Right now on capitol hill, apples top lawyer is fielding questions from lawmakers about the fbi request. To hack one of the San Bernardino shooters iphones. The fbi wants apple to develop a program to hack it apple says that would create a back door that could break encryption on other devices and set a dangerous precedent. Hundreds of millions of law abiding Citizens Trust apples products with the most intimate details of their daily lives, the only way we know to protect that data is through strong encryption. We only use the tools given to us under the law. Its our job simply to tell people there is a problem. Everybody should care about it. Mid 60s today for highs, wind chills in the 30s tomorrow. And thats not all. Storm team 4 tracking a chance for snow at the end of the week. Well have de for the thousands of people who are treated for traumas every year, life or death can come down to a matter of minutes. But a procedure about to go into Clinical Trials at Major Trauma Centers in maryland may bring, may buy surgeons some time. Doreen gentzler is here with more. Its not a new concept, but this is a new application. Its all about cooling the body. Really cooling it. When body temperatures hit the 70s, severe hypothermia and death can be next. This procedure proposes to lower the bodys temperature even further. By at least 20 degrees. When a person undergoes a severe physical trauma, the body often goes into shock. Right now trauma patients 0 who have cardiac arrest from bleeding so much that the heart stops have almost no chance of survival. R. Adams cally Shock Trauma Center at the university of patients every year and when a patient comes into the Shock Trauma Center, time is critical. Every minute, even seconds count. Our goal is going to be to try to make decision to do this, within about five minutes of the person losing a pulse. This is epr, emergency preservation and resuscitation. Our goal of doing this is to cool particularly the brain, but the rest of the body, too. Down to around 50 degrees fahrenheit. For these patients were talking about, the heart has already stopped. Were trying to buy time. For surgeons to at least stop the bleeding. Dr. Samuel tisherman is heading up the epr study at the Shock Trauma Center. Epr is not yet in practice. He started thinking about this more than 20 years ago when cooling down the body temperatures of nontrauma patients led him to investigate cooling the body temperatures of critical patients. In epr, the trauma surgeon puts aorta, pumping a large amount of icecold fluid into the aorta, cooling the brain and the heart from the core. There are people who suffer cold water drowning or are found stuck in the snow, and they get very, very cold. Zu oc but we could still sometimes save them. Even if the heart has stopped. 25yearold justin smith looked frozen solid last year, lying in a foot of snow. No pulse, not breathing. In this particular instance, the coroner was called. On the advice of dr. Gerald coleman, paramedics rushed him to nearby Lehigh Valley hospital in pennsylvania. I called a code blue, we had 15 people waiting here to start cpr in this room. Doctors used a defibrillator on justin and started to reoxygenate his blood to warm him up. Hours later, doctors saw brain activity. Justins case from body temperature to ever survive exposure from hypothermia. Back in baltimore, dr. Tisherman is looking forward to the summer when he hopes Clinical Trials can begin. Only people suffering from penetrating trauma such as gunshot or stab wounds will be eligible in the beginning. If you have any kind of therapy where less than 120 of your patients live, theres room for doing Something Better and something new and this we think this is it. Patients will be unconscious and in most cases near death and not able to give consent to participate in the study. But researchers are going out into the Community Near the Trauma Center to give people information about the study and what they hope to accomplish. Again theyre hoping to begin this trial in baltimore this summer. Jim, wendy . Fascinating. Astronaut scott kelly will be back on solid ground later this evening. Set to land on terra filma after spending near lay station. And this morning, he tweeted an incredible round of photos. Capturing his last sunrise. From the iss. Kelly, along with a russian cosmonaut both set to depart late tonight and land in kazakhstan. By the time they land, the pair will have circled the world more than 5400 times and traveled 144 million miles. Scientists hope these longer missions can be the first step toward a trip to mars. All right, so did you know that today is the first day of spring . Meteorological spring. March, april, may. Weve got to wait for that. Thats the equinox. For those of us researchers scientists putting together the climate data, weve got the standards he may for meteorological spring. We kick it off on a mild note, in the mid 60s today, we know how fickle spring is its not going to stay that way. As a matter of fact, look at the rest of the day, recess weather, almost failing grades, certainly towards the end. It will be cold tomorrow, chilly on thursday and a little snow early in the day friday. Question mark, delays . Yes, there could be in some areas as youll see in a moment. Lets talk about here what we have for the evening out. Just clouds coming in, its rain after 9 00, 10 00 p. M. 5560 degrees. So the change that youre going to notice is that 11 00 p. M. To just after midnight as we make our move from the 50s to the 40s. And low 40s by 8 00 a. M. The rain will move through here. It will be ending around 6 00 a. M. Off east of i95 and thawing temperatures, but at least sunshine on tap for the day tomorrow. Scanning the area. You can see how dry it is, weve got rain thats now getting into west virginia. Here it is at 9 00, hagerstown, down towards loray and charlottesville. Its through in a hurry. Weve got sunshine for tomorrow. Just a cold, wet and windy. So the weather tomorrow will have a moderate impact on our area because of the change over a 24hour period of time. Cold, windy, youll need the coat. It will feel like winter tomorrow. Well see our temperatures drop and hold steady after lunch time. About 45 degrees for a temperature and the wind chills even late in the day, 4 00, 31 to 37. Yeah, thats a lot like winter. So the kids are going to need the heavy coat. The scarf, too. Heading out the door for tomorrow morning. Next change for us, yet again, is what we get late thursday. And that of course going to be the next system coming in, were right now it looks as though were going to get rain and snow starting late, at 11 thursday. For us by friday morning, it moves out, maybe light accumulati accumulation. Doug has more coming up on news4 at 6 00. New problems for the proposed 7 billion merger between pepco and energy giant exelon. News4s tom sherwood reports mayor muir yul bowser and another key city official are refusing to go along with a compromise deal approved last week. A d. C. Public Service Commission last friday approved the pepco exelon merger. But with conditions. One of those conditions eliminated what would have been a threeyear freeze on the electricity rates for residential customers. But today mayor Muriel Bowser said she couldnt support the deal that took benefits away from lowincome ratepayers. Bowser followed objections from Council Member who represents Residential Rate payers, who said is a bad idea and she wont approve the merger. She said rate payers are her priority. My issue is to make sure that residential consumers in particular and particularly those lowincome consumers get immediate and tangible benefits. The new opposition from bowser and mattavufry could delay or kill the merger. Pepco and exelon have about ten more days to show that all nine parties involved in the merger, including bowser and mattavufry approve of it. Officials say intense negotiations are under way to resolve any differences. In the district, tom sherwood, news4. For a cup of coffee just because youre a woman. So why does congress think its ok that women get paid 20 less than a man for doing the same job . Ill fight for pay equity, to protect planned parenthood, choice for women, and expand paid and family leave. Now some politicians will belittle this as a womens agenda. More proof that we just need more women in congress. Im Kathleen Mathews and i approve this message. Tool Jesse Matthews, the man suspected in the murders of two Virginia College students is expected to enter a plea de the mother of Morgan Harrington today, to talk about why she says it is the most logical solution. Im confident that hes the man. Jill and Dan Harrington have waited years for justice for their daughter morgan. For six and a half years. Thats a long time. The wait is expected to end wednesday, when Jesse Matthew junior makes a plea agreement in the Morgan Harrington and Hannah Graham abduction and murder cases. I asked jill if she had any hopes the trial would have brought answers. We all are seeking and hoping for some piece of something that will make us understand the why, how could someone kill our daughter. How can that be . But its an illogical act.
