and they working on it. he was on capitol hill to meet with democrats and we re told that this was an intense, blunt meeting between the vice president and the democrats and robert gibbs said the president himself may go to the hill and to do some of his own lobbying. he said the republicans are going to vote for it because it in his words, it had everything they want and while democrats may not like the deal, they also don t like the alternative, allowing taxes to go up or inun up insurance to run out. clearly, democrats are still not happy with the white house. and. the edge on maryland s suspected bomb plot. the fbi claims the baltimore man tried to detonate what he thought was a bomb at the center outside of catonsville this morns this morning. the man who called himself mohammad hussein told an fbi informant he wanted to kill military personnel and let s turn things over to paul wagner in baltimore with details. and what have you learnd? reporter: according to the 19-page affidavit, antonio martinez was captured numerous times on tape and talking about jihad, saying he wanted to kill the military personnel so they couldn t kill his brothers in afghanistan and he wanted to take out personnel at a number of centers. this morning, he thought he was going to set up a bomb but that was a fake and the fbi moved in. the fbi said antonio martinez, a recent convert to islam, wanted to wage jihad in the u.s. against military personnel and selecting this armed forces in catonsville. according to the affidavit filed, he first wanted to use a rifle to kill the military personnel working there and he would toss molotov cocktails into the building and shot them as they ran out. the affidavit said that martinez mentioned using a truck filled with gasoline, before celting on the idea of a car bomb. an undercover fbi agent was able to convince him they were working together and provided the fake bomb. james baker, a delivery man, witnessed the aftermath. i heard a big boom and i thought it was a car crash or something and when i tried to leave the building when i couldn t leave,. reporter: the fbi praised the confidential source who first tipped them off working with them from the beginning. there is no question the fbi and the joint terrorism task force relies on individuals, especially from the private sector, to report information related to wrong doing to us. i m not going to talk about the source s motivation and that is unquestionable the source was a huge benefit. and made certain postings on facebook, articulating his desire to harm people and that was the impetus for the citizens to initially make contact with him and to determine how serious he was and to with the fbi. in court today, the judge asked martinez how old he was. he said he was 21 years old and lives here with a wife and as a construction worker. this is what he said on tape, brian, included and said i have a desire to die in the cause of allah. if i go to hell for, that i ll be happy and we blow one recruiting center up, people won t be able to get recruited there and we hit another and another and another. paul wagner in baltimore. breaking news right now in prince georges county. two children very badly hurt, hit by a car and took off and that happened a short time ago on walker mill road and in districts heights. the police are looking for a 1990 model gold honda accord and the children are at prince georges hospital and one is in grave condition, the other in critical and we ll stay on top of that story fur. the edge on virginia. the state crime commission ask is backing new laws and on the measure would require officers to stop at red lights or stop signs unless using sirens. is $110 million too much to spend on teachers in cash- strapped virginia. and they re getting better teachers into the schools. the virginia education association said the teachers haven t had a pay raise in three years and many districts have cut jobs, raised health insurance premiums. the $110 million would be a 3% raise. and the fbi has issued an alert about one of the holiday s most popular gifts. barbie dolls. what the feds say you need to know about the latest barbie to hit store shelves. and a gay couple from texas finds out their marriage is not legal, even though a licensed official in d.c. performed the ceremony. find out what happened.  we re following breaking news in potomac, maryland. sky fox over a large house fire that is happening along query mill road. mont groomer county fire had to bring in water trucks because there are no fire hydrants in the area. you can see the smoke billowing into the air and looks like since it s white smoke, perhaps the flames are out and the damage obviously extensive and that is bitter cold out there. tough on the firefighters, tough on everyone involved. so far, no reports of injuries and more details as we get them. wedded bliss turned into a big old wedding dis for a texas couple. two men wanted to get married in front of friends and family. it s not will go let in texas. have a ceremony there, and have a licensed official in d.c. conduct the ceremony via skype. they were told that is not legal. shawn yancy has details. reporter: take a look at the pictures from the wedding last month in dallas. notice something different? the person performing the ceremony is not actually there. we re gathered here today. reporter: she s more than 1,000 miles away in the district. because gay marriage is not legal in texas, but it s legal in the district. there was dante walk-ups idea, his partner mark was not sure at first. my first reaction was i just laughed and i said you have to be crazy and he s come up with great ideas before, and that has been my first reaction and when researching it further i started thinking about it and it was like brilliant. brilliant because d.c. s marriage law states weddings have to be performed in the district but doesn t specifically say the wedding party has to be here. but just to make sure, mark and dante flew to d.c. and met with the marriage bureau. we were specific and asked do we physically have to be there written into law and they told us no. reporter: the wedding planning began. that were excited because, thanks to skype, their nuptials wouldn t have to be a lowly courthouse event but instead, they could get married in front of 80 friends and family. the most amazing moment of my life and his life, to. we talked about that. and by the virtue vested in me. reporter: at the end of the ceremony, the words they were waiting for. i now pronounce you mark and dante, legally married. and. reporter: they signed the marriage certificate and thought everything was handled. six weeks later. i got a letter and i saw from the district of columbia and i was thinking to myself, that is strange, you know. maybe they saying congratulations. again. reporter: not exactly. this time, their marriage had been declared invalid because the bridal party was not actually in d.c. during the ceremony. to have that letter come last friday, it looked like a sucker punch. given the law as it stands now, i can see notice reason why that is not valid. reporter: sheila alexandra read performed the ceremony. i read the law very, very carefully and it said the marriage had to be performed in the jurisdiction of d.c. it was performed in the jurisdiction of d.c. i performed it. i was performing it and was in d.c. and legal experts agree. these gentlemen seem to have dotted the is and crossed the ts. the family attorney said the only way to solve this problem is to address the gay marriage issue in its entirety. this problem is not going away and you can t have states doing different things something as controversial as gay marriage. it needs to be addressed by, my opinion, the federal government. reporter: but since no one knows if that will happen any time soon, mark and dante plan to return to d.c. for another ceremony. until then, though, they still considered themselves married. oh, yeah. absolutely. ashley mcrae was murred september 18th on bruce place soutast. her murder was not gang related. they say it came as a result of a domest argument. last ek # 1-year-old damon samms was arrested and charged in that case. police say members from a number of gangs were at her funeral. and friction between those gangs led to that shooting and murder today. on the scene, councilman jim graham came back from vacation when he learned about the shootg. has this resulted from a taunting? this w a taunting. at a funeral. and we have this kind serious consequences as a result. the young girl whose funeral was held today. she s dead because she was talking to somebody other than her boyfriend at a club. this is the level that we re dealing with right now in terms of the madness and insanity that permeates these activities. tonight police have fanned out through northwest talking to people, trying to get information and evidence that could lead them to some suspects. trying to prevent any acts of retaliation. tonight weave a lookout for a getaway car, light or cream colored sedan. possibly a crown vic. so far, tno suspects, no arrest in this case of murder. several blocks of u street have been cled nearly all day today as the shooting investigation continues. our team coverage continues too with jackie benson, she s on u street with more. jackie? doreen, we want to show what you it looks like here at the scene as this is one of the reasons this area has been shut down for some six hours now, police are in the process of towing and crime scene technicians are examining a vehicle, one of several in a has bullet holes in it as a result of this shooting. police are starting to breakdown the perimeter that has paralyzed therea fomuch of the afternoon. more much of the afternoon, busy u street northwest was closed off by yellow police tape. the shooting and resulting chaos after a nearby funeral happened in the middle of one of the city s busiest commercial areas. thousan live here, thousands more come here to eat and work every day. they are shaken. u street has come a long way, unfortunately, we have a little ways left to go. no vehicle traffic was permitted from 14th to 14th streets. no one was even allowed to walk on the sidewalk in the 1200 block of u street as police conducted a murder investigation. inside the perimeter are dozen of the city s most popular stores, restaurants and bars. steven techla owns you scream i scream. many of these business normally do brisk lunch and happy hour business. today the tables are empty, owners say they understand the reason. the seriousness of what happened. i have few customers, because the street closed. unfortunately, i guess because of the shooting it s closed. reporter: a lot of concrn has been expressed by people who work here, people who live here, they re worried this incident may make people see u street even temporarily as an unsafe lace. doreen, back to you. jackie benson, thank you. former president jimmy carter was taken to a hospital today after suffering an upset stomach on a flight to cleveland. mr. carter is 85 years old now, he was taken off the plane by emergency crews. that s not the video you re watching now. he was taken to a hospital for observation. mr. carter s grandson says he s doing fine. doctors say his release is not imminent. the former president plans to resume his book tour sometime this week. the tropical depression that we ll tell you more about in a f minutes. first, the doctor who was shot at john s hopkins hospital recently was released from the hospital. dr. david cohen went home last night after spending 10 days in the hospital. he was shot in the abdomen on september 16th. the gunman shot cohen when the doctor shared bad news about his mother s medical condition. he shot and killed his mother and then himself. d.c. fire investigators are asking for the public s help in their effort to solve a series of suspicious car fires. the fires in question began along the 3600 block of 16th street northwest back in late august. the number of cars and mopeds were torched. the most recent fire happened just this past weekend. investigators believe the culprits are responsible for that fire and possibly up to 12 others in the area. anyone with information is asked to call cime solvers. investigators still don t know what caused a huge barn fire at theivestock exchange in virginia. this is home video of the flames. most of the cows got out, five of them were killed, though. a volunteer firefighter shot the video. he says the flames were so intense in a you could see them from miles away. the livestock exange is a local landmark in marshall, virginia. the ban on driving and talk on your cell phone is coming to maryland soon. this friday, in fact. chris gordon joins us with what this will mean for drivers. hi, chris. it means hands free cell phone use. driversre going to need an ear piece or to use the speaker phone. and they can t hold on to it, they have to put it down. this is called a secondary offense. which means if an officer stops you for speeding or neglect driving or a headlight out, they can also give you a fi if you re driving like this. it s not hard to imagine you re in heavy traffic when al of a sudden you look at the car next to u and the driver is talking or texting on a cell phone. many people on the cell phone. they re wiggling all overhe road. reporter: here s a new sign you ll see in maryland. no texting, no handheld cell phone use. starting friday, police will be cracking down. the first violation is a $40 fine. the second violation is a $100 fine with one point. if you re involved in a crash then the fines go up to $140 and there can be up to three points. the law applies not only to maryland motorists, but everybody using maryland roads. we spoke to some drivers at the i-95 rest stop in laurel. we have to be more careful. last year in maryland, there were 549 traffic fatalities, and many of them were caused by distracted driving. 