He says at one time he was held down by five plainclothessed officers. It was when a detective nearby recognized blake and identified him and the officers let him go. Police commissioner bill bratton says blakes account is disturbing. One of the officers now placed on modified duty. Just the nature of what he described is not what we do. Its not what were supposed to do. Reporter bratton says the officers were from the grand larceny unit, working on a sting at the hyatt where suspects were accused of ordering for phones and paying for them with stolen credit cards. Detectives were back at the Hotel Wednesday night where several aspiring tennis pros couldnt believe how blake was treated. Hes the best player out there. Hes, like, a grand slam champion. So you can see through Staten Island through parts of queens, into brooklyn and more of Nassau County, still parts of union, hudson county, i drove through a lot of that, so did alex. I mean, it was nasty this morning. You can expand that. Morning. A low in the middle part a lull in the middle part of the day and i think a more significant round this afternoon. Youre looking at 79 right around 80 for a high today. Itll feel a little warmer with those doiments, definitely some soggy spots. Watch out for some flooding in and around the city. As you make your way in harrison, we do have an accident blocking the lane on the new england thruway northbound between merrimac avenue and playland parkway. If you choose to take the west side highway, its a much smoother ride for you. To the George Washington bridge, inbound lower level is close for construction. No delays at any of the hudson River Crossing tolls, though. As you can clearly see, limited visibility as you cross the span. Slick spots as john mentioned, so do be careful. The Fire Department says they got a call just after midnight saying the car was on fire under the pearl and the manhattan bridge. Luckily nobody was hurt. Yesterdays rain causing damage in Staten Island. Streetsstreets were flooded there. Drivers stranded and some cars were under water. Many of these areas still recovering from Superstorm Sandy. The south beach section was one of the hardest hit areas. Cbss Valerie Castro reports. Every time it rains it becomes like a nightmare. Reporter johns home has flooded again. It was still in disrepair from Superstorm Sandy when the water made its way in wednesday afternoon. The house along with four of his classic cars took the brunt of the flooding on dodi avenue in the south beach section of Staten Island. 10 minutes is what flooded the whole block out and this is every time we get a a storm here, this is what happens. Reporter in this cell phone video you can see one unlucky driver found himself waiting on the roof of his own car when it stalled out in the newlyformed river. Those nearby could only watch and wait for help. I had mixed emotions. I was, like, is he okay, like, how is he going to get out . Reporter john and his neighbors sate catch basins on the street arent doing enough and theyre not alone. Several people posting video to social media showing flooding and Rushing Water in their neighborhoods. Back on dodi avenue, the water eventually subsided, but residents like janeen valentineo says theyve had enough. Every time we get a little bit of a bad rain, you cant go to work, you cant do anything. Youre stuck in your house. Residents say they have made repeated calls to ask the city to fix the problem. The department of Environmental Protection would not tell us if there are any plan in the works on that street. A man is accused of sneaking onto an empty plane in newark. They say he got on the tarmac and entered a United Airlines jet that was parked at the gate. At some point the suspect set off an alarm. Authorities are not releasing the mans identity. They are sweeping the plane for any other suspicious items. The hangar that collapsed at Newark Airport will be torn down today. Four workers were hurt yesterday afternoon, two of them seriously. They were prepping the old United Airlines hangar for demolition when something went wrong and the building gave way. We just heard a big boom, everybody came outside and started screaming a building collapsed. So search and rescue, police started evacuating the area, blocking off the streets. The section nearest to the runway fell completely to the ground. The hangar was not in use. New developments this morning in the shooting of a top aide to governor perdue. Police have release to Governor Cuomo. They believe hes 19 or 20 years old and was wearing a jamaican flag around his neck. An attorney for the Governors Office was shot in the head early monday morning in crown heights. Police say he was caught in the crossfire of a gun battle of two rival gangs. He remains in condition at kings county hospital. A crime spree in new