family is getting into their 2010 toyota camry thanks for the cash for clunkers program. they got a $3,500 rebate in exchange for their dodge caravan which was over 10 years old with 176,000 miles. >> it's an incentive for us. we were holding on. it's a good program. let's go ahead and buy a car. we needed a car. >> reporter: at fitzgerald lake forest auto mall the lot is full of shoppers. time is running out to take advantage of the federal program. >> it's incredible. nothing but good news. more business this month than a year ago. we may have a record month in all of our company's history. >> reporter: the clunker program has been so successful the lots are running short on cars to buy. some are complaining they are not getting reimbursed by the government. >> it's not because of what a dealership has done wrong or right, it's because it's so onerus. >> reporter: the program has been great for business. nationally more than 450,000 new cars have been sold. linda brown hopes to be one of the last buyers. she's getting rid of her 11 year old nissan. the cash for clunkers program technically ends at 8:00 tomorrow night but people should not think they can wait until the last minute apartments have been evacuated. negotiations between the man and police are ongoing tonight. police say a drunk driving suspect in bladensburg committed suicide in his jail cell overnight. officers say they found him stumbling around his suv which crashed into a telephone pole. they took the man into the bladensburg police station. a few hours later he was found dead hanging by his t-shirt. >> there you can see the very distinctive storm churning its way across the eastern extent of nova scotia, heading up to newfoundland. the radar shows the heaviest of rains have left most of the halifax area and some unrelated showers across new york and new england. 300 miles eastern of the eastern most tip of the great state of maine moving to the northeast at 30 miles per hour, winds down to 75 miles per hour now. this storm will lose it's tropical characteristics as it goes over the very cold atlantic. by wednesday it will rain in ireland as a result. we'll check in with you in a few coming up tonight americans receiving social security checks will not be getting a cost of living increase. we'll tell you why. plus, some lawmakers are calling for an airline passengers bill of rights. wee going to tell you a little bit more a americans expecting to see more money in their social security checks are going to be disappointed. the millions of americans receiving their checks will not be getting that annual cost of living increase next year. this has not happened since the automatic adjustments went into effect back in 1975. they are linked to inflation. inflation is negative so no adjustment. trustees who oversee social security say the adjustment won't happen next year either. new york senator chuck schumer said he's fed up with airline passengers being treated like cattle. he's created a bill of right for them. more than 100 passengers were stranded on the tar pack at kennedy as airport. the bill would allow passengers off plane once it's been delayed for three hours. airlines have to provide food, water and adequate bathrooms for passengers who are stranded on the ground. >> passengers ought to have some rights. they shouldn't just be treated as cattle going on that railroad car and whatever happens to you, tough luck. >> schumer says he expects the full senate to take up the bill this fall. >> bikers suited up, revved up and hit the road satellite loop over the last couple of hours. one little ripple of low pressure heading to new york city and new england. another ripple bringing showers in north carolina and tide water regions of wanted the first team to get points on the board. first play on the game, jason campbell in control, drops back, takes the shot downfield. once he sees his target he went deep but the pass was broken up. campbell went one for seven ten yards. zorn said he had good zegs making. third quarter, rookie quarterback, chase daniel made the most of his first game. connecting with fellow rookie the 6'4" receiver hauled it in. tight end fred davis by the way out of the dog house on special team, punner to punter sends it downfield. look at this. the steelers get it and the ball stripped away by fred davis who had fumbled twice in the first game. he said that feeling was worse than he had ever known. the very next play, here he is again, the rookie chase daniel rewarding davis on this one with the 18 yard strike over the middle for the touchdown. daniel was six of eight for 58 yards the redskins beat the steelers. daniels said he had to shake off the jitters. >> once you make the first completion, you block out the crowd noise and everything else and you play the game like you're back in high school. the numbers look good. but i still have a long way to go, getting every down the way i want it to be. >> chase had a wonderful night. he was six of eight. i thinke had 60 some yards. he was poised. we're working on some temple things with him. he was excited. he hung in there. got withinless streak getting the win at bristol. it was 50-year-old mark martin that led the field on the short track known as bristol but jimmie johnson that had taken the lead almost had his wheels fall off. johnson had to come back and he fell back to 22nd. if there's a will there's a way. kyle busch on lap 43 beats ryan neumann to take over the lead and busch said at that point he could smell victory. less than ten to go, michael waltrip nails the wall hard. clint bowyer is hit by logano. busch praised mark martin for racing him clean. busch wins his fourth of the season. mark martin finishes seconds. marcos ambrose came in third. kyle busch is in the 13th spot. things will start to tighten off snoop that playoff system has changed for nascar snoop it has. the cool thing is the
