talk more about that but it did pass it's going to the Senate I'm not I don't think the ban is going to pass maybe a moratorium we talked about a bill on parole Well earlier you heard me talk about crime there is a bill that passed narrowly but it passed that cuts the governor out of parole decisions so you know think about people who have served life with the opportunity of parole lifers I mean these are people that were convicted of some pretty bad crimes the parole board puts a list together and sends it to the governor and says we want you to look at these folks to parole and then the governors the backstop the governors the guy or girl the man or woman elected elected by the people accountable to the people who says yes or no well this bill cuts the governor out and just lets the parole board make that decision terrible idea of pass the House narrowly I hope the governor vetoes that and then we talked about public schools and you know that's always one of my favorite things when I'm on here was c. 4 we talked about Baltimore City public schools Well this is another terrible idea you know listen Annapolis has never short on terrible ideas this would be another one schools have to be failing for 3 years before the state will come in and take them over 3 years so you think about your child. That child in a failing school when 1st grade failing in 1st grade the school's failing in 2nd grade the school's failing in 3rd grade 3 very formative years you know another another bad bill masquerading as you know good for education but another you know masquerading bill that just not good so lots of fun exciting issues we debated on the floor and then broke around 215 when I rushed back over to my office to have a very very tasty lunch of a can of soup. Yeah that's that's the exciting life of a delegate I can a can of soup I you did in the microwave so I could rush over to my committee which is health and government operations so you know I love the way Annapolis is set up there are 141 delegates 140 of us the speaker is not assigned to a standing committee but the rest of us are assigned to one of 6 standing committees and we're expected to go we go there every day and we're expected to become experts in in the field that the committee were on so I'm on h.b.o. Health and government operations but. You know my my 1st 4 years I spent on Appropriations and Governor O'Malley was the governor and let me tell you that was tough man he raised as you know 10000000000 dollars in spending 10000000000 dollars over his 8 years I was there for 4 of them and it was painful painful committee to sit on as a fiscal conservative but by only got paroled off of a appropriate and I spent 2 years on environment transportation this year I'm on health and government operations so I made about 10 or 12 bills that we heard they were some pro-life bills of abortion bill Affordable Care Act Let's see I think we have the health care exchange and then we had a really interesting topic topic of vaccinations you know so should backs in. Nations be mandatory or not yet it was a program acts a nation though but we had a bunch of folks come anti-vaccination people you know some quite heartbreaking some some moms and dads whose whose children were even killed by the acts in Nations but that will be another interesting topic will handle on another day said you know here we're just about to 6 or 630 and we're getting to go to voting so we're going to wrap it up now stay tuned because we've got c. To the Civil Right yes yes to any was great he was talking about moms I'm so proud that he's working in Baltimore City he's he's actually doing the hard work to turn that's turn our city around he is one of the things that you continue to talk about was my emphasis on. Education we have got to make an emphasis a real Louis is doing that as well on educating our children and holding high standards what you just described in terms of the state that intervening in the failing school for 3 years what about those children of their For those 3 years exactly and we brought that up on the House floor and you know it is some people that are from counties I'm just so I have to tell you frankly see for I'm disappointed that the Baltimore City delegation was not against that that they weren't more vocal in sticking out for the kids in their county when there's always been the squirrel can't be in the problem of those audiences listening the problem in the state has been because of one party rule that in order for them to adequately address some of the failings in Baltimore City the academic part is only one part to both know it is the money part is the fiscal part when you address the fiscal problems in the city of Baltimore you really get to what the academic part is not a success. Absolutely and as I heard and know that Governor Hogans working with Mayor Pugh to address this shortfall I am going to call up to the Hogans people and say hey let's put an audit on that money you know we owe it to the kids of Baltimore City to find out where the money's gone we just heard yesterday Bill Gates later that would have closed 2. $130000000.00 deficit what we could be even more than that but Baltimore City at least quote the government holding yesterday is putting up $20000000.00 that's been the discussion with Mayor Catherine Pugh is that the city is going to put up 20 which means that the state is going to have to put up you know maybe close to a 100 to me it would put up that well being if they legislated other state legislators you deserve to have a right to look at the books yes and I can tell you as people in my county in Baltimore County Harper County and look when I ran for Senate traveling across the state people want accountability and they're tired of a blank check just constantly be being written and we know these schools are failing now we've got a bill that says we're going to fail our kids for 3 years before we step in and save those kids you know the teachers union continues to protect teachers and bad schools and we have some great teachers and some great schools but you know the ones that need help are the failing schools and the kids in those schools