30% of those recent crashes ave been related to people using their cell phones or texting. a new study from the highway data loss institute compared collision claims in four states before and after texting bans and found there were more crashes after the bans took effect. researchers think that drivers are lowering thei phones so police can t see them teing. they re doing so and taking their eyes off the road. this public service announcement created by maryland high school students won aaa s national contest. and will be on tv and cable cone siding with national drive safely workweek. we have lots of studies that indicate it s not holding the phone, it s holding the conversation, it s the distracon of the mind that happens when you re talking on the cell phone. maryland transrtation officials are confident by removing this one distraction, a handheld cell phone while driving they can make maryland the area. most of the rain is now moving out of here, that s the good news. tropical depression 16 has formed. it could become tropical storm nicole. that s not the big news. the news is the track that the storm is going to take. it will move toward the north, fade out, become an extra tropical storm d move right up toward our region. rainfall estimates could be anywhere between 2 to 4 inches of ran, and some areas could get more than that overhe next 48 hours. i ll be back a little later on to show you when i think this rain is going to hit, who s going toee what, and when it moves out nobody else was injured. here in our area today, family and colleagues said a final good-bye to former alaska senator ted stevens. he was buried at the arlington national cemetery this morning. he was a world war ii veteran, awarded the distinguished flying cross for his service. he went on to become the longest serving republican in the senate. he spent more than 40 yearsn his seat. stevens died along with four others in a plane crash last month during a fishing trip in alaska. he was 86 years old. a senior taliban official says osama bin ladin is still alive and active in leadingl qaa. he operates in pakistan. he s never met bin ladin but he s certain he s in touch with leaders of al qaeda and gives them specific instructions u.s. officials believe bin ladin is hiding with other that frontal boundary will continue to move out toward the east. normally as a frontal boundary moves off, you say, good, we re going to see dry weather the next couple ds. that s not going to happen. tropical depression 16 is in the caribbean with winds of 35 miles per hour. not a big deal for the east coast. but this one is going to take a track here. it s goi to make its way due north. moving north-northeast at 9 miles per hour. winds of 35 miles per hour. here goes the storm, making its way across cuba and into miami where they could easily see 50 mile an hour winds from this storm. itmakes its way toward south carolina, no longer a tropical storm. could take extra tropical characteristics, the remnants of that storm will comeight inland, make a turn into north carolina and virginia, and right into our region. that s why i think we stand good chance seeing a lot of rain with this system. how much rain doi think we ll see? there goes that frontal boundary, and the moistur riding right along that front to the north, tomorrow afternoon, right around 5:30. i expect to see shower activity from the district down to the south. heavy rain moves in. windy conditions move as well. there goes the heavy rain band which i think will set up to the west of the district. maybe toward louden county, the mountains coulsee alot of rain with this. four inches plus, i think that honoring the athlete who they say was a friend to everyone. forrest peterson went to brook point high school in stafford, he just left the locker room afte a game when he was involved in a singlear crash friday night. he died from the injuries the following morning, now his coach says peterson s gerous spehr sit hoping the school find comfort in his loss. jane watrell has our report. reporter: funny, determined, smart and motivated are just a few of the words friends and coaches have used to describe forrest peterson. number 5 oftn the football team. now number one in their hearts. his diedaturday after being involved in a single car accident friday night. just a few mile as way from the high school. hn burgess said the entire school has been in a days ever since. it was the hardworking you man, who arrived at the stafford school even last year, after his father transferred to quantico. he made a big impression in a big way. joining the football and wrestling teams and navy junior rotc. since his death over 1700 people have written heartfelt tributes. it s shocking. forrest peterson also believed in origin donation. something consoling his grieving coach and teammates through this difficult ti. a 13-year-old girl is going toet his heart. that girl is going to be able to run for days and days, he was in shape. and then t newbor getting his liver. it s just special. that s forrest. the next few days are going to be difficult ones for the brook point community. forrest peterson will be buried on friday,ut his number will be remain on the football field for the entire season. a tribute to a young man who made a major impact in a short period of time. in stafford, jane watrell news 4. metro plans another round o track improvements over the columbus day weekend. there will be no blue and orange line service during the three-day weekend. he metro west station will also be closed. metro will replace four track switches which was a recommendation madbit ntsb. metro will close friday night october 8th and reopen tuesday morning. drivers in the district soon might get some relief from the city s aggressive effort to raise the prices of parking meters. the city recently slammed down pretty hard on drivers. it doubled the meter charge to $2 an hour. jack evans is a councilmember from ward 2. he says he s going to introduce legislation next week to hold hearings on whether to roll back the coast of most meters and eliminate charges on night and weekend rking. except in most crowded areas of the city. those changes would cost the city about $10 million in lost revenue. ouncilman evans says most residents wou welcome the changes. everybody s aggravated. the restauranteursho feel their patrons have to run back out and feed the meter. vincent gray also supports at least a partial roll back of the costs and the hours. the irs will no longer send out paperax forms and instructions in the mail. the internal revenue service has decided to stop mailing them because so many peopleow file eleronically. the move starting next year is expected to save about $10 million a year. people who still want paper forms will have to call the irs to request them. they re also available at irs offices and on its website. some libraries and pt offices also will have the paper forms. d.c. mayor adrian fenty travelled to new york city today to participate in an nbc education nation panel discussion. many believe the mayor lost the primary election here this month in part because of school reforms speer headed by chancellor michelle reid and people are upset and agry over those issues. politicians have to b willing to take political risks. it s going to state the obvious. the goal of politicians is to getre-elected. and too often that goal surpasses everything else. if you really wan to do education reform right now in this country, you are going to have to take some political hits. otherwise we re just going to see what s happened and into tuesday. those as well would be a tropical nature. so mother nature heard everything that we sid over the past three months, about just how dry we have been. sometimes enough is too much. we bank robberies in fairfax in less than a matter of weeks and people we spoke to are shocked by the string of robberies and more so, that it s a woman. oh, my god. that is shocking. you never expect a female to do that. and unbelievable. the woman sign robbed this bank. the bb&t bank in centerville as recurrently as tuesday afternoon. any in each robbery, the woman wears dark clothes, a scarf to hide her face and sunglasses and approaches the teller the same way each time. and she goes in and apparently implies a weapon with a note and then the robbery takes place. reporter: she s an african- american woman, heavyset, 5 4 , between 160 and 170 pounds. besides the bb&t bank, she s believed to be behind a bank robbery march 2nd at northwest federal credit union and apple federal credit union on february 26th. fairfax police say it s unusual to have a female bank robber. we don t see a lost women bank robbers. it happens and sometimes we do see them. certainly, it goes some times. reporter: police say they working with officers in each of their stations and so 93 know what they know what to keep their eyes open for. we have seen an uptick in fairfax and across the region in the last couple of months and we re taking a hard look at it. reporter: in all the cases, no one was injured and the fbi s assisting with the investigation. in the newsroom, claudia coffey, fox five news. back to you. thank you, claudia. if you would like to take a closer look at the photos g to www.myfoxdc.com and click on local news. serious charges against this virginia high school teacher. adrian is accused of having sex with a student at school and off campus. he teaches in winchester, virginia and turned himself in yesterday. he s charged with indecent liberties with a child. and police are holding him on $1,500 bond. a body has been found in the water near lake leo nor dam. this is a live look above the dam. the police say two fishermen found the person floating this afternoon in the water. no word who the person is and how they ended up. and d.c. police are investigating the death of a 10- month-old girl. the nanny found the baby unconscious here in northwest around the corner from mayor fenty s home. the nanny took the baby outside and asked for help and the police officer on the mayor s security detail. the officer began immediately rendering cpr in an attempt to save the child s life. and they summonned assistance at the same time and came up and transported the child and about 9:30 last night, the child was pronounced dead. the police haven t released the baby s name and they re investigating what happened. new details in a followup story you saw on fox. a d.c. woman was having trouble breathing and said d.c. paramedics refused to transport her. that was in december and fox 5 learned that two medics were disciplined and last night, the fire department said that there were no complaints surrounding the case. fox 5s roby chavez has the latest in this continuing investigation. robbie? reporter: it was an about- face today. d.c. fire and ems changed its story involving the case of kimberly kelsey. last night, we had her disturbing story of the night she was breathing. she called 911 and passengers refused to transport her and she feared for her life. one of the paramedics told me, you know, there was no need to transport me to the hospital because i don t sound like i m having shortness of breath and . what did you think then? was like how could he diagnose me? he s not a doctor. reporter: kelsey told us it took two calls to 911 before she was transported to the hospital and records sheet initial call came in at sub31:00 and didn t get to the hospital until an hour and a half later at 9:05. last night, the d.c. fire department said there was no unusual incident that