Mayor gray says the shutdown is having dire cons queens in the district. Delia goncalves consequences in the district. Delia goncalves is live outside the Wilson Building with more on what lies ahead for city residents. Delia, what does the mayor mean when he talks about dire cons queens . Reporter it all comes down to budget autonomy. D. C. Does not control its own money. So the shutdown has crippled d. C. Where other cities can still operate with their local budgets. We cannot control our local money so the mayor took to twitter yesterday to express his frustration asking d. C. Residents to join him later this morning on capitol hill to urge congress to free d. C. s budget. Congress controls local money and the mayor says the shutdown has severely crippled the district. D. C. Tourism has taken a huge hit. Were hearing some Health Nonprofits have had to scale back operations because they rely on federal medicaid dollars. 300,000 federal workers live in the district of columbia. And even though the 800,000 who were furloughed nationally are promised to get their back pay, many have already filed for unemployment. 11,000 folks here in d. C. They went through the records and looked. There were people receiving Unemployment Benefits who actually were working which is illegal. So anybody who gets compensated for the time that the government is shutdown ultimately will not be eligible for the Unemployment Benefits. Theyll have to pay that money back. The district government which has really been in a hardship situation through no fault of our own is having to to operate the Unemployment Benefits. Reporter another hardship is the fact that the city is still paying government employees. You may remember that the mayor deemed d. C. The Housing Market has been a bright spot for the economy this year with more buyers and tight inventories this spring and summer, sellers have an edge. But as the calendar moves into the fall and winter, buyers may regain the upper hand as sellers try to close a deal. And that is changing the dynamics for both buyers and sellers. Theyre inclined to give you their property at a better price because they dont want to go through the holidays with having the house still on the market when all activity comes to a screeching halt. Even before open houses sellers can get a jump on attracting buyers making sure their homes look really good online. More than 90 of buyers start the home buying process online nowadays. And if they dont like what they see, its on to the the next house. The fall will mean less competition than the busy summer months but fewer offers to fight over so buyers should have their finances in order before they start looking. Fannie mae and freddie mac have released rules relaxed rules which would have prevented banks from approving mortgages through the shutdown. With last week some lenders reported they could not approve the mortgages because the shutdown had severely curtailed the i. R. S. operations. The governmentbacked mortgage giants have since said lenders can continue to issue new loans without this i. R. S. Confirmation. Borrowers who apply for mortgages will still need to sign an Income Verification request with the i. R. S. But verification could wait until after the Government Shutdown ends. Im first alert meteorologist erica grow. Were starting off with lots of clouds this morning but the rain is going to hold off till the afternoon. Take a look at your day planner timing it out for you hours by hour, 63 degrees. Pretty consistently from 11 00 a. M. All the way through 5 00 p. M. The showers arrive at about 4 00. So as youre heading out the door leaving work, youre going to need the umbrella and need the windshield wipers. The rain sticks around for a few days. More on that coming up in the first alert sevenday forecast. If youre planning to head to the bw parkway, unfortunately the situation remains here. Southbound side is shut down. Traffic being diverted. Look at the delays forming at least back at route 100 on the southbound side. This was a spread spread struck early this morning. The investigation will take some time. So choose an alternate route such as i95 or route 1. Back to you. Thanks, monika. Early detection is the key to the the cure of Breast Cancer. But where are we in terms of preventing Breast Cancer . Oncologist dr. Lisa mcgrail is here with us to talk about a vaccine. So were shifting the conversation from treatment to prevention. Thank you very much for being here with us. Youve been working on this vaccine for a long time. What is this all about and who is it for . Yes, i have been working on this for a long time. Were very excited that we just started our Clinical Trial at George Washington medical Faculty Associates. The vaccine is for women who are Breast Cancer survivors, but who are at high risk to recur. Thats the key, theyre survivors. So its not for the woman who hasnt been diagnosed. Its not a vaccine to prevent us from getting the flu or Something Like that. Right, its for women who have already been diagnosed with Breast Cancer but at the time of the diagnosis, the cancer had spread to maybe a stage two are a stage three but theyre living with sort of the risk that this could come back sometime in the future. How does the vaccine work . The vaccine is a peptide which is a small part of a protein that is found in about 70 of breast Breast Cancer cells. The idea behind the vaccine is that when we give the vaccine to a woman, the body recognizes that as foreign or as evil and develops an immunity to it, develops antibodies so its a way for a womans own body to fight the cancer should it ever return in the future. 40 years of research, millions and millions of dollars towards the cure, but where are we in term of prevention . Because this is not exactly it yet. What can we do to help ourselves . Right. I think thats a very good question and difficult one to answer. I think you know, the main thing we can do is lifestyle modification right now. Exercise is critically important and when we talk about exercise, were really talking about aerobic exercise up to about five hours per week. The other thing is really our diet and maintaining a healthy weight. Those two things are critically important. A new study just came out talking about walking being important for more mature women but even younger women can reduce their risk for being diagnosed with Breast Cancer. Thats absolutely correct. As women, as mothers, as grandmothers, the things we can tell our children and grandchildren, especially those between the ages of 12 and 22 is that vigorous exercise will help them prevent as they grow up later in thairve lives in their lives. We talked about prevention and we dont know why it happens. Women in japan dont get Breast Cancer but they come to the United States and it changes. It does so there must be some type of environmental factors playing a role which we dont understand real well right now but we do think it has to did do with diet and exercise. Right now we do no that Early Detection makes a difference. Key. Its absolutely crucial. Again were talking about research and dollars. This mammovan costs a lot of money but theres a way you can help just by pulling up to a parking meter. Well be telling you about that in the next half hour. Jess . Were looking at a very chilly start to the morning. The clouds are definitely going to make things dreary today in the day planner. Were going to see just a few peaks of sunshine but the range waits till about the afternoon ride time to really arrive here in the d. C. Metro area. Well be at 63 degrees by noon and thats where were going to stay at 5 00 p. M. And the heaviest rain will wait until tonight. Thats the good news but rain is on the approach. 