and you know it's about time that people step up to address this and oppose what the teachers union stilling don't get can't be when you look at the tropical action I think one of the big messages coming in people who want to put down from the fairly middle of the quote the country is people are tired of the status quo ditto to hearing about we'll get to it next year you know it's Ok it's really that no things really that they really they are and you know I've been as you know in in Baltimore City have a heart for Baltimore City and squeaky Kirk over there in West Baltimore at the m.l.k. Center's joints. Great thing some By the way for those who don't know because I've known him since he was a child of the son of the late delegates he was the most elegant Curtis Well put the who that is going to yes and she was a was a great champion for Baltimore City and you know we owe it to these kids we owe it to these kids and I you know I don't know what measures we're going to have to get to get people to wake up and say the answer is not always more money well that the measure is and I've been such a theme of my show to the them sport that the more you talk about it he would give voice to a sense of urgency we have violence in downtown Baltimore in broad daylight we have schools that are failing our children what more is going to take before people get a sense of outrage or a sense of urgency yes I know last earlier this week you talked about those 7 kids that beat that guy up it was night of 9 kids ha refine from 18 down to 12 delegates they get what you think about what we're doing and it's going to be legislation there may be that you'll probably see it put get to the floor be probably going through the judicial committee but councilwoman respected former councilwoman who's 80 years old she remembers she was severely beaten in the old garage in broad daylight as she was getting into a car by a 13 year old and a 15 year old she was pushed hard for legislation that would have more penalties but generals who commit violent quote about don't know about credible by a liquid delegate Yes And Ray Lewis yesterday talked about him visiting a drug lords house which is interesting but you know he and he gave us a little story about how he does go in the city and we need African-American leaders to go in the city and affect real change in your word urgent is absolutely correct and he sat down with these kids he said Ray Lewis said these kids are you know 12 to 16 they're minors that these drug I'm going to call him cartels drug gang. Are using these juveniles because they're in the juvenile system to run drugs and to do these crimes and so would Ray Lewis I asked him how many of you he said there were 12 of them how many of you would leave Baltimore City if you could and 11 of them raise their hand and said Yes Mr Lewis I would leave Baltimore City and that's why I said no and when he said young man why won't you lead and he said because they would hunt me down and kill me. Think about that a bit about a child telling you that think about a young young boy he's a boy. Your heart just breaks for these kids and we've got to do what we have to develop a sense of urgency and really get this is something that I've been talking about with what about city but eventually it's going to come to an end and since Baltimore is. Just city in the state this really has become a state issue at some point it does and it's about time that you know I I hope the City delegation will let people like me help them help the city with some reasonable rational and urgent ideas that need to happen you know we don't need to do to be helpful that will be the delegate Yeah we've got to do it you know we the Baltimore City is a true a gemini a treasure for our entire state and when these things happen it reflects badly on the whole state nationally and internationally can you imagine watching those youths on the video beating up a man and then someone saying I'm not going to a convention in Baltimore look what happens to people in broad daylight in Baltimore Senate and then within $24.00 of them they will come up with a break within 24 hours another 26 year old Sutton killed him there were 3 o'clock in the afternoon on the city circuit in a bus which is right filled with the quote above. And what we'd be doing with that and gosh that would that could be a whole hour long conversation we had a bill on rabies vaccines for dogs and cats and we held that one up. Make sure that our vets that treat our dogs and cats had their concerns addressed insurance because it's health and government operations we always have insurance bills some some bills for blind people you know which is an interesting topic and then of course we had a bill for Brian frosh the attorney general and his ability to sue the federal government and Donald Trump but I want to break to a call we have right now we have Brian on the phone from Carroll County he has a question about the legislative process Brian welcome to w.p.a. All news radio 10900 thank you I just want to thank you for what you've done and what you're doing and the process that you just explained was the purpose of my call because I had the opportunity to testify on a bill about 2 weeks ago and I think the general public because I consider myself as some my educated person. Doesn't really understand what you do day to day and the fact that you're bringing this to us is just so helpful in the the process I went through made me think so much more about just how we all knew that acts Hey thanks Brian thanks for coming to Annapolis and testifying and you know for most of us down there we're there for people like you we want to make sure that regular citizens have their ideas address their opinions on bills and you know certainly there are plenty a lobbyist they are people they are being paid to speak to the legislature but folks like you that come down and you know want to weigh in on an issue that ins is important to them it's so very important and thank you for doing that to did you get any Rosalee you said and what was your what was your impression. My impression was that it's a great process. A lot of our tax dollars