jersey ends up with a stolen car smashed into a store. Along the way six people were hurt, including the top Law Enforcement officer in union county. Police say quadre frazier was staying at the hotel when he got into a fight with a woman yesterday afternoon and fired a shot at her. They said he then pistol whipped the Hotel Manager in the parking lot and carjacked a womans car at gunpoint. Created some serious havoc in this area in the matter of an hour. Police say frazier hit several cars before crashing into a jeep and then into a store window. One of the victims is acting prosecutor grace park, said to be shaken but not seriously injured. Tomorrow will mark the 14th anniversary of 9 11 with memorial events here in new york city and around the country. Today in shanksville, pennsylvania, Visitors Center will be dedicated and open to the public at the united flight 93 national memorial. Passengers aboard flight 93 fought back against hijackers. Theyre credited with keeping the plane being flown into either the white house or the u. S. Capitol. The plane instead crashed into an open field, killing all 44 people on board. He didnt get much yesterday, but Staten Island, parts of brooklyn, other parts of Nassau County just too much rain. Look at these numbers, though, comfortable 70s. Thats nice. Its been a long time since that has happened. In the city were dealing with some fog, though, and some rain pushing through to the east. 73 degrees, winds out of the west at seven, relative humidity at 90 . Reporter the Staten Island man, a married father of four and fwrfer of six operated grandfather of six, operated Simmons Planning Group and agency in brooklyn after stinlts as a teacher and limo driver. Police say he was born in italy and would speak italian to italian it immigrant clients, developing longterm relationships. One of the ways Thompson Says simmeneshy would dupe clients is by recommending they surrender their Life Insurance policies and invest the money with him. But instead of investing it, he deposited it into his account. Some of that cash allegedly used to buy a girlfriend an apartment. Theyre going to talk about the economy and a minimum wage hike for all new yorkers. Today Governor Cuomo making an announcement with Vice President joe biden on possible changes to the statewide minimum wage, pushing for 15 an hour for all workers, nearly double new yorks current minimum wage of 8. 75. [ chanting ] reporter thousands of fast food workers have been protesting for a wage hike for months, sending a strong message to their bosses and demanding 15 an hour, giving employees an extra 250 a week. Well be fighting more from there. You cant even live on 15. Reporter workers say their pay hasnt kept up with the cost of living. Earlier this year Governor Cuomo rejected mayor bill de blasios call for a citywide minimum wage of 13 an hour and directed the state to look at 15 an hour. In july a wage board finalized that number. Governor cuomos labor commissioner has been analyzing the increase and must give final approval. If that happens, the wage would be phased in over three years in new york city and six years statewide. But its an increase a lot of businesses dont want. They say it could force them to raise prices for customers, cut workers hours or even replace employees with automation to cut costs. So for now those possible changes would only apply to fast food workers, but, again, the governor wants to push for this for all new yorkers and that. Rodeo tega plead guilty to robbery in july and expected to serve a sixmonth jail sentence for his role in the shooting of nypd officer ivan marcano. He was shot in the chest when he got into a gun battle while trying to arrest three robbery suspects. He was promoted to detective because of his heroism. M. , again, through parts of Nassau County, into the bronx and then now parts of Suffolk County as well. So the heavy rain pushing into more of Nassau County and Suffolk County. And now into brooklyn another batch of heavy rain pushing through. Expand that and you get a sense of the next round. Thats that 9 00 or 10 00 system we see in the city. Yes, its going to slow you down, getting the work day under way. And then heres all of this moisture coming up. But the front has to push through that way, so the needed rain is here today. Some of it lingers tonight. See that impulse of energy riding along that front . Tomorrow improves during the day, and then we see another front pushing through late saturday into your sunday. In the wake of the criticism of mayor de blasio from giuliani. Commissioner kelly blames the rise in the murder rate and the homeless population. Marcia kramer talked with kelly about the criticisms and more. Reporter its no secret that former Police Commissioner ray kelly is furious about how bill de blasio became mayor, by