happened that night and no complaint. the department did an about- a complaint filed on the same night and information didn t surface until today. appropriate disciplinary action was taken and they re back at work treating patients. the d.c. fire and ems would not elaborate on that type of discipline imposed. the department said that kelsey agreed not to be transported. they lying, you know, i did not refuse. i never refuse, you know, when that comes to my respiratory problems? you were hurt something. yes, i was. did you think [ indiscernible ] in. i don t think so. you know, that is d.c. government. reporter: we spoke to kierly a few moments ago and she has not heard from the department. they said as far as they concerned, the investigation is closed and the system worked. of course we re going to stay on top of the story. thank you. and two questions any an american known as. odd jane. she s known as trying to enlist muslim radicals o. capitol hill, new warnings the u.s. needs to step up efforts to stop extremists from recruiting. tom fitzgerald joins us now with the story. reporter: he never saw any indications that she harbored a radical belief. but a federal indictment said she was deeply involved trying to lure new members to engage in the jihad and against radical islamists. she called herself jihad jane and to her philadelphia suburb neighbors, she was more of a mystery. a nice, quiet up to. you woul t expect wouldn t expect someone like that to be living here. reporter: she recruited terrorists on the web, a to kill a swedish artist who sparked muslim anger after drawing the prophet mohammad as a dog. she s accused of getting passports to help people evade security and to travel freely around europe and herself travelling to europe to carry out a murder contract. reporter: she s been under police protection for three years now and drew condemnation from the governments of pakistan, jordan and iran. iran is the number one state sponsor of terror. reporter: at the senate armed services hearing, antiterrorist experts told lawmakers that the u.s. is in the dog enough to cut off the fresh supply of members. stop the recruiting. once you stop, you stop the insurgency. reporter: to do that, the officials need better information on who is being recruited for jihadded in and outside the u.s. the intelligence is lacking now. you have to know the pathways that lead the young people to violence. there is a rising population of youth interested in learning, growing, active in the internet. reporter: federal officials don t believe that she was part of a larger terrorist network. the allegations are bringing a fresh focus on internet terror recruitment. she intended to travel to europe and die as a martyr if necessary and appears as an american woman to help ease her travels. this case should shatter any lingering doubts and that officials can t spot terrorists based on their appearance. shawn? thank you. local police departments across virginia are getting millions of dollars to fight terrorism. the vernor bob mcdonald said nearly $5 million in grants will be given to 45 departments. the money will be used to buy equipment crucial to fighting crime and deterring terrorist acts. a television sell for transit advocates encouraging cash-strapped governments to pitch in more money for metro. the coalition transit wants state and local authorities to give an extra $74 million to metro. it has a budget gap of 189 million starting in july. metro has proposed raising fares and cutting service to make up the difference. a big change for the nation s largest bank. b of a, bank of america, is eliminating overdraft fees for the debit cards and that cou mean big changes to your account and decisions that you have to make. chris carter has me on the latest changes. reporter: in response to overchilling customer criticism and impending card rules soon to be initiated by the federal government, berkal end overdraft fees on debit cards. the nation s largest bank by assets announced it will sto automatically change customers for overdrawing their accounts, instead of imposing excessive fees, customers will flatout be denied at cash registers and atms if they don t have enough cash in their accounts to cover the transaction. if customers want extra cash, the bank will charge a $35 fee but the customer must agree to beforehand and accounts can be linked toavings or credit card balances to have overdraft protection for a one-day fee of $10. the announcement comes as the federal reserve plans to ban fees without prior customer permission on july 1st. the new policy at bank of america starts on june 19th for new customers and some time in august for existing accounts. overdraft fees have made big money for the banks in recent years. industrywide, the unpopular charges made the bank s $38.5 billion in 2009 alone and it s unclear how b of as books will be impacted by the loss in revenue. the bank said it will discuss the financial impact on the company when reports averages in mid-material reports earnings in mid-april. log on tofoxbusiness.com and click on channel finder. i m chris carter in new york. maryland lawmakers are considering a bill to raise bar tabs by a dime for drinks. people with developmental disabilities and caregivers testified calling for an increase in the alcohol tax. the tax would raise approximately $214 million. the mean would go to help people with disabilities get services and maryland s alcohol tax has not changed since 1955. and lawmakers are considering rules for bidding minors from using tanning beds in maryland. skin cancer experts and dermas toes testified about the link of exposure to ultraviolet light as a teenageer and developing skin cancer later in life. first the case in southern california. now this. investigators are taking a closer look at another report of a runaway prius. what could drivers do before getting behind the wheel? we re hearing about a second pryus that may have accelerated out of control and this time in suburban new york. the driver tells police the prius accelerated on its own down a driveway across the road and into a stone wall. that follows a wild ride for a southern california man. he said that the gas pedal on his got stuck monday, sending going into speeds at 90 miles per hour and federal investigators are looking into both incidents. the prince georgesounty police department is mourning the loss of one of its own. officer thomas jenson, a five- year veteran, passed away last night and 10 days after being hurt. he was responding to an emergency call when he lost control. paul wagner joins us with the story. reporter: the friends and family thought he was going to pull through. for the better part of 10 days, there were positive reports coming from the doctors but last night around 9:30, officer jenson, who everyone called tommy, passed away in the intensive care, n at the prince georges hospital center. officer s officer jenson s dad was pinned on by his father of the prince georges county police department. reporter: tommy jenson was a cop s cop, literally. born and raised in prince georges county, tommy jenson was the son of retired detective sergeant thomas jenson senior and he was one of the family. grew up and graduated from damath high school. was at hyattsville and he knew the area and knew the challenges. i remember him as an energetic officer. he loved being a cop and playing hockey. scores! reporter: this is him scoring a goal and a game to benefit. it was a great hockey player. he was physical with his size and he enjoyed the game, just enjoyed it immensely. reporter: on the morning of february 27th, the officer lost control of his cruiser while responding to a emergency call. investigators say the cruiser hit a patch of ice on the southbound side of route 1 near 193 and slid out of control hitting a poll on the other pole on the other side of the road. for days, police say it was touch and go and at times, his condition would improve. this is tommy, his first day on the job and mike cokely shot the footage. they were tight. and it was a shock because, you know, we had so much hope, you know, going through the weekend and everything and all the levels were up and looking good i didn t expect the phone call. tommy jenson was 27 years old and had been married just five months. officer jenson is the 26th prince georges county officer to die in the line of duty. roberto hilton said he worked with officer jenson s father and remembers tommy when he was born, he said a huge flow to all. thank you very much. we appreciate it and funeral arrangements are not yet complete. congress is considering giving another chance at a tax deduction. the house passed a bill to allow donations to be written off in the 2009 tax returns. the current law would force you to wait until next year. the senate has to pass the bill and it would apply to donations all the way up to tax day, april 15th. president obama has renewed the u.s. commitment to helping haiti recoverer from the devastating quake mr. obama called it a international tragedy. it was a 7.0 magnitude and a tremor. the first lady of haiti returned to her alma mater in d.c. and shared a plan for her recovery. she received from george washington university, a guest speaker at a symposium on an education in haiti after the earthquake and days after, she talked to a young boy who was going into surgery and asked him what she could do. the several men sell drugs at tyson s galleria and beth parker is live with details. beth? reporter: well, investigators say undercover officers bought drugs here at tyson s galleria and have new arrested ecstasy and marijuana. court documents say some of the alleged buys happen in the shopping center s parking lot. some inside in the food court. the five men are jonathan pay, tufon paul ban, jeff su and quang ho. the case was handled by a dea task force including the virginia state police and montgomery state police and the buys happen. the documents say one of the defendants sent an undercover officer a text message that said are you ready to hang out. it was his way of asking if he could meet up and exchange drugs for money. thousands of changed hands and officers handed over money to one of the cigarette box. now, we tried to reach all five of the depends and several lawyers did call us back. they didn t want to make an official comment. a spokeswoman talked to us a bit and theyent killed bills in the past that would outlaw discrimination against gays. a maryland state senator is trying to keep the state from recognizing same-sex marriages from other jurisdictions. senator jacobs introduced a bill to from the maryland attorney general. agencies have to recognize gay marriages from other jurisdictions unless the legislature or courts decide otherwise. the montgomery county school board is cracking down on school bullies. the board is the new bullying, harassment and intimidation policy this week. the school system will come up with a prevention and intervention snow than i thought we d get down there. a couple of inches. look at the mountains. a lot of this now is rapidly shrinking. it was a powdery snow. about 20-1, only a half inch that was the equivalent of two inches. look at the current temperatures. 29 degrees to 27. with that wind, our windchills already look at winchester. 