are spent on an amazing building you have but at the same time it's it's just very cool and I honestly don't think that the. The normal person who hasn't been there gets what happens and I think you telling the story which I think you've done a great job today is important. We do get resolution and I guess the other impression I had was there were certain constituents. So in various parts of the states they were pretty much angered in what they thought or any testimony took place Yes Yeah you're right thanks for calling in Brian and it is so important that we have people like Brian people like you who are listening that you come in that you e-mail that you call and let your legislators like your representatives know what you think ah you know people pay a lot of attention to Washington d.c. You know bigger issues headlining on the news but there's a lot of things that go on in Annapolis and your voice counts your voice matters and you know it specially if you have a profession I can tell you this rabies Bill great example so this bill came through by committee and I'm friends with Dr John Brooks a great that from my district is from Kingsville And so I shot Dr Brooks an e-mail on like what do you think about this bill John looks it looks you know I'm a little concerned about it and immediately he weighed in so I was able to bring that to the committee and say hey look this is the impact that this idea while it sounds great is going to have on our vets and more importantly on the folks that get their dogs and cats vaccinated so you know having friends like Dr Brooks is really important and knowing folks like Brian's you know make sure that you're weighing in and that your talking about these important things and you know I going to get back to this Bryan frosh information but I did want to let you know in the next segment we're going to have or in the next half hour we'll have calling in Dave Bossie he is the group advocacy group he's the chairman of Citizens United deputy campaign manager for President Donald Trump he's one of the 3 people that really. Made Donald Trump's election the victory that it was and he's the very man for Maryland's a Republican Party just a great all around guys go. A call and give us a little update on Donald Trump and what's going on in Gosh I'd love to get him to give us a day in the life of somebody that works in the White House that would be awesome would be great but back to this issue on Brian frosh our attorney general so you're not going to believe this while you probably will believe a spot when this resolution come in House Joint Resolution 3 and it expands the powers of the attorney general and you know what's going on here is Brian frosh is well and up as are many many Democrats about Donald Trump and you know if he says read they say below well why this is so egregious is that he is now going to have the ability to sue the federal government and bypass the governor so you know let's say in the future we have a different attorney general that is a Republican and we have a Democrat in the governor's office the Democrats wouldn't want that Republican to bypass the governor and that's you know when you make a change in a law it's got lasting lasting implications but you know just a little information a little wording from this resolution that the federal government may pose a threat to the health and welfare of the residents of the state and the state should investigate and obtain relief from arbitrary unlawful unconstitutional federal actions and you know it goes on and on and on but we're going to break and when we come back we're going to have Dave Bossie join us right here on w b a l a news radio 1090 this is delegate Kathy sitting in for Peter Schmuck stay tuned this is for a Monday show we're going to see how the American Health Care Act otherwise goes trouble here does over the week it's also. Well you know the 1st the good news is they're not working this weekend. Spending any of our money. But that's how I feel about when everybody's in session includes you in you guys in Annapolis since I'm a Marylander But you know look we present trumps you know full speed ahead we you know the breakneck pace that the president really has said in in trying to correct all of the last 8 years really to k. In our economic condition across the country has really been fabulous and that's really what he's been focused on and and obviously this week has been a heavy focus on trying to get Obamacare repealed and replaced as he promised during the campaign so that's a that's a main objective of the president's And so you know we're going to pivot right from that you know in the next months to tax reform and I think you're going to see. Even more job creation job growth economic revival across the country because that's really what it comes down to we we need more jobs we need more job creators and more wealth creators for the lower and middle class because that's what's been missing people who need to have the opportunities to succeed for themselves and their families and that's that's what we're all about yes he ate the economic indicators that came back just today I think or yes. Today late yesterday are great the unemployment numbers going down the economy's growing you know I really excited about the possibility of reviving the American dream exactly what you said David giving people an opportunity to start their own business to you know the jobs numbers that you just talked about I mean we you know President Trump's 1st month in office there you know there was an expectation that the economy would grow 588-5000 jobs and it grew by a little over $300000.00 so if he had a hunch over $100000.00 additional real jobs created during the months. You know his 1st month in office and that really comes from the leadership that comes from and added to it comes from telling the American Indus industrial complex that we are that America is open for business that we are going to be a nation that is going to be cutting taxes cutting regulation and becoming a business friendly environment and that's what backs what C.E.O.'s want they want some certainty that they're going to be able