running again the nypd and and against the stop and frisk strategy that had helped reduce crime. This also makes his blood boil. We have had precisely 10 more murders this year than last year. Thats 10 more than i accept, but its only 10. Every life matters, and most likely those 10 more murders were young men of color. Thats whos getting shot on the streets of our city. Thats a pretty cavalier statement. What about the families of those 10 people . Reporter interviewed in conjunction with his new book, vigilance, my life serving america and protecting the empire city. Kelly talked about another thing that has changed dramatically since Michael Bloomberg left office 21 months ago. The optics are not good. You have a lot of homeless people. Reporter for many new yorkers, that falls under the heading of tell me something i dont know. While mayor de blasio blames his predecessor bloomberg, kelly says theres a certain feeling out there that things are a little bit out of control, that, you know, theres not the construct that was in place in the bloomberg administration. The city is a more permissive place. Reporter what advice would you give the present Police Commissioner about how to deal with homelessness . Im not going to give advice. Homelessness is the mayors problem. Reporter what advice would you give the mayor . One of the issues is people arent wanting to go to shelters because of a lack of security, perceived lack of security. I think more professional policing in shelters. Reporter and to deal with the problems in times square, barechested painted ladies and the aggressiveness of the cartoon characters, the answer, kelly says is aggressive policing. You can film that, you can use undercover Police Officers to engage with these individuals, people would say, well, hey, why get involved . There are more important things to do. But that type of thing is important for a community. A connecticut coach is feeling the heat after putting his Football Team through a punishing workout. The coach forced players who says were behaving badly to perform a drill that required putting their hands on the hot turf at penders field in stratford. The turf was so hot it burned some of the players palms. 16 had to be treated. No one had any heat stroke or anything. It was just strictly cosmetic with the hands. We bandaged them just how you would bandage a cut. The coach apologized in person, at the school and online. He says he was not aware the turf would cause that type of reaction. Time now is 5 19. New this morning, disciplinary action for an nypd officer accused of slamming a tennis favorite to the ground. Retired pro player james blake says he was cuffed and roughed up in a case of mistaken identity. Cbs 2s Janelle Burrell is live in midtown with more. Janelle. Reporter well, mary, one of the officers involved now on modified duty and an internal investigation now under way by the nypd after james blake says he was simply standing on this sidewalk outside of his hotel when he says without word that officer came up to him and tackled him. Reporter did they just rush you . No. Just rushed me. Reporter the former tennis star shaken and furious. 35yearold james blake says he was tackled and pinned to the ground by nypd officers outside of the Grand Hyatt Hotel on east 42nd street early wednesday morning, taken down in an apparent case of mistaken identity. Reporter have you had any conversations with them at all, with the cops yet . Not yet. Reporter the harvard educated tennis player, once ranked fourth in the world was waiting outside of the midtown hotel for a car to take him to the u. S. Open tennis tournament when Police Rushed toward him. He says at one point he was held down by five plain clothessed officers. It was only after a retired nypd detective nearby happened to recognize blake and identified him that the officers let him go. We should be upset about it. Reporter Police Commissioner bill bratton says blakes account is disturbing. One of the officers now placed on modified duty. Just the nature of what he described is not what we do. Its not what were supposed to do. Reporter bratton says the officers were from the grand larceny unit, working on a sting at the hyatt where suspects were accused of ordering phones and paying for them with stolen credit cards. Detectives were back at the Hotel Wednesday night where several aspiring tennis pros couldnt believe how blake was treated. Thats a disgrace, really. Reporter blake says what he wants now is simple. Reporter what would you like to hear from them . An apology. Reporter sorry about that. Now, investigators say they did during the sting. Rmt wooer a keeping an eye on incoming storms. Yesterday car wrs under water in parts of Staten Island. Now, homeowners on dodi avenue in the south beach section say this is not an unusual