Good evening. Well have more on that powerful noreaster about to hit in a most, but first, that deadly plane crash tonight. Outside washington, d. C. A small jet smalling into a house. At least six people killed. Everyone on board and now we learn, members of a young family inside the home at the time. You can see the remains of the plane there, right in the front yard. And in the backyard, just about everything there left untouched. And just look at the home next door. The left side, completely gone. A charred mess. Tonight here, we hear the pilot radioing in when things go wrong and another pilot witnessing it all. Abcs kaidavid kerr slooley is scene. Reporter midmorning, out of nowhere, a jet slams into this neighborhood. Fire crews race to the scene. Plane into a house. Report of three people in the house. Reporter then suddenly, a second explosion. People here say the jets engines didnt sound right. Flying erratically. Left right, up down. Struggle to control the aircraft. Reporter the three people on board killed. And with the fire out in the house, on the second floor, three others. A mother, her 3yearold and an infant also killed. The jet came through the trees. It hit that beige house and landed on the driveway of this gray house, slamming to the ground an then the flames hit this white house. The jet broke into two. A wing flying toward that third house. The wing, which contains fuel, did end up in that third house where most of the fire damage has occurred. Reporter the problems for the jet happened quickly. The pilot had just radioed that he was ready to land. Quebec is now three straight four. Reporter another pilot was watching the jet. Guys, i think that phenom just came up short. What oh [ bleep ]. Reporter by afternoon, the data recorders, the socalled black box, had been recovered. Pile lots reported seeing birds in this area right before the crash. The ntsb says its too early to know what caused this tragic crash. David . Reporter david kerley leading us off tonight. David, thank you. And now to the extreme weather were watching on both coasts this evening. Another powerful rainstorm in the west. But first, look at this tonight. A powerful noreaster about to barrel up the east coast. Freezing rain, snow. It is going to make driving treacherous. We have the latest track coming in this evening. Lets get right to chief meteorologist ginger zee. Reporter both coasts tonight. But we start in the east and a lot of color showing up on the map. Those are all flood watches. Winter storm warnings and winter storm watches. What i want you to take away from this, at the coast, this is a rain maker, only. Heavy rain and very windy. We could see wind gusts 50 to 55 Miles Per Hour. It is drive time early tomorrow morning. Its through tomorrow afternoon and then it changes to snoep. Snow and wind on the back side. The heaviest snow will be falling in some of the higher elevations. Western new york, northeastern pennsylvania and up through parts of inl tier your new england. Thats the snow. But then we have to talk about a one in several years storm, david. More than 60mileperhour wind gusts come with this thing. The northwest gets it first and the southwest, parts of los angeles, youre talking 20foot waves at the coast there. This is going to be a big deal. Watching the east and the west tonight. Ginger, thank you. And now to one more weather headline this evening, after that massive super typhoon in the western pacific ocean, formidable as seen from space. It hit the philippines over the weekend. Tonight, just some of the images as the storm hit. Winds reaching 115 Miles Per Hour after making landfall. We now have learned at least 21 dead. Tonight, that typhoon has been weakened to a tropical storm. Now, to that breaking news, the urgent warning tonight. U. S. Embassies, u. S. Military, all put on alert. Bracing for a possible violent backlash. A top secret report about to be revealed. Inside, how the cia tortured prisoners. Lets get right to abcs chief Global Affairs correspondent Martha Raddatz. Were going to hear some very graphic detail about what happened, and in some cases, even when there was no information gleaned . Reporter thats right, david. Its why those diplomatic and military facilities around the globe are bracing for potential violence targeting americans. Because the report is that explosive. Despite the risk, the white house said today it supports the release of the report, described as extremely graphic with shocking detail about waterboarding and other interrogation methods the cia conducted during the dark days after 9 11. As one person familiar with the report said, it will sound bad. It is harsh. Torture, sometimes continuing even after interrogators concluded there was no more information to gain. Waterboarding, the simulated drowning demonstrated here, was halted years ago, but the Majority SenateIntelligence Committee findings conclude that the cia misled the Bush Administration about the methods and the results of the coercive interrogation conducted at socall black sites outside of the u. S. The former president is standing by the cia. These are patriots. And whatever the report says, if it diminishes their contribut n contributions to our society, it is way off base. Reporter the cia argues that waterboarding was key, not only in stopping future mrolts against america, but finding osama bin laden. Theres going to be disagreement at the end of the day about the value of this information. Reporter president obama