to survive the next several years and be able to hire people and it's not going to be an overly burdensome employee new employees and so it's exciting and I think the president's really happy with where we are but he's looking for to to to to be quite honest he wants to move fast he wants to do more and I think that that's just a tremendous work ethic that he has and a vision for America in all Americans he wants to bring people together yes he really is exhausted by you know this permanent campaign of the left that is just every day they wake up to try to stop him they've never given him a chance and we don't expect that they are going to change but it's just disappointing. Yeah as a as somebody sitting on in my standing in my shoes I can't agree with you more I turn the news on and you know they anti trump the you know 4th wing of government which is the the liberal news media that they just continue to attack attack attack and when you look back at the things that they did to promote Barack Obama and his presidency and all the opportunities and benefits of the doubt that they gave him but ultimately I think the average man and woman the average person the forgotten man as resonance from talks about and you know I use that line in my senatorial campaign you know we're here for the forgotten man a woman who gets up every day and goes to work and thinks that you know the government's been picking on him for the last 8 years and finally looking to say Ok there are you know the clouds are starting to move away we're going to see some sunshine we're going to keep some of our own money we're going to get some opportunities we've got a government that says yes to business not no we've got a government that says yes to taxpayers we're going to try to find a tax break for you I mean that's all very exciting news for the average person despite the fact that the Drive-By Media the you know liberal media continues to just be negative negative negative. Well that's on the right look the forgotten man is really President Trump's montra he has spent you know the last 18 months of the campaign talking about the forgotten man Steve Bannon who is the chief strategist Steve the White House Stephen I. Produced a simple math documentary Generation 0 a couple of few years ago that is. The basis for the guy that was that discussed the 1st and it was really Neal how's book we took the film that is really really. In the lightning on exactly how. The American government got away from lifting everybody up and looking out for those who you know trying to get over on the government and or or the Chinese economy more than the American economy and so you know it's that average man woman who wakes up every day and tries hard and does does and live is a right way and then feels they get screwed and that's that's what that's what President Trump's been about and that's what the reason that you want I agree and I think you know look in large part that's why Governor Hogan line same kind of you know person same kind of leader that said let's put business back to work let's put people back to work let's you know realize that we're all equal where the left says some are more equal than others and you know we want everybody to have an opportunity and I think it's very exciting I think the people that President Trump is putting in place that are cutting through the red tape I mean a big part of the problem I think that you're seeing in Washington d.c. Is what I'll call the permafrost So you know you can replace the secretary because at the top and they can you know put some new new people in in charge but those career bureaucrats that have been. There for decades that do not want to change that that makes it even tougher. The term the new term is called the deep state that's what they're calling it it's the permanent culture the permanent employees those career bureaucrats the Obama holdovers that have been in there in those agencies for for for 68 years they're going to oppose internally the Trump agenda poses deregulate race deregulation or tax cutting or ability for the American people to move forward these are the folks that are standing in the way and that's you know you saw the president yesterday removed for I believe was 46 United States attorneys from around the country you know there's still a lot more to do but those are the types of things you need to do as president is to make sure that from the top down there are people in place that are going to forward your agenda President Obama did he fired all 96100 percent of the u.s. Attorneys he fired on the 1st day. I mean it's what presidents do it's Ok for President Obama to done it it's Ok for president trying to do it and so you know we need to we need to get people into those positions that that are going to be supporting the president's agenda not opposing it at every turn Yeah and you know of course it's it's funny when the press the liberal media makes a big deal out of that Jeff Sessions and then you know how terrible these people are losing their jobs but they forget exactly what you said is that it's about whether they take those jobs look they take those jobs and they work at the pleasure of the president and and those that that's just how the the that's just how it works and you were appointed by a different president so you're clearly on the on the block on the 1st day it's been 50. Days and now he's made a cow he's he's a look at this he has studied it and he's made a decision to move on 46 of them there's 5000 jobs in the government he changed out 46 those $46.00 are now going to be replaced by law and order United States attorneys those that are going to prosecute the laws on the books and that's what we've gotten away from We've gotten to selective prosecutions and instead of everybody feeling as though they're being they're being treated equally So look I think you know Governor Hogan did that when he came in he paid a putting people into the positions that he had the power and the authority and quite frankly the right to be able to to change people out from the old administration to the new I mean why would you why would he want to keep Governor O'Malley.