sight. They say they have repeatedly called the city to let them know that the catch basins on enough. In 10 minutes is what flooded the whole block out and this is every time that we get happens. The water has since subsided, but residents say theyre just waiting until this happens again. New this morning, police are looking for this man they say robbed three banks in the past week. It started last friday when cameras caught him going into a chase bank in midtown. Police say he passed a teller a note and made off with close to 3,000, then allegedly hit again tuesday at a chase bank on 23rd street. Money. Wednesday police say a teller at the hsbese bank in the flootiron section handed him close to 2000. Today fwof gof will call for a major increase in the states minimum wage, not just for fast food workers, but all new yorkers. Cbs 2s ilana gold joins us from the Javits Center where the governor will speak later today with a special guest. Reporter mary, the governor wants a higher minimum wage for everyone in new york and later today hes going to make a big announcement about this at the Javits Center. We also learned that Vice President joe biden will be here to help him push for change. Today Governor Cuomo making an announcement with Vice President joe biden on possible changes to the statewide minimum wage, pushing for 15 an hour for all workers, nearly double new yorks current minimum wage of 8. 75. [ chanting ] reporter thousands of fast food workers have been protesting for a wage hike for months, sending a strong message to their bosses and demanding 15 an hour, giving employees an extra 250 a week. Thats just a start. Well be fighting more from there. You cant even live on 15. Reporter workers say their pay hasnt kept up with the cost of living. Earlier this year Governor Cuomo rescwreacted rejected mayor bill de blasios call for a citywide minimum wage of 13 an hour and directed the state to look at 15. In july a wage board finalized a recommendation to endorse that number. Governor cuomos labor commissioner has been analyzing the increase and must give final approval. If that happens, the wage would be phased in over three years in new york city and six years statewide. But its an increase a lot of businesses dont want. They say it could force them to raise prices for customers, cut workers hours or even replace employees with automation to cut costs. The governor is going to make his big announcement at 1 30 this afternoon. Were going to be here and, of course, let you know what he has to say. Heavy rain now through parts of the twin forks, north shore, youre going to be dealing with more of that. The south shore, though, look at this rain filling in for more of Nassau County and Suffolk County. Expand the view. You get a sense of the break, but now middlesex, monmouth, Somerset County, youre going to see more showers fill in. That holds together, and then the next thing you know union county, Staten Island, the city, youre going to see it, so its going to slow down parts of the commute. Theyve trimmed the flood advisory for parts of brooklyn and queens, but now into more of Nassau County and Suffolk County until 7 00 a. M. One of the models what are the models anticipating . Could see 2 1 2 inches of rain in the city and even more north and west. It all dmends on where those babbleds set it all depends on where those bands set upment some parts of the city will see three inches of rain out of this system, so make sure you have your rain gear. The hunt is on this morning for an Armed Robbery targeting Nassau County gas stations. Police believe he struck at least eight times including tuesday night at a bp station in lakeview. The eight robbery haves taken place in just over a months time. In each case the suspect conceals a semiautomatic weapon under his tshirt. Hes always struck between busy evening hours between 9 00 p. M. And midnight. Police hope the video images and audio will lead someone to identify him. Another man is seen on video trying to break out of a bar. Police say the suspect picked the lock at bradfords bar and grill in stamford, connecticut early tuesday morning. Once inside, the door locked behind him. It took several attempts for the suspected burglar to break the glass and make his getaway. Tomorrow will mark the 14th anniversary of 9 11. Today in shanksville, pennsylvania, a Visitors Center will be dedicated and open to the public at the united flight 93 national memorial. Passengers aboard the flight fought back against hijackers and are credited with keeping the plane from reaching washington d. C. The flight crashed in an open field, killing all 44 people on board. A new symbol of survival at ground zero is now spreading its roots and message of hope across long island. A small tree that was found in the rubble of the World Trade Center still stands