9 degrees. and the sun has just set. so overnight tonight, we ll see more windchills. there are still winter storm warnings out to the mountains of west virginia where there s 30 inches of snow on the ground. early this morning, a little ripple in the atmosphere really brought in some heavy snows down toward the northern neck. all of that has moved off now. eventually even the snow squalls will bow moving out. telephonetu temperatures into the teens. look for a cold, blustery weekend. no more snow, snow-lovers. by the middle of next week, i think we ll be seeing temperatures near average. but that s still a ways off. we ve got the weekend. i ll show you dramatic pictures of today s snow and how cold it will be on saturday and sunday. thank you, bob. you know, dealing with this bitter cold weather is a challenge for everyone. tom sherwood joins us now from a busy street. he s out on 14th street in columbia heights with more on how people are coping. tom? well, i ll let you know i m cold. the snow from this morning is gone. people are still adjusting to the cold, cold wind, weather, and ice. a false alarm here in the district s columbia heights sent hundreds of customers out into the cold late friday afternoon. it was so cold and windy, we wondered why some people would even be out and about. what did you need so bad that you had to come out in this cold? it s friday. it s friday? and on fridays, i stop by the store to pick up what i need, little small things. i m in and out. and i m out of this cold. why are you out in the cold? m out in the cold because i have the day off and i want to eat chipotle. what are you doing with the return bag? i m going to go to cvs afterwards. reporter: in virginia, icy residential streets trapped motorists trying to navigate their way through them. some school buses in fairfax struggled to be on schedule as the washington region confronted ice, snow, and cold winds and temperatures. this man used his leaf blower to blow away the light dusting of snow. most roads in the district, even ones with steep hills, were reported mostly clear of snow and ice as the colder evening approached. just in the last few minutes, we ve seen two men walk by in bermuda shorts. we don t know what they re thinking. wendy, i was out here. there are a lot of people with those recyclable bags. lots and lots of people have them. at least they have something to put their gloves in when they buy them because it s so cold. people are starting to make a connection. that s great. thank you, tom. in virginia, there were no major problems today, but now officials are asking for federal help with snow removal costs. they ve spent between 30 and $35 million for snow removal this winter. during last month s historic blizzard alone, they spent $11 million in northern virginia. despite the costs, officials don t expect any budget cuts. in montgomery county, snow covered the streets making for treacherous conditions in some spots. one driver lost control of his car, flipping it on its side at connecticut avenue and university boulevard here. investigators believe the driver was going too fast for the slushy conditions. that driver was not seriously injured. and while most of the region just had a dusting, some parts of maryland got a couplef inches of snow. school children in charles and st. mary s counties had the day off. coming up a bit later on, we ll hear how folks in southern maryland dealt with the weather. the wizards banner of gilbert arenas taken down last night. his fans arrive tonight for the first home game since his suspension. they ll see a bare wall where his image once hung. the wizards will steak on the orlando magic tonight. lindsay czarniak joins us live with more reaction on the suspension and how it s affecting the team. i just drove in and saw that bare spot on the wall. the team has also taken gilbert arenas off of their website. when i talk to players early today, i got the sense of relief. they re simply able for the most part to put this distraction behind them. tonight, here at home, they ll be taking the court for the first time without the team s best player. gilbert arenas last played with his team when they played at philadelphia on tuesday. he had 19 points in that game. tonight, the wizards at home for the first time without him. they know there will be a big void. gilbert had seven games of 30 points or more this season, but the distractions were really prohibiting the team from focusing just on basketball. coach flip saunders says you have to forget and move on. that s right now how we re approaching it because we don t know. indefinite means indefinite. you know, i think that if there was a game you know, then you d approach it that way, but when it s indefinite, you go with the idea that it s like when you have a guy that gets hurt. you don t assume he s going to be with you until he s back. we ll take the same approach with gilbert. flip saunders saying that the team has to move on. he s relying on the other two captains to help keep the team together so that these guys don t splinter. obviously this is a crucial time for them to stick together as a team if they re going to help salvage their season. attack on christmas day. the suspect in the attempted bombing of northwest airlines flight 253 was brought to court in detroit today under very heavy security. once inside, abdulmutallab was arraigned on six counts, including the attempted murder of the other 289 people aboard the plane with him. the hearing lasted less than five minutes. he spoke very little and when the magistrate asked him if he understood the charges against him, he answered only yes. a public defender entered a plea of not guilty for him. meanwhile, the incident has prompted a rush for government agencies to better coordinate their terror watch lists. a senior security officia says abdulmutallab was kept off the no-fly list because of a misspelling of his name. the obama administration is also calling for tighter airport screening standards, which could have include the introduction of those full-body scanners. the scanners digitally undress people and u.s. allies overseas are already using them. the body scanner, it doesn t bother me. it s an annoyance, but it wouldn t bother me. there are things we can do to protect people s privacy. other security ideas being proposed include more intensive interrogations and lifting the u.s. restrictions on profiling passengers. vice president joe biden is mourning the loss of his mother tonight. he said that his mother passed away peacefully at their home. he was surrounded by her family and meany other loved ones. catherine eugenia finnegan biden was 92 years old. a montgomery county man is charged with the sexual assault of a hotel working last year. he is being held without bond. the incident happened october 29th around noon. police say a 24-year-old house keeper at the homel6 in gaithersburg was cleaning a room. the door was open and a man wearing a mask came inside and raped her. he left the scene in a green car. investigators found that investigate two weeks ago and they were able to connect it to the suspect through both the car and dna evidence. a virginia man got jail time for converting a legal firearms into automatic weapons, then selling thel. john walker will spend three years in jail after pleading guilty to various weapons charges. walker admitted to possessing unregistered firearms that he had converted to machine guns. in july, federal agents seized the guns from his home during a sting operation after he tried to sell two converted fully automatic uzis to ani agent. metro is facing a $30 million lawsuit tonight. a bus ran over a woman back in september. she suffered serious injuries. now she s suing metro, according to the washington post. her attorneys say it was negligence for the transit agency to put bus operator carla proctor behind the wheel. proctor was reportedly involved in two other accidents in recent years. and she got five traffic tickets in 2009. she has since been fired. major program cuts and fee hikes may be on the way for the schools in fairfax county. staff and programs are proposed to be cut. some sports will be eliminated and fees charged for participating. julie carey reports. reporter: it s hardly an ideal day for a track workout and along with the chilly wind, these students face some chilling news. this could be the last season for indoor track. nearly 3,000 students participate in a program that s turned out olympians, but under jack dale s budget, sports programs would be hard hit. freshman sports would end. so would winter cheerleading and indoor track. to raise revenue, athletes in the remaining sports would pay a $100 participation fee. to take out a varsity sport is not really a good solution. reporter: dan woolly heads up friends of indoor track. he says assessing the $100 fee could pay for the indoor track program. he d like to bring representatives of all sports together with the school board to find a way to avoid more athletic program cuts. last year, gymnastics was eliminated. we think that a program that covers all age groups and all genders and supports the academic growth is really where we need to be. that s why taking a program that is impacting 3,000 kids, we think it has very negative effect on our kids future growth. reporter: academic programs like foreign language in the elementary schools are also slated for major cuts. and hundreds of teaching positions would be eliminated, leading to larger class sizes. i have 5th grade that is at 37. that s not right. i have high school classes at 35, 36, 37. that s not right. huge concern. reporter: it s now up to janey strauss and the rest of the school board to wrestle with the proposal budget before sending a final request to the board of supervisors. julie carey, news4, fairfax county. parents are proting the idea of a tax increase earmarked for managed to make it home? we ll tell you what his fate is no two women were badly burned after trying to put kerosene in their heater early this morning. their home went up in flames in maryland. darcy spencer talked to neighbors who witnessed that early morning blaze. reporter: a fire destroyed a home on haulings river road around 7:30 this morning and sent two women to the hospital. one of the residents told her neighbor that she was filling a kerosene heater when it blew up. she was trying to add kerosene to her heater. and then it exploded. and her head was burned. reporter: the fire victim and her daughter were outside when she heard them calling her name, calling for help. i heard my name and i saw smoke. and flames. a little smoke, but immediately like in seconds, became flames and more smoke. it was very you know, she was barefoot and without clothing. in the snow? in the snow. reporter: the woman s daughter broke a window with their hands so their dog could escape. their cat is still unaccounted for. several neighbors called 911. the flames were shooting 50, 60 feet in the air. the smoke spread. the fire was almost 50 feet high. reporter: firefighters faced several challenged in not only battling the blaze, but getting to this rural area as well. there are no hydrants in the area, so tankers had to bring water to the scene. firefighters had to run hoses along a country road to get water to the house. and snow-covered roads made it challenging for the fire trucks and tankers to reach the burni home. our tankers range in capacity from 2,500 gallons to 3,500 gallons. they got on the scene right away. with the water being the primary use and the weather conditions, they do tend to freeze quickly. it is challenging for us. reporter: the two residents as well as a firefighter who was injured battling the blaze are expected to be okay. the cause of the fire remains under investigation, but fire officials are urging residents not to use kerosene heaters in the home because they re so dangerous. darcy spencer, news4. we got snow in most parts of the washington region, but in southern maryland, people got a couple of inches. that meant for a snow day for school children while most adults still had to dig out for work. megan mcgrath has more from charl charlescounty. they got between an inch and a half and two inches of snow overnight and early this morning. that was enough for the school system to cancel classes for the day. now, in terms of the snow, the greatest challenge for people was actually in the neighborhoods. you can see that they had some build-up of snow on some of the side streets. some people had to chisel ice off of their cars as they made their way into work this morning. and mainly it was a cumulating on the grassy areas and clinging to the trenes. a very, very pretty snow. not a major snow, but enough to cause some disruptions and enough to make everything covered in a blanket of snow and a very, very pretty morning for folks here in charles county. once you did get out to the major roads, everything looked good. they had pretreated. they were out there once the snow began. actually continuing to treat. so if. you could get out of your neighborhood and generally speaking you could after a little bit of work. once you got out to the major roads, you were good. that s what it looks like here in charles county. we have a developing story. the lanes just reopened tonight on the beltway after emergency pothole repairs. all lanes of the inner loop have reopened at the cameron run bridge. but there are still delays in that area. crews just finished working. significant backups are expected to continue through the rush hour. what a mess. you knew that had to be a bad pothole for them to stop rush hour to fix it. any snow out there on the streets now is not going to meelt this weekend? no. but even though the temperature does not get above freezing, that solar energy is enough to cause it to melt a bit, especially if you notice the south-facing hills. pretty much gone. we have great pictures from many viewers, including who is that? that s wendy rieger, who took these pictures of the west river. that s pretty. the nicest part about the snow was that it covered over all of that gray dark stuff, the piles of ice that have been around. there s ice out in the bay, isn t there? it s like watching the ice like watching a cover over the swimming pool. yeah. the thing is, this is still dangerous ice, so make sure all of the youngsters and especially with some light snow on the ice, any of the ponds are very, very dangerous. ice is not thick enough. outside right now, there you can see ice lang the potomac. our current temperature here in washington already below freezing. so many of those wet spots refreezing. into the record books, 21 of 25 days. this code pattern started back in the middle of december. since then, 21 of 25 days have been below average. i know you d forgotten. the average high, 42 degrees. look at the temperatures this morning. 