has not said definitivety whether he thinks torture worked, but today, the white house said even if it did, the president does not believe it was worth it. And martha, we heard from former president bush there, now were learning that Vice President dick cheney is also weighing in . Reporter he is, david. We told the New York Times tonight that the harsh interrogations were, quote, absolutely, totally justified, dismissing accusations in the Senate Report that it was a rogue operation as a bunch of hooey, but make no mistake, david, there are things in this report that will shock many americans. All right, Martha Raddatz standing by for that report tonight. Martha, thank you. Meanwhile, this evening, from the west, stunning imaging. A massive fire. And just look at this. From afar, it looked like a huge partal of downtown l. A. Was on fire. That massive blaze engulching a construction site, that apartment complex disintegrating. This picture tells you just how intense that heat was. The road sign melted. Hundreds of firefighters rushing to the scene. Freeways shut down. And abcs brandi hitt on the ground for us tonight. Reporter an entire block of Downtown Los Angeles engulfed in flames. Heavy fire, multiple floors. Reporter the incredible inferno, tearing through an Apartment Building under construction. The timber affecting as kindling, creating a red hot wall of fire in minutes right across the street from a fire station. It was very hot to where you could feel it pinching on your ears and your neck. Reporter flames 40 feet above the sevenstory building seen from miles away. Downtown l. A. On fire. I can feel the heat. Reporter 250 firefighters on scene, working overnight to control the flames. We have not had a fire of this magnitude in a number of years. Well over a decade. Reporter miraculously, no one was hurt. Listen as the windows of a nearby building blow out from the extreme heat. And crossing to the nearby freeway, where the heat melted this overhead sign and burned the leaves off trees. As daylight broke, fire crews showed us the incredible damage. An entire city block, reduced to ashes. These smoldering high End Apartments were set to open in january. Now, arson investigators are trying to determine if anyone purposefully set them ablaze. David . Brandi, thank you. We are learning more this evening about that high stakes raid. The elite members of s. E. A. L. Team six striking in the dead of night to save an american hostage. He would not survive, nor would another hostage who was just hours from freedom. Abcs chief investigative correspondent brian ross now. Reporter the white house said today the president had no regrets about ordering the highrisk rescue mission, even as the bodies of the two dead hostages, american luke somers, and South African pierre korkie, were being flown home. It was apparent that these militants were preparing to kill mr. Somers on saturday. Thats why the raid was executed on very short notice on friday night. Reporter after landing six miles away under a full moon, more than three dozen members of the elite navy s. E. A. L. Team six made it to within a hundred yards of the al qaeda hideout, when one of the guards spotted them as he relieved himself outside. U. S. Officials say somers and korkie were both murdered bid their captors as the americans closed in. Tragically, korkie was to be freed by al qaeda the very next day. The aid group he worked for said today they had agreed to pay a 2 200,000 ransom for his release, but did not blame the u. S. For what happened. I cant be upset with the United States because this the United States was acting in their own interest. They were acting in the interest of their own citizen. Any government would do that. Reporter u. S. Officials said today, they did not know about the negotiations for the South Africans release. And its not clear what impact it would have had had they known. But david, it certainly would have been a much tougher call for the president. All right, brian ross, thank you. Were going to turn now to our series on race and justice in america. Reporter samaria rice witnessed something no mother should see her 12yearold son tamir dying on the street. I just see my son laying on the ground. With nobody doing nothing. Reporter someone had called 911 about a person with a gun in the park, suggesting it might be a kid with a toy. But those critical details apparently were not conveyed to the responding officers. This video shows tamir in that park, the squad car arriving on scene. An officer shooting the boy in less than two seconds. Tamir, only a sixth grader, died the next day. He was a wonderful child. He was a joy to my life. Reporter now his mother is the demanding justice, in an interview with good morning america. Im looking for a conviction for both of the officers. Reporter the numbers suggest samaria rices wish is not likely to be granted. From 2005 to 2011, the fbi received reports of more than 2,600 justifiable home sides by police. But in that same period, there were only 41 cases where an officer was charged with murder or manslaughter. Why is it so rare for an officer to be charged . Two reasons. The law gives the officer the benefit of the doubt. And prosecutors work very closely with Police Officers. Reporter in that meerms case, his mother wants the police to go to jail. The calls for change across the country, including right here in washington. Protests going on right now. David . Pierre thomas in washington. Pierre, thank you.