at the 9 11 memorial. Now that tree which is known as the survivor tree has been reproduced and leaves are grown from the seeds of the surviving tree. And we will have live coverage of the september 11th remembrances beginning tomorrow morning at 8 25 here on cbs 2. The Apollo Theater plans to launch a hologram of legend billy holiday. The theater announced yesterday that the hollow gram of the music icon will debut later this year. The labor Department Says the number of available jobs in july jumped to its highest level in 15 years, but the markets fell after the news, and thats because investors think that the strong data makes it more likely the fed will raise Interest Rates when it meets next week. Investors werent all that impressed with apples new product lineup. The stock fell nearly 2 yesterday. The company said its upgrading its apple tv and connecting it to siri. Apple is also rolling out its biggest ipad yet and upgrading iphones. Theyll come with a 3d touch screen and a better camera. Reporter james blake says this whole ordeal has left him fuming and this morning he is demanding an apology. He says those nypd officers held him face down on the ground of this sidewalk right outside of the hyatt hotel on 42nd street. This morning one of those officers now on modified duty. Just rushed me. Reporter the former tennis star shaken and furious. 35yearold james blake says he was tackled and pinned to the ground by nypd officers outside of the Grand Hyatt Hotel on east 42nd street wednesday morning, taken down in an apparent case of mistaken identity. Reporter the harvard educated tennis player, once ranked fourth in the world was waiting outside of the midtown hotel for a car to take him to the u. S. Open tennis tournament when Police Rushed toward him. He says at one point he was held down by five plain clothesed officers. It was only after a retired nypd detective nearby happened to recognize blake and identified him that the officers let him go. Upset about it. [ chanting ] reporter thousands of fast food workers have been protesting for a wage hike for months, sending a strong message to their bosses and demanding 15 an hour, giving employees an extra 250 a week. Earlier this year Governor Cuomo rejected mayor bill de blasios call for a citywide minimum wage of 13 an hour and directed the state to look at 15 an hour. In july a wage board finalized a recommendation to endorse that number. Governor cuomos labor commissioner has been analyzing the increase and must give final approval. If that happens, the wage would be phased in over three years in new york city and six years statewide. But its an increase a lot of businesses dont want. They say it could force them to raise prices for customers, cut workers hours or even replace employees with automation to cut costs. Reporter so for now the possible changes would only apply to fast food workers, but, again, the governor wants to push for this for all new yorkers and lawmakers would have to approve that. New this morning, helicopters are airlifting people to safety after heavy rain pummeled the eastern parts of japan, flooding homes and causing landslides. It left one person missing. Some 73,000 people have already been evacuated. New information people in the phoenix area are on edge after at least 10 freeway shootings over the past two weeks. Arizonas director of Public Safety calls the incidents domestic terrorism crimes. The first incident happened on august 29th, the latest incident happened yesterday. Seven vehicles were hit by bullets, three were hit by projectiles. Law enforcement is ramping up patrols on the ground and in the air. Its just a matter of time if this behavior continues that we have tragedy on our so far there have been no serious injuries. Police have no suspects. Arizona calling on officials from three other states to have who have dealt with similar situations over the past year. Some parents say a High School Football coach should have known better. More than a dozen players suffered burns on their hands after a harsh practice drill to punish them. Cbss lu young has this story from stratford, connecticut. The football coach at stratford high now in hot water for putting players in close contact with the simmering surface here and burning their hands during practice. Thats a 24hour total, but theres some more heavy rain pushing into parts of Staten Island and brooklyn right now. Its light to moderate rain for more of Suffolk County, south shore, though, theres one thunderstorm pushing through. Now, though, Staten Island, brooklyn, more of monmouth and Middlesex County dealing with heavy rain and, again, were going to see more of these little impulses that will ride along that front during the course of the day and then this afternoon, thats where we see potential for a soaker. So you talk about an inch in the city. Were going to add approximately 2. 