28 degrees, 20s and teens early this morning. the windchills, look at chicago. it feels like it s 9. that s what we ll be feeling like tomorrow afternoon. there s a little ripple that moved through in that area of low pressure. it s now well off the coast. behind it, we did get that sunshine cing out. this is a great picture from the satellite. here we are in washington. this was just before the clouds broke up. i wanted to show you as that leading edge of the clouds was breaking up. look at that. you can see all of that snow covered. there s the valley out there in the beautiful shenandoah valley. you can see some of the clouds breaking up and that snow that amounted to more than i thought for you folks in southern maryland with two inches. weather watchers report that already it has shrunk. a lot of the snow cover will be gone, even though our temperatures will not get above freezing for this weekend. there are still lingering snow squalls on the mountains of west virginia. 30 inches of snow on the ground in davis, west virginia, now. so there s what s left of that area of low pressure out in the ocean behind it. once again, though, gusty northwesterly winds through a good part of the weekend. highs tomorrow again only around the freezing mark. but finally as we get into the middle part of next week, the pattern changes. bundle up this evening. tomorrow morning, it will be a lot of clear skies. with that snow cor, even though it s down to about an inch or so, any of the radiation will go back into space. we ll be as low as 14 to 12 degrees for you folks. a mixture of clouds and sunshine. a nice day. a bundle-up day with the temperature remaining below freezing. as we get into sunday, more sunshine i think. temperature around 30 degrees. look at the morning low on sunday. 16 degrees. tuesday, 40. do i hear 40? do i hear 45? a balmy 40. we ll see the temperature actually at average. that s when we re diving off that 16 on sunday morning, that s not the windchill. that s the actual temperature. yes. the windchill will make it feel about 10 degrees or so. yikes. thank you, bob. coming up, with so many controversies surrounding star athletes, who can kids look up to? we found the answer right in our own community. and you have heard the late-night rumors about the drama going on there. a lot of rumors about what s going to happen to jay leno and conan o brien. we ll sort it out. some surprising and disappointing news about the nation s economy tonight. the labor department says the nation lost 85,000 jobs last month. most analysts had expected few if no losses at all for december. still, the unemployment rate stayed at 10%. officials say many people looking for jobs gave up their search. one positive note, revised figures show a gain of jobs in november and this fact from the job search engine juju.com, washington is the easiest city for job hunters to find employment. baltimore comes in at number three. prince georges hospital is going to be a key player in large-scale emergency management. the hospital is going to receive $2.5 million in federal funding as part of an ergency response plan. the goal is to make sure maryland is ready to deal with a biological, chemical, or nuclear attack. the hospital s location puts it in a key role to help if a terror attack happened. you re on the outer edge of the district of columbia. and where if there s going to be a major attack on the united states, it is not going to hop into utah. the blast zone, whether it s bio or whatever, is right here. prince georges hospital center is the second busiest trauma center in the area. a paramedic whose handling of new york times reporter david rosenbaum led an an overhaul of a system is going back to work. rosenbaum was mugged and beaten with a pipe outside his northwest home. he died from his injuries two days later. paramedic salina walker was fired months later. authorities accused her of driving to a hospital on the other side of the city so she could stop and get money to buy dinner. she disputed those claims. the d.c. court of appeals has ordered that walker was wrongly fired and must be reinstated. two men were arrested and convicted of rosenbaum s murder. still ahead, fans are getting ready to head to the verizon center for tonight s wizards game without gilbert arenas. we ll see how fans feel about the controversy. and we ll share important tips on how to rebound financially in this tough economy. and we re going to graceland for become a big mess in a bad season. craig? yeah, it has, jim. good evening to you. bundled up fans are braving this bitter coldness. they re grabbing a bite to eat, they re getting some pregame cocktails as well. all of the talk tonight has been about agent zero, gilbert arenas. here s the thing. we re not talking about a guy that comes off the bench. this is their superstar. the franchise. the three-time all-star, not playing tonight. everyone that we talked to knew that. many fans, though, many of the fans we ve talked to, they don t think he ll be back at all this season. it s going to be a hard season without him because he s, you know, a big-time scorer. you know, nba all-star. but, you know, hopefully he ll come back after the criminal investigation is over with. he s their best player. they re not even playing well with him right now. i m not looking forward to seeing what s going to happen without him. we ll see what happens. you know, i think they probably need to make some trades sooner or later. they took him down off the side of the building. that was my man. i m going to miss him in the games. that last fan talking about the banner that was taken down outside verizon yesterday. we re told that a similar banner has been taken down inside as well. the organization continuing to distance itself from gilbert arenas. coming up at 6:00, we ll hear from a athletes forget that the whole world is watching. in the wake of gilbertrenas and tiger woods scandals, we went to search for the answer to what makes a real role model. he joins us now in the studio to tell us what he discovered. john? thanks. it s not hard to see why so many kids look up to profl athletes. they have the fame, the fortune. what is it that makes a role model? here in maryland, the endless trophies and championship banners are hard to miss. their basketball team has a winning tradition, attracting players who hope to play in college and maybe even the pros. if you ask who their idles are, there s a common theme. dwight howard. he s level-headed, good player. good person to look up to. kobe bryant. kobe bryant. you know, he always does what it takes to win. whatever it takes to win. reporter: yes, those are nba players, but it s not necessarily a bad thing. he wants to use the gilbert arenas fiasco as aeacher moment. i m curious to find out what they think about situation and then talk about, you know, not get into a gun debate, but, you know, certainly the way he handled it wasn t great and the way he he certainly could have handled it better. reporter: the one d.c. firefighter is taking it further. he teamed up with his broer and a friend to start the basketball team ivy 23. when things get tough on the court, how to deal with them. when things get tough in life, you can use the same type of life skills. that s how it works. just like life. whatever you put in is what you get out of it. reporter: they spend about 20 to 30 hours a week coaching and fund-raising. but if you ask nathaniel blackman, he ll tell you he s not the real role model. do you consider yourself a role model? to some extent, but not really. why do you say not really? because i think t parents are the true role models. steve: the fire chief doesn t agree. we re so proud of the largent for all of the members of the district of columbia. for years children have looked up to firefighters, paramedics, emergency medical technicians. so we do play a role model position if you will in our community. i m very pleased for that. the debate can go on forever, but dennis reuben in the michael jackson case. we ll have the latest after this. plus, severe weather whipping up trouble all over the country. in some cases, it s sweeping people off their feet. strap on your ice skates and vote for the best place in washington to cut the ice. it s the competition for the golden local. prosecutors in the michael jackson death investigation will ask for an indictment against his doctor. sours tell the associated press dr. conrad murray will be prosecuted for gross negligence. jackson s death in june was ruled a homicide. primarily because caused by propofol. the prosecution s case will be complicated because dr. murray did not break any laws by administering that drug to jackson. nbc says it still wants the jay leno show despite reports that another shake-up of late-night activity could be on the way. several newspapers and websites have reported that the hour-long primetime jay leno show will be canceled or shifted to late night after the winter olympic games next month. nbc denies the speculation it plans to cancel the show and says it remains committed to keeping conan o brien on the network as well. today fans around the world honored elvis presley on what would have been his 75th birthday today. his daughter lisa marie presley and her children cut a special birthday cake. fans gathered to be part of the celebration featuring three generations. elvis presley died in 1977. his ex-wife said the king would still be performing if he was still alive. and the elvis exhibit started today at the mlk library in d.c. there are dozens of pictures from the star newspaper archives. it runs through monday. the smithsonian institution also launched an elvis exhibit. it s in one room and will be on view through august. a tv reporter in oregon was literally blown over by her assignment yesterday. whoa. oh, my goodness. she was doing a story on people who intentionally brave wind gusts of up to 100 miles an hour when she got a little caught up in her own story. she was a little beaten up from the fall, but not seriously hurt. that s when you send your oversized reporters out in the field. boy, that is some heavy winds there. that s when you call in sick when they want you to do a story like that. coming up, the local dog stealing our hearts. we have a health update on bubba, who survived a blizzard to find his way home and needs your help. plus, one of the wizards captains talks about the gilbert arenas suspension. d.c. has a new five-cent fee on paper and plastic bags and it doesn t just apply at the grocery store. the answers to all your the district has that new bag fee that s creating a problem. there s some confusion about this five-cent fee and what businesses use thel, what have you. so i m here to clear this up for you. about the fee, right? right. because you you don t know when you re supposed to be bringing your own bags, whatever. let s talk about where you can expect to encounter this fee, what businesses have to enforce this fee. this is a law. it s not something that you can just do if you feel like it. we went to the district department of the environment to get the answers. the fee applies to all retailers who sell food. we re talking about grocery stores, restaurants, delis, places that are allowed to sell food. it also applies to any place with a liquor license. there are more than 6,000 businesses in the district that must charge the fee. okay. and you mentioned the restaurants. so if i take have a doggy bag, that i m getting charged for that. but it also gets confusing here. i think it gets silly. carry-out spots or places with a deli license must charge for paper and plastic bags, but if the restaurant has seating, they have an exemption on paper bags. so if your boggy dag comes wrapped in a paper bag you don t have to pay, but if it comes in a plastic bag, you do have to pay. don t ask me why they did that. and what about other stores? like a department store, i go to buy a pair of shoes. people don t believe me here, but this is true. yes. grocery stores and restaurants, other places must also charge this tax. if a store sells food, then they must charge the five-cent fee. for example, a department store must charge the fee because it sells chocolates and other foods, even if you re just buying shoes at that store. you still have to pay five cents per bag. or if you re at a book store that has a cafe, you have to be charged for the bag even if you re only buying a book. so there s a lot on this new fee. go to the anacostia cleanup and protection act, go to www.green.dc.gov. the city has been basically having the reusable bag giveaway. you can check out for the next handout. you can submit any specific questions at that website as well. it is a little bit confusing. just expect in the district to carry your own bags. that s why i love the sacks because they wrap up they fold up to the size of your first and they openp into this bone-chilling, bob. it s already cold. we can see through our neighborhood network, there s still plenty of snow on the ground. in fredericksburg, it was a surprise mid-morning plast of some pretty heavy snow as this little area, a ripple in the atmosphere moved in over us. 27 degrees there right now. look at it current temperatures in the mid-part of the country. it s been bone-chilling into florida. this is a hard freeze warning out all the way now from southeastern texas on into the coast of florida, mississippi, and alabama. overnight tonight, temperatures will be into the 20s. look at the high temperature tomorrow in new orleans. 