58 degrees right now at Reagan National with northeast winds at 10 miles per hour. The relative humidity is 65 . So were starting out okay. It is very cool, though, very cloudy. Were going to have to deal with those clouds pretty much all day. Just a few peeks of sunshine. The rain is slowly approaching from the south. Its moving toward us in association with a coastal system thats going to plague us as we head from this afternoon all the way through the rest of the workweek. The showers arrive for the p. M. Commute and thats where theyre going to stay. Rainy, showery, chilly conditions in our forecast all the way through at least friday. Right now it is 49 degrees in martins brg. You can see how the rhine is making its approach into owe rain is making its approach into norfolk. It will start to push toward the beltway as we head toward the afternoon and evening commute. But your High Temperature today in the midafternoon about 4 00 p. M. Will be 66 degrees in leesburg. 65 in downtown d. C. 63 in fredricksburg. 65 in orange. You can see its going to be a little milder, more pleasant off to the west where youre not going to have those clouds. You dont have as much of the ocean influence. Overnight tonight well all pretty much dip into the 50s because clouds will keep temperatures from falling too much. 52 for your low in manassas. 53 in orange and fredricksburg. No real bone chilling low temperatures overnight tonight. However, we will have heavy rain in spots overnight tonight and then during the day on thursday not really heavy rain but just really dreary with plenty of showers. A high of only 61 degrees. On friday just a touch milder. More showers, though, a high of 65. Its just not going to be very pleasant for the next three days. Then in the first alert seven day forecast, well try to sneak in agent bit more sunshine and kick out some of these rain showers, but this area of low pressure is very persistent so it looks like it could hang around all weekend long. By the time youre heading out the door for the terps game, youll definitely want to bring the rain gear. Same deal if youre heading to the ravens game on sunday. The chance of showers continuing until next workweek. Thats a look at the sevenday forecast. Its time again for timesaver traffic with monika. Weve been talking about the mammovan and buddy check 9 anniversary. The director of breast imaging and intervention senator at George Washington medical Faculty Associates is here, its her big baby. We welcome her this morning at channel 9. Congratulations to you on the 17th anniversary of the mammovan dedicated in september of 1996. Thats right. I know youve got to be proud of what youve accomplished and all of the women youve seen on the van and the cancers youve detected hopefully early enough to make a difference. Almost all cancers that were detected on the mammovan have been early stage curable Breast Cancers. Were proud of the teamwork that really results in curing lives. The mammovan has become an important part of our community where we try to break down every language barrier, working with Community Leaders and free mammography so its one of the longest functioning mobile mammography programs in the country. Were very proud. As we said mammography is step one but if something is found on the sand and youre on the van and if youre uninsured we met antonette and she said the mammovan saved her life. What does the prepare foundation Brem Foundation do, named for you . We part neared with others to give women what they need. We really try to decrease the anxiety, get earliest diagnosis and achieve an cure. We also do education to underserved communities as well as to physicians to optimize Breast Cancer care across the country. Dr. Brem, you have talked about in many speeches about cutting edge Breast Cancer detection is individualized imaging. It is not one size fits all and youre speaking specifically of women who have dense breasts. Tell us about that. Mammography is wonderful. All women over the age of 40 should be getting a mammogram every year but it isnt as effective in certain women, specifically women with dense breasts where Breast Cancer is white on the mammogram and breast tissue is white. The lack of contrast makes finding cancers a little harder. Now we have solutions for that. We have 3d ultrasound which finds 30 more cancers in the group of women where not only is mammography less effective but their increase for Breast Cancer. We also have breast specifically imaging for the highest risk women, those women with the gene or a huge lifetime risk of developing Breast Cancer. We have Different Solutions for different women based on what that woman needs. 3d is not on van right now. You have the latest technology but not 3d but that will change. Again, dollars make a difference. Talk to me about park pink. We need a new mammovan so that we can incorporate the absolute most cutting edge technology. And park pink is a partnership which helps us raise the funds to get a new mammovan so we can have 3d mammography and hopefully 3d ultrasound on the mammovan as well. Im grateful for our community, d. C. Thats helping us achieve this very important goal. With park pink were talking about the park mobile you have on your phone and you can pay for your parking and not worry about tickets. But at this point during the month of october you can come in at different levels, silver, platinum, gold and pink up to 100 and make a donation and it all goes to George Washington medical Faculty Associates and mammogram program. And to save lives so were grateful. Thank you all for that. Dr. Rachel brem, congratulations for all that you have done for Breast Cancer awareness in our community and thanks for bringing the mammovan here today and it will be back again tomorrow.