4 inches to that total, so youre looking at the possibility of three inches of rain for a good part of the area. And depending on where those bands set up, you could see closer to four inches of rain by the time this all wraps up early friday. Thats incredible. Thats a lot of rain. We need it. At one point i was saying take the Grand Central parkway as an alternate. Thats no longer a good option because we are seeing rush hour delays through this area. So just give yourself plenty of time. Youre going to be stuck in it. Problems on mass transit as well. Lirr service is now suspended. That is in both directions in ronkonkoma between ronkonkoma and hicksville. James blake who played in three grand slam quarterfinals says he was slammed to the ground and handcuffed by police in a case of mistaken identity. Cbs 2s Janelle Burrell is live in midtown with more. Janelle. Reporter well, mary, james blake says he was tackled right on this sidewalk here on east 42nd street just outside of the hyatt hotel. And thorntion hes not only demand and this morning hes not only demanding an apology, he says he wants those officers involved to be held accountable, all of this happening just after 11 00 wednesday morning. The harvardeducated tennis star was once ranked fourth in the world and waiting for a car service to take him here from the hotel to east 42nd to the tennis tournament in queens. Now, at the same time police from the nypd grand larceny unit, they were on a sting nearby looking for suspects accused of using stolen credit cards to buy cell phones. A plainclothessed officer tackled him, and then he says five of them held him down face down on the sidewalk for about 15 minutes. He says it was only after a retired nypd detective nearby recognized him and identified him that those officers let him go. Just the naip of what he described is not what we do. The commissioner tells us, though, that they are having an internal investigation and that two legitimate arrests were made during that sting. Dodi avenue in the south beach section, residents say this is not an unusual sight. They say they repeatedly called the city to let them know the catch basins on the streets 10 minutes is what flood the whole block out, and this is every time we get a storm here. This is what happens. The water has since subsided, but residents say theyre just waiting until it all happens again. New this morning, police are looking for this man they say robbed three banks in the past week. It started last friday when cameras caught him going into a chase bank in midtown. Police say he passed a teller a note and made off with close to 3,000. He then allegedly hit again on tuesday at a chase bank at 23rd street. This time he didnt get any money. On wednesday police say a teller at an hsbc bank in the flatiron section handed him close to 2000. A crime spree in northern new jersey ends with a stolen car smashing into a store along the way six people were hurt. Police say quadre frazier was staying at the patelehotel when he got into a fight with a woman yesterday afternoon and fired a shot at her, he say he then pistol whipped the Hotel Manager in a parking lot and hijacked a womans car at gunpoint. Created some serious havoc in this area and in the matter of an hour. Reporter police say frazier hit several cars before crashing into a jeep and then into a store window. Happening today Governor Andrew Cuomo will call for a major increase in the states minimum wage, not just for fast food workers, but for all new yorkers. Today Governor Cuomo making an announcement with Vice President joe biden on possible changes to the statewide minimum wage, pushing for 15 an hour for all workers, nearly double new yorks current minimum wage of 8. 75. [ chanting ] reporter thousands of fast food workers have been protesting for a wage hike for months, sending a strong message to their bosses and demanding 15 an hour, giving employees an extra thrrs 250 a week 250 a week. Thats just a start. Well be fighting more from there. You cant even live on 15 bucks. Reporter workers say their pay hasnt kept up with the cost of living. Earlier this year Governor Cuomo rejected mayor bill de blasios call for a citywide minimum wage of 13 an hour and directed the state to look at 15 an hour. In july a wage board finalized a recommendation to endorse that number. Governor cuomos labor commissioner has been analyzing the increase and must give final approval. If that happens, the wage would be phased in over three years in new york city and six years statewide. But its an increase a lot of businesses dont want. They say it could force them to raise prices for customers, cut workers hours or even replace employees with auto mation to cut costs. The governor will make his announcement at 1 30 this afternoon.