40 degrees. and jacksonville and miami, miami tomorrow, the high temperature, 49 degrees. folks on vacation there. overnight tonight, we ll see temperatures into the teens. highs tomorrow, not getting to freezing. highs on sunday. once again, below freezing. probably only about 28 to 30 degrees. slowly the temperatures do begin to increase by the time we get to tuesday and especially wednesday and thursday. i think for one of the first times in weeks, we ll see a cup of days with the temperatures average. that is the low to mid-30s. we re into now the coldest time of the year over the next couple of weeks. next week will feel like miami. yeah. bob, thank you. many sports fans have felt like what this next frustrated fan did. he ran on to the field during a game and tried to score a goal for his team. it happened during a soccer match in indonesia on wednesday. the man was caught by security after a brief chase. he later apologized. indonesia lost the game, by the way. it s the first time in 12 years they won t be reaching the finals of the asian cup tournament. he tried to help, i guess. that s never a good idea. no. you know who needs help right now? i think the wizards need help. it s the first home game since gilbert arenas was suspended indefinitely. playing without gil, nothing through for the wizards, but under these circumstances, it s a different story. changes continue for the organization. no more gambling on team charter flights. and this roster could be blown up very soon. anyone and everyone could be arena is empty except for the two teams that are warming up behind me. i feel like from the players perspective that their sense is a bit of relief. they re able to put this distraction behind them. the last time the wizards beat orlando at home it was december of 2006. guess wh. gilbert arenas had 36 points in that game. obviously it was a long time ago, but the wizards are going to feel an impact without their best player. tonight, they are excited about the opportunity to at least move . gilbert arenas was not with this team when they played their last game, obviously. he had already begun to serve his suspension. it was that game against cleveland. now it s really about moving forward and starting tonight at home. the captains of this team, antoine jamison and caron butler, had been working to help keep it together to avoid any more splintering. the team making an effort to remove all reminders of this situation. that includes this gilbert arenas banner. they just want to get back to basketball. i think the reality of him not being here for us during that period of time has really set in with us. you know, i know i definitely have. the most important thing for us is trying to find a way to turn things around. it s going to be a little bit more difficult now that he s not with us. so, you know, we ve still got enough to get it done. we ve just got to keep plugging away and, you know, just deal with what we have here. and hopefully the situation will take care of itself. you know, we ll get a good outcome as far as how long he s going to be gone and how long we have to play without him. but, you know, it s been going on too long. long enough. i mean, we definitely think of it too much negative publicity. i think guys are just to the point where we just want to get some positive publicity and turn it around, start winning some games. anytime that there s any focus away from what you re trying to do as a team, it s not conducive for you to be at your at has its grip on the economy. an additional 85,000 jobs were lost in the month of december keeping the unemployment rate at 10%. despite the news, many financial planners say there are a lot of bargains out there to beef up your portfolio. reporter: the opening bell rings in great promise for the new year. in fact, the s&p 500 has recovered 65% since last march. the stock market is typically a leading indicator of what s to come. reporter: according to the experts, that gain could soon be yours. if you re looking at a three to five-year time horizon and beyond, then putting your money in the market should hopefully, you know, bare the fruit that you re hoping for. reporter: your best investment could be with the banking industry. in the form of bank stocks. it s not very often that 1 10%. the man accused of trying to blow up a plane entered a not guilty plea in court today. programs will fall victim to fairfax county budget cuts. freezer temperatures are going to stay around a while. the snow wasn t really much but it was enough to cause problems for drivers this morning. no major delays but a few accidents. those road conditions caused some school districts to close or to open late today. and this evening, the story is shifting from the snow to the bitter cold temperatures that are settling in across our area. bob has got more on that. hi, bob. hi, doreen and jim. we had that fluffy snow with sort of a 20-1 snow. that is less than a tenth of an inch of precipitation. some spots down through the northern neck, more than an inch and a half to two inches of snow. but now that s settled down, but the temperatures, once we get light snow and clearer skies as we have with gusty winds, temperatures already at 6:00 into the low 20s. with a northwesterly wind, it already feels like it s in the single digits out in winchester. by later on tonight, we ll see temperatures tomorrow morning feel like they re close to zero, even around town with a northwesterly wind. 10 to 15 miles per hour. so dress accordingly. right now, the temperatures you can get an idea. out at elkins where there s over 20 inches of snow in the mountains there, 11 degrees. there s that little area of snow through the northern neck and really did a little snow burst early in the morning moving on out. here s how it looked at i-95 after being cleared. it really snowed for a time. that snow has moved out. we ve got a cold, blustery weekend. the good news is we, i think, will be seeing a pattern change. all of this as we get into the middle part of next week and for the time being, that is certainly for the next week or so, no more snowstorms. we ll see some moderation. but not this weekend. this weekend will be very, very cold with windchills dangerously low. back to you. thanks, bob. some new unemployment numbers were released today. 85,000 jobs were lost last month. that s disappointing information to many people who thought there would be little or no job loss for december. the unemployment rate is unchanged at 10%. brian mooar has more on this. there s a bit of a boom in temporary work, but right now companies are unwilling to make long-term commitments. shipping giant ups announced it s slashing its workforce by 1,800. they ll be joining the 85,000 americans pink-slipped in december. the nation s unemployment rate held steady at 10%, but that s not necessarily good news. the reason that happened is because we had over half a million workers give up, drop out of the labor force. if you re not actively seeking work anymore, you re no longer counted as officially unemployed. reporter: without clear signs of a turn-around, companies remain hesitant to hire. small businesses power the nation out of the last recession, but not this time. the question is why. it s not just confidence. it s also access to credit and lending. reporter: the nation has lost more than 7 million jobs since the recession began. but monthly job cuts now average a tenth of what they were in early 2009. the road to recovery is never straight. and we have to continue to work every single day to get our economy moving again. reporter: president obama is highlighting a program to grow environmentally friendly green jobs. this south carolina plant which makes power-saving smart grids and meters will be getting $5.5 million in tax credits. money used to save energy and jobs. and critics say the obama administration hasn t created enough jobs quickly enough. that sets the stage for another stimulus fight. jim? brian mooar, thanks. despite the jobless numbers, the markets managed modest gains today. it could be a sign that the fed will keep interest rates low. the dow picks up 11 points today. 10,618, the closing level. nasdaq gained 17 points. it closed at 2,317. and the s&p was up three points. it closed at 1,144. the man accused of trying to blow up northwest airlines flight 253 on christmas day made his first appearance in court today. his name is umar abdulmutallab. his arraignment in detroit lasted just three minutes. kristen dahlgren reports. reporter: abdulmutallab stood quietly in the courtroom. the 23-year-old accused of attempting to blow up a detroit-bound jetliner showed little emotion at his public defender entered a plea of not guilty on six counts including attempted use of a weapon of mass destruction and the attempted murder of the almost 300 people on board that plane. authorities say abdulmutallab concealed explosives in his underwear and that mass murder was only averted when the bomb failed to detonate. abdulmutallab s case changed the way we fly, prompting stricter security and a government review of what went wrong. today s hearing drew a peaceful demonstrate from the local muslim community, protesting against the violence of radicals. i feel like it s for us muslim-americans, we have to send out the message that we do not condone terrorism. we do not support terrorism in any way. and terrorism is not a part of our religion whatsoever. reporter: al qaeda in the arabian peninsula has claimed responsibility for the attempted bombing. the question of how much contact they had with abdulmutallab is one many hope the court case and the quiet yng man may soon answer. abdulmutallab s attorney did not request bail today, but the defense is likely to file tions requesting more documents related to the case the government is building against him. given the number of eye witnesses on board the plane as well as the admissions he made at the time, they say this case is unlikely to ever make it all the way to trial. in detroit, kristen dahlgren, news4. two additional men have been arrested in connection with an alleged plot to bomb new york city last year. the fbi says the men are associates of najibullah zazi. zazi is accused of trying to attack new york s transit system with bombs. federal agents tailed one of the susspectses before high arrested him this morning. the second suspect was arrested later after authorities searched his apartment in queens. those men could face charges of supporting terrorism and lying to investigators. both the abdulmutallab case and the new york terror plot now have u.s. government agencies rushing to increase security measures. the white house has new recommendations on how to fix the system. president obama says that the attack that failed on the attack that failed on christmas day is one that needs that demands attention. steve handelsman has our report. reporter: more u.s. allies are cooperating, and airports are now being patted down. italy is joining britain and holland, installing fall full-body scanners. it s an annoyance, but it wouldn t bother me. reporter: they digitally undress people. buteric holder said today better scanners are a must. d there are things that we can do to protect people s privacy. reporter: a body scanner on christmas might have revealed the bomb in abdulmutallab s underwear, but as the 23-year-old nigerian went to court in detroit today, another issue was why he was allowed to book a flight. a misspelling of his name helped keep him off the no-fly list. we all are looking hard at what did happen. reporter: now there s a rush to get the four u.s. watch lists better coordinated and more quickly updated. a critic says the christmas attack did not fail completely. with a guy who meant nothing to al qaeda, abdulmutallab, someone who really is very easily replaceable from their context, they have managed to cause the entire tsa system to go into chaos. reporter: and the arrest of two men today in connection with the suspected plot to bomb new york city s subways is a reminder that watch lists and scanners can t stop suspected terrorists who are already in the united states. steve handelsman, news4. other security ideas being proposed include more intensive interrogations and lifting restrictions on profiling passengers. there was a rocket strike today at the future home of a u.s. consulate in afghanistan. the site of the former hotel near the iranian border. the building has been leased by the u.s. government to serve as the consulate, but it is not yet occupied. three rockets were fired in the vicinity today. just one of them hit the building. some windows were shattered, but nobody was injured. it s part of a plan to increase the u.s. diplomatic presence outside of kabul. the mother of vice president joe biden has died. the vice president released a statement this afternoon that says that his mother passed away peacefully at their home in delaware. she was surrounded by her family and many other loved ones. the vice president left washington yesterday to be at her side. today he said his mother taught her children that family is to be treasured, loyalty is paramount and that faith would guide them through the tough times. catherine eugenia finnegan biden was 92. coming up, we ll tell you about a train that arrived at its destination 19 hours late. icy roads cause major problems down in the south today. whoa. budget cuts at fairfax county schools could eliminate sports teams and foreign language programs. and we ll tell you about two guys who went to the top of the world s tallest building and then jumped. wizards playing their first game without gilbert arenas tonight. lindsay is at verizon. she will have a live report. and alabama turns the tide against the longhorns. parents in fairfax county will notice changes at their kids school if new plans proposed by the school s superintendent are approved. among the changes offered are eliminating all freshman sports to save money, increasing class sizes by one student, eliminating hundreds of jobs, and adding $100 fees for every child who plays sports. some parents already are organizing to fight the cuts and offer solutions to save programs. julie carey has our report. reporter: some chilling news for thousands of fairfax county student athletes. a second year of budget woes mean the superintendent is proposing an end to indoor sports. athletes in the remaining sports would have to pay a $100 participation fee. parents are organizing to promote other solutions besides cuts. dan woolly says indoor track could be paid for with the participation fee. a program that covers all age groups and all genders and supports the academic growth is really where we need to be. taking a prac that is impacting 3,000 kids, we think, as very negative affects for the county and on our kids future growth. reporter: academic programs like foreign language in the elementary schools are slated for major cuts and hundreds of teaching positions would be eliminated, leading to larger class sizes. i have fifth grades at 37. i have high school classes at 35, 36, 37. that s not right. huge concern. reporter: it s now up to janey strauss and the rest of the school board to wrestle with the proposed budget before sending a final request to the board of supervisors. but some ptas are signing on to a plan to raise the profit tax rate and earmark the money for schools. the initiative is dubbed ten cents makes cents. do you increase the tax rate by ten cents because assessments will be going down, the average tax bill will not go up. reporter: ron reasons even in tough economic times, investing in schools is really a way to invest in property values. these cuts, which are devastating, will set back our system ten to 15 years. if these cuts go into effect, that will affect everything in this county. property values, you name it. reporter: a final decision by the board of supervisors won t come until late april. public hearings on the proposal will be held later this month. metro has removed a train operator accused of nearly striking a team of track inspectors last month. the incident happened justfter metro lifted a six-month ban on giving inspectors access to live tracks. the tristate oversight committee says inspectors had to scramble out of the way after the operator made no attempt to slow the train down. there are exhausted amtrak passengers in chicago right now. their train arrived at its destination 19 hours late. the train left sacramento, california, five days ago. it did not arrive in chicago until today. along the way it encounertered two-story-high snow drifts on e tracks in nebska. it also had to stop in iowa where the train hit a truck on the tracks. passengers say there was not enough food to go around and the crew members did not let them know what was going on. no one should have to go through what we went through on that train. we were cold. literally cold. we didn t have any heat. they ran out of food. it was a disaster the entire ride. i mean, i could understand one or two things going wrong, but it was just one thing after another every two hours. amtrak says it s going to offer refunds on a case-by-case basis. an international soccer tournament will go on as planned despite a deadly attack on one of the teams today. gunmen opened fire on a bus carrying the national soccer team of togo. a bus driver was killed and nine others including two players were wounded. one player says the attack lasted at least ten minutes and that they were in his words machine gunned like dogs. he adds that the team is inclined to pull out of the 16-team tournament, which begins on sunday. rebels are claiming responsibility. we reported last week about the tallest building in the world opening over in dubai. that thing is 200 stories tall. two men just had to be the first ones to jump off of it. they did. they re from the emirates aviation society. they got permission for the jump and they shot the jump. both of the guys landed safely. they set a new record for the world s highest base jump. that tower is located in downtown dubai. it cost $1.5 billion to build it. coming up on news4 at 6, we ll hear from wizards fans as the team gets ready to play their first home game since giert arenas m going to send chester to my house the next time. outside, you can see how light it was. our high temperature today made it up to the low 30s. 32. that s when we were getting left-over snow. now we re heading into the two coldest weeks of the year. our average high, 42. 21 of the last 25 days we ve been below average. look at these morning temperatures early this morning. it was into the well below freezing. outside right now, we below freezing. look at how dry that yare is. it was even dry when it was snowing. that s why we had sort of that inflated snow. less than a teh of an inch equated to over an inch and a half in washington. 26 this morning. 33 below zero in bismarck. rapid city was the spot that set 18 below zero record low temperature. it was records down into arkansas. jonesboro, arkansas, was in the teens. look at the current temperatures. it s cold not only around us. brownsville, texas, 37 degrees. jacksonville, florida, 40 degrees. right now that s the current temperature. and the windchills in florida also were into the 20s and 30s. it s been a really, really brutal pattern. there s the jet stream which has been diving to the south. that area of low pressure is moving out, away from us. did bring in that left-over wrap-around moisture. overall it is still a rather cold pattern. that will be finally changing. there s the pattern that we ve had for basically the last couple of weeks. as we get into next week, tuesday and wednesday and thursday, the really that jet stream will be lifting to the north. not only has it been storms here, but storms moving in to the pacific northwest. with the big pressure gradient, have you been out to the columbia gorge? with that ix treme pattern, this is a reporter trying to get a watch out! there they go. when the winds are up to around 100 miles an hour, you don t want to be a reporter trying to do your stand-up when the columbia river gorge. we re going to be seeing more of the same, that area of low pressure and storminess has moved out. behind it, we have strong northwesterly winds. that will be with us right on into sunday. the winds will diminish on sunday. temperatures tomorrow for highs, only 31 degrees. look at chicago and st. louis. the high temperatures tomorrow, into the teens. so it will remain breezy with the temperatures continuing to tumble into the low 20s. as we go through the next few hours. then tomorrow morning with that fresh covering of snow, even though a lit of it has compacted and melted, it really sets up the stage for a cold night. temperatures as low as the low teens. even the nearby suburbs. even for you folks in charles county when you had that day off from school. then as we get on into saturday, to sunday, the morning on sunday could be even a little bit colder with lighter winds. temperatures into the low to mid teens. by next tuesday, the pattern begins to change a bit. by the time we get into wednesday, thursday and friday, we ll be near average. that is 42 or 43 degrees for the high temperature. we are going to appreciate average temperatures so much more. open the pools. get out the shorts. i need to point out that i said that tower in dubai is 27,000 feet. that was really stupid of me. it s 2,700 feet. 27,000 feet is five miles. so get off your computer. coming up in the broadcast, how people are dealing with these bitterly cold temperatures. two women and a firefighter had to be taken to the hospital today. good news concerning the graduation rates at d.c. schools. and reports about that late-nath shake-up in the works here in nbc. a look now at the stories making headlines tonight. the news about unemployment was surprising to some. the government says 85,000 workers lauts their jobs last month. most experts lot there afrnoon. it was so cold and windy we wondered why some people would even be out and about. i m from california. i m not used to this. reporter: what do you need that you have to go out in the cold to go to a grocery store? why don t you just stay home? i need tomatoes and some haul pa some food. reporter: what did you need so bad that you had to come out in this cold? it s friday. and on fridays, i stop by the store to pick up what i need, little small things. then i m gone. i m in and out and i m out of this cold. reporter: why are you out in the cold? i m out in the cold because i have the day off and i want to eat chipotle. reporter: so you re not going to the grocery. what are you doing with the return bag? i m going to go to cvs afterwards. reporter: in virginia, icy residential streets trapped motorists trying to navigate through them. the washington region confronted ice, snow, and exceptionally cold winds and temperatures. this man used his leaf blower to blow away the light dusting of snow. most roads in the district even ones with steep hills were reported mostly clear of snow and ice as the colder evening approached. tom sherwood, news4, washington. kerosene is likely to blame for a fire that destroyed a home and injured two women in montgomery county today. one of the victims told her neighbor that she was trying to fill a kerosene heater when it blew up. the woman and her daughter were taken to the hospital. a firefighter was also injured. firefighters had several challenge challeng challengeds. there are no hydrants in the area. a man has been arrested charged with raping a motel employee while she was at work. 23-year-old luis rivera of gaithersburg was arrested last ght. he s been held without bond. the incident happened last october at a motel 6 in gaithersburg. police say a housekeeper was cleaning a room when a man wearing a mask raped her. he got away in a green car. investigators say they found the car two weeks ago and were able to connect the suspect to the crime through both the car and dna evidence. prince georges hospital center will be a key player in large-scale emergency management. ste leaders announced that the hospital will receive $2.5 million in federal funding as part of an emergency response plan. the gold is to make sure that maryland is ready to deal with an attack. the hospital center s location puts it in a key role to help if a terror attack should happen. you re on the outer edge of the district of columbia. and where if there s going to be a major attack on the united states, it is not going to hop into utah. the blast zone, whether it s bio or whatever, is right here. prince georges hospital center is the second busiest trauma center in maryland and the hospital serves about 180,000 patients every year. good news from the district today. graduation rates are up. the mayor says 123 more students graduated in 2009 compared to the prious year. that s an increase of 3%. it makes the district s graduate rate 72% overall now. new programs have helped with the increase. and to increase the number of children who graduate. over the last couple of years, we ve had incredibly aggressive summer school programs and credit recovery programs. both of which we would say had a huge hand in our ability to rapidly increase the graduation rates. while 72% is definitely an improvement, it is not where she ultimately wants the school system to be. coming up on news4 at 6, we ll tell you about reports that nbc is considering moving jay leno back to his old 11:30 time slot. elvis presley fans celebrated what would have been his 75th birthday. and a young polar good evening. bob ryan, storm center4. a cold night. it s going to be a colder morning, too. we ll see report tomorrow about what went wrong prior to the christmas day attempted terror attack. he s criticized the intelligence community for failing to connect several red flags that could have stopped the man accused of blowing up the plane bound for the u.s. reporter: months before the botched christmas day bombing, intelligence officials knew al- qaeda members in yemen were hatching a plan. cbs news has learned as early as august the cia found out they were planning a person for the terrorist attack that turned out to be abdulmutallab and even though his father warned officials about those ties, authorities didn t make the connection until after the bombing attempt. there were bits of information available within the intelligence community that would have an could have and should have been pieced together. we need to learn from this episode and act quickly to fix flaws in our system because our security and lives are at stake. reporter: the president has ordered a sweeping review of the nation s airport screening procedures and watch list. preliminary results are expected tomorrow. a systemic failure has occurred and i consider that un- - unacceptable. reporter: the reports could lead to a revamp of security measures nationwide. authorities have made improvements since 9/11 but they still have a long way to go. we must get better at collecting these bits of information, putting them together at a central point, analyzing them and then acting. reporter: it will be weeks before officials complete their investigation, but it may take much longer to figure out who may colorado mother and baby both died during labor. the doctors were able to bring them both back to life. that s your baby brother. mike and tracey almost didn t get the chance to introduce their two boys to their baby brother. it is a christmas miracle. on christmas eve tracey s water broke and went to the hospital thinking it was a routine delivery like the other two. i went in to cardiac arrest. she was dead. she had no heart beat, not breathing, gray as her sweat suit, no signs of life. reporter: after trying to resuscitate tracey for several minutes. i sat there with my wife s hand in mine, ice cold. she was totally blue. reporter: the doctors decided to do an emergency c- section rite then and there but when the bane came out, he too wasn t breathing. half of my family was laying there in front of me in my hands, no other way to say it but dead. reporter: then came their christmas miracle. immediately after delivering him her pulse came back. doctors rushed him to surgery and the baby s lifeless body was handed to mike while doctors tried to get him to breathe. they got him started in my hands. so that is an amazing feeling. reporter: now, days later, with no signs of complications. i got a second chance at life. reporter: the family is home, getting to know their new baby colton. to the pro bowl once again snub a deserving red skin? and the international that al- qaeda leaders were talking about a nigerian preparing for an attack. the information did not include the man s name. the cia says it first heard about abdulmutallab in november after his father went to the u.s. embassy. president obama expects a preliminary report on the incident by tomorrow. in new hampshire, authorities are investigating the first known case of gastro southwestal anthrax. investigators belief the woman contracted the disease while at the united campus ministry center in durham. spores were found on two drums and an electrical outlet. one theory is they became airborne through vigorous drug playing and the woman then swallowed them. police are investigating the second homicide of 2 p 2009. a man was found dead on north 13rd street yesterday morning. police georges hospital center following a disagreement with the staph, the security guard asked him to leave. pulled out a flare gun and pointed it at the security guard. after that he fired two shots in to the air, which struck the ceiling of the hospital. reporter: no one was injured and graham is locked up facing charges. the incident a reminder that health care workers face the threat of violence midway through the week. a lot of people have a short week and that makes it an even better day out there. traffic looks good as we check out 95 and bw parkway, clean and green. no problems on that route. as we jump on the beltway and see how traffic is moving on the outer loop in maryland, 95 to georgia just a few cars out there. smooth ride. 4, 5 and 301 as we switch our maps to that area, no big problems. clean and green, as well. in virginia, 395 northbound still clear from duke too the pentagon. no problems there and 95 northbound triangle to springfield, all lanes are open. it has been talked about for years and now the national parks service is revealing its plan to overhaul the national mall. 9 news now digital correspondent alex trevino is live on location with the new details. let s hear it, alex. reporter: there are a few alternatives on the table. each with a different focus but all with the common goal to restore the national mall so it may symbolize the ideals and greatness for our country. there are grand plans for the great swath of green at the national mall. one plan calls for historic landscape makeover that concentrates on education. union square would be redesigned and the mall revamped. gravel walks refurbished and improvements for pedestrian and bike circulation. under another plan, the mall memorial an landscape would be protected. the idea is to preserve the design. significant changes would be made at union square, restoring the ulysses grant memorial and some would shrink the size of the reflecting pool to allow more room for morning dozens of aspen hill residents are waking up away from home because of a fire. it started in the 14200 block overgave avenue. 100 firefighters battled flames there but crews had to cut the power off to all of the buildings. looks like the apartment next to ours, there is a lot of smoke coming out of it. there was a minor explosion. in addition to fighting the flames an the cold, firefighters had some trouble accessing the burning three- story building. the red cross assisted people from all three buildings to find places to stay for the night. the red cross also helped people in leesburg virginia that were displaced by a fire. firefighters rescued several victims from two town homes. the cause of the fire is under investigation. an autopsy has determined that the death of a maryland girl kidnapped from her home, she died of multiple injuries. at point, the medical examiner s office is not detailing what those injuries were. foxwell was taken from her home on december 22nd. her body was are you found christmas day. police have arrested a suspect. investigators say he is a registered sex offender who once dated the girl s aunt. police in prince william county have been searching for julian coal for two weeks and yesterday they found her body. her body was not found far from the scene. the girl is staying with relatives. there s no word on how kroll died. a maryland pee man is speaking out about his close call. i looked over and there was planes and smoke coming from there and then fighting going on. i saw some struggling. reporter: dr. robert khan of baltimore said everything happened so fast on the northwest flight from amsterdam, he sat six rows in front of abdulmutallab who is charged with trying to destroy an airliner using an explosive hidden in his underwear. president obama said on tuesday, the intelligence community had bits of information that should have triggered red flags and possibly prevented the attempted terror attack. the time in the security system after the attempted bombing of a northwest airlines flight. when our government has information on a known extremist and that information is not shared, and acted upon as it reviews, which he hopes will reveal why there weren t any red flags when abdulmutallab boarded a plane. one man who works at dulles airport and used to be a security director at tel aviv airport and he is an expert at human behavior pattern recognition. he says airport personnel should pay more attention to how passengers are acting. they are highly stressed. most of these people including the latest terrorist are people with very little experience. they have relatively poor training and preparation. reporter: he trains workers at few airports but believes behavior recognition training should be required at all airports. the national parks service is revealing the gland plan to overhaul the national mall. it s been in the works for years but this morning it is a step closer to becoming reality. alex trevino is live from the location, or close to it, at least, with more. hey, alex. reporter: hey, angie. part of the criticism is it is hard to move around the national mall and hundreds of millions of dollars in overdue maintenance is needed. the national parks service is looking at three options, most of the alternatives feature an all-purpose facility near the grounds and they include a redesigned union square, rehabilitated grounds, paveed gravel paths and more accessible bathrooms and restaurants. and one includes removing or this rinking the pool to make room for demonstrations. another idea that is not yet concrete features a 14 street tunnel for motorists. the national parks service collected 30,000 comments. many have been rejected. still the park service agency says there will be consequences if the district, maryland and virginia do not meet the agency s restoration goals. epa officials say once the agency begins to issue plans, milestones or permits they will have 120 days to comply. but mid-atlantic administrator says he expects the goals will be met. complaints about a foul odor let fairfax county authorities to a home in mount vernon last night. inside the house, crews discovered they needed masks and protective suits in order to he move dozens of animals, including many dead ones. 40 cats, birds and dogs were found alive. some need veterinary care. the owner, 33-year-old megan barber faces animal cruelty charges. the home is declared uninhabitable. reporter: a virginia woman has apparently disappeared. lisa miller of winchester has not been heard from and is believed to have her 7-year-old daughter isabella. a judge in vermont ordered her to transfer custody to the girl on friday to her expartner janet jenkins. that s where the women had a civil union in 2000. miller gave birth to isabella in twoo 2002 after undergoing artificial insemination. the couple broke up a year later. time for another living $mart report. maryland. more than 100 firefighters battled the flames in the 14200 block of georgia avenue. while fire damaged three of the buildings, fire was cut off to all of the buildings. bush fires destroyed 20 homes and injured three people. crews are surveying the burned areas to see if there are more injuries or possibilities of death to the residents in australia. those affected are being holed up in
